1.0 Foreword
The National All Star Hockey League (NASHL) is a fantasy hockey simulation league which allows you
the opportunity to take on the role of general manager of a team. As general manager, your goal is to
make the team the best in the league through trades, signings, releases, and by editing your lines.
The NASHL is an FHLSim sim-based re-rate league, not an NHL rerate league. The players will be
rerated each season by the simulator based on the previous year’s play.
The NASHL uses FHL Simulator (ver. 1.5) as developed by Sean Bates and FHLSim.com. All general
managers will need to install the GM Editor (v1.5) in order to manage their rosters and submit lines.
This rulebook will be your guideline to operating a franchise in the league. No matter how hard we’ve
tried, there will be times when these rules will be amended in the best interest of the league and its
participants.
If you are interested in joining the league, you must e-mail the Commissioner to express interest in
joining. Let the Commissioner know your name, your prior FHL experience, the team you are interested
in, and what you intend to do with the team.

LEAGUE OPERATIONS
2.1 LEAGUE OFFICE
The league office is headed by the Commissioner, who handles all of the day-to-day operations of the
NASHL, i.e. approving transactions, simulating games, updating files, updating webpage, etc. The
assistant commissioner and the committee members are in place to assist the commissioner and/or
other general managers to keep the league running smoothly. This can include handling drafts, running
free agent offers, awarding Activity Points, writing/revising rules, etc. The Commissioner will
assign/revise committees as needed to help maintain the league.
The league office looks forward to your ideas, suggestions or comments about the league. This
information will be used for the overall betterment of the league. If you feel a change is needed, please
e-mail the Commissioner , or post in the league forum.
2.2 LEAGUE COMMITTEES
The purpose of the league committees is to assist the Commissioner during the season. The committees
currently include prospect creation and entry draft, free agency negotiators, trade review, and salary
cap/finance and farm rules. Descriptions for these committees can be found on the league forum. The
Commissioner will create/remove committees as needed. Any general manager volunteering for these
committees will receive Activity Points and/or additional finances for their service.
2.3 GENERAL MANAGERS
All sim leagues, especially the NASHL , are built around general manager (GM) participation. We don’t
expect constant activity, but regular participation is encouraged. GMs will be rewarded for being active
-so don’t hold back. Please keep in mind that the goal of this league is to have fun. We love and expect
rivalries to form in the league. Trash talking is encouraged, but please be respectful and don’t cross the
line in badgering another GM - their franchise is theirs to run as they see fit. You might not like their
trade or transaction, but it is their franchise.
Please read the rules carefully and if you don’t understand something, feel free to ask the
Commissioner.
All general managers must show and perform regular duties – updating and sending in lines, responding
to trade offers, posting reports on the forum, voting on league issues, etc. Any GM that fails to be
active, i.e. no new lines, no posts, etc. may be considered for removal from the league.
2.4 LEAGUE SCHEDULE
The NASHL consists of 30 teams divided into two conferences and four divisions. With the recent
change in the number of divisions, the NASHL season will consist of an 86 game regular season played
over 13-14 weeks. The playoffs will follow, crowning a new champion. The league will follow the current
NHL point system in the standings – 2/0/1/1 for W/L/T/OTL. Games will be simmed with one NASHL
schedule day per one actual calendar day, unless otherwise notified.

Some of these items may occur concurrently – the Commissioner will post any deadlines associated with
these activities on the website’s main page or on the league’s forum.
2.5 SITUATIONS NOT COVERED
We’ve tried to cover everything possible with the rulebook, but we know we’re not perfect. There may
be loopholes or issues that were not foreseen in the creation of this document. The Commissioner
reserves the right to make a decision on these issues in the best interest of the league. The rules will not
be changed once a season has started, unless it is to provide more clarity to an issue or to correct an
errant rule. General Managers will be notified via forum post and e-mail, if a section of the rulebook is
changing.
PLAYERS
3.1 PLAYER ATTRIBUTES
The simulator rates each player on specific abilities. Players are rated in each category from 25 up to a
maximum of 99. A description of each category follows:

Healthy player will have “OK”, fatigued players will have from 96 to 99, and injured
players will be less than 96. The lower the number, the more serious the injury.
IJ (Injury)
Level of the player’s injury. “DD” indicates day-to-day and the player should recover
quickly. “#W” means weeks, “#M” means months, with the number in prior indicting
how long. “IN” means indefinite, which is over three months.
IT (Intensity)
Ability to play at his peak level every shift on the ice.
SP (Speed)
Player’s skating speed, which is both acceleration and raw speed.
ST (Strength)
Ability to work in the corners, in front of the net, etc.
EN (Endurance) Ability to take more and longer shifts during the game.
DU (Durability)
Ability is directly proportional to how often a player will come out of a game unhurt.
DI (Discipline)
Ability to avoid penalties.
SK (Skating)
Ability to balance, maneuver and change direction.
PA (Passing)
Ability to move the puck or set players up in scoring position.
PC (Puck Control) Ability to keep the puck on his stick when opponents are around.
DF (Defense)
Ability to break up passes, rushes and cover offensive players.
SC (Scoring)
Ability to put the puck in the net, and also to create scoring opportunities without
the puck.
EX (Experience) Player’s experience level, which helps the player be more consistent from one game
to the next, and to be more effective in close games.
LD (Leadership) Ability to help the team be more consistent from game-to-game and from shift-toshift.
OV (Overall)
Composite rating of the other ratings shown above. The weighting of these ratings is
different for forwards, defensemen and goalies, recognizing their important roles on
the team and the relative value provided.
AG (Age)
How old the player is during the season.
CT (Contract)
Number of seasons remaining on the player’s contract. A “0” CT indicates the player
is a free agent.
SALARY
How much the player will make during the season.
3.2 STREAKS/SLUMPS
The NASHL does not have the “Streak/Slump” active, so during the season, the attributes for the players
will be consistent.
3.3 POSITION CHANGES
At any time during the season, a GM may request to change a player’s position, as long as that player
has played the requested position. Available reputable hockey sources to find players’ positions include
TSN.ca, NHL.com, NHLPA.com, & Hockeydb.com. Requests shall be e-mailed to the Commissioner, and
must include the link from the source to show the player’s available positions.
3.4 ROOKIE/VETERAN STATUS
All players within the league will be considered veterans, unless they meet the following condition to be
eligible for Rookie Status:
 Player must be AG23 or younger during the current season, AND
 Must have played less than 16 games the previous NASHL season (650 MIN for goalies), AND
 Must have played less than 26 games in his NASHL history (950 MIN for goalies).
3.5 PLAYER CONTRACT/SALARY
Contracts for can run in length from 1 to 6 years, and veterans’ salaries can be from the league
minimum of $450,000 to the league maximum of $10,000,000. When called up from the Junior League,
rookie contracts will be 3 years in length and the salary will be $500,000.
3.6 PLAYER RETIREMENT
All players currently AG35 and older will be eligible for retirement. About 20% into the season (around
the Day 20 mark of the season schedule), the League Office will announce the players that will retire at
season’s end. The League Office has a program that will create a list of players that have decided to
hang up their skates. All players, AG35, on the unsigned list at the end of the season will automatically
retire.
The retiree’s current franchise may try to coax a player from retirement for one additional season by
using Activity Points. The retiree will remain for only one season and will retain his current salary.
3.7 PLAYER RERATES
At the end of a season, players will be rerated based on their NASHL performance, not on their NHL
performance. Experience tells us the simulator is more favorable towards the younger players. During
the off-season, each franchise will have the option of appealing up to four (4) pro/farm players of their
rerated attribute values. Appealed players who are 26 years old or younger will have their attributes
automatically returned to their previous year’s values. Appealed players who are 27 years old and older
will need to provide some documentation as to why the rerate should be appealed. Each franchise will
have the option of appealing one (1) prospect in the JHL to have their attributes returned to the
previous year’s value.
3.8 PROSPECTS/JUNIOR LEAGUE
Each franchise is limited to a total of 30 prospects, which will cost the franchise $1,500 each for a
season. During the off-season, a franchise may choose to release a prospect at no cost, at which time
the prospect will be removed from the league. The prospects will come from one of two sources: Free
agent prospects or from the NASHL’s Junior Hockey League (JHL).
During the off-season, a franchise will be allowed to select one (1) player to be added to their prospect
list. This free agent prospect must be currently playing for their respective NHL club. This prospect
cannot:
 Already be on an NASHL team or prospect list;
 On the NASHL’s RFA or UFA list;
 Already in the JHL;
 In a draft class that will be a future group into the JHL; or,
 A player who has been retired from the NASHL.
Claims will be posted on the League Forum. Any invalid claim will be ignored and the franchise will lose
the opportunity to select another prospect.
Prior to the start of the season, a new class of prospects will enter the NASHL’s JHL. The class of
prospects will be based on a corresponding NHL draft as follows:

Concurrent with the NASHL season, the JHL will play a 66 game regular season and then have an eightteam post season. Players will be rerated after each season. All rookies within the JHL will be eligible for
the Entry Draft. Any player drafted will be placed on their franchise’s prospect list, and will lose their
rookie status in the JHL.
At the conclusion of the JHL season, all players in the JHL that are 21 years old will be moved to the
NASHL. Undrafted players will be placed in the free agent list. Franchises will be allowed to bring up to
three (3) prospects (AG 18 to 20) to their pro/farm teams. This does not include any that are mandatory
call-ups due to their age.
FRANCHISES/TEAMS
4.1 SALARY CAP
The NASHL has a Pro Salary Cap of $56 million. This is 100% of the Pro Salary and does not
include farm players, prospects and coaches. In addition, the NASHL has a Pro Salary Floor
of $40 million ($16 million below the cap).
During the season, exceeding the Pro Salary Cap will result in the suspension of the team's
top player until the franchise is under the cap. Falling below the floor will result in a fine
equal to the difference between the Pro Salary and Pro Salary Floor, i.e. having a salary of
$38 million will result in a $2 million fine. At the trade deadline, franchises will be allowed to
drop below the Pro Salary Floor.
During the off-season, the Pro Salary Cap is increased by $4 million to $60 million; however
the franchise must be below the cap by the start of the season or face the penalty. Any
franchise exceeding the $60 million will result in a fine equal to the difference between the
Pro Salary and the Pro Salary Cap, i.e. having a salary of $62 million will result in a $6 million
fine.
4.2 ROSTER/LINE REQUIREMENTS
Each franchise must have a complete roster (pro + farm) of 26 to 50 players. On the
complete roster, each franchise must have a minimum of five (5) centers, five (5) left
wingers, five (5) right wingers, eight (8) defenseman, and three (3) goalies. Prospects do not
count as part of a complete roster. If a team drops below the minimum roster, the team will
be fined $1,000,000 for each scheduled day in violation.
Each franchise will have a pro roster of a minimum of 20 players (18 skaters and 2 goalies).
Each franchise is restricted to a maximum of five healthy scratches, so the pro roster is
limited to 25 healthy players. Each GM must use the GM Editor program to edit their game
roster. If franchise fails to submit new lines after an injury or suspension, the Commissioner
will ‘auto-pick’ the roster and the lines, and the team will lose Activity Points.
In creating the active game roster, the following guidelines must be followed:
1.
A total of 18 skaters must have ice time, so if double shifting two forwards,
eight defenseman must be used.
2.
Double shifting is limited to a maximum of two skaters (forwards/defenseman)
3.
Double shifting on any of the special teams is not allowed, i.e. cannot play on
both PP1 and PP2 (5 on 4, 4 on 3).

