Swimming to safety
Scientist, lifeguards say strong rip currents don’t have to be deadly
By Gillian Graham and David Harry
Staff Writers
Morgan Swinburne hasn’t seen anything
quite like it in the 10 years she has stood
guard at Old Orchard Beach.
More than 60 people have been assisted
from the water by Old Orchard Beach
lifeguards since July 9, a number lifeguards
say is higher than in past years. Lifeguard
Capt. Keith Willett said rip currents that
pull swimmers quickly out to sea have
increased and have kept 20 lifeguards busy
at 12 posts along four miles of beach.
Friday morning, lifeguards helped three
children and two adults from the water
after they were caught in a rip current near
Temple Avenue in Ocean Park.
Swinburne, who stood in front of her
lifeguard stand near the pier Friday
afternoon watching boogie boarders bob in
the water, said rip currents are “popping up
everywhere,” pulling adults and children
alike into deeper water.
“People aren’t expecting it,” she said. “They
don’t quite know the power of the ocean.”
Willett said quite a few rip currents
developed over the winter, when storms
carried away sand and re-formed the beach.
Saco Parks and Recreation Director Joe
Hirsch said more rip currents have been
reported this year in the Bay View and
Kinney Shores areas, where beach sand
was washed away in winter storms. Usually
sand re-forms the beach in the spring, but
that did not happen this year, he said.
Charles Tilburg, a physical oceanographer
and assistant professor at the University
of New England, describes rip currents as
very strong currents that pull away from the
shore in areas where the beach changes.
“It’s more likely to happen in a place where
there’s an indentation in the bottom,” he
said.
Tilburg said currents are formed when
waves stack up along the beach and rush
back out at average speeds of 1 or 2 feet
per second. Rip currents can move up to 8
feet per second and generally dissipate a
quarter- to half-mile from shore, he said.
Old Orchard Beach lifeguard Morgan Swinburne says she has seen an increase in the number of swimmers who need help
getting out of rip currents. Beach erosion caused by winter storms has led to more rip currents along Old Orchard Beach and
in neighboring communities. (Gillian Graham photo)
“They don’t stay strong for that long,”
Tilburg said.
Tilburg said rip currents can be “extremely
dangerous” because of their strength.
Swimmers caught in a rip current quickly
become exhausted and go under the water.
He said most fatalities related to rip currents
happen when swimmers panic.
“The first thing is don’t panic. As soon as
you panic, you have a tendency to take in
water or not think about what you’re doing,”
Willett said.
Swimmers who are caught in a rip
current should not fight the current, but
swim parallel to the shore. Tilburg said
rip currents are relatively narrow and the
easiest way to break free is to swim out
of it. Willett said swimmers also can let
the current take and release them before
swimming back to shore.
Tilburg said he did not follow that advice
as a teenager when he was caught in a rip

She’s bound for a marathon after
years crippled with Lyme disease

Angela Coulombe’s life changed
forever after crossing the finish
line of the 2007 Beach to Beacon
10K road race in Cape Elizabeth.
“Right as I crossed the
finish line, my right knee was
bothering me,” said the 45-yearold Saco resident.
She first thought she had
aggravated an old injury and
headed to physical therapy. As
weeks passed she began to ache
all over and her joints “felt a bit
funky.” The aches led to intense
pain that prevented her from
getting out of bed led to a bull’seye on her arm and a diagnosis
of Lyme disease.
Three years later, after
struggling to get out of bed
and regaining her strength,
Coulombe is training to run
the New York City Marathon
in November, documenting her
journey as the “Lyme Runner” on
her blog, www.lymerunner.com.
Coulombe, who has always been
active, said she decided to run
the marathon to raise awareness
about chronic Lyme disease, raise
money for research and “to give
people hope they can get well,
too.” Training for the race also
allows her to see how far she’s
come since the days when her

