foreword
The aim of Constantza Port to become a regional trade hub has come
even closer in 2003 with the continuing increase of the global traffic
through our ports. Thus, the traffic recorded in the ports of Constantza,
Mangalia and Midia grew up by 7% as compared to 2002. Last year,
43,245 thousand tons were operated through these ports, meaning
2,721 thousand tons more than the quantity operated in 2002.
The growth of the global traffic in 2003 was mainly given by the increase of the maritime traffic by 9% (33,464 thousand tons, i.e. 2,713
tons more than last year). The imports also increased by 20.8 %, from
14,216 thousand tons in 2002 to 17,168 thousand tons in 2003. The exports
recorded a slight decrease of 1.9% and also the transit trafiic by 0.05%.
But the most dramatic increase was that of the container traffic, 206,449
TEUs, 51.5% up as compared to 2002. In terms of quantity, containerised
cargo grew from 1,321,254 tons in 2002 to 1,879,493 tons in 2003, a 43.7%
increase. This growing trend in the container traffic for the Port of Constantza is forecseen to become even more noticeable the following months,
an increase of 80% being estimated for the first three months of 2004.
The Port of of Constantza, through the New Constantza South Container
Terminal alongside with Socep, Umex and APM Terminals is now ready to
accommodate up to 600,000 TEUs/year.
2003 was also the year when the Port with Customs Facilities status came
into force, offering a lot of business incentives to our customers. Other major
projects are underway like the activation of the River-Maritime Sector/the
Barge Terminal, a Passenger Terminal, a business centre, etc. In 2003 our investment efforts exceeded 61 million Euros, mainly from external sources.

Located at the cross-roads of the trade routes linking the developed countries
of Western Europe and the emerging markets of Central Europe with the suppliers of raw materials from the CIS, Central Asia and Transcaucasus, the Port of
Constantza is the main Romanian port and the largest port at the Black Sea.
It has a geostrategical position being located on the route of two Pan-European
Transport Corridors: river Corridor VII (Rhine-Maine-Danube) and rail-road
Corridor IV.
In the southern part of Constantza Port there is a river-maritime sector, which
allows the accommodation of maritime vessels and river vessels as well.
The two satellite ports of Constantza are Midia, located 14 nM north of the
Constantza port and Mangalia, 24 nM to the south, perform a vital function in
the overall plan to increase the efficiency of the main port facilities-and both
are facing continuous upgrading in order to meet the growing demands of cargo
owners.

The Port of Constantza offers a lot of advantages, among which, the most
important are:
• multi-purpose port with modern facilities and sufficient depth to
accommodate the largest vessels passing through the Suez Canal and the
Bosphorus Strait;
• direct access to the Pan-European Corridor VII, through the Danube
Black Sea Canal, providing a shorter and cheaper waterway transport
towards Central Europe than the routes using the North European ports;
• good connections with all modes of transport: railway, road, river, airway
and pipelines;
• the New Container Terminal on Pier II South, increasing the container
operating capacity;
• Ro-Ro and Ferry-boat terminals suitable for the development of short
sea shipping serving the Black Sea and the Danube riparian countries;
• new status of Port of Constantza , as “port with customs facilities”,
allowing the establishment of the necessary framework in order to facilitate foreign trade and cargo transit to/from Central and Eastern Europe
correlated with the simplification of customs procedures;
• implementation of high security measures to fight terrorism;
• future expansion planned.
If we add to all these facilities the safe port status achieved through the
completion and repair works on the breakwaters and implementation of
Vessel Traffic Management Information System-VTMIS, the implementation of the integrated informatic system NEPTUN, the ecological port
status to be (through environment management procedures and an
appropriate strategy in this field) and, why not, a desired touristic port
status - having in view the new passenger terminal intended to be build,
the overall framework of Constantza Port may look complete.

Central and Eastern European countries including: Austria, Bulgaria, Hungary,
Moldavia, Slovenia, Slovakia, Ukraine and Yugoslavia.
Although many political and economical changes have occurred in this area,
which affected the evolution of the entire region, the traditional transport routes
using Constantza Port have remained unchanged, due to the competitive advantages of the port. The economic growth recorded by the countries from Central
and Eastern Europe over the last years has created the conditions for the Port of
Constantza to serve as a major storage and distribution centre for this region.
The favorable geographic location of Constantza port, good hinterland connections, infrastructure and equipment adapted to the needs of port users, the
disposition of quays and land, the
availability and efficiency of the
services provided and, last but
not the least, the socio-economic
stability within the port area represent the strengths of Constantza
Port supporting its strategic target
to become the Eastern Gateway
of Europe and a trade hub for the
Black Sea Area.

INLAND
The Port of Constantza is connected with the Pan
European Corridor VII (Rhine-Maine-Danube) that links
two of the main trade poles of Europe: Rotterdam and
Constantza, creating a navigable inland waterway from
the North Sea up to the Black Sea. The length of the
navigable river is 2,050 km from the Romanian terminus
Sulina to Kelheim in Germany, where it connects with
the Maine-Danube Canal. The Romanian sector has a
length of 1,075 km.
The Danube-Black Sea Canal links The Port of Constantza
with the Rhine-Maine-Danube Corridor, offering the
most efficient and ecological transport alternative
within the hinterland and, at the same time, a 4,000 km
shortening of the sea trade routes coming from Far East
and Australia through the Suez Canal.
According to European Union and United Nations standards The Danube- Black
Sea Canal has a class VI rating and is an F class inland canal (the highest class
of such canals).
The 64.4 km long and 90 m width canal has a water depth of 7 m and 17.5 m
clearance under the bridges. Daily running of the waterway is in the responsibility of the National Company Navigable Canals Administration SA.
Situated at 35.4 km from the Danube, the North Branch of the Danube-Black
Sea Canal makes the connection with Midia Port through 2 double locks at
Ovidiu and Navodari. The North Branch is 27.5 km long, 45-50 m wide and has
a minimum water depth of 5.5 m.
The easiest access to Central Europe is provided by the good navigable conditions of the Lower Danube and the highly limited number of locks (4 double
locks only) on the sector from Constantza to Budapest.
Passage of the vessels through the Danube-Black Sea Canal represents a real
advantage, materialised in the unique opportunity of transporting 18,000 tons
of dry bulk in one shipment by means of a six-barge convoy.

