This marks the fourteenth year of existence for the Surry County
Economic Development Partnership. During that time, we have seen
dramatic changes in our economic base. A majority of the large employers in our
community have seen their business models change, and many have exited Surry
County, never to return. Most recently, we have experienced sharp declines in economic activity, shaking our confidence in prosperity for the near term.
Throughout the county, there is a new sense of urgency to reinvent ourselves, to
overcome the problems we now experience. Municipal and county government is
working together as never before to identify projects that will make our county an
attractive place to conduct business. The public and private entities comprising the
Partnership are united in their commitment to improving the economic environment in Surry County. The Partnership has no higher priority than attracting—and
retaining—jobs in Surry County.
The information contained in our 2008 Annual Report demonstrates how the activities of the Partnership have
positively impacted Surry County in measurable ways. The success stories in this report were the result of hard work
and cooperation – at times spanning several years for a single project between the Partnership and governmental
bodies on the municipal, county and state levels. Economic development requires a team approach to be effective. The
Partnership will continue to cultivate strong alliances on local, regional and statewide basis.
As we prepare for the challenges and opportunities of 2009 and beyond, the Partnership continues to work diligently to
encourage economic growth in all of Surry County. My first year as Chairman has confirmed my belief that we renew
efforts on issues critical to our success in economic development. Broadly, these are:

The Partnership must have a guaranteed source of funding. Additionally, the Partnership must have continuity of leadership and staffing to achieve the short term and long term goals of the organization;
The municipalities and the county must continue to make capital investments in infrastructure, graded sites and
buildings that will attract our targeted industries.
The citizens of the county must take advantage of educational opportunities, also known as workforce
development programs, to improve our overall competitiveness.
Working together, we can successfully address these and other emerging issues, which will result in improved employment
opportunities and a better quality of life in Surry County.

SCEDP has moved!
Surry County Economic Development Partnership moved to 118 Hamby RoadSuite 146, Dobson, NC in January 2009. A special thanks to the Surry County
Commissioners for allowing Surry Partnership to lease this office space.
Ronny White of Duke Energy contacted Rick Dehnert, Vice President of Highwoods
Properties about planning the space allocated by Surry County Commissioners to
the partnership. Lisa Norton, Space Planner for Highwoods Properties, meticulously
measured the office space and designed the best floor plan to accommodate our space
needs. Lisa did an outstanding job in developing a workable floor plan.
The space was renovated over several months by the County Building staff. A
special thanks to Don Mitchell, Facilities Manager, and Assistant Brenda Johnson,
for overseeing this project.
The renovation work was performed by the very skilled and capable staff of Ronald Stanley, Dennis Hutchins, Clark White, Larry Hill, and Rodney Whitaker.
Cathy and Mark Stevens, owners of Acme Stone Company, donated the beautiful
granite countertops in the lobby of the new office.
We would like to thank everyone for welcoming us to our new location and making
the transition a smooth one.

In 2008 the County Commissioners carried out several actions essential to a sound economy for Surry County. Realizing that
our County’s long term economic future rests upon a base of high quality education for our youngest citizens, the Board funded a
new elementary school for central Surry County, a new middle school near Pilot Mountain, and major new additions at Elkin and
Mount Airy High Schools.

The Board continued to promote new, high quality industrial development through its negotiations with Fibrowatt, a “green” energy company that proposes to build in Surry County.
The Commissioners worked toward interconnected municipal water systems, supporting the Town of Dobson and the City of
Mount Airy, in their Highway 601 interconnection. The Board has also authorized water main extensions from the Town of Dobson to the Interstates 74/77 commercial area
to promote economic development at this
critical entrance to the County.
The Board insisted on tax efficiency in County government as one way to stimulate the
local economy and all property owners. In
2008, a revaluation year, the Commissioners
held the line on property tax growth, an action that has helped property owners to cope
with the current recessionary economy, and
also to make Surry County more attractive as
a home for new business and industry.
Finally, to strengthen the County’s total economic development program, the Commissioners created the County Department of
Economic Development and Tourism. This
office will work closely with the EDP and
the municipalities in traditional economic
development activities, will strengthen the
County’s ability to work toward countywide
water, and will play a critical part in working
with regional and local tourism initiatives to
advance this essential economic sector.

