ECONOMIC DEVELOPMENT
PARTNERSHIP, INC.
T
he focus on economic development in Surry County heightened dramatically in 2009.
This brought change to the Partnership in the form of new leadership and increased support and cooperation from the county and municipalities in development efforts. The
changes were positive and much was accomplished during the year.
In early 2009, the Board of Directors accepted the resignation of its President and
immediately began the search for new leadership. After screening many highly qualified applicants, Todd Tucker accepted the leadership position of our organization and
brought new levels of experience, expertise and communication skills. During the recruitment period, our staff, with the full support of the county and the municipalities, continued the important work of economic development for Surry County. A sense of purpose
and cooperation emerged during this transition period that has and will pay dividends
in our development efforts for years to come.
The Partnership made significant improvements in its marketing activities during 2009.
Duke Energy, partnering with nationally recognized economic development consultants,
implemented the Surry County Community Readiness Program. The program provided
objective written assessments from the perspective of a site consultant seeking developChairman Ted Ashby
able land and an existing industrial facility. McCallum Sweeney Consulting presented
an evaluation on a one-hundred acre site located in Elkin during March. In-Site Consulting provided an assessment of an industrial building on Woltz Street in Mount Airy during June. These assessments have proven highly
beneficial in our strategic planning efforts as well as dealing with existing prospects.
The success of our economic development effort is ultimately measured by our ability to attract capital investment and employment
opportunities from recruitment activities as well as supporting expansion of existing industry. During the year, Surry County companies
announced expansion plans with estimated capital investment of $2,500,000 and an increase of 240 jobs. Four new companies were
recruited to Surry County with an estimated capital investment of $7,425,000, and a projection of 78 new jobs. These individual successes would not have been possible without the cooperation and financial support of the Town of Elkin, City of Mt. Airy, Surry County
Board of Commissioners, Surry Community College and the North Carolina Department of Commerce.
The untimely death of board member Johnsie Hudspeth brought deep sadness to the SCEDP Board, staff and partnership members.
Johnsie was one of the original board members when the partnership was formed in 1995. We will certainly miss her leadership in
economic development efforts.
My past two years as Chairman have been a positive experience. I have a better understanding of the competitiveness and complexity of economic development. Also, I had the opportunity to observe the efforts of the Partnership staff, our local elected officials and
private sector members of our organization. I assure you we are on the correct path to greater success. All that is required is your continued support!

NEW COMPANIES
Central States Manufacturing - 751 Mountain View Lane, Mount Airy, NC
On September 22, 2009, Central States Manufacturing, Inc. announced the company
would be opening a new plant in the Piedmont West Corporate Park in Mount Airy, NC.
Central States Manufacturing is an employee-owned manufacturer of metal building
components headquartered in Arkansas. The company plans to invest $4.5 million and
create 45 jobs. Construction of the building is well underway. The company is working
with the NC Employment Security Commission and Surry Community College in screening,
recruiting and testing qualified candidates for positions to be filled in May 2010.
Catalina Tempering - 630 Derby Street, Mount Airy, NC
Catalina Tempering announced plans on November 4, 2009 for opening a manufacturing plant in Mount Airy, NC. The company produces quality glass and mirror
products. The company will invest $2.5 million and create 20 jobs. Catalina Tempering purchased the former KDH building on Derby Street and production began in
December. The first production of glass was shipped in January 2010.
Advantage Industrial Service - 125 W. Robin Street, Elkin, NC
Advantage Industrial Service constructed a building for its new operation at 125 West
Robin Street in Elkin, NC. The company installs and repairs material handling equipment.
The company will add 7 employees.
EXPANDING COMPANIES
Vaughan-Bassett - 501 E. Main Street, Elkin, NC
Vaughan-Bassett announced plans to re-open a portion of its facility in Elkin, NC
that was closed last December. The plant will handle assembly and finishing of
products in the company’s furniture line.
The company has re-hired 40 workers.
Granite Tactical Vehicles, Inc. - 915 Newsome Street, Mount Airy, NC
The expansion of Granite Tactical Vehicles, Inc. was announced December 11, 2009.
The company designs and manufacturers armored vehicles and moved to a larger
facility in Mount Airy to accommodate the planned expansion. Granite Tactical will
invest $2.5 million and create 200 jobs within 3 years. In addition to providing space
for increased production, the larger facility will provide more room for research and
development. In 2006 Granite Tactical began development of its prototype vehicles in Pilot Mountain. During 2009, a teaming
agreement with Textron became official which allows the company to bid and receive military contract awards.

