The economic forecast was made during a recent briefing at the Subic International Hotel where the country’s top economic officials held back-to-back presentations on the government’s strategies to override the effects of the financial crisis. Finance Sec. Margarito Teves said the government’s fiscal reform has generated revenues that are now being invested into two economic sectors — public infrastructure and social services — to pump-prime the national economy. But he specifically cited the Subic-Clark growth corridor as “steps ahead” compared to neighboring areas because of major infrastructure projects already in place in the area. These include the modern seaport in Subic that has given rise to a 600,000-TEU (twenty-foot equivalent unit) container terminal, the Diosdado Macapagal International Airport (DMIA) in Clark, and the Subic-Clark-Tarlac Expressway (SCTEx) that now links the two free ports. “With this advantage, Central Luzon, which made the third largest contribution to the country’s gross regional domestic product (GRDP) at 8.3 percent in 2007, “can focus on other economic arenas like attracting investments and streamlining the process of doing business in the region,” Teves said. CENTRAL LUZON • MARCH 26, 2009 • THURSDAY CITY OF SAN FERNANDO – Officials of the Department of Environment and Natural Resources (DENR) here closed down a Chinese-owned black sand mining firm in Zambales for operating within 70 meters from the shores of Candelaria town in violation of environmental laws. Lawyer Danilo Uykieng, director of the regional Mines and Geosciences Bureau (MGB) of the DENR in Central Luzon, slapped New Gian Hwa Company (NGHC) a cease and desist order and directed the mining company to immediately dismantle and pull-out all its equipment from the coastal village of Binabalian in Candelaria town. A DENR fact-finding team deployed in the area found the NGHC installing a magnetite sand separator just within 70 meters from the shoreline and has already excavated an area 15 meters wide and two meters deep for the basement foun- He also said NGHC also violated Section 1 of DENR Administrative Order No. 2007-15 which closes to mining operations onshore areas within 200 meters from the mean low tide level along the coasts. Antonio Principe, executive director of the regional DENR office appealed to local executives of Candelaria town and to the provincial government of Zambales to help DENR monitor the province’s 173kilometer coastline to prevent illegal small scale mining and processing operations. He also urged the 12 coastal towns and 76 coastal villages of Zambales to be more vigilant and to report immediately any suspected illegal mining operation in their area to the nearest DENR office and local government unit. “Prevention and early detection are effective deterrent to environmental crimes,” Principe said, adding that public cooperation and vigilance is critical to the success of environmental law enforce- 3 A matter of priorities PUNTO! Perhaps the fears of the barangay chairmen are misplaced. The approval of loans is after all factored on the borrower’s capacity to pay. If Angeles City is so burdened by previous loans, no financing institution, in its right mind, will extend more loans to it. So there, be not afraid, Honorable Sirs. “The city is suffering from various socioeconomic problems that need to be addressed comprehensively such as the lack of medicines and full-time doctors at the Ospital Ning Angeles (ONA), the need for more school buildings, public cemetery, low-cost housing for the homeless and so many others.” Now, that is a sound argument raised by the resolution. To many Angeleños, their city hospital has reverted to its pre-Pinatubo status of being a “Mona Lisa” hospital. That is in reference to the passage in that song, “they just lie there, and they die there.” The “many dreams” of the ditty substituted to “many patients” at ONA. School buildings? Perennial needs of an evergrowing school population. Public cemetery? Yes, not even the ashes of the city dead can find accommodation at the old, old, small and overcrowded “patirik-tirik.” Housing? A loan of P680 million for a sports complex that would “help save the youth from the illegal drugs trade.” As against the felt needs expressed in the village chairmen’s resolution. Lacson Panlilio will run Game na! “MAGBUGO KU mu, ngeni aku nang kakasal da (I am just being the go-between (in the selection of the candidates) but now I am being chosen as the groom (the candidate)).” So said Gov. Eddie T. Panlilio in the newspaper that has long been prime pimping him to national prominence. In yesterday’s Punto! Panlilio reiterated his “preference” to play the role of convenor. This, he buttressed with the disclosure of his being part of a group of civic and religious leaders initiating primaries to select the “reform candidates” for national positions in the 2010 polls. “We’re not starting with personalities,” Panlilio said of the proposed primaries. So, what’s all the buzz about him eyeing the presidency – as bannered in his favorite paper – if not about his personality? Yeah, right. So, of the hostile reactions to his possible presidential run, Panlilio had this to say: “It’s a repeat of the 2007 elections on a larger scale this