Project Introduction and Overview Study Purpose: To work with stakeholders and the community to create visions that can be translated by City staff in revised Lakeview and Port Credit District Policies of Mississauga Plan and other policies within the Official Plan, zoning by-laws, urban design guidelines and community improvement plans. Involve the Community Establish creative, transparent, participatory process Build consensus amongst diverse interests to define an overall vision for each area with flexibility and options Structure the process to directly influence planning policy, zoning, urban design guidelines and area community improvement plans. Introduction to Both Communities Both are waterfront communities to (Lake Ontario, rivers and creeks). Both contain major corridors such as Lakeshore Road, CNR lines and various watercourses. Both have long standing, stable residential areas. Both have strong natural and cultural heritage. Both are experiencing development pressures. Common Community Themes Health and the Environment: “We have quantity of life, now we need quality”…the health of the community and the environment is critical. Community: Establishing the character of the district is key to understanding the shape of the future community. An “eclectic” community is part of that character. Land Uses: The communities value strategic growth vs. ‘reactionary’ growth. Transit and Transportation: Reliable transit and intensification go hand-inhand. District Policies Review Public Engagement Process Team Presentation 3. What We Have Heard: Lakeview Top Five Concerns Personal health of the community and the environment. Promote highest and best use for lands no longer being used for industry. (Industrial Lands, former Lakeview Generating Site) Promote low-impact, high quality, sustainable development that supports strategic growth vs reactionary growth. Lakeshore Road corridor needs improvements based on a realistic vision. Lakeview has amazing stories to tell (Arsenal Park, Canada’s first Aerodrome, Cawthra-Elliot Estate, Adamson Estates and others). What We Have Heard: Lakeview About the Environment: Protection and enhancement of existing natural areas, watercourses and Lake is very important. Large number of parks and open spaces are wonderful, but they need attention. Industrial sites need to be studied and assessed for land use opportunities. Continued pollution generating land uses need to be evaluated for long term affects on the community. What We Have Heard: Lakeview About the Community: District is a collection of communities; finding a focus is a challenge. Heritage features need to be preserved • • • • Cawthra Estate landscape and woods Rifle Range remnants 1950’s gas bar at 411 Lakeshore Road Historic Public School at 1239 Lakeshore Road (Peel Alternative School South) Evolving residential areas need guidelines to protect neighbourhood character. What We Have Heard: Lakeview About Land Uses: Development should promote a sustainable, stable and balanced community vision •maintain employment areas •develop transition strategies for height and density •functions are as important as built form •examine infrastructure capacity Development should promote walkable and beautiful community. • place density away from main street and waterfront • promote high quality pedestrian realm • promote open spaces for urban tree growth Waterfront edges need to be buffered from development and should be accessible. • compatible uses should be adjacent to waterfront • push for continuous public access along shoreline District Policies Review Public Engagement Process Team Presentation 3. What We Have Heard: Lakeview About Transit and Transportation Current transit system is not servicing the community well. • Cawthra bus does not meet Lakeshore Road • Internal community destinations need better linkages • transit utilizes major roads: long walks to transit stops Current system has opportunity to better connect to other transit systems. • Toronto LRT • Hurontario LRT • Plans for the Cawthra GO Station? Higher density means better transit service? Or the other way around? What We Have Heard: Port Credit Top Five Concerns Lakeshore Road corridor is a fragile main street and a major transportation corridor. Heritage is the source of village character, it must be protected. The waterfront must remain visually and physically accessible. All opportunities to expand and enhance park spaces and waterfront trails should be pursued.
