Part I
Introduction
As a consequence of the civil war that took place in the early 1990s’ and a troublesome
transition period, both the Republic of Srpska and Bosnia and Herzegovina have found
themselves in a difficult economic situation.
Means to overcome current issues and overall social crisis is the engagement of all social
life structures, those on the higher levels of state government and lower local levels.
Our task is to make a contribution to creating a strategy for development of the
Municipality of Pelagicevo, along with the community’s joint efforts, aimed at resolving the
present crisis tendencies. We could ask ourselves what the importance is of a small local
community like ours in aspirations to general objectives, but we could also find the answer in
raising quality of life for the population through efforts and development projects as well as to
impact the overall social trends and processes through our humble contribution.

Our goal primarily is to rebuild and develop our local community and make of it a better
place for living and for social involvement of our residents, so this area could become a shining
example of sustainable development, but also an inspiration to other local communities to take
our example and follow a similar path.
It is important that this process moves in a positive direction because once the first wave
of change has lapped against social framework, there will come the second and third, and then
no negative aspects of the system will stop the rush of changes and the overall development
process of the whole society.
Creating development strategy at the municipal level is chiefly the result of necessity to
approach the complex recovery and development tasks in an organized way. We are required to
thoroughly analyze the current situation in our local community and resources we have and the
degree of their utilization and their justification, in order to create a clear image of the power at
our disposal and the possibility of its concretization in the future.
This document will present the actual situation overview in different areas of social life
with reference to the past, so that eventually we could see the opportunities we have and the best
ways to exploit them. By analyzing the existing vision of the development of Pelagicevo
Municipality we will be able to define strategic guidelines which should be the foundation of this
community’s future. However, regardless of the importance this document has, the relevant thing
is its practical use, i.e. the true effort to realize here established goals and guidelines, so that what
is now merely a vision could eventually become a reality.
The realization of strategic development courses and the development vision itself is the
key aspect of this process which in the future must be actively directed at converting theory into
practice, and at the concretization of all programs and projects which make the wide range of this
strategic document.

Socio-economic
Overview
The most thorough way to see all the potentials Pelagicevo has to offer, is to
comprehensively describe the current situation in different areas of social and economic life, but
also to take into consideration the past and tradition of all communities in Pelagicevo. Only then
can we create a clear image of the possibilities that are available and how to put them in proper
use.
In this exhaustive analysis of various social and economic aspects we have presented
everything this local community has to offer and shared the experience we have gained so far
within each of these aspects.

Geographical position and natural resources
The Municipality of Pelagicevo is located in the northeastern part of the Republic of
Srpska and is settled in the flat and fertile region of Posavina. It covers the land area of
144.4km2, and it lies between 44 º 50 '5 "and 44 º 57' 23" latitude and 18 º 25 '16 "and
18 º 37' 0" longitude, with an average altitude of 95 meters. Before the war, the entire area of
Pelagicevo Municipality used to belong to the Municipality of Gradacac, but now it is presents a
separate Municipality and consists of the following rural communities: Pelagicevo (the main and
the largest village in the Municipality), Blazevac, Donja Tramosnica, Gornja Tramosnica, Donje
Ledenice, Njivak, Orlovo Polje, Porebrice, Samarevac and Turic. The municipal administrative
office is in Pelagicevo. The Municipality is considered to have a favorable geographical position
due to the proximity of important regional centers and a good traffic connection with them. The
largest village is 18 km distant from Brcko, 30 km from Samac, and 17 km from Gradacac. Other
significant regional centers are also relatively close, such as Zupanja, some 30 km away, Tuzla
50 km, and Osijek 60 km. The Municipality has a driving distance from Sarajevo some 180 km,
from Belgrade 210 km, and from Zagreb some 270 km.
The region of Posavina (where Pelagicevo is settled) is a part of the Panonnian plain with
moderate continental climate, where summers are warm and winters are cold, often intensified
with southeastern wind. There is sufficient precipitation and soil is generally suitable for
cultivation, so agriculture in this county is largely represented. Therefore, this region can be
characterized as an agricultural and rural community where the most important natural resources
are fertile land and forests, as well as extremely beautiful and preserved natural environment.

