Pampanga students volume swells to 305,000

CITY OF SAN FERNANDO–
More than 305,000 elementary and high school students
trooped to Pampanga’s public
schools at the opening of classes on Monday, a provincial
official of the Department of
Education (DepEd) disclosed.
Malcolm Garma, schools
division superintendent of the
DepEd Division of Pampanga,
said his estimate is based on
the actual number of enrolees
last year.
Garma said that there were
213,353 elementary pupils and
88,252 high schools students
in Pampanga’s 19 towns during
the 2012-2013 school-year.
He added the total number excluded the students at
Pampanga’s three cities--San
Fernando, Mabalacat and Angeles.
Garma said the population
at public schools in Pampanga
increased yearly by an average
of between “3 to 10 percent.”
“That is a conservative estimate. We are expecting transferees from private schools,”
said Garma.
On Monday morning, Garma and other officials led a mo-
torcade dubbed “Happy School
Movement” to show that Pampanga schools are “healthy and
happy learning environments.”
The motorcade took off
from the DepEd office in this
city and proceeded to Sto. Tomas and Guagua towns.
Garma said there are 437
elementary schools and 106
high schools in towns of Pampanga. ●

2.5-M students crowd CL
schools as class opens

CITY OF SAN FERNANDO-Around 2.5 million students in Aurora, Bataan, Bulacan, Nueva Ecija,
Pampanga, Tarlac, and Zambales
filled-in classrooms Monday for the
opening of School Year 2013-2014.
“From the figure, 1.9 million are
in public schools while 600,000 are
in private. Some 61,000 teachers also
returned for work,” Department of
Education (DepEd) Regional Director Isabelita Borres disclosed.
The Central Luzon Education
chief added that around 13,000
classrooms are currently being constructed across the region to address
shortage in state-run educational institutions.
This school year marks the full
implementation of the K to 12 program following the passage and recent signing of President Aquino of
its enabling law.
“The training for teachers in such
curriculum is still ongoing. K to 12
is very critical and will spell a lot of
difference in learning and teaching,”
Borres added.
The K to 12 Program covers Kindergarten and 12 years of basic education--six years of primary education,
four years of Junior High School, and
two years of Senior High School
It seeks to provide sufficient time
for mastery of concepts and skills,
develop lifelong learners, and prepare graduates for tertiary education,
middle-level skills development, employment, and entrepreneurship. ●

schools adopt by-laws

CITY OF SAN FERNANDO--To have a corporate identity, the federation of the associations
of technical vocational
institutions (TVIs) in Region III has adopted its
constitution and by-laws.
The heads of the TVI
associations, led by Gregorio “Bong” Sison Jr. of
the Pampanga Federation of Technical Institutions, Inc (PAFTI),
recently forged here the
constitution and by-laws
of the TVI-Central Luzon.
“The
federation
aims to develop and
offer sustainable and
market-driven technical vocational education
and training programs
in Central Luzon”, said
Sison.
“It also seeks to nurture harmonious partnership with the TESDA
regional and provincial
units and other TVET
stakeholders in terms of
policy formulation and
implementation, upgrading and standardization
of TVET programs, and
TVET marketing and advocacy,” he added.
Sison vowed to pursue programs and activities that shall foster
camaraderie
among
the member schools,

Japanese cartoon character,
visited a shopping mall here
over the weekend.
A Hello Kitty mascot
visited the SM San Fernando
Downtown (SMSFD) on Saturday as part of the SM Cartoon Fest.
The white Japanese bobtail cat character brought
amusement to the children
and teenagers during a meet
and greet event.
The SM Cartoon Fest
started this summer season which featured 38 cartoon characters exhibited in
various SM malls across the
country.
Aside from Hello Kitty,
some of the characters during the fest were casts of
Spongebob, Sesame Street
and Looney Tunes. ●
Cops issue
safety tips
for students

CITY OF SAN FERNANDO-Police authorities in Pampanga
have urged students to follow
safety precautions to ward off
any untoward incidents as classes
opened Monday.
Senior Supt. Oscar Albayalde, acting provincial police director, enumerated the safety tips to
guide students and parents at the
start of the school year.
The following are among the
measures crafted by the police:
• Day or night, do not walk in
dark streets, alleys and unsafe
short cuts; Stay away from dark
and isolated places or vacant lots
at night as these are the hangouts
of criminals. Do not take chances;
• When in a tricycle or jeepney,
do not extend your hand out of
the window;
• Ask somebody to accompany
you when going back home especially at night;
• At night, wait for tricycles,
jeepneys or buses at well lighted
areas;
• Do not bring a lot of cash when
travelling;
• Do not wear expensive jewelleries and substantial cash;
• Do not hitch a ride with a person you do not know well. It is
always safer to take a tricycle or
jeepneys.
• Always carry in your bag a
whistle or anything that may be
used to sound alarm. When in
danger scream or shout for help
when you are you are being attacked; and,
• Always have an available cellular phone with load that can be
used to call a person when you are
in danger. ●

