NSO, JBIC conduct 2008 SIFE
The much anticipated part of the program was the
competition for the “battle cry” and interpretation of
Philippine folk dances by each department. In the end,
CRD bagged the first place for “battle cry” while HSD
won in the folk dance competition.
The NSO, in partnership with the Japan Bank
for International Cooperation (JBIC), conducted
the 2008 Survey on Impact of Floods on
Establishments (SIFE) in selected areas of the
NCR. This is in line with the joint researchproject on Climate Impact and Adaptation in
Asian Coastal Cities being undertaken by JBIC,
World Bank, and Asian Development Bank.
Administrator Ericta delivered her anniversary message
prior to the announcement of the results of the
competition. In her message, she emphasized the need
for teamwork within the organization as it serves as fuel
which allows common people to attain uncommon results.
The survey focused on the impact of typhoons
on the operation of business establishments
from 2003 to 2007. It aimed to provide data on
flood risks caused by climate change and its
impact on socio-economic vulnerability in
selected cities in NCR.
She also mentioned the accomplishments of the office
through conduct of different surveys and prompt delivery
of civil registry services. In the first semester of 2008
alone, she announced that the NSO was able to serve
five million requests for civil registry documents. She
then thanked all the employees for lending a helping
hand to those who were struck by calamities. (See page
7 for the full transcript of Administrator Ericta’s message.)
The survey was conducted from July 1 to 18 in
selected barangays of NCR Districts III and IV
which where heavily affected by the typhoon
“Milenyo” which hit the country in 2006, causing
massive flooding and brownouts.
Similar
surveys were likewise conducted in other
countries like Bangladesh, Brazil, India,
Pakistan, and China.
Awarding of winners in the game competitions held in
August followed afterwards. Garnering a total of 17 points,
CRD ranked 1st among the departments. General
Administration Department (GAD) settled for 2nd place
after beating the Industry and Trade Statistics
Department (ITSD) in head to head match in all events.
GAD and ITSD earned 16 points each.
Ms. Ruby Gonzales of Information Resources
Department (IRD) and Mr. Jun Anthony David (GAD)
served as emcees of the event. Ms. Elizabeth Pajigal
(ITSD) and Mr. Ronel Pacanan (HSD), winner of NSO’s
Videoke King contest, each rendered a song. DA
Collado gave the closing remarks.
Words to Live by
Love is patient and kind; love does not envy or boast;
it is not arrogant or rude.
It does not insist on its own way;
it is not irritable or resentful;

It does not rejoice at wrongdoing,
but rejoices with the truth.
The second day was dedicated to the discussion on
the conduct of the 2008 National Demographic and
Health Survey by HSD OIC-Director Abejo. Other
matters raised by the directors were discussed
afterwards with Administrator Ericta presiding. Dr.
Pizarro then presented updates on the proposed
approved NSO uniform. The second day ended with
OIC-RD Annabelle Langbayan of Region II leading the
closing prayer.
Love bears all things, believes all things,