Bodet & Horst
Bodet & Horst began operations at 640 Riverside Drive in Mount Airy in February 2008 with 10 employees. The company produces knitted fire barriers for
mattress manufacturers using state of the art robotic technology to produce their
product.
Jerry Pratt, President of Bodet & Horst, said that the availability of experienced
work force in Surry County was a deciding factor in locating here. In a recent telephone conversation, Mr. Pratt said the company now employs 11 and planned to
continue to add equipment and people throughout the remainder of 2009.
Fibrowatt
On June 5, 2008, Fibrowatt
officials announced that Surry
County would be the location
for its western North Carolina
site. Investment in the poultry
litter fueled power plant is anticipated to be $140 million, making it the largest
investment by a private company in the history of Surry County! The Fibrowatt
plant in Surry County is expected to employ 35-45 at the actual facility and indirect job creation of 50-100 jobs in the trucking industry.
Fortunately, the lead was generated by our private sector member, Hank Spires
of Facilities Corporation of America. Staff subsequently contacted company officials
to discover project specifications in order to locate
an appropriate site. Partners involved in obtaining
options on the location
site included our Elkin members, Gambill
Aldridge of Basin Creek
Realty and Johnsie Hudspeth of Century 21 Hudspeth Properties.
The next step involved the partnership of Duke Energy managers, John Geib
and Ronny White, who endorsed the suitability of the site location to the project
specifications. Raul Peralta with ECS Carolinas Ltd. prepared the engineering
specifications to qualify the site once the location was confirmed. Design/layout
of the proposed structure on the site was completed by members Doug Stimmel
and Mark Geda of Stimmel Associates, P.A.
Completion of the Request for Information involved gathering data and maps
supplied by the following agencies: Bryan Cave, NC Cooperative Extension
Service, Surry County Mapping Department, Mayor Lestine Hutchens and the
Elkin Town Board, Elkin Town Manager Lloyd Payne and Assistant Town Manager John Holcomb, Surry County Assistant County Manager Chris Knopf and
Water and Sewer Coordinator Jack Gardin.
Staff and member partners worked tirelessly for over two years to bring the project
to fruition. Due diligence
was completed by extensive
research including a visit
to Fibrowatt’s existing
facilities in Eye and Thetford, England followed by
the 2007 grand opening of
the first US built plant in
Benson, Minnesota.
It is obvious that the success of community projects requires the cooperation and teamwork of all members, allied agencies, and government officials. Surry County has that great team!

Piedmont Medical
Dobson facility owner, Bryon Wurdeman, expanded his company into Mount
Airy. Wurdeman purchased the old Holland Bulb/KDH facility at 1616 Forest
Drive, across from Wal-Mart, in April 2008. The 70,000 sf facility positions Wurdeman for 2009 expansion and job creation. Wurdeman is also working on a new
company initiative that would allow him to transform his personal interests and
hobbies into an exciting e-commerce opportunity.
Harvest Time Bread Company
In July 2008 Harvest Time Bread Company purchased the lease on the facility
formerly operated by Gerards Bakery in Piedmont Triad West Corporate Park
in Mount Airy, NC. Harvest Time Bread Company, based in Woodbridge, New
Jersey, manufacturers all natural artisan breads, organic rolls, and other natural
bread products for distribution through retailers and food service operations. All
the employees at Gerards Bakery were offered employment at Harvest Time. The
company has expanded the workforce to 74 employees.
Advanced Compressor Technology
Advanced Compressor Technology is very excited to announce their relocation
to Pilot Mountain. They have upgraded to a 18,000 square foot facility enabling
them to accommodate customers’ needs more efficiently. They are now more
conveniently located to be able to assist customers in a broader geographical area.
True Textiles
True Textiles acquired Interface Fabrics in June 2008. We appreciated the
company’s continued presence in the Elkin community. True Textiles also has
operations in Maine, Michigan and South Carolina.