Forwards can play a defense position and defensemen can play a forward
position on special teams (PP or PK)
If a franchise has violated one of these game roster rules, then the violating team will be
accessed a $500,000 fine.
4.3 FARM TEAM/PLAYERS
The burying of player contracts will not be permitted. Any player with a contract exceeding
$1,500,000 may not be sent to the Farm Team. For each day the player is on the farm team,
the franchise will be fined twice (200%) of the difference between the player’s salary and
the limit, i.e. a player with a $2,000,000 contract will result in a $1,000,000 ($500,000 * 2)
fine.
4.4 CAPTAINS/ALTERNATES
Before the start of each season, a GM can name a team captain (C) and two alternate
captains (A). The captain will receive a permanent bonus to their EX and LD rating of +5, the
alternates will receive a permanent bonus to their EX and LD rating of +3.
If traded or involved in any type of transaction, the captain/alternates will not lose their
EX/LD bonus. The team will then replace their captain/alternate, but the replacement will
not receive the EX/LD bonus.
For each consecutive season named as captain, the player will receive a bonus of 3pts to be
applied to any attribute during the off-season. This only applies if the player remains captain
of the same team. If the captain is traded, he will not be eligible for the bonus attribute
points the following off-season, even if he is placed as captain of the new franchise.
4.5 COACHES
The NASHL does not use coaches.
TRANSACTIONS
5.1. TRADES
Trading players is a very important event that is taken very seriously in the NASHL. Teams may trade
players, draft picks, money & UFA signings. There are a few rules and procedures pertaining to trading
players that should be followed.
When two General Managers have agreed on a trade and all of the players in the deal have been
determined, one GM must submit the deal on the league forum board. When making the post, closely
follow the rules regarding how information should be formatted. The second GM MUST approve the
terms of the deal before it will be approved by members of the Trade Committee – no exceptions.
5.2. WAIVERS
The Waiver Rule is in effect in the NASHL. When players are demoted to the farm team, they must first
clear waivers if the player is aged 26 and up has played 10 games or more at the pro level during the
current season.
Waiver Regulations:
1)
Players will be placed on waivers for a 48-hour period (the 48-hour period is defined as 48 hours
from the time listed on the waiver page)
2)
All requests must be received in that designated period or they are disqualified
3)
When a player is put on waivers, any team may sign him with no liability of compensation to the
former team. The priority for the waiver wire goes from worst to best points from the previous season.
Once a team has claimed a player from waivers, that team will be placed at the bottom of the Waiver
Priority List
4)
The fee for claiming a player off of waivers is ________.
If a player clears waivers unclaimed, he will successfully be sent to the Farm Roster. Players being
promoted up to the Pro Roster do not have to clear waivers.
Players under AG26 are not affected by the waiver rule and can play freely between both rosters. Also,
players AG26 and up with LESS than 10 games played at the pro level can be successfully sent to the
farm club. Injured players are not affected as they are placed on the Scratch List, which is considered
part of the Pro Roster.
5.3. PLAYER RELEASE
Any franchise can release a player before the trade deadline. When a franchise releases a player, the
franchise must buyout the player’s remaining contract. The buyout fee amount will be 50% of the
remaining salary, and will be removed from the franchise’s finances immediately. Buyout fees will be
rounded up to the nearest $1,000 and the current year is NOT prorated.
After a player is released, he will be placed on the Unassigned Player List. The releasing team cannot
reclaim or resign that player until completion of the current season.
5.4. UNASSIGNED PLAYERS
At any time before the trade deadline, a franchise may sign a player from the Unassigned Player List. If
multiple offers are made to the player, the player will accept the deal with the highest total
compensation, then the shortest time. All rules pertaining to contract lengths and amounts will apply.
5.5. FREE AGENCY
Free agency will be held during and after the season for players at the end of their contracts. There are
two types of free agents in the NASHL, restricted and unrestricted. They are explained in depth below.
Restricted Free Agents (RFA)
There are two classes of Restricted Free Agents (RFA) in the NASHL. They are Class-1 and Class-2.
Class-1 RFA's (C1-RFA's):
 Players who are 26 years old and younger, with one year remaining on their contract
 Sign contract extensions during the season, risk free without other teams bidding
 Can be resigned 1-5 years as negotiated through the player agent
 Contract extensions do not take effect until after the off-season.
Class-2 RFA's (C2-RFA's):
 Players who are 26 years old and younger, with one year remaining on their contract
 Sign Qualifying offers during the season and enter the bidding process during the off-season
 Qualifying offers are for 1 year and 110% of the current salary
 During the bidding process, the current franchise has a “Right-to-Match” the highest offer
given to the player, OR accept compensation from the highest bidding team (see
Compensation chart below)
 GM's do not bid on their C2-RFA's. They will be contacted after the bidding period is over and
given 24 hours to make a decision regarding their player - to match the offer or accept
compensation.

