Entrance exams to medical institutions in TN
Fresh attempts to reintroduce NEET
infringes State’s rights, CM apprises PM
Chennai, Oct 8:
Chief Minister
Jayalalithaa brought to
the notice of Prime Minister Narendra Modi on
the fresh attempts of the
Centre to re-introduce
National Eligibility-cumEntrance Test (NEET),
infringing upon the State’s
rights and admission policies to medical institutions in Tamil Nadu.
In her letter to the
Prime Minister, Jayalalithaa recalled the consistent opposition of Tamil
Nadu towards the introduction of NEET, having
taken the issue to the
Supreme Court, which
found it ultra vires of the
Constitution and quashed
it.
Jayalalithaa said that it
was shocking when the
Centre instead of abiding
by the Judgement went
ahead with the review
petition and disturbing are
the media reports that a
recommendation has been
given by the Medical
Council of India to the
Centre.
Text of Jayalalithaa’s
letter to PM:
“You may recall that
the State of Tamil Nadu
has consistently opposed
the introduction of the
National Eligibility cum
Entrance Test (NEET) for
admission to the Under
Graduate and Post Graduate Medical and Dental
courses. I had also written
to the then Prime Minister
on 30.7.2011, 7.9.2012
and 30.9.2012 conveying
the opposition of Tamil
Nadu to the proposed
introduction of NEET.
We had also taken up
this issue in the Supreme
Court.
In a landmark judgement of the Hon’ble
Supreme Court of India on 18th July, 2013,
the Notification by the
Medical Council of India
and the Dental Council
of India introducing a
National Eligibility cum
Entrance Test (NEET) for
the Under Graduate and
Post Graduate Medical
and Dental courses was
found ultra vires of the
Constitution and quashed.
This finally brought to an
end a long pending and
vexatious issue relating to
a policy by which students aspiring for Medi-
TN students are
confused, frustrated
cal and Dental seats at
the Under Graduate and
Post Graduate level had
to go through the agony
of an uncertain selection
process which militated
against their interest and
the interests of the State
of Tamil Nadu. The
majority judgement has
rightly upheld all the
valid objections raised by
Tamil Nadu.This judgement of the Hon’ble
Supreme Court was also
widely welcomed.
Centre did not heed
SC verdict
However, instead of
abiding by the judgement
of the Apex Court, the
Government of India went
ahead with the Review
Petition of the judgement in the Supreme
Court. I had written to
the then Prime Minister
on 28.7.2013, asking the
Government of India
to withdraw the Review
Petition and abide by the
Supreme Court Judgement.
You may recall that I
had urged you to review
the stand taken by the
UPA Government and
withdraw the Review
Petition and abide by the
decision of the Supreme
Court in the Memorandum submitted by me
on 3.6.2014.
To my surprise, reports
have recently started appearing in the media that
the Medical Council of
India has given a recommendation to the Government of India, seeking in-
troduction of a Common
Entrance Test and that
the Government of India
is actively considering it.
This has again created
confusion and frustration
in the minds of thousands
of students of Tamil
Nadu, who have already
been covered by a fair
and transparent admission
policy laid down by the
Government of Tamil
Nadu, which has been
working well.
Slew of measures by TN
In my earlier letters, I
had already pointed out
that, the Government of
Tamil Nadu had taken a
number of steps starting
from 2005, and only after
careful consideration later
abolished the Entrance
Examination for professional Under Graduate
courses. My Government
has taken the consistent
stand that rural students
and students from poorer

