Funding Streams
The Canada Media Fund (CMF) champions the creation
and promotion of successful, innovative Canadian
content and software applications for current and
emerging digital platforms through financial support and
industry research.
The CMF is a not-for-profit corporation that delivers
$371 million in funding annually to support the Canadian
television and digital media industries through two
streams of funding.

CONVERGENT STREAM PROGRAMS AND INCENTIVES
Through the Experimental Stream, the CMF will
encourage the development of leading-edge, interactive,
digital media content and software applications.
Through the Convergent Stream, the CMF will support
the creation of innovative, convergent television and
digital media content for consumption by Canadians
anytime, anywhere.

Support productions at the development stage.

PERFORMANCE ENVELOPE PROGRAM
Encourage partnerships between broadcasters, television
producers, and digital media producers to create convergent
content that Canadian audiences want to consume anytime,
anywhere.
REGIONAL FRENCH INCENTIVE
Support the growth of French production by Quebec producers
who are located outside the Montreal production centre.
NORTHERN PRODUCTION INCENTIVE
Provide additional support to producers in Northern regions.
ENGLISH PRODUCTION INCENTIVE
Support the growth of production in areas of Canada where English
production volumes have declined more than 20% below their fiveyear historical average.
FRANCOPHONE MINORITY PROGRAM
Ensure that Canadians have access to French production reflecting
francophone cultures outside the province of Quebec.
ABORIGINAL PROGRAM
Support the growth of Aboriginal-language production.
DIVERSE LANGUAGES PROGRAM
Ensure that Canadians have access to content that reflects the
variety of languages they speak.
ENGLISH POV PROGRAM
Support the growth of English point of view (POV) documentaries.
Convergent Digital Media Incentive
Encourage the production of value-added digital media
components that are related to CMF-funded television productions.

VERSIONING PROGRAM
Increase the reach of existing programming to Canadians through
language versioning.

Out in the Cold
Governance
The Canada Media Fund is committed to conducting its
activities with integrity and in accordance with the highest
ethical standards. The Board of Directors of the CMF has
fiduciary responsibility over the corporation. It ensures
that all activities conducted by the corporation are in full
compliance with the terms of the corporation’s contribution
agreement with the Department of Canadian Heritage
and all applicable laws, rules, and regulations. The Board
conducts business through regular meetings of the full
Board, the Audit Committee, and the Governance and HR
Committee.
The Board consists of seven directors, who are nominated
by two member organizations: the Canadian Coalition for
Cultural Expression (CCCE), representing Canada’s cable
and satellite distributors, which elects five directors, and
the Government of Canada, through the Department of
Canadian Heritage (DCH), which elects two. The Chair is
elected by the Board and is also a director.

Louis L. Roquet
(Chair, Board of Directors)
Cheryl Barker
(Chair, Audit Committee)
Mr. Roquet is the General Manager of the City of
Montréal. Previously, he was President and COO
of Desjardins Capital de risque (Desjardins Venture
Capital), President and CEO of the Société des alcools
du Québec (Quebec Liquor Board) and Investissement
Québec, Secretary General of the City of Montréal, and
General Manager of the Montréal Urban Community. He
is a member of a number of corporate and community
boards, including Centraide (United Way), Mise sur toi
(Loto-Québec), and Mosaïcultures Internationales.
Ms. Barker, a Chartered Accountant, is a former
President of Manitoba Telecom Services Inc. (MTS).
While at MTS, she also held the positions of CFO and
COO. Currently, she serves as a Director on the Public
Sector Pension Investment Board. Previously, she
served on the boards of the Canadian Television Fund,
the Manitoba Film and Sound Recording Development
Corporation (Chair), and various other corporate and
community organizations.

Alison Clayton
(Chair, Governance and HR Committee)
Ms. Clayton is an independent television and film
consultant with multiple Gemini Award credits. Highlights
from her career include serving as General Manager of
the Biography Channel, Vice President of Programming
for The Movie Network, Moviepix, and The Family
Channel, and Senior Film Policy Advisor for the former
Federal Department of Communications. She has
served on the boards of the Ottawa Art Gallery, the
Rogers Documentary Fund, the Alliance for Children and
Television, and the Canadian Television Fund.
Ron Close
Ron Close is a seasoned entrepreneur, executive,
educator, board member and investor with a solid track
record of leadership and achievement. Mr Close is
currently Entrepreneur-in-Residence at The Richard
Ivey School of Business, and serves on several boards,
including The Globe and Mail, MaRS Innovation and
Cogniciti. Career highlights include the co-founding of
Netcom Canada, one of Canada’s earliest and most
successful Internet companies, and senior executive
roles at AT&T Canada, Bell New Ventures, and
Sympatico-MSN, Bell’s online portal business. He is a
frequent panellist, moderator, guest lecturer and writer on
business and entrepreneurship.
Guy Fournier
Mr. Fournier is an author, playwright, story editor, film
producer, and screenwriter, with more than 300 television
dramas to his credit. He was a founding member and
President of the Institut québécois du cinéma and served
as National Vice President of the Academy of Canadian
Cinema and Television. He has served on the boards of
Le Théâtre du Rideau Vert, Quatre-Saisons, TéléQuébec, and CBC/Radio-Canada. He is a member of the
Order of Canada.
Max Valiquette
Max Valiquette is one of the North America’s leading
experts on modern consumers, marketing, and media.
He is a founder of Youthography, the foremost North
American youth market research firm, as well as a
prominent media authority on all aspects of youth culture.
He was the host of TVOntario’s youth issues talk show,
VoxTalk, and also writes a regular media column for
Canadian Business magazine. Max was the Marketing
Chair for the AIDS Committee of Toronto’s fundraising
event, Fashion Cares, in 2008.
Glenn Wong
Mr. Wong is an executive management consultant and
former President of Electronic Arts Canada and Rogers
Cable TV (BC). Based in Vancouver, Mr. Wong currently
serves on the board of Coast Capital Savings Credit
Union, CopperLeaf Technologies and the Vancouver
Police Board where he is Vice-Chair. His past board
roles have included the BC Cancer Foundation and
the Insurance Corporation of B.C. He is also a certified
member of the Institute of Corporate Directors.