Saco puts off decision on wind turbine
City could sell the structure,
which has been shut down
because of loose parts
By Gillian Graham
Staff Writer
Saco city councilors say they need more questions
answered before they decide whether the city should sell
its wind turbine for $130,000.
The turbine, which sits atop York Hill outside the train
station, has been still for three months because of a
loose part that could fall. The city council Monday night
discussed options for the wind turbine, including replacing
the blades or selling the entire structure back to the man
who sold it to the city.
Supporters of the turbine say it provides power to the
train station and has become an icon for the city, which
was named the greenest city in Maine in 2008 by Going
Green Magazine. Opponents say the wind turbine has
fallen short in projected energy savings and could pose a
safety risk to pedestrians.
The wind turbine was put online in February 2008 for
$207,000. The cost included the turbine, monopole, control
package and fixes to substandard soil conditions. The
package was paid off when installation was completed.
Deputy Public Works Director Howard Carter said the
contract with Entegrity Wind Systems guaranteed the unit
would produce 90,000 kilowatt hours per year, or $12,600
per year in electrical savings. The contract also stipulated
the company was responsibly for maintenance.
To date the unit has measured a kilowatt output of
27,545 hours. This translates to $3,856 of revenue or saved
electrical costs.
A Canadian court in 2009 declared Entegrity Wind
Systems bankrupt, leaving Saco without a valid contract
or performance and maintenance agreements. In May,
the city paid $2,125 to have the turbine inspected and
serviced.
“They were supposed to be doing periodic maintenance
and when they went into default the maintenance fell
behind,” Carter said.
Carter said the unit is mechanically and structurally
fine, but there is a problem with the shroud or faring that
sits at the top of the 100-foot monopole and just below the
turbine. There are loose brackets and bolts around the
shroud, which Carter said looks like an airplane wing and
is not needed for the unit to operate properly.
Councilors said they want to talk to James Heath, former
chief executive officer of Entegrity Wind Systems, before
they decide what to do with the turbine. Carter said Heath
offered to buy back the turbine for $130,000 in August or
September. Heath also said he is developing a new type of
blade that would increase the production of the unit and
Saco councilors say they need more information
about their options before deciding whether to sell
the city’s wind turbine. (Gillian Graham photo)
also make it quieter. The new blades would be available
in late 2011. In the meantime, Heath would remove the
shroud so the turbine can be turned back on, Carter said.
“My primary concern with the wind turbine in that
location is the public safety aspect,” aid Councilor Marston
Lovell.
Lovell said he is concerned a piece of the turbine could

Biddeford police are investigating a
robbery at PeoplesChoice Credit Union
Tuesday.
Deputy Police Chief JoAnne Fisk said a
white man walked into the Bradbury Street
credit union at 9:30 a.m. and handed the
teller a note requesting money. The man
fled on foot and was not armed, she said.
Fisk described the man as in his mid-20s,
175 pounds and 5 feet, 9 inches to 5 feet,
11 inches tall. He was wearing a white
hooded sweatshirt, dark pants and had a
scarf over his face. No other information

graduation average
The Maine Department of Education on
Monday released 2008-2009 graduation
rates for high schools across the state.
This is the first year of graduation data
compiled using a newly required federal
method for calculating graduation rates.
The method allows comparison among
states and schools, according to a press
release from department spokesman David
Connerty-Marin.
The new method, known as Adjusted
Cohort Graduation Rate, calculates the
graduation rate for a single “cohort” of
students, or all students who entered ninth
grade at the same time and who graduated
within four years.
Connerty-Marin said rates for 20082009 cannot be compared to the previous
school year because they were calculated
differently. Graduation rates appeared to
drop because of the new formula, he said.
The 2008-2009 graduation rate for
Biddeford High School was 76.25 percent.
Old Orchard Beach High School graduated
70.31 percent of students, while Thornton
Academy in Saco had a graduation rate of
86.83 percent. The statewide graduation
rate was 80.4 percent.
Saco backs Camp Ellis
project partnership
The Saco City Council Monday
night unanimously endorsed a project
partnership agreement with the U.S. Army
Corps of Engineers to address erosion
issues in Camp Ellis.
Coastal storms have caused erosion and
the loss of more than 30 houses along Camp
Ellis. The New England District of the U.S.
Army Corps of Engineers conducted studies
to remedy ongoing erosion and developed a
plan consisting of a 750-foot spur jetty and
periodic beach fill.
The design and construction of the
project exceeds the $5 million statutory
cap allowed under Section 111 of the River
and Harbor Act of 1976, though Congress
in 2007 gave authority to exceed the limit
in the Water Resources Development Act.
The Secretary of the Army is authorized
to spent up to $26.9 million for the design
and construction of the project as an
aid to navigation while simultaneously
mitigating shoreline damage and erosion.
Such an undertaking is dependent on
the city acting as a partner following
construction, according to information
prepared for the council by City
Administrator Rick Michaud.
“The city of Saco…desires to foster
a partnering strategy and a working
relationship with the ACOE and the city of
Saco through a mutually developed formal
strategy of commitment and communication,
which creates an environment where trust
and teamwork prevents disputes, fosters
a cooperative bond between the ACOE
and the city of Saco, and facilitates the
successful implementation of the project,”
Michaud wrote.
The agreement also will clarify the role
and responsibility of each party from design
through construction and for 50 years
following the completion of the project.
Mayor Ron Michaud said the plan will
be given to Sens. Susan Collins and
Olympia Snowe and U.S. Rep. Chellie
Pingree to submit to the U.S. Army Corps
of Engineers.

