PHOTO BY RIC GONZALES Gov bats for holistic plan on agri-tourism in Nabuklod FLORIDABLANCA, Pampanga - Nabuklod, Pampanga’s fast-growing tourist attraction, has become the focus of Gov. Lilia Pineda’s agri-tourism efforts in the province. Dubbed “Paradise in the Sky,” it is perched on a hilly area at the edge of this town. The area’s cool temperature in most days of the year is like the weather in the tourist cities of Baguio and Tagaytay. Nabuklod Barangay Captain Roger Apang said Pineda is “sobrangmasaya (very happy)” when she is in their village. He added that she arrives as early as 5:00 a.m. and usually stays long there despite her tight schedule for that day. Gloria Macapagal-Arroyo would seek reelection next year in this province’s second district has fueled anew a search for her opponent. Architect Adonis Simpao, who was the official candidate of the Liberal Party (LP) against Arroyo in the 2010 congressional race in the district, said he would not run again, but stressed he would help search for a worthy opponent to Arroyo. Kapampangan journalist Randy David, who initially announced he would challenge Arroyo in the 2010 polls but backed out later, said in a text message to Punto that “I have no plan to run in Pampanga in the next PAGE 6 PLEASE to green or blue — are seen from Nabuklod. This, as the Clark Development Corp. (CDC), local investors and BPO experts bared yesterday this freeport will host the 4th International Outsourcing Summit from Oct. 7 to 9. Champion solon needed to push Clark as int’l gateway ANGELES CITY – Vice Gov. Joseller “Yeng” Guiao on Monday stressed the need for a “champion congressman” from Pampanga who will aggressively push for the full development of the Clark International Airport (CIA) as the country’s major gateway. “The international airport should be transferred from Manila to Clark,” said Guiao, who was interviewed at the opening of the Department of Foreign Affairs (DFA) office at the Ayala-owned Marquee Mall here. “Metro Manila is too crowded,” added the three-term vice governor who will run for con- gress as representative of Pampanga’s First District composed of Angeles and Mabalacat cities and Magalang town. Guiao said if he wins, he will immediately lay out his plan of action to convince President Aquino through the Department of Transportation and Communications (DOTC) to prioritize the development of the CIA and the construction of the high-speed train linking Clark to Metro Manila. He said Aquino “very much favors the development of the Clark airport but he is quite shy because he is from Tarlac.” The president’s hometown of Con- cepcion in Tarlac is some 15 minutes travel time from the CIA via the Subic-Clark-Tarlac Expressway (SCTEx). The CIA’s development as the next international gateway, added Guiao, will “tremendously” bring about economic progress not just in Pampanga, Tarlac and other provinces in Central Luzon but in the entire North Luzon. The some 4,500-hectare land area of Clark Freeport sits mostly on Mabalacat and Angeles. The Clark Aviation Complex, whose runway was designed to handle the US Space Shuttle and the largest planes, is about 2,400 hectares. MVP FACTOR “Then there is MVP,” said Guiao, referring to business tycoon Manuel V. Pangilinan who openly expressed interest to invest billions of pesos on Clark for its airport and the high-speed train that will run through the MVP PAGE 6 PLEASE Guiao “It will be a three-day activity to be attended by at least 100 industry executives, significant analysts and top government officials,” the CDC said. “This is the right time to declare Clark as the country’s top IT and BPO destination,” said Cybercity Teleservices president George Sorio during a meeting here of top executives of foreign and Filipino corporations PAGE 3 PLEASE PHOTO BY RIC GONZALES BY JOEY PAVIA CDC, Pisay ink lease pact for Clark campus CLARK FREEPORT – Officials of the Clark Development Corporation (CDC) and the Philippine Science High School (PSHS) have signed a Memorandum of Agreement (MOA) for the establishment of a PSHS Central Luzon campus here. The agreement was signed by CDC Chair and Officer-inCharge Eduardo Oban, Jr., CDC Executive Vice-President Philip Jose Panlilio, Department of Science and Technology (DOST) Secretary Mario Montejo, and PSHS System Executive Director Josette Biyo signed the MOA for the construction the school’s new permanent site along a 30,000-square meter area in Lily Hill Avenue here. The agreement fulfills the CDC’s guarantee to PSHS administration officials that education is among the topmost priorities of the