ANGELES CITY -- The Kapisanan ng mga Brodkaster ng Pilipinas
(KBP) has reprimanded and censured a block-time anchorman and
a local radio station here for serious
violation of the Broadcast Code.
In a four-page decision of KBP’s
Standard Authority dated July 17,
2013, broadcaster Medardo “Med”
David and GV Broadcasting System, owner and operator of radio
stations GVFM 99.1 and GVAM
792, were found to have violated
Article 4, Section 2 of the organization’s radio code which provides
that “programs intended to malign,
unfairly criticize or attack a person,
natural or juridical are prohibited.”
David and GV Brodcasting System were also ordered to pay KBP a

Moonsoon rains kill 1; endanger others

CITY OF SAN FERNANDO–A 64-year-old man died
on Sunday night after he
drowned at their garage in
Barangay Sta. Cruz, Lubao
town at the height of monsoon
rains, the Provincial Disaster
Risk Reduction and Management Office (PDRRMO) dis-
closed on Monday.
PDRRMO head Angie
Blanco identified the victim
as Renato Roman Lacsamana.
She said Lacsamana died after
checking on the water at his
garage at the height of strong
rains.
“The victim apparently
slipped and drowned,” said
Blanco, who was interviewed
at her office here.
Blanco’s report came as at
least 100 women and children
living near the Minalin-Sto.
Tomas dike were evacuated
on Sunday night as part of the
pre-emptive measure of the
provincial government.
Blanco said Vice Gov. Dennis “Delta” Pineda supervised
the evacuation as water pass-
ing along the Gugu river had
nearly overflow at the dike.
Blanco said the Vice Governor had not slept since Sunday and they also monitored
the floods at Masantol and
Minalin.
She said they are prepared
also to evacuate the residents

SAN SIMON, Pampanga–Senior Supt. Oscar Albayalde, Provincial police
director, said the more than
1,100 cops in Pampanga are
expected to deliver and work
well due to the all-out support of the provincial government.
Albayalde gave the statement after he was asked to
comment on the plan of Gov.
Lilia Pineda and the 21 Pampanga mayors to allot at least
P50 million for the rehabilitation and construction of
police offices, purchase of
equipments and funds for
buy-bust operations.
“The plan of Pineda to allot at least one million [pesos] for police operations and
other projects in each town is
commendable. Imagine how
much it could do to improve
our operations,” said Albayalde.
Albayalde said the support
of Pineda and Vice Gov. Dennis Pineda “was overwhelming and it allows us to work
well.”
He said the index crimes
or crimes against persons
and properties was lower by
about 30 percent from January to August of this year
compared to the same period
last year. He added that there
were 1,400 index crimes in
2012 compared to only 1,100
in 2013.

evacuated in this province
due to Typhoon Maring.
Reports from the Provincial Disaster Risk Reduction and Management
Office (PDRRMO) and
Bataan police as of 1 p.m.
Monday stated also that
45 barangays and 270
families were affected.
Of the total evacuees
in the province, 436 were
staying at the Dinalupihan Civic Center coming
from flood-prone villages
of Dinalupihan.
The report said 113 individuals were evacuated
in Balanga City.

