An Important Lesson: McMinnville learns
the value of a diverse industrial base

The importance of manufacturing
to a community can be hidden by
long-time strength in that segment
of the economy. But in McMinnville,
people still remember when
McMinnville Industrial Promotions
was created in 1953 in response
to lost jobs and an approaching
economic crisis.
The local economy suffered from
food surpluses, a confusing
government price support program
and reduced agricultural spending,
as well as the surplus of wood
harvested during World War II.
Those natural resource-based
industries accounted for much of
a McMinnville economy that was
staggered in 1953 by the loss of
300 jobs with closure of the Nestle’s
Milk Condensary and the Engle and
Worth Sawmill.

Town leaders created and financed
MIP, which helped fund a loan that
brought Archway Cookies to town
in 1954. Yamhill Plywood follwed a
year later, then Rex Mobile Homes.
MIP, converted to a for-profit
corporation, raised $300,000 to
build a mobile home plant for
lease to Rex, which employed 250
people by 1961.

Woolen Mills, from Bradley Frozen
Foods to Mrs. Smith’s Pies, from
Hazelwood Farms to Pillsbury.
few. Along the way, MIP developed
a major industrial park where new
operations could locate.
Manufacturing tends to congregate
near other successful operations,
which led to McMinnville’s October
1968 celebration of “9 for ’69.” That
group of new businesses included
Consolidated Metal Products,
Cascade Steel Rolling Mills, Oreland Industries, Rex Mobile Homes
Expansion, Motor Rim and Wheel,
Zieman Manufacturing Company
and Skyline Mobile Homes.
Since then, more companies
have located in McMinnville – and
in Newberg, in West Valley and
elsewhere in Yamhill County. Many
of them are featured in this section.
Agriculture still is important, fueled
in recent decades by the wine
industry. But a diverse industrial
base provides payroll and property
taxes that are key to the county’s
economic health.

Products, Atlas Plastics, Diane’s
Foods, Hewlett-Packard, D Stake
Mill and Elastomeric, to name a
McMinnville learned that lesson
60-plus years ago. This Made in
Yamhill County section is our annual
reminder that the lesson is just as
relevent today as it was in 1953.

Exports place Yamhill County on the

A Yamhill County company exports
tea to ... guess.
What's the least likely country to
import tea from Oregon? If you
guessed China, you're as surprised
as Dick Sadler, the owner of the
Dundee Fruit Company -- and he's
the guy shipping the tea to China.
"Talk about sending coals to
Newcastle, right?" said Sadler.
"Who would have thought we
would be selling tea to China? We
just sort of lucked into this small
market where they like our tea.
They market it as a tonic."

into exporting, but we have found
some interesting markets," Sadler
said. A lot of Yamhill County has

Many Yamhill County businesses
have begun breaking into the
international market, said Jody
Christensen, the executive director
of the McMinnville Economic
Development Partnership.

"Food processing companies are
definitely interested in exporting,"
said Christensen. "I know some
wineries are exporting product. I
used to work at a winery, so I know."
In fact, global trade specialist Alexa
Hamilton from Business Oregon
(formerly the Oregon Department
of Business Development) worked
with owners of Adelsheim and
Stoller vineyards in 2013 to identify
global markets. Business Oregon

also gave Adelsheim, Stoller and
two other Willamette Valley wineries
$6,178 in grants to help them
defray the cost of attending the
ProWein trade show in Germany.
Business Oregon officials boast
the trade show netted the wineries
more than $57,000 within three
months. The state agency is
similarly helping other Yamhill
County companies branch out
internationally.
"We have worked with nine Yamhill
County companies since January
2013 to help them break into
international markets," said Ryan
Frank, communications manager
for Business Oregon.
Germany, Chile, Australia, Israel and
Japan," Frank said. "In response,
they reported about $400,000 in
international sales from those grants."
Christensen said McMinnville
Economic Development Partnership
is also helping local businesses
with global markets. "Our office is
the one-stop shopping for business
consultation in the area," she said.
"Freelin Wade exported a few
products," she added. "One was
a product a customer practically
across the street who said he could
get cheaper in China. A few years
later, they were beating China on
the price, so I guess the customer
learned his lesson."
Schwarm said the McMinnville
company doesn't sell a lot of its plastic
tubing overseas, but it does maintain a
strong international presence.

"We provided $38,000 in export
grants to these companies to
help them attend trade shows in

a workforce analyst for the Oregon

"Import/export activity is a function
of Gross Domestic Product (GDP),"
said Summers. "The lowest level
I can find for GDP data is for
Metropolitan Statistical Areas
(MSA). Yamhill County, for better
or worse, is considered part of the
Portland MSA."
Most of the industry-level data is
confidential at the MSA level in
Oregon, he said.
"This is a very complex topic, one
that is normally covered by the U.S.
Bureau of Economic Analysis," he
added. "I checked the state BEA
site and did not find any information
about GDP or import/export
activity."
Yet judging strictly from anecdotal
reports, Christensen said, Yamhill
County has become an extremely
viable player in international markets.