Posavina region-road network
History
The history of this area begins centuries ago, in the era of prehistory, and archeological
sites such as Maglic near Tolisa and Grbaca in Slatina evidence this. An extremely important
site is a necropolis in Vucici, Cetnica, dating from 1500 BC.
The Roman period also left traces in Posavina in form of various coins of certain Roman
emperors. First written testimonies, where Posavina is mentioned, date from the year 1244 AD
when the notion Terra Tolycha (“muddy ground”) has been used for the first time. The first
written mentioning of the nearby village Zabari is found in Turkish registers from 1548, in
which other parts of the present day Pelagicevo, such as Tramosnica and Orlovo Polje, are listed
as well. Maps made in 1719 show the existence of the villages Turic and Ledenice.
Following the historical development it is important to mention the Turkish period, most
important of all the Prota’s rebellion where the residents of this community had a crucial role,
and then the subsequent period when they participated in both WWs and the significant
contribution they gave confronting the enemy in battle for freedom.

A very prominent historical figure whom we have to pay special
attention to is Vaso Pelagic. Pelagicevo was named after him and he
was, possibly, its most famous resident. He was a revolutionist and an
educator born in Pelagicevo in 1838, but his ideas and work were
renowned far beyond borders of Pelagicevo. After elementary school he
moved to Belgrade where he finished grammar school and graduated
theology at the Belgrade University. He then moved to Brcko where he
had a confrontation with the authorities, after which he goes off to
Moscow. There he perfected his knowledge in politics, history and
medicine, adopting revolutionary ideas which at the time were popular among the Russian youth.
In 1866 he returned to Bosnia and with the assistance of Serbian government established a
seminary. Again he challenged the Turkish authorities and got himself locked up. However, he
managed to escape to Belgrade and from then on he had constant conflicts with different
governments getting himself in and out prison until he died in one in 1897. He was a celebrated
fighter for political rights, education, freedom of press and many other revolutionary beliefs.
Demography and labor market
The last census was conducted in 1991 in the entire territory of Bosnia and Herzegovina
including the former Municipality of Gradacac, part of which territory was the present day
Pelagicevo. However, due to the fact that in the new territorial division some local communities
remained as a part of Gradacac, and others became part of Pelagicevo, it is rather difficult to
establish a clear picture of the population in the territory of Pelagicevo in 1991. We can estimate,
though not with certainty, that before the war the population of Pelagicevo area was around
11000 people, 55% of whom were Serbs and the remaining 45% were Croats. There were other
nationalities as well, but their number was rather low.
By using various indicators, collecting field information and using the estimating method
we can claim with certainty that the present day Pelagicevo has a population of 8500 people,
which is significantly less than in 1991, but the situation in terms of nationality ratio has changed
as well, so today it looks like this:

Demographic analysis cannot be complete without age and gender structures which
represent significant biological aspects of the overall social dynamics. The following charts give
us an idea of the current situation in these respects:

According to the official records, the Municipality of Pelagicevo has 157 employees
working in public sector, 37 in the joint stock company, 171 in limited liability companies, and
117 workers employed in different retail stores, workshops and restaurants. The total number of
insured people in Pelagicevo Municipality is 479, and the number of retirees is 206. In terms of
employment in this area we should be very careful when stating the exact number because this
aspect should be considered multidimensional. This is an agrarian area where 90% of the
population runs small agricultural businesses within their households and for their own needs, so
it is very difficult to talk about employment in literal meaning.

Economic situation
Entrepreneurship:
Since the establishment of Pelagicevo Municipality until the
present day, there have been many advances in the development of small and medium enterprises
and attempts to initiate agricultural and animal husbandry businesses for which economic
conditions do exist. Facilities that have been built by a private initiative are found
in service industry, manufacturing industry and in wood processing industry, and also we have
huge feed mills and grinders. Due to the favorable geostrategic position, the Municipality of
Pelagicevo has been successful in developing trade industry to the great extent. The reason for
the expansion of commercial businesses should be found in the fact that commerce requires a
relatively small initial investment and is less risky than the production itself. For this reason we
have found ourselves in a situation where there is redundancy in one type of business because of
the number of companies that are involved in it, and on the other hand a shortage of companies
in other types of business.
In 2009 the entire Municipality had 49 registered body corporates from various fields
which have contributed to the overall economy of Pelagicevo. Warehouses are the most common
types of business, and Pelagicevo area has 5 warehouses of animal feedstuffs and grains, 4
warehouses of construction material, then toys, paper and tobacco warehouse, one of each, and 5
warehouses of miscellaneous Chinese goods. In the year 2009 Pelagicevo Municipality had 25
registered stores, 15 of which are grocery stores, two agricultural pharmacies and one
veterinarian clinic, pharmacy, auto junkyard, electronic material store and one bookstore. Most
of them are in Pelagicevo, except two grocery stores that are located in Blazevac and
Tramosnica. In addition, there are twenty more registered stores that are involved in crafts and
trade business, three of which are floral shops, two carpentry stores, two stores for
manufacturing plastic goods and concrete products, two garage mechanics, and one bakery, tire
repairman, sawmill, transport business, and many others. Most of these are located in Pelagicevo
as well, but there is also one brickyard and a carpenter store in Blazevac and Donja Tramosnica,
respectively. In the territory of Pelagicevo the Association of Private Entrepreneurs was
established,
which
is
an
association
that
brings
together most
of the
local businessmen where they attempt to resolve possible business issues and protect their
interests.