Residents want a better Biddeford
people seem to perceive Biddeford as unsafe when there is
little violent crime.
“I’ve been working downtown for 30 years and it’s always
had a reputation for being unsafe,” Buczacz said. “I’ve
never seen evidence of it being unsafe.”
DiMatteo and Brian Schrader said they are concerned
about pedestrian safety downtown. She lives about a mile
from her office, but does not ride her bike to work because
of those concerns. Brian Schrader, who doesn’t drive, said
it is not uncommon to wait for long periods before cars
stop to let him cross the street.
The group said promoting downtown businesses is
Top ideas at forum include
fostering business, making
downtown more attractive
By Gillian Graham

Fostering a vibrant business community is key to
revitalization of downtown Biddeford, according to
community members who gathered in a historic mill
building last week to discuss the “heart and soul” of the
city.
More than 120 people gathered at North Dam Mill July 15
for a community forum to share ideas and concerns about
the future of downtown Biddeford. The event included a
barbecue in a brick courtyard behind the mill, musical
performances and displays of historic photographs.
The forum, hosted by the Heart of Biddeford, was part of
the Heartworks Project funded by a grant from the Orton
Family Foundation. The Heart and Soul Community
Planning Initiative is focused on creating a downtown
master plan for revitalization. The plan will cover a wide
range of topics, including streetscape design, landscape
architecture, types of businesses and organizations to
attract newcomers and locals and guidelines for growth.
During a nearly three-hour forum, residents, business
owners and city leaders gathered in small groups for a
facilitated discussion about key themes gathered during
the past two years. Key issues from neighborhood meetings
held earlier this year include addressing safety, enhancing
attractiveness, increasing activity, embracing and engaging
youth, creating a vibrant business environment, improving
infrastructure and preserving natural resources.
At Table 7, Heart of Biddeford volunteer Nick Koufmann
led a discussion with seven residents and business people,
most of whom had never met before. Allison Towne
DiMatteo, a Saco resident who works on Main Street in
Biddeford, said she thinks the downtown area is beautiful
and wants to see the city continue to foster a sense of
community and safety.
“I think they’ve come a long way in the past few years,”
she said.
The table also included Joan Brooks, a Heart of Biddeford
volunteer and lifelong Biddeford resident; Brian Schrader
and his son Steven, who both live downtown; Walter
Buczacz, owner of Youland’s Jewelers on Main Street;
Mike Manos, owner of Edward Jones on Main Street
and a hockey coach at the University of New England;
and Dan Ducharme, the owner of DAD’s Smoke Shop

The group said Biddeford’s assets include a creative
economy and variety of small businesses. They agreed
downtown has an urban feel but Biddeford still has the
community feeling of a small town. Brian Schrader said
he is impressed by the “amazing talents” of people in
the city, while Buczacz said he appreciates the reusable
architecture downtown.
Manos said surrounding towns complement Biddeford
and Brooks pointed out the city is close to lakes, rivers
and parks. They agreed those connections make Biddeford
even more attractive to visitors and residents.
Much of the discussion centered on the importance of
creating a vibrant business community and getting people
to set aside misconceptions about the city and discover
Main Street.
“You can essentially eat around the world right in
Biddeford. There’s plenty of things right here in Biddeford,”
Ducharme said. “There’s a lot going on, we just have to get
people to know it.”
After revealing their favorite aspects of the community,
participants at Table 7 shifted gears to talk about the
change they would like to see. Safety was one of the group’s
key issues, though all participants were quick to point out
RESPECT.
Just one of the reasons you’ll want to join our community.

