Reform R&D Tax Systems to Boost Innovation and Help
Young Firms, Says OECD
Most OECD governments use tax incentives to encourage businesses to invest
in research and development (R&D) to boost innovation and drive economic
growth. Others, like China, India and South Africa, are doing the same. But reforming these incentives would give countries a better return on their investment
and support young innovative firms that play a crucial role in job creation, according to a new OECD report.
The report "Supporting Investment in Knowledge Capital, Growth and Innovation" says that over a third of all public support for business R&D in the OECD is
via tax incentives. Multinational enterprises (MNEs) benefit the most, as they
can use tax planning strategies to maximise their support for innovation. This
can create an unlevel playing field that disadvantages purely domestic and
young firms, says the OECD.

OECD Study Exposes Serious Skills Gaps in Europe
A major international survey of education standards has found serious skills
weaknesses in European Union countries when compared to levels in other
parts of the developed world.
In spite of heavy investment in higher education in recent years in the European
Union, or EU, the study suggests that a fifth of the working age population has
worrying low literacy and numeracy skills and a quarter of adults lack the digital
skills needed to effectively use information and communication technologies.
The report, OECD Skills Outlook 2013, is the first to assess literacy, numeracy
and computer-based problem-solving in the 16- to 65-year-old age group in 24
countries.

Worldwide Network of Research Universities
Four of the world’s major research university groups released a joint statement
in China on 10 October outlining the characteristics of contemporary research
universities as the next step towards establishing an international network of the
four associations.
This latest move follows discussions among the four groups over the past 18
months about creating a parallel organisation to the Global Research Council, a
virtual organisation launched in Arlington in Virginia in May last year and comprising the heads of about 50 science and engineering funding agencies from
around the world.

International Students to Reach 3.8 Million by 2024
A new British Council report has predicted that there will be 3.8 million mobile
higher education students globally by 2024, up from just over three million two
years ago. India and China will contribute 35 % of the global growth in international students.
The most popular destination countries for students – the United States, United
Kingdom and Australia – will continue to attract the largest numbers of students,
but there will be more competition from emerging host countries such as China
and Malaysia. Also, new major sending countries are arising such as Nigeria,
Saudia Arabia and Indonesia.
The future of the world’s mobile students to 2024 builds on the findings of a
2012 British Council report, The Shape of Things to Come: Higher education
global trends and emerging opportunities to 2020. The report is not openly available but can be purchased from the British Council.

Weltklimarat legt Bericht zum Klimawandel vor
Der IPCC (Intergovermental Panel on Climate Change) stellt im Auftrag der Vereinten Nationen in seinen Berichten den aktuellen wissenschaftlichen Sachstand
der Klimaänderung fest. Die Ergebnisse der internationalen Klimaforschung
bestätigen unzweifelhaft, dass der Klimawandel voranschreitet. Im gesamten
Klimasystem finden vielfältige Veränderungen statt: Nicht nur die Temperatur
der unteren Atmosphäre steigt, auch die Ozeane werden wärmer, Gletscher
tauen, Permafrostböden erwärmen sich, Eisschilde verlieren an Masse, der
Meeresspiegel steigt weiter an. Mit großer Sicherheit wird auch bestätigt, dass
von Menschen verursachte Treibhausgase für den größten Teil der beobachteten Klimaänderung verantwortlich sind.
Der Bericht ist der erste von drei Teilbänden des fünften IPCCSachstandsberichtes. Der zweite Band beschäftigt sich mit den Folgen des Klimawandels und Fragen der Anpassung, der dritte mit den Handlungsoptionen
zur Vermeidung weiterer Treibhausgasemissionen. Ihre Veröffentlichung ist für
Ende März und Mitte April 2014 geplant.

