2015 Exhibition Livestock Health Requirements - County Fairs
GENERAL REQUIREMENTS
1. Exhibitors are required to familiarize themselves with all rules applicable to their exhibits.
All out-of-state animals shall require an entry permit. Entry permit numbers are available by calling the Illinois Department
of Agriculture, Monday through Friday from 8:00 AM to 4:40 PM, at (217) 782-4944. Permits may also be obtained online
at: http://www.agr.state.il.us/AnimalHW/animalregistry/login.php
2. All animals, except as noted, shall be accompanied by a Certificate of Veterinary Inspection (CVI) which shows that the
animal meets all health requirements for the State of Illinois, CVI’s shall be made available to Bureau of Animal Health
Personnel on request.
CVI means a legible record made on an official form of the state of origin which has been issued, signed and dated by an accredited veterinarian and which shows the name and address of the animal’s owner or exhibitor and the results of all required
tests or vaccinations. A CVI shall list only one animal identification per line; shall be presented in the form in which it was
initially issued; and shall not be corrected, changed or altered in any manner.
3. All animals shall be officially identified. The animal(s) official identification shall be recorded on the Certificate of Veterinary
Inspection.
4. If animals are from tuberculosis accredited, brucellosis certified, pseudorabies qualified, or brucellosis validated herds, the
identifying herd number(s) along with the date of the last herd test(s) shall appear on the Certificate of Veterinary Inspection.
5. CVI for out-of-state livestock shall be void thirty (30) days after issuance.
6. CVI for Illinois-origin livestock shall be void ninety (90) days after issuance.
7. All livestock shall be subject to examination upon entry to any Illinois Fair or exhibition. Any animal showing evidence of
infectious, contagious or communicable diseases shall be immediately withdrawn and held in quarantine at the owner’s risk
and expense until properly treated and recovered, or until the animal is released to return to the owner’s premise.
Any livestock infected with scabies, mange, active lesions of ringworm, sore mouth, or multiple warts which are easily visible
without close examination shall not be permitted to exhibit and are subject to quarantine or removal from the fairgrounds .
Sheep and goats with caseous lymphadenitis as evidenced by draining abscesses shall not be exhibited and are subject to
immediate quarantine or removal from the fairgrounds.
8. Illinois Department of Agriculture personnel or designee may collect blood, tissue, milk or urine samples from any animal
being exhibited and/or raced at any Illinois Fair to test for the presence of illegal drugs or banned substances. New examination techniques, such as ultrasound, may also be used at anytime while the animals are on the grounds of any Illinois Fair
or exhibit.
The Illinois Department of Agriculture or designee may collect urine, blood, tissue or other test samples from exhibition
animals at the time of slaughter.
9. All exhibitors of animals at any Illinois Fair or exhibition shall comply with the provisions of the Illinois Humane Care for
Animals Act. If violations are observed, the animal(s) will be excused from exhibition and ordered removed from the grounds
with all awards being forfeited.
Any practice of deviation from normal, accepted care, including physical, medical or mechanical application, shall constitute
a violation of show rules and may result in the animal(s) disqualification and removal from the fairgrounds.
10. Any Illinois cattle, bison, cervidae or goats being exhibited in non-acredited free states must be isolated from the remainder
of the herd/flock upon return to Illinois and retested for tuberculosis 60-120 days post-entry.

CATTLE
Identification
Individual identification of each animal shall be either a fully healed and legible tattoo, official metal ear tag, registration
number, (can only be used if the tattoo is recorded on the registration certificate or for breeds where pictures are acceptable),
or individual brands, if brand is recorded on the registration certificate.
Illinois Cattle
Brucellosis
1. Illinois is a Bovine Brucellosis Class-Free State. Brucellosis testing is not required for Illinois cattle.
Tuberculosis
1. Illinois is an Accredited Tuberculosis- Free State. Tuberculin test is not required for Illinois cattle.
Please note: Illinois calves under 6 months of age, and Illinois steers are not required to have a Certificate of Veterinary
Inspection.
Out-of-State-Cattle
All out-of-state cattle are to be accompanied by an entry permit. Entry permit numbers are available by calling the Illinois
Department of Agriculture, Monday through Friday from 8:00 AM to 4:40 PM, at (217) 782-4944. Permits may also be
obtained online at: http://www.agr.state.il.us/AnimalHW/animalregistry/login.php
Brucellosis
1. Female cattle six (6) months of age and older and bulls eighteen (18) months of age and older shall be negative to an official test for brucellosis within thirty (30) days prior to entry, unless exempt by one (1) of the following:
A. Originate directly from a certified brucellosis-free herd.
B. Official vaccinates of dairy breeds under twenty (20) months of age or official vaccinates of beef breeds under twenty-four (24) months of age.
C. Animal originated from a “Class Free” state (if entire state is so classified).
D. Steers and spayed heifers are not required to be tested for brucellosis.
2. The negative brucellosis test shall be conducted at a state or federal laboratory within 30 days prior to exhibition.
Tuberculosis
1. Accredited Tuberculosis Free States
A. No tuberculin test required. All cattle, including steers, originating from an Accredited Tuberculosis Free State, may enter Illinois for exhibition when accompanied by a CVI issued by an accredited veterinarian within 30 days.
2. Non-Accredited Tuberculosis Free States (Not TB Free)
A. Cattle must originate from a herd where a complete herd test was conducted within the past year.
B. The individual animals entering Illinois must be negative to an additional tuberculin test conducted within 30 days prior to exhibition.
C. Cattle that enter Illinois for exhibition and remain in Illinois (animal does not return to the state of origin within 30 days) must be isolated and retested for TB 60-120 days from the last official TB test date.
SWINE
Illinois Swine
Identification
1. Swine shall be identified by an official ear tag, tattoo or recognized breed ear notch.
2. Ear notch identification is acceptable for barrows, crossbred gilts and breeding swine. (Note: Ear notch
identification of crossbred swine does not satisfy USDA identification requirements for brucellosis and
pseudorabies testing.)
Brucellosis
1. Brucellosis is not required for Illinois swine.
Pseudorabies
All exhibition swine are required to be tested for pseudorabies as described below.
1. Swine of all ages shall be negative to an official test for pseudorabies conducted within 90 days prior to exhibition; or swine shall originate immediately and directly from a qualified pseudorabies negative herd. (All swine
that are tested must be identified using an official, approved individual animal identifier such as an official metal or
official plastic ear tag. Ear notch identification for testing purposes is only acceptable for purebred, registered swine.)
2. Barrows and females in market classes must meet the same requirements as breeding swine.

