Cynthia Villar yesterday vowed to help fight poverty by empowering farmers and teaching livelihood to residents of Pampanga, including Aetas. Villar, in the distribution of Philippine Health In- surance Corp. (Philhealth) cards here led by Gov. Lilia Pineda, said that she will help in the distribution of organic fertilizers to farmers in the province. The Provincial Agriculture office disclosed that there are at least 32,000 farmers in the first-class province, most of whom are from this town and the five other towns that are in the Second District. Villar said as a threeterm congressman, she had established in Las Piñas at least 60 areas for the development of organic fertilizers. Contributed photo Final list of Hacienda Luisita beneficiaries out early February TARLAC CITY--The Department of Agrarian Reform (DAR) will release the final master list of farmworker beneficiaries of Hacienda Luisita either late this month or early next month. Emmanuel Aguinaldo, Tarlac agrarian reform provincial officer, said they are now in the final stage of land distribution process and expect to finish within a month the list of qualified farm-worker beneficiaries. Aguinaldo said the DAR is thoroughly reviewing the additional documents submitted by 1,221 applicants who are included in the provisional list. “We are processing the additional proof of their qualification and we will submit them to DAR Central Office which will decide on whether they are qualified or not. Our target for posting of the master list is on last week of January or first week of February,” he said. The DAR has released the preliminary list that includes the 5,365 farm-worker beneficiaries who would be awarded with parcels of land from the 4,335-hectare Hacienda Luisita in October 31, 2012. Aguinaldo said the segregation and subdivision, land survey and preparation of survey plan are now ongoing and the land valuation was, likewise, set in motion. “At present, the land survey activities are now being conducted by the FF Cruz & Co. which DAR has tapped for the segregation of the Hacienda Luisita agricultural land. Definitely, within this year. Our target for land distribution is June this year, “ he said. The DAR’s self-imposed dead- line to complete the Hacienda Luisita distribution is more than a year after the Supreme Court handed down its decision in April 2012. The SC order was for the DAR to distribute the 4,335-hectare portion to farmer-beneficiaries who are also entitled to a share in the P1.33-billion income from sale or proceeds of the 500-hectare lot that was subject of the August 14, 1996 land conversion order, and the 80.51-hectare lot acquired by the government as part of the Subic-Clark-Tarlac Expressway project. Hacienda Luisita straddles 10 barangays in Tarlac City, the province’s capital, and the towns of La Paz, and Concepcion. It is the biggest private landholdings ever to be distributed by DAR in the last 24 years. ● (PNA) N. Ecija cops intensify Bataan helps campaign vs. loose guns New Bataan CABANATUAN CITY-- Local police have notified over 3,000 gun owners in this city of the need to renew their licenses or else they would face legal consequences, a ranking Philippine National Police (PNP) official said on Tuesday. Supt. Eli Depra, city police chief, said his office has accounted for a total of 3,393 firearms here through the “Oplan Katok” or house visit being implemented nationwide by the national police. Based on records from the PNP’s Firearms and Explosive Office (FEO), there are at least 3,507 “expired, unrenewed, revoked and wanted firearms,” in this city. This city, which is eyeing a highly urbanized status, is the trade and education center of Nueva Ecija. Of the figure, 148 have renewed their firearms since the campaign was launched on December 10. “Most them have started processing the registration while others opted to temporarily placed them (guns) in our custody,” Depra said. Some 114 were to be accounted for as of Tuesday morning, he said. Depras urged the public to cooperate with the drive against loose firearms “because at the end, we are the ones to benefit from sound peace and order condition,” even as the campaign was intensified basically to assure safe and free elections in May. “We are still conducting checkpoints so please bear with your police,” he added. ● (PNA) By Butch Gunio BALANGA CITY--The provincial government of Bataan has come to the aid of its namesake in Mindanao, the disaster torn municipality of New Bataan in Compostela Valley, by contributing to the relief and rehabilitation efforts of the Philippine Red Cross in the area. Garcia, Jr. turned over to PRC Chairman Dick Gordon a check in the amount of P2.5 million to support the ongoing humanitarian activities of the PRC in New Bataan. “The devastation wrought by Typhoon Pablo is so enormous that we are compelled to commiserate with our brothers in New Bataan and help them make a fresh start especially this New Year,” Garcia said. “After the initial relief phase of the operations in New Bataan, we want to help make sure that people’s lives are brought back to normal or even better than before so that they can once again be productive members of the community,” he added. Police investigation showed couple Henry Congreso, 50, and Julieta Congreso, 31, both residents of Visaya St. Guadalupe Nuevo, Makati City, had an intense quarrel regarding the former’s womanizing. At the peak of their fight, the victim just decided to sleep. Investigation showed