Official: No dengue in San Fernando

CITY OF SAN FERNANDO--An
official of the city health office here
yesterday bared that the city did not
record any dengue cases in the last
month.
“This is good news but we must
not be complacent,” Dr. Renely Tungol, rural health physician of the City
Health Office (CHO), confirmed.
Last year, Tungol said, the CHO
recorded more than a thousand dengue cases.
With the good news, Tungol is
urging the Fernandinos to stay on
alert especially during rainy season.
“Breeding places of the dengue
vector mosquito include clean and
stagnant water found in various receptacles, including soda bottle crowns
(tansan),” she said in a statement.
The city government, on the
other hand, is continuously monitoring all barangays to avoid any dengue outbreak. This month, the CHO
started conducting dengue awareness campaigns and programs.
In line with Agenda No. 2 of
Mayor Oscar S. Rodriguez, “Beinte
Quatro Oras, Sa Sakit Walang Atras,”
health advisories have been sent out
to communities reminding them to
maintain cleanliness, destroy pos-
sible breeding places of denguecarrying mosquitoes and encourage
citizens to consult medical doctors
right away once symptoms arise.
At present, there are five health
stations in this city with complete facilities and medicine for various ailments including dengue.
In 2012, CSF hosted the launch
of ASEAN Dengue Day for a campaign to prevent an outbreak of
the disease in the entire Southeast
Asia. The City was also given as
the “Dengue Control and Prevention” Award by the Department of
Health Region III for its programs
against dengue. ●

gear for budget management

BALANGA CITY--Bataan executives are gearing for industrial expansion following the passage of Republic
Act 10516, which expands the utilization of the more than 500 hectares
Philippine National Oil Companycontrolled industrial estate in Limay
and Mariveles towns.
A public consultation led by
Department of Energy Assistant
Secretary Jose Raymund Acol and
outgoing Bataan Second District Representative Albert Garcia, the governor-elect of Bataan, was held recently
for the drafting of the Implementing
Rules and Regulations of the newly
enacted law.
The DOE official said they will be
able to finish the IRR this month.
The law opens the industrial
estate to energy and energy-related
companies and other gainful economic activities.
RA 10516 amended Presidential
Decree No. 949 that limited to petrochemical industry the use of the
PNOC-controlled land.
The new law is seen to attract
more investors in the underutilized
industrial park.

pointed-out that one of
the flaws in governance
is mismanagement and
misappropriation

public funds.
He said that, most
of the times, programs
and projects that needed funding are neglected. This, according to
him, is failure to identify and consider the real
needs of the people.
“Every
centavo
of the budget coming
from the national government or from PDAF
(Priority
Development Assistance Fund)
should be spent on significant programs that
will benefit the majority,” Rodriguez said.
The congressmanelect stated that he will
put the funds on development plan that will
boost the economic activity in the five towns
of the district that covers Arayat, Sta. Ana,
Mexico, City of San Fernando and Bacolor.
He also vowed to finance important infrastructure projects and
will lobby before the
national
government
for the funding of flood
mitigation projects in
the province.
Also in his plan is
maximizing the agricultural capacity of the
district.
Known as the “Father of Education” in
this city for the establishment of the City
College and continuous
scholarship programs,
he said education will be
one of his top priorities.
“Some of the agenda and plans we have
planted in the City of
San Fernando during
my administration will
be introduced to other
towns,” he said. ●

Back-to-school woes
Yesterday, some 2.5 million
students trooped to the various
schools in Central Luzon where
they were welcomed by same old
problems that hounded our educational system for the longest time.
Of the total figure, 1.9 million are
in public schools while 600,000
are in private schools and, with the
implementation of the K to 12, the
problems of lack of classrooms,
books, chairs and teachers are
only expected to get worse.
It is an open book that our public
schools are the one saddled by the
decades-old problems and the figures above show that a good percentage of the students who went
to school yesterday will experience
the same woes.
While there are around 13,000
classrooms currently being constructed across the region to address shortage in state-run educational institutions, the expected
additional years in the basic education will render these additional
structures helpless to fully-address
the problem of student-to-classroom ratio.
The additional two years in the
basic education would mean the
need for additional 20 percent of
all the school resources because
20 percent of the students will stay
two more years in the custody of
our schools.
Longer years in the campus
would not always mean better
chances of getting decent jobs
when one is finished schooling. On
the contrary, it will only lessen the
years he has to search for jobs.