state-owned corporation under the helm of Oban. Oban, during the signing rites, stressed before CDC and PSHS officials that the MOA for the Clark campus has transformed a dream “into a reality.” Aside from industrial, commercial, and tourism-related businesses here in Clark, Oban further said that the Freeport is also provides a conducive atmosphere for learning thus, a haven for educational institutions. According to Oban, PSHS’s permanent site here in Clark will boast of the following facilities: academic buildings, residence halls, canteen, gym, administration building, grand stand, and state-of-the-art laboratories. Montejo, meanwhile, expressed his gratitude to the CDC saying the DOST and PSHS administration will make sure that Central Luzon Campus scholars “will get the best science and technology education they deserve." –CDC-PRD CDC Chair and Officer-in-Charge Eduardo Oban, Jr. (left) and DOST Sec. PHOTO COURTESY OF CDC-PUBLIC RELATIONS DEPARTMENT Casiño seeks probe of power firm Protest leaders owe PAMES huge amount BY ARMAND M. GALANG PUNTO! CENTRAL LUZON • AUGUST 3 - 4, 2012 • FRIDAY - SATURDAY PANTABANGAN, Nueva Ecija Rep. Teddy Casiño pressed for a full dress investigation on the condition of the Pantabangan Municipal Electric System (PAMES) even as power has not been restored in the municipality as of press time. But Casiño, who chairs the House committee on energy said 2 he motored to the town to personally hear the sentiments of townsfolk regarding the issue that the local government is facing with the power producer First Gen. “Alam naman natin nagkaroon ng mukhang mismangement sa power distribution company,” he said. “Gayunpaman ang importante para sa atin ngayon, maibalik kaagad yung kuryente.,” He said the provincial government and the National Electrification Administration can come up with a measure to immediately reconnect the electricity for the benefit of the residents while an audit of PAMES transactions is being conducted. He also said that the PAMES franchise is already up for renewal and this could be the best time for a probe. He said he will make sure the franchise would not be renewed unless its finances are properly audited and accountable people are made to pay. “Managot ang dapat managot,” he said. Tension rose when Vice Mayor Romeo Borja, Jr., decided to face the crowd, which police estimated at about 120 people, and started enumerating the names of those people and entities who owed PAMES, including the leaders who spoke prior to his attendance. He said naming them gave him a heavy heart but had to do it to prove that it was his father’s fight for his constituents that resulted to the power cut-off. He first mentioned villages such as Malbang whose head, Danilo Padilla, also belonged to the picket speakers. Malbang, he said, had P1.4 million debt. Villarica, which host the power plant, owed P2.3 million. While doing it, however, someone from the crowd shouted “bulaan” apparently referring to the vice mayor. Among those he named who supposedly failed to settle bills with PAMES were the protest group La Solidad leader Bienvenido Reyes who allegedly has 10 months unpaid bills amounting to about P25,000; a resort owned by another protest leader Dr. Bernardo dela Merced with some P268,000 debts for 18 months; Padilla has 31 months, P41,000; former Mayor Ruben Huerta, five months, P11,000; Coun. Teodora Agustin, 47 months, P119,000, among others. The vice mayor admitted he himself has an outstanding bill for eight months. In reaction, Reyes said he will castigate his wife as soon as he went home for no -paying the bills. But Borja said they did not blame the people for failing to pay their bills and instead run after FGHPC with allegedly undervalued equipment declaration. “What we are saying is that it’s the billionaire company that should pay properly,” he said, adding that FGHPC enjoys a five-month tax moratorium that would amount to roughly P100 million. MAPILES CITY OF SAN FERNANDO --- Floods hit 11 out of 19 municipalities and two cities in the province putting 154 villages under flood water, a report obtained from the Provincial Disaster Risk Reduction and Management Council (PDRRMC) said. This came as Southwest monsoon enhanced by tropical storm “ Gener” brought rains and moderate to strong winds over Luzon for several days now. Typhoon Gener is expected to be at 810 kilometer Northwest of Basco, Batanes (tomorrow) this morning, outside the Philippine area of responsibility. One to 4 feet Flooding persist in the 11 towns of Pampanga for less than a week now as flood waters overflow from