recover the bombs.

Bataan EODU while
awaiting schedule for

lower monthly electric bills after
the National Grid Corporation of
the Philippines (NGCP) recently
completed a P299 million transmission project that supports
a new power plant located in
Mariveles town.
The Mariveles Coal Transmission Reinforcement Project
caters to the GN Power Ltd.’s
new coal-fired electric generation facility which will add 600
megawatts capacity to the Luzon
power grid.
NGCP said in a statement
that the project was designed to
accommodate the additional capacity from GN Power and connect it to the Luzon grid through
a 38-circuit kilometer transmission line from Mariveles to a
substation in Limay town.

Missing New Zealand
national rescued

CAMP OLIVAS, Pampanga--A missing
New Zealand national was rescued by police in
the hands of her boyfriend.
The new Zealand national was identified as
Jessica Margaret Horton.
Police said Horton was reported missing
since January 28.
The victim, when found in a secluded resort
owned by Nelson Lavado Carunugan, a resident
of 2020-A Sitio Pila, baranagy Duquit, Mabalacat
City, has several visible injuries in the body.
Horton’s boyfriend, Globert De Leon, 34,
seaman and resident of 2299 kamagong St.,
Marcons Phase 1, Barangay Dau, Mabalacat City,
was arrested together with friends identified as
Conrado De Leon Jr., 38, a farmer and resident
of Barangay Duquit; and, Namer De Guzman, 42,
of Waling Waling St., San isidro, Dau, Mabalacat
City.
Resort owner Carunungan was invited also
to the police station for questioning and further
investigation.
Horton, during the course of investigation,
however temporarily waived her right to file
charges against her boyfriend.
Police said the victim will be presented to the
New Zealand Embassy for proper disposition. ●

OLONGAPO CITY--The Education Department (DepEd) reminded public school
officials to ensure a memorable and exciting
commencement exercises for the millions of
pupils and students who will graduate this
year.
And DepEd Secretary Armin Luistro
stressed that it should be without “extravagant splurges.”
“It is a part of DepEd’s public service to
the people in giving a simple yet an unforgettable graduation for students and that
they deserve a ceremony without paying a
cent,” Luistro said in a statement.
Thet Marzan-Estrealla, chairman of the
city council’s education committee, said in a
text message that the local school board said
it will “abide by the guidelines.”
“We’ve already met with DepEd division superintendent Jess Ferrer about it.
And the principals were aptly advised,”
Marzan explained.
She added that there will a series of
meetings with the different Parents and
Teachers Associations (PTA) in the city this
coming weeks.
In line with its reform agenda, DepEd
has released the 2013 Graduation Rites with
the theme “Building the Nation’s Future
Leaders through the K to 12 Basic Education Program”.
In a statement, DepEd said it is still
implementing the “No Collection” of graduation fees and forcing students to submit
non-academic projects as requirement to

Congressional aspirant consults Bataan folk

BALANGA CITY--Reynan Calderon, Bataan Second District congressional candidate of the Makabayan Party,
said he is continuously doing consultations with the people of Bataan.
He added that, in fact, he has been
doing rounds among the people of the
province to know their plight for the
last two years.
Phillip Ramos, political leader of
Calderon, said the latter even goes to
remote sitios to talk and consult with
common people.
He narrated that people in farflung areas are very delighted to talk
up-close to a congressional candidate,
who does not come from a political
clan.
Ramos said Makabayan has already built political networks and set
of leaders in the six towns of the Second District to support the candidacy
of Calderon.

CITY OF SAN FERNANDO--A
businessman here suggested that prior
to the release of the quarry revenue
shares of the barangays by the provincial Capitol, there should be a resolution from the respective villages stating where the funds are intended for.
Businessman Rene Romero, vice
chairman of the Pampanga Chamber of
Commerce and Industry, has appealed
for transparency from the village leaders “as most of the barangay shares become misappropriated funds.”
“There should be a resolution stating where their quarry shares will be

spent. This will ensure transparency,”
he said.
“We don’t want to see the revenues
from quarry go to waste when they
reach the barangays,” he added.
Earlier, Romero also appealed to the
provincial government, specifically the
Sangguniang Panlalawigan, to expedite the passage of the proposed computerization and institutionalization of
the quarry system.
Romero signified the business
group’s support to the Capitol’s plan to
computerize and institutionalize quarry operations, in order to eradicate human errors in the industry.