As an example, Gonzales cited that just a few
days before the May 13, 2013
elections, Rodriguez signed
and issued checks in varying amounts, from P3,000
to P5,000 each, in favor of
seven residents of the City of
San Fernando.
Gonzales also stated
that on May 10, 2013, before the elections, Rodriguez
distributed “financial assistance” also in the amount
of P5,000 to his so-called
scholars at the Don Honorio
Ventura Technological State
University (DHVTSU).
The supposed scholars,
numbering more or less
1,000 students, are, according to Gonzales, residents
or constituents not only of
the City of San Fernando
but also of other parts of the
Third District of Pampanga.
Gonzales said the above
acts are in clear violation of
Section 261 of the Omnibus
Election Code which prohibits any public official or
employee, including barangay officials, from releasing,
disbursing or using public
funds during within 45 days
before a regular election.
He also said that Rodriguez violated Comelec
Resolution No. 9585 which
implements Section 261 of
the OEC which prohibits the
release, disbursement and
expenditure of public funds
effective March 29, 2013 until May 13, 2013.
“The indiscriminate” issuance of the above checks
and the distribution of “financial assistance” to numerous recipients, beneficiaries and/or scholars just a
few days before the elections
obviously constitute massive
vote buying,” Gonzales said.
Gonzales’ lawyers said
that were it not for Rodriguez’s acts of massive and
widespread
vote-buying,
their client would have easily
emerged as the winner in the
recently conducted elections.
The lawyers noted that
when Gonzales ran for second term in 2010, he garnered 195,651 votes against
his opponent’s 24,640 votes.
“Having been elected
twice already for the same
position in 2007 and 2010
elections, the sudden loss of
some 87,376 votes is simply
unexplainable and statistically improbable,” they said.
The lawyers said that by
engaging in massive votebuying, Rodriguez has made
a mockery of the electoral
process and does not deserve to sit in office.
“By buying the votes of
the electorates, Protestee
(Rodriguez) stripped himself of any right to hold public office,” Gonzales’ counsel

management to release their

soldiers who perished in the

“We hope to spread the
story of Soliman in the whole
Pampanga with the help of
the governor,” said FloresBalgan. She disclosed that
Gov. Lilia Pineda expressed
support to the municipal government’s plan to highlight
and put museum for Soliman and the other pride of
Macabebe, including Vicente
Manansala, first National
Artist for visual arts from
Pampanga.
Joel Mallari, KATATAGAN board member, said
his group “rested for a while
in holding studies” on Pampanga’s history.
“But we are back. Many
are requesting us to hold lectures about Soliman,” said
Mallari. He added that their
group of historians and advocates of pushing for Pampanga’s history thanked BalganFlores and other mayors who
will support their lectures.
Mallari said “that Soliman is brave similar to the
people of Macabebe and the
rest of Pampanga.”
Mallari said Soliman refused to imitate and follow
the rulers based in Manila,
including Si Banau, who immediately “befriended and
supported” the Spanish colonizers led by Miguel Lopez
de Legaspi. Banau was the
“Lakan Dula” or ruler of Tondo.
“Soliman was so angry
because they gave in to the
colonizers. To show how defiant and disappointment he
was, Soliman jumped from
the window after a meeting with one of the leaders
(Banau) instead of using the
stairs,” said Mallari in the
dialect.
“Rajah Matanda led the
next meeting with the Spaniards with Si Banau, riding
in ‘two beautiful caracoas’
(ancient giant war boats). Soliman did not go with them.
The two lords promised Legazpi that they would bring
their nephew (Soliman) to
him and ask him to forgive
‘the error he committed due
to his inconsiderate youth.’
Soliman, still ill-behaved,
did not obey his uncles until
May 18, 1971,” said a portion

“It’s the single desire of
Tarik Soliman to fight for independence and freedom of
Macabebe. He was brave like
the people in our town,” said
Flores-Balgan, who led the
wreath-laying ceremony for
Soliman whose monument is
prominently displayed at the
town hall.
“Tarik Soliman lived a
life with principle. If you have
that trait of our hero, you will
go places in life,” she added.
Flores-Balgan said they
had started to hold lectures
and programs to let people
know about the life of Soliman. The young man died
along with some 300 Kapampangan soldiers at the battle
in Bangkusay, Tondo on June
3, 1571.

As we have entered the twenty-first century, we
can see that school will be less affected by time
values originating in penitential and industrial
contexts and shaped more by media, technology, and information science. Each will bring
its own distinctive trajectories and rhythms of
moving us through time and space. As we restructure time in education, we must consider
its different kinds and how each affects teaching and learning. We must scrutinize also cultural time values that influence our work and
accordingly shape values to support education,
whether in a writers’ workshop, a math class, or
a science lab.
