In an interview with reporters on Wednesday,
Luciano said he had been
informed that there was a

asking for his resignation
presented at the CIAC
board meeting in Manila on
June 22. It was signed by
only one member, Luciano
said but did not identify the
supposed signatory.
“I didn’t see it but I was
told there was,” said Luciano of the resolution.

The Clark Development Corporation (CDC) is inviting all

Interlocator Amazing Race” on

the favorite hobbies of his brother, incoming President Benigno
“Noynoy” Aquino III, over live
television she said: “Eating outside.”
Aquino III would not enjoy his
food if he decides to eat here or
in nearby Porac town due to the
existence of at least 11 piggeries which were blamed by the
Pinoy Gumising Ka Movement
(PGKM) for the “invasion” of flies
and other deadly diseases in the
area.

Aquino, mother of Noynoy, experienced eating at his house in
Barangay Cutcut here “with all
the flies around.”
Cruz’s residence is at the
boundary of Barangay Sta. Cruz,
Porac where there are huge piggeries blamed for the flies and
deadly diseases affecting residents in the area.
“Our good friend Cory was
using one hand to eat and the
other to shoo away the flies while
eating in our dining table. There
was a time Noynoy personally
saw the irritating flies while visiting with his mother,” said Cruz,
who was a good friend of the late
president during and after her
term which ended in 1992.
Cruz expressed confidence
that Aquino III would “end the
long suffering of the people and
even businesses.” His property
now has a European-inspired
golf course, restaurants, function halls and hotel rooms.
“The previous president (referring to Pres. Arroyo) had done
nothing for her own people. It will
be different this time,” said Cruz.

Cruz said the long-term exposure to foul smell emitted by piggeries in nearby Porac could
cause “sudden death.”
The PGKM disclosed that
there are at least 11 prominent
piggeries in Barangays Sta. Cruz
and Manibaug Paralaya, Porac.
Citing the study of the USbased Hilton Kalusche of the
Mississippi Safety and Environment Management Office, Sonny Dobles, head of PGKM’s environmental desk, said the piggeries release hydrogen sulfite
in the air which instantly enters
the body of human beings.
Dobles added that the harmful chemical accumulates “in the
human body until you die or get
sick of various deadly ailments.”
”Among the diseases
caused by hydrogen sulfide are
those that affect the nervous
systems and respiratory problems,” he said.
Dobles, still citing the study,
said “the extremely toxic, irritating gas” emitted by piggeries
also reduces the oxygen-carry-
ing capacity of human blood.
The PGKM, who also made
a research on backyard and
commercial piggeries in the
country, disclosed that the waste
of pigs “is ten to 100 times deadlier” than human waste.
The pathogen-based pig
waste with high nitrogen content
“enters the body and affects the
hemoglobin of red blood cells
that carry oxygen throughout the
body,” said the PGKM. It added
that the “it also causes gastrointestinal diseases.”

The ruling, which also
provided for the creation
of four revision committees, was rendered by
presiding Judge Celso
Baguio on the election
protest filed by incumbent Mayor Abundia
Garcia of Unang Sigaw
Partido ng Pagbabago
(USPP) of Cabiao
against proclaimed
winner Gloria Congco of
Bagong Lakas ng Nueva
Ecija (Balane).
Congco, who had to
rest last 2007 elections
on the strength of the
mandatory tree-term limit
for an elective local
official, was proclaimed
winner by the municipal
board of canvassers
(MBC) after she garnered
16,278 votes against
Garcia’s 14,446 in the
last May 10 automated
elections.
But Garcia, in filing
her protest docketed as
EPC-0510 at Baguio’s
sala, alleged that the first
automated poll was
attended by massive
fraud such as vote buying
and intimidation on top of
alleged malfunctioning of
precinct count optical
scan (PCOS) machines
in some precincts,
particularly in Barangay
San Roque.
Some candidates for
town councilors also filed
protests.
Conco’s lawyer, Atty.
Petronilo David, opposed
the re-opening of ballot
boxes arguing that
ballots would not show
proof on the allegation of
massive fraud, especially
vote buying.
“The case must be
dismissed, the ballots
cannot determine the
fraud,” David said.
But Atty. Ramon
Miguel Ongsiako who
represented Garcia
during the pre-trial said
vote buying was the only

