Some 40 out of 50 schools
offering nursing courses in
Central Luzon are under fire from
the Commission on Higher

examinations.
CHED regional director
Dr. Felizardo Francisco cited statistics from the Professional Regulations
Commission (PRC) showing this.
He said the poor performing schools are not
being monitored by CHED
and will be the subject of
a series of three evaluations before being confronted with the possibility of
abolishing their nursing

CITY OF SAN FERNANDO – President Gloria
Macapagal-Arroyo’s election lawyer Romulo
Macalintal debunked yesterday fears that the President’s term could be extended through Charter
change amid lack of both
time and budget for any
plebiscite.
“Just like the case of
recall elections, the Commission on Elections
(Comelec) does not have
the budget and time for (the
processes needed) for
Charter change,” Macalintal said in a text message
to Punto.
At the height of the signature drive for a recall
petition against Pampanga Gov. Eddie Panlilio,
Macalintal also said the
petition would not prosper
amid lack of both time and
funds in the Comelec. Later, Comelec chairman

DENR padlocks Chinese mining firm

dation of the separator machine.
The team also disclosed that the
NGHC is about one kilometer south of
Prime Peak Company whose magnetite
sand mining and processing operations
in the coastal village of Dampay were
also stopped late last year by the DENR
for the same violations.
“What we found out was that the
magnetite separator being installed on
the shores of Binabalian is the same
equipment we dismantled in Dampay,
proof that NGHC and Prime Peak are one
and the same company,” Uykieng revealed, saying the company is “playing
tricks” on the DENR.
He said the firm violated the provisions of Batas Pambansa Bilang 265
which prohibits the extraction of gravel
and sand, and such other activities as
would erode and diminish the natural
beauty of beaches.
ment which tops the agenda of Environment Secretary Jose “Lito” Atienza.
Last week, nine Chinese nationals
were also nabbed by local police in Aurora province for illegally hauling black
sand while aboard the ship MV Zheng
Zhou Hou in barangay Estevez along the
coast of Casiguran.
Under Republic Act 7942, or the Philippine Mining Act of 1995, theft of minerals is punishable by up to six years imprisonment and fine of up to P20,000.
Black sand is a shiny black mixture
of iron oxides, mostly of magnetite, found
in streambeds and beaches where
stream and wave energy is sufficient to
carry away low-density material but not
the heavy minerals.
Iron ores contained in black sand are
used for making metals and steels, and
placer mines also yield zircon, gold, platinum, and several gemstones, such as
garnet, topaz, ruby, sapphire, and diamond.

SUBIC BAY FREEPORT
— With the presence of
Subic Bay and Clark free
ports in Central Luzon, a
6.9 percent economic
growth is “highly attainable” in the region this year
despite the global economic slowdown, Philippine
economic managers said.
The economic forecast
was made during a recent
briefing at the Subic International Hotel where the
country’s top economic
officials held back-to-back
presentations on the government’s strategies to
override the effects of the
financial crisis.
Finance Sec. Margarito Teves said the government’s fiscal reform has
generated revenues that
are now being invested
into two economic sectors
— public infrastructure and
social services — to
pump-prime the national
economy.
But he specifically cited the Subic-Clark growth
corridor as “steps ahead”
compared to neighboring
areas because of major
infrastructure projects already in place in the area.
These include the modern seaport in Subic that
has given rise to a
600,000-TEU (twenty-foot
equivalent unit) container
terminal, the Diosdado
Macapagal International
Airport (DMIA) in Clark,
and the Subic-Clark-Tarlac
Expressway (SCTEx) that
now links the two free
ports.
“With this advantage,
Central Luzon, which
made the third largest contribution to the country’s
gross regional domestic
product (GRDP) at 8.3
percent in 2007, “can focus on other economic
arenas like attracting investments and streamlining the process of doing
business in the region,”
Teves said.
Remigio Mercado, National Economic and Development Authority
(NEDA) region 3 director,
said that the agriculture
and services sectors will

amount will significantly

“It will do more harm
than good to the government, notably in the long
run. What’s behind this
massive project near the
end of mayor’s term? I am
amazed as if the sports
complex is the savior of
the city and its people,”
said Rivera.
The lawyer-councilor
stressed that he was not
totally against the plan to
build a sports complex but
the city should not spend
a huge amount for the
project. “This could be another white elephant
project.”
Rivera also said members of the city council and
the local folk should have
been asked to comment
on the establishment of a
sports complex in Barangay Pandan “whether they
agree or not.”