Thanks
Thanks for the honor
To the editor:
I wish to express my gratitude to the
Biddeford-Saco and Saco Bay Rotary clubs
for the honors given me. any will read the
last paragraph. But it was written for you,
alone.
During the last few weeks I was, in
my opinion, blind-sided by members
of both clubs. On a pretext, both clubs
invited me to attend their respective
meetings to represent the food pantry, and
perhaps, speak about the project they are
sponsoring.
Instead, they, in succession, presented me
the Private Sector Award from BiddefordSaco and the Paul Harris Fellow Award
from Saco Bay. Receiving one was a shock,
receiving both an honor; spending time
with and meeting the members of both
clubs, I consider a privilege.
Though names are difficult to remember
and faces may be slow in placing, the
feelings for each and all cannot be altered.
So, to each of you with heart felt and

Their caring counts
To the editor:
The memorial garden and grounds at the
HomeHealth Visiting Nurses headquarters
in Saco received special attention at the
15th annual Day of Caring on June 9.
Seven enthusiastic United Way volunteers
from UNUM and Casco Indemnity spent
the day weeding, trimming and spreading
mulch throughout the garden and along
the employee walking path.
Sincere thanks are extended to UNUM
staff Mary Leighton, Brenda Maiorino,
Kathy Powers and Andrea Robinson and
to Casco Indemnity employees Jennifer
Anderson, Lillian Davis and Claudette
Hokanson.
The United Way of York County provided
HomeHealth Visiting Nurses two grants
last year totaling $23,500 to extend charity
health care to home care patients and
subsidize charity care at local community
health clinics.

A successful walk
To the editor:
I would like to extend my deepest thanks
to all of those who walked in the “Walk for
Life” in Biddeford and Saco on July 10.
This walk was an overwhelming success.
We had 42 people show up for the walk and
we did this with only three weeks planning
and raised more than $500 for Maine Right
to Life.
I would like to single out a few supporters
who helped this walk to be such a success.
First would be Yolande Lowell of Biddeford.
Her passion for this cause is unmistakable
and she made more than 50 phone calls to
get walkers. Also, Mike Bolduc of the Knight
of Columbus for inviting the Knights.
Brad Watts and John Cushing of Saco,
Bobby Richardson and Dawn Tarnowski of
Biddeford – just to name a few.
Thanks to everyone; next year’s planning
is already beginning. The walk next year
will be Saturday July 9. See you then.
their commitment.
On behalf of everyone at SMMC, thank
you.

To the editor:
On June 25, Southern Maine Medical
Center
staff
saw
first-hand
the
professionalism of Maine’s state and local
police and fire personnel. The incident
involving a car with pipe bombs in our
emergency parking lot could have been a
serious one. Our immediate concern was
for the safety of our patients and staff, and
because of the skill of the law enforcement
personnel on-site, we knew the situation
was under control and so were able to
remain open, caring for our community.
The teamwork exhibited by the State
Police, State Fire Marshal’s Office, our local
Biddeford police and fire departments and
SMMC’s security staff was reassuring and
critical for a positive outcome.
This type of event is certainly out of the
ordinary for SMMC, and we are so grateful
for their expertise. I know it is their job to
protect our community; however, I could
not help but reflect on the tremendous risk
and responsibility they carry by simply
doing their jobs. I admire and appreciate
Our daughter, Alexis Warren of Old
Orchard Beach, recently was selected to
participate in Nationals’ 2010 Miss PreTeen Portland pageant competition that
took place June 26.
She competed in the Miss Pre-Teen
division, one of the four divisions in which
girls ages of 7 to 19 compete in modeling
routines that include casual wear and
formal wear. Most important, Alexis
displayed her personality and interviewing
skills while interviewing with judges in
Portland. Personality is the number one
aspect that each contestant is judged on
during all the phases of competition.
Community businesses, organizations,
and private individuals assisted Alexis in
participating in this year’s competition.
Through sponsorship, she received the
necessary training, rehearsals and financial
support to become a very confident and
well-prepared contestant.

