NORTH AMERICAN FOOTBALL LEAGUE (NAFL)
I. OBJECT
To assemble a roster of 16 NFL players from which a weekly lineup of 8 is chosen and whose
cumulative statistics, compiled and measured by the methods described in the rules, exceed those
of the opposing league teams.
II. ROSTER
A team's roster consists of 16 players and must adhere to the following breakdown:
• 2 Quarterbacks.
• 4 Running Backs.
• 6 Wide Receivers/Tight Ends.
• 2 Kickers.
• 2 Defensive Teams.
NOTE: The term "defensive team" also includes special teams. Special teams consist of
kick and punt returns, and blocked punts and field goals.
NOTE: Fake punts and field goals are considered by the NFL as an “Offensive Play” and
will be treated as such in our league.
III. AUCTION DRAFT DAY
A player draft in the form of an open auction is conducted a week or two before opening day of
the football season. Each team must acquire 16 players at a total cost not to exceed $300. A team
may not spend the maximum. The team bidding first opens with a minimum bid of $1 for any
eligible player and the bidding proceeds around the room at increments of $1 or greater until
only one bidder is left. Then that team acquires the player for the said amount and announces the
roster position the player will fill. Then the process is repeated until every team has a squad of 16
players.
Restrictions
1. No team may make a bid for a player it cannot afford. For example, a team with $3 left and
two openings on its roster is limited to a maximum bid of $2 for one player.
2. No team may make a bid for a player who qualifies only at a position that the team has
already filled. For example, a team that has acquired two quarterbacks may not enter the
bidding for any player who qualifies only as a quarterback.
IV. FEES
The league has a schedule of fees covering all player personnel moves. All fees are payable into
the prize pool and subsequently distributed to the top four teams in the playoffs.
1. BASIC: $50. This covers the acquisition of players on draft day; trades, players disabled and
players picked up on FAAB.
2. WEEKLY POT: $17 per team in the league. This will cover the entire regular NFL season.
3. STAT SERVICE: $5 per team in the league.

The salary of a player acquired in the draft is his salary.
The salary of a player acquired in the free-agent pool during the season is $10.
The salary of a player claimed on waivers is $10 or the previous salary which ever is greater.
The salary of a player acquired by supplemental is $10.
VI. PRIZE MONEY
The principal shall be divided among the four remaining teams in the playoffs as follows:

VII. SCHEDULING AND PLAYOFF FORMAT
The number of teams in the league will determine the scheduling for the regular season and the
playoff format, which will be announced at Draft Day. See Amendment VII for clarification.
VIII. SCORING
The following formula is used to determine results. The team with the most points in head-tohead play that week wins the scheduled game.
1. Basic Points
a) QB, RB, WR, K passes for TD ......................................................................3 points

NOTE: The possibility exists of a double score. For example, WR Dante Hall returns a
punt for a TD. In this case give 6 points to Dante Hall and 6 points to the special teams.
Also, since the NFL adopted the two-point conversion, all PAT's will only count for the
offensive team. The defensive/special teams can't score on the try after a score.

2. Bonus Points

k) Each scoring play 50 yards or more is doubled except a score by a defensive/special
team.
NOTE: If a player double his yardage, catches and/or throws, his bonus points also
doubles. For Example, a player catches 14 passes, then that team will receive 10 points.
*: This means that if player A has 180 yards receiving and 20 yards rushing, then player A
will receive 5 points for 200 combined yards. If player B has 205 yards receiving and -5
yards rushing, player B will receive 5 points for 200 combined yards. If player C has 210
yards rushing and 0 yards receiving, player C will receive 5 points for 200 combined yards.
IX. TIES
1. Tie breaking system for places in the standings.
a) Best won - lost record.
b) Most points scored all games.
c) Head to head competition.
d) Most points scored in conference games (For 10 or more teams).
e) Best conference record (For 10 or more teams).
f) Fewest points allowed all games.
g) Fewest points allowed conference games (For 10 or more teams).
h) Coin flip.
2. Tie breaking system for regular season games.
a) In case of a tie, the team’s entire reserves will be used. If it is still a tie, then the game
ends in a tie.
b) Whoever wins in overtime will win by a field goal.
For example, team A and team B is tied at 17. In overtime, team A scores 20 points. Team B
scores 10 points. Team A would win by a score of 20 to 17.
3. Tie breaking system for post-season games.
a) When submitting your lineup, you must also submit your reserve roster in which you
think the reserve player will score the most first. In case of a tie, you then go to the
first player on each reserve roster and compare their scores. Whoever has the higher
points wins. If both have the same total, you keep going down the list until we have a
winner.
b) Whoever wins in overtime will win by a field goal.