Modi launches frontal attack
on Lalu, bombards Cong,
JDU grand alliance
Patna, Oct 8:
Prime Minister Narendra
Modi today raised the
development pitch saying
it is the first time that
elections in Bihar will
be based on the idea of
growth and progress for
the youth while addressing
a public rally in Munger.
“People across the country praise Bihar. Today,
the youth of Bihar have
taken things forward. People know everything and
Bihar’s youth will also
reply to their arrogance,”
Modi said ahead of the
first phase of the elections
on October 12.
“There have been
around 4,000 incidents
of kidnapping in Bihar
under the Jungle Raj. In
these elections, there is the
jungle raj on one side and
vikas raj on the other. No
one wants the jungle raj
again,” he said.
PM Modi took a jibe
at the Grand Alliance or
Mahagathbandhan formed
by RJD chief Lalu Prasad
and JD(U)’s Nitish Kumar
and the Congress party
saying they looted Bihar
for 60 years and have now
formed the “mahaswarthbandhan”.
“JP Narayan ji died on
October 8, 1979. And it
was the Congress which
had sent him to jail, that
is where he got sick which
led to his death. People
who used to talk about
Ram Manohar Lohia’s
ideology are now drinking Congress’ water and
abusing us,” he said.
Modi attacked Lalu
Prasad Yadav over his
comments on beef saying
the RJD chief insulted the
Yadav community by commenting on what they eat.
“Lalu ji, elections come
and go, but it is the
people that stay with you,”
he said.
Targetting the chief
minister, he said Kumar
failed to keep his promise of providing the state
with electricity throughout
the day. He also said no
one else has the ability
or the intention to spend
the money allotted to the
people of Bihar.
“Bihar needs development and the development
will come with the Rs
1.65 lakh crore package.
Give us a chance and reject those who reject the
development package.”
Modi will also address
rallies in Samastipur, Begusarai and Nawada later
in the day.
The BJP plans to virtually carpet-bomb rivals in
Bihar with Modi slated to
address a slew of rallies
as he leads the party’s offensive in the high-stakes
election that analysts see
going down to the wire.
Modi has already held
half a dozen public meetings in the eastern state
and is scheduled to address at least 22 more
for the crucial polls, surpassing his record of 27
rallies ahead of last year’s
Maharashtra election.
Caste-riddled Bihar is
likely to present a tough
challenge for the BJP-led
coalition, political observers say, as it prepares to
take on the grand alliance.
A win will boost Modi’s
bid to push crucial reforms legislation through
Parliament as state elections allot seats to the
Rajya Sabha where the

Health Minister seeks cooperation
of all to prevent dengue fever
Chennai, Oct 8:
Gearing up to prevent
the dengue disease, Tamil
Nadu has taken several
measures all over the
State. Post his review
meeting with four District
Collectors and officials at
Karur, Minister for Health
C Vijaya Baskar said
that due to the vagaries
of North East monsoon,
preventive measures are
being taken through the
coordinated efforts of
Medical, Municipality
and Rural Development
departments.
The Minister said that
thrust was on prevention
of diseases like viral
which spreads faster and
the officials concerned
were apprised of the
imperative need of taking preventive measures
at war footing and the
need to create awareness
among the people that
the disease is curable and
the medical assistance is
within the reach of all.”In
Tamil Nadu, there were
13,000 dengue cases in
2012 and 6,122 cases in
2013 with the number
coming down drastically
to 1,000 last year.

Post chairing a review meeting, Minister
for Food, R Kamaraj
revealed that as per the
orders of Chief Minister
Jayalalithaa, 16 storage
warehouses of 68,000
metric tonnes procurement has been completed
in the last four years.d

initiated to set up 10
storage warehouses of
42,000 metric tonnes at
an estimated Rs 44--crore

and Krishnagiri.”
The Minister said he
instructed the officials to
expedite the infratructure
work which will facilate
the increase of procurement from 6.33 lakh
metric tonnes to 8.15 lakh
metric tonnes at Tamil

their quarterfinal match.
The first half of the
game was an even contest
and Kerala even took a
slim lead in the third
quarter.
But the fourth quarter
belonged to Punjab as
they outscored Kerala 3616. Rahul Mehla scored

win.
The Punjab girls team
also advanced to the
semi-finals defeating Uttar
Pradesh in their quarterfinal game. The game had