Pampanga River, Abacan River, Guagua River and Candaba swamp. The PDRRMC reported that an estimated 5,822 families equivalent to 31,287 individuals were affected by typhoon Gener. The PDRRMC advised residents living in the low lying areas and high tide affected areas adjacent to or along the said waterways and the municipal disaster risk reduction coordinating centers concerned to take precautionary measures against the river flooding. The PDRRMC identified the affected flooded municipalities as follows: Guagua (30 barangays), Lubao (26), Sasmuan (12), Bacolor (2), Apalit (4), Candaba (2), Macabebe (25), Masantol (26), Minalin (15), San Simon (8) and San Luis (4). In Candaba, classes for elementary school was suspended in barangay San Agustin, while 10 feet more is remaining in Pampanga River before it will overflow to barangays Mandasig, Pasig, Gulap, Lanang, Pansinao and Bambang. In Masantol, 79 affected families equivalent to 325 individuals are staying in evacuation sites in Bebe Anac Elementary School, Chapel, senior citizens building, Bebe Matua Chapel, barangay hall and day care center. In Lubao town, some 50 family-evacuees are still in Barangay Bancal Sinubli Chapel. In Bacolor, one family stays at the evacuation tent in Barangay Mesalipit, ON IRRIGATED RICE Some 590 farmers from the towns of Magalang, Candaba, San Luis and the City of San Fernando were affected with 1,014.50 hectares. Six hundred sixty-five (665) hectares of which were totally damaged while 349.50 were partially damaged. ON ROADS AND BRIDGES In Guagua, the road network in barangay Bancal is no longer passable to light vehicles. Motorized and paddled bancas are utilized as form of transportation in the said village. The interior road towards St. Michael College in Sto. Cristo village here is under 8 to 15 inches flood water and unelevated portion is not passable to light vehicles. Damage was seen along Sapang Maragul dike particularly the foot bridge at Lawas (Pritil) measuring about 30 meters in length due to strong current and flood overflow. In Lubao, roads were damaged in barangays Balantacan, Baruya and San Pablo 1. The farm to market roads eroded in Purok 1 of Dela Paz and San Jose Gumi particularly in Purok Mabuhay. FROM PAGE 1 based in this freeport. Business Processing Association of the Philippines (BPAP) executive director for industry affairs Raymond Lacdao, in his briefing during the meeting, quoted studies by IBM and Everest Group, citing the Philippines as currently the number one provider of voice services in the world. Lacdao, however, noted that the country’s nonvoice services sector is also growing rapidly, and is now number two worldwide. Lacdao said the country’s BPO industry, de- spite economic woes in Europe, is expected to grow by up to 20 percent over the next five years. “It is forecasted to produce 1.3 million direct jobs, 3.2 million indirect jobs and US$25 billion dollars in revenue,” he added. “Developments in technology, expanding de- mand for services, and shifts in public policy in countries that provide ITBPO services as well as those that contract these services are creating major challenges and opportunities for the global ITBPO industry. How is, and will, the industry respond,” he said. Lacdao said the summit “ will also help determine the country’s standing on the BPO Industry as new competitions arise.” He said this year’s Conex summit will focus on “amplifying the understanding of the new oars of growth as well as the challenges that comes along with it. They will identify the impact it has towards the industry and the country, and how the industry will adapt to the business models and strategies.” The CDC said the summit will feature keynote presentations by industry and domain experts; panel discussions with top industry executives from around the region and other respected and influential resource personas; gala dinners; business matching sessions; exclusive briefings; conferencing sessions; and, a supplier exhibit. Last year’s summit focused on providing a platform to assess progress towards development goals in the IT-BPO Road Map 2011-2016. Meanwhile, Metro Angeles Chamber of Commerce and Industry Inc. (MACCII) President Dr. Frankie Villanueva, concurrent president of the Metro Clark ICT Council (MCICTC), said the event is one of the council’s flagship projects geared to make the Clark Freeport as the country’s foremost IT-BPO destination. Villanueva said the convention and expo also aims to encourage IT/ BPO firms to locate in the provinces to decongest Metro Manila. “It is being held to ensure that the