the husband’s act further enraged the suspect who took a sharp bolo and repeatedly hacked the former in the head and neck. The victim died on the spot. Cayabyab Cities league lauds EdPam for awards ANGELES CITY – The League of Cities of the Philippines’ (LCP) National Executive Board recently extolled Mayor Edgardo Pamintuan for his commitment to public service which allowed him to be included in the Top10 Mayors of the 2012 World Mayor Prize and Superbrands Marketing International’s Most Outstanding Mayor Awardees for 2012. In a congratulatory letter, the LCP said Pamintuan definitely deserves the awards and recognitions he has been receiving for the past year. “The unwavering passion Pamintuan has exhibited in serving his constituents, not to mention his exemplary performance in governance, clearly reflects why he is deserving of the awards,” the LCP said. Mall execs, green group plant trees MABALACAT CITY--As part of their social responsibility, officials of a shopping mall here have joined environmental groups in a tree planting activity. Officials from SM City Clark (SMCC) led by Assistant Mall Manager Ana Datu have joined Green Tags Environmental Guardians and Madapdap High School in a recent tree planting activity. The groups planted hundreds of fruit bearing seed- lings in a resettlement in Barangay Madapdap here. In an interview, Datu said the tree planting activity is their way of doing their part for environmental conservation. SM Supermalls has been known as an advocate of environmental conservation. Pamintuan was also one of the six Most Outstanding Mayor from Superbrands Marketing International for his consistent delivery of high-standard public service to Angeleños as well as his contributions to the region. He was also the only Filipino who was shortlisted and chosen for the 2012 World Mayor Prize, an award given to mayors who made outstanding contributions to his or her community and has developed a vision for urban living and working that is relevant to towns and cities across the world. ● Charlene Cayabyab 3 A NGEL E S CI T Y-A village chief here slammed Mayor Edgardo Pamintuan for snubbing business organizations and other local stakeholders during the hearing of the city budget for 2013. In a local radio show, Barangay Claro M. Recto Chairman Valentino Lagman hit Pamintuan for neglecting to invite stakeholders to the budget hearing, which was held on December 17, 2012, and failing to hear out stakeholders’ comments on the 2013 budget. “Ang mga businessmen ay nagsisilbing ‘backbone’ ng ekonomiya ng ating siyudad kaya mahalaga na marinig ang kanilang panig sa usapin ng city budget dahil sila ay isa sa mga pinaka-apektado dito,” Lagman said. Lagman made the statement following the letter sent by several business organizations to Pamintuan, urging the city government to revise the city budget, particularly the section on business taxes and licenses, so that it may reflect the actual collection for the year 2011. In the letter, the Metro Angeles Chamber of Commerce, Inc., (MACCI) justified their call for budget revision by reasoning that the city was not able to realize its budgeted revenue for business taxes and licenses for the year 2012, amounting to P400 million, thus, it is “more realistic” to reduce the 2013 budget. Lagman also hit Pamintuan for holding the budget hearing session in a restaurant in Barangay Balibago and not at the city’s session hall. “Ang pinangbabayad nila sa restaurant ay nanggaling sa mga mamamayan at negosyante,” Lagman said adding that, “Mayroon namang session hall na ginawa talaga para sa mga meeting ng city council kaya bakit pa kailangang gawin ang session sa restaurant?” The letter in question, dated December 21, 2012, was signed by 13 business organizations and other stakeholders, who are all members of MACCI. In an earlier statement, City Administrator Dennis Albert Pamintuan said the budget increase from P1.2 billion in 2012 to P1.3 billion for 2013 was necessary. Pamintuan said some from the additional budget will be used to the last tranche of the Salary Standardization Law (SSL) and the transfer of the City College of Angeles from its temporary location at the City Library to its new campus in Barangay Pampang. Event chairman and technical director Melvin Fausto of Batch 1988 said the “Blue Run” aims to raise funds for the various activities of the DBAA. Proceeds from last year’s “Blue Run” benefitted indigent families living in nearby Mabalacat City, he said. Fausto also said the “Blue Run” coincides with the Grand Alumni Homecoming, which is hosted this year by Batch ’88. “It is also in preparation for the Don Bosco Pampanga Foundation Day celebrations on Jan. 30 to Feb. 1,” he added. “This event is an opportune time for all Don Bosco Pampanga students and alumni to get together for a cause-oriented, yet fun-filled activity,” said Fausto, who added that the “Blue Run” is also being held in cooperation with the Clark Development Corporation (CDC). Last year, the Clark Freeport was one of the six venues of the 60th anniversary celebrations of the Salesian-run educational institution Don Bosco that was highlighted by a fun run dubbed “Run, Jump, Make Noise: Celebrating 60 years of Don Bosco’s presence in the Philippines.” Organized for the creation of a trust fund for eight Don Bosco Technical Vocational Education and Training (TVET) centers, the fun run simultaneously started here and other venues like the Quirino Grand Stand in Manila, San Jose in Nueva