c) Failure to submit your reserve list will result in the commissioner to use the website’s
default list of reserve players. The 1st player on the list (Usually the QB) will be the “OT
Player” unless the owner has listed its OT Player. Then, the 1st player on the list will
become the 2nd player on the list.
X. LINEUPS
1. Lineups need to be submitted on Fanball’s website. In games that are played before Sunday,
you will be able to make lineup changes to any player in an early game until five minutes
before kickoff of the early game. In games on Sunday, lineup changes will need to be made
by 12:55pm EST.
2. Each team must have the following distribution of active players:
• 1 Quarterback.
• 2 Running Backs.
• 3 Wide Receivers/Tight Ends.
• 1 Kicker.
• 1 Defensive Team.
3. If a team fails to turn in their lineup, the previous week's lineup will be used.
4. The official stats will only be taken from Fanball. Note: See Amendment IV for
modifications.
5. If you are unable to submit your lineup via website (No access to computer or website cannot
be accessed), you can contact the commissioner and submit your lineup. If you call in and
nobody is home, you need to leave your roster on the machine. There shall be no excuses for
being late with your lineup.
6. In the event you decide to wait until the final minute to make any changes, you are subject to
the possibility of the website/server being unavailable. This league has no control of the
internet whatsoever. Furthermore, the league has no control of the servers used by fanball in
the event it goes down. If you feel that you need to make a change at the last minute and the
site/server is down, contact the commish before the deadline via phone and advise him of
what changes you wish to be made.
XI. TRADES
1. From the completion of the Draft Day until the transaction day of Week 10, teams are free to
make trades of any kind without limit, so long as the active roster of both teams involved in a
trade reflect the required position distribution upon completion of the transaction.
2. After Week 10, until the last day of the regular season, no trades will be allowed.
3. Trades made from the day after the season is over until rosters are frozen on August 1 are not
bound by the position distribution requirements.
4. Trades do not affect the salaries of players or their contract status.
5. Trades made after the weekly transaction deadline (Thursday thru Sunday), the trade will
take place next week. Trades made before the weekly transaction deadline (After Monday
Night Football thru Wednesday), the trade will take place on the current week.

XII. THE DISABLE LIST
1. A team may replace any player on its 16-man roster who is:
a) Placed on the disabled list,
b) Released,
c) Retired,
d) Is listed as OUT on the injury report, or
e) Flat out does not perform to their (NAFL) team’s expectations.
NOTE: The Commissioner must verify all of the above.
2. To replace such a player, an owner must first waive him (A through E) or place him (A
through D only) on its disable list.
3. When a player on a disable list returns to the NFL, he must be reinstated to the active 16-man
roster the following Sunday after his activation or be waived. Failure to notify the League
Commissioner shall be considered a waiver of the player on the reserve list. For example,
Barry Sanders was on your IR list. On Sunday, in week 7, Barry was activated. You must
release a player by the end of transaction day the following week (week 8) or the Barry will
be dropped.
XIII. ROSTER PROTECTION
1. After each season, each team must retain, from one season to the next, no more than 3
players on its 16-man roster.
2. Protected players must receive a $5 increase in their salaries.
3. The cumulative salaries of players protected prior to Auction Draft Day are deductive from a
team's $300 expenditure limit, and the balance is available for acquisition of the remaining
players needed to complete the team's 16-man roster.
4. The Commissioner will notify all teams in the league of each team's protected roster,
including player’s salaries, contract status and amount available to spend on Auction Draft
Day.
5. A player can only be protected for two consecutive seasons. Then he must be released back
into the pool.
6. All rosters are frozen on August 1.
NOTE:
A player that is not protected but that is claimed by the same owner on draft day is considered in
his first year of his contract. In addition, if a player is on his final year and is traded to another
team, that team cannot protect him because the owner takes over his contract status.
XIV. TRANSACTION DAY
1. The team with the worst record will go first and be allowed to:
a) Cut anybody from their team.
b) Put anybody on the disabled list.
c) Trade with anybody.
NOTE: Refer to Section IX of the rules to break ties in standings.
2. After every team does rule #1, then we go back to the team with the worst record and allow
him to pick a player that is in the free-agent pool (Provided that he has made room for that
transaction) or pick somebody off waivers.