Bishop initiates talks between
HAU management, employees

ANGELES CITY --Pampanga Auxiliary Bishop Pablo Virgilio David has initiated a dialogue between management
and employees of a university
here in a bid to settle woes on
the implementation of their
collective bargaining agreement.
David initiated the dialogue
between the Holy Angel University (HAU) Board of Trustees Member Teresita Wilkerson and the HAU Teachers and
Employees Union (HAUTEU)
on Sunday.
In a statement, the union
said their message was “successfully communicated to the
(HAU) family.”
“Further dialogues are still
expected. At this point, new
paths were trailed and gates
were opened for future dialogues,” the statement said.
Last week, the HAUTEU
held a strike which they said
was their “ultimate remedy allowed by law” to air their grievances to the university’s management.
Edmond Maniago, president of the HAUTEU, said the
strike stemmed from the refusal of the school’s management
to resolve issues of their collec-
tive bargaining agreement.
The strike continues, as of
press time, with members of the
union maintaining their picket
line outside the university.
As per Commission on
Higher Education Memorandum Number 3, Series of 2012,
employees of the university are
entitled to a 70 percent share
from students’ tuition fees.
However, in the past three
years, Maniago said, HAU has
increased tuition fees while
their share remained the same.
Meanwhile, in statement
issued Monday, the HAU University Student Council (USC)
dismissed reports that they
support HAUTEU.
“Napagkaisa ng lahat na
wala pa ring papanigan ang
mga student leaders bilang kabuuan dahil kailangan pa ng
masusing pag-aaral at diskusyon ukol sa iilan pang mga dokumento,” the HAU-USC said.
The USC, however, said individual students are free to express their support to the union
by providing financial assistance or in kind (donating food,
water and other necessities).

This peninsula, which
is frequently visited by
typhoons, has found
an ally in the country’s
largest telecommunications firm, as it gets
a free text broadcasting system to instantly
communicate with its
citizens.
Colleges and universities here were
the first to utilize the
Smart Infoboard, a
web-based short message service platform
which sends texts to
enrolled subscribers
informing them on any
important news.
“The objective of
this is to give a feedback
system to schools and
students through text
broadcast
especially
during typhoons,” said
Ryan Muñoz, Luzon
regional manager for
Community Marketing
of Smart Communications.
The Bataan Peninsula State University
(BPSU), with its six
campuses, can send
20,000 texts for free
per month; the Polytechnic University of
the Philippines-Mariveles can use 10,000;
and, Colegio de San
Juan de Letran, also
with 10,000.
Muñoz added the
schools may ask for
a bigger allocation to
reach more students.
Also, the recipients
will be receiving the
messages with a mask
name to assure the
text comes from a valid
source, for example:

change among willing
customers for the benefit
of an elementary school
in Magalang town.

Hypermarket
at the SM City Clark
(SMCK)
started
its
“Baryanihan
Project”
where shoppers were
invited to donate their
loose change (below one
peso) for the benefit of
Sta. Maria Elementary
School in Magalang.
Maia Kathrina Guinto, branch manager of
the SMCK-Hypermarket,
said the project aims to
build bridges with the
communities near their
mall.
“Under this project,
cashiers will invite shoppers at the checkout to
donate their centavos
change to the project,”
Guinto said.
SMCK started the
project in August and
will run for at least six
months.
Guinto said the duration may be extended depending on the amount
of funds needed by the
beneficiary.
The
“Baryanihan
Project” is being adopted
by affiliate supermarkets
of SM Supermalls across
the country. ●
CLARK FREEPORT--A Qantas Airways Airbus A380 flying
in from Hong Kong was diverted
to the Clark International Airport (CRK) early Sunday morning due to congestion at the
Ninoy Aquino International Airport (NAIA).
Ritche Nacpil, Clark International Airport Corporation
(CIAC)-Airport Operations Department Manager, said the
Qantas Airways A380, with call
sign 6011, was headed for Manila
but was diverted to the Clark
airport due to congestion of the
country’s premier gateway.
There was reportedly no
parking slot available at the Manila airport.
The Qantas A380 aircraft
landed at the Clark airport at
1:37 a.m. Sunday.
The A380, the world’s largest commercial aircraft flying
today, was parked at the main
ramp of the Clark airport where
it was refueled and attended to
by ground handlers. The huge
aircraft had no passengers.
Nacpil said this latest incident only goes to show that the
Clark airport is ready and capable of accommodating the new
generation of wide-bodied aircraft during diversions, which in
this case involved an A380.
It can be recalled that the
Clark airport had been utilized
as a diversion airport during
storms and when issues arise at
NAIA, the country’s foremost
gateway. As many as 20 aircraft
could be accommodated at the
Clark aerodrome at any given
time.
The Qantas A380 is the second A380 to land at the Clark
airport after 2007.
The event comes at the heels
of ongoing preparations for the
entry of Dubai’s Emirates Airline that is expected to start operations on October 1. Emirates