Top 15 provinces in the 2007 Field
Awards attend training at CO
4NWCR pushes for improved governance
in civil registration
Thirty employees representing the top 15
provinces in the 2007 Field Awards attended the
Training on Report Writing and Office
Administration held at the NSO Training Room
last September 15-26.
Aimed at sustaining improved governance in civil
registration, the 4th National Workshop on Civil
Registration (4NWCR) was held last August 25-27
at Davao Convention and Trade Center in Davao
City. The affair organized by the NSO and attended
by a total of 2,000 participants carried the theme
“Tamang Rehistro, Daan sa Kinabukasan Mo.”
It was the third time that the training was
conducted by the Human Resource Management
Division, in coordination with other departments
or units in the Central Office (CO). An added
incentive to the top performing provinces, the
capability building course not only enhanced the
knowledge and skills of the participants, but also
provided them the opportunity to visit the different
units of NSO-CO and understand their operations.
Likewise, the training served as a venue for
establishing
network
and
sharing
work
experiences.
Opening ceremonies
The 4NWCR opened with a dance number by the
University of Mindanao (UM) Artist Ensemble. This
was followed by the singing of the National Anthem
and the Doxology by the UM Chorale.
In his opening remarks Regional Director Jaime
Paller of the host region called on the participants
to ensure improvement in the civil registration
system by devising ways that will address the
needs of the people.
The course had 10 modules and consisted of
lecture-discussions, exercises and workshops,
hands-on training, observation tours, and field
trips. Topics included basic computer operations,
review of English fundamentals, business
communications and statistical report writing,
data analysis, and gender statistics. There were
also sessions devoted to administrative matters
and field awards.
Afterwards, a welcome message by Mayor Rodrigo
Duterte of Davao City was read by City Councilor
Leonardo Avila III. In his message, Mayor Duterte
boasted not only of the city’s abundant biodiversity
but its advocacy in attaining a hundred percent birth
registration by providing free birth registration.
In a separate message, NSO Administrator and
Civil Registrar General Carmelita N. Ericta
described the advocacy on civil registration as a
two-fold vital service: that of initiating the act of
registering, and causing the accuracy of the items
to be entered in the registration.
On the second week of the training, the Batch 3
participants visited the Census Serbilis Outlets
located at East Avenue, Quezon City, in Makati
City Hall, and in Pasay City to observe the
different stages or procedures involved in the
processing of civil registry documents and the
actual operations of the NSO frontline service
counters.
Deputy Administrator Paula Monina Collado then
introduced Metropolitan Manila Development
Authority (MMDA) Chairman Bayani Fernando as
the keynote speaker. Chairman Fernando
challenged the participants to push for two
important programs: the aggressive utilization of
advanced technology in civil registration and the full
implementation of Executive Order 420 or the
Unified Multipurpose Identification (UMID) System.
Prior to their visit to the Serbilis Outlets in Metro
Manila, the group had a one-day lakbay-aral in
Baguio City during the weekend. CAR Regional
Director Olivia Gulla, together with GAD OICDirector Fiel Pizarro toured the group to NSOCAR office and to some of the tourist attractions
in the summer capital of the Philippines.

NSO conducts 2008 Competency Building
for CRS personnel
In response to the recent devastation brought
about by typhoon “Frank”, the NSO Central Office
created a team that will focus on the evaluation of
damages of the NSO field offices in the five
provinces of Western Visayas.
The 2008 Competency Building Program for Civil
Registry System (CRS) Personnel, conducted at
different CRS outlets on various dates, was made
possible through the effort of NSO and its partner,
UNISYS-Philippines (CRS-Information Technology
Project ). Specifically, the training program aimed to:
observe outlet operations and perform audit; train outlet
personnel and ensure their efficient understanding of
CRS business processes/policies and correct usage of
the CRS system; and provide an immediate feedback
mechanism of the outlet personnel.
The team, which was composed of Dir. Estela de
Guzman, Dr. Fiel Pizarro, Ms. Vilma Malumay, and
Mr. Edgar Fajutagana, proceeded to Iloilo on July 9
to assess the situation. They were met by Region
VI Dir. Norman Julag-ay to discuss the extent of
the damages.
According to Dir. Julag-ay, all survey operations of Aklan
were deferred and scheduled to resume as soon as they
find a new building to occupy. He added that the Civil
Registry Forms from November 2007 to May 2008 were
also damaged. He advised the staff to salvage the files
that can be sun-dried for reference and transcription.
There were five rounds of training conducted in various
outlets. The first round was conducted on September 1214 at the following outlets: Davao City, Bacolod City,
Cebu City (BreQs), Tandag City, General Santos City,
Iloilo City, Dumaguete City, and Butuan City. The
second round was conducted on September 19-21 at
the following outlets: Dipolog City, Cagayan de Oro City,
Tacloban City, Catbalogan City, Zamboanga City,

