Dear Friends,
Michigan has been working harder than any other state to become the advanced
battery capital of the world, and thanks to that hard work, we are now the epicenter
of the new U.S. advanced battery industry. In what was an ultra-competitive process,
Michigan took the lion’s share of $2.4 billion in U.S. Department of Energy competitive
grants for advanced battery manufacturing and electric vehicle components. An eyepopping $1.36 billion will be divided in Michigan among nine companies—Johnson
Controls, A123Systems, KD Advanced Battery Group, Compact Power (on behalf of
LG Chem), General Motors, Ford Motor, Chrysler, Magna E-Car, and South Coast
Air Quality Management District—and three universities—Wayne State University,
Michigan Technological University and University of Michigan. These grants are
expected to help create up to 6,800 jobs in the next 18 months and up to 40,000 in
Michigan over the next 11 years.
The dog days of summer have been anything but with news that eight projects
are expected to create and retain 14,900 jobs on capital investment of more than
$349.5 million. Seven company projects plus an alternative energy brownfield
redevelopment are expected to create 6,372 new jobs (2,720 direct), and retain
8,586 jobs (3,359 direct). The roster includes establishment of a new electric vehicle
powertrain r&d center in Ann Arbor and conversion of the Muskegon wastewater
treatment plant into an alternative energy center. The nation’s largest online mortgage
lender is keeping its headquarters in Michigan with new operations in downtown
Detroit, and Magna Seating will build a new plant on the long-vacant Chrysler
headquarters site in Highland Park. Auto suppliers are expanding and consolidating
in Auburn Hills, Saline and three mid-Michigan communities.

On August 5, Vice President Joe Biden came to Detroit
to announce the award of more than $1.36 billion in
grants from the U.S. Department of Energy to support
12 advanced battery and electric vehicle manufacturing
and development projects in Michigan. The battery projects are estimated to create 6,800 jobs in the next
18 months and up to 40,000 jobs by 2020.
“Three years ago, we identified the advanced battery
market as a key emerging sector that Michigan, already
the global center of automotive research and development, was positioned to lead,” Governor Granholm said.
“We developed an aggressive strategy to make Michigan
the advanced battery capital of the world, and today’s
announcement is another huge step toward that goal.”
Michigan saw the opportunity for an advanced
battery industry well before any other state and developed
an innovative strategy to bring to Michigan the jobs and
economic development created by advanced battery research, development, and manufacturing.
That strategy includes Michigan’s first-in-the-nation
advanced battery tax credits. Earlier this year, Granholm
signed into law legislation providing up to $700 million in
refundable tax credits to encourage companies to develop
and manufacture advanced batteries and commercialize
advanced-battery technologies in Michigan. The initiative
—the first of its kind in the United States—was a key
factor in Michigan projects receiving the doe grants.
Beginning in February, the Michigan Economic
Growth Authority (mega) approved battery incentive
agreements with Ford, GM, and Chrysler totaling
$280 million for pack engineering, integration and
assembly, vehicle engineering, and advanced-battery
technologies. In April, mega approved $400 million in
refundable advanced battery tax credits for A123Systems,
Johnson Controls-Saft Advanced Power Solutions, KD
Advanced Battery Group, and LG Chem-Compact Power.
“In 2006, Michigan charted a course to lead in
advanced battery development and we have not looked
back,” medc president and ceo Greg Main said. “We
engaged industry experts every step of the way and
secured unprecedented bipartisan support for some of
the most generous and innovative economic development
tools in the nation. I commend Governor Granholm and
the Michigan Legislature for enabling Michigan to be a
global leader in this industry.”

Cell, Battery and Materials
Manufacturing Facilities
• Johnson Controls: $299.2 million awarded for
production of nickel-cobalt-metal battery cells and
packs, as well as production of battery separators for
hybrid and electric vehicles. Facility in Holland.
• A123 Systems: $249.1 million awarded for
manufacturing nano-iron phosphate cathode powder
and electrode coatings, fabrication of battery cells
and modules, and assembly of complete battery pack
systems for hybrid and electric vehicles. Facilities in
Romulus and Brownstown.
• KD Advanced Battery Group: $161 million awarded
for production of manganese oxide cathode/graphite
lithium-ion batteries for hybrid and electric vehicles.
Facility in Midland.
• Compact Power (on behalf of LG Chem): $151.4 million
awarded for production of lithium-ion polymer battery
cells for the GM Volt. Facilities in Holland, Pontiac, and
St. Clair.
• General Motors: $105.9 million awarded for production
of high-volume battery packs for the GM Volt. Facility
in Brownstown Township.