Additional Requirements
1. Swine consigned to terminal market classes must meet the same test requirements as exhibition swine if these classes
are held in conjunction with “exhibits not intended for slaughter.”
2.When terminal classes are held on a day when no other livestock are present, these animals are exempt from all test
requirements and do not need a CVI. All swine terminal classes must be identified by a site tattoo prior to movement to
slaughter.
3.Swine from pseudorabies quarantined herds are not allowed to exhibit regardless of whether or not the show is terminal
or non terminal.
4.The Illinois and DuQuoin State Fairs are not classified as terminal shows.
Out-of-State Swine
All out-of-state swine are to be accompanied by an entry permit. Entry permit numbers are available by calling the Illinois
Identification
1. Individually identified by an official ear tag, tattoo or recognized breed ear notch.
2. Ear notch identification is not acceptable for crossbred animals.
Brucellosis
1. Breeding swine 4 months of age and older shall be negative to an official test for brucellosis within 30 days prior to exhibition unless exempt by one (1) of the following:
A. Originate immediately and directly from a brucellosis-free herd. B. Originate directly from a validated brucellosis-free state.
2. Swine brucellosis tests for exhibition shall be conducted at a state or federal laboratory.
Pseudorabies
All exhibition swine are required to be tested for pseudorabies as described below.
1. Swine shall be negative to an official test for pseudorabies conducted within the past thirty (30) days prior to entry or originate immediately and directly from a qualified pseudorabies negative herd.
2. Barrows and females in market classes must meet the same requirements as breeding swine.
3. The Illinois and DuQuoin State Fairs are not classified as terminal shows.
SHEEP
Identification

if the owner provides the reader.
Ear tattoos may be used when a registration certificate, listing the tattoo number, accompanies the animal.
When using ear tags, the tag must indicate the premises ID and state of origin. The tag number must be assigned by a state or
APHIS representative and recorded in the Scrapie Record Database.
Market Lambs
All wethers must be slick shorn (show ring ready) before weigh-in so that show lamb fungus can be identified.
Illinois Sheep
1.Sheep originating from a flock that has previously been classified as either an infected or source flock can be exhibited in
Illinois upon the completion of an approved flock plan.
2. For any animal born after 1/1/2002, the CVI must include the flock of birth and the flock of origin, if different.
Out-of-State Sheep
All out-of-state sheep are to be accompanied by an entry permit. Entry permit numbers are available by calling the Illinois

GOATS

Ears should be used for tattooing when possible. If there is no space in the ear, the flank or tail fold may be used.

Out-of-State Goats
All out-of-state goats are to be accompanied by an entry permit. Entry permit numbers are available by calling the Illinois

is also required for goats that enter Illinois from a non-TB free state or area. For any animal born after 1/1/2002, the CVI
must include the flock of birth and the flock of birth and the flock of origin, if different.
HORSES, PONIES, MULES AND OTHER EQUIDAE
Illinois Equine
1. All horses and other equidae, twelve (12) months of age and older attending an advertised equine event, shall be accompanied by a negative test for equine infectious anemia (EIA) conducted within the last twelve (12) months. A copy of this
test shall accompany the animal.
2. AGID (Coggins) or ELISA tests are accepted.
3. An advertised equine event means a show, rodeo, sale, auction, exhibition, trail ride, or horse fair that is posted or media
promoted.
4. A CVI is not required for Illinois equine.
Out-of-State Equine
All out-of-state equine are to be accompanied by an entry permit. Entry permit numbers are available by calling the Illinois

POULTRY
1. All entries (except waterfowl, i.e. domesticated fowl that normally swim, such as ducks and geese) in a show or exhibition
shall have originated from a U.S. Pullorum-Typhoid Clean or equivalent hatchery or flock OR have a negative pullorumtyphoid test within 90 days prior to exhibition. Exhibitor shall show proper information as to name and address of owner or
exhibitor, name and address of the authorized testing agent, date of the testing and the number, breed, and species of those
tested.
2. Prior to be used to transport poultry to a show, all crates, boxes, containers and: vehicles shall be thoroughly cleaned and
disinfected.
3. Any poultry vaccinations must be performed at least 4 weeks prior to delivery to the show.
4. Upon admission to a show, all entries shall be examined by the official county fair veterinarian or qualified state personnel
who shall also receive and examine all certificates necessary for admission of birds to a show. Birds not in show condition
will be excused from exhibition and removed from the premises. Any fowl showing signs of illness during the fair will be
removed from the exhibition grounds.
5. All out-of-state turkeys must originate from flocks that are officially classified as U.S. Mycoplasma Gallisepticum Clean
in accordance with the provisions of the National Poultry Improvement Plan or be negative to a test for Mycoplasma gallisepticum within 30 days prior to entry.
6.A permit is also required for out-of-state poultry. A permit may be obtained by calling (217) 782-4944.
Please Note: These Poultry exhibition requirements do not apply to 4-H and FFA 1-day poultry shows where the
entries are taken to the show and returned home the same day. However, a permit is required for out-of-state poultry.
CERVIDAE
(Deer, Elk, Reindeer, Caribou, Moose, Red Deer and other Related Species)
Identification
All animals shall be individually identified with an approved tag, microchip or tattoo. Elk are required to have two official/approved unique identifiers.
Illinois Cervidae
Chronic Wasting Disease
For cervidae changing ownership or moving within the Sate, the owner must obtain a permit issued by the Department prior to
movement and the cervid must originate from a herd that is enrolled in the Certified Monitored Chronic Wasting Disease (CWD)
Program or the Contained Monitored Chronic Wasting Disease Program. The permit shall be obtained no more than 72 hours
in advance of the movement of the cervids by providing the following information:
A) Name and complete mailing address of person exhibiting the cervids;
B) Certified Monitored Chronic Wasting Disease or Contained Monitored Chronic Wasting Disease Herd number;
C) Name and complete mailing address of location where the animals will be exhibited;
D) Number of animals and unique identification of the animals.
Tuberculosis
Illinois is an Accredited Tuberculosis-Free State. Tuberculin test is not required for Illinois cervidae.
Out-of-State Cervidae
Chronic Wasting Disease
1. All cervidae entering Illinois must be in compliance with the Illinois Wildlife Code [520 ILCS 5]. For more
information, contact the Illinois Department of Natural Resources at 217-782-6384.
2. All cervidae entering Illinois must be accompanied by a permit from the Department and a Certificate of Veterinary Inspection that:
a. has been issued by an accredited veterinarian of the state of origin or a veterinarian in the employ of the
United Sates Department of Agriculture;