activities to be held during the event will cater to the various needs of the stakeholders from the industry,” he noted. Villanueva said some 4,000 jobs in the Clark Freeport’s Information Technology (IT) and Business Process Outsourcing (BPO) sector are open for employment. Over 50 percent of Clark’s workforce comes from a mix of industries from the IT, BPO, and semiconductor sectors, he added. Villanueva also said “the event will highlight Metro Clark’s global tourist appeal because of its convenient businessmeets-leisure environment, its rich culture, wide array of entertainment and recreational getaways, and world-famous Filipino hospitality.” –Ding Cervantes PUNTO! CENTRAL LUZON • AUGUST 3 - 4, 2012 • FRIDAY - SATURDAY Experts eye 20% BPO growth in next 5 years 3 Editorial Bring it on, Mr. President PUNTO! CENTRAL LUZON • AUGUST 3 - 4, 2012 • FRIDAY - SATURDAY NO HOLDING of punches against the media. “You can expect the President to be always frank about his statements. The President has always been forthright with what he thinks is proper; what he thinks should be; what is not proper.” So presidential spokesperson Edwin Lacierda told reporters. Read that: Aquino’s bashing of media no matter the occasion will be a matter of course, protocol and propriety, not to mention etiquette, be damned. As was the case at the 25th anniversary celebrations of ABS-CBN’s TV Patrol where Aquino minced no words in taking to task anchor and former Vice President Noli de Castro for negativism and “baseless” commentary in-between news reports. “We believe it was a proper moment to inform ABS-CBN TV Patrol on the actuations of their anchorman,” said Lacierda. “We believe the President was not in error when he made and decided to make that speech on the 25th anniversary of TV Patrol,” furthered Aquino’s mouthpiece. No fall-out in with media arising from the TV Patrol incident, Lacierda is sure of: “And will media, again, invite him? Of course, you want the head of the country to be invited to your occasion and there’s no reason why you should cower in fear from inviting the President.” Cower in fear? Before Aquino’s “whine and bash” routine? Lacierda must be joking. Media can very well take what they dish out. No quarters shall media ask for. No quarters shall media give. Bring it on, Mister President. 4 Best airport? Aww c’mon acaesar.blogspot.com Zona Libre Bong Z. Lacson BEST, WE just cannot be. So we make out the best even for just also-ran finishes. Hence, the Filipino nation going gaga over Shamcey Supsup’s 3rd runner-up finish in the 2011 Miss Universe pageant. Hence, finding major, major accomplishment in Venus Raj’s placing 4th runner-up in the 2010 edition of the same contest. Closer home, the 4th place ranking of City of San Fernando Mayor Oscar S. Rodriguez is more than enough reason to append to his name the honorific “world class.” Worst, we have the penchant to be. Topping the corruption and impunity indices in this part of the globe, year after year. Worst as worst can only be. Setting the record for the most number of journalists killed in a single incident, in all the world, in all of history. Worst even in aviation facility. The Ninoy Aquino International Airport voted the world’s worst airport for 2011 in a global poll conducted by The Guide to Sleeping in Airports, a site that reviews the quality and facilities of the world’s airports. Mired in the worst-to-be, 4th and 3rd finishes are indeed enough cause for revelry. It takes no surprise thus for the salutatory and congratulatory paroxysm that greeted the news of the Clark International Airport ranking 3rd in the “World’s Best Airport Freezone” list of fDi Magazine contained in its “Global Free Zones of the Future 2012/13” report. Published by the Financial Times Business Group of London, fDi Magazine is a bi-monthly news and foreign direct investment publication. Also cited in the same report was the Clark Freeport Zone as the 8th best freeport zone in the world, with Dubai Airport Free Zone being named the best. This is no denigration of the recognition given the CIA. Nor is it to demean the giver. It is just to put the citation in context. By its very nomenclature – best airport freezones – the recognition has little, if anything, to do with infrastructure and facilities or services. It has everything to do with location, location, location. And location is Clark’s best asset, its expanse, its accessibility, aye, its equidistance to and from major regional destinations, its being at the very pith of a freeport. By accident of geography therefore, the Clark International