Hiring Former Pfizer Scientists
Afid Therapeutics has been selected to receive funding
from the state’s Company Formation and Growth (cfg)
initiative aimed at retaining Pfizer talent and assets in
the state. The Michigan Strategic Fund (msf) board
approved $150,000 to hire three former Pfizer scientists
at afid’s operations at the Michigan State University
Bioeconomy Institute in Holland, Ottawa County, a
former Pfizer property. Including the afid award, the
cfg has approved $7.05 million in loans to a total
of 33 life-science companies in Ann Arbor, Chelsea,
Holland, Jackson, Lansing, Livonia, Kalamazoo and
Portage. The msf created the $8-million Company
Formation and Growth fund in June 2007 to accelerate
company formation and growth and job creation based
on employees, technologies and high-tech equipment left
behind when Pfizer downsized its operations in Michigan.
Manufacturing Diversification Summits
Helping Suppliers Find New Markets
The medc partnered with the Traverse City Chamber
and regional economic development organizations in July
for the Automotive Diversification Summit in Traverse
City. An audience of more than 150 learned about
strategies for converting capacity to advanced energy
technology, medical device, aerospace and homeland
security/defense manufacturing. It was the eighth of 13
statewide summits targeting more than 2,500 companies
with a goal of $150 million in contracts, outreach to 300
companies to be serviced by industry experts and 25
companies receiving certification assistance from the
Michigan Manufacturing Technology Center. The summit
at Southwestern Michigan College in Dowagiac on August
19 will be co-hosted by Southwest Michigan First. Further

Strategic Fund (msf) approval, Saline Lectronics will
receive assistance through the Collateral Support
Program recently launched under the Michigan Supplier
Diversification Fund to help Michigan manufacturers
diversify into new emerging sectors. The msf board
approved allocation of $998,000 to be used as a collateral
deposit. Comerica Bank plans to fast-track a loan of
$2 million for the project, which will create 53 new jobs
and retain 82 existing jobs. The medc’s investment is
intended to be temporary as real estate values stabilize.
To be eligible for the program, a company must fall under
the definition of a firm eligible to receive a mega tax
credit. A business must also be engaged with a private
lender to acquire a commercial loan for a diversification
project and must exhibit a cash-flow shortage according
to the lender’s analysis.
Mi Tourism Gets Boost in July from
Bayview Mackinac Race, Buick Open
It has been a stellar summer for tourism, with Tiger
Woods at the Flint Buick Open and the Bayview Mackinac
Sailing Race July 25–August 2 keeping Michigan in the
headlines. Comerica Bank’s Michigan Tourism Index
shows that the state’s tourism industry has outperformed
the overall state economy to date this year, giving the
award-winning Pure Michigan ad campaign a large share
of the credit. July was the best month ever, in terms of
volume, for the state’s tourism web site, www.michigan.
org, with a record of nearly 97,000 users logging on
July 26 to monitor more than 200 boats equipped with
Global Positioning System (gps) tracking technology for
the first time in the event’s 85-year history and available
exclusively at www.michigan.org/gps over the race dates.
The historic race began in Port Huron with more than
250 sailboats and 2,500 crew members headed north for
the Mackinac Island finish line and a crowd estimated at
100,000 to see them off. The annual event on Lake Huron
is organized by Detroit’s Bayview Yacht Club, located
on the Detroit River near the mouth of Lake St. Clair. In
Grand Blanc near Flint, the excitement of golfing great
Tiger Woods’ third Buick Open title win at the Warwick
Hills Golf & Country Club August 2 was offset by the
reality that General Motors will no longer sponsor the
tournament. The event, a Michigan classic since 1958,
will be replaced by the Greenbriar in West Virginia next
year. However, the pga Tour is interested in returning to
Michigan and is exploring possibilities for future events
with Warwick Hills.

Supplier Diversification Fund
Will Help Saline Firm Expand

Relocating HQ to Detroit
The nation’s largest online lender and the nation’s fifth
largest retail mortgage lender, based in Livonia, plans
to relocate its headquarters to downtown Detroit,
leasing space through 2015 followed by construction of
a new facility. Quicken currently has 2,272 employees in
Michigan. The company plans to invest $240 million in
the headquarters consolidation expected to create 4,019
jobs, including 1,800 directly by the company. Increased
economic activity created by the project is projected to
create an additional 2,219 indirect jobs and retain 4,967
jobs, including 2,200 directly at the company and an
additional 2,767 indirect jobs. State and local tax credits
valued at $47.2 million over 12 years helped win the
project for Michigan over a competing site in Ohio.

