STUDENT RESIDENCES OF CROUS
Regional student service agency suggests offers different types of
accommodation in the university Residence halls : rooms, studios, flats.
Different accommodation are granted for foreign students, but, be careful
their number is limited.
l Accommodation in Halls of Residence
These halls gives you the access to 3 types of Accommodation
- simple equipped with wash basin and refrigerator ;
- comfortable rooms with a bathroom (shower, wc and wash bassin) and
refrigerator ;
- furnished (studio flats) with a small kitchen and refrigerator.

The accommodation is granted for a period of 10 months
(from September 1st till June 30th). They give the right to
obtain a monthly housing rental aid called the allocation
logement (ALS) granted by the Caisses d’allocations
familiales (CAF). See p. 4-5.
l Accommodation in Student Residences
These kind of logdment offer accommodation of type T1
or more there are broader than university rooms and are
furnished and equipped with a small kitchen , a bathroom
and refrigerator.
They are granted for a period of 12 months (from
September 1st to August 31st) and give you the right to
obtain a monthly housing aid called APL, an aid granted
by the Caisses d’allocations familliales (CAF). See p. 4-5.
l Criteria to get a Univeristy accommodation
Only students who meet certain criteria will have the
opportunity to get a university accommodation :
- If you are registering for a Masters or Doctorate or if
you are joining a Grande école, a Classe Préparatoire,
an IUT, or a vocational training sector (outside of private
establishments).
- For students on a European mobility program or an interuniversity exchange program (Erasmus).
- Students with a scholarship provided by the French
government or that of another country, priority to access
to residences will be managed by the Regional Centres of
Student social services (CROUS), which will deliver you an
accommodation form on arrival.
Be Careful ! whatever is your status, you have to create
an international Accommodation file.
l Housing application
As a student you have to apply via CROUS Website of
Montpellier between January 15th and May 31th, and fill
(International student housing File) that you will receive
by mail after completing all the information needed, you
will need to print this file and send it with the documents
requested to the following address :

l Real estate agents
These are real estate professionals, mediators between the
Tenant and the house owner.
Their job consists of organizing visits and taking care of
all formalities that concerns (rental contracts , certificates
regarding the state of the accommodation…)
Agent’s commission is payable if there is a signed contract
or a lease, and only in that case.
Not to be confused with agents who are in charge of selling
only accommodation lists.

SHORT TERM ACCOMMODATION
Different formulas exist for a stay for a few days,
weeks or months, either for an internship, or for
seasonal employment, or for a holiday or, just to
take time to seek a long-term accommodation.
l Youth hostels
They offer short term lodgings in signle rooms, in shared
rooms or in dormitories, to get such kind of lodgings you
need to hold an International Youth Hostel membership
card.
These hostels are open to everybody, there is no age
limit and the prices can vary from an hostel to another.

You can rent a hotel room for a short term or for a
long stay. In fact, in some hotels, you can rent a room
by month and benefit in the same time from rental
assistance (see p. 4-5).

STUDENTS PRIVATE RESIDENCIES
You will find this kind of residences in most university
towns. There are often situated close the universities, the
accommodation offered in these residences is usually
furnished and equipped, and offer as well a number of
other services (guardian, laundry, parking…).
A number of such residences are in Languedoc Roussillon.

INTERGENERATIONAL ACCOMMODATION
Living in the same room with an old person is a
symbol of unity between generations and can be an
economic way to spend your year.
Several organizations are offering cohabitation between
seniors who have a spare room available against a
modest rental. Many students are looking for such
kind of opportunities and are looking for cheaper
accommodation and willing to share with their host(s)
daily life moments.

in Internet, specialised press, regional newspaper,
Rental agencies, universities, centers of Information…
l Rental adverts
HABITATS JEUNES RESIDENCIES
These Residences offer furnished accommodation (room
or apartment) with a variety of services and shared
spaces with free access to( Kitchen, pantry, cafeteria,
internet access, help services …) and also can accept
students up to 30 years old.
There are about ten of these residences in the Region
of Langudec Roussillon ( Aude, Hérault, Gard, PyrénéesOrientales).