We would like to thank our family, friends and the Saco

Students take a summer break to read
Library Links
By Sally Leahey
Kids may be on vacation from school, but the evidence at
McArthur Library shows that they’re not taking a break
from reading.
So far, nearly 600 children have signed up for the library’s
Summer Reading Program. All indications are that they
are reading up a storm and flocking to the weekly activities
at the library.
Each young person who signs up for the Summer Reading
Program sets a goal and decides how many hours she or
he wants to read during the next eight weeks. The reading
may include any books, magazines, newspapers, graphic
novels or audio-books, and the time may include being
read to or reading aloud to others.
McArthur Library is extremely fortunate to have the
generous support of two local businesses that donate
prizes as an added incentive for kids to read. All children
who complete eight hours of reading receive a coupon for
a free Blizzard at Dairy Queen; everyone who finishes 16
hours of reading gets a coupon for a free pizza and French
fries at TJ’s Pizza.

of TJ’s are unsung heroes for helping the library promote
reading for so many years. This is a great example of
collaboration in the community! The Portland Sea Dogs
also add to the fun by donating a free game ticket to the
first 500 readers who sign up for the program.
The Camp McArthur Summer Reading Program is offered
to kids of all ages, from preschool through high school. Each
Tuesday, activities are offered for the younger crowd, and
on Wednesdays programs are geared to teen interests. For
example, during the next couple weeks, younger children
will have the chance to make camping snacks and play
“Minute-To-Win-It,” and teens will decorate T-shirts and
make duct tape crafts.
While the main focus of the Summer Reading Program is
to have fun and enjoy reading, there is in fact more serious
reasons behind it. Research has shown that children who
do not read during their summer vacation experience a

“summer slide,” meaning they lose three months of the
reading gains they make during the school year.
On the other hand, if readers finish as few as six books
during a three month break, they can maintain their
current level, and if they read more they may even improve
their skills. According to one study, many children involved
in summer reading programs gain significant vocabulary,
socializing and even self-disciplined learning skills during
this time.
For this to work, it’s important children read books that
appeal to them. Library staffers are delighted to help
match each reader with just the right books to reflect
personal interests and taste. As always, books may be
requested from other libraries to keep up with demand for
the most popular titles, such as “The Hunger Games” and
the Percy Jackson series for teens.

Q: What types of things
affect your credit score?
A: It is said that the more you
have the more that you have to
lose. That is certainly the case
with your credit score. You can
work and work to build a solid
credit history with a resulting
impressive credit score. You
would think, given such a great
track record, you would be
given a little more leeway for an
isolated glitch than someone
with a history of credit problems.
The truth is, the higher your
score the further it will tumble
compared to someone with a
marginal score given the same
glitch. Many wonder how much
damage missing a payment or
maxing out a credit card will do
to their credit score. The fact is,
it depends on your beginning
score. MSN.com personal finance
columnist Liz Pullman went
directly to FICO, the company
that created the credit score
and asked input on how much
various items hurt your score
and was provided the following
score deductions (effect on a
680 score / 780 score):
• 30-day late payment:
–60 to –80 / –90 to –110
• Maxed out card:
–10 to –30 / –25 to –45
• Debt Settlement:
–45 to –65 / –105 to –125
• Foreclosure:
–85 to –105 / –140 to –160
• Bankruptcy:
–130 to –150 / –220 to –240
Building and maintaining a
solid credit score requires
consistent and ongoing
attention to detail and is a
critical component of your
overall financial success.