Airport is already “it” when it comes to airport freezones. So, what is there to celebrate in the recognition of what has always been there? If any, this is a cause for another barrage of tirades against the Clark International Airport Corp. for failing to tap the full potential of the Clark airport to be not only the nation’s premier international gateway, but among the Asia-Pacific region’s best. That potential all obvious in the aforecited accident of geography. No other airport in the region is as centrally located as Clark, spanning distances within 1.5 hours to 3.5 hours max, from Kota Kinabalu, Hong Kong and Macau, to Bangkok, Singapore and Kuala Lumpur. Indeed, what is there to celebrate in the recognition of what has always been a given fact? If any, the only consolation we can get out of this “World’s Best Airport Freezone” citation is the public acknowledgment coming from Malacanang that government is working to improve the airport’s facilities. “We welcome the assessment made by the London Financial Times Group. Certainly, we are in the process of improving our airport facilities... That has been the commitment made by Transportation and Communications Secretary Mar Roxas to the President and, therefore, the said agency will exert all its best efforts to improve the facilities of not only Clark but also the other airports.” So Presidential Spokesperson Edwin Lacierda said. On second thought, no consolation with Roxas mentioned there. So what is Roxas concretely showing at the Clark International Airport for that “commitment made to the President”? So sorry to sound grouchy, but with Roxas, there simply is no way for the Clark International Airport to ever become what it is destined to be – the Philippines’ premier international gateway. Why, for over a year now as chairman of the board of CIAC, has Roxas even attended just one board meeting? That just shows how (un)committed this loser is when it comes to anything Clark. As anything and everything good at the Clark International Airport happen despite Roxas, so anything and everything bad happen because of Roxas. Roxas is the albatross around the President’s neck. The earlier PNoy takes cognizance of this, the better for the people of Central and Northern Luzon. The later PNoy realizes this, the better for Jejomar Binay. You’re a dummy if you still ask why. Central Luzon is a proud member of The Philippine Press Institute ON THIS DAY in 1949, after a damaging three-year battle to win both players and fans, the rival Basketball Association of America (BAA) and National Basketball League (NBL) merge to form the National Basketball Association (NBA). The BAA incorporated in 1946, challenging the hegemony of the nine-year old NBL. The BAA established itself in bigger cities than the NBL, which existed only in small Midwestern cities like Fort Wayne, Sheboygan and Akron. While the NBL held its games in small gymnasiums, the upstart BAA played its games in large major-market arenas such as the Boston Garden and New York City’s Madison Square Garden. By the 1948-49 season, the BAA had begun to attract some of the country’s best players, and four NBL franchises--Fort Wayne, Indianapolis, Minneapolis and Rochester--moved to the BAA, bringing their star players with them. George Mikan, the biggest attraction in either league who by himself could virtually assure a team’s success, defected to the new league with the Minneapolis Lakers. On August 3, 1949, representatives from the two leagues met at the BAA offices in New York’s Empire State Building to finalize the merger. Maurice Podoloff, head of the BAA since its inception, was elected head of the new league. The new NBA was made up of 17 teams that represented both small towns and large cities across the country. Through the 1950s, though, the number of teams dwindled, along with fan support, and by the 195455 season, only eight teams remained. T h a t y e a r, t h e l e a g u e transformed the game with the creation of the 24-second clock, making play fasterpaced and more fun to watch. Today, the NBA has 30 franchises and attracts players— and millions of fans—from countries around the world. May mga nagsasabing kailangan ang “Renewal From Within (The Judiciary).” CENTRAL LUZON • AUGUST 3 - 4, 2012 • FRIDAY - SATURDAY TREE-PLANTING The first-term governor disclosed that she will invite business tycoon Manuel “MVP” Pangilinan of Apalit, Pampanga for a tree-planting program in Nabuklod, following Pangilinan’spledge to plant 66,000 trees all over the country by his MVP group of companies. He made this commitment during his recent 66th birthday celebration that Pineda attended in Apalit. Pineda also said they will urge Pangilinan to open an access point to Nabuklod from the SubicClark-Tarlac Expressway (SCTex), to cut present travel time in half. At present, the only way to Nabuklod from Porac is through the western portion of the huge property of Basa Air Force Base in Floridablanca. The SCTex is under the management of the Pangilinan-owned Manila North Tollways Corporation. 