So spake Chief Supt. Arturo Cacdac Jr., Central
Luzon police director, of the possibility of his relief,
fanned by reports that the Camp Olivas rank-and-file
are already awaiting a new director after June 30.
A revamp, Cacdac holds, is a routine part of the
dynamics of working and accomplishing
organizations like the Philippine National Police.
“We must be prepared,” said Cacdac , making like
a Boy Scout: “The PNP hierarchy has to choose the
right people for the right job.”
Hence, appointed as Central Luzon’s top cop only
last March, Cacdac is able, willing, and ready to leave
at any moment’s notice. Measuring up to the standard
of the true gentleman-officer of the corps there,
disgracing the many in the rank who think they hold a
Torrens title to a PNP post, especially one as
“lucrative” as Camp Olivas.
“It’s not the length of stay but the quality of service
that counts, “ the Philippine Military Academy Class
’87 member underscored, walking his talk there with
his 16 years of accomplished service in different
areas of Central Luzon, notably Pampanga and
Angeles City.
Now, were more police officers like Cacdac…

THE PAMPANGA mayors may be feeling like “outside
the kulambo” with the incoming administration, betting
on a losing horse in the recent presidential derby.
Even as the their league spokesman has made
public pronouncements of unconditional support to the
next president, the apprehension of being shut out of
the kitchen is overwhelming them.
Comes now this bright idea of getting City of San
Fernando Mayor Oscar S. Rodriguez, the sole yellow
standard bearer among the victors in the local
government contests here, as conduit to the Aquino
administration.
It is not in character for Mayor Oca to be a courtier.
But for the sake of the local communities, he would
go out of his way to help.
“Alam naman ninyo ang ugali ko. Hindi ako
mahilig maglalapit. Pero kung ano man ang
maitutulong ko sa liga, sa probinsiya at sa mga
localities, bakit ko naman ipagkakait? I will help with
my little relationship with the President, I can perhaps
be the vehicle or the conduit at least.” So declared
Mayor Oca.
So are the mayors assured now of a pipeline to
the new administration.