current in Florida. He swam hard, exhausting his energy
before being pushed out of the edge of the current.
“It was terrifying,” he said. “I was just very lucky.”
Tilburg says there are ways to protect against rip currents
even before getting in the water. The water near rip currents
often is darker because of sediment and foam and debris on
top of the water can indicate a current, he said.
“You’ll almost see white water swirl and see a tunnel going
out to the ocean,” Swinburne said.
Willett said he encourages swimmers to pay attention to
warnings – Old Orchard currently flies yellow caution flags
– and ask lifeguards where it is safe to swim.
“We’ll let you know where the safer place to swim is,”
Swinburne said. “We tell people to be careful and be
aware.”
In Saco, the five lifeguards who guard two short sections
of beach are taking a proactive approach with swimmers,
Hirsch said. The city is preparing to post bright red rip tide
caution signs to make people aware of the danger.
“We want to get their attention,” Hirsch said.
More experienced lifeguards are at Kinney Shores, where
rip currents have been stronger. Those lifeguards will talk to
people on the beach to warn them about the rip currents and
encourage them to stay out of the water, Hirsch said.
While not on the scale of rescues in Old Orchard Beach,
lifeguards at Scarborough Beach State Park also have had a
busy summer, Park Manager Greg Wilfert said.
Wilfert, who has patrolled the beach for 39 years, said
town-owned Higgins Beach and the state park are known
for high surf, but the cumulative experience of his crew of
lifeguards and local familiarity with the beach help keep
swimmers safe.
“You can tell by the way (swimmers) are acting,” Wilfert

said. “These guys can smell it.”
Lifeguard Kaycee Stevens, a Scarborough resident, said
he had helped two young swimmers during his shift last
Thursday. Beach conditions were considered “yellow” in
the color scale, signifying moderate surf and strong rip
currents requiring caution. Stevens said swimmers who find
themselves in trouble often do not realize how tired they are
from fighting currents.
Stevens said he watches swimmers in water beyond the
break of the waves because they may be most susceptible to
being pulled far from shore.
“They run out of energy real quick and don’t realize they
are in trouble,” Stevens said.
Wilfert said rip currents had been exacerbated by the
storms that move sand from the beach and create a more
sudden drop-off just offshore. He said certain beach areas
of the 1,500 feet of beach he supervises already are prone to
the rapid outward flow of water.
“In a matter of seconds, you can be out 100 yards,” Wilfert
said of the more extreme conditions.
Beach conditions are graded from green at the safest to
red, where swimming is prohibited. Wilfert said surf last
Thursday was higher than anticipated.
Stevens said he looks for churning water that is a different
color as it retreats from the beach to indicate rip currents
might be at work.
The three Scarborough-owned beaches – Higgins, Pine
Point and Ferry, do not have lifeguards, but Fire Chief
Michael Thurlow said last week emergency crews had
not been called to any local rescues but had assisted Old
Orchard Beach rescuers three times.
Sitting in a wooden tower about four feet above the sand,
Cole Theriault said he had probably assisted 20 to 30
swimmers over the eight years he has been on duty.
Along with checking the beach conditions posted daily,
Theriault said swimmers should ask lifeguards about the
surf before going into the water.

husband, Andrew Woznica, had to help her
get dressed.
After her Lyme disease diagnosis in
2007, Coulombe took a three-week course
of strong antibiotics prescribed by an
infectious-disease doctor.
“At the end of the three weeks I was even
worse off,” she said. “I couldn’t do anything.
It was excruciating to do anything.”
The doctor told her the pain was from
“old age and arthritis” and she’d just have
to deal with it, she said.
“How could I have gone in two months
from being so active to an invalid?” she said.
“I felt utter despair and horror. I couldn’t
accept I could be in this position for the
rest of my life. I became very accepting of
the fact that small progress was what it
was going to be.”
Coulombe kept a diary of her progress
over the past three years and documented
how she felt and what she did. She said she
likely will always have Lyme disease and
manages her symptoms with diet and by
eliminating stress.
By April 2009, Coulombe said felt she
could get back to the gym. She stepped on
the treadmill in her basement to run a mile.
It took her 45 minutes. A couple days later,
she ran a mile in 35 minutes. Now, off all
medications, she runs a mile in 7 minutes
and trains with runs nearly every day.
Coulombe said she has the support of her
husband and sons, 12-year-old Oliver and
7-year-old Elliot. All three stood by her
during periods of excruciating pain and
cheer on her accomplishments, she said.
Elliot, who is looking forward to going to
the Statue of Liberty in November, said
it made him sad to see his mom sick. It is
good she can run again, he said.