time.” Yeah, right again. Panlilio could well be saying this with the socalled primaries for the “reform candidates” in mind. THE HEAT of the summer somehow aggravated the hot news spewing over the national papers and the radio. Mancao and Dumlao pinned Bigote and Lacson for the Dacer-Corvito murders; 3 Red Cross volunteers still held captive by the Abu Sayaff; Nicole enjoys life in the USA after retracting her testimony in court; Noli being implicated as protector of the Legacy Group; Ombudsman under impeachment; World Bank wondering why Ombudsman cannot commence investigation on Bid Collusion; Katrina Halili being the victim of Belo and lover’s propaganda; Teodoro for President; and lately, Panlilio and Padaca to run in 2010 as President and VicePresident, respectively. Of interest in this region is that Governor Panlilio may run for President in 2010, together with Grace Padaca of Isabela as VicePresident. The movement is being spearheaded by their previously organized Kaya Natin! Movement, composing of elected officials known as graft free and truthful public servants and backed up by moral, intellectual and civil organizations who aim for genuine reform in government service. A repeat of 2007. When Panlilio was one of the convenors of a group of civil society and religious leaders self-tasked to select the “moral alternative” in an election being contested by the so-called twin scourges of Pampanga – jueteng and the quarry plunderers. Yeah, right. A visioning of Pampanga freed of evil provided the base from which sprang all considerations of possible candidates with the moral backbone, integrity, and record of accomplishments. The names that came up the convenors’ list: UP Professor Randy David, former Public Works Secretary and Manila North Tollways Corp. President Ping de Jesus, and Pampanga Chamber of Commerce and Industry President Rene Romero, being the most prominent. So what happened? Panlilio, the convenor, became the candidate. Panlilio, the bugo (go-between), turned out to be the groom. A repeat of 2007. Yeah, right. Only Panlilio will meet the man-profile of the “reform candidate” for president. The odds are heavily tilted to his favor. What with the country’s most influential newspaper as his prime pimp. “Lunto ya mu rin (The candidate will surface in time).” Again, Panlilio was quoted as saying. Linto ne. (He has already surfaced.) Panlilio himself said over Radio Veritas: “If people will say that I can do it, if they will say I can make it, yes (I will run.)” So there. 2007 déjà vu. Panlilio will run for president. That is pre-destined, er, pre-determined. So Section 3 of Canon 285 of the Code of Canon law (1983) commands: “Clerics are forbidden to assume public offices which entail a participation in the exercise of civil power.” So Lingayen-Dagupan Archbishop Oscar Cruz carped: “How therefore could a priest be a politician at the same time after no less than two separate, official, and categorical Church prohibitions to be such?” So the Canon Law doctor and former president of the Catholic Bishops Conference of the Philippines carped more: “There is no such thing in the Church as a ‘priest on leave’… The insinuation of such a phrase is that the priest can be anybody or anything as long as he pleases, until such time when he finds it convenient, helpful or secure to minister as a priest again.” And therefore, Cruz said, Panlilio should first secure a dispensation from all his clerical obligations “definitively and permanently.” “Then he is free to be and to do whatever he pleases. But to be a hyphenated priest-politician is a big anomaly in the Church and a dilemma, if not a scandal, for many lay people.” Capped the prelate in the media. So what? Canon Law failed to inhibit Panlilio from pursuing the governorship in 2007. Canon Law will fail not dissuade Panlilio from pursuing his higher political ambitions. So sanction him now? Panlilio himself said over TV Patrol he would protest and contest any move by the Church to defrock him should he persisted in his political persona. Yeah, right. For who would vote for Panlilio devoid of the honorific Among? TODAY IN HISTORY Heaven's Gate cult members found dead ON THIS DAY in 1997, following an anonymous tip, police enter a mansion in Rancho Santa Fe, an exclusive suburb of San Diego, California, and discover 39 victims of a mass suicide. The deceased--21 women and 18 men of varying ages-were all found lying peaceably in matching dark clothes and Nike sneakers and had no noticeable signs of blood or trauma. It was later revealed that the men and women were members of the "Heaven's Gate" religious cult, whose leaders preached that suicide would allow them to leave their bodily "containers" and enter an alien spacecraft hidden behind the Hale-Bopp comet. The cult was led by Marshall Applewhite, a music professor who, after surviving a near-death experience in 1972, was recruited into the cult by one of his nurses, Bonnie Lu Nettles. In 1975, Applewhite and Nettles persuaded a group of 20 people from Oregon to abandon their families and possessions and move to eastern Colorado, where they promised that an extraterrestrial spacecraft would take them to the "kingdom of heaven." Nettles, who called herself "Ti," and Applewhite, who took the name of "Do," explained that human bodies were merely containers that could be abandoned in favor of a higher physical existence. As the spacecraft never arrived, membership in Heaven's Gate diminished, and in 1985 Bonnie Lu Nettles, Applewhite's "sexless partner," died. During the early 1990s, the cult resurfaced as Applewhite began recruiting new members. Soon after the 1995 discovery of the comet Hale-Bopp, the Heaven's Gate members became convinced that an alien spacecraft was on its way to earth, hidden from human detection behind the comet. In October 1996, Applewhite rented a large home in Rancho Santa Fe, explaining to the owner that his group was made up of Christian-based angels. He lamented that in nursing, only few schools in Central Luzon have been consistently doing well in board examinations. Francisco said that among schools which graduate more than 100 nursing students annually in Central Luzon, the top performing include the Angeles University Foundation in Angeles City whose passing rate in the last nursing board examinations was 90 percent; the Nueva Ecija University of Science and Technology in Nueva Ecija with a 58 percent passing rate; and the Araullo University in Cabanatuan City with a 41 percent passing rate. He said that among smaller schools with less than 100 nursing graduates, the top performers include the Jose Feliciano College in Mabalacat, Pampanga which, at least in the last board examinations, had a passing rate of 53 percent and Nazareno College in Baliuag, Bulacan with 49 percent. This, even as Francisco also revealed that only some five out of 165 private tertiary level schools in Central Luzon are slated to increase their tuition fees in the next school year. Francisco noted that the Bataan Heroes Memorial Colleges in Bataan province was among those which initially sought tuition fee hike, but it reversed plans and decided to even lower its tuition by 10 percent amid decrease in its enrollment. Central Luzon has 11 state colleges and universities, 165 private tertiary level schools, and eight local government colleges. Meanwhile, public schools in Central Luzon are expected to graduate 191,542 Grade 6 pupils and 130,540 high school students as the present school year ends. A report prepared by Feliciano Lambus, officerin-charge of the regional planning unit of the Department of Education (DepEd) here, indicated that at the elementary level, 98,202 boys outnumber the 93,340 girls graduating this year. At the high school level, more girls than boys are graduating. The report said 66,988 fourth-year high school girls outnumber only 63,988 boys. Bulacan topped the list in the number of elementary pupils graduating from elementary with a total of 38,391 expected to graduate this school year, as well as in the number of high school graduates estimated at 26,139. Pampanga came next with an expected 33,533 elementary and 22,118 high school graduates, followed by Nueva Ecija with 14,246 elementary and 21,139 high school graduates. Lowest in graduating figures was Aurora with only 4,443 elementary and 3,014 high school graduates. Among Central Luzon’s 10 cities, Tarlac City had the most number of expected elementary graduates 6,397, but San Jose del Monte City in Bulacan is expected to graduate the most high school students, placed at 5,504. Carmelo Lazatin revealed plans of pro-administration lawmakers to finish a proposal for a new Charter that will pave the way for the establishment of a parliamentary form of government. Manuel Villar said that only 20 votes are needed at the Lower House to convene a constituent assembly (Con-ass) to amend the 1987 Constitution through a resolution. Earlier, Camarines Sur Rep. Lazatin also said he believed the President is interested in running for congresswoman in Pampanga’s second district in the 2010 elections so that she could be absorbed as member of the parliament should the new Charter be approved by the people in a plebiscite. Sison, in a phone interview yesterday, said a consultation for the sports facility had been held in Baguio City last September. He added that village chiefs, non-governmental organizations and officials had attended the meeting organized by the city planning office. Sison said the mayor had tackled the project with the Development Council of Angeles City while the members of the city council had been properly informed. He added that the city government had consulted the Department of Budget and Management (DBM) in connection with the loan for the project. “The DBM approved it based on our borrowing capacity. Everything was done above board,” said Sison, reacting to statements of Councilor Willie Rivera that the multi-million loan for the project would deplete the finances of the city. He disclosed that the facility will have a 4000-seat gym, multipurpose hall, 2000-seating capacity grandstand, oval, Olympic swimming pool, two basketball courts, two volleyball courts and two sepak takraw courts and parking spaces, among others. Sison said they had to use the six-hectare lot donated by the Jao family in Pandan in one year’s time otherwise it will be forfeited. Last Friday, Barangay Captain Rodelio “Tony” Mamac sponsored a resolution asking for the junking of the project. It was signed by at least 21 village chiefs.
