“Toponymic Guidelines of Poland for Map Editors and Other Users” was published by the Head Office of
Geodesy and Cartography and is its third edition.
The changes introduced in the administrative division of the country led to the need to update the previous
edition. The present publication takes the latest data in this field into account and is also a supplement and
corrected version when compared with the 1999 edition. Among other features, the collection of entries in the
glossary of terms and abbreviations has been substantially extended. The colour administrative map of Poland
according to the state existing in 2002 is a supplement to the new version of “Toponymic Guidelines of Poland”.

Publisher's Note
The changes to the administrative division of Poland, that took
place after 1999 resulted in the necessity of updating the previous
edition of the "Toponymic Guidelines".
This third edition contains the newest available data. It also
includes a number of modifications; notably, the glossary of terms
used on maps has been expanded.
A full-colour map of the new administrative division is also
included to the current edition of the "Toponymic Guidelines of
Poland".
This publication is designed to serve the international
community. We hope that it will popularize the Polish geographic
names in the world and will also be an useful source of information to
the mapmakers and map users.
Surveyor General of Poland
Ethnic minorities in Poland do not exceed 3% of the total
population. Germans live in southwestern and northeastern parts of
Poland (Slajskie and Opolskie Voivodships). Slovaks live in southern
part (Malopolskie Voivodship). The Ukrainians live in the
southeastern, northern and western part of the country; Belorussians in
the east (Podlaskie Voivodship), and Lithuanians and Russians also in
the eastern part of the country. Their languages, as well as the
languages of other dispersed ethnic minorities (Romanies. Tartars,
Armenians, Greeks, Czechs, and French), as well as the languages of
ethnic groups (Kashubians, Lemkos) are not used as official
languages. Some of the minorities have their own organizations,
schools, theaters and similar establishments in which they use their
national languages. The 'Ustawa o urz^dowych nazwach
miejscowosci i obiektow fizjograficznych' (Act on Official Names of
Localities and Physiographic Objects) which is currently being
legislated provides that an additional official name in the language of
an ethnic minority can be established.
2. Polish Literary Language
The Polish Alphabet
Poles use Latin alphabet, to which a number of diacritical marks
were added. Also, the letters q, v, x were omitted (they are used only
in words of foreign origin). In international publications the API
Phonetic Alphabet is used as a rule. The Slavic phonetic transcription
is used much less often.
The Polish alphabet has 32 letters:

The letters q, e, n never appear at initial positions of words.
Therefore, capital letters are only used when each letter in a word is
capitalized, e.g. D4BKI, CZ^STOCHOWA, POZNAN.
Sounds, which do not exist in Latin, are designated by letters
logether with diacritical marks as well as by digraphs. The following
diacritical marks exist in Polish:
- accents (1'accent aigu) over letters o, c, n, s, i,
- oblique line crossing the letter /,
- dot over z,
- hooks bent to right under q and £.
In vowels these hooks represent nasality. The accent over 6
reflects its former pronunciation (a sound between o and M).
In consonants, accents over c, n, s and i represent palatal sounds
and are written before a consonant letter, e.g. Srem or at the wordfinal position, e.g. Poznan. Their palatalization before vowels is
marked by the letter i, e.g. Siedlce.
A dot over z represents a postalveolar consonant, as oppose to a
dental z.
The oblique line crossing / represents a dental sound (as oppose
to alveolar /), which tends to disappear (see Pronunciation Table) and
is a relic of historic phonetics (like o).
The following digraphs exist in Polish: ch, cz. dz, dz. dz. rz. sz.
In alphabetical lists digraphs are not represented as separate letters,
but are listed under their first letter, and then in a strict alphabetical
order, e.g. ch is placed between c% and ci, cz between cy and d
respectively.
Below is the list of Polish letters and digraphs together with
their basic phonetic equivalents in international transcription. These
examples refer both to generic terms and geographic names.