3. In drafting a player from the free-agent pool, each player picked from the free-agent pool will
be assigned a salary value of $10.
4. In drafting a player from the free-agent pool, you can only draft 1 player per round. For
example, if you need a QB, RB and a K, it will take you three rounds to draft all of the
players.
5. Players picked up via free-agent can’t be traded for one week.
6. The last week that transaction day will be allowed will be in week 10. After that, all rosters
are frozen and you must play with what you have (Exception, See Amendment I) unless one
of your players on IR is eligible to be activated. Then you must follow the rules in Section
XII of the Constitution.

AMENDMENTS
I. SUPPLEMENTAL IR LIST
After week 10, all rosters are frozen. If your players are injured or waived after week 10, you
must play your reserves. If your reserves are injured or waived, then you may pick up a player.
Restrictions:
1. You must have no reserves in order to pick up a player. For example, if both quarterbacks are
hurt or waived, then you may pick only one quarterback.
2. You must pick a player from the team your players got hurt or waived. For example, if Jim
Kelly or Dan Marino were injured or waived, you can only take their reserves from either
Buffalo or Miami.
3. If the reserves from all teams are taken, then you can choose your reserve player.
4. The following at each position must take place before this rule can apply:
a) Quarterbacks - If both are hurt or waived, you can pick up only one player.
b) Running Backs - If three out of the four are hurt or waived, you can pick up only one
player. If all four are hurt or waived, you can pick up two players.
c) Receivers - If four out of the six are hurt or waived, you can pick up only one player. If
five out of the six are hurt or waived, you can pick up only two players. If all six are hurt
or waived, you can pick up three players.
d) Kickers- if both are hurt or waived; you can pick up only one player.
NOTE: Team defense is the only position that is not involved in the supplemental IR list.
5. You cannot pick up a reserve just because your players have a bye that week. You should
have been careful when you were drafting your players.
6. The salary for the player is $10.
NOTE: Players hurt must be out for the regular season or out for the game (To be
determined by the commissioner) in order to be considered injured.
II. HOME FIELD
1. During the regular season, the team scheduled as the home team will receive one point.
2. During the playoffs (Excluding the Fantasy Bowl and the Consolation Bowl), the team
scheduled as the home team will receive one point.
3. During the Fantasy Bowl and the Consolation Bowl, there will be no points given for home
field advantage.
III. WEEKLY POOL
In an attempt to keep everyone involved throughout the NFL season, the league owners will have
a weekly pool for the high score of the week. The dollar amount will be $1, in which everyone
will be participating. In the event we want to increase the pool, a vote will take place. In the
event we vote to increase the pool, it will NOT be mandatory for everyone to participate.
However only those who participate in the increase will be eligible to win.
1. The team with the high score for the week will win the pool for that week.
2. If two or more teams tie for the high score the pool will be split with the owners (No
tiebreakers). The only exception will be if the teams went head to head and they both got the
same score. Then the tiebreaker would be allowed since we have to determine who would
win in overtime. If the teams were still tied, then they would split the pool.

IV. STATS / SCORE MODIFICATIONS
1. While Fanball is able to accommodate the majority of our scoring system, there are a few
instances that will require a manual override.
a) Home field score,
b) Final score if teams go into overtime,
c) Stat corrections.
2. In most cases which involves a scoring change due to a team being the home team and / or
teams that are tied after adding up the starting lineup, you will see a difference of 1,3, or 4
points added to the respected teams.
3. In the event there is a scoring change and /or dispute on a player AFTER the scores are
official on Tuesday, the following procedures will take place.
4. To file a dispute, the owner will need to submit in writing (e-mail) or by phone to the
commissioner by 11:59 pm PST on Friday, before next week games are played.
5. The owner can submit any evidence that could support his claim PROVIDED that the owner
can submit documentation to corroborate the statement (To be determined by both
commissioners).
6. For the purpose of validating disputes the following websites will be used in to determine the
case:
a) USA TODAY.com
b) NFL.com
c) ESPN.com
NOTE: Other websites will be taken in advisement but will be considered as an unofficial
report. Also, the league reserves the right to add and /or remove from the list as so
required.
7. If ALL three sites concur with the owner who is disputing the score, the changes will be
made. If not, then the score will stand UNLESS Fanball makes either a change or an
announcement within one week of the games being official.
8. In an actual scoring change, the deadline will be one week from Tuesday (Subject to change).
V. GOVERANCE
1. The NAFL is governed by a co-commissionership, Rainer Summers and Dennis Bowker. The
Commissioners have ULTIMATE authority in all areas, including the veto or change of any
rule appearing in the Constitution.
2. The Commissioners will rule on any disputes regarding this league. Once ruled on, there is
no appeals process. Their decision is final. In the event the commissioners are split on an
issue, the owner with the longest tenure in the league, who is not involved in the dispute, will
cast the deciding vote and must pick one of the resolutions put forth by the two
commissioners.
3. The owner who is brought in to help resolve the issue in question may offer an alternate
solution. However, the co-commissioners can reject it.