“BOARD JUNKS ouster move vs. Luciano.”
So read the text message I received late afternoon of June 22.
With the newsman’s nose for intrigues, I naturally raised the
issue the following day at the media conference called by Clark
International Airport Corp. Executive Vice President Alexander
Cauguiran.
“Nothing of that sort happened,” was the EVP’s curt reply.
No junking? But was there a move during the board meeting to
oust Victor Jose “Chichos” Luciano from the CIAC presidency? I
persisted.
“Absolutely nothing,” a visibly irked but definitive Cauguiran
insisted.
At the subsequent media interview with Luciano – a spit away
from Cauguiran’s office, the beleaguered CEO said there indeed
was a document calling for his ouster that was passed around the
members of the CIAC board during their meeting but it did not
prosper as only one member signed it.
So did Luciano see the document and the lone signatory?
“I did not see it but I was informed about it.” That was his pained
reply.
So who was the lone signatory?
“You should have asked EVP Cauguiran.”
Worse than a chicken-or-egg proposition
there, Luciano affirming what Cauguiran was
absolutely negating.
So Punto’s ace reporter Joey Pavia called
CIAC Board Chairman Nestor Mangio.
“Yes, there was a resolution calling for the
resignation of President Luciano. I signed it. So
did EVP Cauguiran,” Mangio told Pavia.
“Yes, it was not pursued after CIAC Board
adviser General Abaya proposed that an
independent body be requested to thoroughly
investigate the case before such resolution could
be addressed,” Mangio furthered.
One incident. Three versions. Obviously
someone – if not everyone – is lying here.
It is not only in that account of the CIAC board
meeting that truth was apparently demolished.
Even the power point presentation (PPP) of
Cauguiran during the media conference was shot
full of apparent lies.
The fifth frame of the PPP read: 4.
Documents submitted by PPGS and EMD
reveal that 3 Aeta organizations sought the
intercession of high-ranking officials in the
Office of the President of the Philippines in
requesting P/CEO VJIL to donate to them preidentified scrap materials and the demolition of
17 old structures within the Civil Aviation
Complex in order to generate funds for their
various livelihood programs.
The tenth frame read: CDC issued the
corresponding Demolition Permits to the following
aeta organizations:
Bamban Aeta Tribal Association or BATA for
the demolition of 4 structures (Bldgs. 7140, 7246,
7257, 7208)
Association of Barangay Chieftains of the
Aetas in Pampanga for the demolition of 8
structures (Bldgs. 7247, 7288, 7289, 7300, 7191,
7252, 7253, 7235)
Aeta Tribal Community Vendor Group for the
demolition of 2 structures (Bldgs. 7190 and 7268).
Clearly, four structures to BATA, eight to the
ABCAP, and two to the ATCVG total to only 14
demolished structures. As there were “17 old
structures” recorded as having been demolished,
where did the remaining three go?
A staff at the CIAC engineering department
was hurriedly summoned and hurriedly wrote on
a torn leaf from a notebook additional three
buildings going to the ABCAP. An act worthy of a
Mandrake pulling a rabbit out of his top hat.
Truth again was apparently scrapped in the
accounting of the proceeds from the sale of scrap
materials from the demolished buildings.
One Josie Gomez, the self-appointed “agent”
of the Aetas said she had already given the
tribesmen some P9.5 million from the proceeds.
The fact-finding committee headed by Mangio
himself gathered that the “appraised value of the
buildings from the prices that were quoted by the
contractors and the advances given to the Aetas”
reached about P33,518,009, “excluding
contractors’ profit.”
The total receipted amount given to the Aetas
was a measly P344,750. Add the cost of the 300
sacks of rice also given to the tribes at P1,500
per sack totaling to P450,000 and the sum total
would only be P794,750.
A total of P32,723,259 is missing. A whopper
there! Somebody’s made a killing!
And Luciano since Day One has been saying
the buildings had “absolute zero value in the CIAC
books.”
It looks to me that it is Truth that has absolute
zero value in the CIAC books. So where lies Truth
then? At the rubble of those demolished buildings.
Shame.

Aquino is expected to announce
the members of the cabinet next
week, a report said.
The concern of many people
is not entirely the new appointees but the appointees of President Gloria Macapagal Arroyo.
These include those whose term
of office is fixed by law.
If only for the sake of delicadeza all the appointees of the
Arroyo administration should resign. But how many of these people have the good sense to resign and let the new administration make their replacements.
In many national offices
there are career employees and
officials who should be given opportunity to head their respective departments or offices. Before looking for outsiders to fill
the vacancies they should be
given priority.
Special attention and study
should be made in the selection
of officers in the foreign service
particularly ambassadors and
the officials and officers of the
Department of Foreign Affairs
who are representing the country in the host nations where they
will be assigned.
Our embassies and consulates should also assign personnel to look into the welfare of
overseas workers.
This is another appeal to the
President and all the Congressmen of the district covered by
the franchise of Pampanga Electric Cooperative II or PELCO II.
Please look into the operation of the Cooperative, more particularly the rate it charges its
subscribers.
At last the amended Senior
Citizens Law will be effective
starting July 6. Obviously the
implementing guidelines have
been finalized. However, there
should be an extensive information drive on the provisions of law
and the guidelines. This should
be posted in a drug stores for