important to bring more people to the
area. People will feel more comfortable
and safe walking around downtown in the
evening if foot traffic increases, DiMatteo
said.
The final key issue for the group was
enhancing attractiveness of downtown.
Ducharme said he sees “lots of gems in
Biddeford that just need to be cleaned up.”
Group members said they would like more
graffiti removal and enforcement of code
violations.
Angela Coulombe is documenting her
journey to the New York Marathon at www.
lymerunner.com, where donations can be
made to support research and education.
Coulombe said she is looking forward to
November, when friends and family will
crowd the race route to cheer her on.
“I imagine I’ll probably cry when I finish,”
she said. “It feels hugely emotional.”
Despite her training schedule and her
work as a Web designer and photographer,
Coulombe makes time for Lyme Buddies, a
program she started with a friend to provide
people with Lyme disease a “buddy” to talk
to about the disease. She said talking to
someone who understands what you’re
going through is a lifeline during a time
that can lead to depression.
Coulombe said she tries to spread
information about prevention of Lyme
disease. Before her diagnosis, she rarely
did tick checks – a habit she called “naïve.”
She now does checks that include running
her hands over her skin to feel for tiny
ticks that carry the disease. Developing
these habits is essential to ensure both
adults and children are protected from the
disease, she said.
“I can’t imagine this happening to kids
because it is so painful and devastating,”
she said. “It takes every ounce of every
thing you’ve got to fight it. To come through
the other side takes a real fighting spirit.”

the plan will be reviewed to make sure
the ideas reflect what people want to see.
A March 2011 forum will celebrate the

the plan is finalized in April, he said.
Callanan said he was happy with the

of the original goal.
“The people who showed up were really

Economic Development Director Daniel

everyone will benefit from the process.
“I think it’s fantastic because it allows

fall and injure a pedestrian, which could affect tourism.
He said his research shows as turbines age there has
been a steady increase in deaths and injuries. Lovell has
toured wind farms and said turbines generally are not put
in places where people congregate because of the risk of
falling pieces.
Councilor Jeffrey Christenbury, who is opposed to
keeping the wind turbine, said the city will still be “on the
hook for maintenance in perpetuity.” Councilor Eric Cote,
a longtime supporter of the turbine and green efforts in
the city, said he would like to keep the windmill and try
new blades.
“I’d like to give it a go and see what happens,” he said.
Councilor Leslie Smith Jr. said he wants the windmill to
stay because the city has invested not only time, but its
image in the structure.
“I think we’ve invested more than just money,” he said.
“The thing makes a statement: we’re trying.”
Smith said if the turbine was a broken piece of city
equipment like a fire truck, it would have been fixed
immediately.
“It’s something to look at on (Saco Island) besides bricks.
We should get back to making the damn thing spin,” Smith
said.
Mayor Ron Michaud said Heath will be invited to meet
with councilors during a future workshop.
“I think he’s going to have an uphill road to climb,” he
said.
After the workshop, Saco Spirit President Johanna
Hoffman said she supports keeping the wind turbine
because it is symbolic of the city’s dedication to being the
greenest city. Communities across the state have been
watching Saco and consider the city “visionary” for being
the first to put a turbine downtown, she said.
“What makes Saco unique and admired is its creative
vision,” Hoffman said.
Former Saco Mayor Mark Johnston, who lives and owns a
business downtown, said he continues to support the wind
turbine because it does not put pollutants in the air. He said
the city also has invested money in infrastructure around
the turbine and maintenance is not that expensive.
“It’s a commitment to the future of our children and our
community,” he said. “It’s an icon. Saco is defined by this
wind turbine.”

