Latino editorial cartoonist takes his message
mainstream with ‘La Cucaracha’
Editor’s Note: The Los
Angeles-based cartoonist
Lalo Alcaraz is behind the nationally syndicated Latino
comic strip, “La Cucaracha,”
launched in late 2002, and
carried by more than 55 newspapers. During last year’s
California recall election,
Alcaraz also became known
for his op-ed cartoons in the
L.A. Weekly blasting actor
Arnold Schwarzenegger’s
candidacy and his posture
toward Latinos. Yet on May 3,
Alcaraz was presented with a
“Latino Spirit Award” at the
California state capitol, given
by the legislature’s Latino
Caucus. Two of his cartoons
appear on page 2 and 15 of
this issue of La Prensa.
Q: During California’s recall last year, your cartoons
were very critical of Gov.
Arnold Schwarzenegger. How
do you think he feels about
you receiving the award?
A: I asked, has he read my
cartoons, does he know who I
am? And they said: “Oh yes,
he does! But this is meant to be
a fun day ... a fun, nonpartisan
day.” I’m just a little fly, so I
think he’s taking it all in stride.
Your “Mexterminato” cartoon showed Schwarzenegger
in “Terminator” gear, armed
to the teeth, as Latinos run
scared. The caption was “Hasta
la vista, Latinos!” Did your
recall cartoons generate hate
mail?
Actually, no. Except for
one in particular. The character in “La Cucaracha” said he
was surprised that the Republican Party was embracing
immigrants like Arnold ... but
that it didn’t hurt that his daddy
was a Nazi. Oh man, I got into
a lot of trouble! A couple of
papers apologized and said it
was a mistake and all this B.S.
But it’s not like I made that up!
His father was a Nazi. So maybe
it was rude of me to bring it up,
but I wasn’t making stuff up.
Another recall issue was
Proposition 187. Former Gov.
Pete Wilson, one of
Schwarzenegger’s election
advisors, was the main proponent of that 1994 ballot initiative to deny public services to
undocumented immigrants.
Are California Latinos still
intimidated by 187’s legacy,
even though the courts
scrapped it?
I think it’s the opposite.
Whatever small power we
have, we have Pete Wilson
and 187 to thank. I sort of
became known for those cartoons that I would do against
Wilson. Some of my satire was
born because of 187 and all
that hatred. We created media
hoaxes, like a group called
“Hispanics for Wilson,” which
was a fake self-deportationist
group of Republican Latinos
who were going to deport themselves once Pete Wilson won.
We made it fun; we flipped it
over. But we are still in the
shadow of that anti-immigrant
kind of hysteria that pops up
its ugly head all the time.
Has the media done an adequate job covering post-9/
11 anti-immigrant feelings and
racial profiling?
Spanish-language media
does a great job, but how much
does that affect the mainstream—sometimes not a lot. I
try to put that pro-immigrant
message and the interests of
immigrants and non-white
people in the center. My battle
is with the mainstream society,
to make that message acceptable and not have people roll
their eyes when they hear we’re
complaining about this or that.
During the lead-up to the
Iraq war you penned a cartoon
in which Bush was running
around with a missile between
his legs. Did you imagine editors might have problems running that?
(Laughs) I drew that for the
L.A. weekly. I can’t get away
with it anywhere else. I can’t
get away with it in my syndicated editorial cartoon. But I
still think it’s funny.
You’re not worried about
the FCC or someone coming
after you for obscenity?
No, no. I’d like to see them
write that law.
Harvard University’s
Samuel P. Huntington argues
in new book that Latino immigration is a threat to the nation. Why is he setting the
agenda for discussions of
Latino identity?
That’s the privilege of the
white mainstream—setting
the agenda. We’re constantly
in reactionary mode. That’s
why art is important. It’s not
exactly public policy but it’s
all we’ve got to strike out with,
like President Bush’s preemptive strategy.
A lot of coverage now seems
to focus on the demographic
aspect, on how the Latino
population seems to be growing everywhere.
We’re coming out of the
trees... (laughs)
Is that bad or good?
I guess if one falls on your
head, that’s not too good!
I mean the belated media
attention on Latinos, and particularly their population
growth.
I’ve detected evidence of
this as early as the 1970s. National Geographic did this
Mexican American issue. It’s
like they went to the Amazon
and discovered Chicanos. It’s
really exotic. It kind of started

of the Decade of the Hispanic,
which was every decade. They
keep trotting it out. It’s ridiculous. They still act like they’re

There’s a glaring lack of
diversity on the comics page.