VI. SPEED UP RULE
In order to keep the draft going smoothly, the following speed up rules will be implemented.
1. Each owner must nominate a player to be bided on within ONE minute as declared by the
timekeeper. The player to his left of the nominator may increase the bid by any amount or
pass within ONE minute.
2. Owners will be cautioned when there are 30 seconds from a time violation declaring it is time
to make a decision (Weather it is a bid, a pass or a time out). If a decision is not made within
those 30 seconds, that owner shall have been considered to pass.
3. Each team will have THREE time outs. These time outs consist of TWO minutes each.
These may be at ANY time during the draft to extend the legal amount of time an owner has
to make a decision. Time outs may be called consecutively.
4. If an owner passes, or violates the ONE-minute rule to nominate a player, that owner will be
skipped and the next owner in the auction order will be called on to nominate a player. The
skipped owner will be suspended from bidding on the next THREE players nominated.
VII. EXPANSION
1. In the event we expand, the new owners will start out with a $300 cap with 16 players to
acquire on Draft Day.
2. There will be no expansion picks of players off of current owner’s rosters.
3. The schedule, division and playoff format will change to accommodate the number of owners
in the league. Below is the breakdown:

VIII. FOOTBALL STRIKE
In the event the NFL goes on strike, the following will take place:
1. If the ENTIRE season is canceled, all salaries and contract status will be frozen
2. Since there hasn’t been a strike since 1982, in which there was a 9 game season and there
was a Super Bowl winner determined, this will be handled in a case-by-case situation.

3. From here, to start your claim list (A) you will need to click on the drop down arrow.

4. Here is where you will select the player you will drop (or not depending if the player you
are replacing is on IR) and the player you wish to claim via free agency. Notice that in
this example, I have selected David Carr (bullet) to be drop and Kelly Holcomb
(highlighted) to be added. All successful claims are defaulted to the bench. The other
option, which you shouldn’t use, is Injured Reserved. Once you are ready (meaning you
have drop and add player), press the add player to request list button.
5. Here are the results of the transaction you have made. Now this won’t go in effect until
the said date in red. Our deadline to submit a free-agent claim is 3a.m. Thursday, EST.
6. In order to try and obtain multiple players (Remembering that it is one player per round),
you will need to repeat steps 3 and 4 until you have all you players listed that you wish to
obtain. Please note that if you have 3 players in Claims list A and you get the 1st player
on your list, the computer will IGNORE the remaining 2 players. Then when it is your
turn to pick in the 2nd round, it will check to see if you have a Claims list B. If you do,
then the computer will try and fill your request from the Claims list B. If not, then that is
it for your player pickups. See the next page on how multiple pick-ups should be.

7. Here is what you should have if you are trying to pick up multiple players. If you wish to
switch the order around, all you need to do is click on the drop down arrow next to the
number of the player you wish to move (See next screen). Now let’s say you decided not
to pick up ANY of the players on this list. You will need to “remove” the player from the
list. See the next screen on where to remove your players that you wish to try and
acquire.

8. I will use list “A” for my example, Lets say you only want to pick up Peter Warrick. To
remove the other 4 players, you will need to click on the “remove” link.
9. Here are the results after removing the other four players in the “A” Claim’s list. You
will also notice that Peter Warrick went from 4th to 1st in the order selection. There is a
help section at the beginning of the claim process that is very helpful.