is approved by the animal Health Official of the state of origin;
shows that the cervidae are free from visible evidence of any contagious, infectious or communicable disease or exposure thereto, do not originate from a CWD endemic area (any country and surrounding counties where CWD has been diagnosed in the past five years);
shows that the cervidae are not originating from a herd under quarantine for any contagious, infectious or
communicable disease;
shows that the animals originate from a herd that has been monitored for at least 5 years under a state-approved CWD certification program.
3. A permit number can be obtained by calling (217) 782-4944. Applicant for permit shall furnish the following information to the Department:
a. Name and post office mailing address of Illinois destination;
b. Name and post office mailing address of the consignor and/or source herds;
c. Name and post office mailing address of the herd veterinarian;
d. Number and unique identification of cervidae in shipment.
Brucellosis
1. Cervidae six (6) months of age and older must have a negative brucellosis card or PCFIA test within sixty (60) days prior
to entry.
Tuberculosis
1. Accredited Tuberculosis Free States
All cervidae twelve (12) months of age and over shall be negative to two (2) single cervical test for bovine TB no
less than ninety (90) days apart with the second test conducted within ninety (90) days prior to entry. These animals
shall be isolated from all other members of the herd during the testing period unless they originate from an accredited,
qualified or monitored herd.
A. Cervidae from an accredited herd may be moved into Illinois without further TB testing provided that they are
accompanied by a certificate stating that such cervids originated from an accredited herd accompanies them.
B. Cervidae originating from qualified or monitored herds may enter with a negative test within ninety (90) days prior
to entry and a certificate stating that the animals originate from a monitored herd.
2. Non-Accredited Tuberculosis Free States (Not TB Free)
A. All cervidae shall originate from a herd where a complete herd test was conducted within the past year
B. The individual animals entering Illinois must be negative to two (2) additional tuberculin tests conducted within 180 and 30 days prior to entry or exhibition.
RATITES
(Ostriches, Emus, Rheas, Cassowaries and Kiwis)
Illinois Ratites
There are no requirements governing the movement of ratites within Illinois
Out-of-State Ratites
1. Must be accompanied by a CVI and permit number. Entry permit numbers are available by calling the Illinois
Department of Agriculture, Monday through Friday from 8:00 AM to 4:40 PM, at (217) 782-4944.
2. Individually identified by leg band or microchip.

PIGEONS

Rules and Regulations
Governing the One Hundred Sixty Fifth Annual Fair of the Knox County Agricultural Board. Every Rule laid down in this
Premium List will be strictly adhered to and no exceptions whatever made.
RIGHTS RESERVED BY BOARD
The management reserves the right to postpone or cancel the time of exhibits of any class, article or animal on account of
bad weather, or for any other good and sufficient reason.
No officer or employee has authority to suspend or change any rule or regulation herein adopted.
GENERAL ARRANGEMENTS
The 2015 Fair will begin on Wednesday, July 15 and will continue for four days, thru Saturday, July 18. The Gates
will open at 8:00 A.M. each day and at that time every officer will be required to be at his post.
Rabbits and Poultry to be exhibited and shown for premiums at the Fair will be on the grounds by 8:00 A.M. Wednesday,
and will remain until 6:00 P.M. on Saturday. All Junior Show and Open Show cattle to be exhibited and shown for premiums
at the Fair will be on the grounds by 8:00 A.M. on Friday and will remain until conclusion of their individual shows. All Junior
and Open Sheep to be exhibited and shown for premiums at the Fair will be on the grounds by 4:00 P.M. on Wednesday and
will remain until conclusion of their individual shows.
Animals or articles not ready in time and place will be ruled out of competition.
Exhibitor Passes are available at a cost of $10.00 and not required for exhibitors.
All livestock entries will be made to the Secretary by Wednesday, July 8, seven days before the opening of the fair.
Any entries made after July 8, will be charged an additional $5.00.
All entries must be accompanied by check for entry fees, stall or pen fees.
Entry fees and all stall and pen fees must be paid in full, and no fees will be refunded in case of non-winners.
After entries have been made, no additions or alterations will be made by the Secretary, unless an error has been made,
Department Superintendents reserves the right to reject any entry not satisfactory to them.
All livestock health certificates must be deposited with the Fair Secretary's Office.
Any animal deemed harmful or unsafe to spectators or exhibitors shall be removed with forfeiture of entry monies.
Every animal shown for a premium must be exhibited in the name of the bonafide owner and the party showing must be
able to prove ownership for at least 30 days previous to the day of showing the animal, if called on for proof of ownership, by
the Fair Association or the Superintendent of the department where showing.
No animal is to occupy a stall or pen on the grounds of the Fair Association unless competing for a premium, or there as a
nurse animal for others which are competing and then the regular stall or pen fee must be paid for such animal.
No animal is to be washed or rinsed anywhere on the fairgrounds except for the designated wash areas.
This rule will be strictly enforced. If this rule is broken, the animal will be barred from exhibition and any premiums
earned will be forfeited.
PREMISE ID NUMBER MUST BE COMPLETED ON ALL LIVESTOCK ENTRY FORMS TO BE ELIGIBLE
FOR PARTICIPATION.
Any actions of destruction or vandalism that are observed of the Knox County Fairs and/or exhibitors property may be dealt
with the maximum penalty of the law.
If any exhibitor refuses to parade his livestock on request of the Superintendent in that department, he shall forfeit all rights
to any premiums which he may have won or does win during the Fair. Decisions of the judge in the Department shall be final.
Exhibitors may be barred from competition for finding fault with the judges' decisions. The interpretation of rules governing
any exhibit shall rest entirely with the Fair Association, and its decision shall be final.
REGULATIONS
Every animal or article exhibited on the grounds shall be under the control of the Superintendent of its class; and no article
or animal shall be removed from the Fair grounds without permission of the Secretary. Care will be taken to prevent loss or
injury to animals or articles on exhibition, but the Association will not be responsible for any loss or damage that may occur. No
animal will be allowed to run at large on the grounds. Every animal must be entered for competition in the name of the owner
or agent; poultry in the name of the owner; farm products in the name of the producer; manufactured articles in the name of the
manufactured or authorized agent; textile articles in the name of the owners. When the entry of an animal or article is made, a
card bearing the department, class number, etc., to which it belongs, will be furnished the exhibitor by the Secretary.
RACE TRACK
The Speed Department will be under control of the Superintendent of Speed, who will have charge of the track during
the week of the Fair, except by consent of the Superintendent of Speed. The officers and agents of this Association waive all
responsibility for injury to persons or animals taking part in races on the track.