Land
areas where agricultural
production takes place are very heterogeneous, but
generally they present a very significant production
factor. There is a noticeable change in the
structure and use of agricultural land, which is continually decreasing in favor of
commercial production facilities and infrastructure facilities, due to the general dynamics of
social development. The biggest problem in agricultural production is the fragmentation of land
into small plots, as well as the absence of vast production that could be presented on the market.
Arguments support the fact that, with a proper encouragement, this activity can be raised to a
higher level and it could help reduce the high rate of unemployment. Agriculture could, and
certainly should, be one of the key engines of the development process and the overall revival of
the population. When it comes to agriculture this entire area has a long tradition, especially in the
production of grains, tobacco, fruit and vegetables, and also in the field of cattle and pigs
breeding.

Tourism and Services:
Although the
Municipality of Pelagicevo has a very prominent
touristic potential, we can hardly talk about
developed tourism. It is a huge mistake to allow
that the resources Pelagicevo has to offer remain
unused. Geographic location with diverse

tourism, which would allow for this Municipality
to become a regional tourist center.

Infrastructure

Road network: The road network in the Municipality of Pelagicevo consists of local
and unclassified roads divided into asphalt and gravel zones. Given the poor financial situation,
the road network has not been adequately maintained so it is in a bad condition. Considering the
length of local roads, 50km have been asphalted, while 42km of roads still remain gravel.
Regional roads extend through the Municipality as well: Gradacac - Samac through inhabited
village of Ledenica, 3km in length, then Obudovac – Tramosnica 8km in length, and PelagicevoGradacac, i.e. Pelagicevo-Turic 9.5km in length.
In addition to these regional roads there is also Orasje-Tuzla trunk road, part of which
passes through inhabited places of Pelagicevo and Porebrice in the length of 12km, which
belongs to Bijeljina Roads. This trunk road is of great importance to the local people and its

modernization and extension would certainly be in best interest for the entire Municipality.

Telecommunication: Pelagicevo Municipality has an automatic telephone exchange
which provides quality service to local residents. Some 60% of the Municipality is covered by
telephone network, while in villages Donja and Gornja Tramosnica, Turic, Samarevac and Donje
Ledenice this issue has yet to be resolved. In Samarevac and a part of Donje Ledenice exists
wireless telephony as a temporary solution, however people of Tramosnica and Turic do not
even have this option.
Power distribution network: The quality distribution of power in this area is
supplied by “Elektro-Bijeljina” power plant, (joint stock company Bijeljina), a business unit
Pelagicevo. The entire municipality is fully covered by the electrical network, low voltage
420km in length and high voltage 70km in length.
Utilities: Utility services have been entrusted to the “16th October” publicly owned
utility in Pelagicevo which is financed through charging their services. A major problem in this
community is garbage disposal. The former garbage dumpsite was emptied and closed due to the
inability to meet the basic criteria of environmental protection and utility services, so now there
is a need for the new dumpsite which will meet these criteria. The current problem remains
finding a right location for the dumpsite which all the residents will be satisfied with, so garbage
disposal is one huge issue for the entire Municipality.

Water supply: Local people get water for the most part from their own wells with
water pump systems. There are several artesian wells in the Municipality, the most important of
which are: Pelagicevo village center artesian well (in the churchyard), Pelagicevo village center
artesian well (next to the “Mali raj” restaurant), “Djendici” artesian well (in Zvjezdan hamlet)
and “Blazevac” artesian well (in Marojevici hamlet). In one village of the Municipality, Donja
Tramosnica, water supply is gained through the local water-supply facility run by this local
community. 200 households from Donja and Gornja Tramosnica are connected to this facility.
Urban planning and construction: The Municipality of Pelagicevo still does not
have the necessary urban planning register which would refer to the Municipality’s urban
planning and regulatory plans.
Safety
The protection of people and property in the territory of Pelagicevo is entrusted to the
Pelagicevo Police Station, which belongs to the Center for Public Safety Doboj. Its work is
largely conditioned by the well known political, economic and safety factors that characterize the
broader public state, and which significantly influence the work of the Republic of Srpska
Ministry of Home Affairs and the work of the Pelagicevo Police Station as well. Besides the
Police Station another service responsible for safety in Pelagicevo is the Civil Protection Service.
All the activities in the field of civil protection, aimed at raising the level of safety are regularly
carried out. Previously the Civil Protection structures were used when needed to monitor water
level, migratory bird movements, the possibility of bird flu, forest firefighting and during heavy
snow time.