In times of troubles
Henrylito D. Tacio
The father brought her closer and asked her
to feel the carrot. She did and noted that it was
soft. He then asked her to take the egg and break
it. After peeling it, she observed that it was now
hard-boiled.
Finally, he asked her to sip the tea. She smiled
as she smelled its aroma and tasted its
sweetness. Then she wondered, “What is the point
you want to drive, Papa?”
Her father explained that the carrot, egg and
tea had each faced the same adversity – boiling
water – but each reacted differently. The carrot
went in strong, hard, and unrelenting. But after
being subjected to the boiling water, it softened
and became weak. The egg had been fragile; its
thin outer shell had protected its liquid interior.
But in the boiling water, it hardened. The tea and
sugar, however, were unique – they changed the
water.
“Which are you?” the father asked his
daughter. “When adversity knocks on your door,
how do you respond? Are you a carrot, an egg, or
tea and sugar?”
Now, in your situation: Does pain and adversity
cause you to wilt and loose enough strength? Or
do you start off with a malleable heart, but then
become hardened and stiff after a death, a breakup, a separation, or a lay-off?
Or are you like the tea and sugar that changed
the hot water – that which is bringing the pain? If
you are like the tea and sugar, when things are at
their worst you get better and make things better
around you.
Edmund Burke was right when he said, “He
that struggles with us strengthens our nerves, and
sharpens our skill. Our antagonist is our helper.”
To which Max Lerner added, “The turning point in
the process of growing up is when you discover
the core of strength within you that survives all
hurt.”
Some people consider adversity an enemy.
An unknown author penned these words: “If you
have some enemies, you are to be congratulated,
for no man ever amounted to much without
arousing jealousies and creating enemies. Your
enemies are a very valuable asset as long as you
refrain from striking back at them, because they
keep you on the alert when you might become

“NO MAN ought to lay a cross upon himself, or to adopt tribulation;
but if a cross or tribulation come upon him, let him suffer it patiently,
and know that it is good and profitable for him,” so said Martin
Luther.
That statement came to my mind while reading an e-mail
forwarded to me by a friend. I really don’t know who wrote the story
below but I believe it has some lessons to convey which would
benefit anyone.
A daughter complained to her father how hard her life was. She
didn’t know how she was going to make it and wanted to give up.
She was tired of fighting and struggling; it seemed that whenever
she solved one problem, a new one arose.
Her father, a chef, took her to his kitchen. He filled three pots
with water and placed each on high heat. When they were boiling,
he place a carrot in the first one, an egg in the second, and a bag
of herb tea in the third, to which he added a teaspoonful of sugar.
In about 20 minutes, he turned the burners off. He fished the
carrot out and placed it in a bowl. He pulled the egg out and placed
it in a bowl. And the he ladled the tea into a bowl. Turning to his
daughter, he asked, “What do you see?” The daughter replied, “A
carrot, an egg, and tea.”