l Renting unfurnished accomodation
Unfurnished and non- equipped accomodation.
l The rent of furnished accomodation
A flat may be called furnished when there is
sufficient furniture and cooking equipment
supplied for the normal daily use of the tenant
(bed,mattress,chairs,table, cooktop ect..)
Be careful, if only the kitchen which is equipped, the
flat will be considered as unfurnished.
l Rent a room in a house of the owner
This is a furnished room located in the house or the
apartment of the owner and comprising at least one
access to the bathroom and sanitation.
l Independant room
This means a single independant room, often small,
furnished or unfurnished, with basic confort (shared
toilets and shower on the landing).
l Shared rental
Several people share accommodation together, each
of them must sign the lease document (see p. 9).
INTERNET
A variety of websites that publish many rental
adverts : real estate agencies websites, on-line
regional newspaper, organizations websites, ect.
Sure there are many choices , but be careful, as
some some broadcasters do not check in any case
the offers they post online.
Be aware of scams : such as an ad which is
too good to be true, ask for money to reserve
the apartment (often via cash-mandate), owner
claiming to be abroad, etc.
In General, please do not pay and do not give any
personal financial information in advance !
Make out an add
The advertisers often use codes and abbreviations
which can be difficult to understand.

In an advertisment, the number following the
letter T or F means the number of main rooms (not
including the kitchen and the bathroom) :
- T1 or F1 : one single room with a separate kitchen.
Not to be confused with a studio where the kitchen
is not separated from the main room ;
- T1bis or F1bis : 2 main rooms with a kitchen which
is not separated ;
- T2 or F2 : 2 main rooms with a separated kitchen ;
- T3 or F3 : 3 main rooms with a separated kitchen.
There are various aids to help you to pay
your rent, to get settled in your flat, and
to help with your upkeep whilst there.
l CAF STUDENT HOUSING AID
All the students, whether they are french or foreign, can
obtain, under certain conditions (resources, decent living
conditions…) a monthly assistance with rental payment.
This is granted by the Caisses d’allocations familiales (CAF).
To have the access to this assistance, you need to have a
rental contract and pay a rent.
The different kind housing aids
- the Allocation de Logement Social (ALS) is social housing aid
for single student or student in couple, without any person in
charge ;
- the Allocation de Logement à caractère Familial (ALF) is family
housing aid for single student or for student who are in couple
and have children ;
- the Aide Personnalisée au Logement (APL) is housing aid
made available to students who are single or in couple and
living in APL certified housing.
Conditions related to foreign students
Students from European Economic Community, or from
Iceland, Lichtenstein, Norway or Switzzerland must fulfill the
conditions concerning the right to stay in France, i.e. supply a
certificate of enrolment to study, as well as having sufficient
ressources to cover your stay and proof of health insurance
(including maternity cover).
If you are in another situation , you must have a valid permit
of residency .
Also :
- you must have your lease ;
- your home must be located on the French territory ;
- you should not have a relationship with the house owner
(parent or grandparent) ;
- You must have a revenue below a certain amount ;
- You must pay you rent ;
- You must reside in decent housing with basic amenities.
Aids for what type of housing ?
All accommodation types may allow you to receive housing
assistance : empty housing, furnished housing, shared rental,
intergenerational rental, hotel, boarding house.