Floods, again!
SPOT THE DIFFERENCE
The situation has not changed. We, in
Luzon, have experienced this week the
same scenario we had during the same
period last year, when monsoon rains
dumped voluminous water to many areas,
flooding towns and cities in the country’s
biggest island.
In Pampanga, as of press time yesterday, 104 barangays have been flooded
though most only had 1-2 feet of floodwater. It was a de javu for communities living
in the Fourth District who have the Sto.
Tomas-Minalin tail dike as their defense
against the rampaging water flowing down
the Gugu creek.
Governor Lilia Pineda’s concerns,
raised several months before the start
of the rainy days, have become glaring
anew. The flood control projects that were
supposed to safeguard the people of San
Fernando, Minalin and Sto. Tomas have
not been completed as planned, thus, the
back-flowing of water in the tail dike endangering the people of the three communities.
There was a plan to divert the water
of the Pasig-Potrero River, which drains
down to the Gugu Creek, back to its original path upstream of the Megadike. But,
apparently, government instrumentalities
ran out of time (or funds?) to implement
the plans. So now, it’s back to square one.
When planning, we have the best
minds hatching the best designs that could
probably solve the worst of our problems
about flooding. But, these plans remained
on the drawing board and have not seen
the light of day in the implementation.
Had all the plans been executed immediately, we could have been spared of
the usual problems that we experience almost every year as soon as the first drops
of rain commenced.
It is also always the case with people
who refuse to vacate their houses even
when the danger of flash flood is at hand.
The loss of lives have become a usual
scenario because we never run out of
stubborn citizens who will not listen to
warnings and have the guts to blame the
government when they are put in an ugly
situation.
This piece can go on and on with all
the might-have-beens and we may expect
it to be the same next year if we will not
start learning our lessons.
As always, regrets come in late.

standard choice

on

were:

It is past Labuyo’s wrath and I
still long for a simple recess kind
of food where my 100 pesos could
afford me a feast of foodies. Here
is hoping Maring comes with a
gentler reminder that we must
mend our ways if we do not want
our health to vanish in haste.•

Starving an expensive elephant
People for the Ethical
Treatment of Animals (PETA) Asia,
who are campaigning to transfer the
lonely elephant Mali from her detention at the Manila Zoo to a sanctuary in Thailand, should find good

elephant the country has
seen–the Bataan Nuclear
Power Plant (BNPP). They
both just suffered rejection.
Manila Mayor Erap Estrada reversed his early sentiment this year and rejected
the PETA’s plea while the
BNPP lost its annual maintenance budget of 45 million
pesos in the proposed 2014
general appropriation.
Since it was completed in
1984 at a staggering cost of
2.3 billion dollars, the BNPP has been
mothballed. The administration of
President Corazon Aquino decided to
put off the plant’s operation in the aftermath of the 1986 Chernobyl nuclear disaster in Russia. Since then, the
government has consistently allocated 45 million pesos a year under the
National Power Corporation (NPC)
budget for the plant’s maintenance.
Pangasinan Fifth District Representative Kimi Cojuangco warned
that she would move to defer the
budget of the Department of Energy
(DOE) unless the line item yearly allocated for the maintenance of the
BNPP is reinstated. Her husband, former Congressman Mark Cojuangco,
was the author of the controversial
House Bill 04631 that proposed the
immediate re-commissioning and
solar farms. According to Congresswoman Kimi Cojuangco, the BNPP
would now cost some 6 billion dollars
to build at present estimate. Looking at these enormous amounts, one
can just imagine the mindwracking dilemma being
faced by the government-whether to convert or simply junk the BNPP.

mga eskwelahan bunsod ng K to 12. Marami rin namang paraan para maipakita ang pagmamahal sa

