How did this come about?
This project is the poster child of the
value of a public-private partnership.
The lead was generated by our private
sector member, Hank Spires of Facilities
Corporation of America. President Robin
Rhyne subsequently contacted company
officials to discover project specifications
in order to locate an appropriate site. The
The next step involved the partnership
of Duke Energy managers, John Geib
and Ronnie White, who endorsed the
suitability of the site location to the
project specifications. Raul Peralta with
ECS Carolinas. prepared the engineering
specifications to qualify the site once the
location was confirmed. Design/layout
of the proposed structure on the site was
completed by members Doug Stimmel and
Mark Geda of Stimmel Associates, P.A.
Completion of the Request for
Information involved gathering data and
maps supplied by the following agencies:
Bryan Cave, NC Cooperative Extension
Service, Will Moore and Una Freeman,
Surry County Mapping Department,
Mayor Lestine Hutchens and the Elkin
Town Board, Elkin Town Manager Lloyd
Payne and Assistant Town Manager
John Holcomb, Surry County Assistant
County Manager Chris Knopf and Water
and Sewer Coordinator Jack Gardin.
President Robin Rhyne and member
partners worked tirelessly for over two
years to bring the project to fruition.
Due diligence was completed by
extensive research including a visit to
Fibrowatt’s existing facilities in Eye
and Thetford, England followed by
the 2007 grand opening of the first
US built plant in Benson, Minnesota
attended by Robin Rhyne and Surry
County officials including County
Manager Macon Sammons, Chairman
Craig Hunter, Commissioner Bill Hamlin,
Partnership Member Gambill Aldridge,
and NC Cooperative Extension Director
Bryan Cave.
It is obvious that the success of community
projects requires the cooperation and
teamwork of all members, allied agencies,
and government officials. Surry County
has that great team!

Bodet & Horst, a German company,
opened a plant in High Point in 2004
which has grown to 65 employees.
Robin Rhyne, President of Surry County
Economic Development Partnership,
citing this growth said, “We believe that
this company has the potential to grow
and hire many more people in the near
future.” Jerry Pratt, President of Bodet
& Horst, says that the availability of
experienced workforce in Surry County
was a factor in the decision to locate the
expansion here. Mr. Pratt is a resident of
Surry County and is familiar with the
skill sets of the local labor market.
Mr. Pratt received assistance from Surry
County Economic Development Partnership and Mount Airy officials for
several months to find a suitable building
for expansion of the business. Mount
Airy City Manager Donald Brookshire
said, “We are excited to have the company
select Mount Airy. They represent the
utilization of the workforce in a manner
that benefits our community. It is a good
fit for our citizens.”
The Piedmont Triad Partnership
awarded a grant for the Project Youth
Entrepreneurs Surry (Project Y.E.S.)
as part of its Transformation Grants
program. Project Y.E.S. will develop
and implement an alternative approach
to the promotion of entrepreneurship
to area youth as both a viable career
opportunity and an economic
development strategy. The WIRED
transformation grant was written by
Jill Reinhart for Surry County high
schools. The program will be initiated
by the Surry County area schools,
Surry Community College, The
Greater Mount Airy Chamber of
Commerce, the Yadkin Valley Chamber of Commerce and Surry County
Economic Development Partnership.
The Business and Education Committee will coordinate a guideline
and resource book for training and
educating classroom teachers. Additionally, the program will recruit
community leaders and business
owners to serve as mentors to participating students. The program is
designed to identify and encourage
creative students to develop their
entrepreneurial skills sets in order to
become successful business owners
in Surry County.
The North Carolina Rural Center created
NC STEP to help the state’s small towns
gain greater prosperity and improved quality
of life. Members of Leadership Committee
and the Strategic Committee have been
meeting monthly for over a year to develop
a plan to identify key objectives and
strategies in the areas of quality of life,
attractions, new economies and visionary
leadership. A grant of $200,000 from the
Rural Center is available once projects are
selected and approved. A permanent Surry
LEAD committee has been appointed to
identify and implement specific projects.
Surry Community College that the property now being rented by the partnership
would be required for the new Viticulture
Center. President Robin Rhyne and
Chairman Ted Ashby began searching
for space for a new office. Surry County
Commissioners graciously offered the
former Planning/Inspection space in the
basement of the Surry County Government Office Building.
Around September 1, 2008 the Partnership hopes to move into the space in the
County Office Building on Hamby Road
following some renovations to meet the
needs of the office. Our post office address,