Basic Rules of Polish Spelling
Polish spelling originated during the Middle Ages. It was then
modified and improved over the next few centuries. Current Polish
spelling is based on the rules codified in 1936 with a fe\r
changes.
The following rules apply to the Polish spelling (which
sometimes are in conflict with each other):
- the phonetic rule, stating that each voice should be
represented by a unique letter as in dom, las, woda,
- the morphological rule, stating that a link between different
forms of one word or its derivatives should be maintained despite the
fact that their current pronunciation may differ e.g. prog. gen. sg
progu. bar sg, bory pi,
- the historic rule, which maintains different orthography of
sounds formerly pronounced differently (compare rzeka and -iilawy,
bor and pustynia, chlodnia and huta), and
- the conventional rule, e.g. capitalization of geographic names.
Rules of Pronunciation
There are 36 phonemes in Polish. In Polish spelling these
phonemes are represented by particular letters or b\r
combinations. A single letter can correspond to more than onephoneme variants, and also two separate letters can represent the same

phoneme (e.g. ch - h, rz - z). In particular the rules refer to the
pronunciation of nasal vowels and voiced consonants.

The rules of Polish pronunciation can be found in dictionaries

Rules for Spelling of Geographical Names
The rules for spelling of geographical names can be found in
spelling dictionaries. The most comprehensive of these is the 'Nowy
slownik ortograficzny PWN' edited by E. Polanski. Warsza\\ 1999.
The 'Nowy slownik poprawnej polszczyzny" edited by A. Markowski,
which was published in the same year can also serve as a useful
source of information on geographic names (declension and formation
of adjectives).
Capitalization
Both one-word and multiword geographic names are written
with a capital letter in Polish, e.g. Tatry, Przemysl. Wigry. Dqbrowa
Gornicza, Dolny Slqsk, Wielki Sta\v, Na Klesniskach, U Wierzbki.
Prepositions which are not components of a geographic name are not
capitalized unless they are at initial positions, e.g. Naklo nad Xoteciq,
Rownici pod Sniezkq, Kanal w Lqce.
Generic terms are not capitalized unless they are parts of a geographic
name, e.g. miasto Lodz, rzeka Wisla,jezioro Goplo (but Nowe Miasto,
Stara Rzeka).

Also, adjectives formed from geographic names are written with small
letters, e.g. tatrzanski, przemyski, dqbrowski, nakielski, unless they are
components of a geographic name e.g. Makow Mazowiecki. Wyzyna
Malopohka, Jezioro Rajgrodzkie.
Certain adjectives are formed in a way differing from the
pattern: e.g. the adjective formed from the name of Kolno has the form
kolnenski; similarly Krosno - krosnienski and K^pno - k^pinski
(without -e-), whereas regularly formed adjectives from the names
ending with -no have the form ending with the formant -eriski: e.g.
Wilno - wilenski, Grodno - grodzienski, Grzybno - grzvhienski,
Slawno - slawienski, Mogilno - mogilenski. Also, the following
irregularly formed adjectives should be noticed: gorowski (from Gora,
but: Jelenia Gora -jeleniogorski, Kamienna Gora - kamiennogorski),
rycki - from Ryki, nizanski - from Nisko, konecki - from Konskie,
leszczynski - from Leszno, suski - from Sucha Beskidzka.
H y p h e n Use
The hyphen is used only in the case of names composed of two
previously existing names, e.g. Bielsko-Biata, Skarzysko-Kumienna,
Kanal ll'ieprz-Krzna.
Also, two equivalent elements of a multiword adjectival
geographic name are also divided by a hyphen, e.g. Wyzyna
Krako\rsko-Cz%stochowska, Pojezierze Chelminsko-Dobrzynskic.
S p e l l i n g of Adjectives formed
from Multiword Geographic Names
a. Adjectives formed from two-word geographic names are spelled
as a single word if a noun exists in a name, e.g. nowomie/ski from
Nowe Miasto. dolnoslqski from Dolny Slq.sk, zdunskowolski from
Zdunska Wola and also zachodniopomorski from Pomorze Zuchodnie,
and srodziemnomorski from Morze Srodziemne.
b. In certain cases adjectives are formed only from the nounal part
of such names, e.g. opolski from Opole Lubehkie, sredzki from Sroda
Slqska. s^polenski from Sqpolno Krajenskie.

