G ENERAL
INFORMATION ON THE TRAINING
1.1. Objectives
The main goal of the Course 1 workshops is to provide a detailed overview and explanation of the
system, having regard, in particular, to the recent developments and aspects of food law, food hygiene,
food controls rules and other relevant legislation to RASFF contact points and particularly those in nonEU countries bordering the EU and selected main trade partners. It will also aim to strengthen the
collaboration between EU and non-EU RASFF contact points and favour networking in order to increase
feedback given in the system by these latter countries.
The main goals of the Course 2 workshops are to raise awareness on the proper implementation of
new RASFF implementing rules and on the use of standards operating procedures developed
specifically for RASFF, to improve evaluation of risks in order to lead to more correct and harmonised
classification of RASFF notifications and to facilitate the successful implementation of iRASFF.
1.2. Subjects covered
The following subjects will be presented in course 1:
- EU legislation relevant to RASFF;
- use of RASFF standard operating procedures.
- RASFF notification templates and information systems
- Reinforced border checks as a consequence of RASFF notifications
In addition, the following subjects will be presented in course 2:
- EU legislation relevant to RASFF;
- use of RASFF standard operating procedures.
- best practices for the operation of RASFF on the basis of selected case studies;
- evaluation of risks (use of existing risk assessments and rapid risk assessment methodology);
- use of iRASFF for reporting to RASFF and providing feedback;
- Use of analytical tools to study the information contained in RASFF.

S ELECTION
PROCESS
2.1. Invited countries
The attendance should be approximately 55 people for each training session of Course 1, 55 participants
for the first workshop of Course 2 and 30 participants for the following four workshops of Course 2 with
an expected global number of 110 participants for Course 1 and 175 participants for Course 2, resulting
in a global number of 285 participants for the whole training programme.
Participants Course 1: RASFF contact points in EU Member States and Candidate Countries (Former
Yugoslav Republic of Macedonia, Iceland, Montenegro, Serbia and Turkey) and the European
Neighbouring Policy Countries.
The global participation from Member State and candidate countries shall not exceed 80 participants
with a maximum of 3 participants from each country. The other 30 places should be assigned to
participants from ENP countries (e.g. Ukraine, Moldova, Armenia, Georgia, Russia, Albania, Azerbaijan,
Lebanon, Israel, Jordan, Egypt, Tunisia, Algeria and Morocco) with a maximum of 2 participants from
each country.

Participants Course 2: RASFF contact points in EU Member States and Candidate Countries and other
member countries of the RASFF network.
The global participation from Member State and candidate countries shall not exceed 165 participants
with a maximum of 6 participants from each country. The other 10 places should be assigned to
participants from other member countries of the RASFF network such as EEA countries and
Switzerland.
The number of trainees per invited country for 2015 is available in Annex 1 and 2. NCPs are kindly
invited to contact the project manager if they require any modification of the list.
2.2. Selection Criteria
The profiles of the applicants should respect the following criteria:
o
Relevancy to daily work: participants should in priority be staff of Competent Authorities, with a
position related to Official Controls. He should be a National Contact Point for course 2/ session1.
o
Sufficient level of language: in order to ensure the transfer of knowledge and opportunities to
exchange views, participants should master the language of the training session which is English.
o
Ability to share their experience: priority will be given to participants whose position will allow
them to share and disseminate with colleagues (within the national competent authority and/or
to private sector operators) the outputs of the training sessions
The Project Manager will be attentive to give priority the participants corresponding to the following
criteria.
2.3. Process to be followed
The sharing of responsibilities in relation with the management of participation is aimed at ensuring that
the expected number of supported participants from each country attending an event is reached.

Tasks entrusted upon the NCP
The National Contact Points are basically requested to:
a)
consider the number of participants to be supported by the project at each session
according to the information provided by the Project Manager and Event Manager.
b)
select participants complying with the above mentioned selection criteria and request
them to return a registration form using the template provided:

c)
send the registration forms to the relevant Event Manager and Project Manager(at
the latest by the dates indicated in section 2.4 (below) for the relevant training. The
name of the file should clearly indicate the number of the session, the country
and the name of the applicant.
d)
send the registration forms for the reserve list to the Project Manager
([email protected]). The project manager will build a list of
potential participants and send the updated list to each event manager before each
session. The event manager will send a potential invitation to all of them (on the
basis of number of seats allocated per country) and invite definitely the firsts
confirming him/her his/her attendance to the relevant session.

Tasks entrusted upon the Project Manager
The Project Manager will verify the compliance of proposed participants with the selection criteria on the
basis of the CVs and inform the NCP accordingly if the application can be accepted. It is therefore
advisable to make sure that information in the registration form accurately reflects the adequacy of the
profile of the participants with the selection criteria.

 Provides to the NCP the template registration form to be completed and
returned to the PMU
 Verifies that the profiles of the proposed participants do match the
selection criteria and request clarifications to the NCPs when necessary
 Establishes the list of participants and informs the NCP, in coordination
with project manager
 Consults CHAFEA if questions arise on how to allocate remaining
“seats” when some invited countries do not send participants
 Makes the travel arrangements for the selected participants.
National Contact Point
 Informs the relevant government bodies and institutions about the
training course
 Proposes CVs of possible participants (using the registration form
template) to the Event Manager, according to the selection criteria and
in the number corresponding to the proposed number of supported
participants the programme
 Proposes additional participants, to be included in a reservation list to
be used in case of vacant seats, to the project manager.
2.4. Datelines for registration in training sessions
NCPs are kindly requested to provide the list of trainees for 2015 (main applications and reserve
applications) as soon as possible in the project.
However, specific and maximum datelines are set, as shown in the table below.