CONCESSIONS
All applications for renting refreshment stands, display space, or space for shows, etc., must be made to Knox County Fair,
P.O. Box 204, Knoxville, IL 61448, Telephone 289-2714. All exhibitors, concessionaires, and other individuals, who conduct
sales, demonstrations, give aways, or literature distribution or solicitation shall be limited to the booth or area assigned
and rented by lessee. Ground not for booths, etc., shall be established by the Chairman of Concessions, who will make a
lease. In duplicate, one copy of the leasor and one copy for the lessee, signed by Lessee upon arrival at fairgrounds, Said
rent to be payable as follows: deposit at the time making and delivering of lease, the balance to become due and payable
upon arrival. To guarantee space, all leases should be executed prior to April 1, 2015. The Chairman of Concessions is to
keep an account of all leases turned over to the Secretary, and make a detailed statement of same in their annual report.
A certificate of insurance required from all concessions. Product insurance required from all food concessions.
PRIVILEGES
Any person buying a privilege, and not taking possession of the same themselves, or their agents, by Wednesday noon, of
the week of the Fair, forfeits their privilege to the Fair and all money heretofore paid on the same.
CAMPING UNITS
All living quarter trailers or motorhomes parked on the grounds during the week of the Fair will be charged a camping fee
to be paid at the Secretary's Office upon arrival and prior to setting up. This fee is in addition to the concession fee. The fee
for camping will be $20.00 per day, per unit. Any additional air conditioner unit on each camper will cost $5.00 per unit in addition to the $20.00.
LIABILITY
No claim for injury to any person or property shall ever be asserted nor suit instituted or maintained against the Knox
County Agricultural Board & Fair Association its officers or their agents, by or on behalf of any person, firm or corporation or
their agents, representatives, servants, or employees having license or privilege to exhibit on the Fairgrounds or occupy any
space thereon.
If any damage, loss or injury to person or property shall be proximately caused by reason of neglect or willful act of any
persons, firms or corporations or their agents, representatives, servants or employees having license or privilege to exhibit on
said Fairgrounds, or occupying space thereon the Knox County Agricultural Board & Fair Association shall in no matter be
responsible therefore and in case it is subjected to any expense or liability all persons causing same are liable, therefore shall
idemnify the said Knox County Agricultural Board & Fair Association.
Nor will any officers or employees of the Fair be permitted to negotiate assurance or to make any guarantee whatsoever
regarding same. Property owners desiring insurance against fire or other protection, must make their own arrangements therefore. No officers or employees has any authority to suspend or change this rule. Illinois Department of Agriculture, Bureau of
Animal Health, State Fairgrounds - P.O. Box 19281, Springfield, IL 62794-9281.
All protests concerning entries of any department must be made in writing, accompanied by an affidavit setting forth the
grounds for protesting. Protests concerning the exhibition of entries must be filed with the Management at least twenty-four (24)
hours before the awards are made, and such protests will be considered before the hour of the showing. All protests against a
judge’s decision must be made in writing and accompanied by cash deposit of $50.00. Such deposit will be forfeited if protest is
not sustained. The protest must state plainly the Cause of Complaint or Appeal and must be filed with the Grievance Committee
within five hours after the award has been made. No Complaint or Appeal based on the statement that the Judge or Judges are
incompetent or have overlooked an animal or article will be considered by the Grievance Committee. All questions of dispute
or differences not provided for under these rules shall be referred to the Board of Directors, whose decision shall be final. In
accordance with state aid regulations, no tie awards can be given for any premium offered.
ELECTRIC LIGHT AND POWER
Electric current for light, heat and power may be arranged for in buildings or for outside exhibits on the grounds and will
be charged for as determined by our grounds electrician.
DELIVERY TRUCK
Delivery trucks will be charged $7.50 during the Fair for truck and driver, Deliveries are to be made before noon each
day.
No delivery wagon will be allowed to enter the grounds at any time during the Fair unless they have paid the above fee
for such privileges, or the regular gate entrance fee. Truck delivery permits are sold at secretary's office. Sale or distribution of
beverages will be confined to distributors located in Knox County.