Ebdane slams accusation linking
him to Pangasinan mayor slay

IBA, Zambales--Gov. Hermogenes Ebdane Jr. derided detractors
for coming up with another “bad
script” to weigh him down and discredit his administration in time for
the coming May elections.
Reacting to news reports alleging
that a murder of a Pangasinan mayor
was hatched by the principal suspects
at the capitol building here, the governor said the said scenario was “simply
ridiculous as to be a product of hallucination.”
“Every murder, whoever may be
the victim or the suspect, is always
a reprehensible act. But this report
about my supposed involvement is
only pathetically laughable. This is a
very, very bad script,” Ebdane said.
Ebdane’s name is apparently being dragged into the case after the
National Bureau of Investigation filed
murder charges on Tuesday against
Pangasinan Gov. Amado Espino Jr.
and First District Congressman Jesus Celeste for the killing of Infanta
town Mayor Ruperto Martinez, who
was gunned down last December 15.
The NBI based their case on the
testimony of a 16-year-old witness,
the son of another respondent, who
claimed he was present at a meeting
in the Zambales capitol where the
murder was discussed.
Reports said the NBI subsequently
dropped Ebdane from the case “for
insufficiency of evidence linking him
to Martinez’ killing.”
Ebdane said this can only be the
handiwork of his detractors who are
moving heaven and earth to ease him
out. “But I don’t think they would succeed,” he added.
Atty. Ianela Jusi-Barrantes, Ebdane’s legal counsel, meanwhile reminded Ebdane’s detractors and the

implementer of SM Supermalls’ corporate social responsibility programs, recently gave a treat to 40 children with
special needs.
About 30 children with special
needs from Angeles City and 10 children
from Manila experienced a day of flying
small aircraft and kites during the “Persons with Disabilities (PWDs) Achievers:
Reach for the Sky” program of SM Cares
and Canon Philippines in Magalang
town.
Venus Manalang, public relations officer of SM City Clark (SMCC), said the
event also offered activities like balloon
twisting, face painting, ultralight and
shopper flying to the special children.
The children also had unlimited candies, popcorn and ice cream.
In return, a drum and lyre group of
children with hearing impairment and
intellectual disability had some performances.
Among the partners of SM Cares
and Canon Philippines for the event were
PWD (Photography with a Difference),
Angeles City Flying Club, the Department of Tourism, SM Program on Disability Affair, and Canon A-Team.

to improve and lessen errors in the collection of taxes.
He, however, appealed to the provincial government to include in the
proposal the electronic weighing scale
system.
He furthered that with the computerization of the quarry operation, the
Capitol must protect the roads being
utilized by quarry trucks.
Romero also added that the quarry
industry should be beneficial and not

C. Luzon disaster
preparedness efforts
strengthened
CITY OF SAN FERNANDO--Various
concerned government agencies in Central Luzon are intensifying their efforts
to reduce the disastrous effects of natural hazards in the region.
The Office of Civil Defense-3, in collaboration with the Department of Interior and Local Government (DILG),
Department of Environment and Natural Resources, Department of Health,
Bureau of Fire Protection, Philippine
National Police and other agencies have
started the formulation of Regional Disaster Risk Reduction Management Plan
aimed at enhancing disaster preparedness and response capabilities at all levels.
The OCD has presented a timeframe
in the formulation of the RDRRM Plan
which will be pilot tested in Central Luzon.
The timeframe was crafted by the National Disaster Risk Reduction and Management Council (NDRRMC) with the
help of consultants from the Japan International Cooperation Agency (JICA).
During their recent meeting presided
by DILG regional director Florida M.
Dijan, each government agency has presented their initiatives relative disaster
preparedness.
“People already know the disastrous
effects of calamities because of their
own experiences in the past in which
many lives and properties were lost due
to unpreparedness in times of typhoons.
We, on the part of the government agencies, have joined together to mitigate the
effects of disasters,” Dijan said.
The DILG has presented the criteria
and the implementing guidelines of the
department’s Seal of Disaster Preparedness (SDP) which was initially administered to local government units (LGUs)
along the Pampanga River Basin.
The SDP is an award being given to
any LGUs which showed exemplary practices of disaster preparedness and disaster preparedness response before and
during calamities.
Dijan said the objectives for awarding the seal are to recognize and reward
local government performance in institutionalizing disaster preparedness and
to assess performance gaps, link gaps to
policy or program intervention and monitor improvement on disaster preparedness. ● (PNA)