Ecija, Nuvali in Laguna, Naga City and Legazpi City in Bicol. ● 4 Headline Gitnang Luzon JANUARY 10, 2013 EDITORIAL Training Magalang councillor Elizabeth Gonzales must have been right to question the municipal government’s supplemental budget of P1.5 million intended for “training” especially so when it is allocated a few days before the year was about to end. The mayor should have a very valid justification where to use such amount when the current year is about to close. What kind of trainings, indeed, was in the mind of those who proposed the budget? Or, where there trainings held or attended by any town employee or official right before the year ended? Trainings are indispensable parts of governance. With these, the employees get to adopt to the changes required in the delivery of basic services. These enrich the officials and workers to become effective in their jobs, or sometimes, provide a breather for the public servants if they included rest and recreation right after the trainings. But, trainings are usually held at the start or middle of the year. It is very unlikely that such are made at year-end when everyone is already busy on parties and accomplishing their remaining tasks for the year. But, as valid as it can be, Gonzales’ questioning the supplemental budget will be seen by some as political grandstanding since she has filed a candidacy for a higher position. Though she was only particular to contest that part of the P10 million-plus about training, she must expect to get some criticisms. That’s all part of the game and her stance in exposing a “questionable” action is like looking for trouble. She trained her sight on something and must expect that all eyes, especially those of his opponents, will all be trained on her. May she have the will and strength to correct a wrong she perceived to have been committed against her town mates and she deserves some respect from the people of Magalang. The outspoken mayor from the once sleepy town is proving a point that a town’s development cannot be hampered when its people and leaders are hell bent in pushing it forward. Not even a geographically-disadvantageous location for many can daunt the spirit of a people whose love for their town is second to none, even to those whose localities are progressive cities of first-class towns. Mayor Pelayo, since the day he became mayor, made a complete transformation for Candaba. His ingenious ideas, sometimes thought by some as highly ambitious and not doable, have resulted positively for his town. Unknown to many, what others thought as Candaba’s “curse” like the annual flooding that submerge barangays and the influx of migratory birds that feast of farm produce, are actually blessings depending on how you take advantage thereof. The migratory birds are now among the main attractions in the town, enticing local and foreign bird watchers who come in groups to Candaba providing income for the locals with the money they spend for food, transportation, accommodations and other services. The birds, even Science would bear me out, are actually among the reasons of the sustainable vegetation in the area that help feed other animals and, thus, jump-starting a healthy food chain to the benefit of the Candabenos. Pelayo’s wild imagination also gave birth to the Ibon-Ebon Festival to stress a point that Candaba can boast of the frequent visit of migratory birds. Funny thing was that a local politician, in hopes to ridicule Pelayo, blasted the festival and the migratory birds as bane for their people. So, that politician’s dream to hold position in Candaba flew with the birds he tried to shoo away. The annual festival has become well-known all over the country. Ibon-Ebon dancers have performed in other areas outside Pampanga through invitations of local governments who recognized the uniqueness and color of the local festival. Once have the Candabeño performers wowed audience in the Visayas just like how the Sinulog of Cebu has enthralled onlookers for so long. It is the ability to do our own will whatever its effect on the other. That is why power is often destructive: our own will and the means to enforce it blot out the rest of the world. We become the god of our small universe. And it is a paltry heaven to have. (And I hope that LOH-lah and NayPi get to read this article of mine, hoping that they would understand what exactly I am expressing here.) This is power “over” others. This is the power that turns people into pawns and serfdom into slavery. This is the power of those people and institutions and nations and political families and dynasties that are too big, too strong, too overwhelming, too well defended to be opposed, too politically placed to be bridled. And if you think I’m wrong, then I can only think that you must be inhabiting a different planet. (And if ever some people think that a powerful politician is already a sure win even at this early stage of the election season, well… maybe, but it depends on what real winning means to these some people. In 1976, the Vatican issued its first explanation for the non-ordination of women. Why, women asked, could good, committed, spiritual, baptized women not also be priests? Because, Rome said, women didn’t look like men. End of discussion. End of theological development. End of the consistency of the faith. But it was also the beginning of an entirely new flood of questions. As in, “Is the Eucharist an event of the Christian community or simply an historical drama