Education
“Vaso Pelagic” elementary school is the bearer of the entire educational system in the
Municipality and besides the central modern school building in Pelagicevo village, there are also
four schools in wider area, in villages Cendici, Porebrice, Blazevac and Tramosnica. The school
has a total of 43 employees; a head-master, school counselor, librarian, secretary, an accountant,
26 teachers and 11 other employees
including a handyman, stoker, cook and a
cleaning lady. In the 2004/05 school year

Culture
“Vaso Pelagic” folklore society from Pelagicevo is very successful in promoting the
culture and tradition of this area through participating in various cultural and folklore events in
the region. This society is a successor of previous folklore societies which have been present
with minor interruptions, since the end of the World War II.

In a populated place, Gornja Tramosnica, there is a convent, The Franciscan Sisters,
which was built in 1892 by Friar Ilija Cavarovic, a renowned priest from this village who was
active in church work in the second half of the XIX
century within “Bosna Srebrna” society. This convent
and the life and work of Friar Ilija can undoubtedly be
one of the backbones of cultural an educational
promotion in the area, made possible through the
affirmation of our glorious past, and it represents a
potential which can contribute to the development of
tourism.

in Pelagicevo, Blazevac, Porebrice and Samarevac, and three Catholic churches in Turic, Gornja
Tramosnica and Donja Tramosnica.

Sports
Women’s volleyball: “Mladost” volleyball team - Republic of Srpska 2nd league
This team continued the glorious tradition of the previous one that achieved outstanding results
at the national and federal level during the 70’s.
Men’s volleyball: “Pelagicevo” volleyball team - Republic of Srpska 1st league in senior
category, several times champions of RS and Bosnia and Herzegovina in pioneer and cadet
category. This is the most successful sport’s team in the Municipality of Pelagicevo and they
present
this
community in the
best possible light
through winning
streaks
and
getting numerous
trophies.

Football has been played in Pelagicevo since 1938 while the first club was found in 1958 and it
has been active ever since, with minor interruptions.

Hunting and fishing
Hunting: This region is a very attractive for hunting tourism, the best example being
numerous occasions when foreign hunters, above all Italians, come here for hunting experience.
Hunting ground in our community falls into the category of lowland hunting ground and the
most hunted animals are rabbits and pheasants. Roe deer is also hunted to some extent, and for
tourism purposes quail is hunted as well. The territory of “Pelagicevo hunting ground” was
established in 1997 by the decision of the Ministry of Agriculture, Water and Forestry. In this
territory there are various hunting facilities mostly privately owned. Today, there are three
registered hunting associations in the Municipality: the Hunting Association “Prepelica”
(“Quail”), the HA“Jelen” (“Deer”) and the HA “Srna” (“Doe”).

Its activities have been based on the enlargement and
protection of fish stocks, planning, developing and
promoting sport fishing and competitions within it,
fishing tourism and the accelerated accession to the
world wide streams that deal with natural environment
protection.

The lake in Pelagicevo village was created during the 60s’, by excavating gravel for the

construction of the trunk road Orasje-Tuzla. At the time, this area was swampy and inaccessible,
so it was with these activities that it gained
the present appearance. The lake area
includes 80 hectares, 33 of which is water
surface. It is located in the north of the
Pelagicevo village. The lake represents an
extraordinary destination for all those nature
lovers who wish to enjoy its beauty. The lake
and surrounding ground serve that purpose
exactly, and in the future special attention
must be paid to the potentials this lake has to
offer and opportunities that, by all means,
should not be wasted.
Youth
Youth organization in the Municipality has found itself in an idle situation. Despite some
attempts to raise the quality of their work at the higher level not much has been changed.
However, it should be clear that this is just a reflection of the overall social situation in this
respect, so Pelagicevo Municipality certainly cannot be an exception when it comes to the state
of the entire country. The Youth Organization used to be one of the drivers of cultural and
artistic events in Pelagicevo through organizing various concerts of famous performers, throwing
dance parties, performing plays and through the work of the local cinema.