*Within this chart, Salary is the average salary [(Years*Salary + Bonus)/Years] of the offer. The draft
picks used for compensation will be the earliest available from the highest bidding team. At least one of
the compensation Picks has to be in the next three drafts.
A GM may choose not to resign an RFA. During the off-season, the player will then be considered an
Unrestricted Free Agent and must adhere to the rules and regulations to that class of player.
Unrestricted Free Agents (UFA)
- Players who are 27 years of age and older at the time of a contract expiration
- Will enter the bidding process during the off-season with no compensation or “right to match”
offer from the current team
- Player will sign with the team that offers the highest total contract
Any players unsigned during the off-season bidding period will be placed on the Unassigned Players list.
5.6 UFA CONTRACT EXTENSIONS
During the season, each franchise will have the opportunity to sign a UFA player on their roster to a
contract extension. The player can be resigned for 1-5 years as negotiated through the player agent.
The UFA resigning is a tradable asset and teams may hold up to three (3) resignings. However, the UFA
resigns are not "stockpiled" from year to year - they are either used each season or they are lost.
5.7 SUBMITTING BIDS (RFA & UFA)
When bidding on free agents, a team can only have three offers out at a time. After a player receives
the first day of offers, his agent will narrow it down to the top 3 teams and lock them in. The three
teams will have a chance to adjust their offers and after the second round of offers, the agent will
narrow it down to the top 2 teams. They will have one last chance to adjust their offer before the player
accepts the best offer. At any time, if a team isn’t in the running for a player, then they can make an
offer to another player so long as they have three active offers out.
For both C2-RFA and UFA players, teams will place a flat rate bid per season for a set number of years
plus an optional signing bonus. The signing bonus cannot exceed the total dollar amount of the contract
offered. The winner of the bidding war for that player will be determined by the highest total contract
worth including the signing bonus.
Here is an example:
Team #1 bids $2,750,000 for 3 years = $8,250,000 with a $5,000,000 signing bonus for a total contract of
$13,250,000.
Team #2 bids $2,000,000 for 4 years = $8,000,000 with a $7,000,000 signing bonus for a total contract of
$15,000,000.
Team #2 is the high bidder, even though they are paying the player less money per year (the signing
bonus raised the total worth of the contract that it was considered the best deal for the player to sign).
All signing bonuses are deducted from team bank accounts immediately. In the case of a tie contract
worth, the deal with the lesser amount of years will be the winning bid. A team cannot renegotiate a
deal with a player once he has agreed to a deal, i.e. Team #2 cannot change deal to $1,750,000 for 4
years with an $8,000,000 signing bonus.
Teams cannot place a bid on a player unless they have the necessary compensation in the case that they
win the bid.
If a team elects to not match an RFA offer and accept compensation, the team teams will negotiate the
picks for compensation. If the two teams cannot come to an agreement, the league will take the
earliest/best available pick for compensation.

ARENAS/REVENUES
6.1 ARENA RENOVATIONS
During the off-season, each franchise may renovate to expand their current arena capacity.
Arena Improvements will cost $1,250,000 to increase by 1,000 seats, and must be bought in
increments of 1,000 seats. Arenas can have a maximum of 25,000 seats.
6.2 TICKET PRICES
At any time, a franchise may elect to increase or decrease ticket prices to improve revenue.
There is no fee or penalty for changing ticket prices. During the regular season, teams are
limited to changing ticket prices to five times. The minimum ticket price is $35 and
maximum ticket price is $60, except during the playoffs when the minimum ticket price is
$35 and maximum ticket price is $60.
6.3 ENDORSEMENTS
6.4 PLAYOFF REVENUE SHARING
Teams making the playoffs will retain 20% of their playoff revenue. The remaining 80% will
be put into a league pot that will be equally distributed among the 30 franchises.
ENTRY DRAFT
7.1 DRAFT
Each off-season, the NASHL will conduct a three round Entry Draft to enable teams to
gather new, young talent. Each team is assigned one pick in each round and these picks can
be traded during the season. The Entry Draft selection order is determined by a
combination of lottery, regular season standings, and playoff results. In all cases, the team
considered is the original holder of the draft pick, not a team which may have acquired the
pick via a trade or other means.
7.2 SELECTION ORDER
The selection order for all three rounds is based on the inverse order of points in the
standings as follows (i.e. worst-goes-first):

If two or more teams are tied in points during the regular season, the order for which team
picks first is determine in the following manner:
1. Lowest number of games won
2. Highest number of games lost
3. Lowest differential between goals for and against
4. Fewest points earned in games between tied clubs. If two clubs are tied and have
not played an equal number of home games against each other, the points earned
in the first home game played by the team that hosted the extra game shall not be
included. If more than two clubs are tied, the higher percentage of available points
earned in games among those clubs, and not including any "odd" games, shall be
used to determine the standing.
7.3 DRAFT LOTTERY
The selection order for the first round only is subject to a lottery, held among the teams
that missed the playoffs. A single selection from the lottery pool is made, with the winning
team improving its draft position by a maximum of three places, and no team dropping
more than one place. The lottery is weighted to favor the teams with the fewest points as
follows:

9.1 GOALIE MINUTES
This rule is to make all teams use their backup goalie, just as NHL teams have to. No goalie
will be allowed to play more than a total of 4200 minutes (about 70 games) during the
regular season (regardless of how many teams the goalie has played for). Once a goaltender
reaches this point, either the GM must bench him or the league will suspend him for the
remainder of the regular season.
At the end of the regular season, if a goalie is over the limit, the team will be fined
$2 million. In addition, the goalie will receive a league suspension of two games PLUS one
game for every 20 minutes over the limit (rounded up). Example: Terry Sawchuk plays 4232
minutes during regular season. His suspension would be 4 games [2 + (32/20) = 3.60]. This
suspension is immediate and will be served in the playoffs and/or carried over into the
upcoming season.
If any of the suspension games are carried over to the next season, the franchise will be
fined an additional $1 million.
If the goalie retires in the off-season or is an unrestricted free agent, the franchise will be
fined $1 million for each suspension game remaining, and the suspension will be removed
from the goalie. If a UFA, the goalie will not resign with the franchise under any
circumstance.
9.2 LEAGUE SUSPENSIONS
If a player suffers an injury (DD thru indefinite) and the player on the opposing team was
given a penalty at the same time AND the sim fails to issue any suspensions, then the
infraction is subject to review by the League Office. No penalty, no infraction. The GM of
the injured player can post on the forum requesting the League Office to review.
Information provided on the post must include a link to the game, players involved, CD of
injury, etc. Suspensions will be reviewed by the League Office and will be given based on
the seriousness of the injury, other incidents in the game, and the player’s history.

Failure to provide a game link will result in no review from the League Office.
For a suspension to be issued, the injury must be one of the following:
 IJ (DD) as a result of: Boarding, Headbutting, Kicking, or involves a goaltender being
injured, or
 IJ (1W or longer)
Requests must be filed within one day after the sim is posted.
Possible request outcomes:
No Suspension / No Fine - There is not enough evidence on the play to conclude that the
player’s injury was the result of another player, no game misconduct issued on the play.
Fine - Generally if there is no suspension, a fine will be handed out if warranted. Fine is up
to $100,000.
1 to 5 games – IJ is minor (between 1 week to 1 month), Factors include major penalty,
nature of penalty, game misconduct, severity of injury, etc. Can be given if IJ is DD was a
result of boarding, kicking, headbutting, or involved a goalie.
6+ games – IJ is severe (2M+), Factors include severity of injury, nature of penalty, repeat
offender, etc.
Generally there won't be suspensions greater than 8 games.
Suspensions by the League Office or by the sim MAY be appealed, but has to be within one
day of being issued. A ‘no suspension’ ruling cannot be appealed.
9.3 POST SEASON AWARDS
At the conclusion of each season, the league will have an awards ceremony. Some of the
awards are based on performance, others are voted on by the GMs. The following is a
description of each award:

Awards with three values will be awarded to the 1st/2nd/3rd Place vote earners. In the case
of a 3rd Place tie, the players split the winnings for 3rd Place. In the case of a 2nd Place tie,
the players split the winnings for 2nd and 3rd Place. In the case of a two-way 1st Place tie,
the players split the winnings for 1st and 2nd Place. In the case of a three-way 1st Place tie,
the players split the winnings for 1st, 2nd and 3rd Place.
9.4 RIVALRY BETS
There is a lot of flexibility here as franchises can literally bet on anything. Once two
franchises have agreed on a bet, one of the franchises will post it on the forum. The post
should include what two franchises, what the bet is on, and what the pot is. Each franchise
will have half the pot subtracted from their finances, and at the end of the season the full
pot will go to the winner of each bet. Each franchise may make a maximum of 3 bets. Rivalry
bets will close once each team has played 20 games.
9.5 ALL-STAR GAME
The NASHL does not currently hold an All-Star Game. However, All-Star Game rosters are
selected for each Conference.
9.6 SWITCHING TEAMS
In the future, a franchise may become open that an existing GM would like to take over. In
order to switch teams, the new team will compensate the old team with players, picks,
prospects, and/or cash. The compensation package will amount to a total of 4 of the
following:
1> Players/Prospects – no lower than OV70 and no older than AG23
2> Picks – 1st round selections
3> Cash - $10 million
The Commissioner has the right to adjust the compensation in the event a GM is switching
to a lesser team.