3.2. Support provided by the project
Travel
For each supported participant, the project will provide a return flight ticket - in economy class or a return
train ticket in first class using the most direct route.
For participants from non European Countries, the project will also reimburse visa costs upon provision
of the original receipts by the participants for the incurred expenses.
Upon arrival, transfer from the airport or station to the hotel will be arranged by the event managers, as
well as the transfer from the training site to the airport on the last day of the training.

The project also provides health and repatriation insurance for all the trainees.
Accomodation
The project will provide full-board accommodation for subsided trainees for the period of the training:

on the day prior to the training: room charge (single occupancy) and dinner
(depending on the arrival time),

on the 1st day of the training: lunch for participant arriving before 12:30, 1 coffee
break, a dinner and room charge (single occupancy)

on the 2nd and 3rd day of the training: full board accommodation including breakfast,
2 coffee breaks, lunch, dinner and room charge (single occupancy)

on the 4th day of the training: breakfast, 1 coffee break and lunch for participant
departing before 19:00, dinner and room charge (single occupancy) as required for
the participants departing later or the day after the training.

The sessions to be organised by AENOR will be held in Madrid, considering the training needs, the good
flight connections and therefore, the advantage of facilitating the participants and tutors comfortable
logistic arrangements. Madrid is a beautiful city renowned not only for its monuments, squares and
museums, but also for the restaurants and bars which offer the typical Spanish taste.
Airport of arrival
The international airport of Madrid (Barajas airport) has direct connections to all capital cities of the
Member states, EFTA/EEA and Candidate countries and to many other cities around Europe. The airport
is 14 km. far from the city centre of Madrid and the hotel.

The Petit Palace San Bernardo is a boutique hotel situated within a 2 minutes walking distance to the
meeting room in AENOR headquarters.
This 4-star hotel occupies an early twentieth-century building totally renovated. These modern rooms
feature flat screen TV (with Satellite TV), hydro-massage shower, air-conditioned/ heating and mini-bar,

Petit Palace San Bernardo Madrid is strategically located close to Madrid's main monuments and
places of tourist interest, five minutes from the retail hot spots of Madrid (Gran Vía, Chueca, Cibeles)
and just 20 minutes from Barajas International Airport.
Training venue
The training venue will be in the training center facilities at AENOR headquarters, with full equipped and
comfortable meeting rooms, with capacity to host the group both in plenary session and in separate
working groups.

Coffee breaks will be organised in the training center. Lunches will be alternative selections, both in
AENOR and in nearby restaurants.
Social event
AENOR will propose to do a group visit tour to the Prado Museum, one of the world's leading collections
of fine art. The Museum is at a walking distance from the hotel. The group will be accompanied by the
event manager and an official guide of the Museum. On the last evening the group will enjoy a walk in
the city center of Madrid and will have a special tapas dinner.

Tallinn, Estonia
The last session of course 1 and the last session of course 2 will take place in Tallinn.
Tallinn is the financial and business capital of Estonia. Tallinn Old Town, a UNESCO World Heritage
Site, as well as other major attractions, such as the Seaplane Harbour of Estonian Maritime Museum,
Tallinn Zoo and the Estonian Open Air Museum contribute to the overall success of the city as a travel
destination.

Airport of arrival
The Lennart Meri Tallinn Airport is about 4 kilometres from Tallinn city center. Lennart Meri Tallinn
Airport, formerly Ülemiste Airport, is the largest airport in Estonia and home base of the national airline
Estonian Air. The airport is served by main European air companies or teams of companies. Regular
connections are operated to main EU airport such as Amsterdam, Brussels, Frankfurt, London Gatwick,
Munich and Paris. The transfer to the hotel may take about 20 to 30 mins.

The elegant and modern Meriton Grand Conference & Spa Hotel is situated in Tallinn city centre, at the

There are altogether 14 conference rooms in Meriton Grand Conference & Spa Hotel. The biggest room
accommodates up to 380 persons. All conference rooms are equipped with Free Wi-Fi and air –
conditioning.
The Tammsaare room with terrace on the 7th floor overlooking the Old Town is an ideal room for
seminars and presentations. The Grand Panorama on the 6th floor with its amazing view of Toompea
is an ideal place for press conferences, presentations, receptions, banquets, anniversary parties, club
events etc.
Social event
A walking tour of the city centre will be organised with an experienced local guide in the evening of the
second day in order to stimulate the networking among participants and tutors. After having tasted the
cultural richness of the city, the participants will be taken to a restaurant for the social dinner.

Programme on the Rapid Alert System for Food and Feed (RASFF) – Course 1
Strengthening collaboration between EU and non-EU countries through RASFF
General objective of the training:
To contribute towards a better collaboration between EU and non-EU countries with regards to cross-border trade and cross-border alerts through a
common understanding of the applicable legislation, of the operation of the RASFF and adequate reaction to notifications
Specific objective of the training:

Providing a detailed overview and explanation of the EU Rapid Alert System for Food and Feed; having regard, in particular, to the recent
developments and aspects of food law, food hygiene, food controls rules and other relevant legislation;

Providing detailed explanations regarding RASFF notifications of concern for non-EU countries, and on the most adequate way to address these
notifications and provide feedback, either as a NCP from EU Country or as the NCP of non-EU country.
General organisation of the training program

The training will be implemented over a period of 4 working days.

The daily work schedule will be 09h00 to 17h00, with 6 hours of effective training time, split in two sessions of 3 hours in the morning and in the
afternoon.

A break of 30 minutes will be organized in the morning (10h30 to 11h00) and in the afternoon (15h00 to 15h30) each day.

A lunch break will be offered from 12h30 to 13h30.

A dinner will be organized each day.

The trainees will be requested to arrive on Tuesday and to depart on the following Friday evening.

NOTE: Trainees will navigate between task 1 and 2 to request/provide
