the Recycling & Education Center. Each Year, more than
4,000 adults and students visit the facility.
Tours of the Kent County Recycling and Education
Center are free. Tours can be scheduled for schools
or organizations. The facility is open to the public on
Mondays between 2:00-6:00 pm. Visitors can watch
the sorting process from the second floor observation
platform.

This directory features one of the County’s two "enterprise fund"
departments – our Department of Public Works. We are very pleased
to highlight some of the critical environmental services the Department
of Public Works provides our citizens.
Kent County remains the fourth largest county in the state with
a population of over 600,000. The 2015-2016 directory is organized
according to county, city, township and village offices, affording you
access to your local government. If you need more information, please

The Kent County Department of Public Works (DPW) is
an enterprise fund of Kent County established in 1969 by
the then Kent County Board of Supervisors. The department has evolved into the local planning agency managing all municipal solid waste in the county. Through a variety of environmental programs
and facilities, DPW safely manages trash, household hazardous waste and residential
recyclables including oversight and management of three closed landfills in Kent County.
The Recycling & Education Center (featured on the front cover) serves as the primary
materials recovery facility for residential recyclables generated in homes throughout
West Michigan. Nearly 64 million pounds of recyclables were delivered to the facility
in 2014, more than double the amount recycled just four years ago. With the State of
Michigan’s goal to double the municipal recycling rate by April 2016, this facility and
the DPW Resource Recovery Programs will play a significant role in reaching this goal.
Resource Recovery Specialists assist residents in learning about recycling and other
waste-reduction efforts through facility tours and community outreach.
Each year, approximately 366 million pounds of municipal solid waste trash is
incinerated and energy is recovered at the Kent County Waste to Energy (WTE) Facility.
Nearly 25% of the volume of municipal solid waste generated in the County is utilized
to produce electricity. The leftover ash is sent to South Kent Landfill, taking up 90% less
landfill space by volume and 77% less space by weight. The majority of trash from the
cities of Grand Rapids, East Grand Rapids, Grandville, Kentwood, Walker and Wyoming
is delivered to the WTE facility for energy recovery.
In 2014, South Kent Landfill and North Kent Transfer Station received 280 million
pounds of trash from Kent and surrounding counties. Specialized compacting equipment
conserves space in the landfill and trash from the Transfer Station is compacted into
trailers and transferred to a landfill. The South Kent Landfill maintains an environmental
management system meeting ISO 14001 standards.

officer responsible for administration of
Michigan's Drain Code, Subdivision Control

The Sheriff’s principal duties are to maintain
and operate the County jail, supply law
enforcement services to the unincorporated
areas of the County, transport prisoners
to and from court, as well as maintain the
security of the County courthouse. The
Sheriff is also responsible for all marine and
water safety issues within the County, civil
process, and all extradition proceedings.

The County Treasurer is responsible for
collection and distribution of tax roll levies
and is custodian of County and related funds
including the banking of such funds. He
invests all surplus monies and distributes
State Aid Funds to schools, townships, cities
and villages. He is a member of the County
Election Commission and the Plat Board by
virtue of office. The Treasurer is elected to
a 4-year term by the voters of Kent County
on a partisan ballot in the general November
election.

elects one of its members to serve as Chair.
The Chair presides at all meetings of the
Board and appoints all standing and special
committees. As ex-officio member of all
standing and special committees, the Chair
is responsible for coordinating the work
and duties of these committees. The salary
of the Chair is determined by the Officers’
Compensation Commission.

time and in the same manner as the election

The South Kent Landfill lining process shows the size of
the liner that goes underneath the landfill to protect the
environment.
Municipal solid waste is compacted at the South Kent
Landfill using a compactor weighing over 120,000 pounds
(60 tons) – the weight of 30 cars.

The grapple hoists 3 tons of trash into the Waste to Energy
feed chute to be incinerated at temperatures of 1800-2000
degrees. The grapple is operated by a technician, seen in
the booth in the background.
The baler condenses recyclables to about 25% of their
original volume to make transportation more efficient. Glass
is the only commodity that doesn't get baled.

Since the Covanta Kent Waste-to-Energy plant started
operations in February 1990...
•
Over 121,000 tons of ferrous metal have been
recovered and recycled - enough to build the Gerald
R. Ford Aircraft Carrier.
•
Over 4.5 million tons of solid waste have been
processed - saving more than 5,600 acres of landfill
space.
•
Over 2.3 million megawatts of electricity have been
sold (15 megawatts of electricity can power about
11,000 homes).
Our mascot for recycling programs is KC The Raccoon. He drives
our recycling truck around to schools and public events to promote