In July 2008, Surry Partnership hired Jan Critz as Vice President. Her primary
responsibility is to manage the Existing Industry Program and develop educational
roundtables for the membership.
In August, Jan organized a breakfast meeting with local industries in
the Elkin area, and in October, a Lunch and Learn seminar was held featuring
Crescent Manufacturing.
In January 2009, Jan organized a Military Roundtable hosted by Granite Tactical Vehicles of Pilot Mountain. Kathryn Loddell of Small Business & Technology Development Center encouraged companies interested in doing business
with the military to get their HUB Zone certification. The meeting was wellattended and a follow-up roundtable is planned for February 2009 to walk companies through local, state and federal business contracting. Rick Gilmore, NC
Military Business Center, discussed how to establish relationships with military
customers and potential suppliers.
On special request by the Partnership’s Existing Industry Program, Congresswoman Virginia Foxx made an Existing Industry visit with Chris Berman of
Granite Tactical Vehicles. The hour-long meeting was held January 16, 2009
and included discussions on the company’s progress in securing upcoming military contracts with the United States Department of Defense and other military branches and the challenges of maneuvering through the layers of bureaucracy. Congresswoman Foxx also shared her concerns for saving lives in Iraq
and Afghanistan.

Hampton Inn & Suites at Shelton Vineyards was designated as one of the best in

WorkForce Carolina obtained national certification as a Women’s Business
Enterprise by the Women’s Business Enterprise National Council.
Advanced Electronic Services was awarded a $1.7 million fiveyear government contract.
Shelton Vineyards received the “Partners in Excellence Award” from the North
Carolina Community College System.
WorkForce Carolina recognized by The Business Journal as
one of the best places to work in the region.
Dobson established a branch of the Yadkin Valley Chamber of Commerce.
Surrey Bank & Trust received the U.S. Small Business Administration’s 2008 Community Bank Lender of the Year in North
Carolina Award.
The Weyerhaeuser Elkin facility celebrated one million man-hours and no lost time
incidents in December 2008 with a luncheon for its employees.
iLevel by Weyerhaeuser-Elkin Division won the Senior Management Gold Award in October 2008. This was a significant
award since only 20 awards have been awarded throughout
the company’s history.
Elkin’s Mayor, Lestine Hutchens retired as executive vice-president of the Yadkin
Valley Bank after 40 years of service.
The Surry Arts Council received a $350,000 grant from the
North Carolina Rural Economic Development Center to help finance the construction of an addition to the Andy Griffith Playhouse to secure the Andy Griffith Collection.
Carolina Farms & Homes moved and consolidated it’s offices into a regional headquarters at 108 S. Davis in Pilot Mountain.
Northern Hospital of Surry County was recognized by QHR, the
nation’s
leading
hospital
management
company,
for
“Best
Overall
Performance”
in
the
category
of
hospitals
with
$40-$100
million
net
revenue.
Northern Hospital of Surry County received the 2008 Employment Security Commission Employer Award which recognizes employers that promote economic stability.
In May 2008 Site Selection Magazine named The Piedmont
Triad Partnership one of the top 10 economic development
organizations in the nation.
In 2008 Site Selection Magazine ranked North Carolina #1 for Best
Business Climate.
In 2008 U.S. News & World Report ranked Mount Airy, East
Surry and Surry Central among the top high schools in the
nation. Mount Airy received a Silver Medal and East Surry and
Surry Central received Bronze Medals.
The Tourism Partnership of Surry County announced that the North Carolina
State Harley Owners Group (HOG) will hold its 2009 rally in Mount Airy. All four
municipalities will be involved in providing accommodations and entertainment.
Yadkin Valley Clayworks, a craft education facility, opened in
Elkin on May 17, 2008.
Hugh Chathan Memorial Hospital began work in June 2008 on a new Emergency
Department, Intensive Care Unit and patient tower expansion.
Hugh Chatham Memorial Hospital was awarded “Best in Overall
Hospital Performance” by Alliant Management Services.
NCFI Polyurethanes was selected to insulate the featured “Showcase” at the West
Coast Green 2008.