NCLR opposes federal

Last week, the National
Council of La Raza’s (NCLR)
Board of Directors voted to
oppose the Federal Marriage
Amendment and any other
similar efforts to amend the
U.S. Constitution. The text of
NCLR’s remarks follows:
“NCLR strongly believes
that amending the U.S. Constitution for the purpose defined
in the Federal Marriage
Amendment is unnecessary
and dangerous. States already
have the power to define and
regulate marriage within their
jurisdictions, and existing law
indicates that no state is forced
to recognize marriages that
violate its own laws and which
take place in another state.
“More importantly, the proposed amendment is dangerous, in part because it could be
interpreted in ways that go well
beyond restrictions on marriage. We are concerned that

Teasha Flores, 32, formerly of Hillsboro, and
Romey D. Saunders, 50, of

charged in a 19-count indictment with conspiracy,
fraud and inducing the illegal entry of immigrants
into the United States.
Flores was arrested last
week in Delaware and was
released on a $5,000
bond after an initial appearance in federal court
in Cincinnati. Saunders
appeared before a federal
magistrate Tuesday and
was released on his recognizance. Trial dates
are to be set later in U.S.

by five to 20 years in

HARRISONBURG, Va.
(AP): Nearly half of 60 immigrant workers suspected
of submitting falsified employment documents have
been fired by Tyson Foods
Inc., company officials said
Thursday.
In addition to the 27 who
were fired, 12 workers have
until Friday to prove their
legal status in the U.S. or
face dismissal from the
chicken processing plant.
Twenty-one were found to
have proper paperwork and
will be allowed to return to
work, Tyson spokeswoman
Libby Lawson said.
Tyson Foods discovered
problems with the employees’ work documents during a routine audit about
three weeks ago and suspended the workers,
Lawson said.
The workers who were
fired were using Social Security numbers “that belong to other people,” she
said. “It appears to be a situation of identity theft.”
Lawson said the numbers originated in Puerto
Rico.
While the suspected and
cleared workers have
Latino surnames, Lawson

the amendment would have
other negative and discriminatory effects—including limiting access of same-sex
couples and their families to
employer-sponsored benefits,
federal or state assistance, inheritance rights, hospital visitation and other medical rights,
or limiting the capacity to petition for family members
abroad through the immigration system.
“NCLR cannot support any
proposed constitutional
amendment that actually restricts the rights of persons.
The history of law and jurisprudence in this regard shows
consistent, albeit uneven and
often slow progress toward
expansion of rights of groups
subject to discrimination. We
believe that the fundamental
interest of U.S. Latinos, and all
Americans, lies in promoting,
not impeding, this trend.”
A look at military deaths in Iraq
(AP): As of Friday, May 14,
775 U.S. service members have
died since the beginning of
military operations in Iraq last
year, according to the Department of Defense. Of those, 565
died as a result of hostile action
and 210 died of non-hostile
causes. The department did
not provide an update Saturday. The British military has
reported 58 deaths; Italy, 17;
Spain, eight; Bulgaria, six;
Ukraine, four; Poland, three;
Thailand, two; Denmark, El
Salvador, Estonia and the Netherlands have reported one each.
The number of Iraqi deaths was
not disclosed.
Since May 1, 2003, when
President Bush declared that
major combat operations in
Iraq had ended, 637 U.S. soldiers have died—456 as a
result of hostile action and
181 of non-hostile causes.