RULES GOVERNING THE GROUNDS
No person will be allowed to ride or drive on the speed ring except horses or vehicles entered in the scheduled events during
the week of the Fair.
Illinois Statutes provide a penalty for any person jumping the fence and anyone caught so doing will be duly arrested, taken
to the city and fined for such offense.
AWARDS
THE DEPARTMENT OF AGRICULTURE SHALL USE ITS BEST EFFORTS TO SECURE SUFFICIENT APPROPRIATIONS TO FUND PREMIUMS. IN ANY YEAR FOR WHICH THE GENERAL ASSEMBLY OF THE STATE OF ILLINOIS
FAILS TO MAKE AN APPROPRIATION SUFFICIENT TO PAY SUCH PREMIUMS, PREMIUM AMOUNTS MAY NOT
BE ACCURATELY REFLECTED IN THE PREMIUM BOOK.
Premiums paid in Jr. Sheep, Open Sheep, Jr. Beef, Open Beef, Jr. Goat and Open Goat will be based on entries received
plus any added money collected minus expenses for each division.
Awards will be made by the single judge system, unless in the judgement of the Superintendent of the Department more
are required.
Judges will report to the Superintendents at the respective departments at The Published Time, on the day fixed for awarding
premiums in that department.
No person shall act as judge in any class in which he may be interested as an exhibitor, or otherwise, and if such case should
be presented, the Superintendent of Department may remove such interested judge, and substitute another judge temporarily.
The awards of premiums at the Fair shall be confined to entries made in the Premiums List.
No animal or article deemed unworthy shall be allowed to exhibit. The department superintendent will make the decision.
No exhibitor will be allowed more than two premiums under the same class number.
First premium will be paid on one entry when considered worthy by the department and entry fee has been accepted.
Should any doubt arise as to the regularity of entry, or other important matter, which the judge feels incompetent to decide,
he shall at once report the same to the Board for decision, which, when made, shall be final.
Any exhibitor showing in the Junior Department or the Open Show will be charged stall fees and entry fees as indicated in
the various departments, it being understood that anyone showing in both the Junior Department and the Open show will pay
only one stall fee.
The Board reserves the right to pay the premiums pro rata if the net proceeds of the Association are not sufficient to pay
the premiums in full.
Temporary buying, borrowing, or hiring animals or articles to strengthen the exhibit, is strictly prohibited. Any exhibitor
found guilty of violating this rule forfeits right to any premium.
Articles of Manufacture, Mechanic or Fine Arts and Agricultural products, in order to be entitled to receive premiums,
must be owned or have been executed or raised by the exhibitor. The Superintendent will see that this rule is strictly enforced.
Manufactured articles may be entered by agents. Persons violating this rule will forfeit the premium and will not be allowed to
exhibit for two years. Superintendents are instructed that if they shall have any good reason to believe that any exhibitor, by false entry or otherwise, attempts to deceive the judges or the public, and obtain a premium by misrepresentation, they shall report the facts to the
Board, who may expel such exhibitor for fraud, for two or more years.
The decision of the judges shall be final and no appeal will be considered except in case of protest.
Objections to any person serving as judge may be submitted to the Superintendent in writing, by exhibitors in that class,
prior to making any award, giving good and sufficient reasons therefore, and upon which the Superintendent shall have full
power to act.
Any exhibitor attempting to interfere with the judges during adjudications will be promptly excluded from competition.
All articles must be the work of the exhibitor. Any article may be excluded from the show by the Department Superintendent;
if not worthy of winning a premium. Entry fee will be refunded.
Each award, and notice of protest, if any be made, must be written in plain, careful manner, by the Superintendent in ink
or indelible pencil, in space opposite entry in Judge's book.
The Judge's books must be returned by the superintendent of each Department to the Secretary, properly certified to by the
judges and superintendent as soon as the awards in each are completed.
Each Superintendent shall exercise great care in preserving and returning the Judge's books of the Department, as all checks
for premiums are authorized only upon entries contained therein.
Upon all animals or articles the Superintendents of the several departments shall attach the ribbons as awarded by Judges.
The Secretary will not issue an order on Treasurer for premiums on animals or articles removed from exhibition before its
close (unless on written authority from the President) and Department Superintendents are instructed to report to the Secretary's
office any violations of this rule.
POLICING
The Sheriff and the Illinois State Police shall have charge of the police forces on the grounds, and attend to preserving order
and enforcing the rules of the Association, The Marshal and Policemen shall be sworn in conservators of the peace, and it shall
be their duty to arrest anyone creating disorder, or violating any of the rules of the Fair, or the laws of the State.
The police will patrol the grounds each morning before opening of the gates.