The amount of the aid
This depends on your resources, on your status as a
scholarship or non- scholarship student, on the amount of
the rent payable, the type of accommodation (furnished or
non-furnished, apartment or room…), ect.
It is possible to get an estimated amount of the aid by log
in CAF website (click on «Estimer vos droits pour les aides
au logement»).
The payment of the aid
The first month of the rental period unless otherwise state
dis not counted by the CAF. The CAF aid payment starts
from the 2nd month following the date of your entry to the
accommodation. For example if you move into the premises
between September 1st and 30th, the assistance for the
month of October will be paid to you at the beginning of
November.
MOBILE APPLICATION
With the application «Caf-Mon compte», you
can consult your file at any time, it will help
you to follow the treatment of your requests,
have the access to your payments, and allow
you to download your certificates...
Your home may be individual or collective but it
must be decent with minimal amenities (hot water,
electricity, heating means, etc.) and in compliance with
rules of security, health and safety and also decent in
terms of surface.
How can I apply ?
As a student you can apply via the CAF website (click
on «Services en ligne / les aides au logement») entering
online the requested information. If you are already
a tenant recipient, supporting documents to be sent
directly via an e-mail. If you are not tenant, at the
end of the online process, you must send supporting
documents to your CAF via post office.
Keeping accomodation during the summer holidays
The students wishing to keep their accomodation during
the summer holiday period should notify the CAF.
Remember to send back the document the CAF will give
your for this purpose, otherwise, the payment of assistance
will be stopped from the month of July (the last month paid
is June).
l THE CLÉ
The CLÉ (caution locative étudiante) is a government
scheme allowing students without guarantors to
facilitate their access to an accommodation. The CLÉ is
managed by the Crous.
Who can benefit from it? ?
The can be accessed by students with income but without
bank, family or friend guarantor and are :
- under 28 on September 1st of the year of signing of the
rent contract ;
- over 28 on September 1st of the year of signing of the
rent contract if doctoral student or post-doctoral student of
foreign nationality.
The guarantee is personal. If the accommodation is
shared rental, each tenant must apply for a guarantee and
respond to these conditions. In addition, the lease must
not include any solidarity clause *.

How to post a request ?
Signing up for the CLE is done by pointing yourweb browser
to Lokaviz website and logging to your personal account.
To access your personal account you must create a
“student account” or sign in with your credentials on top of
the page if you already have an account, or to log in www.
portail-vie-etudiante.fr.Once logged in, go to the main
menu to “CLE” to access the CLÉ request form.
How much does it cost ?
In return for the surety of commitment, the student must
pay a monthly fee equivalent to 1.5% of the rent (charges
included).
In case of non-payment of the rent, the CLÉ will advance
the rent to the house owner until you can repay.
l LOCA-PASS® ADVANCE
This scheme contributes to the student’s security or
rent deposit asked by the house owner before the
entry in the accommodation.
The amount of the aid
This is a free advance of the bond (maximum 500 €)
granted by certain organizations in the form of an
interest-free loan, without establishement fees and with
a maximum of 25 monthly payment of an amount of 20
€ per month.
Who can benefit from such aid ?
This is granted for students who are under 30 years old
and with one of the following criterias :
- A state scholarship (French ministry of higher education)
- A current employment contract of at least three months
duration ;
- A several employment contracts with a collective
duration of at least three months duration over the past
6 months ;
- Proof of acceptance in a training program of at least
3 months duration, already commenced at the time of
application.
Other conditions
The accommodation must be the principal residence of
the tenant and meet the standard of living in decency.
The application must be filed no later than two months
after the date of entry into the premises.
For any departure before the end of the repayment
schedule, the outstanding amounts are to be returned
in full to Loca-Pass.
It is not possible to cumulate The Loca- Pass® advance
with another aid of the same nature granted by the F.S.L
(see below).
Be careful! A committed credit must be repaid. Check
your payment capacity before you get involved.

l MOBILI-JEUNE® AID
Mobili - Jeune® Aid is a grant given to young people
under 30 years in vocational training course to take in
charge a part of the rent.
Who can benefit from such aid ?
Young people under 30 years in alternating training under
an apprenticeship or professionalization contracts in a
private company that doesn’t belong to the agricultural
sector.
The amount of the aid
It consists of a partial monthly rent support within the
limit of 100 €.
The aid is granted for the duration of the training period
for a maximum period of three years. Upon receipt
of the application file, a first payment is done. Then
the payment will be at the beginning of each quarter
upon proof of payment of rent and continued training.
Otherwise, the aid will be stopped.
How to apply ?
The request must be made to an organization that
manages the Loca- PASS® within six months from the
starting date of the training cycle.
It can also be submitted within three months preceding
the start date of the training cycle.
l LOCA-PASS® GUARANTEE
This is a guarantee for unsettled rents stipulating that the
les- see will have to refund to the authority managing the
Loca-Pass.
To whom can be granted ?