Flores forged a signature on a letter faxed to the
U.S. Department of Labor

Wilmington company,
federal authorities said.
Based on that letter, the
Department of Labor authorized 200 foreign workers for employment on
Nov. 19, 2002.
Saunders allegedly
used this authorization to
falsely apply for 167 visas
to the Immigration and
Naturalization Service,
now the Bureau of Immigrations and Customs Enforcement.
Flores and Saunders

The Tyson corporate
office conducts audits of
the hiring process at least
once a year, selecting the
location at random.
Lawson said it would be a
daunting task for the
Springdale, Ark., company
to do the audit for all of its
120,000 employees.
“If they can verify who
they are, we want them back
to work,” said Danny
Sutton, the Harrisonburg
plant manager. The plant
employs 550 workers and
processes 660,000 chickens a week for the fast-food
and deli markets.
Tyson Foods and five
of its managers were acquitted in 2003 of charges
linking them to an immigrant-smuggling scheme.
One manager pleaded
guilty to related charges in
2002.
“There were lessons
learned from that,” Lawson
said. “This thing has to be

What does ‘Cinco de Mayo’ really mean?
A Latino’s search for truth!
By Mitch Berlingeri,
Special to La Prensa, part 2
Cinco de Mayo, May
5th, is not in celebration
of the independence of
México. The real connection between the battle of
that day and the preservation of U.S., not Mexican,
independence is very important.
In 1846, the Mexican
government, under President Antonio López de
Santa Anna Pérez de
Lebrón (Santa Anna), went
to war with the United
States, because of the U.S.
sending in troops to secure vast sections of
México—including California, New Mexico, and
Arizona—and continue
onward in the U.S.’s quest
for “manifest destiny.”
As an outcome of that
war, México lost that vast
track of land.
In 1854, Juan Alvarez
and his troops led a successful revolt to drive
Santa Anna out of power.
One of Alvarez’s strongest
supporters was a man by
the name of Benito Juárez,
a Zapotec Indian leader.
In 1861, Juárez took
control of the capital,
México City, and put his
new Constitution into effect. Not only had Juarez’s
laws split the country, they
had caused the civil war that
left Juárez in debt to Spain,
England, and France. The
three countries were concerned about the debt, so
they held a meeting in London, at which Spain and Britain decided to waive the
debt in exchange for military control of the Custom
House in Vera Cruz. France
did not agree to these terms
and invaded México in
1861 in hopes of defeating
the country and disposing
of Juárez.
The French troops—
deemed among the best
trained and equipped in the
world—marched into the
city of Puebla on May 5,
1862, expecting no resistance. The French army consisted of 6,000 men under
the command of Marshal
Lorencz. The French were
met by an armed force of
2,000 peasants under the
command of General
Ignacio Zaragoza. The
Mexican guerilla forces

of Puebla on May 5, 1862,
then what is México’s Independence Day? It is September 16, 1810. On that
day, Father Miguel
Hidalgo y Costilla issued
a proclamation that united
many different local rebellions into one cohesive
struggle, which eventually
led to México’s actual independence from Spain in
1821.
Today, Cinco de Mayo is
celebrated by people everywhere. In several towns in
México, on the fifth of May,
along with many speeches
and parades, the Battle of
Puebla is elaborately re-enacted in a whole day dramatization. In many parts of
the U.S. (including Lorain,
Cleveland, Toledo, Adrian,
Monroe, and Detroit) Cinco
de Mayo is taken as an opportunity to celebrate
Latino culture in general,
and is celebrated with huge
fairs, which include Mexican singing, dancing, feasting, costumes, sports activities, fireworks, and enter-
tainment.
Mariachi bands play
while dancers perform native Mexican dances, such
as the Mexican Hat Dance
and the Raspa. Speeches
and parades encompass a
large part of the celebration too. These events are
one way in which people
celebrate the friendship of
the United States and
México. This observance
of the Cinco de Mayo victory is a special symbol for
all Mexican people who
celebrate their rights of
freedom and liberty, honoring those who fought,
against the odds, for these
principles.
So what does Cinco de
Mayo mean to me? A person who is not Mexican,
but now clearly realizes
the significance of this
holiday and why we celebrate it? Unity, baby.
Nothing but U-N-I-T-Y!