Updated Version of the FLAGSHIP Report on Future
Trends and Challenges
An updated version of the FLAGSHIP report on trends policies and future challenges in economic, demographic, legal, social and environmental field and their
territorial dimensions has been released.
The report appraises the state of the art of foresight studies and scenarios concerning the evolution of the global financial crisis and its impact on global economic prospects for Europe and the other regions of the world. Possible outcomes of the current euro crisis are analyzed, and their likely impact on the future of the European economy discussed. Another important focus is the evolution of the European economy productivity, innovation and the shift of Europe to
a knowledge society, and the related risks of creating societal divides. The analysis takes stock of the most recent studies and analysis articles and paper by
key experts.

EU fordert "Annäherung" zwischen Wissenschaft und
Wirtschaft
Die Kluft zwischen Forschungseinrichtungen und Unternehmen zu überbrücken,
ist von zentraler Bedeutung, um Innovation und Wettbewerbsfähigkeit in Europa
voranzubringen, argumentieren EU-Beamte und Branchenführer.
Aber wie man diese sich separat umkreisenden Planeten miteinander vertraut
machen kann, war Gegenstand einer hitzigen Debatte auf dem 5. Europäischen
Innovationsgipfel in Brüssel, der im Europäischen Parlament anläßlich des
Starts des Förderprogramms für Forschung und Innovation Horizont 2020 stattfand.

EFR-Fortschrittsbericht 2013 veröffentlicht
Am 20. September 2013 veröffentlichte die Europäische Kommission ihren ersten Fortschrittsbericht zur Verwirklichung des Europäischen Forschungsraums
(EFR). Ziel des Berichts ist es, sowohl die erzielten Fortschritte als auch die
zukünftigen Handlungsbedarfe in den fünf EFR-Prioritäten aufzuzeigen, die
durch die EFR-Mitteilung der Kommission vom 17. Juli 2012 festgelegt wurden.

Die MERIL-Datenbank ("Mapping of the European Research Infrastructure
Landscape") soll ein umfassendes Verzeichnis hochkarätiger Forschungsinfrastrukturen aller wissenschaftlicher Bereiche in Europa bieten, das über ein interaktives Online-Portal zugänglich ist. Es wird eine bessere Übersicht über die
existierenden wissenschaftlichen Kapazitäten bieten und die Zusammenarbeit
der europäischen wissenschaftlichen Gemeinschaft fördern, indem es Informationen über erstklassige Einrichtungen und Projekte erfasst.
Dadurch wird MERIL politische Entscheidungsträger über die Verwendung von
Fördermitteln in der Wissenschaft informieren und Wissenschaftler dabei unterstützen, die am besten für ihre Forschung geeigneten Ausrüstungen und Dienstleistungen zu finden und Zugang dazu zu bekommen. Das Portal könnte auch
Institutionen helfen, geeignete Mitarbeiter ausfindig zu machen, um sich für Förderangebote zu bewerben. Die neue Datenbank soll nämlich dazu beitragen,
Forschungslücken zu ermitteln und eine bessere Zusammenarbeit zu fördern.

quantifiziert Standortvorteile Frankreichs für die industrielle Forschung
Die französische Gesellschaft für Forschung und Technologie (ANRT) hat unter
ausgewählten Mitgliedsunternehmen das Kostenniveau für Forscher im Jahre
2012 erhoben. Dabei erweist sich der Standort Frankreich mit dessen
Steueranreizprogramm CIR im weltweiten Vergleich als attraktiv.
Die Analyse für 2012 hat ergeben, dass die Unternehmen 49,5 % ihrer FuEInvestitionen in Frankreich tätigten, auch wenn oft der Firmensitz in einem anderen Land liegt. Dieses Ergebnis habe nichts mit Gewohnheiten oder Patriotismus
zu tun, vielmehr sei Wettbewerbsfähigkeit des Standortes der entscheidende
Faktor. Danach schlössen sich an: USA (11,3 %), China (9,1 %), Deutschland (5
%), Großbritannien (4,4 %), Kanada (4,1 %), Indien (3,7 %) und andere.
Die Analyse schließt Kosten und Personalnebenkosten ein und bezieht den
Kostenvergleich unter den Ländern auf ein fiktives Frankreich ohne Steueranreiz, mit einem Referenzwert von 100 Einheiten. Im Vergleich dazu lägen die
Kosten in den verglichenen Ländern (unter Einschluss lokal angebotener Anrei-
ze) in Brasilien bei 126 (wegen besonders hoher Nebenkosten), in den USA bei
123, in Japan bei 119, in Deutschland bei 92, in Großbritannien bei 80 und in
Frankreich (unter Berücksichtigung von CIR - „Crédit d’impot recherche“) bei 71.
Frankreich sei damit als attraktiver Standort für Forschung ausgewiesen.