For what kind of Accommodation ? ?
The Loca-Pass® warranty works only for units that constitute
the principal residence of the tenant, the property of a
corporation (social organization, association ...) and which
are the subject of a convention entitling using personalized
housing (APL ) of the CAF.
The request has to be done in the agencies that manages
the Loca- PASS®.
l ACCOMMODATION SUPPORT FUNDS (FSL)
The FSL allows to help the people and the families which
feel difficulties to reach a decent accommodation or to
remain there and to have the supply of water, energy and
telephone services there.
The nature of the aid and the eligibility requirements vary
among departments. It may concern the first month’s rent,
security deposit, agency fees ...
To have more infos contact the social organizations
including those of the CROUS, the CLOUS, Universities ...
«No-one is to be refused rental accommodation because of his
origin, his name, his physical appearance, his gender, his family
situation, his state of health, his handicap, his morals, his sexual
orientation, his political opinions, his trade union activities or his
membership or non-membership whether true or presumed of an
ethnic group, a country, a race or a particular religion».
In France, the right to access housing is fundamental and applies
to everyone. If a proprietor refuses to rent his/her lodgings on
discriminatory grounds, this can be brought before a tribunal.
l AT THE TIME OF ENTRY TO THE ACCOMODATION
HOUSING STANDARDS OF DECENCY
An accommodation should be decent whether it is rented
furnished or unfurnished i.e. it does not have to reveal
risks that could endanger the physical safety or health
state of the tenant (the state of the access to housing
has to be in a good condition, sufficient ventilation is
required...), it must include certain kind of equipments and
elements of comfort (heating, drinking water, kitchen or
kitchenette...), to sum up the accomodation has to meet
the minimum criteria of a decent standard of living also in
terms of surface (minimum floor area...).
THE GUARANTOR
The house owner may stipulate to the tenant a guarantor
or a bondsman. This means a person (a parent or a friend)
or even an organization who/which will agree to pay the
rental and the associated charges of the rent instead of
the tenant in case this latter failed to do so. The guarantee
or the bond must be a written form that will be joined to
the rental contract.
THE RENTAL CONTRACT
Also known as the «bail», it’s a document that states the
obligations of both the tenant and the house owner, it states
also the begining of the rental period and it’s duration. This
contract describes the accommodation rented, cites the
financial conditions of the rental (rent amount, associated
charges, the amount of the bond deposit…). It’s compulsory
that both parties’ owner and tenant to get an original copy
of this contract. Other documents should be annexed to
the rental contract, i.e the state of premises (see below),
the guarantee or bond (see above under “the guarantor”),
a technical diagnosis of the premises (documents related to
the amount of energy used by the premises, and the risk of
exposure to the lead), etc.
THE STATE OF PREMISES
This document describes the rented premises, room
by room, the equipments and annexes included. It
is compulsory, and should be attached to the rental
contract. It’s a written document provided by the house
owner at the presence of the tenant at the moment of his
entry to the house and filled by both parties.
A comparative state of premises will be performed the day
before you decide to leave the house rented, this is why it
is important to be vigilent while drawing up this document.
TERM OF THE CONTRACT
This varies according to the type of accommodation: it is
for 3 years for unfunished premised and 12 months
for furnished premises (this period can be reduced to 9
months for furnished premises for students). At the expiry
date of the rental contract, it is automatically renewed for
the same duration unless stopped by the tenant or by the
house owner (see “leaving your accommodation” p. 9). For
furnished accommodation of 9 months for students, the
contract stops automatically once the 9 months finish.
l RENTAL EXPENSES
Upon entering the premises, you’ll pay :
- the first month of rent with the charges;
- the deposit, its amount varies according to type of the
accommodation rented (furnished or unfurnished) ;
- house insurance ;
- the costs of opening a contract of gas and electricity in the
case where the housing is not energized.
And where applicable :
- the agency fees if you rented through a real estate agency,
- furniture, if you rent an unfurnished accommodation.
RENT AND RENTAL CHARGES
The rent is a sum of money that the tenant has to pay
to the house owner to occupy the rented premises. The
rental amount is fixed in the rental contract and is paid
monthly.
The rental charges are amounts which are added to
the rent, there are related to expenses such as water,
common areas charges (cleaning, lighting…). Their amount
is indicated in the rental contract. It is somehow a kind of
advance, each year or the day you move out, a statement
of account related to the charges will be performed by the
house owner.
Be careful! In the most of cases, expenses related to the
electricity and gaz are not included in the rental charges
(see below the heading “Energy supply”).
BOND DEPOSIT
This means a sum of money paid by the tenant to the house
owner at the time of the signature of the rental contract. It
covers any missing money which may eventually be payable
by the tenant (ex : non-payment of the rent, damages in the
premises). For unfurnished premises, the amount of the
bond cannot exceed 1 month rent, not including charges.
For furnished premises, the amount of the bond cannot
exceed 2 months’ rent, not including charges.
The bond deposit should be returned to the tenant (except
in case of default by the tenant) within a period of two
months from the date of the return of the keys to the owner.
MULTI-RISK PROPERTY INSURANCE
This covers the tenant in case of damages caused by water,
fire, theft, ect. It is compulsory for unfurnished premises.
Therefore the tenant must show evidence of this insurance
at the time of getting the keys to the premises, and yearly
thereafter. If the tenant fails to take out this insurance cover,
the house owner has the right to cancel the rental contract.
Regarding furnished premises, the tenant is not obliged
to take out an insurance contract (unless this obligation is
specified in the rental contract). However, the tenant will be
held responsible will be responsible for any damages will
arise during his stay in the accommodation. Therefore, you
are strongly advised to take out insurance cover.
ENERGY SUPPLY
At the time of moving in, you’ll have to arrange energy
supplies to the rented accommodation, meaning that
you have to agree to a contract with an energy supplier
for your gaz and/or energy suplly. To arrange this you’ll
be asked to give a meter reading as well as the name of
the last tenant or the name of the house owner, and the
address of the premises.