nomic growth amid the
global economic slowdown.
However, he added that
the industrial sector’s output in Central Luzon is
expected to go down further since manufacturing,
which employs 20 percent
of the people in the industrial sector, had been the
hardest hit by the financial
crisis.
“Manufacturing is still
expected to grow, but
comparatively lower than
that of 2007 figures,” Mercado added.
On the other hand,
Mercado said that growth
in the services sector —
now Central Luzon’s biggest sector at 40 percent
— may be pushed higher
if the region could take
advantage of the expanding industries in new
growth areas.
Earlier, at least 21 village chiefs led by Balibago Barangay Rodelio
“Tony” Mamac signed a
resolution urging the nixing of the multi-million
project saying it will not
directly benefit the people.
Rivera said Mayor
Francis “Blueboy” Nepomuceno had not started
on the right foot because
of the lack of planning and
coordination with public
officials and private
groups.
“That’s the problem
with the mayor because
he doesn’t consult outside
of his circle,” said Rivera.
He added that Nepomuceno should have consulted his constituents
through a public hearing
which is mandatory under
the local government code.
Rivera vowed to “do all
he can” to stop the implementation of the project at
the six-hectare lot donated by the Jao family.

CITY OF SAN FERNANDO – Officials of
the Department of Environment and Natural Resources (DENR) here closed down
a Chinese-owned black sand mining firm
in Zambales for operating within 70
meters from the shores of Candelaria
town in violation of environmental laws.
Lawyer Danilo Uykieng, director of the
regional Mines and Geosciences Bureau
(MGB) of the DENR in Central Luzon,
slapped New Gian Hwa Company
(NGHC) a cease and desist order and
directed the mining company to immediately dismantle and pull-out all its equipment from the coastal village of Binabalian in Candelaria town.
A DENR fact-finding team deployed
in the area found the NGHC installing a
magnetite sand separator just within 70
meters from the shoreline and has already
excavated an area 15 meters wide and
two meters deep for the basement foun-
He also said NGHC also violated
Section 1 of DENR Administrative Order
No. 2007-15 which closes to mining operations onshore areas within 200 meters
from the mean low tide level along the
coasts.
Antonio Principe, executive director
of the regional DENR office appealed to
local executives of Candelaria town and
to the provincial government of Zambales
to help DENR monitor the province’s 173kilometer coastline to prevent illegal small
scale mining and processing operations.
He also urged the 12 coastal towns
and 76 coastal villages of Zambales to
be more vigilant and to report immediately any suspected illegal mining operation in their area to the nearest DENR
office and local government unit.
“Prevention and early detection are
effective deterrent to environmental
crimes,” Principe said, adding that public cooperation and vigilance is critical to
the success of environmental law enforce-

“SECURING A huge loan of P681 million…to
construct a city sports complex that is a seasonal
infrastructure project will not redound to the direct
and lasting benefit of the poor, disadvantaged and
marginalized citizenry.”
So said a resolution of the Angeles City Liga
ng mga Barangay opposing Mayor Francis
“Blueboy” Nepomuceno’s grand project for sports
development.
“The city is already deeply indebted and
resorting to another loan will tie up the government
budget in monthly amortizations that will sacrifice
basic delivery of public service.” Feared the
resolution of the adverse effect of a new loan.
Perhaps the fears of the barangay chairmen
are misplaced. The approval of loans is after all
factored on the borrower’s capacity to pay. If
Angeles City is so burdened by previous loans,
no financing institution, in its right mind, will extend
more loans to it.
So there, be not afraid, Honorable Sirs.
“The city is suffering from various socioeconomic problems that need to be addressed
comprehensively such as the lack of medicines
and full-time doctors at the Ospital Ning Angeles
(ONA), the need for more school buildings, public
cemetery, low-cost housing for the homeless and
so many others.”
Now, that is a sound argument raised by the
resolution.
To many Angeleños, their city hospital has
reverted to its pre-Pinatubo status of being a
“Mona Lisa” hospital. That is in reference to the
passage in that song, “they just lie there, and they
die there.” The “many dreams” of the ditty
substituted to “many patients” at ONA.
School buildings? Perennial needs of an evergrowing school population.
Public cemetery? Yes, not even the ashes of
the city dead can find accommodation at the old,
old, small and overcrowded “patirik-tirik.”
Housing? Look at Abacan River from above
Hensonville Bridge and weep.
A loan of P680 million for a sports complex that
would “help save the youth from the illegal drugs
trade.”
As against the felt needs expressed in the village
chairmen’s resolution. Which should find
precedence?
The Angeleño needs to speak out here.

Panlilio will run
Game na!
“MAGBUGO KU mu, ngeni aku nang kakasal da (I am just being
the go-between (in the selection of the candidates) but now I am
being chosen as the groom (the candidate)).”
So said Gov. Eddie T. Panlilio in the newspaper that has long
been prime pimping him to national prominence.
In yesterday’s Punto! Panlilio reiterated his “preference” to play
the role of convenor. This, he buttressed with the disclosure of his
being part of a group of civic and religious leaders initiating primaries
to select the “reform candidates” for national positions in the 2010
polls.
“We’re not starting with personalities,” Panlilio said of the
proposed primaries.
So, what’s all the buzz about him eyeing the presidency – as
bannered in his favorite paper – if not about his personality?
Yeah, right. So, of the hostile reactions to his possible
presidential run, Panlilio had this to say: “It’s a repeat of the 2007
elections on a larger scale this time.”
Yeah, right again. Panlilio could well be saying this with the socalled primaries for the “reform candidates” in mind.
THE HEAT of the summer somehow aggravated the hot news
spewing over the national papers and the radio. Mancao and Dumlao
pinned Bigote and Lacson for the Dacer-Corvito murders; 3 Red
Cross volunteers still held captive by the Abu Sayaff; Nicole enjoys
life in the USA after retracting her testimony in court; Noli being
implicated as protector of the Legacy Group; Ombudsman under
impeachment; World Bank wondering why Ombudsman cannot
commence investigation on Bid Collusion; Katrina Halili being the
victim of Belo and lover’s propaganda; Teodoro for President; and
lately, Panlilio and Padaca to run in 2010 as President and VicePresident, respectively.
Of interest in this region is that Governor Panlilio may run for
President in 2010, together with Grace Padaca of Isabela as VicePresident. The movement is being spearheaded by their previously
organized Kaya Natin! Movement, composing of elected officials
known as graft free and truthful public servants and backed up by
moral, intellectual and civil organizations who aim for genuine reform
in government service.
A repeat of 2007. When Panlilio was one of
the convenors of a group of civil society and
religious leaders self-tasked to select the “moral
alternative” in an election being contested by the
so-called twin scourges of Pampanga – jueteng
and the quarry plunderers.
Yeah, right. A visioning of Pampanga freed of
evil provided the base from which sprang all
considerations of possible candidates with the
moral backbone, integrity, and record of
accomplishments.
The names that came up the convenors’ list:
UP Professor Randy David, former Public Works
Secretary and Manila North Tollways Corp.
President Ping de Jesus, and Pampanga
Chamber of Commerce and Industry President
Rene Romero, being the most prominent.
So what happened?
Panlilio, the convenor, became the candidate.
Panlilio, the bugo (go-between), turned out to be
the groom.
A repeat of 2007. Yeah, right. Only Panlilio
will meet the man-profile of the “reform candidate”
for president. The odds are heavily tilted to his
favor. What with the country’s most influential
newspaper as his prime pimp.
“Lunto ya mu rin (The candidate will surface in
time).” Again, Panlilio was quoted as saying.
Linto ne. (He has already surfaced.) Panlilio
himself said over Radio Veritas: “If people will
say that I can do it, if they will say I can make it,
yes (I will run.)”
So there. 2007 déjà vu. Panlilio will run for
president. That is pre-destined, er, pre-determined.
So Section 3 of Canon 285 of the Code of
Canon law (1983) commands: “Clerics are
forbidden to assume public offices which entail a
participation in the exercise of civil power.”
So Lingayen-Dagupan Archbishop Oscar Cruz
carped: “How therefore could a priest be a politician
at the same time after no less than two separate,
official, and categorical Church prohibitions to be
such?”
So the Canon Law doctor and former president
of the Catholic Bishops Conference of the
Philippines carped more: “There is no such thing
in the Church as a ‘priest on leave’… The
insinuation of such a phrase is that the priest can
be anybody or anything as long as he pleases,
until such time when he finds it convenient, helpful
or secure to minister as a priest again.”
And therefore, Cruz said, Panlilio should first
secure a dispensation from all his clerical
obligations “definitively and permanently.”
“Then he is free to be and to do whatever he
pleases. But to be a hyphenated priest-politician
is a big anomaly in the Church and a dilemma, if
not a scandal, for many lay people.” Capped the
prelate in the media.
So what?
Canon Law failed to inhibit Panlilio from
pursuing the governorship in 2007. Canon Law
will fail not dissuade Panlilio from pursuing his
higher political ambitions.
So sanction him now? Panlilio himself said
over TV Patrol he would protest and contest any
move by the Church to defrock him should he
persisted in his political persona.
Yeah, right. For who would vote for Panlilio
devoid of the honorific Among?
TODAY IN HISTORY
Heaven's Gate
cult members found dead
ON THIS DAY in 1997, following an anonymous tip, police
enter a mansion in Rancho Santa Fe, an exclusive suburb of
San Diego, California, and discover 39 victims of a mass suicide.
The deceased--21 women
and 18 men of varying ages-were all found lying peaceably
in matching dark clothes and
Nike sneakers and had no noticeable signs of blood or trauma.
It was later revealed that the
men and women were members
of the "Heaven's Gate" religious
cult, whose leaders preached
that suicide would allow them
to leave their bodily "containers"
and enter an alien spacecraft
hidden behind the Hale-Bopp
comet.
The cult was led by Marshall
Applewhite, a music professor
who, after surviving a near-death
experience in 1972, was recruited into the cult by one of his
nurses, Bonnie Lu Nettles. In
1975, Applewhite and Nettles
persuaded a group of 20 people from Oregon to abandon their
families and possessions and
move to eastern Colorado,
where they promised that an
extraterrestrial spacecraft
would take them to the "kingdom of heaven."
Nettles, who called herself
"Ti," and Applewhite, who took
the name of "Do," explained
that human bodies were merely containers that could be
abandoned in favor of a higher
physical existence. As the
spacecraft never arrived, membership in Heaven's Gate diminished, and in 1985 Bonnie Lu
Nettles, Applewhite's "sexless
partner," died.
During the early 1990s, the
cult resurfaced as Applewhite
began recruiting new members.
Soon after the 1995 discovery of the comet Hale-Bopp, the
Heaven's Gate members became convinced that an alien
spacecraft was on its way to
earth, hidden from human detection behind the comet.
In October 1996, Applewhite
rented a large home in Rancho
Santa Fe, explaining to the owner that his group was made up
of Christian-based angels. Applewhite advocated sexual abstinence, and several male cult
members followed his example
by undergoing castration operations.
In 1997, as part of its 4,000year orbit of the sun, the comet
Hale-Bopp passed near Earth in
one of the most impressive astronomical events of the 20th
century.
In late March 1997, as HaleBopp reached its closest distance to Earth, Applewhite and
38 of his followers drank a lethal
mixture of phenobarbital and vodka and then lay down to die,
hoping to leave their bodily containers, enter the alien spacecraft, and pass through Heaven's
Gate into a higher existence.

At this early, and even before any confirmation
is relayed by Panlilio, the pros and cons started
their campaigns. Two bishops (Archbishop Aniceto
and Bishop Cruz) are against Panlilio’s bid for
the presidency. He should first relinquish his
priesthood to avoid the notion that he is using the
church as his platform for campaign. Guiao and
Rosve Henson warned the non-Kapampangans
against Panlilio.
Of course, Lolita Hizon has also a word or two
against the governor and so are the mayors and
local officials of Pampanga. Those who are on
the side of Panlilio and claim to be for good
governance and reform solidly sounded their
trumpets. The running priest Robert Reyes is all
praises for Panlilio and Padaca and asked
Filipinos to support the reform by contributing P1
peso for the cause. Senator Kiko Pangilinan is
very open to the idea of fielding them as candidates
and as alternatives to traditional politicians and
usual politicians.
Ordinary citizens, OFWs and Filipinos abroad
signified their financial and moral support. Several
personalities also sounded their campaign jingles
for the governor. In all these discussions and
media millage, Panlilio and Padaca are indeed
benefited. In politics, good or bad news are still
considered as publicities. And the more they talk
about the governor, the more non-kapampangans
would be informed about him and would then have
the opportunity to discern which side they would
believe.
I was in Cebu the other day and a taxi driver
asked me if I know Panlilio, having been informed
that I came from Clark airport (good that Cebu
Pacific now has daily flights for Cebu via Clark). I
told him both the positive and negative news and
information about the governor. But in all those
information relayed to him, he assured me that
he would vote for Panlilio as President.
I asked him why. He told me that in all what I
said, what struck him are the facts that Panlilio
defeated two financially and politically powerful
politicians despite not having a political party, has
no history of graft and corruption, and was able to
increase collection of quarry from a measly P29
Million a year to P26 Million a month. He also
mentioned that Panlilio does not have a first lady
or first gentleman to bring in Malacanang. Smart
driver, I said.
However, in an informal survey of Gladys Mae
G. Pamintuan (Punto! March 24, 2009 issue), it
was found that 7 out of 12 disagreed in considering
the governor as the next president. But out of these
7, there are those who disagreed because they
do not want the good governor to be involved in a
“messy life in politics”.
So, as caution to those who are against the
governor, it is better to focus on certain factual
things that would impress upon the mind of the
Filipinos that Panlilio does not deserve to be the
country’s President.
Specific and brief but strong accusations
against the governor are needed to immediately
impress upon the people that he does not deserve
to be voted as President of this country. It should
be as simple as the atmospheric increase in
quarry collections. Absence that, you cannot put
the priest down and destiny would catapult him
to that coveted throne.
To all supporters, non-supporters, and
destroyers of the governor: GAME NA!

Let’s Talk
About it
Minerva Zamora-Arceo
16 years and
still growing
HE IS the eight president of the Clark Development Corporation
(CDC). And comes April, as the CDC celebrates its 16th
anniversary, President and CEO Benigno Ricafort likewise
celebrates his eight month as head of the freeport zone. He
was also appointed on the eight month of the year 2008.
Coincidence? Luck? A good omen? Name it. But Ricafort is a
person who seems to be enchanted with superstitions although
he is wise enough not to depend on his beliefs alone.
He always says “I am not here to undo what my
predecessors have done.” He said he is at the CDC to get things
done. And true enough, the government-owned corporation
continues to grow despite the current global meltdown. Clark’s
active locators are recorded at 434 with commitments of new
capital investments of P36.51 billion. Meanwhile, current
investment have already reached P68.63 billion generated from
industrial, garments manufacturing, tourism, IT and electronics,
and Business Process Outsourcing industries.
Resiliency, determination and passion will best describe
Clark Freeport Zone today under the stewardship of Ricafort.
Ricafort’s strategy of involving key personalities and groups
in the community, particularly the private sector, is working well
for the refocused development at the freeport zone. The new
CDC leadership is maximizing its resources and efforts in
developing the 10,000-hectare sub-zone now named as the Next
Frontier.
In the next few years, CDC is eyeing major development in
tourism, light industries and institutional investments at the Next
Frontier. The projected yield from such investments is pegged
at P144.78 billion and is expected to create about 47,000 jobs.
The only challenge to CDC is how to address the social
costs brought by the planned developments. I learned that the
existing Aeta communities, about 10 of them, will be redesigned
by the management into two large communities with full
amenities, service facilities like hospitals, schools and local
government offices. I wish CDC the best in this endeavor
because we all know that the hardest part of development is
the initial phase where you encounter a lot of opposition. Once
you’ve got over it, growth is inevitable.
Given its proximity to the Subic Clark Tarlac Expressway
and its low 5 percent tax rate to investors, Clark Freeport Zone
has the biggest edge against other industrial zones in the
country. From NEDA;s projections, Central Luzon’s population
will probably increase by 5 million in the next 10 years. This is
mainly due to economic activities in the area, particularly at the
Clark Freeport Zone.
More and more sunshine industries are likewise seen to put
up within Clark’s perimeter complementing the progress inside
the Freeport zone. This is not withstanding the parallel
developments at the Diosdado Macapagal International Airport
(DMIA).
Learning these anticipated scenarios, Ricafort is genius
enough to accept proposals and recommendations from active
private sector groups like ADCL, Pampanga Chamber of
Commerce and Metro Angeles Chamber of Commerce and
Industry.
In the latest meeting at the Metro Clark Advisory Council
(MCAC) in Capas, Tarlac, ADCL President Renato S. Tayag Jr.
formally presented the concept paper for the need to establish
a bulk water system at the sub-zone in anticipation of the growing
demand on water within the metro Clark area.
This is team play at its best. You have a government entity
focused on its mandate and a very participatory private sector
working in tandem with the bureaucracy for the overall welfare
of the citizens.
This is exactly what Ricafort is talking about — the privatepublic sector partnership that will bring CDC into greater heights,
thus providing more income for the government, more jobs for
the people and more opportunities for the investors.
Si LACSON ay nagbibintang
na dahil sa kanyang planong
pagtakbo kaya siya nadadawit
– siya lang ang nagsama sa
sarili niya.
Ano ba talaga ang kinakatakutan mo PING? Baka
naman natatakot ka sa pinaggagawa mo?
Ang usapin sa pagpatay kina
DACER at CORBITO ay isang
krimen at nararapat lamang na
maparusahan ang sino man
gang may sala, maging ito man
ay isang mataas na opisyal ng
pamahalaan o di kaya kasapi ng
pambansang pulisya.
CORRUPTION.

Francisco said CHED
has already implemented
a similar policy among
schools whose accountancy graduates did poorly in board examinations.
He lamented that in
nursing, only few schools
in Central Luzon have been
consistently doing well in
board examinations.
Francisco said that
among schools which
graduate more than 100
nursing students annually
in Central Luzon, the top
performing include the Angeles University Foundation in Angeles City whose
passing rate in the last
nursing board examinations was 90 percent; the
Nueva Ecija University of
Science and Technology
in Nueva Ecija with a 58
percent passing rate; and
the Araullo University in
Cabanatuan City with a 41
percent passing rate.
He said that among
smaller schools with less
than 100 nursing graduates, the top performers
include the Jose Feliciano
College in Mabalacat,
Pampanga which, at least
in the last board examinations, had a passing rate
of 53 percent and Nazareno College in Baliuag,
Bulacan with 49 percent.
This, even as Francisco also revealed that
only some five out of 165
private tertiary level
schools in Central Luzon
are slated to increase their
tuition fees in the next
school year.
Francisco noted that
the Bataan Heroes Memorial Colleges in Bataan
province was among those
which initially sought tuition fee hike, but it reversed plans and decided
to even lower its tuition by
10 percent amid decrease
in its enrollment.
Central Luzon has 11
state colleges and universities, 165 private tertiary
level schools, and eight
local government colleges.
Meanwhile, public
schools in Central Luzon
are expected to graduate
191,542 Grade 6 pupils
and 130,540 high school
students as the present
school year ends.
A report prepared by
Feliciano Lambus, officerin-charge of the regional
planning unit of the Department of Education
(DepEd) here, indicated
that at the elementary level, 98,202 boys outnumber
the 93,340 girls graduating
this year.
At the high school level, more girls than boys are
graduating. The report
said 66,988 fourth-year
high school girls outnumber only 63,988 boys.
Bulacan topped the list
in the number of elementary pupils graduating from
elementary with a total of
38,391 expected to graduate this school year, as
well as in the number of
high school graduates estimated at 26,139.
Pampanga came next
with an expected 33,533
elementary and 22,118
high school graduates, followed by Nueva Ecija with
14,246 elementary and
21,139 high school graduates. Lowest in graduating
figures was Aurora with
only 4,443 elementary and
3,014 high school graduates.
Among Central Luzon’s 10 cities, Tarlac City
had the most number of
expected elementary graduates 6,397, but San Jose
del Monte City in Bulacan
is expected to graduate
the most high school students, placed at 5,504.
Balanga City in Bataan
was lowest in figures, with
only 1,792 expected elementary and 1,492 high
school graduates.
Macalintal: Chacha likely to be aborted
FROM PAGE 1
Jose Melo confirmed this.
Macalintal said that
expenses for a plebiscite
would run to “hundreds of
millions of pesos”.
He noted that a plebiscite on a proposed Charter could not be incorporated into the automized
elections expected in
2010. Some P11.3 billion
has been allocated for the
full automation of next
year’s polls.
“Otherwise, it will be
too complicated. Also, a
plebiscite should always
come before any elections,” he stressed.
Macalintal said the
Comelec would not have
the time to prepare plebiscite ballots, certificates
of canvass, voting booths,
appointment and training
of three teachers for each
of the 250,000 precincts or
750,000 teachers nationwide to be needed for
such a plebiscite.
He noted that for such
a plebiscite, “each precinct
nationwide would have to
be staffed by two or an
additional 500,000 more
personnel who are to work
for two days with a pay of
P1,000 per day, overtime
pay for police personnel
and other workers of government agencies deputized by the Comelec, and
information materials,
among other needs.”
He said those who
claim that the President’s
term could be extended
through changing the Constitution “must be reading
the wrong Constitution, as
there’s nothing in the 1987
Constitution nor in its transitory provision that shows
that the terms of office of
elective officials can be
extended via Chacha,” he
said.
Earlier, Pampanga’s
1st district Rep. Carmelo
Lazatin revealed plans of
pro-administration lawmakers to finish a proposal for a new Charter that
will pave the way for the
establishment of a parliamentary form of government.
He said such proposed Charter would then
be presented in a plebiscite to coincide with the
2010 elections.
At the Senate, Sen.
Manuel Villar said that only
20 votes are needed at the
Lower House to convene
a constituent assembly
(Con-ass) to amend the
1987 Constitution through
a resolution.
Earlier, Camarines Sur
Rep. Luis Villafuerte, president of the pro-Arroyo
Kabalikat ng Malayang
Pilipino (Kampi) drafted the
resolution.
Villar said there are
moves to give way to a
parliamentary or federal
system which, he claimed
was being backed by presidential sons Reps. Mikey
and Deodato Arroyo.
Lazatin also said he
believed the President is
interested in running for
congresswoman in Pampanga’s second district in
the 2010 elections so that
she could be absorbed as
member of the parliament
should the new Charter be
approved by the people in
a plebiscite.
Under a parliamentary
system, the prime minister and members of her
cabinet are chosen by
members of the parliament from among their
ranks.
But Macalintal insisted
“there is no chance for
Charter change to extend
the term of Pres. Arroyo or
any elective official whose
term expires in 2010.
There’s no chance for that
because they were elected under the 1987 Charter.”

also a host for a center of
excellence.
The CDC president
added that the presence of
the PSHS inside the Freeport “has great potential of
encouraging the youth to
aim high in terms of academic excellence.”
The PSHS campus,
once established, will be
the second educational
facility inside the Freeport
since the Americans abandoned Clark in 1991. The
first government public
school here is the University of the Philippines
Clark campus.
Alabastro, meanwhile,
said the government is
looking forward to collaboration with the UP Clark
administration in terms of
the sharing of educational
resources and faculty.
She said the country
currently has a total of nine
PSHS campuses. The
government, she added,
expects to have 11 campuses once the Clark and
Cordillera Autonomous
Region (CAR) campuses
are established.
“We have six more
[campuses] to go in our bid
to have one campus in the
country’s 17 regions,” Alabastro noted.
Ricafort also noted that
establishing a PSHS campus in Clark is an indication of the Central Luzon
region’s “readiness for the
great industrial revolution.”
“The PSHS campus in
Clark is an indication of
Central Luzon’s readiness
for the great industrial revolution because we are
not only preparing our children’s future through quality education but we are
likewise preparing the
manpower needs of the
companies here and those
in the periphery of the
Freeport ,” Ricafort said.
The signing of the
MOA, held at the CDC
Corporate Offices, was
also graced by PSHS Executive Director Filma
Brawner, DOST Undersecretary Fortunato Dela
Pena, and other CDC executives led by Executive
Vice President Philip JB
Panlilio, and Vice President for Business Development Group Ernesto Gorospe. –CDC/PRD
“When we voted for
them and wrote their
names on our ballots
which served as our contract with them, our intent
was to elect them for
terms lasting only up to
2010 without any condition,” he said.
“Otherwise, all elective
officials in the future would
just amend laws or the
Charter to extend their
terms, and this would become a vicious cycle,” he
added.
“There’s also no budget
in the Comelec (for processes needed for
Chacha such as a
plebiscite),” he also said.
“To say that Pres. Arroyo will extend her term
via Chacha is an admission by Villar and company of the weakness of their
argument against Chacha
and inconsistent with their
claim that the President is
unpopular,” Macalintal
added. –Ding Cervantes

Iniisahan sa talent fee???
Sarah Geronimo gusto nang kumawala
sa Viva Films?
Punto! Central Luzon: March 26, 2009
Punto! Central Luzon: March 26, 2009
As we all know, lumalabas na
Consider these excepts from an article written about the issue.
Sabi ng aming source, “It was only Malou Santos, managing director of Star
by Cesar Pambid
Cinema who said, ‘Ang liit naman niyan. Lakihan n’yo naman.’ And then, si Vic
said, ‘Sige, gawin nating P200,000.’
“Actually, nagba-backout na nga raw ang ina ni Sarah [Mrs. Divine Geronimo] at ayaw gawin ang A Very
Special Love.
Kasi kinakaltasan si Sarah ng Viva ng 30-percent commission as part of their agreement
siyempre.
pelikulang A Very Special Love at You Changed My Life.
“Si Sarah ay isang Contractual Talent ng Viva Films, na co-producer ng mga nabanggit na projects.
Ang pakikipag-negosasyon para sa kanyang Talent Fees ay katulad ng kay Anne Curtis para sa mga
pelikulang When Love Begins at ‘Wag Kang Lilingon.
So there!
never yung kay Sarah G.

Ikaw ba’y walang ginoyo? Naging malinis ka ba o
pantay sa pakikisama sa mga tao? ‘Yan ang hinihiling ko. Kasi you cannot equate power with
respect. So, ‘yon. Respeto ang number one. Kaya sa akin, okay lang, no thanks. Thank you, but no
“I believe also na bago nila inilabas ‘yan, meron silang ginawang masusing pag-aaral
So there!
Magkaibigang imoral
isang certified imoral. You see, this starlet has
been the mistress of a very rich LPG tycoon.
Yes, she played fire at saksi ang ilang reporters tungkol
We

pre-summit workshop noong
Marso 17.
“Bahagi ito ng resiliency
program ng pamahalaang panlalawigan at nag-imbita kami ng
mga tagapagsalita mula sa
National Economic Development Authority (NEDA), Department of Labor and Employment (DOLE).
Ayon naman DOLE-Bulacan at Bulacan Chamber of
Commerce and Industry (BCCI)
ilan sa mga inimbitahang
tagapagsalita ay sina Labor
Undersecretary Lulu Trasmonte at dating Labor Undersecretary Susan Ople, ang pangulo
ng Blas Ople Policy Center
and Training Institute.
at Complex Project Electors
Inc., sa Pio Cruzcosa,
Calumpit (19).
mula P40,000 hanggang
P2,000,000.
Ayon kay Efren Reyes, ang
hepe ng DOLE-Bulacan, nanatiling matatag ang ekonomiya
ng Bulacan sa kabila ng krisis.
Nagpahayag din siya na
hindi magtatagal ay huhupa rin
ang krisis, ngunit hindi niya
masabi kung hanggang kailan.
“We will survive, sanay ang
mga Pilipino na mag-adjust sa
sitwasyon at matiisisin tayo,”
nai Reyes.
natin bawasan muna.”

Exec: Sports Complex’s
planning ‘above board’ Foreman binaril ng shotgun, patay
8
ANGELES CITY – City Administrator Mark Allen Sison denied
allegations of an opposition councilor that Mayor Francis “Blueboy” Nepomuceno failed to consult the public and other groups
in connection with the planned P681 million sports complex
project in Barangay Pandan here.
Sison, in a phone interview yesterday, said a consultation for
the sports facility had been held in Baguio City last September.
He added that village chiefs, non-governmental organizations
and officials had attended the meeting organized by the city
planning office.
Sison said the mayor had tackled the project with the Development Council of Angeles City while the members of the city
council had been properly informed.
He added that the city government had consulted the Department of Budget and Management (DBM) in connection with
the loan for the project.
“The DBM approved it based on our borrowing capacity. Everything was done above board,” said Sison, reacting to statements of Councilor Willie Rivera that the multi-million loan for
the project would deplete the finances of the city.
He disclosed that the facility will have a 4000-seat gym, multipurpose hall, 2000-seating capacity grandstand, oval, Olympic
swimming pool, two basketball courts, two volleyball courts and
two sepak takraw courts and parking spaces, among others.
Sison said they had to use the six-hectare lot donated by
the Jao family in Pandan in one year’s time otherwise it will be
forfeited.
Last Friday, Barangay Captain Rodelio “Tony” Mamac sponsored a resolution asking for the junking of the project. It was
signed by at least 21 village chiefs.
Sison said some of the signatories of Resolution 33 had
signed the documents without “knowing its content.” He added
that they vowed to retract their support to the resolution against
the sports complex sponsored by Mamac.
“Others had apologized,” he added. –Joey Pavia