Der Budgetentwurf der MIRES für 2014 in Höhe von 26,06 Milliarden Euro wird
vom Gesetzgeber gesamthaft erörtert und muss bis Ende 2013 − gegebenenfalls mit parlamentarisch erwirkten Änderungen − beschlossen werden. Hiervon
werden 23,04 Milliarden Euro vom MESR bewirtschaftet, die restlichen rund 3
Milliarden Euro von den anderen Ressorts.

Bildung und Forschung 2014 mit 26 Milliarden Euro drittgrößtes Budget
Der Regierungsentwurf für das Gesamtbudget „Bildung und Forschung“ Frankreichs weist für 2014 eine Steigerung gegenüber dem Vorjahr um 121,3 Millionen Euro aus und wächst damit erstmals über die Schwelle von 26 Milliarden
Euro hinaus. Es setzt damit die prioritären Maßnahmen um, die mit der Verabschiedung des Gesetzes zu Bildung und Forschung vom Juli dieses Jahres angekündigt worden waren.

population growth.

New Funding for Traineeship Scheme Announced
An extra £ 20 million is being made available to the government’s new Traineeships programme to support even more young people into Apprenticeships
and other jobs, Skills Minister Matthew Hancock announced.
Traineeships, which began in August, provide 16- to 23-year-olds with the skills,
experience and confidence to compete in the labour market – helping them secure Apprenticeships or other jobs.
The eight great technologies are big data, space and satellites, robotics and
autonomous systems, synthetic biology, regenerative medicine, agri-science,
advanced materials and energy storage.

£ 186 Million Boost for Technologies of the Future
A package of investment in the eight great technologies of the future will accelerate high-tech progress from the lab to the marketplace and help drive UK economic growth, Science and Universities Minister David Willetts announced.
Minister Halts Italian Stem-Cell Therapy Trial
The clinical trial of a controversial stem-cell therapy supported by the Italian
government has been stopped before recruiting any patients – to the relief of
scientists who have been fighting the trial for months.
Health minister Beatrice Lorenzin announced that she would follow the advice of
a special panel of scientific advisors and disallow the trial. In their stinging report, the advisors described the clinical protocol submitted by the Brescia-based
Stamina Foundation as scientifically unfounded and potentially dangerous.

Cross-Ministerial Strategic Innovation Promotion Program
for Ten Technology Fields
The Council for Science and Technology Policy (CSTP) will launch a new crossministerial Strategic Innovation Promotion (SIP) program in FY2014. CSTP has
selected ten candidate technology fields to be funded under this. Upon approval
of the budget, probably in March 2014, CSTP will assign a program director to
each project who will be responsible for oversight. Of the $ 517 million budget,
$ 5 million will be provided by CSTP with the rest to be shared by the S&T ministries. Candidate technologies are innovative combustion technologies (e.g., au-

The government is fleshing out its plan to create a Japanese version of the U.S.
National Institute of Health (NIH), an apparatus that would orchestrate such
state-of-the-art medical research and development as on induced pluripotent
stem (iPS) cells. By supporting research to develop such technology, the government aims to help spur the nation’s economy. Currently under study is the
creation of an independent administrative institution, tentatively called the “Japan medical research and development organization”, according to sources.
Together with the government’s existing Headquarters for Healthcare and Medical Strategy Promotion, the proposed organization would serve as a core body
within the entity modeled after the NIH. The organization, which would have the
authority to allot funds, will study research plans by those institutions to determine which research will likely effectively produce results. The budget requests
for fiscal 2014 was JPY 138.2 billion, up 37 % from the current fiscal year.