6 HOLISTIC Meanwhile, Fourth District Board Member Nestor Tolentino said Pineda and the provincial board led by Vice Gov. Joseller “Yeng” Guiao wants “holistic” development of Nabuklod. He added that the P10 million allotted for Nabuklod would be used to make it one of the top agri-tourism areas in Central Luzon. But more importantly, Tolentino stressed, the governor is prioritizing the social, economic and educational development of every indigenous individual living there. Pineda has plans to raise funds for the Aetas through an exhibit of paintings of young Aetas who, among others, underwent seminars on painting and on massage therapy conducted by the Public Employment Service Office (PESO). Roy Imperial, consultant-adviser of the governor, said Pineda has partnered with various government agencies, including the Departments of Education, Health and Agriculture and the National Housing Authority (NHA), for coordinated delivery of public services to Nabuklod. For one, a birthing station will be established there by the DOH under its regional director Dr. LeonitaGorgolon. On-going projects include the improvement of the road leading to Nabuklod from Basa and construction of a path with at least 240 steps down to the “virgin areas” in the Central portion of the adventure park. Also, an untouched fish-rich body of water will soon be shown to the public to re-awaken in people’s hearts love for the environment, revealed Imperial. As project coordinator of the Nabuklod Eco-Tourism Adventure Park, he reported 60 percent completion of the projects in the area that is the ancestral domain of the Floridablanca-based Aetas. A zipline and cable cars are now the major attractions at Nabuklodthat now has ready water supply due to the “aggressive but caring” drive of the governor. “The Aetas used to walk for many hours just to be able to get one pail of water in Nabuklod’s lower portion,” he said. The provincial government spent at least P1 million for the water tank and other related equipment to bringfor the first time potable water to Nabuklod. Imperial also said modern farming has been taught to the Aetas who have since used it to plant corn, rice and bananas. Construction of “safer and better” houses for more than 600 Aeta families is going on under the NHA. Pineda is also meeting with private companies for the aggressive production of in-demand fruits and crops, including strawberries used for ice cream products. Bikers and local and foreign tourists have begun to flock to Nabuklod for its magnificent view that comes for free but has much returns for the longmarginalized Aetas living there. ATTAP backs gov’s tourism efforts FLORIDABLANCA, Pampanga — “The governor of Pampanga has an ‘eye’ for potential development in tourism.” Thus said members of the Angeles City Library staff led by Agnes Gomez after their recent team-building in barangay Nabuklod here. Gomez, member of the Alliance of Travel and Tour Agencies of Pampanga (ATTAP) and owner of the D Travel Shop in Angeles, said Pineda has foreseen the development of Nabuklod way before others did. “The place will attract tourists from all walks of life regardless of their age. The governor really has taste and her eyes are wide open when it comes to beauty yet to be fully discovered,” said Gomez, whose group led by ATTAP president Gilda Padua has vowed to help the provincial government promote Nabuklod and other premiere destinations, including the old Roman Catho- lic churches in Pampanga built by Spanish priests way back in the16th and 17th centuries. Gomez and Padua are excited for Pampanga’s future in tourism as international and local flights at the Clark Airport now number at least 300 weekly. Pampanga Capitol officials, including General Services Office (GSO) chief Royce Pring, said the governor is “very passionate “in the over-all development of Nabuklod as a tourist destination and agricultural area. “If you want to make the governor happy, talk about Nabuklod or anything about Aetas,” said Provincial Administrator Andres “Jun” Pangilinan in his conversations with journalists. The provincial government is batting for a