OGCC eyed to probe Clark scrap scandal

executive vice president
Alexander Cauguiran said
the CIAC board has also
asked the Office of Government Corporate Counsel (OGCC) to investigate
the case, although he himself had proposed a probe
by the National Bureau of
Investigation (NBI) instead.
Luciano, who authorized the demolition of 17
unused buildings here for
scraps to be donated to
Aetas, welcomed the
move, although he insisted that Mangio’s fact-finding committee “did not follow due process” before it
came out with its final report submitted to the CIAC
board.
He also deplored the
fact-finding’s objectivity,
noting that Mangio “was
the one who asked the
board to establish a factfinding committee and
then he headed the committee.”
“I have never been queried by the committee
since I arrived from the
US last June 8,” Luciano said. He went to the
US to attend a family affair.
He said he supported
“an independent probe by
the OGCC” which he de-
scribed “as the most logical agency” to dig into the
controversy.
Luciano and Mangio
had reportedly been at
odds over another controversy over the contractor
for a proposed $100 million new terminal at the
Diosdado Macapagal International Airport (DMIA).
The controversy prompted
Pres. Arroyo to order the
scrapping of a Kuwaiti firm
supported by Mangio for
the project.
Mangio said he asked
Luciano to account for
some P23 million of the
funds raised from scraps.
Luciano, in an interview in
his office yesterday, said
he would be able to do so.
Earlier, scrap dealer
Josie Gomez, who acted
as intermediary between
Aetas and buyers of scrap
from the demolished buildings, said she raised P9.5
million from the sale of
scraps from only 11 buildings.
She claimed to have
used P4.5 million of this
amount for a day care center construction and jetmatic pumps in Aeta villages in Bamban Tarlac. The
rest she gave in cash to
Aetas on installment basis since the demolitions
started last year.
This leaves some P23
million unexplained out of
the total P33,518,809 estimated worth of all the
scraps derived from all 17
buildings, Mangio said.
Oscar Rivera, head of
the Bamban Aeta Tribal
Association (BATA), however, insisted he got only
P15,000 and 100 sacks of
rice from Gomez from
scraps from only two demolished buildings. Gomez also acted as agent
for the group of Oscar Dizon, head of the Association of Tribal Chieftains
(ATC) to whom she
claimed to have turned
over P9.5 million.
Another supposed
beneficiary was Aeta Catalino Saplala who requested Malacanang for the use
of two of the unused buildings.
He said, however, that
he was surprised when
told by one Roger from the
CIAC that the two buildings he requested for was
already demolished and
had a buyer of scraps.
He said he got only
P50,000 from the deal.
In its report, the Mangio committee urged the
CIAC board to “at the very
least reprimand” Luciano
on three grounds. It said
Luciano violated the “rules
and regulations of the Department of Budget and
Management (DBM) and
the Commission on Audit
(COA) in the disposal of
government properties and
fund assistance” for the
Aetas.
The report also noted
that Luciano failed to give
“complete accounting of all
the proceeds of the sale
of the 17 buildings demolished,” Mangio said.
He added that handwritten receipts from Gomez
indicated an amount worth
P344,758 turned over to
the Aetas.
It also noted that the
demolished buildings still
had “commercial value”
and were “economically
repairable.”
Despite this, however,
the CIAC board admitted
that the “matrix” of the
CIAC on the powers of
Luciano to donate is silent
on limitations on donations.
Luciano insisted he did
not violate the circular of
the DBM on donations
which, he noted, covers
only government agencies
with funds from the general appropriations. He, however, admitted that COA
rulings might have applied.
He also said that the
Mangio committee’s estimate of the value of the
scrap materials was largely “guesswork” and that he
did not have any idea of
their worth when he approved the demolitions.

of two million it presently
processes every year.
Phase 1of the terminal
upgrading project was
supposed to have been
completed last March 31
by its contractor A.G. Araja Construction and Development Corporation, but
problems with sub-contractors reportedly delayed
the project.
Phase 1 is composed
of building a two-storey terminal facility with two passenger boarding bridges
equipped with flight infor-
mation monitor, closed circuit public television, public address system, x-ray
machines, and elevators
and escalators.
Cauguiran said this
phase will allow large aircraft to load and unload passengers through tubes at
door level. This enhances
comfort and convenience
since passengers will no
longer use stairs in alighting or boarding aircraft.
In 2008, the DMIA terminal, which was constructed by the Americans
during their occupation of
this former US air force
base, was already expanded to increase its ca-
pacity to accommodate
passengers from 500,000
to two million yearly.
The expansion also
paved the way for additional immigration counters,
airlines offices, concessionaires’ area, and five airline ticketing offices and
baggage
conveyors
among others facilities.
Phase II, which CIAC
officials hope to be implemented also this year,
would call for the expansion of the pre-departure
and arrival areas and the
construction of a domestic flight terminal, airline offices, check-in counters,
and passenger baggage
conveyor belt. An outlay of
P200-million is required for
this phase.
DMIA is host to foreign
and local carriers such as
Tiger Airways of Singapore, Air Asia of Malaysia, Asiana Airlines whose
flights to Incheon in South
Korea has connecting
flights to the US, China
and Japan, Cebu Pacific
Air, and South East Asian
Airlines (Seair).
The Spirit of Manila Airline and Jin Air, a subsidiary of Korean Air with
chartered flights to Incheon in South Korea are
also based here.

In a telephone interview
late Wednesday afternoon, CIAC Board Chairman Nestor Mangio said
there was a board resolution calling for the resignation of Luciano.
Mangio disclosed that
he himself and Cauguiran
had signed the proposed
resolution.
He added that they
were supposed to ask others to sign it. There are
seven members of the
CIAC board.
“The other directors did
not sign it anymore after
there was a suggestion to
ask a third, independent
body to investigate the
demolition,” said Mangio.