OCHLA sponsors Agenda
Latina II
Ohio’s Commission of Hispanic/Latino Affairs
(OCHLA) hosted its second Agenda Latina last week. Its
program commenced at 11:00AM, with opening remarks
by Ezra C. Escudero, Executive Director of Ohio’s Commission of Hispanic/Latino Affairs, followed by comments by Columbus mayor, Michael B. Coleman, and
Leonard Hubert, from the Office of Ohio’s governor Bob
Taft.
Presentations were given by Sonia Troche, Executive
Director of Adelante, Inc., which is based in Toledo,
followed by Roberto Torres, Director of Toledo’s Latino
Affairs Commission. Torres summarized the results of the

Escudero presented an OCHLA Update with comments
concerning its Education Campaign Initiative.
Poll: Kerry edges ahead of
Bush in critical Ohio
WASHINGTON (AP):
Democrat John Kerry has
edged ahead of President
Bush in the key swing state of
Ohio in a three-way matchup
that includes independent
Ralph Nader, a poll released
Thursday found.
Kerry was at 49 percent,
Bush at 42 percent and Nader
at 2 percent in an American
Research Group poll. Seven
percent of the voters in the
poll said they were undecided.
In a two-way matchup,
Kerry led Bush by 50 percent
to 43 percent.
The Ohio results come as
Bush is registering some of
the lowest ratings of his presidency in national polls and
as the Iraq prisoner abuse scandal has the White House on
the defensive.
The poll found that
slightly more voters have a
favorable view of Kerry, 44
percent, than unfavorable, 36
percent. A majority, 52 percent, had an unfavorable
view of Bush. Almost twothirds, 63 percent, had an
unfavorable view of Nader.
Ohio is one of several
states that have lost manufacturing jobs under Bush,
while Kerry has made the jobs
issue central to his campaign.
This result is reflected in
nationwide figures. A
Newsweek poll released Saturday put Bush’s overall job
approval at 42 percent, the
lowest yet in that poll. Other
recent surveys have rated
Bush in the mid-40s.
The poll of 600 likely
voters was taken May 10-12
and has a margin of sampling
error of plus or minus 4 percentage points.

1995-99.
It is not immediately
known when the Senate Judiciary Committee, which is run
by GOP Sen. Orrin Hatch of
Utah, will hold a hearing on
the nomination announced
Monday.
The 12-member appeals
court decides important government cases involving separation of powers, the role of the
federal government, the responsibilities of federal officials and the authority of federal agencies.
Estrada withdrew from
consideration after his nomination could not get the 60
votes in the Senate to end a
filibuster.
A second nominee for this
court, California judge Janice
Rogers Brown, is being
blocked by the sharply divided Senate.
A third nominee, Brett
Kavanaugh, is waiting on a
Judiciary Committee vote.
Only one judge, John Roberts, has won approval from
the Senate for that court during Bush’s presidency.

Presenta Fortuño su plan de educación
SAN JUAN (AP): El
candidato novoprogresista a
comisionado residente, Luis
Fortuño, presentó el jueves su
plan de educación, enfocado en
la solicitud de fondos federales
para el adiestramiento y la
contratación de maestros, el
estímulo de la lectura y la
vigorización de los programas
de inmersión en inglés.
Fortuño también indicó que,
como parte de sus trabajos,
promovería el programa federal
“Militares a maestros” para que
los soldados que regresen de la
guerra en Irak sean adiestrados
para fungir como educadores
en las escuelas públicas.
“(Existen)
recursos
disponibles en el ámbito federal para proveerle más y
mejores herramientas a nuestros
maestros, y para reclutar maestros adicionales”, indicó
Fortuño en conferencia de
prensa.
El estadista prometió que
obtendría para la Isla parte de
los fondos del programa federal
“Lectura primero” dirigido a
sostuvo.
También
dijo
que
conseguiría fondos de Título II
de la Ley Ningún Niño
Rezagado
para
el
adiestramiento técnico y
vocacional de maestros.
Sostuvo que canalizaría
mayores fondos para la
educación continua de
educadores en las materias de
matemáticas, ciencias e inglés.
De hecho, aseguró que junto
a su candidato a la gobernación,
Pedro Rosselló, fomentaría los
programas de inmersión en
inglés en las escuelas públicas,
porque según dijo, el 90% de
los empleos disponibles en la
Isla requieren conocimiento y
fluidez en el idioma anglosajón.
Fortuño también anunció el
inicio de una campaña de
recolección de libros infantiles
para entregarlos a bibliotecas
públicas de comunidades y
escuelas. Los ejemplares serán
recogidos en su comité de
campaña, en la avenida
Roosevelt de Hato Rey.