(Pampanga), Tuguegarao City, San Fernando City (La
Union), Vigan City, and Baguio City. The fourth and fifth
rounds training were slated on October 3-5 and October
25-26, respectively.
Mr. Edgar Fajutagana, discussed matters relating to
CRS equipment and office computers. He informed the
field staffs that UNISYS-Philippines promised to replace
the damaged equipment. He likewise suggested having
a BREQS program installed at the outlet while the CRS
is not yet operational. He then advised the provincial
office (PO) staff to retrieve the hard discs from the
damaged computers for possible recovery of saved files.
During the same meeting, Dir. de Guzman informed the
field staffs that the cash donations collected from CO
personnel were converted to goods because it was
reported that the prices of basic food items in Aklan had
increased. The boxes of goods arrived on July 11. Loan
checks from the Census Provident Fund, Inc. (CPFI)
were released to employees together with the calamity
benefit worth P2,000 for the members of CPFI.
Topics discussed during the training were: Duties and
Responsibilities of CRS Personnel; CRS Security;
Screening Procedures; Payment and Collection;
Issuance and Authentication Procedures and Query
Guides; Special Request Unit-Vibal Functions;
Reverification (RV) Manual Process; Releasing of
Certificates; Consumable Management; RV Tracking

As I wake up each day, I feel a certain kind of shiver.
The big world is suddenly warped and connected. The
fall in the Wall Street causes ripples in Europe and Asia.
In the Philippines, there are the never-ending stories of
graft and corruption in the government, the hike in prices
of prime commodities, fuel, transportation, and in the
general cost of living.
I don’t know, but if you are a public servant just as I am,
earning hardly to make both ends meet, can’t help but
feel frustrated, not necessarily for myself, but for my
firstborn who looks so fragile and innocent in the cradle.
I feel the burden and I ask myself if ever I could provide
my boy a future, a lot better than what I used to have.

My troubled mind finds relief in prayer, as I find God’s
answer – He helps those who help themselves. I am
only as good as what I can provide. I have a role to play
in this cosmic universe and I must play it well. There
are things and events which I don’t have control of, so I
leave it at that. I won’t allow myself to be anxious of the
future, for the future may never come.
What is
important is the present, because the present is a gift,
that’s why it is called a present. Staying focused and
being in the moment is a rule that alleviates worries.
And most importantly, you and I must be very careful of
what we ask for. Most of us spend so much time
wishing things were different – better jobs, more of this
and less of that. We fail to realize that the effort(s) are
hardly worth the tradeoffs. It is not wrong to wish for
better opportunities but more often than not, life is pretty
darn good exactly the way it is. Now, I feel a lot better,
for my firstborn and the next…

Ibayong Serbisyo sa Sisenta’y Otso
Anniversary Message of Administrator Carmelita N. Ericta
Ipinagdiriwang natin ngayon ang
ika-animnapu’t walong (68th) taon ng
pagkakatatag ng ating National
Statistics Office. Taos-puso ko
kayong binabati ng Happy 68th
Anniversary, mga kapuso at
kapamilya!
4th National Workshop on Civil Registration kung saan
pagtatalang sibil.
Annual Poverty Indicators Survey; Labor Force Survey;
Survey on Overseas Filipinos; National Demographic and
Health Survey; Functional Literacy, Education, and Mass
Media Survey; Monthly Integrated Survey of Selected
Industries; Producer’s Price Survey; Quarterly Survey of
Philippine Business and Industry; at Commodity Outlet Survey.
Population and Housing.
Napakarami ng mga gawain natin. Parang mahirap at
building permits, at iba pang estadistikang may
death certificates, at CENOMAR.
panahon noong nakaraang taon.
Sa ganitong pagkakataon, higit na kailangan ng
teamwork.
“Teamwork is the
fuel that allows common people to attain uncommon
results.”
(Continued on page 8)

kalamidad. Mananatili sa ala-ala natin sina: Dario
Ganapin, Patricio Valdemorro, Evelyn Malapitan,

At higit sa lahat, sa Panginoon. Sa lahat ng biyaya na
ating natatanggap at patuloy na matatanggap. Salamat
lagi tayong handang magkaisa upang tumulong at
ginagawa natin.

