April 2013 Le Rawdonnois Rawdon Municipal Bulletin I have some very good news to announce! While reading this bulletin, you will note that Rawdon also prioritizes the ENVIRONMENT. This is an important subject to which every citizen must contribute. In March, your council passed a loan by-law for the rehabilitation of the last three segments of 6th Avenue (Route 348). These segments represent more than 2 kilometres and will be refurbished during the second half of the summer. Everything should be completed by the end of September. We are reminded that this road, formerly known as Route 30, built by the province at the end of the thirties, has never been ideal. The 2013 work does not benefit from any subsidy at this time. In March, your council awarded Excavation Carroll a contract for $1,633, 261 for the upgrading of water and sewer networks (sanitary and storm systems), mainly in the block bounded by Albert Street, 7th Avenue, Saint-Jean-Baptiste Street and 9th Avenue (see drawing on page 2). This work is partially subsidized and will significantly improve the quality of life of the area residents as well as decrease the volume of water to be treated at the On another note, I would like to congratulate Mrs. Marine Revol for her nomination at the MRC de Joliette; a well deserved promotion. Distinct loan by-laws for each street will be submitted for approval by the residents. The total estimated cost of these projects is around $1,100, 000. Leisure sewage treatment plant. Since 2008, the Interim Control By-law of the MRC de Matawinie related to the protection of riverbanks, shore areas and floodplains (ICB 110-2007) requires Rawdon’s shoreline residents to keep the shoreline of any lake or waterway in its natural state. Source: Fisheries and Oceans Canada Any work on the shore, such as cutting the grass or cutting trees is forbidden (except in the access point to the lake). Anyone who contravenes the present by-law is liable for a minimum fine of $300 and a maximum fine of $1,000. Let’s make things happen Many projects aimed at protecting the environment have been planned for the 2013 summer season: * Creation of the Green Squad who will visit shoreline residents to assist them in the restoration of their shore’s natural state; * Planting of native plant species on the municipal shores of Rawdon Lake and in the vicinity of the dam on 3rd Avenue; * Conference on the naturalization of shores, on May 21st in the council room at Town Hall. To register: 450 834-2596, ext. 7162.; * Passing of a by-law on the follow up of the emptying of septic tanks; * Drawing of a master plan for the protection Library * Option 2 – Planting: You can choose to plant native plant species. Let us emphasize that planting does not mean creating a garden, nor a new border. How to design an access point to the lake? In order to prevent shore erosion and safeguard vegetation coverage, only one access by property is authorized. Organizations My shoreline is still artificial. What should I do? When the shore is not occupied by vegetation in its natural state, measures must be taken in order to renaturalize it. You have two options: News Inspection of shorelines During the summer of 2013, the shorelines of the municipality’s main lakes will be inspected to ensure they have been designed in accordance with by-law ICB 110-2007. A Green Squad will visit properties in order to meet with shoreline residents, to answer their questions and to ensure that the by-law is respected. At the same time, a database will be set up on the status of this strip of land with a width of 10 to 15 meters (depending on the slope) that surrounds the bodies of water. Gentle slope: When the slope of the shore is less than 30% (gentle slope), the shore must be 10 meters wide. A pathway with an angle to the shoreline must be built, except close to the water body where the path must be perpendicular to the shore. This helps minimize the removal of vegetation. The path must be 2 meters wide if there is a public access to the waterway. If not, the access can be 3 meters wide. No materials (rocks, wood, mulch) should be added to define the limits of the path. You can simply continue cutting the grass in the access path to define its limits. You must ask for a municipal permit to design an access path in the shore. Steep slope: When the slope of the shore is more than 30% (steep slope), the shore must be 15 meters wide. (cont’d) Green Window When the shore has a slope of more than 30%, it is possible to build a visibility window in the top part of the embankment. To do so, you must trim and cut the trees and shrubs to make a maximum 5 meter wide opening in the vegetation. The trees and shrubs must be cut at a minimum height of 1.5 meters. You must ask for a municipal permit to design a green window. * Minimize the area of the structure to protect the natural aquatic habitats; * Choose untreated wood (cedar, tamarack, hemlock) that contains natural preservatives which protect it from decaying. Did you know you must ask for a municipal permit for any construction, repair or demolition work on a dock? Pontbriand Lake: Do you have your vignette? At Pontbriand Lake, all boats with 10 horsepower (hp) must navigate with a vignette and this, in accordance with regulation # 25-2006, concerning the pricing of access to vessels via the municipal boat launch at Pontbriand Lake. Details of the rates for the vignette: * Rawdon resident or Rawdon taxpayer: $20 annually (vignette purchased at Town Hall) * Non-resident and non taxpayer : $150 for the day (vignette purchased at the Cascades park gatehouse) When the vignette is issued, a vessel identification form must be filled out. During shoreline inspections, the Green Squad will ensure that all docked boats display their 2013 vignette. Boat launches. Are they allowed? It is forbidden to build a private boat launch (roadway), considering that this type of work has a major impact on the environment. When it is not possible to access the water with your boat from your own property, you must then use the public boat launch. Respectful navigation: * In order to reduce the formation of waves, the resuspension of bottom sediments and the risk of accidents, it is recommended to limit your speed on the lake to 10 km/h at less than 100 meters from the shore or in shallow depth areas (less than 3 meters). * Swimmers and non-motorized watercraft have priority over motorized watercraft. Motorized watercraft must therefore manoeuvre in a manner to respect this priority and avoid taking a direct route toward a swimmer or a non-motorized watercraft. Thank you for your cooperation! Leisure * Prevent the erosion of the shore near the dock by safeguarding its natural state as much as possible or by planting native plants; Library Source: Fisheries and Oceans Canada * Have a floating dock or a dock built on stilts, allowing for the free movement of water and fish; Organizations Is your dock environmentally friendly? Every project for the installation of a dock must be planned with the objective of minimizing the impact on the environment. To do so, you must: News Green window (Source: RCI 110-2007) 5 Page Emptying of septic tanks: The municipality is collecting your receipts! The municipality passed a by-law (no 1011), asking citizens to submit their receipts for the emptying of septic tanks. Did you know that the emptying of the septic tank must be done regularly in order to maintain system efficiency? The emptying helps prevent solids and foams to exit the tank and block the drain field. You must empty your tank according to its use: * A septic tank that is used year long (building occupied continuously or episodically) must be emptied at least once every two years. It is possible that your septic tank emptying contractor will take care of sending a copy of the invoice to the municipality. Just ask him! Septic tank and drain field (Modified from the Technical guide on wastewater treatment for isolated dwellings) News The municipality must enforce these requirements from provincial regulations on disposal and wastewater treatment systems for isolated dwellings. (R.R.Q., c. Q-2, r.22) Leisure Therefore, when emptying your septic tank, do not forget to ask for your receipt, in order to submit it to the Department of Territorial Planning and Development of the Municipality of Rawdon.