Running out of time
The family of Kapampangan overseas
Filipino worker (OFW) Joselito Zapanta and
government institutions are racing against
time to snatch him from the guillotine in
Saudi Arabia where he was condemned to
die for killing a Sudanese.
The 3-month reprieve given by the Saudi
government for Zapanta’s family is almost
over and we doubt if his relatives were able
to raise even half of the P44 million blood
money to save the OFW from death.
Vice President Jejomar Binay has reiterated the call to the Filipino people to help
raise the blood money in due time to spare
the life of a man who not only failed to land
a gainful employment abroad but even lost
a future for him and his family in the Philippines.
The national government was able to
save another OFW from the death row recently when the Saudi government lowered
the blood money they asked the family to
pay. The remaining amount was paid and
the Filipino’s life was spared.
We hope that the same thing would happen for Zapanta. The blood money is very
exhorbitant that the family would not know
how in the world they can raise it.
Maybe, if all the Filipinos would donate
50 centavos each, the amount will be defrayed. The problem is, will there be enough
time to knock on the doors of every Filipino
and get their 50-centavo donation?
Can the telcos now join the effort to raise
the amount via text promos instead of the
usual gimmick they initiate to rob their subscribers of some centavos off their load?
Can the politicians now show a little mercy and use the money they spend in buying
votes to buy the freedom of the OFW from
death?

Pampanga First District congressional
candidate Francis “Blueboy” Nepomuceno is
courting trouble with the giant billboards he
erected around Angeles City in preparation for
the May 13 bout against another aspirant, Vice
Governor Joseller “Yeng” Guiao.
No, I am not referring to possible trouble
with the Commission on Elections with regards
to premature campaigning or violation to billboard size limits but more on the implications
of the words written on the gigantic tarpaulins.
Going down the Abacan Bridge, right in
front of the Robinsons Place Angeles in Barangay Balibago, is this clarion call for Angeleños
to support one of their own, who is running for
congressman in a district that covers the cities of Angeles and Mabalacat, and the town of
Magalang.
I cannot recall the exact words on the billboard but it seems that Nepomuceno, who had
been a congressman of the district before, is
banking on parochial support to gain the upper
hand in the election come May.
Nepomuceno’s idea to set a parochial attitude among Angeleños would be a good one if
the city holds the majority of voters in the whole
district, meaning the total number of Angeles
City voters is larger than the combined voting
population of Mabalacat and Magalang.
Nepomuceno is, no doubt, a real Angeleno.
His relatives--his parents in particular--are
among the illustrious sons and daughters of Angeles who made the place into what it is today.
However, he is no longer running for a position
that requires the votes of Angeles City alone.
By posting those billboards, Nepomuceno
is pinching the sensitivity of voters from Mabalacat and Magalang, who might think they
will be left out if Nepomuceno, the “exclusive”
Angeleno, made it in Congress.
The last time I checked, combined voters from Mabalacat and Magalang, which is
Guiao’s hometown, command the polls in the
district with 154,739 registered. It was said that
incumbent Rep. Tarzan Lazatin, who is another
genuine Angeleno, capitalized on the votes outside Angeles City, which only registered some
148,569 voters in 2010, to corner the House
seat, just like in the past elections when he
fought Nepomuceno’s son, Jepoy, in the congressional race and won.
The numbers might have shifted a little this
year because of the recent registration of new
voters but the two localities still are about half of
the district’s total voting population.
If the two other places would take Nepomuceno’s slogan as a challenge, Guiao’s candidacy
would surely benefit. The professional basketball coach will have gained not just a rallying
point against Nepomuceno but the support of
two localities by default.
It was as if Nepomuceno served, or junked,
the voters of Magalang and Mabalacat to Guiao’s
favor and the latter had not spent a single cent
on billboards yet.

different factors that weaponize an academic community in its battle against “cathartic
illnesses of mediocrity and intellectual stagnation,” which should always be a constant,
continual, and concerted effort of any academic institution.
In that article, I focused on discussing
the importance of research and instructional
supervision as “academic canons that ‘weaponize’ an academic institution,” and thus
“to add and to strengthening its arsenal of
knowledge economy and educational competencies.” This article of mine today, which is

an alternative model to the traditional approach is a result of several factors, including

