Abular CAMP OLIVAS, Pampanga – A group of notorious drug pushers finally fell to the hands of authorities after a drug-bust operation in Barangay Pingit, Baler, Aurora, police reported yesterday. Chief Supt. Edgardo T. Ladao, Police Regional Office 3 direc- tor, identified the suspects as Ibrahim Haji Yusop, 16, Cory Guimba Guro, 35, and her sister Omerao, 29 all residents of Sitio Kinalapan in Barangay Pingit. Ladao said the suspects were all members of a drug syndicate engaged in “street selling” of methamphetamine hydrochloride commonly known as “shabu” in Baler town. He said the group operates through a courier using motorized tricycle to avoid detection. But, their illegal trade came to an end after they were arrested in a drug sting conducted by agents of Philippine Drug Enforcement Agency in Central Luzon and members of Baler police station and the Aurora PNP Provincial Intelli- gence Branch. Police seized from the suspects an undetermined amount of shabu, cash money amounting to some P28,000 and the color red Motorstar tricycle (6506-IV). This is what happened after three thieves broke into a 41-year old bachelorette’s house and carted away cash and valuable items in Angeles City recently. The victim was identified as Aloha Flores and resident of Epza, Baranagy Cacutud, Angeles City. The suspects were Melvin Mercado, 22, jobless, of the same area; and two other John Does. According to investigation, the suspects entered the house of the victim at about 1:30 a.m. by forcibly destroying the screen window. Before leaving, the thieves took undetermined amount of cash and valuables such as cell phones, expensive slippers, towel and other items. After the theft, two of the suspects, identified as John Does, returned to the scene acting suspiciously in front of the victim’s house. BURGLAR Page 7 CAMP OLIVAS, Pampanga-Two separate police drug buy-bust operations netted on Tuesday and Wednesday three drug pushers in Angeles City and Floridablanca in Pampanga. Police said arrested on Wednesday in Angeles City were Marissa Lising, alias May, 44, a resident of Barangay Pampang, Angeles City and Michael Bonifacio, 35, of Barangay Balibago, also in Angeles City. Police said Lising and Bonifacio sold shabu to police poseur buyer at about 5 p.m. in a house at Michael Street Diamond Subdivision, in Angeles City. Confiscated from them were a small-size heat-sealed plastic sachet containing shabu and the marked money. The suspects were brought to the police station for proper disposition. In Floridablanca, arrested was Allein Bernando, 29, of Barangay Poblacion, about 8:10 p.m. on Tuesday. Seized from Bernando were two plastic sachets containing shabu and marked money. Police said the operation against Bernando was witnessed by the barangay captain of San Isidro, Floridablanca, representatives from the media and Department of Justice. During the recent celebration of the “Araw ng Mangingisda”, members of the Subic Bay Integrated Fisheries and Aquatic Resources Management Council (SBIFARMC) said they have rallied to the call by the SBMA for a ban on plastics as their contribution to the cause of environmental protection and sustainable development. Raymundo Agravante, chief of the Department of Labor and Employment in Central Luzon, said the “Kalayaan 2013” job fair at the Malolos Sports and Convention Center in Malolos City has hired 241 jobseekers on the spot. Agravante said the job fair is held annually as the labor agency’s highlight activity during the observance of the Philippine Independence Day adding that this year’s theme was, “Ambagan Tungo sa Malawakang Kaunlaran.” The number of hired applicants, Agravante said, achieves the labor agency’s placement rate target of 15 percent out of the 1,571 registered job applicants. Pedro Fernando Jr., DOLE Bulacan Field Office head, said more than 7,600 job vacancies were offered by 54 companies during the job fair. Of this number, 3,723 were local positions and the other 3,900 were for overseas companies. The seminar-workshop will start at 8 a.m. until 5 p.m. at the Academic Hall, St. Joseph Building of HAU. The workshop aims to better familiarize the stewards of its heritage structures with the issues and fundamentals of conservation of the church. The seminar-workshop will also serve as the venue to consult both clergy and lay leaders of heritage parish communities on drafting the Archdiocesan Commission on Church Heritage (ACCH) guidelines and setting up its organizational structure. Among the issues to be tackled during the seminar include Language and Translation; Religious Tourism; Tangible Heritage; Intangible Heritage; and Archives and Museums. The seminar-workshop is organized by the ACCH in cooperation with Holy Rosary Parish, Holy Angel University Institute for Christian Formation and the Center for Kapampangan Studies. BFAR regional director Remedios Ongtangco said the agency has created a task force that would help and support the fish farmers in eradicating the lice infestation that pose threat to the fishing industry in the areas. Ongtangco said the program’s activities include the survey of affected areas, trainings on basic pond preparation and fish health management. She said that BFAR’s survey conducted in the affected areas last February showed that the emergence of kuto was caused by poor pond management. “Kuto appears and thrives in polluted water,” she said. She said the BFAR team found out a very poor quality of water in the affected areas. “Infestation in Masantol town, specifically in Barangays Bagang, Sagrada, Nigui and Sta. Monica, was heavy that when you dip your hands in the water, in a few minutes, the kuto already attached themselves to your hands,” she said. She said the other sampling points are not presently infested but all have experienced infestations in the previous growing cycles. She said the fish farmers observed that infestations occurred during the fingerling and juvenile stages of fish and shrimps. Only