that we are replaying?” Do we celebrate the Eucharist “in remembrance of Him” or “in imitation of Him?” Did Jesus “become flesh,” as in fully human, or did Jesus simply become male, as in a particular gender and for the sake of that gender? (End of the lecture.) With all honesty and sincerity, I must admit that it isn’t that I hadn’t struggled with those questions for years. In fact, I burned inside at the high-handedness of such a non-response to such theological concerns. When a former colleague and a classmate of mine asked my opinion about these concerns, I spoke, of course. But in a way that completely ignored the inconsistency of the answer. Instead, my official response was short and bland; very true, yes, but very, very political. The statement that I put out said, “Now that we understand what the issue is, we can study it.” It was the perfect answer of the perfect victim in the face of perfect power. My answer was “nice.” It wasn’t “aggressive.” It did everything but whimper. And it did nothing at all to advance the question of the role of women in the church or to invite dialogue. Study for about 15 years and then work for about 2 to 3 years get married raise kids, send them to school and the cycle goes on and on? I really don’t know if I should feel sorry for or adore those young moms. Maybe, I’d never understand the feeling of how they could give up a comfortable life for parenting at a young age. There must be a fulfillment on their part or is there? Or, had they just have to stand by the consequences of their mistakes? Young ladies, parenting is such a dreadful responsibility. Not that I’m saying here that you don’t have the ability to stand for it but, having a baby? It is something you have to be well-prepared for; prepared enough to let go of a comfortable living. It’s the time you stop buying those stilettos and cocktail dresses and start buying those strollers and walkers. It’s the time you give up Adam Lavigne concerts and late night parties and start feeding your babies in the middle of the night. You’ve got to provide them a comfortable living, too, just as how your parents gave everything to you. You got to send them to a good school. Feed them with healthy and nutritious foods...yada...yada. Truth is, I really don’t have to mention all of these things. The mother instinct in us would natu- rally come out when the right time calls for it, but, what I am trying to say here is that, you are too young for all of these. 17? 18? 21? By smartphone standards, the K900 has a massive 5.5-inch screen 1080p IPS display. So, no better time to tap Intel’s new chip to manhandle all the pixels in that giant display. The Atom Z2580 has roughly double the performance of Intel’s single-core Medfield processor used in Lenovo’s K800 phone. Some of that extra oomph comes from the extra processor core, some from the improved graphics chip. A few more deets on Intel’s Z2580: it’s a 32-nanometer chip, so it does not use the 22-nanometer 3D chip tech seen in Intel’s Ivy Bridge PC processors. That 22-nanometer phone chip will come later this year, Intel’s Erik Reid told CNET today. In addition to the spanking new Intel chip, other K900 goodies include 2GB of RAM, up to 16GB of NAND flash storage, a 2MP frontfacing camera with a wide viewing angle, and a 13-megapixel F1.8 lens camera with dual flash. Seoul to develop underwater construction robots SEOUL -- South Korea will soon begin developing its own remotely operated underwater construction vehicles, the government said Wednesday. The program seeks to develop two types of underwater construction vehicles, including a track-based robotic vehicle, by 2018, according to the Ministry of Land, Transport and Maritime Affairs. “Advanced countries are already employing various types of underwater construction vehicles, but our country cur- rently has to borrow all its underwater construction equipment from other countries,” it said in a press release. A total of 85 billion won will be injected into the program over the next six years, but the ministry said the development of indigenous underwater robotic vehicles will help save over 200 billion won in rental fees in just five years. “It is also expected to offset about 610 billion won in imports of related parts,” the ministry said.(PNA/Yonhap) Russia to launch 20 radar stations in 2013 MOSCOW-- Some 20 new radar stations will come into service this year, a spokesman of Russia’s Aerospace Defense Forces said Tuesday. The radars include Gamma-S, Nebo-U, Podlyot-K, Desna and Kasta systems, which will enable the military to better detect and monitor space objects and ballistic and aerodynamic targets, Alexei Zolotukhin was quoted by the RIA Novosti news agency as saying. He gave no further details on the exact number and whereabouts of these radar stations. On Sunday, the spokesman said that with the Integrated Space Tracking and Combat Command and Control System, the Russian military had tracked about 40 launches of foreign and domestic ballistic missiles and space rockets in 2012. Perking-up livestock in Pampanga By JENNA LUMBANG M ost housewives, home buddies and farmers patronize backyard animal raising as an additional income for the family. Vacant lots are used to rear pigs, chicken, ducks and other domestic animals while farmers raise carabao, cattles, cows, and goats. This endeavor of the Kapampangan people to alleviate their lives from poverty was witnessed by the provincial government thus, including livestock