The Canada Media Fund (CMF) opened for business
on April 1, 2010.
As the content consumption behaviour of Canadians
evolves to include multiple devices and platforms, the
CMF has emerged as a catalyst for the creation and
promotion of content that can be consumed anytime,
anywhere. Created by Canada’s cable and satellite
distributors and the Government of Canada, the CMF
1994 Canada’s cable distributors propose to the
Canadian Radio-television and Telecommunications
Commission (CRTC) establishment of a funding
initiative that would focus on facilitating the
production and broadcast of high-quality Canadian
television programs in under-represented
categories during peak viewing periods.

History
is a not-for-profit corporation that delivers $350 million
in funding annually to Canadian producers who create
convergent television and digital media content.
The CMF’s vision is to connect Canadians to their
cultural expressions, to each other, and to the world.
The CMF is the outcome of a number of funding model
evolutions since the Cable Production Fund was first
established by the CRTC in 1995.
2001
Canada New Media Fund created by Telefilm
Canada to provide financial support for the new
media industry.
2005
CTF outsourced administration of applications
to Telefilm Canada, while continuing to lead the
development of strategic policy and program
guidelines, research, and reporting on audience
and funding results.
2009
The Department of Canadian Heritage announced
the creation of the Canada Media Fund, with the
goal of supporting the sustainable production of
successful, convergent television and digital media
content that is accessible to Canadians through
multiple platforms.
2010
The Canada Media Fund (CMF) opened
for business.
CRTC establishes Cable Production Fund (CPF),
a not-for-profit corporation.
1996
Department of Canadian Heritage invites CPF
to join it in a redefined public-private funding
partnership. Result: CPF renamed Canada
Television and Cable Production Fund (CTCPF).
1997
Regulatory framework changes made.
1998
CTCPF renamed Canadian Television Fund (CTF).

Valerie Creighton
President and CEO
Stéphane Cardin
VP, Industry and Public Affairs
Valerie Creighton has over thirty years of experience
in leading cultural organizations. Since joining the
corporation in 2006 as President and CEO,
Ms. Creighton’s focus has been to position the CMF
as a responsive and effective organization with funders,
clients, and other stakeholders, to enhance relationships
with national and international interests, and to support
and promote Canadian media content.
Stéphane Cardin has over fifteen years of experience
in the film and television industry. Since joining the
organization in June 2006, Mr. Cardin maintains
an ongoing dialogue with industry and government
stakeholders, leads the development of policies and
programs, and reinforces the positioning of the CMF
within the industry.
Ms. Creighton successfully managed two major
organizational events in the history of the corporation,
including the transition of the Canadian Television Fund’s
program administration to Telefilm Canada and the
creation of the Canada Media Fund. She developed a
national stakeholder outreach program and restructured
the organization to focus on policy development,
research, and communications.
Previously, Ms. Creighton was the CEO and Film
Commissioner for the Saskatchewan Film and Video
Development Corporation and Manager of the Arts
Section for the Province of Saskatchewan. She has
produced radio dramas for CBC Saskatchewan, sat
on numerous CBC juries, and won several awards,
including the Deputy Minister’s Recognition Award for
her role in the creation of SaskFilm, the Distinguished
Alumni Award –Theatre Department, University of
Regina, Her Majesty the Queen’s Golden Jubilee Award
for Community Leadership, and the Canadian Women
in Communications Change Leader Award. She has
participated in trade missions led by the Prime Minister
of Canada and Premier of Saskatchewan to Germany,
Los Angeles, and China. She has sat on 12 boards from
1979 to the present and currently serves as a volunteer
Chair of the Saskatchewan Foundation for the Arts.
Ms. Creighton holds a Bachelor of Fine Arts from the
University of Regina and a Management Development
Diploma for Arts Administrators from the Banff School of
Management. She owns and operates The Red Horse
Ranch in Stoughton, Saskatchewan.
Previously, Mr. Cardin was Director of Tax Credits
with Quebec’s cultural funding agency, Société de
développement des entreprises culturelles (SODEC),
and was a member of SODEC’s management committee.
He has also held positions with the Canadian AudioVisual Certification Office (CAVCO) and the Australian
Broadcasting Corporation.
Mr. Cardin holds a Graduate Diploma in Communications
Studies from Concordia University and a Bachelor of
Commerce from McGill University.
Sandra Collins
VP Operations and CFO
Sandra Collins has over ten years of experience in the
broadcast and production industry. Since joining the
organization in 2007, she leads the Finance, Legal,
Compliance, IT, and Corporate Services teams, and
is responsible for reporting on these areas to the CMF
Board’s Audit Committee.
Previously, Ms. Collins held various senior positions
at Alliance Atlantis Communications, including Senior
Vice President, Finance, Entertainment Group, and Vice
President, Systems Integration, Corporate Group.
Ms. Collins is a Certified Management Accountant
and holds a Masters Certificate in Enterprise Risk
Management from York University.