Traditional methods of teacher evaluation rarely helped to make a link between professional growth and student learning needs.
Teacher perceptions of clinical or traditional methods of supervision have been one
of resentfulness and caution (Gullatt, & Ballard, 2008; Townsend, 2007). When there is
a perceived discrepancy between the stated
purposes and emerging practices, teachers
are less inclined to make a full commitment to
the process (Townsend, 2007). In fact, teachers tend to believe that a traditional supervisor in their classroom indicates they are being
evaluated, rather than being offered support
(Roberts & Pruitt, 2003). Supervision has
often been a one-size-fits-all approach. And
worse, there are still some school administrators and concerned academic leaders that do
not do this very significant job of instructional supervision, which is a mandate of their offices and respective academic positions and
functions.
Four variables affect the classroom performance of teachers (Glatthorn, 2007).
Organizational factors, instructional supports, student factors, and teacher factors all
impact on the professional performance of a
teacher. A strong supervision process should
take into consideration the four variables.
There is acknowledgment in the area of supervision that a contextual shift in supervisory policy is occurring. Education is moving
from a system-level management and supervision of teachers to school-site management
and empowerment of learners (Renihan,
2004). Rather than abolish supervision altogether, efforts need to be made at identifying
the flaws of current supervision practices and
address them (Alfonso, 2007).
According to Wanzare and da Costa
(2000), the literature indicates four key strategies for enhancing the professional growth
of teachers through instructional supervision. First, there is administrative support
for ongoing staff development supported by
modeling, coaching and collaborative problem solving. Second, teachers need to engage,
individually and collaboratively, in the concrete tasks of teaching, observation, assessment, experimentation and reflection. Third,
supervisors should match appropriate supervisory approaches to teachers’ developmental

A prayer crusade for enlightenment
It is with a sense of urgency that I sat down to write
this piece. In three days’ time, His Holiness Pope Benedict XVI will leave his seat at the Vatican as the Vicar
of Christ and leader of millions of Catholics all over the
world. Taking that I read matters right, this means that in
three days’ time, the Vatican will be leaderless save for a
group of cardinals who will need to meet and vote on who
is going to be the next Pope.
Whoever they choose will expectedly guide the faithful and determine
the path that the Church will take
through these highly troubled times
towards God’s Kingdom. It is but
right that every person who believes
in Christ now pray for guidance and
discernment for the Pope and the cardinals. May others join me in prayer as
a crusade for enlightenment.
Almighty Father, we are in a time
of crisis as we await the selection of
Your Son’s Vicar. Let Your light shine forth so that we will
always see the truth despite the darkness of evil prevail-
ing in our world today. Guide
the hearts and minds of our cardinals in their need to discern
Your Holy Will so that in carrying it out, they will unerringly
choose one who will remain

Last Tuesday, while I was traversing the
Jose Abad Santos Avenue (JASA) near the Dolores
Intersection, City of San Fernando, Pampanga, I
nearly sideswiped a pedestrian who crossed in great
haste the multi-lane road exactly beneath the newly
inaugurated footbridge.

with no other than officials
of the Department of Public Works and Highways
(DPWH) leading the opening with city mayor Oscar
Rodriguez. It aims to provide a safe way for pedestrians crossing the thoroughfare that is considered one

and the city. According to Regional Director Antonio Molano, Jr., the same is the only one of its kind
and has one of the best designs in the country. He
added that it is structurally durable and well-made

Macapagal Memorial Hospital (DPMMH) and all district hospitals in
the entire province will be directed to
provide free vaccination or immuno-
prophylaxis and medical treatment.
Accordingly, the said ordinance
will take effect as soon as Governor
Lilia Pineda signs it in order to save
patients from the life-threatening disease.
Since Pineda assumed office in
2010, one of her thrusts has been to
protect and promote the health of the
people. Free medical treatment and
vaccination to patients infected with
rabies due to animal bites are being
conducted regularly.
Today, the province has nine district hospitals and one provincial hospital. ●

from CIA starting October 1, 2013.

and stones atop the mountain
which may eventually harm the
residents living at the slope and
foot of Mt. Arayat.
Lacadin told the villagers in
San Juan Bano, this town, that the
recurrence of landslide is an “accident waiting to happen anytime”
with the onslaught of tyhoon this
coming rainy season as huge rocks
are located at Sapang Mayagas, a
water channel atop the mountain.
The chief geologist has recommended the establishment of

communities outside the identified danger zone to prevent any
untoward incidents compromising the safety and resources of the
residents.
He suggested to the residents
to vacate their communities and
shelters situated along the danger
zone.
Lacadin recalled that 12 died
in a during the landslide in the
area on September 26, 2009.