among its rosters of livelihood programs. Gov. Lilia Pineda instructed the provincial veterinary office (PVET) under the leadership of Dr. Augusto Baluyut to conduct survey among farmers, households and aetas who would like-and are deserving--to be the recipients of the animal dispersal program of the capitol. For this year, the provincial government has distributed 100 pigs, 2000 native chickens, and 83 pregnant goats. According to Dr. Baluyut, the program promotes livestock as a livelihood especially to aetas. “Raising domestic animals is very easy and inexpensive. We distributed native chicken that eat left-over foods, native pigs and goats that feed on grass because we consider the condition of our beneficiaries who are poor families, “ Dr. Baluyut said. Also included in this program of PVet is artificial insemination for propagation that benefited 4,919 swine and cattles, that produced 7,534 offsprings. Furthermore, in order to prevent diseases and epidemic on domestic animals, the office gave free veterinary drugs and vaccines on hemorrhagic septicemia (22,613 cattles, carabao and goat/sheep), porcine respiratory and reproductive syndrome (14,693 animals) and medical treatment (4,010). Data from the provincial veterinary office showed that since Pineda’s administration, they have benefitted 104,647 backyard livestock farmers. ● Goat dispersal. Headline Gitnang Luzon JANUARY 10, 2013 ASSISTANCE from Page 1 Engr. Lulu Alingcastre, head of the Provincial Disaster Risk Reduction and Management Council (PDRRMC), said the provincial government will be sourcing fund from its unspent 2012 allocation to help the municipalities of Laac, New Bataan, Montevista, Compostela, and Nabunturan, all from Compostela Valley, with P500,000 each. Last December 2012, a team was sent by the provincial government to conduct an assessment survey in Compostela Valley to identify possible augmentation support to government and non-government agencies operating in the area, and recommend immediate intervention services to families affected by the Typhoon Pablo based on the results of the survey. Alingcastre said a resolution authorizing the provincial government to undertake the plan was being drafted at press time. Alingcastre added that the UPPERCUT from Page 4 planned assistance is a way to give back to Compostela Valley what help they extended to Pampanga during the eruption of Pinatubo in 1991. Savings from calamity fund The province’s calamity fund had reached P76.1 million as of December 2012asperdatareleasedbythePDRRMC. Of that amount, Alingcastre said, P27.7 million had already been spent. The remaining P48.3 million will be included in this year’s fund. This is aside from the 2011’s P17.6 million balance which is considered as a “continuing fund.” In a meeting held Tuesday at the Sangguniang Panlalawigan, Alingcastre disclosed that the P27.7 million was spent on the following: repair and rehabilitation of various infrastructures--P1.9 million; purchase of medicines, vaccines, and medical supplies and other health disaster activities--P1 million; provision and distribution of food and relief goods both food and nonfood--P20.6 million. Provision of emergency shelter assistance--P1.6 million; provision for supplies procurement, and other incidental expenses--P829,123; provision of sacks for sandbagging-P700,000; and, purchase of lifesaving rescue equipment and other disaster relegated activities for PDRRM office--P877,948. During the discussion, together with representatives coming from different national government agencies in Central Luzon, it was agreed that a re-program of the 2013 budget for calamity shall be made. Among these include the establishment of a permanent evacuation center in Pampanga where the families displaced by the recent typhoons and the southwest monsoon last year will be housed in. The proposed evacuation center will be along the Arayat-Magalang area. ● and fisherfolk. The river, which swells regularly to flood low-lying areas, is now giving back benefits in exchange for its occasional damages wrought against the residents. That’s nature’s own balancing act and Pelayo recognizes this. Politically, Pelayo’s trustworthiness is reaping good results as well for his town. Many political figures in the national scene are pouring funds for Candaba in hopes to establish a good relation with the mayor who was never known as a political turncoat. Pelayo, admittedly, earned the ire of many highranking officials because of his loyalty to former President Gloria Arroyo, who, anyway, did not waiver in allocating development funds for Candaba. The mayor expected it but cannot simply turn his back on a person who was never remiss in her duties to the Candabenos. This, however, did not mean losses for Candaba because there are always more personalities who would do anything to earn the loyalty that Pelayo has for his real friends. The congressional race will not be an easy one for Pelayo considering that he is running against a family who has held the position for a long time, a clan whose fabled resources would intimidate anyone who wishes to wrest the post, but not Kuyang Jerry. Pelayo’s achievement for Candaba is worth emulating in other towns and the district he wishes to serve as congressman badly needs the kind of political will he exemplified. The people who have been saddled by the floods for too long will surely appreciate if Kuyang Jerry can help them overcome the disaster and overturn it into a cash cow.