Maurice Boucher
Director of Marketing and Communications
Julie Look
Director, Research
Maurice Boucher has worked in marketing and
communications for over 20 years. During this time, he
has held various senior positions in some of Montreal’s
most prestigious organizations, including the Canadian
Centre for Architecture, the Montreal Museum of Fine
Arts (as head of its department of public relations, sales
and marketing) and, more recently, at Télé-Québec as
chief of public and media relations. He was also the
first general manager of Destination centre-ville, the
downtown Montreal commercial development
association — the largest local business organization
of its kind in Canada.
Julie Look has over fifteen years of experience
in Canada’s television industry. Since joining the
organization in 2008, she is responsible for the integrity
of data used by the CMF for envelope calculations,
reports on the performance and trends of CMF-funded
programs, and monitors emerging technologies and key
trends in the media sector.
Maurice Boucher has also worked as a marketing and
communications consultant, developing customized
programs for a full range of clients in various fields. As
an experienced communicator, he is a recipient of the
Canadian Public Relations Society Award of Excellence.
Catalina Briceño
Director of Industry and Market Trend
Catalina Briceño has over 13 years of experience in
the audiovisual and new media industry. Her role is to
ensure that the policies for supporting the production
of Canadian television and digital media content are
aligned with emerging developments in Canada and
internationally. Ms. Briceño provides the CMF with
all the market intelligence necessary to develop
effective policies.
Previously, Ms. Briceño was Producer and Director of
Operations at Salambo Productions, where she helped
build the strategy and business model behind the
internationally acclaimed, multiplatform project Têtes à
claques. Ms. Briceño served as Vice Chair of the Board
of the Regroupement des producteurs multimédia (RPM)
and received the 1998 Prix Séville de la Relève from
the Association of Women in Film, Television, and
New Media.
Nathalie Clermont
Director, Program Management
Nathalie Clermont has worked for more than twenty
years in the film and television industry, with extensive
experience in financing. Since joining the organization
in 2007, she acts as a key advisor on CMF policies and
programs, ensures consistency in service standards and
the application process, and ensures that all file analyses
are accurate, fair, and consistent, in accordance with the
CMF Guidelines.
Previously, Ms. Clermont spent 15 years at the Société
de développement des entreprises culturelles (SODEC),
where she was the team leader of the Business Affairs
Unit, which was responsible for equity investment
programs in cinema and television.
Ms. Clermont holds a B.A. in Film, Communications, and
Public Relations from the Université de Montréal.
Previously, Ms. Look was the Director of Research and
Revenue at Onesite Media Network and the Director of
Research at SUN TV and Corus Entertainment, where
she evolved the research function into a key resource
and strategic counsel for the organization.
Over the years, Ms. Look has been an active member
of several industry committees, including BBMTVEC
(Television Executive Committee), BBMRTC (Radio
Technical Committee), PMB Broadcaster Advisory
Committee, and the Nielsen Broadcaster Advisory
Committee. Ms. Look was nominated to the Board of
Directors of the BRC (Broadcast Research Council) in
1994-1995 and still serves in that capacity. She was
also President of the BRC in both 1998-1999 and
2006-2007.
Roxane Girard
Director, CMF Program Administrator | Telefilm Canada
Roxane Girard has over fifteen years of experience in
Canada’s film and television industry. As Director, CMF
Program Administrator | Telefilm Canada, Ms. Girard
leads a cross-country team that is responsible for the
administration of the application process for the CMF.
Ms. Girard joined the Television Business Unit (TBU)
at Telefilm Canada, which administered the files of the
Canadian Television Fund (CTF), as Director, French
Market in 2006, and was promoted in August 2009 to the
position of Director of the TBU. Previously, Ms. Girard
served as General Manager, Enterprise Funding at the
Société de développement des entreprises culturelles du
Québec (SODEC). In more than a decade with SODEC,
Ms. Girard gained in-depth knowledge of all aspects
of the cultural sector, particularly film and television,
and participated in projects involving French-speaking
countries around the world. Ms. Girard acquired solid
auditing experience in Quebec and France before turning
to film production. She is an expert in financing for the
cultural sector.
Ms Girard is a Chartered Accountant and MBA graduate
of HEC (Montréal).