holistic approach in the development of Nabuklod, Pampanga’s newest tourist attraction and home of Floridablanca-based Aetas. –Joey Pavia Champion solon needed to push Clark... Other airlines offering most flights at the CIA are Philippines AirAsia and Cebu Pacific Air. The Gokongwei-owned Cebu Pacific made Clark its 4 th hub in the country in 2006, offering flights to Cebu. Two years later, it included Macau, Hong Kong, Singapore and Bangkok in Thailand as regional destinations. Last year, AirAsia made Clark its hub in the country. They now have daily flights to Palawan, Davao City and Kalibo in Aklan (Boracay) and daily international flights to Kuala Lumpur, Malaysia, Hong Kong and Macau. –Joey Pavia good governance and responsible citizenship in Pampanga, backed charges against Arroyo who recently posted a P1-million bail on charges of electrical sabotage before a court in Pasig City. “We are still looking for somebody who can challenge GMA. We are not short of qualified Kapampangans, although as of the moment, there is no one person we can yet name,” Simpao said. In the 2010 elections when she was still president while campaigning for the congressional post, Arroyo was accused of using the resources of her administration to woo voters in the second district. Political observers in her district noted that while she no longer has access to the same powers in 2010, Arroyo still has enough resources to win the support of her constituents in the 2013 polls. They noted that Arroyo is the biggest recipient of pork barrel in Congress, with a P2.2-billion lump sum pork barrel from the Department of Public Works and Highways budget, on top of her P70-million PDAF pork, the P50million extra infrastructure pork, another P28 million on top of that, and the P25million windfall from the Road User’s Tax. This was uncovered last year when Akbayan Rep. Walden Bello revealed that Arroyo had used her influence when she was president to make sure that her district would get a lot of projects funded by “multilateral lending agencies” from Japan and South Korea. Public Works Secretary Rogelio Singson later said that the huge funds secured by Arroyo were committed by foreign aid agencies like the Japan International Cooperation Agency and the Korea Development and Cooperation Fund, and that the government could violate these commitments. What a touching scene. The Gossipmiller Sarah Geronimo walang karapatang umibig? Do’n siya matututo at magiging mas matatag bilang tao. "Two years na kasi, two years ago na ’yun and I think I'm ready,” say ni Kim. Wala akong regrets sa nangyari before because I’ve learned a lot. Sobra,” she said. Cyber City president George Sorio said the project, in partnership with the Department of Interior and Local Government and the National ICT Confederation of the Philippines, is open to all provincial, city and municipal government units. “It’s a way of encouraging local governments to take full advantage of the benefits of the advances in information and communications technology to make transactions with them faster and more transparent, especially for the business sector so that the country would be able to attract more investors,” Sorio said in a press conference here. He explained that there would be no established parameters for the awards which would be based on the “ICT initiatives of local government units in two categories, namely, best in eGov customer empowerment or G2C and best in eGov business empowerment or G2B.” Sorio said the G2C award would recognize the “measurable effect of an LGU’s outstanding practices in applying ICT solutions in the education and engagement of the public in the use of electronic facilities or channels towards providing improved, timely and relevant delivery of public services.” On the other hand, the G2B award would measure the LGU’s “responsiveness to the needs of business enterprises, thereby creating business opportunities,” he also explained. Sorio, who is also an officer of the NICP, said the eGov Awards would also “commend, collate, and document the best practices of LGU’s in integrating ICT in their processes to serve as models for other LGU’s.” “This will improve the business ecosystem of LGU’s and motivate the private and business sectors to actively support the LGU’s advancement to become more ICT-enabled,” he added. Cyber City is reputed to be the leading business process outsourcing and call center firm in this freeport. He said that nominations could be done online via www.egov.com.ph, adding that there would be three winners in each of the two awards categories. PUNTO!