Saco backs marijuana
dispensary zoning
The Saco City Council gave final
approval Monday night to zoning changes
for medical marijuana dispensaries.
The council voted 6-1 in favor of the
changes, which were approved May 18
by the planning board. Councilor Leslie
Smith Jr. voted in opposition.
The changes require dispensaries be
located in business zones. The zoning
makes distinctions for dispensaries that

Former bus driver
pleads guilty to DUI
A former Saco bus driver pleaded guilty
July 13 in Biddeford District Court to
driving under the influence.
Jan Mooney, 55, of Saco, changed her
plea to guilty under a plea agreement with
prosecutors. A second charge of operating
under the influence was dismissed. A
charge of endangering the welfare of a
child will be dropped if she complies with
the terms of the agreement.
Under the agreement, Mooney will lose
her license for 90 days and pay a $500 fine.
She also was sentenced to 120 days in York
County Jail with all but 10 days suspended
pending completion of inpatient treatment,
according to the plea agreement.
The charges stem from a Dec. 8, 2009,
incident when Mooney allegedly drove a
school bus to Saco Middle School after she
had been drinking. There were 27 students
younger than 16 on the bus in the school
parking lot when a police officer operating

Woman dies after
rescuing grandchild
A Westbrook woman died after trying
to rescue her grandchild from a strong
current in Old Orchard Beach.
Anne Farley, 57, died June 14 at Maine
Medical Center, a day after attempting
to rescue her grandchild, according to
Deputy Police Chief Keith Babin. Around
2:35 p.m. June 13, lifeguards and a citizen
reported six swimmers in the water at the
end of New Salt Road who appeared to be
in distress, he said.
The lifeguards assisted all of the
swimmers out of the water and

boarded the bus, according to court files.
Mooney did not put the bus in gear after
students had boarded. After going with
officers to the police department, her
blood alcohol level was tested at .17, more
than twice the legal limit, according to an
affidavit filed by Saco Police Officer Megan
Brownell.
Mooney was dropped off at bus
headquarters and told not to drive again.
She was arrested a second time for
allegedly driving under the influence after
an employee told police she drove herself
home. She resigned her position a week
later.

immediately began CPR on Farley, who
was unconscious, Babin said. She was
taken to Southern Maine Medical Center
in Biddeford before being transferred to
Maine Medical Center.
Babin said Farley was able to get her
grandchild out of the water, but a very
strong current from Goosefare Brook
prevented her from getting out.
Farley, who grew up in Portland and
graduated from Deering High School,
most recently was head librarian at Bonny
Eagle Middle School in Buxton, according
to her obituary. She is survived by her
husband, John Farley, two stepchildren,
five grandchildren and many other
relatives.
Bonny Eagle Middle School Assistant
Principal Clay Gleason said Farley was a
highly respected school staff member.
“In her six years at BEMS, she was
always a selfless, caring and compassionate
professional. Her calm demeanor, caring
smile and kind words enriched the lives
of all who knew her,” Gleason said in an
e-mail. “The impact she made on students
and colleagues is immeasurable and we
are still trying to come to terms with her
untimely death. We feel fortunate to have
known Anne and our thoughts and prayers
go out to her family.”

INSPECTING FOR THE UNEXPECTED
Once, only savvy buyers would engage the services of home inspectors. These
days, savvy sellers are just as likely to carefully assess the condition of their
properties prior to placing them on the market. Aside from uncovering
problem areas and allaying fears about a home, a house inspection may serve
as a negotiating tool. For example, neither buyer nor seller wants to enter
negotiations with a leaky roof on the table. Uncovering such problems and
making the necessary repairs beforehand paves the way for a smoother sale.
Sellers who are able to present potential buyers with the findings of a certified
home-inspection are availing themselves of a powerful marketing tool that may
provide them with an advantage over the competition.
2118 sq. ft. of living space in this New
Englander home. 4 BR, 2 full BA with room

shed & 2 large decks. All up to code. Generator
hook-up on electric panel. Ornate white vinyl
fence encloses property for privacy, nicely
landscaped. Zoned for many in-home
businesses. Walking distance to shopping plaza.

OLD ORCHARD BEACH
When planning to sell your home, a home inspection can give you the
opportunity to make repairs that will put your home in better selling condition.
If you have questions, or would like to make an appointment, please call me at
839.4141 ext. 106 or send an email ([email protected]).
HINT: As a general rule, buyers prefer that a problem be addressed rather than
negotiating a price to fix it and having to perform the
repair themselves.
Serving my clients with dignity and respect in a smaller, more personal environment.