Classes in several areas

Bataan Gov. Albert Garcia declared the suspension

province were under water due to continuous rains
since Saturday night.
In Pampanga, the cities
of Angeles, Mabalacat and
San Fernando also suspended classes from preelementary to high school
levels in both public and
private.
In Zambales, classes in
all levels in the municipality
of Subic were suspended.

levels in Olongapo City were
also suspended while the
rest of Zambales declared

Committee on Good Government and
Public Accountability.
“I only realized the magnitude of
the negative effect of this rumor when
even friends from different groups
kept alleging that there were no funds
left, referring as source, City Hall itself. Worse, a member of the media,
whom I consider a very responsible
person, accepted as gospel truth, the
said allegations and made innuendos
and sarcastic statements, even belittling the gains the City has achieved
during my term,” Rodriguez said.
Rodriguez disclosed that the city
could not have been bankrupt, considering there are income realized,
income yet to be realized, plus Internal Revenue Allotments which totals
to some P1.0 billion.
“I have repeatedly asserted that
the city could not been bankrupt.
The realized income from the first six
months of 2013, that is from January to June is P597,822,351.37. The
depository bank of the City, which is
LandBank, released in confidence,
but officially to the City, a certified
statement showing, as of June 30, a
total deposit of P447,110,363.32 not
yet including income realized and
to be realized for July to December
2013. I have repeatedly mentioned,
and religiously adhered to, that I
implemented programs only upon assurances from the Treasurer and the
Budget Officer/or the Finance Committee that funds were available, with
appropriations, according to its AIP
(Annual Investment Plan) and thus,
implementable,” he stressed.
Meanwhile, Councilor Ocampo
said he is set to discuss the official report of the committee in this week’s
session of the City Council.
“It will be better if we base our
statements on the official report of
the committee to the City Council.
For one, I nor any member of the
committee talked about or even
mentioned the word bankruptcy.
On a personal view, may pera ang

protect his honor which he has kept

The case stemmed from a complaint filed by
radio listeners Mario Velasco, Nyza Pinpin and
Maribel Ciriaco, regarding alleged offensive remarks made by David in his radio program “Golpe de Gulat” aired on September 3 and 5, 2012.
“We want Mr. David to realize that broadcasting carries with it some responsibility which
he obviously did not observe and exercise in his
radio program,” Velasco said.
In a transcript with translation submitted
by the complainants, David has repeatedly uttered Kapampangan expletives and contemptuously made malicious statements and imputation
against Angeles City Mayor Edgardo Pamintuan.
“Our monitoring has indicated that David has even become more livid in his tirades
against personalities and parties he is critical
of, showing complete bias against them and using language that borders on libel,” the KBP said.
As a self-regulatory body for broadcast media, the KBP upholds ethical practice among
their members and requires them to make sure
that their programs observe professional values.
Hearings on complaints are handled
by the KBP standards authority, the core of
KBP’s system of self-regulation. This is a body
of peers that is responsible for enforcing the
Broadcast Code including the imposition of
penalties, such as fines, for violations of the
Code. It receives complaints from the public.
In a phone interview, broadcaster David said
he has not received a copy of the KBP decision.
He said the KBP needs not sanction him
since his membership expired three years ago.
“Why do they (KBP) have to sanction me? I
don’t consider myself a member of them. I am an
active member of the Liga ng mga Brodkasters sa
Pilipinas. This is all politics,” David said.
On January 14, Pamintuan filed a libel case
against David and two other broadcasters for
their alleged malicious tirades against the mayor
from October to November last year also on David’s radio program.
A second libel case was filed against David on
March 4. Both cases are now pending before the
office of Regional Prosecutor Jesus Simbulan.
David’s program has been off the air
after the elections, after his main sponsor,
former Pampanga First District Representative Carmelo “Tarzan” Lazatin, lost his
mayoralty bid against re-elected Mayor Pamintuan. ●