SAN JUAN (AP): El

celebró
una
determinación de la Comisión
de Relaciones del Trabajo que
permitirá efectuar elecciones
sindicales para retar la
representación exclusiva sobre
los educadores del país de la
Federación de Maestros.
La secretaria general del
Sindicato,

Valentín, dijo que la
organización espera que la
Comisión anuncie pronto una
fecha de elecciones, y que
mientras tanto, trabajan en la
selección de una plataforma de
trabajo.
“Nos complace mucho que
la Comisión reafirme nuestra
posición ya que los maestros,
por espacio de un año y medio,
vienen pidiendo un cambio
dentro del sistema de educación
pública”, dijo Valentín, según
informes de prensa (El Nuevo
Día).
De inmediato, el presidente
de la Federación, Rafael
Feliciano, adelantó que
solicitará una reconsideración
en los próximos días.
“Si la Comisión no resuelve
a nuestro favor, quedaría abierto
el espacio para que el Sindicato
demuestre que ellos recogieron
el 33% de las firmas de la unidad
apropiada de una forma legal”,
expresó Feliciano al alegar que
muchas de las firmas que
solicitan una nueva elección
fueron recopiladas de manera
ilegal.
La polémica se inició el 25
de febrero de 2003, cuando el
Sindicato, una filial de la
Asociación de Maestros, radicó
una querella ante la Comisión
para competir por la
representación de los 43,000
maestros del sistema público

García Cabán dijo que el

“Columbia State University”
había incluido en la lista de
“experiencias” que podían
llevar a un grado académico,
incluso en el campo de las
ciencias, actividades como
paseos a caballo, jugar al golf,
hacer arreglos florales, servir
como miembro de un jurado y
la planificación de un viaje.
“Columbia State University” obtuvo ingresos por 18
millones de dólares en 18 meses.
Fue cerrada por fraude en 1998.
Collins hizo notar que los
“molinos de diplomas” no
deberían ser confundidos con
universidades y colegios
universitarios que “ofrecen
excelentes y completos
programas de educación a
distancia con servicios
invaluables, especialmente a
estudiantes que trabajan”.
Dijo que, para confundir, los
“molinos de diplomas” usan
nombres que se parecen a los de
instituciones conocidas, como
en el caso de “Columbia State
University” que puede
confundirse con Columbia
University, que tiene “excelente
reputación”.

Rivera channels Latino youth development at
the Friendly Center
Andreanna Rivera is the Youth Programs Manager for The Friendly Center in north
Toledo. The Friendly Center you ask?
While Adelante, Inc. serves primarily the south end of Toledo, The Friendly Center
serves the residents in north Toledo, being located at 1324 N. Superior. It was founded in
1923.
It offers a variety of programs including domestic violence prevention and assistance
(for both offenders and survivors), shelter, and counseling referrals. In all, 22 programs
are offered the Northenders.
According to Rivera, “I am extremely happy with my work. I have flexibility in my
programming and I find it very challenging. I have worked at The Friendly Center since
2001, having started as an intern while in college.”
Rivera was raised in the Findlay, Ohio area and is a graduate of Findlay High School
and the University of Findlay. Her degree is in social work and she earned her BA in
2001.
“We offer tutoring, field trips, recreation programs, and character-building programs.
Five per cent of our clients are Latino but we would like to increase those numbers and
two other of our staff are Latinos—Melissa Flores and Theresa Gonzalez,” said Rivera.
The Friendly Center has a Summer Enrichment Program with “Family Fun Events”
beginning June 14th. According to Rivera, “It is a type of summer camp for Northend
students in the seven-to-thirteen-years-of-age bracket. The cost is based upon family
income and scholarships are available. It offers reading, math, art, music, entertainment,
and other programs.”
On June 16th, for example, there will be a “Summer Birthday Bash” with special guest
Muddonna of the Toledo Mud Hens.
“We are looking for college students to help in this and other programs and there will
be some type of compensation in addition to the enriching experiences the college
students will receive. Anyone interested should call me at 419-243-1289, ext. 110,” said
Rivera.
Rivera’s parents hail from San Antonio but they moved to Findlay in 1978. She has
remained in the area since.
Shown in the above photo is Andreanna Rivera with her two nephews, Andrew and
Anthony Lanagan.