REGULATIONS GOVERNING DISPENSING OF
FOOD AND DRINK AT COUNTY FAIRS
1. All food including meat, milk, vegetables, etc., shall be obtained from sources complying with applicable State Laws and
Regulations, and only food which is clean, wholesome, and free from adulteration and misbranding shall be sold or served. All
fruits and vegetables shall be washed before being used. Home-canned foods shall not be used. All stands which freeze dairy
products must have a "Certificate of Approval " from the Division of Food and Drugs.
2. Cream filled pastries, custards, cream sauces, meat, poultry, fish and potatoes in the form of salads shall not be permitted. All poultry must be fried or broiled. All cooked potatoes must be served at temperatures of 140 degrees F. or above. All
hamburger shall be purchased in patty form only. All hams must be thoroughly cooked before serving.
3. The menu should be planned to avoid left-over food for sale another day. The time between preparation and serving of
foods should be kept as short as possible. Prepare perishable foods in small quantities. Left-over prepared sandwiches shall not
be sold the following day.
4. Potentially hazardous food shall be stored and displayed at safe temperatures (45 degrees F. or below, or 141 degrees F. or
above, whichever is applicable). This includes meat or meat products, milk, egg products and poultry. Mechanical refrigeration
shall be provided for keeping foods cold.
5. Individual ice machines will be charged a $25.00 fee. Hand dipping is prohibited, dippers or scoops should be used in
dispensing ice.
6. Handling of foods should be minimized by appropriate use of utensils such as scoops, tongs, spoons and forks. 7. All food on display, such as cotton candy, candied apples, candy and other foods shall be adequately covered or be individually packaged to prevent contamination from dust and other elements. Effective shielding must be provided consisting of
glass or other suitable materials where necessary to prevent contamination of food and food preparation equipment from dust,
rain, flies, insects, consumer handling and other elements.
8. Sugar, mustard, ketchup and other condiments should be individually packaged or dispensed from an approved dispenser.
9. There should be no wet storage or packaged foods and beverages except bottled or canned beverages may be stored in water, providing the top of the bottle is not submerged and that a chlorine residual of at least 50 parts per million is maintained.
10. All equipment and facilities must be kept clean and in a sanitary condition. 11. All foods should be prepared in approved kitchens which have the necessary facilities for the proper handling of food.
The preparation of food in private homes is discouraged. If, however, this is absolutely necessary, prior approval of the facilities
and operation should be maintained from your local inspector.
12. Strict attention should be given to personal hygiene. Persons with boils, cuts, respiratory infections and communicable
disease should not be working in the stand at any phase of food handling. Fingernails should be trimmed, hands and arms should
be clean and washed before starting work, after using the toilet and at other times as necessary. Clean outer garments shall be
worn. The hair must be kept restrained (hair nets and caps are recommended). The use of tobacco in the stand in any form shall
not be permitted.
13. Only equipment which is safe, in good repair and cleanable should be used. Food contact surfaces in food preparation
areas should be smooth. Counters and shelving should be kept clean and presentable at all times.
14. The use of single service paper plates, cups and plastic or wooden knives, forks and spoons is highly recommended.
If, however, multi-use dishes are used, approved dishwashing and sanitizing facilities must be provided and used properly. Approved facilities include a three compartment sink, provided with hot and cold running water with the sink connected to a proper
drain. All multi-use utensils following washing and rinsing must be sanitized by immersion in hot water at 170 degrees F. for at
least 1/2 minute or immersion in an approved type chemical sanitizing agent, such as chlorine at a strength of at least 50 parts
per million for at least one minute. All single service articles shall be properly stored and protected from contamination. Single
service cups shall be stored and dispensed through approved type tube dispensers.
15. An adequate supply of safe sanitary quality water for drinking, food preparation, hand washing and handwashing the
utensils must be maintained in the establishment if a pressure water supply is not available in the establishment. Axillary heating
facilities, capable of producing an ample supply of hot water for such purposes, should be provided. Water storage containers
for storage of water used in drinks and food preparation must be of approved type material and have tight fitting covers. There
shall be no dipping of water. All water must be dispensed through an approved type dispensing valve.
16. All liquid waste shall be disposed into public sewers or approved private facilities. All garbage shall be kept in tightly
covered water, tight washable containers until removed. All rubbish, paper and boxes should be stored in a manner which does
not cause an unsightly or unsanitary situation. The grounds immediately surrounding the establishment shall be kept free of
food scraps, paper, etc. An adequate number of garbage and rubbish containers should be provided.
17. Hand washing facilities shall be provided in each establishment. Such facilities should consist of water, soap and individual towels. Common towels must not be used.

18. All stands and kitchens should have ceilings and walls so constructed as to minimize the entrance of flies and dust.
Ceilings may be of wood, canvas or other materials which will protect the interior of the establishment from the elements.
19. It is recommended that stands have floors of tight wood, asphalt or other cleanable materials which may allow the floor
area to be kept dry and clean.
20. Flies, insects and rodents should be effectively controlled. In areas where flies are prevalent, it may be necessary to
screen off food preparation areas. Only approved type insecticides should be used. When used, they should be used in a manner
which will not contaminate food or food equipment.

22. Rest room facilities must be maintained in a sanitary condition and flies properly controlled. If it is not a permanent
type, adequate control of flies and odors must be maintained by responsible people. Advice on special sanitation problems and
exceptions from these recommendations should be obtained from the local food inspector in the area where you are operating.

All livestock exhibitors’ cars, trailers and trucks will be permitted in the Fair grounds show area to deliver feed and
supplies only until 9:00 A.M. each day. Any car, truck or trailer found in the livestock exhibit area after 9:00 A.M. will
be towed into the parking lot area at the expense of the owner.
There will be no more than 1 fan per 3 head of cattle exhibited and all butt fans will be powered by generators only.
Stall placement will be posted by the Superintendent. NO CHANGING OF STALLS ONCE POSTED without Superintendent permission.

Animals intended for exhibition may enter the grounds on Thursday, after 5:00 P.M. but must be on the grounds by
8:00 A.M. on Friday. Weigh-in will be Friday 7 a.m. - 9 a.m.
Same rule applies to Jr. Livestock.
All entries must be accompanied by check for entry fees, stall fees, exhibitor's pass (optional). These entries and
checks must be in the hands of the secretary, Wednesday, July 8, seven days before the opening of the Fair and there will
be no deviation from this rule. Payment may be made either by check or cash. Entry fees and stall fees must be paid in full and
will in no case be returned, and no refund of entry fees or stall fees will be made to non- winners. It is not necessary to make
entries in the Champion classes and no entry fee will be charged for winners in the Champion classes. See further rules under
Rules and Regulations.
Animals will be released from the Fairgrounds at the CONCLUSION of the show. All stalls must be cleaned at dismissal before premiums can be released.

Owners must furnish all water pails for watering cattle, as for sanitary reasons all watering troughs will be removed.
No exhibitor shall be permitted to win more than two prizes in any one class. All Shorthorn must be registered as the property of the exhibitor in the records of the American Shorthorn Association, as
of a date prior to the opening of the Fair.
Individual animals shown in all group classes listed below must have been entered and shown in one of the following classes
for single animals.
All Shorthorn, Polled Shorthorn, Hereford, Polled Hereford, and Angus are subject to a tattoo inspection by representatives
of the Fair Association. They are also subject to the age inspection if deemed necessary and the decision of the Fair Association
shall be final. All class winners in the Angus division are eligible for blood typing in accordance with the American Angus Association rules and regulations. Jr. & Open Show Steers: For British breeds steers (Ang, Red Angus, Hereford, & Shorthorn),
that do not have 5 head, animals will exhibit in the AOB-British breed class. All other breeds (including Shorthorn Plus)
without 5 head, animals will exhibit in AOB-Continental breed class. Must have 5 registered animals to make a breed and
at least 2 head to make a class. Classes will be shifted to next closest age group until class has reached 2 head. If there is
not 5, animals will exhibit in the AOB classes. To be eligible for the purebred classes, the exhibitor must possess purebred
registration papers, Animals will show in crossbred if papers are not available.