Wound About purchased and moved into a building at 309 Nelson Street in Pilot
Mountain in the summer of 2009. The company manufactures rope and employs six
people.

Program Events Coordinated for the Surry County Military Roundtable Event
Jan. 15 2009: The 1st Military Roundtable Event was hosted by Granite Tactical Vehicles in Pilot Mountain. Over forty business
and industries were represented. The half-day event included a Military Procurement Training Session by Kathryn Loddell with the
North Carolina Procurement Technical Assistance Center; Granite Tactical Product Display and overview given by President and
owner, Chris Berman; Panel Discussions with Rick Gilmore-North Carolina Military Business Center (NCMBC), Kathryn Loddell-North
Carolina ProcurementTechnical Assistance Center (NCPTAC), Melissa Smith-North Carolina Department of Commerce (NCDOC),
and Blair Abee-North Carolina Small Business and Technology Development Center (SBTDC), followed by Roundtable question and
answer session.
Feb. 18, 2009: Following the 1st Military Roundtable, there were requests
for educational assistance for businesses in learning the general government
procurement process. A Lunch and Learn Seminar, “Basics to Government
Procurement-Session I” was then held at Surry Community College with
28 participating business and industries represented. Archibald D. BlackNCPTAC presented half day sessions on “Building Foundation for Government Contracting,” the Hub
Zone Certification Process,
information about other
preference programs and
“Government
Marketing
Practices and Strategies.”

Apr. 21, 2009: The 2nd Military Roundtable Event was held at the Mount Airy Workforce Development Training Center with special guest speakers:
Van D. Hipp, Jr.-Chairman of American Defense International, Inc., a Washington,
DC based consulting firm specializing in government affairs, business development and
public relations.
John Alan Torbett-VP of Business Development for Defense Technologies, Inc. which
houses numerous Navy, Army, and SOF contracted efforts addressing and specializing
in such issues as Command and Control software development, Unmanned Systems
development, and component modernization, and is pleased to hold a coveted FAA
Certification to operate Experimental UAV’s within the US National Airspace.
Wayne R. Boyles,III-President of The Boyles Company, Inc.-a Federal Government
Relations Consulting Firm. Formerly Senator Staffer for the following Senators: Mattingly of Georgia, Senator Jesse Helms and Senator Elizabeth Dole of North Carolina.
Over 18 business and industry participants attended the event.
Sept. 23, 2009: The 3rd Military Roundtable Event was hosted by NCFI Polyurethane in their campus training center. Clarence
Tolbert, VP of Operations Chemical Systems, presented an overview of NCFI’s products used for the NASA and other DOD agencies. Special guest presenters included: Tad Dunn- Deputy Director of the NC Military Foundation, Rick Gilmore-NCMBC, Blair
Abee-SBTDC, Shane Baggett-Account Executive for Advanced Electronic Services, Inc., David Helsley-Staffer for Congresswoman
Foxx, and Gary G. Daemer-President of Infusion Points-Secure Business Solutions. Over 25 business and industry participants attended.
Dec. 9, 2009: The 4th Military Roundtable Event
was held at the Surry County Government Center. The Lunch and Learn Seminar-“How to Write
Military Proposals” was given by Mark Stewart
of the NCPTAC with over 16 business and industry
participants.

May 14, 2009: Lunch and Learn Seminar held
at Surry Community College in President’s Dining Room. Presenters were the U. S. Small Business Administration Public Information Officers,
Karen Hoskins and Mike Ernandes. Small Business Aadministration Programs and Services
were overviewed as well as the SBA’s Role in the
2009 American Recovery and Reinvestment Act.
Over 32 business and industries participated.
Dec. 16, 2009: A Roundtable Event was held at
the Mount Airy Workforce Development Center.
Guest speaker was Surry Community College’s
new Industrial Services Director, Kevin Kimrey, who spoke on the new Training programCustomized Industrial Training. Discussions
included the suggestions for 2010 program of
events.