Conversion and Development Authority (BCDA)
Chairman and CEO Narciso Abaya proposed to the
CIAC board during Tues-
day’s meeting an independent body to investigate the
alleged illegal demolition.

kontrata niya sa ABS-CBN at pinag-iisipan daw ni Boss Vic del Rosario, bilang manager ng singer-actress,
kung papi-pirmahin pa ulit ng kontrata si Sarah sa Dos.
Diumano’y may offer ang GMA7 kay Sarah and five times higher daw ang magiging talent fee (TF) ng
young singer/actress.
Pero sa kasikatan ngayon ni Sarah (if ever na totoo nga na may offer ang Siyete kay Sarah), posibleng
tapatan ng Dos ang talent fee na hinihingi diumano nito sa GMA7. Anyway, hihintayin
namin ang reaction ng GMA7 management kung totoong may pag-uusap

City of San Fernando Mayor Oscar Rodriguez leads a tree planting
activity recently at the Lara Integrated School and on the
Himlayang Fernandino grounds.
Fernandinos urged to
protect environment
CITY OF SAN FERNANDO – “Let us
save and protect our environment.”
This was the call of Mayor Oscar S. Rodriguez to all Fernandinos,
particularly to the youth during the
launching of a tree-planting activity
at the Lara Integrated School and on
the Himlayang Fernandino grounds,
as part of the city’s observance of
Environment Month.
Rodriguez said that environmental awareness is an important part
of education and all stakeholders
must become proactive in saving the
environment, doing simple acts like
planting and recycling.
Around 100 students and teachers participated in the activity, together with representatives of the CocaCola Company and the Boy Scouts
of the Philippines.
Rodriguez noted that the local
government and the private sector
have become partners in all environ-
mental programs in the city.
“Ito ay isang magandang indikasyon na lahat ay nakikiisa at
nagtitiwala, at nagiging involved ang
lahat sa mga hakbang patungo sa
pagpapaganda ng antas ng buhay
ng mamamayan” he said.
Environment protection is a priority project of the city government
in line with its Eight-Point Agenda
that includes “Malinis na kapaligiran,
pamahalaang makakalikasan”.
Most of the 35 barangays of the
city have their own material recovery facility where different kinds of
wastes are properly segregated and
recycled. Lectures on environment
protection are also being held to increase public awareness.
Meanwhile, to cap the monthlong celebration, the city also conducted a poster-making contest
among elementary and high school
students.

BALANGA City, Bataan – The
Bataan Police Provincial Office on
Wednesday announced the arrest of
two suspected drug pushers and confiscated 27 sachet of shabu during a
buy-bust operation in Orani, Bataan.
Senior Supt. Arnold Gunnacao,
Bataan police director, said the arrest busted a family-run business of
the illegal drug trade in the town
where relatives reportedly participated.
Police identified the suspects as
Armando Caladiao, 42, and his stepson John de Guzman, 31, both tricycle drivers from barangay Pantalan Bago, Orani.
The suspects were scheduled for
inquest at the Bataan prosecutors’
office for a non-bailable offense in violation of Section 5 & 11, Article II of
Republic Act 9165 or the Anti-illegal
Drugs Act.
Gunnacao said the duo were under surveillance for a week. Joint el-
ements from the Provincial Intelligence Branch under Chief Insp. Allan Macapagal, the Provincial Intelligence and Detection Management
Bureau and the Orani municipal police station effected the arrest in
Noraville Subd., barangay Tugatog
in Orani.
Intelligence Officers SPO2 Danilo Nazareno and SPO1 Ferdie Flores
said they confiscated from the suspects 15 small heat-sealed sachet
and 12 medium heat-sealed sachet
containing white powder during a
buy-bust operation at 3:45 in the afternoon.
A police officer posed as a seaman interested in drugs, the intelligence officers said.
Also impounded were a motorcycle and a tricycle allegedly used
by the suspects in the illegal drug
trade.
The Police Crime Laboratory in
Balanga City after examination reported that the white substance were
indeed shabu.