c. Adjectives formed from two-word geographic names spelled
with a hyphen are also spelled with a hyphen, e.g.
golubsko-dobrzynski from Golub-Dobrzyn, k^dzierzymko-kozielski
from Kiidzierzyn-Kozle.
d. Adjectives formed from two independent geographic names are
spelled with a hyphen, e.g. strzelecko-drezdenecki from Sirzelce
(Krajemkie) and Drezdenko, warminsko-mazurski from Wcirmia and
Mazitry.
3. Dialects of Polish
The Polish-speaking area is traditionally divided into five
dialectal groups: Kaszubski (Kashubian), Malopolski, Mazowiecki
(Mazovian), Slajski (Silesian), and Wielkopolski. In recent research
also two dialects spoken in the Polish-Lithuanian, Polish-Belorussian
and Polish-Ukrainian borderlands are discerned. These are called
Polnocnokresowy and Pomdniowokresowy - (of northern and
southern borderland). It is spoken not only by the inhabitants of these
areas, but also by people who moved to the northeastern part of the
country after the World War II. The younger generations usually
speak mixed dialects. The only dialectal features given below are
those reflected in geographic names.
Kashubian dialect, sometimes considered a separate language,
closely related to Polish. It is spoken in a small area of northern
Poland in Pomorskie Voivodship. Archaic forms of names like
Starogard, Karwina are unique to Kashubian (Starogrod and Knnvina
in the remaining areas).
Malopolski dialect occupies the largest part of Poland. It is
characterized by geminate [s], [$] (e.g. Ossolin). The [xv] group is
changed to [/"], e.g. Falejowka from former Chwalejowka.
Silesian dialect is characterized, among others, by the
pronunciation of former long a as o, e.g. Zory instead ofZciry.
In the Wielkopolski dialect we note the difference between the
suffixes of -ov- (after a hard consonant) and -ev- (after a formerly
palatalized consonants), e.g. Wilkowo, but Kowalewo.
Mazovian dialect changes the [xv] group to [/], e.g. Falenica
from former Chwalenica and also -ar- to -er-, e.g. [tertak] 'lurluk'.

Kresowe (borderland) dialects are characterized by the semipalatal pronunciation of [f,], [z,], [19,], with a stronger stress, which
causes a prolonged pronunciation of the stressed syllable and a partial
reduction of unstressed vowels. These features are not reflected in the
spelling of geographical names.
Certain features are characteristic of areas larger than the area of
a single dialect, e. g. the change of ra-,ja- into re-, je- (characteristic
of the northern part of the country). These features are reflected in
certain geographic names (compare Zory in Silesia and Zury
elsewhere, Dqbrowno in Kujawy and Dqbrowno in southern Poland,
Redlowo in northern Poland and Radlow elsewhere, Plexzew in
Wielkopolska and Ptaszow in Malopolska).
4. Origin of Geographical Names in Poland
The oldest geographic names in Poland are from pre-Polish
period. These are usually names of large objects like mountain ranges
(Sudety. Karpaty), rivers (Wisla, Odrd). Lake and river names in
northeastern Poland usually have Baltic origin (Prussian. Yuivingian,
Lithuanian), e.g. Mamry, Pregola. However, these old names are not
very frequent.
The majority of geographic names in Polish lands are either
those specific to the whole Slavic territory (e.g. Siutlzienica,
Kamienna, Pot ok), or those, whose phonetics is specifically Polish
(e.g. Dqbrowa, Brod, Czarna Rzekd).
The following toponyms exemplify the group of names being
the old polish or dialectal appellative. The most common examples
include:

Bielsko from biel 'marsh'
Chelm 'hill'
Debrzno from debrz 'ravine, valley'
Hel 'foreland stretching into the sea'
Kalek from kat 'mud'
Koscierzyna from koscierz 'scrub'
Kruszwica from krusza 'pear tree'
Krynicu 'zrodlo', derived from Ukrainian
L^dziny from l^do 'arable land'
Mogilno from mogila 'hill', compare Magura below
Ostrow 'island'
Sopot "spring'
Szczyrk 'type of soil'
Trzemeszno from trzemcha 'bird cherry'
Uscie. Ustka, etc. ujscie, Old Polish uscie (dualis. i.e the Ibrmerly
used dual rmmber).
Some geographic names, especially in borderland, are of foreign
origin. The majority is of German origin, which is a result of the
former language neighbourhood and also of German settlers coming
to the Polish lands since the Middle Ages. Also, German names
appeared in western and southern Polish lands after the fall of Poland
in the late 18th century, when Prussia and Austria annexed significant
areas of the former Poland. These areas belonged to Prussia and
Austria until the end of the World War I.
Besides the original names, also a number of names established
by authorities, which were not used by inhabitants of these areas, can
be found on maps published during this time. During the Nazi
occupation a large number of Polish geographic names was changed
to German (e.g. Oswi^cim to Auschwitz).
Names of German origin (e.g. Olsztyri) are also common in
northeastern part of Poland, which is a result of the Teutonic Knights'
conquest in the Middle Ages.
German traces can be also found in roots of certain geographic
names (e.g. Rychwald, Szymbark, Czorsztyn. compare the German
names - Wald, Burg, Stein), and also in Germanized spellings of
former Slavic names (e.g. Opole - Oppeln, Wroclaw - Breslau}.
In borderlands many names originate from the neighbouring
languages, e.g. Eastern Slavic forms exist along the eastern border
(e.g. villages Berezka, Czystohorb, Dubow), Czech and Slovak ones in
southern part of the country (e.g. rivers Slanica, Mutnik. Brunica). A
number of Romanian names (e.g. Mlaka, Magura, Kiczeru) can be
found in Beskidy Mountains, which is a result of the medieval