The city is doing its role in providing safety to commuters and
pedestrians regardless if they are
residents of San Fernando or otherwise. It is never remiss of programs that make life easier and safer. Sadly, while the city government
is doing its job, there are pedestrians who are really hard-headed
and never give value and importance to some structures made
for them such as the footbridge.

The government has spent

in Barangay Sindalan and in
between the two giant malls in
the province. Sadder still is that
despite the fact that they were
some who lose them once they started speaking. In the case
of the billboards, Nepomuceno seemed to have lost tack and
is about to lose more than half of the votes of the district.
Nepomuceno must remember, too, that the incumbent
mayors of the two cities and one town are party allies of
Guiao.
A congressman of the district needs to be a team-player
who knows how to equally divide efforts and initiatives
among the towns or cities under his turf. The district should
only be a single team whose members benefit equally from
all the programs and projects of its congressman.
Banking on one town or city in a multi-locality race will
not do the trick even if one had the support of the majority
of the people in the place he favored over the others. Besides, politics is addition and Nepomuceno knows that.

I want to be the right wife and mother someday because
I’m perfectly done being single. I have loved myself enough
that I’m ready to extend this love to someone else.
I can’t give up hunting toy cars yet, or my food escapades.
I’m not ready to give up my career to be somebody’s housewife. I still want to travel the world without worrying whom
to leave my kids with. I want to sleep sound without worrying
late nights where my husband is. I want to get booze without
having to wake up early to prepare breakfast for the whole
family. Perhaps I’ll be ready in time but, now, I still love to live
careless and free.
I am single not because I was left in love by a past relationship or because no man ever asked me out. I am single

part of their academic functions!!! The next paragraph below is for all of you.)
Instructional supervision processes must
meet the unique needs of all teachers being supervised. From the beginning teacher to the well experienced teacher, instructional supervision must
provide a variety of opportunities for each teacher
(Nolan & Hoover, 2005). This is what we call today
as DIFFERENTIATED INSTRUCTIONAL SUPERVISION and EVALUATION (DISE). However,
the standards and procedures expected of the
first-year teachers is exactly the same as experienced teachers the moment the new teachers enter
their classroom (Danielson & McGeal, 2000). Nolan and Hoover (2005) identified seven essential
skills of classroom-based supervision. These skills
include:
Builds trust and positive communication.
Uncovers espoused platforms and platforms
in use.
Encourage continuous reflection and inquiry
into teaching.
Collects systematic data.
Interpret and use the data.
Conference.
Foster a school wide climate that values community, collaboration and continual growth.
Aseltine et al. (2006) developed a new model
of instructional supervision and evaluation called
Performance-Based Supervision and Evaluation.
The model’s strength is in the conversation between the teacher and supervisor as they collaborate to enhance the teacher’s instructional capacity to improve student learning in essential skills,
knowledge and dispositions.
The model extends best practice in teacher supervision in the following ways:
Focus on instructional results.
Emphasis on setting meaningful and realistic
professional goals measured in terms of improved
student performance.
Encourages teachers to analyze, individually
and collectively, student work and use this data to
address learning needs.
Encourages teachers to design focused interventions to strengthen and enhance student learning in targeted areas.
Teachers develop a plan for professional
growth that is related to improving student learning and establishes them as lifelong learners.
Teachers use student performance as evidence
to demonstrate that learning has taken place.
Brings together through collaboration and
commitment the work of the teacher, supervisor
and additional resources.
Links the work of teachers with the goals of the
school improvement plan (pp. 14-15).
In order to develop a strong process for supervision, the underlying reason should be considered and the underlying reason is built on teacher
quality or effectiveness. Through our understanding of an effective teacher, the information which
should be the primary focus of supervision is identified. Effective teachers, as Stronge (2002) stated,
are dedicated to students and to the job of teaching
while working collaboratively with other academic
staff members. These teachers continually practice
self-evaluation and self-critique as learning tools.
In developing a new supervision system, McGreal (1983) suggested that a school division starts
with the contact between supervisor and the
teacher. Systems that work best impose the least
amount of obstacles upon that relationship. According to Perry Rettig (1999), teachers should be
given the opportunity to provide feedback through
supervision to each other.
Empowering teachers in peer supervision
provides personal accountability and meaningful feedback through dialogue and analysis of the
observations. The teachers converse more about
their instruction and what they would like to try
(Rooney, 2005). Good principals, according to
Glanz (2005), continually engage teachers in instructional dialogue and reflective practices so
they are better equipped to improve the academic
performance of their students and, of equal significance, their work performance as educators of the
21st century. ●