The Third Annual Surry Showcase was held on November 18, 2008 at Surry
Community College. The event is held each year to give members and industry representatives an opportunity to display their products and explain their services to
invited guests and the public. The event was well-attended this year and featured
over forty participants. Crescent Manufacturing displayed their “walking floor
systems” trailer and Granite Tactical Vehicles displayed their armored vehicles used for
security companies and the military.

In the summer of 2008, the
Golden LEAF Foundation
launched a new grantsmaking
process in Surry County called
the Community Assistance Initiative. The program targets economically distressed
Tier 1 counties with a reserve of up to $2 million for communities with projects to
assist with economic transition.

In June, county and town officials, business leaders, nonprofit representatives,
educators and citizens from throughout Surry met with Golden LEAF officials to
begin the process of identifying major economic and social infrastructure issues
in the county. Patricia Cabe, Golden LEAF Vice President of Programs, Community Assistance and Outreach, lead the group through the process of reaching
consensus on establishing priorities and needs. Once priorities were established,
specific projects were identified. Five meetings were held over several months
with many ideas and proposals explored and discussed. At the final meeting on
December 16, 2008, the group voted to send seven requests to the Golden LEAF
Foundation for consideration. The top seven projects were:
The Golden LEAF Foundation will meet in early March and decide which projects
will be funded. All of the projects will have a tremendous impact on economic
development in Surry County.
1) Surry Community College: Center for Learning, Education and Retaining satellite education centers in Pilot Mountain and Elkin.
2) Town of Pilot Mountain in partnership with Town of Elkin Workforce Training Facility.

An application was prepared by Jill Reinhardt, Director of Instructional Technology, Media, and Career and Technical Education at Surry County Schools. A grant
was awarded for the Project Youth Entrepreneurs Surry (Y.E.S) that will promote
entrepreneurship by training and educating classroom teachers and engage business
leaders to serve as mentors to students that participate in the program. Twenty-nine
students from each high school in the county are now participating in the program.
One of the goals of the Transformation Grants Program is to ensure that opportunities are available to rural communities and underserved populations. These
grants are funded through the U.S. Department of Labor’s WIRED (Workforce
Innovation in Regional Economic Development) initiative.
Mentors are a valuable component of the program. The program needs more
mentors. If you are interested in promoting entrepreneurship and would be

Piedmont Triad Partnership is the economic development organization representing the 12-county Piedmont Triad Region.
NC Ste p Update
Surry Economic Development Partnership coordinated the application preparation for the NC Small Town’s Economic Prosperity Demonstration Program (NC
STEP) for the Surry Cluster. The Surry Cluster includes Dobson, Elkin and Pilot
Mountain, and was selected as one of twenty demonstration sites in 2006. In
April 2007 a Strategic Planning Committee was formed which launched a series
of meetings that culminated in the Final Economic Strategy Plan. The Leadership
Team presented the Economic Strategic Plan to each town’s governing body during April 2008.
On May 15, 2008 the Surry Cluster held an economic development summit
to present the approved Economic Strategic Plan to the community. The Plan
focused on developing and implementing plans in the areas of Quality of Life,
Attractions, New Economies and Visionary Leadership. Business leaders, elected
officials and interested citizens attended the meeting. A permanent Surry LEAD
committee was formed to implement the strategies outlined in the plan.
Three projects have been submitted to the NC Rural Center for approval. The
Town of Pilot Mountain submitted a plan for Main Street Streetscape, the Town
of Dobson submitted a downtown beautification project, and the Town of Elkin
submitted plans for a Downtown Planter Project.
The Surry LEAD committee continues to meet and explore opportunities to
promote economic development projects in Surry County.