Cultural Centre in Pelagicevo village was at the time a significant place for the
implementation of youth policy and all the events young people gave their contribution to. In that
building there used to be a Youth Organization Office. Today that Cultural Centre is in a poor
condition and its restoration should be one of the priorities which all the residents would benefit

from. One of the priorities should also be raising the quality of youth work in the community
through the formation of youth organizations and the establishment of positive understanding
among the youth and municipal structures.
Health care
Family health care clinic in Pelagicevo belongs to the Health Centre Bijeljina and it
represents a main center of health care in the area, which in the future must improve constantly
and expand its range of activity. Currently it employs two general practitioners, three medical
technicians and a cleaning lady which is sufficient, according to criteria, for two medical teams.
However, the number of people living in the Municipality requires at least three such teams
which clearly states the shortcomings in this field. For now, these two teams manage to cover the
entire Municipality area, but in the future it is necessary to improve the quality of service, mainly
through the employment of additional staff. In the same building as the clinic there is a private
laboratory named “Simon” where locals can get the necessary laboratory tests.
The local monastery in Tramosnica serves as a health care center, where medical service
is provided by a nun, which is definitely not sufficient for the quality health care in the western
part of the Municipality.
Social protection
Pelagicevo Social Service Centre was established in mid 2004 in order to enable people
to gain as efficient and as quality help as possible. With the decision to establish the Center,
Pelagicevo has demonstrated its desire to enhance the state of social welfare where the Center
would be an instrument for solving problems and necessities of those in need. However, there
have been many issues in the past that have hindered the work of the Center, and those issues
have been financial for the most part. Nevertheless, the Center has achieved significant results.
In addition to the Center there is another organization which helps the disadvantaged and that is
the Pelagicevo Red Cross, which was established on the same day as the Municipality.
Environment

The Municipality of Pelagicevo does not have a Local Environmental Action Plan but it
is in a development stage. However, this negative trend has affected the society in whole, and
Pelagicevo is not far behind the current tendencies. It
is important to highlight the fact that this area is
exclusively agricultural, without any major polluters,
so it can be safely said that environment here is highly
preserved and unpolluted. All of this can certainly
represent a large potential for agricultural production
which would be based on the production of healthy
food according to modern environmental standards.
Pelagicevo Lake
Also healthy natural environment represents a great potential for different forms of tourism and
attracting those nature lovers who are fed up with polluted industrial regions and overpopulated
towns and who seek rest in countryside.
Media
The Municipality of Pelagicevo does not have a local broadcasting station so people are
usually informed by regional or national media. Important news from this region is broadcasted
by “Hit” TV station from Brcko which Municipality has a reporting agreement with. This station
regularly reports on various activities that take place in Pelagicevo and also on the Municipal
Assembly sessions. A lack of local medium is definitely a shortcoming that could be overcome
by establishing a radio station. That way local people could be duly informed of any significant
occurrences, but this medium could also be used for entertainment, advertising, education,
politics, etc.
Local Government
The Municipality of Pelagicevo was established by the Republic of Srpska National
Assembly on the 16th of September 1992, the decision number: 01-1499/92. It was constituted
and began operating on the 30th of January 1993. The Municipality was derived from the pre-war
Municipality of Gradacac, the part of it which belonged to the territory of Republic of Srpska, as
an expression of national will and newly found political reality. Local Government in Pelagicevo

is comprised of the following departments: the Department of General Administration, the
Department of Urban Planning and Utilities, the Department of Economy, Finances and Social
Services, and the Mayor’s Office.
Every Department of the local Government performs duties within their regulated
jurisdiction and in accordance with the law. Compared to previous years, obvious is the perpetual
increase in the budget, which surely speaks of the overall improvement of the Municipality’s
financial state.

The Municipal Assembly, as a representative body, has 15 members who are elected by
the Bosnia and Herzegovina Election Law. In the Assembly currently there are six participating
political parties: the Serbian Democratic Party, the Alliance of Independent Social-Democrats,
the Party of Democratic Progress, the Democratic People’s Alliance, the New Croatian Initiative,
the Croatian Democratic Union, the Serbian Radical Party “Dr Vojislav Seselj”, the Independent
Democratic Party and the Socialist Party.

Based on the development direction in which Pelagicevo should move and the analysis of
its basic assumptions, the strategic goals have been defined as guidelines which should lead to
the vision fulfillment in the near future. There are five strategic goals that should be reached by
the year 2016, which concern all the segments of society:
SUSTAINED ECONOMIC DEVELOPMENT

In this part of the strategy it is necessary to define all the required measures and
guidelines within five strategic goals. Once they are defined, certain programs and projects are
suggested, some of which are stated here, and which are the result either of the nature of strategic
goals, or people’s desires which have been expressed through different surveys.
Sustained economic development
The economic aspect of the community’s development is undoubtedly the most important
aspect to be dealt with if we wish to improve the quality of life in this Municipality. The
problems that are stated here refer to wider social relations and the state of the economy in the
country. A key role belongs to the global tendencies that are universally present.
It is crucial to recognize the advantages Pelagicevo could use for the self-affirmation in
the region and by exploiting those advantages engage all the necessary and available resources. It
is clear that in current circumstances we cannot expect any kind of industrial development, nor is
that required here. Nearby cities are more convenient for industrial production and they will
always be more attractive for investment than this rural area. However, it is obvious that the
geographical location of Pelagicevo can highly attribute to the development of commerce and
other types of service. The spectrum of economic activities related to tourism, agriculture,
commerce and restaurant business, is undoubtedly the economic aspect which Pelagicevo can
benefit from.
Entrepreneurship
The conditions for the development of municipalities such as Pelagicevo are directly
related to the economic conditions prevailing in the entire country. Here we speak of ‘business

climate’, as a unity of economic and institutionalized conditions connected to business activities.
When analyzing the business climate in the country, one must come to a conclusion that it is
rather unfavorable and that it does not provide the ground for regular functioning of the
economy.
The sector of small and medium businesses nowadays has a key role in economic trends,
but one cannot speak of the development of this sector in Pelagicevo until there is favorable
climate established which could ultimately lead to the affirmation of private businesses.
Measures Pelagicevo has to undertake in order to accomplish this are essentially based on the

 The improvement of collaboration between the municipal administration and economic

 Giving support to small and medium businesses

Agriculture
The Municipality of Pelagicevo is mainly agrarian, meaning that the majority of people
are involved in some kind of agricultural production, but there is a very prominent problem of
smallholding. However, with different ways of association among smallholders and their joint
presence at the market this problem can be surpassed. It is extremely important to pay attention
to the healthy natural environment in Pelagicevo, as one of the crucial potentials which can be
used for the organized production of healthy traditionally grown food. Because of the global
trends of artificial food production which is unhealthy, there is a growing need for the production
of naturally grown and healthy food in areas suitable for such an activity.
The lack of agricultural production, however, reflects itself through nonexistence of
processing machinery for specific agricultural domains, which should be obtained in near future
if Pelagicevo wishes to realize its agricultural development. Active measures in the field of

Even though there have not been any significant tourist offers in Pelagicevo, in future
that is bound to change. Tourism opportunities are an advantage of this Municipality in
comparison to other Municipalities in the region. Nature’s gem in the village is Pelagicevo Lake,
which represents a remarkable potential which has been unexploited so far. Also, a healthy and
pleasant natural environment, unpolluted and rural, is certainly alluring for nature lovers.
Hunting and fishing tourism, agritourism, culture and tradition promotion, all present
very significant segments of the comprehensive tourist offer of Pelagicevo. It is clear that
following the scenario, other economic services would develop besides tourism, such as
restaurant businesses, commerce, etc. The most important is the first step, after which others will
follow, and tourism just might be that first step. Necessary measures for this include:

The infrastructure cannot be the sole driving force behind the development of the
community, however, in order to keep up with the economic prosperity it has to be continually
upgraded. There is no doubt that landscaped and modern living environment is more attractive,
but simultaneously this community has to connect its urban planning to the preservation of
environment and environmental standards. The urbanization and mass construction which is very
present in cities is definitely not realistic, or necessary in our case. This Municipality has to base
its urban planning on the preservation of nature and environment, as the prerequisite for the
development of this local community. This is just a profile of a community, agrarian in its
characteristics and in sync with nature which has the exceptional range of opportunities which
will be accepted through developmental strategy in near future.
Infrastructure
There is still a lot to be done in this field, and the development of road network is surely
one of the main projects. It is of crucial importance that all roads are covered with asphalt and
the already existing ones are maintained in a good condition. Issues that refer to water supply
have to be promptly resolved in accordance with all the other developmental processes. What is
extremely important is urban planning because attractive and comfortable surroundings is of
great importance for the residents, and it will be dealt with shortly, as will be the problem of the
telephone network in parts of Pelagicevo which, as it is, is unacceptable for the locals of that
area. Measures we are going to apply here are:

The idealization of village and natural environment is becoming a worldwide growing
trend due to the overpopulated cities and modernization of all spheres of social life, therefore this
is the perfect opportunity for this rural territory to find its role in these processes.
In addition to specific interventions in the field, it is necessary to work relentlessly in raising
environmental awareness among the population through education and indicating the
significance of these trends, but also through harsh environmental rules and regulations that must
be obeyed. Measures undertaken to preserve the natural environment in Pelagicevo are:











The fulfillment of various human needs in present day time is based on the quality of
social life, i.e. on the high standards referring to the areas of health care and social care, areas of
culture, entertainment and physical recreation, and everything else that makes one’s life
meaningful. Pelagicevo has yet to make improvements in this area, but one of the favorable
developmental conditions is the existence of distinct tradition in different segments of social life.

This primarily refers to sport and culture which can highly attribute to the reputation and
affirmation of Pelagicevo in the region. The name of our prominent historical figure, Vaso
Pelagic, can also be used to promote cultural values of this community.
Culture
Pelagicevo Municipality has a lot to offer through its cultural heritage and magnificent
and interesting tradition. Through its wealthy treasure trove of folk customs, and also the historic
role of Vaso Pelagic and the significance of the convent in Tramosnica, this community has the
possibility to affirm itself as a meaningful cultural and historic center. Potentials we own,
unfortunately, have not been tapped enough and situation in culture today is extremely bad. In
order to promote cultural life in Pelagicevo certain measures that have to be taken in the future
are:

 Preservation and promotion of cultural and historical monuments

Youth and sports
Due to the remarkable tradition and innately talented youth in this Municipality, sport has
an important role and has to be taken into consideration when talking about developmental
processes. The promotion and affirmation of the Municipality’s image can be implemented by
advancement of sport and everything else which is directly linked to this segment of social life.
There is no need to emphasize the significance which for Pelagicevo has the fact that our
volleyball team plays in Bosnia and Herzegovina Premier League and that it is real to expect that
in future they will play international championship volleyball games in the Municipality itself.
Similar is with sport fishing because such competitions have been organized in this territory for
quite some time.
It is through sports and other social activities that position of youth could alter for the
better, thus giving them the opportunity to express themselves properly. Today, however, the
problem of youth policy is much wider in character and is initially a part of the ongoing social
situation in the country. Therefore, the municipal authorities have to employ all their effort and
try to initiate the local processes related to youth policy in a positive direction in order to
establish favorable climate. Measures for improvement of youth status and sports suggested in
the developmental strategy are:

Education
The educational level in Pelagicevo is quite satisfactory. The schooling tradition begins
in mid XIX century, therefore we can say that we stand on solid ground when it comes to
education. The need for quality educational framework is excessively important in a social
environment such as this, because future generations of managers, economists, entrepreneurs,
artists, players and others will definitely represent the bearers of the social uplifting processes
and grounds of a successful society. There is no doubt that Pelagicevo stands out from country’s
average when it comes to education, and that educational framework of people that live here in a
way represents a guarantee for the bright future of this community. The shortcoming in all this is
the lack of high school education in the Municipality, however in future there will be activities
undertaken to broaden the range of education beyond elementary. Measures for accomplishing
this are:
 Improvement of educational infrastructure
 Resolving the issue of preschool
 Providing continual education
 Promoting knowledge and educational culture
 Giving scholarships to students

General country crisis and negative global trends have led to the detriment of social
relations and the national health situation. Since this problem exceeds the boundaries of a small
community such as ours, the only thing possible is to try to improve the overall situation within
our limitations and domain field. Measures for enabling this are:
 Improvement of social welfare conditions
 Greater cooperation between different relevant structures regarding social issues
 Construction and restoration of the existing health infrastructure
 Greater participation of government in health care improvement
 Providing home health care and help to those in need
 Work on prevention of addiction

Media
The importance of media seen through the global trends and information flow, has been
raised on a higher level in terms of quality and quantity, than it used to be some ten or twenty
years ago. The geographical location of our Municipality provides us with a good reception from
different nearby media emitters which contributes to the quality of information local people
receive. The shortcoming, as previously stated, is the lack of a local medium. Activities planned
for future include the construction of the media infrastructure this community currently does not
have.

Developed and organized institutions
Institutionalized arrangement of a society is based on the relationships that exist between
certain social institutions, but also on the quality of the relationships between those institutions
and general population which has to be built on trust and mutual cooperation. Problem today is
that reliance on institutions has been reduced to minimum. Causes for these negative trends can
be found in the system through which these institutions and people themselves interact, and
which allows space for abuse, dodging responsibilities, corruption and bureaucratization.
The work of the municipal government
Problems smaller municipalities have in terms of local management organization can be
surpassed by rationalization of their own structure and continuous work in field of efficiency
enhancement and transparency in decision making. Comprehending the need for overly required
reforms in field of municipal administration the following measures are suggested:
 More efficient work of the administration and higher level of service quality
 People’s involvement in decision making processes
 Transparency of the government work
 Leveling up the proficiency of employees

Balanced development of local communities, with special reference to those affected the
most, is definitely the path to follow when it comes to Pelagicevo. There is still a lot to be done,
especially in terms of mutual cooperation between communities, and their joint collaboration
with the Municipal Government, because, for the community as a whole to be on the right track,
its individual parts have to be dealt with as well. In accordance with previously said the
following measures will be undertaken:
 Improved cooperation between local communities and the Municipal Government
 Prioritizing certain communities for investment
 Renovation of administrative offices within all communities
 Affirmation of the role local communities have

Through the analysis of the current situation in Pelagicevo one can see that in this respect
we have reached quite an admirable level, but we still need to make advancements. This
specifically refers to mined areas which are still largely present and can hinder certain
developmental strategies. It also refers to the advancement of the work of the Civil Protection
Units, as a body which is responsible for the wide variety of safety tasks.
Measures necessary for elevating safety level in Pelagicevo are:

Observing the current social processes, especially economic integrations, one clearly sees
the importance of creating associations between smaller communities so they could counteract
those strong and big ones. Pelagicevo is especially interested in associations with neighboring
municipalities in Republic of Srpska and Bosnia and Herzegovina, and with Brcko District as a
significant social, political and economic center in this part of the country.
Perhaps in the area of helathy food production all municipalities of Posavina could find a
common interest which may lead to making one large agricultural company according to
corporative principles. However, this depends not just on us but others as well, but we should be
the ones with the vision and those who will initiate changes in the region. By making all kinds of
connections and partnerships we have a chance to continually exchange experiences and work
methods which can be extremely helpful. A rule constantly confirmed through history is that
only strong and large communities can sustain themselves eternally, while those small and weak
ones vanish rapidly. Measures devised for future activities are:
 Establishing close cooperation with neighboring municipalities
 Exchanging experiences with other local communities in different areas of social activity
 Regional economic connection
 Establishing special connections with certain municipalities in the area, or other regions
or countries

In previous section we have analyzed all fields of development incorporated in this
strategy. We have, also, stated the necessary measures, defined strategic guidelines of
development and suggested specific projects. In future the Municipal Assembly of Pelagicevo
will, based on the proposal by Developmental Commission and the Mayor himself, define
projects and necessary conditions for their realization, also deadlines and methods of financing,
all in accordance with future prospects, strategic goals and defined guidelines.
The Development Strategy of Pelagicevo (until 2016), as an official document adopted
by the Municipal Assembly, must present a base for all ongoing activities and through which
specific projects, which enable the accomplishment of strategic goals, will be defined. In case of
significant changes or conditions, the strategic plan has to adapt to the new situation, but holding
on to its original nature and established framework. All possible changes will be decided by the
Municipal Assembly based on the annual implementation reports which will be submitted by the
Commission for Development and the Mayor.
Control
The role of the controlling mechanisms is to assure correct and complete implementation
of all the necessary activities presented in the strategic plan, also to assure control over the
results in reaching goals, as well as notice the need for interventions and corrections in time,
which could enable the accomplishment of the strategic goals. Implementation control has to pay
special attention to priority projects and deadlines for the completion of strategic goals.
Conclusion
The Development Strategy of the Municipality of Pelagicevo for the period 2010-2016
represents a basic developmental document of this area and its task is to set firm and permanent
developmental frameworks which will be used for further activities. The intention of this
document was to fully show the potentials and characteristics of Pelagicevo and to channel them
into developmental directions.
In socio-economic section we have thoroughly described all the relevant factors in
different areas of economy and social life, overviewed the roots and tradition in all these areas,
stated their current situation, and then in next sections we have showed directions they should
follow.
It is clear that a true development of a community can be achieved only through
progression in aspects of economic and social life, which ultimately is the framework of this
strategy. But what is important to emphasize, and what is seen from the document itself, is the

existence of priorities and fields of planning which represent the driving force of the overall
development. By that we mean the agricultural production and different ways of association
between agricultural manufacturers, then tourism and services, most of all the potentials of the
lake in Pelagicevo through sportfishing and hunting tourism, and the promotion of cultural and
historical values and of course promotion of the work of Vaso Pelagic. Nevertheless, all these
settled frames and defined developmental guidelines will have no merit whatsoever if we do not
start their realization instantly and if do not subordinate all the relevant factors to them.
Orientation towards the future makes the essence of Pelagicevo developmental policy,
and it will definitely not come by itself, but we have to make the necessary effort to implement
all the required measures so that what is now only a vision could become reality in future.