ebruary 21 – This day is truly a remarkable and memorable one for the people of Pampanga because this was the
day the young Lilia Pineda was born, the young baby
who was destined to become the governor of more than two
million Kapampangans. To many, Baby is God sent –a gift of
God to Pampanga.
This was the gist of the speech of Vice Gov. Joseller “Yeng”
Guiao during the surprise birthday bash prepared by the provincial government dedicated to the governor.
Yeng said Nanay is destined to be in the local highest position in the province because her heart is pure and sincere.
Meaning, her heart belongs to the people especially to the poor
and less fortunate.
To show their appreciation to what the governor is continuously doing for the province and its people, Capitol’s department heads and chiefs of hospitals did dancing, singing and
even song interpretation just to make fun and please the birthday celebrator--the mother of the province, “Ing indu ning Kapampangan.”
Provincial Administrator Atty. Andres Pangilinan Jr. in his
message said the capitol employees were lucky to have Gov.
Pineda as their governor, supervisor, manager and mother
packed into one.
The governor was able to handily mobilize all sectors in the
province–the barangay officials, health workers, bantay-bayan,
youth, senior citizens, businessmen, junkshop operators, vendors, persons with disabilities, pregnant mothers, indigenous
people, farmers, fishermen, among others into one mind–to
turn the province of Pampanga as a working symbol of love
and unity, a gift to humanity and the future generation. This
one-mind has brought the province into inevitable development that could be felt by the Kapampangans. Truly, unity
brings progress – “Ramdam ding Kapampangan”.
She has simultaneously implemented P1.2 billion infrastructure development projects in 30 months and still has P1.5 billion bank deposits.
“Together with the people who love the governor, we at the
provincial government are rejoicing because one of the best
leaders of the province could ever had was born,” he uttered.
Even the provincial police office, headed by Senior Supt.
R’win Pagkalinawan and the chiefs of police in every municipality gathered together to greet Nanay Gob. They serenaded
her during her visit in Arayat.
Pagkalinawan said the serenade is a demonstration of how
they love and appreciate the local chief executive for her unwavering support to the police officers and personnel of Pampanga.
“We are grateful to Gov. Pineda and we had uttered it many
times but this is our chance to show that we really appreciate all
her effort to help us in the maintenance of the peace and order
in Pampanga,” he said.
When he was singing, he even said, “Napakagaan ng trabaho
ng provincial director ng kapulisan sa Pampanga, pakanta-kanta nalang, dahil sa wala nang kriminal dahil sa tulong-tulong
ang lahat.”
Gov. Pineda was also welcomed by the people of Arayat with
greetings and tarpaulins expressing their love and care for the
governor.
For her part, Gov. Pineda acknowledged all the people who
helped her in serving the Kapampangan and asked their continuous support to her administration.
She also wished for prosperity and peace in the province.
Many people who work with the governor described her as
self-less, dedicated, and compassionate leader and mother of the
province.
“It is easy for the people to approach Nanay (Gov. Pineda).
She personally attends to our concerns,” a health worker from
Arayat said.
“We can feel her sincerity and love for the Kapampangan
both in her action and words”, said Brgy. Captain Lucio Portacio of Brgy. San Juan Baño, Arayat.
For almost two years, the Kapampangans have felt the genuine character of a mother and a spirit of a leader with Gov. Pineda and most of our kabalen will agree with the vice governor
that Nanay Gov is truly a gift to every Kapampangan. •