shepherd's settlement. Many names of Baltic origin (Prussian,
Yatvingian, and Lithuanian) can be found in northeastern Poland (e.g.
Gielba. Wadqg, Dejnd).

II. GEOGRAPHICAL NAMES STANDARDIZATION
IN POLAND
1. History and Organization of the Geographical
Names Standardization
Collection and standardization of geographic names has a long
tradition in Poland. It can be traced back to the 18th century, when
first maps and gazetteers covering the whole country or its large parts
were published.
On the turn of the 19th century fifteen volumes of the "Slownik
geograficzny Krolestwa Polskiego' (Geographic Dictionar\f the
Kingdom of Poland) appeared in print. It listed a very large number of
names of villages, towns, rivers, mountains and lakes. Also the entries
of that dictionary contained the first attempt to standardize Polish
geographic names.
When Poland regained independence in 1918. it became
necessary to standardize geographic names of objects in areas
formerly annexed by Prussia, Austria and Russia. It resulted in a new
systematic approach to these issues. Therefore, two editions of official
gazetteers were published during that time. Also first research
activities on toponyms were initiated.
After the World War II it became vital to standardize geographic
names, and to establish new names on large areas. The Commission
for Establishing Names of Localities and Physiographic Objects,
which was established before the World War II, was reestablished
shortly after the war. The Commission underwent several
organizational changes. It currently is a part of the Ministrx of the
Interior and Administration.
The activities of the Commission resulted in publication of the
lists of standardized names such as 'Slownik nazw geograficznych
Polski Zachodniej i Polnocnej" (Dictionary of Geographic Names of

Western and Northern Poland) by S. Respond - published in 1951
(over 30.000 geographic names), 'Urz?dowe nazwy miejscowosci i
obiektow fizjograficznych' (Official Names of Localities and
Physiographic Objects), 197 volumes published before 1974
containing lists of geographic names covering half of the country each volume covered a separate county), and also 'Wykaz
urz?do\\ych nazw miejscowosci w Polsce' (Index of Official Names
of Localities in Poland), published in 1982 (about 100,000 names).
The UN recommendation to publish national gazetteers gave
rise to the new activities in this field. In late 1970s the Head Office of
Geodesy and Cartography initiated a project aiming at the preparation
of such a gazetteer in Poland. It was published in 1991. The ' Nazwy
geograficzne Rzeczypospolitej Polskiej' (Geographical names of the
Republic of Poland) contained a selection of 30.000 place names
based on a l:500,000-scale map. The names were standardized by the
Komisja Ustalania Nazw Miejscowosci i Obiektow Fizjograficznych
(Commission for Establishing Names of Localities and Physiographic
Objects).
Owing to the procedure of the Commission's activities, only a
small number of Polish geographic names are standardized so far.
Certain standardization activities are carried out by geographers,
surveyors and cartographers during the map editing process. Also, a
number of linguistic monographs on different kinds of geographic
names appeared in print.
It is estimated that about 1 million names are yet to be
standardized. These are especially names of hamlets, streams, hills,
parts of lakes and the like. Small part of these names can be found in
the already existing databases.
In the early 1970s the Komisja Standaryzacji Nazw
Geograficznych poza Granicami
Polski (Commission for
Standardization of Geographical Names Outside Poland) was
established. It is responsible for the collection and standardization of
foreign geographic names. It prepared a 4-volume 'Polskie nazwy
geograficzne swiata' (Polish Geographic Names of Foreign Areas)
(1994-96) and also several other publications: 'The Polish Toponymic
Guidelines' (1993), 'Nazwy panstw swiata, ich stolic i mieszkaricow'