Latino soldier who refused further military

problem to U.S. military commanders who have not had any
combat experience.
“You get a typical infantry
officer who has spent 15 or 20
years in the military and is lacking in experience and in training. They are not to blame entirely. As long as they mean
well, I can forgive that.
Nobody’s perfect. But the lack
of military experience weighs
heavily on their careers. If they
are a colonel who has not had
any military experience in 20
years, they know they will never
make general.
“So we had field commanders doing things that were completely against the things we
learned as infantrymen. These
included letting us spend too
much time in one place, doing
things that were predictable, and
doing everything in our power
to expose ourselves so that the
enemy would come out and start
a firefight,” explained Mejia.
“The goal was for us to come
back with enough wounded and
maybe a couple dead that would
make us look good and maybe
even earn a couple of Purple
Hearts. Our field officer’s goal
was just to get medals. As a staff
sergeant, I knew enough not to
do the things we were told to do.
Even privates knew that much
on some of our missions. It all
began to make me wonder how
ing here?” Meija said.
“I remember my first combat experience with my squad
in Iraq. We were ambushed, but
we all made it out of the ambush alive and well. When we
returned to our base, our commander told us he wished we
had stayed and fought. I told
him it had been an ambush, and
the idea is to keep on moving
until you get out of the kill
zone. But he told us we had sent
the wrong message and that the
Iraqis would think we were
afraid,,,that was more important to him than the fact that we
had made it out of the friggin’
ambush alive,” said Mejia.
“This had been a well
planned ambush. They blew a
whistle and a bomb in the
middle of the road went off and
almost took out our lead
Humvee. It was 3 a.m. and they
were up on the rooftops shooting down at us. We didn’t know
if they had mortars, and we
didn’t stay around to find out.
“There was a total disregard for the dignity of life, not
just of Iraqis, but of our own
lives as U.S. soldiers. And that
weighed heavily on my life
and conscience. These people
(U.S. commanders) would have
us do just about anything to
get a medal. And it was bad
enough that the reasons we
were even there were all lies,”
said Mejia.
Were there any others who
first soldier from the Iraq war to
publicly refuse further military
service and to face these charges.
“If they did, they really
didn’t say it. But there was a lot
of unhappiness [among the
troops]. It wasn’t so much for
political or moral reasons.
People just wanted to go home.
Those who expressed views that
were somewhat critical are now
all back at home again. But I
know there are other dissenters
and they support me,” said
Mejia, who said he knows he
can not talk to his former comrades because “everything I say
will be used against me.”
Mejia recounted the story
of one soldier, now in Canada,
who filed his paperwork to be
granted CO status. “But the
Army said they lost his application and they sent him to Afghanistan and then turned
down his application. Eight
months later, they sent him back
to Iraq. They said they were
processing his request, but in
reality, they were just going
through the motions.”