In general you will receive a bill every two months for your supply and consumption of energy, either in the form of
estimated invoices (an estimation of your actual consumption) or factual invoices which show your real consumption
(according to the meter reading).

In general water consumption is included in the rental charges (see above « Rent and Rental charges »).

This is a tax payable by the tenant who occupies the premises on January 1st of the financial year.
Students are not exempted unless they occupy a room in the owner’s house, or if they rent an
accommodation In CROUS university residence.
l LEAVING YOUR ACCOMODATION
You may move from your rented accommodation at any time as long as
you give a notice on the agreed period, i.e that you notify the house owner
of your intention to move out at least 3 months in advance for unfurnished
premises, or 1 month in advance for furnished accommodation. This notice
should be a written one and should be sent via a post office with a signature
of receipt of it.
After you warned the owner :
n Pay the rent and its charges until the end of the notice period ;
n Prepare your declaration of the state of premises on departure : take
all your belongings from the accommodation, clean it, take care of all the
repairs of the damages you caused during your stay, arrange a meeting with
the house owner to inspect the premises, and therefore agree on the state
of the premises.
n Allow the visit of your accommodation (2 hours a day maximum) ;
n Notify your energy providers to cancel your services and arrange meter
readings showing your consumption ;
n Notify your insurance company (you can put an end to your contract or
transfer it on your new accommodation) as well as any administrative offices
or organizations you’re dealing with as (CAF, Social security, Bank...).
n It’s preferable that the comparative state of premises proceeds the day of
the restitution of the keys. It relates to only the elements mentioned in the
state of premises of entry.
l SHARED FLAT WITH ROOMMATES
The roommate is defined as «renting an accommodation by several tenants,
this accommodation is constituting their principal residence».
There are two roommates principles:
- A single contract roommate :
All roommates sign the same lease, they are organized to share the house and
undertake all together to pay the rent to the owner.
The commitment of the roommates is mostly supportive, i.e that each
roommate is responsible for paying all the amount due to the house owner
(rent, charges, rental repairs). If an occupant does not pay its share, the others
are owed to pay instead of him.
- A multiple contracts roommate :
The owner signs a lease agreement with each of the roommates. Each
contract includes the provision of each one, the use of common areas and
the amount of individual rent.
In case of non-payment of the rent by one of the roommates, the others do
not to pay at his place.