2. Rules of the Standardization of Geographical Names
When standardizing geographic names it is vital to collect
sources that should include:
full name,
- form of genitive (Genetivus),
- adjective form,
- local variant names,
- information on the type of an object and its geographic
location.
The following criteria of correctness are applied when
establishing a standardized form of a geographic name:
- contemporary pronunciation
- most frequently used form
- conformity with the standard Polish, less often with a
regional standard,
- name etymology,
- traditional form.
The names of large objects are usually conformable to the
literary Polish. The names of small objects of local importance (e.g.
those of meadows, gamekeeper's cottages, small lakes, and streams)
are more often conformable to a dialectal form.
All legal issues on geographic names standardization are
regulated by the act of 1948 (no. 36, act 251) recently amended in
1990 - 'Dziennik Ustaw Rzeczypospolitej Polskiej" 1990. no. 34. act
198. A new act on geographic and place names is currently being
legislated. It lays down the regulations on:
- establishing, changing and canceling official place names
- establishing, changing and canceling official geographic
names
- establishing, changing and canceling official geographic and
place names in the languages of ethnic minorities

- publishing the official gazetteer of names of localities at least
every ten years and the official index of names of
physiographic objects at least every twenty years.
3. Geographical Names Authorities
There is no separate agency with legal responsibility for
standardizing geographic names in Poland. However, there are
advisor) boards responsible for preparation of projects on
standardization issues. These are Commission for Establishing Names
of Localities and Physiographic Objects and Commission for
Standardization of Geographical Names outside Poland.
The legal responsibility for approving geographic and place
names is vested in appropriate state authority.
Komisja Ustalania Nazw Miejscowosci i Obiektow
Fizjograficznych (Commission for Establishing Names of Localities
and Physiographic Objects) at the Ministry of the Interior and
Administration advises on standardizing of geographic and place
names as well as on changes of their spelling and pronunciation. Lists

Medium- and large-scale topographic and administrative maps
available currently in Poland have been edited and published by both
national surveying and mapping authorities and the Polish Army
Topographic Service.
The following official map series are available:
- 1:10,000 (prepared for the whole country, printed sheets
cover large cities and their metropolitan areas)
- 1:25,000 (excluding the northwestern part of the country)
- 1:50,000 (1977-1982, a new series published currently approx. 50% of the country covered so far)
- 1:100,000(1979-1984)

Rzeczypospolitej Polskiej' (Atlas of the Republic of Poland),

consistent with the list of names in 'Nazwy geograficzne

Poland). The names contained therein are standardized.

2. Gazetteers
The only Polish gazetteer containing geographic coordinates
published so far is the 'Nazwy geograficzne Rzeczypospolitej
Polskiej' (Geographical Names of the Republic of Poland),
Warszawa 1991. It contains approximately 28 000 geographic and
place names. Amendments are listed in 'Zarz^dzenie ministra-szefa
Urzedu Rady Ministrow z dnia 11 grudnia 1996 r. w sprawie ustalenia
i zmiany nazw niektorych miejscowosci' ('Monitor Polski" Nr 79. 14
grudnia 1996, poz. 713). The list of counties with their names and
seats is to be found in the 'Dziennik Ustaw Rzeczypospolitej Polskiej'
(Official Gazette of the Republic of Poland), no. 103. August 10,
1998. The changes to the division into counties have been introduced
on May 21, 2001 by the Council of the Ministers; published in the
'Dziennik Ustaw Rzeczypospolitej Polskiej' (Official Gazette of the
Republic of Poland), no. 62, acts no. 630, 631.
The "Katalog jezior polskich' (Catalog of Polish Lakes) by
A. Choiiiski. vol. I-III, Poznan 1991-1992 is a similar publication. It
is a list of 7000 lakes larger than 1 ha (with their location on 1:50.000scale topographic map sheets).
The 'Wykaz urz^dowych nazw miejscowosci w Polsce' (Index
of Official Names of Localities in Poland), vol. I-III, Warszawa 1982
is an earlier publication of this kind. It locates places by former
administrative units (new administrative division was introduced on
January 1, 1999).
The names of newly established natural reservations can be
found in "Rozporzajizenie Ministra Ochrony Srodowiska. Zasobow

On January 1, 1999 a new administrative division was
established ('Dziennik Ustaw Rzeczypospolitej Polskiej" Nr 96. of
July 28. 1998). Section 1 Subsection 2 of this Law establishes the
following units of administrative division:
