Kerry endorses LA mayoral candidate
Villaraigosa
mentioning Hahn’s name.
By MICHAEL R. BLOOD
Associated Press Writer
LOS ANGELES (AP): Repaying a political ally from
his presidential bid, Massachusetts Sen. John Kerry on
Saturday endorsed LA mayoral candidate Antonio
Villaraigosa at a campaign
rally in the city’s San
Fernando Valley.
Echoing themes from his
2004 campaign, the Democratic senator said the May
17 election will reward the
candidate who makes the
best case for public safety,
health care and education.
Villaraigosa, who could become the city’s first Hispanic
mayor in more than a century, is trying to oust Mayor
James Hahn, a fellow Democrat.
“These are the issues that
are on the ballot when you
vote for mayor of this city,
and that’s why I’m here to
endorse your next mayor,”
Kerry said after embracing
Villaraigosa, who was one of
Kerry’s national campaign
co-chairs last year.
“I’m not here against anybody,” Kerry told hundreds
of Villaraigosa supporters at
Los Angeles Valley College.
“I’m here for somebody—I’m
here for a set of hopes and
dreams and aspirations that
we know can make a difference in the quality of our
lives.”
Villaraigosa, a city councilman and former Assembly
speaker “will be a mayor for
all the people of Los Angeles,” the senator said, never
The endorsement from one
of the nation’s best-known
Democrats came as a welcome
respite for Villaraigosa after
several days of questions over
fund-raising prompted his
campaign to return $47,000 in
donations to employees of to
two Florida-based companies.
Prosecutors have been investigating Hahn’s administration for months, looking into
allegations that officials traded
city contracts for campaign
donations.
In a race that has been
marked by nasty exchanges
over trust and character,
Villaraigosa said in is remarks
that politics was “too much
about charges and countercharges ... too much about derision and not enough about
vision.”
Speaking from a podium
beneath an arch of red, white
and
blue
balloons,
Villaraigosa depicted Hahn as
a leader of “limited horizons”
and vowed, “If you accept
mediocrity, you better be prepared to live with it. I won’t
accept mediocrity.”
Within view from the stage,
dozens of Hahn supporters
carrying blue and orange campaign
signs
taunted
Villaraigosa about campaign
donations from Florida, chanting: “Antonio, mayor of Miami” and “We trust Hahn.”
The county district attorney said Friday he was launching a preliminary investigation of the Villaraigosa donations, following news reports
that several of the workers appeared confused when asked
Antonio Villaraigosa
about their checks.
It is not illegal for employees, or multiple employees,
from a company to donate to
a campaign, but it is illegal for
anyone to reimburse employees for their contributions.
Hahn, long facing ethics
questions regarding so-called
pay-to-play contributions in
his administration, pounced
on the difficulties facing his
rival.
“The key thing for all of us
is it appears that from these
news reports, people didn’t
seem to know they had made
a contribution to somebody
running for mayor, or didn’t
know when they’d made it,”
Hahn told reporters Saturday
at a rally in South Los Angeles. “The fact that an investigation has begun is going to
help get these questions answered. I think it is important
that it be resolved as quickly
as possible.”
Kerry is one of a string of
high-profile supporters behind Villaraigosa, who has
also been endorsed by basketball legend Earvin
“Magic” Johnson and Rep.
Maxine Waters, D-Los Angeles, a Democratic icon in the
city’s black community.

PERSPECTIVE: Abortion issue returns to
limiting the use of the through the trouble of
Legislature
abortion-inducing pill RU- being a test case and spend
˚
By JOHN McCARTHY
Associated Press Writer
COLUMBUS, Ohio (AP):
Perhaps the hottest of all
hot-button issues is back
before state lawmakers in
two bills that would further
restrict access to abortion.
Rep. Michelle Schneider,
a Cincinnati Republican,
last week introduced a bill
that would prohibit health
insurance plans for public
employees from paying for
abortions unless the
woman’s life is at risk. It
also would keep publicly
owned
clinics
and
hospitals from offering
abortion services, unless
for the same reason.
Fellow Cincinnati
Republican
Tom
Brinkman’s
bill,
introduced April 28, would
ban
all
abortions.
Brinkman acknowledged it
likely would be struck
down if it became Ohio law,
but he wants to use it as a
test case for the U.S.
Supreme Court to overturn
Roe v. Wade, the 1973
decision that allowed
abortion nationwide.
The two bills mark the
return of an issue that
causes deep divisions
among lawmakers and their
constituents. Aside from
the passage of a bill
486, which a judge blocked
from taking effect, and a
new “Choose Life” license
plate, there have been few
signs of the issue around the
Statehouse.
Brinkman’s bill changed
that.
He said that with the
court’s current makeup, the
1973 ruling will stand. But
Chief Justice William
Rehnquist, 80, is fighting
thyroid cancer and many
court observers expect he
will step down, although he
surprised many by returning
to the court full-time after
treatment.
His retirement would
create an opening and antiabortion forces hope
President Bush would add a
like-minded judge to the
court.
“The goal of my bill is to
pass a law that will prove to
be a test case before the U.S.
Supreme Court to overturn
Roe v. Wade,” Brinkman
said Friday. “I’m not
counting on it. I’m
assuming there will be some
turnover.”
Rep. Bill Seitz, another
Cincinnati Republican and
abortion foe, wonders why
the state should get
involved.
“The Supreme Court has
not changed composition,”
he said. “Why should we go
all that money?”
The bill has not
garnered the support of all
anti-abortion groups.
“We took a look at
reality. The reality is we are
far, far away from Roe v.
Wade being overruled,”
said Denise Mackura,
executive director of Ohio
Right to Life.
The abortion-rights
group NARAL Pro-Choice
Ohio believes Brinkman’s
goal might be reached,
possibly
not
with
Rehnquist’s replacement
but when another judge
leaves the court.
“If they were to overturn
Roe, then Brinkman’s bill
would go into immediate
effect. ... It would be much
more restrictive than
before Roe v. Wade,” said
Kellie Copeland, the
group’s executive director.
Schneider’s bill has a
much better chance at
passage, both sides agree.
It has 53 co-sponsors in the
99-member
House.
Brinkman’s
bill,
introduced earlier and with
17 co-sponsors, has not yet
been assigned to a
committee.
Schneider, who wants all
abortion banned, supports
Brinkman, but her own bill
came at the encouragement

Spain to grant nearly 700,000 work permits in
amnesty to illegals
(AP): Unlike recent xenophobia demonstrated by
members of the U.S. Congress
and the Senate, the Spanish
government is to grant nearly
700,000 new work and residency permits for immigrants
after completing the
country’s biggest immigration reform.
The amnesty for illegal
immigrants is expected to
have a significant impact on
the country’s social security
system, increasing the number of registered workers by
about 4 percent.
“So far, we have 672,347
jobs emerging from the underground economy,” Labor
Minister Jesus Caldera told
reporters on Saturday, the last
day to apply for the amnesty
in Spain.
Residence and work permits are being given to unregistered immigrants who can
prove they have lived in Spain
for at least six months and can
show a contract from an employer offering them work for
the same amount of time.
Most of Spain’s immigrants are from Latin America,
North Africa and Eastern Europe.
The amnesty was introduced at a time when the European Union is debating the
need to establish a single
policy for immigration. Due
to low birth rates and an aging
population, the EU will need
to look to immigrants to fill 20
million jobs between 2010
and 2030.
Mirroring a trend in the
U.S., cheap foreign labor has
been a key driver behind
Spain’s economic prosperity,
curbing inflationary pressures,
fueling consumption and
helping push the country’s
unemployment rate down to
10 percent from about 23 percent ten years ago.
Spain has implemented six
amnesty programs in the past
15 years, with the number of
legal immigrants quadrupling
to more than two million at
present. But as the Spanish
economy boomed in recent
years, illegal immigration
flows persisted—in the U.S.,
President George W. Bush has
alluded to such amnesty for
foreign workers, but his administration has not pushed
this agenda to fruition.
According to the latest
data from municipal records,

there are about 1.4 million
undocumented immigrants
currently living in Spain.
The Spanish government
expects to grant another
400,000 residence permits to
children and close relatives
of undocumented workers
joining the amnesty, Minister Caldera said during a visit
to one of the social security
offices that remained open
until 9 p.m. Saturday.
Undocumented workers
from Ecuador led the amnesty
pool with more than 21 percent of total applications, followed by immigrants from
Romania, Morocco, and Colombia, according to official
statistics. More than 42 percent of total applications were
from female workers.
Among the amnesty’s requirements, applicants had
to show that they don’t have
criminal records and that they
have been listed on municipal registries since at least
August. In Spain, municipal
records are used by immigrants for healthcare eligibility.

U.S. House, Senate, with Bush backing, limit
driver’s licenses in “Real ID Act” insertion
Former Michigan senator part of new U.S.
immigration panel
By SUZANNE GAMBOA
Associated Press Writer
WASHINGTON (AP): Senate negotiators on May 2
accepted a U.S. House plan
to make states verify that
driver’s license applicants
are U.S. citizens or legal immigrants but softened
House-proposed changes in
asylum laws.
The immigration measures are part of a bill to pay
for continuing military operations in Iraq and Afghanistan. Still unresolved was
how much more money to
spend on border security.
Congressional aides,
speaking on condition of
anonymity, said negotiators
are still apart on provisions
that would devote $4 million each to a Fire Science
Academy in Elko, Nev., and
environment cleanup of a
former Energy Department
site in New Mexico.
Also in dispute was about
$600 million in the Senate
version of the bill to hire
1,000 new border patrol officers and other immigration
agents and provide 2,000
new beds for detainees.
Tentative deals have
been reached to provide
roughly $75 billion for defense-related costs and construction of a new U.S. embassy in Baghdad.
The legislation won’t be
final until the House and
Senate vote on it. The House
could take it up later this
week but the Senate won’t
vote until after it reconvenes
May 9.
The immigration restrictions have White House
backing and could help
President Bush win support
WASHINGTON (AP):
Two former presidential
Cabinet members, including a former Michigan senator, and a 9/11 Commission
leader will head a panel
formed to build a national
consensus on how to deal
with immigration issues.
The panel was created by
the Migration Policy Institute, a Washington think
tank. The leaders include
former Michigan Sen. Spencer Abraham, who was Energy Secretary during President Bush’s first term and
now a fellow at the Hoover
Institution.
Also on the panel is Lee
Hamilton, who served as
for a temporary worker program that he has said should
include illegal immigrants
already in the country. House
Judiciary Committee Chairman James Sensenbrenner,
R-Wis., had pressed for the
restrictions, saying they
would enhance border security and were needed independent of other immigration reforms.
Governors and state motor vehicle departments had
opposed the driver’s license
provisions as too costly. They
also complained state motor
vehicle officials will be
forced to take on the role of
immigration officers.
Civil liberties and gun
rights supporters opposed the
measure on privacy grounds,
saying they fear driver’s licenses will evolve into a national identification card.
Under the legislation,
U.S.-Americans applying for
driver’s licenses will have to
bring far more information
with them to motor vehicle
offices. They will be asked to
show birth certificates, a
photo ID, proof of their Social Security number and a
document with full name and
home address, according to a
copy of the bill obtained by
The Associated Press. It was
unclear how the legislation
would affect the renewal of
licenses for citizens.
Motor vehicle departments will be required to
verify the documents and the
Social Security numbers.
States still could give licenses to illegal immigrants,
but they would have different designs or colors to alert
security officers that they are
unacceptable as IDs for
boarding planes or entering
federal buildings.
States will have three years
after the bill becomes law to
meet the standards or their
driver’s licenses won’t be accepted by federal officers for
identification.
All but one of the 19 hijackers in the Sept. 11, 2001, attacks had some form of U.S.
identification, some of it
fraudulent, the Sept. 11 Commission found. The commission recommended the federal
government set standards for
birth certificates and other identification documents, including driver’s licenses.
Provisions that would make
it easier for judges to reject asylum claims and force asylum
applicants to meet a higher standard of proof also survived negotiations. However, Sen. Sam
Brownback, R-Kan., persuaded
colleagues to restore appeal
opportunities for asylum seekers and to limit judges’ discretion to reject an asylum claim
based solely on the applicant’s
credibility or demeanor.
The asylum proposals have
drawn heavy criticism from
Democrats, some Republicans
and several religious and human rights groups. Those
groups—including the Southern Baptist Convention and
churches in Bush’s boyhood
hometown of Midland,
Texas—fear the proposals
could hurt people fleeing religious persecution.
Negotiators also accepted
a House proposal to allow the
Homeland Security secretary
to bypass U.S. laws to build
border barriers, including the
remainder of a fence on the
California-Mexico border.
The bill is H.R. 1268.
vice chairman of the 9/11
Commission. The former
House member from Indiana
now is director of the Woodrow
Wilson International Center
for Scholars in Washington.
Doris Meissner, former Immigration and Naturalization
commissioner, will direct the
panel.
“As a nation, we need to
build a broader public consensus on how to reform our
immigration system, because
the status quo encourages lawlessness, exploitation and economic distortions,” said
Meissner, a senior fellow at
the Migration Policy Institute.
The panel will hold four
meetings, with the first sched-
uled for May 17, and issue a
report. Meissner said the
panel won’t issue recommendations but will issue a final
report.
Abraham was narrowly
defeated by Sen. Debbie
Stabenow, D-Mich., in 2000
and then served as U.S. Energy secretary in the Bush
administration.
He left the administration
early this year and now serves

Daniels appoints adviser for Latino affairs
By CHARLES WILSON
Associated Press Writer
INDIANAPOLIS (AP): A
woman who moved from
México to central Indiana
will advise Gov. Mitch
Daniels on Latino issues.
Daniels announced
Wednesday that he has appointed Juana Watson of
Columbus to the newly created post in the governor’s
office of senior adviser for
Latino affairs.
Watson will advise the
governor on policy issues
and work with the Hispanic
community to improve access to needed services and
bridge the cultural gap
faced by immigrants.
Daniels said Watson
would serve as “an ambassador and point of contact for
our growing—and important—Hispanic community.”
Watson has founded two
community centers—one in
her Mexican hometown,
Calnali, and “Su Casa Columbus” in her adopted Indiana hometown. She also created a not-for-profit program
called Badges Without Borders that teaches police and
firefighters how to communicate with Hispanics in crisis situations.
Watson said she would
work to break down misconceptions and improve understanding between Hispanics, particularly immigrants, and other Hoosiers.
“Sometimes, Latinos
feel they’re not part of this
country,” she said.
The number of Latinos
living in Indiana jumped
by nearly 12 percent between 2000 and 2003, and
some of the greatest increases were in rural counties that a generation ago
were nearly all white, according to Census Bureau
estimates released in September.

Sales booming for south of the border cervezas
By LYNN BREZOSKY
Associated Press Writer
SOUTHPADREISLAND,
Texas (AP): Few Americans
can tell you about the 1862
battle commemorated Thursday on the Mexican holiday
Cinco de Mayo. But they’ll
probably have no problem
thinking of a Mexican beer to
help their southern neighbors
celebrate with.
Whether the blockbuster
Corona or emerging brands
like Dos Equis, Tecate or
Modelo, it’s a familiarity that
hasn’t been lost on economists.
While the jury’s still out
on the overall effects of relaxing tariffs under 1994 North
American Free Trade Agreement, Mexican beer has
clearly been a winner.
Grupo Modelo’s Corona
ranks seventh in U.S. beer
shipments, long outranking
Heineken as America’s top
imported beer. And Modelo
has been increasing its exports to the United States at a
rate of 30 percent a year.
Fomento
Economico
Mexicano SA, Mexico’s
other main beer company, is
gaining market share with
brands including Dos Equis,
Tecate and Bohemia.
During the past decade,
yearly U.S. malt beverage imports from Mexico rose from
$36 million to $162 million.
Beer and tequila make up 22
percent of Mexico’s $1.5 billion in food exports to the
United States, and the breweries now employ 88,000
people in 11 Mexican states.
Analysts attribute the success to strategic pre-NAFTA
alliances with U.S. beer giants and marketing genius
that seems to promise a Mexican beach in each lime-en-
hanced sip.
“Like everything, it started
out with lack of availability,
that right there gives it cachet,”
said Juli Niemann of RT Jones
Capital Management in St.
Louis. “When you get better
availability, then it becomes
largely a marketing thing. Corona—who do you have marketing it? Jimmy Buffett.”
Considered a working-class
beer in Mexico, Corona for
Americans and other foreigners was something largely experienced on vacation. Like
leading American brews, it is
pale and served cold, a summertime beer.
In anticipation of the beers
entering the U.S. market without import taxes, Budweiser
maker Anheuser Busch Cos. in
1993 invested heavily in Grupo
Modelo, essentially buying
into the competition.
That not only gave Modelo
access to Anheuser Busch’s U.S.
marketing and distribution
know-how, but also to huge
infusions of capital, said Marc
Scheinman, a professor of international marketing at Pace
University.
Fomento
Economico
Mexicano SA developed a similar agreement with Belgium’s
Interbrew, but last year announced it would instead align
itself with Dutch Brewer
Heineken.
Meanwhile, the wave of immigration from the south and
the population growth of
Latinos in the U.S. has made for
a growing awareness of all things
Latino. The timing has been
right for South of the Border
beers to take off, Scheinman said.
“Latin beer is hot,” he said.
“Tequila is hot, beer is hot.”
Fariborz Ghadar, director of
the center for global business
studies at Pennsylvania State
University, agreed.
“Mexican beers started by
being a niche player, but have
really begun to grow and become a pretty dominant position in the marketplace,” he
said. “What you’re going to
see in the United States is
really sort of a shift ... to be
more conscious of what is
Spanish and what is Mexican.”
As they enjoyed bottles of
Dos Equis at a bayside bar on
South Padre Island, Le May,
42, and Belinda Morgan of
San Antonio, 34, said they
liked the taste, and the vacation-time feeling, the beer delivered.
“When they play Tejano
music and you’re drinking it
you kind of feel in the spirit,
like you’re almost in
México,” May said, remembering his teen-age jaunts
across the border.
“If you’d knocked me on
the head I’d wake up amd
think I was in México,” Morgan said.
And it’s not just U.S.Americans who are buying
into the fantasy.
At the same bar, three temporary workers at a nearby
port, all originally from the
United Kingdom, reveled in
their shrimp and Coronas and
said Europeans were paying
up to $7 a bottle.
“It’s trendy,” 38-year-old
Shaun Flower said.

Libertadores: Chivas festeja;
Cobreloa se queja de San
Lorenzo
MEXICO (AP), 6 de
mayo:
Mientras
Guadalajara festeja por ser
el tercer club mexicano en
avanzar a la segunda fase de
la Copa Libertadores, el
presidente del Cobreloa de
Chile
dice
estar
“decepcionado por la
actitud del San Lorenzo”,
que “entregó” el partido
ante el Once Caldas.
Las
Chivas
de
Guadalajara superaron el
jueves 3-1 al Cobreloa, en
un encuentro que definió el
primer lugar del Grupo 7.
Con la derrota, Cobreloa
quedó en tercer lugar y
eliminado.
Por su parte, el campeón
defensor de la Libertadores,
el colombiano Once Caldas,
superó 1-0 a San Lorenzo,
en partido que cerró la última
fecha del grupo y definió las
posiciones.
Guadalajara fue líder con
11 puntos, le siguió Once
Caldas con nueve unidades,
mientras que Cobreloa se
quedó con ocho y San
Lorenzo fue colero con tres.
Al estar eliminado desde
fechas atrás, San Lorenzo
envió ante los colombianos
a un equipo de suplentes.
“Me voy triste por el
resultado de hoy porque no
esperaba perder así y
decepcionado por la actitud
del equipo San Lorenzo al
presentar un plantel no
competitivo y entregar el
partido,
sin
profesionalismo”, dijo en
los camerinos del estadio
Jalisco, Gerardo Mella,
presidente de Cobreloa.
Mella comentó que
Cobreloa nunca pudo
“contrarrestar la velocidad
de las Chivas”.
“Nos ganó un buen
equipo. Da un poco de
tristeza, pero hay que
reconocer que Chivas fue
mejor que nosotros”, dijo
Nelson Acosta, técnico de
Cobreloa.
“Es lamentable por lo
que veníamos haciendo,
porque hicimos buenos
partidos en la Copa, como
es lamentable lo que hizo
San Lorenzo en su partido”,
comentó el defensa de
Cobreloa, el colombiano
Sergio Vargas.
“Fue importante no
desesperarnos y saber
esperar a que cayera el
primer gol y después
coronarlo una buena
victoria”, dijo Benjamín
Galindo, entrenador de las
Chivas.
“Estoy contento con el
trabajo, el equipo sabía de
la responsabilidad que
teníamos y cumplimos”,
agregó Galindo.
Las Chivas se unió a los
Tigres de la Universidad
Autónoma de Nuevo León
y al Pachuca, como los
equipos
mexicanos
clasificados a la segunda
fase del certamen.
Tigres ganó la punta del
Grupo 6 con 12 puntos,
mientras que Pachuca fue
segundo lugar del Grupo 8,
con 10 unidades. Boca Juniors de Argentina fue
primero con 13 puntos.
“ !Ya!” dice la primera
plana del diario Récord.
“Avanzan los tres equipos
mexicanos. Chivas es el tercer clasificado a octavos de
final de la Libertadores y
pasa como líder del Grupo”,
agrega.
“Pasan Todos”, dice la
portada de Esto, mientras que
El Universal dice: “Chivas,
sin... despeinarse”.

Seis equipos se disputan tres
cupos para la liguilla
MEXICO (AP): Mientras
Morelia, Cruz Azul, Monterrey,
Bravo.
Vuoso, del Santos Laguna,
cuenta con 13 goles y Bravo
tiene 12. El brasileño Kléber
Boas, del América, suma once
goles. El chileno Sebastián
González, del Atlante y el
argentino Walter Gaitán, de los
Tigres, tienen diez tantos cada
uno.

Dr. Caleb
Rosado
stresses
education at
Latino Youth
Summit
The University of Toledo
hosted its Third Latino
Youth Summit on May 10 at
UT’s Student Union Auditorium, with special guest
speaker Dr. Caleb Rosado,
who is the Chair of the Department of Urban Studies at
Eastern University in Philadelphia.
Rosado, a sociologist
by trade, is a gifted speaker,
enamored with the importance of education for youth,
especially Latinos.
On May 9th, Rosado
also spoke at the Noche Para
Los Padres, where he addressed some 60 parents of
many of the youth that would
be in attendance at the Summit.
Rosado told the parents,
“Don’t be fooled by numbers. While Latinos are the
largest and fasted growing
minority group in the United
States, they fall way behind
in higher education attendance. Many drop out of
high school—sometimes as
high as 60 percent. This can
not be tolerated.”
Rosado compared the
stats of Asians with those of
Latinos. “Why is it,” said
Rosado, “do Asians have
such a high achievement rate
Dr. Caleb Rosado
in the United States compared to Latinos?
“Asians have many of the
same problems such as language barriers, recent arrival,
and so forth, and yet they
excel in education.”
Rosado stated that the
following factors contributed
to this Asian accomplishments:
• History of group study
and parental support, honoring education in the home.
“You don’t see Asians
watching television at night,
but studying,” stressed
Rosado, who made it clear
that he was angered by what
he had seen in many Latino
homes, where education
played a minor role.
• Longterm achievement
as opposed to short term focus. Rosado stated that society was now informational as
opposed to agrarian or industrial, with the need to have
highly skilled education in
the digital, global economy.
“We need to take these
Asian values and apply them
to our Latino youth or suffer
the longterm consequences,”
concluded Rosado.

Miguel Contreras, head of labor federation, dead at 52
(AP): Miguel Contreras, a son
of farmworkers who helped revive
Southern California’s unions as
head of the politically powerful Los
Angeles County Federation of Labor, died of a heart attack May 6 in
LA. He was 52.
Contreras, whose political clout
extended from City Hall to Sacramento and beyond, was credited
with bringing the 345-local unions
in the federation together in recent
years to more effectively organize
workers and pressure employers.
“Miguel was a true genius of the
labor movement,” said Cheryl
Parisi, head of the Southern California district council for American
Federation of State, County, and
Municipal Employees. “He was a
man who came from very humble
beginnings and developed—
through his experience with his
father organizing the United Farm
Workers (UFW)—great courage,
great intelligence, and a wonderful
way with people.’’
Tyrone Freeman, president of
Service Employees International
Union Local 434B, said Contreras
died of a heart attack. He declined
further comment, saying late Friday that he was at a hospital with
Contreras’ wife, Maria Elena
Durazo, leader of Local 11 for the
large hotel and restaurant workers
union Unite Here.
Janice Wood, a county public
works commissioner, said
Contreras had missed several
events in recent weeks because he
had been ill. Her husband Jim led
the federation until his death in
1996, when Contreras assumed
leadership.
Contreras was known as a kingmaker for both local and state politicians, and the labor federation
had endorsed Hahn in his current
mayoral campaign. The association is regarded as the most influential political machine in Southern California.
The son of farmworkers,
Contreras began working in the

MÉXICO CITY (AP):
México’s Finance Ministry
said the economy grew
about 3 percent in the first
quarter, compared with the
same period last year, with
growth slowed by the Easter
holidays falling in March.
In a report on first-quarter public finances, the ministry said the quarter had
five fewer working days than
in the same 2004 period.
The Easter holiday, which
leads to declines in produc-
tion, was in April last year.
Alejandro Werner, head of
economic planning at the ministry, said at a news conference Monday that by stripping out the effect of Easter,
growth would have been
about 4 percent year-on-year
in the quarter.
Gross domestic product,
which measures total output
of goods and services, grew
4.4 percent in 2004, including 4.9 percent in the fourth
quarter.
Werner said the firstquarter result was “very
much in line with the 3.8
percent economic growth”
that the government is projecting for 2005.
The Finance Ministry
said growth in the quarter
was boosted by domestic
demand as 103,399 jobs
were created in the formal
economy, and bank credit
to the private sector expanded 30 percent from a
year earlier.

Latino groups
divided over
benefits of
trade deal
with CAFTA
By JIM ABRAMS
Associated Press Writer
(AP): Latino lawmakers
and interest groups are
agreed that they want
prosperity and democracy
in Central America, but
they are divided over
whether a free trade
agreement with the United
States will do that.
Latino business groups
are pushing hard for
approval of the Central
American Free Trade
Agreement, or CAFTA, the
most consequential trade
deal since the U.S.-CanadaMexico NAFTA agreement
of a decade ago. They say
it will open up new markets
for American exporters and
provide economic and
political stability to a
region with close ties to
many Latino Americans.
But many Latino labor,
human
rights
and
immigration groups, as well
as some Latinos in
Congress, are working
equally hard to see it
defeated.
“There should be a
CAFTA, just not this
CAFTA,” said congressman
Xavier Becerra, a California
Democrat, who worries the
agreement will worsen the
rich-poor divide, both
between the United States
and the region and within
the participating nations—
Costa Rica, El Salvador,
Guatemala, Honduras,
Nicaragua, and the
Dominican Republic.
A United States House of
Representatives vote on
CAFTA could come as
early as this month,
depending on whether the
Republican leadership can
find the votes to prevail.
House Democrats,
including the 19 Latinos,
are generally unhappy with
labor and environmental
provisions in the agreement
that they say will do little
to correct abuses. The four

As part of his tour, Suárez
visited the headquarters of
the Farm Labor Organizing
Committee (FLOC). He was
greeted by its president,
Baldemar Velásquez, who
had just come back from a
rally in Washington D.C.,
urging legislators to amend
many of the provisions in
NAFTA, which, according
to Velásquez, Suárez, and
Kaptur, has had a
devastating impact on
farmworkers and blue
collar workers alike, in
both México and the
United States.
Velásquez had also urged
the legislators to legalize
the
millions
of
migrantworkers, currently
living in the United States.
U.S. President George
W. Bush has urged Congress
to
pass
legislation
allowing guestworkers to
live and work in the United
States legally for a period
of time, but neglects to
provide for the eventual
citizenship or legalization
of these workers, the
majority of whom are
Latinos.
According to Suárez,
with NAFTA, more than 2
million jobs have been lost
in Mexico’s countryside,
along with about 1 million
in the manufacturing
sector—the loss of jobs
translates into more
Mexicans risking their
lives to find work in the
United States.
CAFTA would have the
same negative impact.
Suárez later spoke at
Lourdes College in
Sylvania, expressing many
of his concerns about
CAFTA and NAFTA.

Bush: EEUU y México
miran el futuro con
confianza
Por NESTOR IKEDA
WASHINGTON (AP): El
presidente George W. Bush
declaró el miércoles por la
noche que Estados Unidos y
México “miran el futuro con
confianza” sobre la base de
una “cálida y creciente
amistad”.
Christian Castro y Jaci
Velásquez, así como el grupo
Mariachis Sol de México.
Bush dijo que los
estadounidenses de origen
mexicano están “fortaleciendo nuestro país con su
patriotismo y servicio” y que
miles de ellos han sacrificado
sus vidas en aras de la libertad
en los servicios armados.
Más de 8.700 hombres y
mujeres nacidos en México
“lucen ahora el informe
militar de los Estados
Unidos”, declaró con una
dedicación que hace “un
Estados Unidos más seguro
y un mundo más seguro”.
Bush hizo el brindis antes
de una cena flanqueado por
los mariachis y frente a los
asistentes, entre los cuales
figuraban
dirigentes
mexico-estadounidenses y