RAIL
The railway network of the Port of
Constantza has excellent connections with
the national and European railway network system, the Port of Constantza being
a starting and terminus point for the Pan
European Transport Corridor IV.
Round-the-clock service trains are carrying
high volumes of cargo to the most important economic areas from Romania and
Eastern Europe.
The Port of Constantza is an important
transport node of TRACECA Corridor, providing the connection among Europe, Caucasus
and Central Asia, through the ferry lines that link Port of Constantza with the Port of
Batumi (Georgia) and Derice (Turkey).
Almost all port terminals have direct access to the railway system, ensuring a safe and
efficient transport of cargoes. Every day shuttle trains are providing fast transport of
containers to the national destinations for just-in-time delivery. The total length of
railways in the port amounts to 440 km.
ROAD
The ten gates of the Port of Constantza are
very well connected with the national and
European road network. The connection
with the Pan-European Transport Corridor IV
has a strategic importance, linking the Port
of Constantza with the landlocked countries
from Central and Eastern Europe.
One of the government priorities is the
completion of the Romanian sector of PanEuropean Corridor IV, which will improve
Romania's motorway system.
Works on different sections of the Corridor
are underway, an important sector of
Constantza-Bucharest motorway being estimated to be completed in 2006.

There is a standing preocupation to upgrade the port road network and to
enhance the road traffic inside the Port of Constantza. Thousands of trucks
benefit from facilities offered by the Port of Constantza, ensuring a fast and
flexible transport for all kinds of cargo by the ”door-to-door system”. The total
length of roads in the port amounts to 100 km.
AIR
M. Kogalniceanu Airport is the nearest airport to Constantza, located at
approximately 17 km North from the Port of Constantza. It is an international
airport and represents an air-gateway with high impact over regional development.
PIPELINES
The Port of Constantza is connected with the national pipeline network, ensuring the functional link with the main Romanian refineries.
There is a subsystem of the national network for imported oil transportation
(with a length of 1,200 km) from Oil Terminal Constantza to the refineries situated close to Pitesti, Onesti and Midia and also from Oil Terminal to Cernavoda,
facilitating the transit of crude oil and oil products for the Danube reparian
countries.
There is also a subsystem transporting gas and diesel oil on the routes
Midia-Constantza and Pitesti/Ploiesti-BuzauCernavoda-Constantza, linking the main refineries with Oil Terminal storage facilities.
As a modern, efficient, developing port, the
Port of Constantza also pays special attention
to those projects intended to ensure the safety
of navigation and of all specific activities carrried out in the port.

customs facilities
Starting August 25, 2003 the entire territory of the Port of Constantza has become a
port with customs facilities.
The Port with Customs Facilities status allows the establishment of the necessary framework for the facilitation of foreign trade and cargo transit to/from Central and Eastern
Europe correlated with the simplifying of customs procedures.
The main advantages offered by Constantza Port with Customs Facilities are:
1-Ships entering the port are exempted from customs control before commencing
unloading operations, thus reducing turnaround time.
2-Foreign cargoes entering the port can be stored for an unlimited period or can be
reloaded on ships without customs clearance.
3-During the period when cargoes are stored in the
port, no guarantees for import duties are required. This
can avoid locking up important amounts of money for
imported cargoes.
4-Import duties are paid only for the part of foreign
goods entering the country, not for the entire quantity
stored in the port.
5-Foreign cargoes entering the port are not subject to
any kind of customs control, as long as they remain
within the port area, attracting in this way the transit
traffic through the port.
6-Romanian cargoes dedicated to export can be cleared
before entering into the port.
7-Foreign cargoes transiting Romania on railway or being
shipped by inland waterways are exempted from guaranties for customs duties.

the administration
The port of Constantza and its satellite ports-Midia and Mangalia are publicprivate maritime ports, with regulatory and landowner function in the
responsibility of the state, through specific duties accomplished by National
Company “Maritime Ports Administration” SA Constantza (MPA) and Romanian
Naval Authority (through its division - Harbour Master), both of them being
coordinated by the Ministry of Transport, Constructions and Tourism.
The day-to-day running of the ports is carried out by the Coordination
Commission for the movement of maritime and river vessels in Constantza,
Midia and Mangalia maritime ports. The management of the Commission
activity is performed by MPA. The Commission is assigned to coordinate the
traffic of maritime and river vessels, to establish the order of arrival/departure
and transit for the maritime and river vessels in Constantza, Mangalia and
Midia ports and to allocate the berths.
Maritime and cargo related services in the Port of Constantza are mainly
performed by private companies. Services are provided in a competitive
environment, applying the free market principles, with no monopoly in the
area.
Authorization of public port services is transparent, nondiscriminatory, and
objective. The Romanian Naval Authority issues authorization for safety
services and services of great importance for the port, such as loading unloading, bunkering and supplying. For authorization of activities that use
the port infrastructure, notification from MPAC is required. For other activities
that do not require an authorization from the Romanian Naval Authority, MPA
SA Constantza issues operation permits within the port area, against a specific
procedure.