More than the incredibly puerile batting performance and the consequent
pathetic defeat, what is on
debate in India’s reverse
against South Africa at
Cuttack on October 8
are the bottle throwing
incidents that disrupted
the proceedings at the
Barabati Stadium.
No two opinions exist
other than that of India
has been outplayed by
the visiting team in every
department of the game.
There is spontaneous
indignation, perhaps righteous in every sense of
the term, over the behavior of a section of the
crowd. The condemnation
has emanated from every
section of the cricketing
fraternity with the former
Test icon, Sunil Gavaskar,
calling for black listing
Cuttack for a period of
two years. He advocates
a ban on Orissa Cricket
Association from staging
an international match.
Quite understandably, Gavaskar’s view has elicited
a positive and negative
response.
Spectator violence is
nothing new to competitive sports. Instances
are plenty going as far
as 1879 cricket match
at Sydney where two
England cricketers were
roughed up. Call for punitive measures have repeatedly been echoed in the
corridors of administration
both at the national and
international levels. At
the moment of writing,
the BCCI has ordered the
OCA to prepare a detailed
report on the incidents,
which obviously occurred
because of a few security
lapses.
What eventually will be
the end part of this episode is anybody’s guess
at this point but the bottle
throwing incidents have
impaired the image of
Indian cricket.
While the visiting
team’s players who were
on the verge of slipping
into mood of jubilation
based on the trend of the
encounter were stupefied
by the response of the
crowd, India’s captain
Dhoni needlessly played
down the sad development as emerging from
the ‘disappointment’ of
the crowd over the national team’s inept showing.
Even as the debate
continues unabated, the
teams are poised to come
to grips for the third and
final match today at Kolkata, a venue notorious
for crowd disturbances
in the history of Indian
cricket.
For South Africa, this
tie is absolutely inconsequential, with the series
win already tucked into
history. On the contrary,
for India this is a crucial
tie to save the ignominy
of a 0-3 reverse.
Analysts agree that
India’s current T-20 team
is unbalanced and without
depth. Those expected to
strike have failed miserably either out of ignorance to suit the demands
of the T-20 variety or
downright inadequate in
the technique required.
There is concern that
Dhoni, the best suited to
demolish any attack, has
been unable to make an
impression. The captain
explained that by the time
he went to the batting
crease a good part of the
20-overs were already
complete. If that is logical
then why cannot Dhoni
go higher up in the batting order?
If in the first match at
Dharamsala the problem
area was perceived as incompetent bowling despite
a fairly huge total of 199
with a century to boot by
Rohit Sharma, the failure
at Cuttack was on every
count, both batting and
bowling. More than innocuous batting, it is the
abysmal running between
the wickets that has ruined the team. It is one
area that India needs to
pay great attention.
So far Rohit Sharma
with the bat and Ashwin with the ball have
shown some merit to
stem the tide. With number of overs restricted in
the T-20 variety Ashwin
needs a huge support
from the other end either
from a spinner or pace
bowler.
When all is said and
done, it is inconceivable that the Indian team
should perform in this
pathetic manner in front
of its own audience.
Hopefully, Dhoni and
his men will arrest the
sequence of debacles so
that the rest of the long
drawn series remains
competitive enough for
the millions of fans here
and abroad

defeated PSPB Academy’s Jeho Hinakulhpuingheta 4-0 in the
Sub-Junior boys final
to wrest the title. The
Sub-Junior girls crown
went to Maharashtra’s
Manushree Patil, who
beat teammate Swastika
Gosh by a similar verdict.
But both the matches
never measured up to the
standards of finals as the
two won with a lot to
spare. No doubt, there
were a few extended
games in the two finals
but the winners were
never under any threat.
In contrast, the SubJunior Boys semifinals
had some thrills as No
4 seed Manush Shah
defeated top-seed and
South Zone title-holder
AnukramJain 4-2 from
PSPBA while Jeho Hinakulhpuingheta repeated
a similar performance
against Delhi’s Yashansh
Malik. Both the matches
almost went down to the
wire and what was remarkable about Manush’s
win was that he, despite
trailing 0-2, staged a fine
recovery to outsmart his
rival. So dominant was
the Gujarat boy that he
not only took the next
four games, but also won
the fifth and sixth games
with a lot to spare.
The Delhi boy never
had an upper hand in
spite of levelling the
score at 2-2 to keep his
interests alive. But once
Jeho steadied himself
taking the fifth game,
it became easy for the
PSPBA boy.
In the Cadet boys final,
Divyansh Srivastava ran
over Tamil Nadu’s Vishwa Deenadayalan without
a hiccup as he completed
the task in a little over
half an hour to win his
maiden title. Vishwa,
who played brilliantly in
the semifinals, was found
wanting in every department of the game. The
UP boy won 4-0.
It was, more or less,
the same case for Kavyashree from Tamil
Nadu who won her first
crown on the first appearance. The first-year Cadet
girl downed Karnataka’s
Anargya Manjunath 4-1
after leading 2-0. The
sixth standard student
from Tambaram’s MCC
Campus School was too
good on the day and wore
out Anargya.
The latter, who managed
to win the third game,
was never comfortable
against the topspin forehand play of Kavyashree,
who is training under S.
Mohan at Tambaram’s
ENTTA Club, with guidance coming from Maharishi Vidhya Mandir TT
Academy.

Inexpensive, Eco-Friendly Mushroom Batteries
The current industry standard
for rechargeable lithium-ion battery anodes is synthetic graphite, which comes with a high
cost of manufacturing because
it requires tedious purification
and preparation processes that
are also harmful to the environment. So the researchers at the
California University created a
new type of lithium-ion battery
anode using Portabella mush-
rooms, which are inexpensive,
environmentally friendly and
easy to produce.
UC Riverside engineers were
drawn to using mushrooms as
a form of biomass because
past research has established
they are highly porous, meaning they have a lot of small
spaces for liquid or air to
pass through. That porosity is
important for batteries because
it creates more space for the
storage and transfer of energy,
a critical component to improving battery performance.
In addition, the high potassium salt concentration in mushrooms allows for increased
electrolyte-active material over
time by activating more pores,
gradually increasing its capacity.
A conventional anode allows
lithium to fully access most of
the material during the first
few cycles and capacity fades
from electrode damage occurs
from that point on. The mushroom carbon anode technology could, with optimization,
replace graphite anodes. It also
provides a current-collector free
approach to anode fabrication.
This paper involving mushrooms is published just over
a year after the Ozkan’s labs
developed a lithium-ion battery
anode based on Nano silicon
via beach sand as the natural
raw material. Ozkan’s team is
currently working on the development of pouch prototype
batteries based on Nano silicon
anodes.

and the United States, Volvo, the Swedish auto manufacturer is developing these robots, which will
be able to roll, pick up

evasion with respect to

affected in various parts
of Punjab today as farmers began their two-day
“rail roko” agitation to

The financial implication of the bonus to nongazetted railway employees is estimated to be Rs
1,030.02 crore.The government was hopeful that
the bonus would motivate employees to improve
the financial position of the public transporter.
An official statement said: “Highest productivitylinked bonus amount of 78 days’ wages was paid
for the financial years 2010-11, 2011-12, 2012-13
and 2013-14.
This year also bonus equivalent to 78 days’
wages will be paid considering the good financial
performance which is expected to motivate employees for working towards improving the same
in future.”The government has prescribed a ceiling
of Rs 3,500 per month on wage calculation for
the payment of the bonus.
“The maximum amount payable per eligible
railway employee is Rs 8,975 for 78 days,” the
statement said.

3 DNA researchers named
for Chemistry Nobel

Three scientists from
Sweden, the United States
and Turkey won the 2015
Nobel Prize for Chemistry
on Wednesday for working out how cells repair
damaged DNA, providing
new ammunition in the
war on cancer.
Detailed understanding of DNA damage has
helped drive a revolution
in cancer treatment as
researchers develop new
drugs that target specific
molecular pathways used

for “mechanistic studies
of DNA repair”. Their
work mapped how cells
repair deoxyribonucleic
acid (DNA) to prevent
damaging errors from
appearing in genetic information.In many forms
of cancer, one of more
of these repair systems
is broken. “Their work
has provided fundamen-
tal knowledge of how a
living cell functions and
is, for instance, used for
the development of new
cancer treatments,” the
Royal Swedish Academy
of Sciences said.
Thousands of alterations to a cell’s genome
occur every day due to
spontaneous changes and
damage by radiation, free
radicals and carcinogens
- yet DNA remains astonishingly intact.To keep
genetic materials from
disintegrating, a range of
molecular systems monitor and repair DNA, in
processes that the three
award-winning scientists
helped map out. “It’s important for cancer prevention and cancer treatment.
That is what I received
it for,” Sancar, who has
US and Turkish citizenship and is a professor at
the University of North
Carolina, told Reuters by
telephone from his home.

inundated by calls but
his immediate plans were
to shower, shave and go
to his lab.Modrich, a
researcher at the Howard
Hughes Medical Institute and Duke University
School of Medicine in
the United States, told
Reuters he received the
news while on vacation at his cabin in
New Hampshire and was
completely taken aback.
In fact, he did not get
the word from Stockholm
until around 8 am ET,
more than two hours after
the initial announcement.
Modrich, whose work led
to an understanding and
diagnostic tests for the
most common form of
hereditary colon cancer,
has previously told how
he was inspired by his
biology teacher father,
who said: “You should
learn about this DNA
stuff.” That was in 1963,
the year after the Nobel
Prize was awarded for the
discovery of the structure
of DNA.
The 8 million Swedish
crowns ($969,000) chemistry prize is the third of
this year’s Nobels. Previous winners of the chemistry prize have included

issued a Letter Rogatory
(LR) to the competent
authority in Mauritius to
assist the CBI in its ongoing probe into the Rs
3,600 crore VVIP chopper
deal case, after the agency
said it was required for a
just decision in the matter.
Letter Rogatory is a
formal request from a
court to a foreign court
for some type of judicial
assistance.

Origin of Brahma
The manifested world of plurality has emerged
from the unmanifest reality. To indicate this
Brahma the creator is described as being born
from the kamala — lotus springing from Vishnu’s
nabhi (navel) as he is lying on the great serpent,
Ananta in the milky ocean. Hence, his names
Nabhija (navel born), Kanja (water born). His
consort Sarawathi manifested out of him and all
creatures of the world resulted from their union.
According to Manu Smriti, the self-existent
Lord manifested to dispel the darkness enveloping
universe. He created the waters and deposited a
seed that became a golden egg from which he
was born as Brahma. He divided the egg into
two parts to construct the heaven and earth,
and created the ten Prajapathis, mind-born sons,
who completed the work of creation. By a third
account, the Lord separated himself into two
parts, the male and the female after dividing the
golden egg. From him sprang Viraja and from
him Manu.
Ramayana states that Brahma sprang from the
ether and that sages Marichi, Atri, Angiras, Narada,
Sanaka, Sanandana, Sanatkumara, Sanasujata and
others are his manasa putras (mentally conceived
sons). From Marichi sprang Kashyapa from
whom sprang Vishwavata who created Manu, the
procreator of all human beings. Thus, Manu is
Brahma’s great grandson.
Brahma, the infinite, the source of all space, time,
causation, names and forms, has many interesting
and instructive designations. Theologically, he is
the eka aksharam (single letter) AUM, and the

Enchanting performance by Kalaikoil
at Kapaleeshwar Temple

It was an exuberant
evening at Mylapore’s
Kapaleeshwar Temple last
Friday, as Malar Cultural
Association handed over
the stage to an energetic
and talented team at Kalaikoil. Guru Mutharasi
Ravi showcased a bright
set of students from her
branches in both Royapettah and Kottivakam.
The ensemble consisted
of a handpicked selection
of Tamil songs including
Pushpanjali,
Ganapathy Padam, Natanam Aadinar, Ambal
Stuthi, Palvadiyum Mugham, describing the
beauty of Lord Krishna,
Saravana Bava,
A y y a p a Va r n a m ,
Aananda Natam Aaduvar
Thillai, Sree Chakra Raja,
Vellai Thamarai,
Vishamakara Kanna,
and Tillana, which were
very well received by the
rasikas. Each student
had her moment to
shine with a solo.
Guru Mutharasi Ravi
proved her presence as a
motivating Guru, as she
constantly gave her
students encouraging
smiles while performing
Nattuvangam. Along with
her on the talented
musical support were
Pavithra Maduram on vocal, Sikkil B. Balasubramaniam on violin and S.

Railway stations in Nilgiris,
picturesque spot for film shoots

Ooty, Oct 8:
Nilgiri Mountain Railway (NMR) and the
stations located on the high ranges of Ooty
continues to hog the limelight for one reason
or the other. Soon after NMR was declared
as ‘World Heritage Site’ by UNESCO in
2005, tourists from across the globe started
to make a beeline to the ‘Queen of Hills’.
Similarly, the railway stations became famous
spots for film shoots while not to speak
of NMR featuring in movies starting from
Kollywood to Bollywood.
Speaking on the sidelines of inauguration
of ‘Nilgiri Mountain Railway Museum’ at
Mettupalayam railway station, Film historian
and former governing council member of
INTACH Rajesh Govindarajulu said that Nilgiri Mountain Railway played a pivatol role
in majority of the films filmed in different
languages and added that the famous song
Chaiyya Chaiyya from the hit film “Dil
Se” with Shahrukh Khan, Manisha Koirala
and Preity Zinta was picturised by director
Mani Ratnam in a moving train with the
stars on the roof top of NMR singing and
dancing. It became the talk of the town
then and was a mega success. Significant
to note that Nilgiri Mountain Railway was
engaged fully by the film team to shoot this
song sequence.
Ooty is the most preferred spot for film
makers from across the country since 60s,
Rajesh said and added that starting from
actor, director and producer Raj Kapoor
to Subash Ghai almost every director had
reaped success picturising song and dance

cinematographer-cum-director Balu Mahendra wherein the climax scene was filmed
at Lovedale railway station with Kamal’s
outstanding performance.
Not just this, director Bhagyaraj, who
belongs to Coimbatore had a fascination for
filming his movies in Ooty, Rajesh pointed
out and said that his mega hit movie
‘Darling, Darling, Darling’ with Poornima
Jayaram was picturised in the locales of
Ooty and the railway station scenes were
picturised at Ketti railway station.

women fighter pilots

second programme shown during February 2010. The film was directed by Tarun
Bhartiya, Hugo Smith and Nick Mattingly,

in June 2010.

Raha, today announced
that the IAF is planning
to induct women as pilots
to fly fighter jets.Women
pilots have been flying
helicopters and transport
planes for the past two
decades, but combat roles
for them have not been
okayed due to various
social reasons.Speaking
at the Air Force parade
at the Hindon airbase,
some 20 km east of New
Delhi, the IAF Chief said,
“We have women pilots
flying transport aircraft
and helicopters.
We are now planning
to induct them into the
fighter stream to meet
the aspirations of young
women of India”.