Ten years ago, in an Amity garage in
Yamhill County, a new industry was
in its infancy and Chris Harris was at
the forefront. Assembling and testing
Unmanned Aerial Vehicle (UAV) engines
was a weekend hobby that would change
the course of his career and require real

An extremely cooperative climate
makes Yamhill County famous for
producing a certain kind of product.
That's right, dental equipment.
Wine is pretty big around here
too, but that's largely the result of
rainfall and temperature. The dental
equipment industry flourishes due
to a congenial business climate that
encourages and rewards synergy.
Numerous Yamhill County businesses benefit from that climate.

"We found it was more affordable
to run a business in the county,
especially in McMinnville.
"I don't necessarily see a direct
correlation where one business
spins off from another, but often the
growth of one business feeds the
growth of another," Knottingham
said. "As one business grows,
it needs more services from a
complimentary business."
"However, we help A-dec, and they
help us. It works out well to have both
of us working in the same area."
A-dec, for example, maintains sales
operations in the United Kingdom,
Australia and China in addition to
the U.S. It distributes its products in
more than 100 countries.
Knottingham said he loves that kind
of talk.

many of those boxes come from

UAV executives announced their first shipment of one
of their fuel-injected engines to an undisclosed foreign
customer. This shipment was the first of three customers
who has signed up for company’s COTS 44cc multi-fuel
engine. The engine has been in development for the
past three years.

According to Business Oregon, Oregon’s craft brewers
shipped 1.056 million barrels outside of Oregon in 2014
to all 50 states and all U.S. territories. Of that total,
22,000 barrels were exported outside the U.S. to seven
Canadian provinces and 32 countries around the world.
“Craft beers are exploding in Japan and other countries,”
said Jessie Shue, who works in brewery at Golden Valley
Brewery and Pub in McMinnville. “Scandanavia is also
really taking off as a market.”

Wineries in Yamhill County and throughout the
Willamette Valley have been expanding in recent years
into international markets.
Adelsheim Vineyards of Newberg, for example, began
sellings its wines in Canada and the United Kingdom
in 2013. Established in 1971, Adelsheim operates 11
vineyard sites in the Willamette Valley, totaling 229
acres. The company produced more than 40,000 cases
of wine last year.
Adelsheim, along with Stoller Vineyards of Dayton,
received market research and international contacts in
2013 from global trade specialist Alexa Hamilton from
Business Oregon (formerly the Oregon Department of
Business Development).
Business Oregon also awarded Aldelsheim, Stoller and
other area wineries with grants totaling $6,178 to help
defray the wineries’ costs of attending the ProWein
trade show in Germany. As a direct result, the wineries
saw export sales to European customers of more than
$57,000 within three months of the German show.

You might not think twice when
you see one of an average of
40 trucks a day carrying Cascade
Steel Rolling Mill’s reinforcement
bar (rebar) product to customers
located in Oregon, Washington,
California, other U.S. states or even western Canada. Rebar is
rebar, right?
Wrong! However much rebar looks like it hasn’t changed on the
outside, over the years Cascade Steel has been at the forefront of
a steady evolution of the strength and quality of rebar. Through the
1960s and 1970s, 40-grade rebar (steel with a strength of 40,000
pounds per square inch) was the common product that reinforced
this nation’s concrete buildings and bridges. Today, Grade 60
is the standard, and increasingly, even Grade 80 steel is being
used in more and more projects. This means that many of today’s
structures are being built with steel twice as strong as they were just
forty years ago.

A.R.E. Manufacturing, Inc. is a family owned contract machine shop,
specializing in the manufacture of machined components using high
precision CNC equipment and employing Lean Manufacturing principles
in every process. Capabilities include CNC milling and turning, manual
machining, automatic sawing, tube bending, welding and vibratory
finishing. The business began in the owner’s garage in Dundee in 1980
and currently occupies a 23,000 sq. ft. facility in Newberg, employing 40
people. A.R.E. Manufacturing, Inc. has extensive experience serving the
dental, marine, recreational and hydraulic industries, and has the capability
to manufacture components for nearly any industry.
By using higher-strength rebar manufactured by Cascade Steel in
their construction projects, our customers can realize substantial
savings in material, time and labor costs.
However, Cascade Steel is not just a part of this evolution of
structural materials, it is a national leader. Not only does Cascade
Steel produce a significant portion of Grade 80 rebar in the country,
it is the only American manufacturer of an ultra-high-strength,
corrosion-resistant rebar that is twice as strong as what is in most
buildings and bridges today and helps impart a far greater lifespan
to structures.
Cascade Steel accomplishes this all while being one of Oregon’s
largest recyclers. Creating products from recycled steel significantly
reduces mining wastes and the production of greenhouse gases.