El ministro iraquí de

«Estamos de acuerdo con

Agregó que Irak estaba

Concluyó reunión entre México y EEUU;
Comercio fue tema central
Por WILL WEISSERT
GUADALAJARA,
México (AP): El comercio
fue el tema central de una
reunión de dos días entre
senadores y legisladores de
México y Estados Unidos
que concluyó el sábado.
La delegación mexicana
mostró su gran malestar por
los subsidios agrícolas de
Estados Unidos, que según
ellos impiden que los
campesinos mexicanos
compitan en igualdad de
condiciones con sus colegas
del norte y señalaron que
violan el espíritu del Tratado
de Libre Comercio de
América del Norte (TLC).
Los
legisladores
estadounidenses, tanto del
Partido Republicano como
del Demócrata, dijeron que
Washington estaba dispuesto
a reducir y eliminar los
subsidios, pero únicamente
negociaría en la mesa de la
Organización Mundial del
Comercio, para lograr un
acuerdo que eliminara las
ayudas en escala global.
“Nosotros eliminaremos
todos nuestros subsidios
cuando el mundo elimine los
suyos”, dijo el representante
Charles Stenholm. «El
mundo tiene al año 300.000
millones de dólares en
subsidios. Nosotros tenemos
19.000 millones».
El jefe de la delegación
estadounidenses,
el
representante Jim Kolbe, dijo
que «nuestro objetivo es
eliminar
todos
los
subsidios», pero «no lo
haremos de forma unilateral».
La
delegación
estadounidense estuvo
compuesta de tres senadores
y ocho representantes.
El senador mexicano Jesús
Ortega dijo que tanto él como
otros líderes mexicanos
mostraron su preocupación
por las nuevas medidas
estadounidenses en su lucha
contra el bioterrorismo.
Ortega dijo que miles de
exportadores mexicanos
podrían verse abocados al
fracaso porque no pudieron
cumplir con los requisitos
más legales.
Dijo entender que Estados
Unidos tenga derecho a defender su territorio, pero estas
medidas no deberían ser
«enemigas
del
libre
comercio».
Otros temas que se
abordaron fueron el de la
inmigración y la seguridad
fronteriza.
Desde 1960, legisladores
de ambos países tienen este
tipo de reunión una vez al
año.
En una rueda de prensa
conjunta con Kolbe, el
legislador Francisco Barrio,
director de la delegación de
México, dijo que no siempre
las dos partes se entendían.
«En ciertas ocasiones la
delegación mexicana ha
expresado su desacuerdo con
los americanos y lo hicimos
de una forma respetuosa pero
franca», dijo Barrio.
La mayoría de los
participantes de ambos países
dijeron que apoyarían
esfuerzos legislativos para
reducir el peligro de la frontera,
por la que cruzan cientos de
miles de personas cada año, y
no siempre con fortuna.

WNBA plays
first game
outside
United States
MONTERREY,
Mexico (AP): Defending
WNBA champion Detroit
beat the San Antonio Silver Stars 75-57 Thursday
night in an exhibition
game, the first time teams
from the league played
outside the United States.
Allison Curtin scored 14
points for the Shock, who
went from worst to first in
winning the WNBA title
last season.
Detroit used a smothering defense to keep the Silver Stars off-balance all
night, building a 10-point
lead early.
Adrienne Goodson,
LaToya Thomas and Gwen
Jackson each had eight
points for San Antonio.
The Silver Stars, heading into their second season in San Antonio, were
plagued by poor outside
shooting.
LaTonya
Johnson hit the team’s only
3-pointer with 11 minutes
remaining and it cut the
Shock’s lead to 10 points.
Monterrey, like most of
northern México, is known
for its devotion to baseball.
Nevertheless, 13,000 fans
were in the 17,000-seat
Monterrey arena.
League officials hope
Thursday’s game will serve
as a springboard to attract a
new and enthusiastic fan
base to both men’s and
women’s NBA teams in this
city, 300 miles south of San
Antonio.
“There have been 16
NBA games played in
Mexico City and this arena
would be ideal to expand
our fan base to other major
Mexican cities,” said
Agustin Pineyrua, a spokesman for NBA Latin
America.
The WNBA’s eighth season tips off May 20.

To avoid more torture,
Saleh said he told his interrogators that he had ties to
al-Qaida. “I just wanted to
say that so they would execute me, kill me,” he said.
Apparently the interrogators realized he was lying
about terrorist links, because
they eventually released
him.

Full Time and Contingency
Community Support Personnel
The Zepf Center, located in Toledo, is a behavioral health facility providing a wide range of services
to adults with severe and persistent mental illness.
We are searching for Community Support Personnel
(CSPs) to work on a contingency and full-time basis.
Contingency CSPs will be called in as necessary to
temporarily cover the caseloads of staff who have
left the agency or, may be on a leave of absence.
Responsibilities for both positions will involve developing and coordinating the Individual Recovery Plan,
advocating for persons on their case load, providing
assessment, linkage and referral, crisis intervention, and assisting in the management of psychiatric
symptoms. The contingency position could be ideal
for a qualified person who has a very flexible schedule and is not looking for regular, full-time employment. The position requires bachelor’s degree in
social work or related field. LSW or higher state
license and experience with the SPMI population are
preferred. Those eligible to drive company vehicles
must have a valid driver’s license and be eligible for
coverage as defined by the agency commercial
insurance carrier.