the mudcrabs were able to survive the infestation, she said. Ongtangco also said that some fish farmers even claimed that they experienced 100 percent mortalities for their tilapia and milkfish stocks. Likewise, she said BFAR team also observed that all the fishponds in the affected areas were covered with heavy vegetation. “It is observed that at least 50 percent of the total production area were covered with vegetation,” she said. As a result, the BFAR has recommended clearing and complete drying of ponds. “Eradicating the vegetation during pond preparation and prolonged sun drying of the pond bottom helped minimized the proliferation of kuto,” she said. To educate the fishfarmers on proper pond management, the BFAR has conducted techno-demo project to 19 qualified and willing fishfarmers in the affected areas. The BFAR official said the agency will also provide the expenses for pond clearing and preparation. She said the BFAR also rented water pumps for the undrainable fishponds. “Fine mesh screen was also provided to prevent the entry of kuto from the communal bodies of water,” she said. Aside from these, she said the BFAR will also provide 50 percent subsidy of the stock requirement for shrimp and 100 percent for tilapia and bangus. “Kuto” an isopod identified as alitropus type infected cultured species such as tilapia, bangus, and shrimps. ● (PNA) 4 Headline Gitnang Luzon JUNE 14-16, 2013 EDITORIAL Junked The courts have been junking electoral protests filed by losing candidates in the past mid-term election all over the country. In Pampanga, two protests have already been dismissed for lack of substance--that of Sto. Tomas and Candaba. Protests are ways for losing candidates to air their grievances about the elections where they thought they were cheated and not defeated. However, they also become avenues of other politicians to prolong their agony, as if it will make them feel better afterwards. Sadly, the election protests, which are now placed in the hands of the regular courts, only add up to the swelling number of cases in the courts, delaying the resolution of high-profile cases to the detriment of those who have their rights violated. Alarming, too, is that some politicians file their protests as a sort of ego-massage even if they did not have ample evidence to back-up their claims. This is a democratic country where one can do anything as long as it is within lawful bounds, yes. But, Filipinos should also practice self-restraint and consider the good of the bigger majority before himself and this goes even to politicians. Hey! Aren’t they supposed to know that already? As I write, the nation celebrates Philippine Independence Day. I cannot help but mull over this occasion as I went about the early morning chore of clearing up our front yard that received a beating from last night’s torrential rain. The question that dominated my mind as I cut down low branches was how homebodies like me feel about celebrating freedom and independence. I honestly did not know if I were to be ashamed or not of my answer to this because I just felt nothing. I know that June 12 is happily looked forward to by homebodies like me because it means no HOMEBUDDY work for the hubby and no classes for the children, thus no breakfast nor baon to prepare which Dottie F. Who cares about early morning flag-raising ceremonies led by government officials in landmark sites around the country as reported on radio and television? Who is agog over the vin d’ honneur at the palace by the Pasig river? What concerns most is that it is a holiday. On the rare occasions that I chanced upon flag ceremonies in public places, I have seen that people no longer stop and stand still nor do they remove their hats from their heads anymore. Neither is the flag given the respect it is due when one sees it atop a pole, faded, torn and battered. I then question the kind of independence that it symbolizes. Yet, I can only speak for myself. The West Philippine Sea issue is something that strikes a raw nerve in me. I do not think well of how our government is dealing with it because I feel strongly over what should be our own territory. It was also occupied by General Arthur McArthur and members of his staff in 1901, and served as the home of the Kamikaze pilots in 1944. In the year 1981, the Pamintuan Mansion was bought by the Bangko Sentral ng Pilipinas (BSP). It was restored in 1983 and inaugurated in 1988 as Central Bank’s regional office. In her decision, Simbulan stated that Sagum, through counsel, merely presented general statements of fraud, anomalies and irregularities without detailing the acts being complained. The court stated that “protestant failed to show that the fraud, anomalies and irregularities alleged in the election protest had been recorded in the minutes of the voting from any of the protested precincts, and protestant failed to state any evidence that would show that such fraud, anomalies and irregularities ever happened at all.” Macalintal stressed that the protestant is merely on a “fishing expedition” as he failed to present evidence to support their claim of irregularities during the midterm elections. “They don’t even have basis to support their allegation. They are just saying that they were a victim of election fraud and irregularities but they have no evidence to support their claim,” Macalintal said. With this, the court said that to allow the election protest to prosper, despite grave failure of protestant to comply with the basic mandatory re- quirements, will allow protestant to merely fish for evidence. Macalintal said the decision on the election protest filed against Maglanque was historical, being among the first in the country to be decided by the court expeditiously. It can be noted that the election protest was filed May 24, 2013. The court received it May 27. On June 3, the court received the counter-affidavit of Maglanque and subsequently the decision was released June 10.