Junior Beef Producer Premium:
We have many local producers that support the fair in many ways in hopes of its success. These producers are equally as
proud of the breeds they raise and the young people that exhibit at the Knox County Fair. With that, the "Producer Premium"
was born, with donations received there will be an extra premium given equally to each entry with in a given breed. Each entry
will receive the same amount regardless of placing.
Along with the additional premium received, these extra donations will allow for a breed to be shown regardless in the
number of entries there are. (Exempting the minimum of 5 to have a breed rule).

REQUIREMENTS AND CRITERIA
Please read all Rules and Regulations as listed below.
1. Each Exhibitor must comply with the General Eligibility Rules.
2. Wethers must have been born on or after October 1, 2014 and have milk teeth. Milk teeth will be checked at weigh-in by
Superintendent and show committee.
3. The Junior Meat Goat Wether show is a tattoo show. All goats wethers must be tattooed in the name of the exhibitor by
designated personnel. Wethers must be identified by a legible, fully healed tattoo matching the number designated on the
original entry card. Exhibitor is responsible for having his/her animals ears clean, knowing where the tattoo is and knowing
it can be read by officials at time of entry processing. DO NOT bring an animal with: no tattoo, fresh tattoo, non-legible or
a tattoo that does not match entry card designation.
4. Goats must be on grounds by 7 a.m., Wednesday. Wethers will be weighed Wednesday at 7:30 a.m. Junior weight will be
honored in the open show. Wether classes will be determined and posted by Superintendents after weigh in.
5. The A.B.G.A. Association rules will govern the show.
6. Artificial coloring will be disqualified.
7. Drug Testing Provision - Department personnel may collect blood, tissue or urine samples from any goat being exhibited
to test for the presence of illegal drugs.
8. The Illinois Humane Care for Animals Act prohibits physical mistreatment of animals. The use of electrical shock or
withholding of feed or water are considered direct violations of the Act. The presence of any type of equipment to induce
electrical show in the exhibition are will be considered as intent to inflict electrical shock on animals under care of the
person with the equipment. Persons found mistreating goats shall be prohibited from exhibiting and dismissed from the
fairgrounds.
9. ALL EXHIBITORS MUST CLEAN OWN STALLS. Pens must be cleaned at dismissal to receive premiums.

The show is to be run and governed by the latest revised rules of the A.R.B.A. Inc.
1. All entries in this department are subject to general rules of the Fair. Entries close Wednesday, July 8 (rules will be strictly
enforced), and must be postmarked before midnight on that date to be accepted. Stock should be on the grounds after 4-H Livestock sale, Tuesday but before 9 A.M. Wednesday. Judging at 1:00 P.M., Wednesday.
2. No Shipped in rabbits will be accepted.
3. Earmark must appear on entry blank.
4. No substitutions, except in same class and sex.
5. The Knox County Fair Association will not be responsible for loss in case of fire or theft, accident or providential destruction.
Every precaution will be taken to eliminate any danger or mistake in the show room and return of stock from show.
6. No breeding will be allowed in the show room.
7. All animals will be inspected on arrival and stock received in unsound condition will not be cooped.
8. Mail all entry fees and blanks in this class to Knox County Fair, P. O. Box 204, Knoxville, IL 61448. Make checks or money
orders payable to Knox County Fair Association.
9. The Knox County Fair presents their Rabbit Show on Wednesday, July 15 at 1:00 p.m.
10. Rabbits can be removed 6:00 p.m. Saturday, but must be picked up by 12:00 Noon, Sunday.
11. There must be five or more in breed to get "Best of Breed" and "Best Opposite Sex" money.
12. No refunds will be made.
13. We cannot open this show for cash premiums to breeds not listed herein, but will enter any other standard breeds for judging, and five ribbons for first place.
14. No exhibitor may collect more than two premiums in any one class. (Fair Rule).
15. Any exhibitor removing part or all of his or her exhibit before the official release time without written permission of the
Show Superintendent and Fair Secretary will automatically forfeit any premium in this division, open or youth.
16. There will be a "Best of Show" in open awarded - $5.00.

DEPARTMENT J. - AGRICULTURAL PRODUCTS
No entries will be made by the Secretary after 1:00 P.M., Wednesday, July 8. Mail your entries to Secretary, Knox County Fair,
Box 204, Knoxville, IL. This rule will be strictly adhered to. Tags will not be mailed but will be available for early pickup in
the fair office.
The Department of Agriculture shall use its best efforts to secure sufficient appropriations to fund premiums. In any year for
which the General Assembly of the State of Illinois fails to make an appropriation sufficient to pay such premiums, premium
amounts may not be accurately reflected in the premium book.

Cut Flowers and Potted Plants will be brought to the fairgrounds on Tuesday, July 14 between 4:30 and 6:30 p.m. and judged
9:00 a.m. Wednesday. All flowers and plants will remain on display until 11:00 a.m. Sunday. We encourage you to pick up tags
in the fair office on Friday before the fair.
All cut flowers, single bloom and potted plants must be grown by exhibitor. Any cut flower or plant purchased for showing
will be disqualified by the judge.
The Cut Flower display will be judged not only on the perfection of the flowers, but also consideration in placing will be
given to the suitability of container, and attractiveness of arrangement and color harmony. Suggestions for filler, but not limited
to, are Baby's Breath, flower's own foliage, and tree or shrub foliage.
Containers will be provided for Single Flower Bloom and must be used to be eligible for premium. No greenery except flower
spike's own foliage.
Articles not worthy of a premium will not be allowed to exhibit and entry fees will be returned.

Any article may be excluded from the show by the Department Superintendent if not worthy of winning a premium. Entry fee
will be refunded. No article can be allowed more than one entry nor receive more than one premium. Exhibitors are not restricted

The Judge is instructed not to award premiums unless the articles are deemed worthy of merit. If no competition exists and an

Articles intended for exhibition must be brought to the grounds between 4:30 p.m. & 6:30 p.m., Tuesday, July 14.
Articles will be released Sunday, between 11 a.m. and 1 p.m.
Commercial bakers or professional instructors are invited to show, but will not be allowed to compete for premiums.
All articles must be the work of the exhibitor. No box mixes will be allowed.
Exhibitor's are not restricted to one entry in a class, but entry fees must be paid on each entry. Only two premiums will be
paid to an exhibitor in a class.
The name or kind of article must also appear on the exhibitor's card.
It is not necessary to make entries in Best of Show class, and no entry fee will be charged for winner. Best of Show will
be selected from first place winners in the department. Cakes, Breads and Cookies should be covered in clear plastic bags or
ziploc type bags where possible.
After judging is completed an auction will be held in Munson Building to benefit the Culinary Department.
A sample of each entry will be retained for exhibition.