This is McGill University’s first
CERC. The university will receive up
to $ 10 million in funding over seven
years to support Diatchenko and her
team’s ambitious research program.
An additional $ 785,000 will be provided by the Canada Foundation for
Innovation (CFI) for research infrastructure.The funding for this CERC
is also being bolstered by an additional $ 20 million from public and
private sources, including $ 8.5 million from McGill University.

Minister Rickford Announces Canada Excellence Research Chair for McGill University
McGill University is poised to become a world leader in the personalized pain
research field over the next seven years. The Honourable Greg Rickford, Minister of State (Science and Technology), announced on September 25 the appointment of Dr Luda Diatchenko as Canada Excellence Research Chair
(CERC) in Human Pain Genetics at McGill University. Russian-born Diatchenko
comes to Canada from the University of North Carolina at Chapel Hill. She is the
first of 11 new chairholders being recruited by eight Canadian universities for the
prestigious CERC program.

has positioned Canada as an international
leader and destination of choice for research
and development, and continues to attract
and retain world-leading researchers. CERC
program nominations are peer-reviewed by
individual international experts, and also by a
prestigious review panel of renowned Canadian and international researchers, to ensure
they meet the highest standards of research
excellence.
Currently, 18 CERCs are working at Canadian institutions as a result of the inaugural
2008 CERC competition. In June 2011, the

Some of the shutdown’s impacts on research may be impossible to undo. Lost
data will never be recovered and ephemeral field events will go undocumented.
And the financial uncertainty will continue as Congress continues to try to agree
on a long-term plan for funding government operations. Research agencies may
not know their final 2014 spending levels for many months, forcing them to
spend conservatively. Agencies may also be barred from starting planned new
initiatives, such as construction projects, until budgets are resolved.

U.S. Shutdown Ends, Scientists Head back to Work
The U.S. Senate and House of Representatives voted to end a partial shutdown
of the U.S. government that has paralyzed science funding agencies, disrupted
research projects, and threatened to wipe out an entire season of field studies.
President Barack Obama quickly signed the legislation, sending hundreds of
thousands of furloughed government employees back to work today.

For researchers, the end of the shutdown means that planned field research in
Antarctica can resume after days of delay. The National Institutes of Health
(NIH) and the National Science Foundation will resume processing grant applications that have been piling up during the 16-day layoff, and accepting new
applications. Biomedical scientists will be able to enroll patients in trials and
studies at NIH’s clinical research center. Science vessels operated by the National Oceanic and Atmospheric Administration can return to sea. Engineers can
again prepare to light up the world’s most powerful laser facility, the National
Ignition Facility at the Department of Energy’s Lawrence Livermore National
Laboratory in California. Astronomers will regain access to a trio of powerful
radio telescopes. Ecologists can tend instruments at long-term research sites on
federal lands that were closed to access.

The Danish Ministry of Education is embarking on a new financing model for
state support of study-abroad students that is worrying universities. If the new
model is implemented, exchange funds for universities will only be provided for
Danish students abroad – not for international students.
In a report titled Enhanced Insight through Global Outlook, the ministry recently
proposed 31 ‘action lines’ that will enhance the internationalisation drive at Danish higher education institutions.
In recent months, the ministry has reworked some of the ‘actions’ and has presented a proposal for legislation with a totally new financing principle for exchange students entering and leaving Denmark.
The new model, being proposed as a change to the Danish university law, will
reward institutions according to the number of European Credit Transfer and
Accumulation System – ECTS – credits that Danish students have taken abroad,
while enrolling foreign students in Denmark will not be rewarded in budget allocations.