discussions on various issues and concerns in
civil registration through paper and audio-visual
presentations.
CRD Director Lourdes Hufana shared some
updates on civil registration while Deputy
Administrator Collado talked about the
importance and uses of civil registry documents.
Former NSO Administrator and Civil Registrar
General Tomas Africa was likewise invited to
share his views on leadership.
“Our ultimate goal remains to be the preservation
of the integrity of registered documents, ensuring
accuracy and authenticity of all information
contained in the document,” she concluded.
The 4NWCR also paved the way for discussion
of the concerns of the different stakeholders.
Representatives from the Philippine Medical
Records Association, Philippine Midwives
Association, and Shari’a Courts tackled the
problems that they usually encounter in
registration of vital events and offered some
recommendations to address them.
Meanwhile, Davao City Vice Mayor Sara Duterte
congratulated the participants for a successful
national workshop. “Your concerted efforts will
strengthen the civil registration system,” she said
as she addressed the 4NWCR participants.
Best practices of select local government units
were likewise presented. Among the presenters
were Las Piñas City, Tublay in Benguet,
Talacogon in Agusan del Sur, and Malaybalay in
Bukidnon.

Random Thoughts
And those who make pass at women, they
don’t have mothers doting and loving as ever, (just
like me).
The train is such a blessing, but please…
Everyday I take the train coming to work. I join the
early birds in Santolan reaching Pureza in twentyfive minutes. The ride is so cool and hip – no
pollution and traffic. From the window I enjoy the
sight with the rise of the morning sun enveloping
the eastern skies. And the privilege of saying my
daily rosary and novena prayers is something I
treasure most – communing with my Creator – the
jumpstart of every new day.
……Now approaching…. Pureza station…….
Ang Aking Pinakamasayang Sandali sa NSO
Ako ay nasa NSO
Ano nga ba’t ako’y nandito
Sabi nila maganda ang suweldo
Ngunit ito ba ang totoo?
I arrive in the office fresh, as I leave home right
after a morning shower. For the past two years,
since the inception of the LRT, I have never
incurred any tardiness and am now beginning to
earn leave credits.
The train is such a blessing that I can not see yet
a better replacement for it as the most effective
mode of transport nowadays, not even a
comfortable ride in a Pajero but amidst traffic.
But did I speak too soon? Lately, while riding, I
have been embarrassed, a lot of times, by couples
smooching in public. There are also males (many
of them), seated and dozing comfortably, with both
legs wide apart. Poor ladies seated on their sides,
might as well give way to their legs than be
sexually taken-advantage of. (I hope this is not a
new culture introduced by the machos of
Philippine society --- converting the train as an
extension of their bedrooms.) How many of us
ladies have been elbowed out of seats by men
shoving themselves in? It’s a given that Sir
Galahad has been dead long enough, that it
becomes impossible for him to resurrect at this
time, so much so that women would prefer to
stand during the trip. If at all there would be
offer(s) for a seat, thank God for a rare find.
Dito sa NSO, ako’y maraming natutunan
Nandiyan ang pagpapahalaga sa
pakikipagkaibigan
At ang pagsilbi nang maayos sa publikong
nangangailangan
Dahil dito, ang aking isip ay naliwanagan.
Pera at katanyagan
Balewala lamang ang mga iyan
At ang mahalaga ay aking mapagsilbihan
Ang NSO at ang ating lipunan.
Maaring may magsasabing, “lumang estilo na iyan”
Nguni’t sa aking puso’t isipan
Ito ay taos puso kong nararamdaman
Na ang aking pinakamasayang sandali sa NSO,
ay minsan kong naging tahanan
On second thought, my son and my tripmate in the
train might be right after all. He said those men
dozing in the train might be insomniacs, or they
work at night. Those who smell not so good in the
early morning must be going home yet for their
daily bath. Young couples according to him might
be overdosed seeing TV ads of movies showing
screen partners lipservicing each other.