U.S.T.A. AND Illinois Valley Circuit Rules to govern unless otherwise specified. All early closing events and stake races two
heats, every heat race. PAYMENT MUST ACCOMPANY ORIGINAL ENTRY, OR ENTRY WILL BE REJECTED PAYMENT
MUST BE MADE ON OR BEFORE the date stated in the conditions, or entry will automatically become ineligible. All early
closing events must have five to enter four to start.
Entry fee payable as follows: 10 A.M. three days before race, when declaration to start must be made and deposited in Race
Secretary's office. Purses in Overnight Events to be divided as follows: 50% - 25% - 12% - 8% - 5%

grounds.
Race day is scheduled for Wednesday, July 15.
GENERAL RULES
This Association is a member of the United States Trotting Association and the Illinois Valley Circuit. The rules of the United
States Trotting Association will govern except as to the local rules and the rules of the Illinois Valley Circuit, and Northern
Illinois Colt Association, where such rules do not conflict with the rules of the United States Trotting Association.
The purse in each event is the sum stated in the program.
Two or more horses from the same stable or ownership may start in any race. Each horse named must pay entry fee. An entry
fee must accompany each entry for each horse. This rule will be enforced by this Association.
Entry fee must accompany eligibility papers before drawing time. Right is reserved to declare off any event or reject any
entry.
Two year old and three year old Colt Stakes are sponsored and controlled by Northern Illinois Colt Association.
One horse may be entered in two or more classes but must pay an entry fee in each class.
The meetings are limited to the advertised dates. The Knox County Agricultural Board reserves the right to change the order
of the program and to declare off on account of rain or other just cause.
Drivers and Owners are responsible for carrying their own Drive-Accident Insurance.

GENERAL REQUIREMENTS AND CRITERIA
1. Each Exhibitor must comply with the General Eligibility Rules.
2. Animals must be registered and tattooed in the name of the exhibitor only. Wethers must have been born on or after October
1, 2014 and have milk teeth. Milk teeth will be checked at weigh-in by Superintendent and show committee.
3. Each Exhibitor shall be limited to two (2) entries in each class in this department. Exhibitors must show their own animals.
All animals must be exhibited in the judging rings by the owners. In the event an exhibitor has two (2) animals in the same
class the second animal must be shown by another bonafide exhibitor in the Junior Department.
4. Exhibitors must use only pens assigned by the Superintendent (exhibitor is responsible for additional fencing if needed to
keep animals in pens).
5. The A.B.G.A. Association rules will govern the show.
6. All goats six months or older must be registered with one of the following IBGA, ABGA or USBGA. ORIGINAL registration certificates are required. No copies of registration or stamped duplicate of office registration will be accepted by the
show officials. In extreme emergencies, a faxed copy of the registration certificate from the association accompanied by a
cover letter will be accepted.
7. All goats must have legible tattoos or other means of permanent identification consistent with its registration certificate or
the animal will be disqualified. If animal has a microchip as its permanent identification, the exhibitor is responsible for
providing a microchip reader.
8. Animals with natural horns or disbudded or dehorned may be shown at official IBGA, ABGA or USBGA shows without
regards to discrimination. Any goat showing any pronounced defect or abnormality will be barred from the show in any
breeding classes. Artificial coloring will be a disqualification as well as illegible tattoos or tattoos that are inconsistent with
goat's registration papers.
9. All animals must be registered purebred, fullblood or percentage blood Boer goats. Percentage doe classes are for goats
50% to 80%, Purebred/Fullblood classes are for does that are 15/16 blood (94%) and higher, 31/32 blood (97%) and higher
for bucks.
10.Birth dates, as listed on registration certificate will be used to determine the class division. Take the show date and count
back to the birth date to determine the age and the class for the animal.
11. Questions concerning entry procedure, registration, and tattoo requirements should be referred to the Superintendent prior
to date of arrival.
12. The Illinois Humane Care for Animals Act prohibits physical mistreatment of animals. The use of electrical shock or withholding of feed or water are considered direct violations of the Act. The presence of any type of equipment to induce electrical show in the exhibition are will be considered as intent to inflict electrical shock on animals under care of the person with
the equipment. Persons found mistreating goats shall be prohibited from exhibiting and dismissed from the fairgrounds.

No livestock will be permitted on the fairgrounds until after Knox County 4-H sale, Tuesday evening.
Any deviation from this rule must have approval from the livestock supervisor.
Goats will be judged on the basis of weight and grade for top market goats.
All goats must be on the grounds by 7 am.
Weigh-in for wethers will be at 7:30 am Wednesday. Wether classes will be determined and posted by superintendents after
weigh-in is completed.
All goats will be released following completion of goat show. EXHIBITORS MUST CLEAN OWN STALLS.
WOOD CHIPS WILL BE THE ONLY APPROVED BEDDING. NO STRAW ALLOWED.
Must be two head to make a class. Animals will be shifted to next class until animal requirement is met.

4. Ages 16 to 21. A candidate must be a minimum of 16 years of age by Pageant date, and not have reached her 22nd birthday
before January 1, 2016 to compete at State Pageant.
5. No "professional" models will be eligible. By professional--meaning if candidate has received any payment for modeling
whether cash or in kind such print, runway or any other paid professional activity other than expense money two years prior to
2015 pageant date. However, mere attendance at a charm or modeling school does not classify the contestants as a professional.
No current titleholder in any other pageant system will be eligible. You must have relinquished your title before pageant date
and submit verification to the directors. You may not list this title on your application.
6. A recent picture should be sent with the application to Knox County Fair Queen Pageant, Knox County Fair, Att: Margo Sholl,
P. O. Box 204, Knoxville, IL 61448. Entry deadline is May 1, 2015.