Funding Green Light for Higher Education Rejuvenation
India is set to launch an ambitious higher education plan that will pump money
into state universities, link university performance to funding and set up new
institutions, thus creating expanded access to higher education for the country’s
growing number of school-leavers.
The Ministry of Finance recently approved INR 250 billion (US$ 4 billion) towards Rashtriya Ucchatar Shiksha Abhiyan, or RUSA, which proposes to spend
INR 990 billion (US$ 16 billion) over the 12th Plan (2012-17) and 13th Plan
(2017-22) periods.

FFG FORUM 2013: Erfolgsrezepte für den Forschungsstandort Österreich
Die geeigneten Rezepte und Zutaten für einen erfolgreichen Wirtschafts- und
Innovationsstandort standen im Zentrum des diesjährigen FFG FORUMs 2013
im Wiener Museumsquartier. Vor über 600 Gästen diskutierten Spitzenforscher,
Top-Manager und Entscheidungsträger darüber, wie der „Vorsprung durch Forschung“ – so das Motto des diesjährigen FFG FORUMs – weiter gehalten und
ausgebaut werden kann. Innovationsministerin Doris Bures und Wirtschaftsminister Reinhold Mitterlehner zogen Bilanz über die letzten fünf Jahre erfolgreicher Forschungspolitik und betonten dabei den zentralen Stellenwert von Forschung und Innovation für den Wirtschaftsstandort Österreich auch in Zukunft.
Im Rahmen der Fachgespräche am Nachmittag wurden Strategien zur Verbesserung des Innovations- und Forschungsstandortes Österreich diskutiert, aber
auch die wirtschaftliche und gesellschaftliche Bedeutung von Forschung und
Innovation. Mit Sarah Wiener und Fritz Wieninger als Gästen stand das Abendprogramm im Zeichen des Forschungsthemas „Lebensmittel“. Immerhin hat die
FFG allein in den letzten 10 Jahren über 250 Forschungsprojekte aus allen Bereichen der Lebensmittelproduktion, -verarbeitung und des Vertriebes gefördert.
Insgesamt wurden dafür rund 35 Millionen Euro (Gesamtförderung) aufgewendet.

Weltraum Zukunftsraum: bmvit veröffentlicht österreichische Weltraum-Strategie
Die Strategie des Bundesministeriums für Verkehr, Innovation und Technologie
(bmvit) für österreichische Weltraumtätigkeiten wurde zusammen mit der Agentur für Luft und Raumfahrt der österreichischen Forschungsförderungsgesellschaft (FFG) und VertreterInnen der österreichischen Weltraumindustrie und
Forschung sowie unter Berücksichtigung von Stellungnahmen der betroffenen
Ministerien und Agenturen erstellt und abgestimmt.
Notwendig geworden war diese Neuorientierung aufgrund der politischen Bedeutung der Raumfahrt durch die im Lissabon-Vertrag verankerte geteilte Kompetenz der EU für Weltraum mit ihren Mitgliedsstaaten. Dadurch wurde eine
Diskussion zur Positionierung Österreichs in jenen Weltraumaktivitäten notwendig, die über Forschung/Entwicklung/Innovation hinausgehen. Dies betrifft die im
mittelfristigen Finanzrahmen vorgeschlagenen Weltraumprogramme im Bereich
Forschung/Entwicklung (Horizont 2020) und Betrieb (Galileo und Erdbeobachtung/Global Monitoring for Environment and Security).
Die Strategie wird als Grundsatzdokument den Handlungsspielraum des bmvit
bis 2020 anleiten, insbesondere auch eine Grundlage für die österreichischen
Positionierungen in den bevorstehenden programmatischen Entscheidungen
darstellen. Ferner enthält die Strategie Orientierung für Akzente bei der Nutzung der Anwendungen der Satellitentechnologien in Österreich, sowie erste
Positionierungen in den Betriebsphasen der großen Weltraumprogramme Galileo und Erdbeobachtung.