Ventra Ionia Main Acquires Four
Former Meridian Supplier Plants
in Mid Michigan
The producer of plastics, metals and mechanical
assemblies for the automotive industry plans to invest
$42 million to acquire former Meridian Automotive
facilities located in Ionia, Fowlerville and two in
Kentwood. Ventra, one of the Flex N Gate group of

companies, currently has 733 employees in Michigan
not including the recently acquired Meridian facilities.
The project is expected to retain 3,126 jobs, including
934 directly by the company and increased economic
activity created by the project expected to retain an
additional 2,192 indirect jobs. A state tax credit valued at
$4.6 million over six years will support the undertaking,
which will receive additional support from the cities of
Ionia, Fowlerville and Kentwood. www.flex-n-gate.com
Magna Seating to Build New Plant
on Site of Former Chrysler HQ in
Highland Park
Novi-based Magna Seating of America plans to build
a new $18-million multi-product facility in Highland
Park on the Chrysler headquarters site left vacant after
the automaker moved to Auburn Hills in 1992. Ontario,
Canada-based parts supplier Magna International has
30 facilities in Michigan with 4,900 employees. Magna
Seating, a unit of Magna International, currently has
280 employees in Michigan. The project will create
1,414 new jobs, including 420 directly by the company
and 994 spin-off jobs. State and local tax credits
amounting to $6 million over seven years helped make
the case for a Michigan location. www.magnasteyr.com
Molded Materials Consolidating
Plymouth Operations to Saline
State and local tax incentives totaling $24.4 million over
10 years have been offered to encourage Continental
Automotive Systems Holding US to expand operations
in Auburn Hills. The company is part of Continental
AG’s automotive group, one of the leading global auto
suppliers with 2008 sales of 15 billion euro. Continental
Automotive Systems, formerly known as Siemens
VDO Automotive Group, was acquired by Continental
AG in 2007. Continental Automotive Systems and its
affiliates currently have 1,357 employees in Michigan.
The proposed $26.9 million project, pending company
approval, is expected to create up to 230 new direct
jobs and an additional 322 indirect jobs and to retain
approximately 225 Continental jobs and 268 indirect

The designer and manufacturer of tooling and
molded composite components for the automotive,
life sciences, defense and heavy truck industries in
business in Michigan for more than 40 years plans
to invest $2.9 million to consolidate its Plymouth
operations to a new facility in Saline. The project is
expected to create 69 new jobs, including 29 directly by
the company plus 40 indirect jobs. State and local tax
credits valued at $420,388 over seven years were offered
to help convince the company to expand in Michigan over

Attwood Plans $2 Million
Consolidation, Expansion in Lowell
Marine parts and accessories supplier Atwood
Corporation plans to consolidate the MotorGuide
operations based in Tulsa, Oklahoma, to its headquarters
in Lowell, Kent County. Both companies are divisions
of Mercury Marine. This will be the second business
consolidation in as many years for Attwood, with the
previous consolidation of its Lancaster, Texas, operations
to Lowell after the company received a mega credit in July
2008. Attwood currently has 138 employees in Michigan.
The company plans to invest $2 million in the project
which will create 92 new jobs, including 51 directly by the
company and 41 indirect jobs. State and local tax credits
valued at $483,026 over seven years helped convince the
company to expand in Michigan over competing sites in
Georgia, Oklahoma, Wisconsin and Mexico.

Powertrain R&D Company Creating
Electric Vehicle Powertrain Center
in Ann Arbor
AVL Powertrain Engineering, the North American
operation of avl, the 60-year-old powertrain consulting
company based in Austria, plans to invest $2.6 million
in a new hybrid and alternative fuel development
center in Ann Arbor for electric vehicle powertrain
development. Avl Powertrain currently has 377
employees in Michigan. The project will create 76 total
jobs, including 40 directly by the company and 36 indirect
jobs. State and local tax incentives valued at $298,559 over
five years were offered to win the project for Michigan
over a competing site in California. www.avl.com

Expanding, Adding Jobs in Auburn Hills
COMMUNITY SUCCESSES
Michigan’s brownfield redevelopment program is
among the most competitive in the country. Over the
course of the last 10 years it has been instrumental
in redeveloping over 500 sites throughout the state
generating an actual investment of $2.5 billion. Brownfield
redevelopment represents an opportunity to redesign and
enhance our communities and often has a profound effect.
The removal of a blighted building, increased tax revenue,
job creation, downtown revitalization, or elimination of
a contaminated site are all benefits communities can see
through the use of this incentive. The continued investment
in brownfield redevelopment will help Michigan’s economic
recovery and benefit our communities for years to come.

Former Muskegon Wastewater
Treatment Plant to Become
Alternative Energy Center
Developer Erdman Holdings plans to transform the
currently unused Muskegon County Whitehall-Montague
wastewater treatment plant in Whitehall Township into a
closed-loop alternative energy system. The Silver Creek
New Energy development will use agricultural feedstock
partially grown on-site to produce energy from methane
and ethanol. Brownfield redevelopment of the 680-acre
site, including recycling center and recreation areas, will
be supported by state and local tax capture valued at
$491,767. The project will generate $13.3 million in new
capital investment and is expected to create up to 150
new jobs.

Improvements
COMMUNITY SUCCESSES
The federal Infrastructure Capacity Enhancement
program, formerly known as the Public Works program,
benefits cities, villages and townships where at least
51 percent of the population is comprised of low- and
moderate-income residents as defined by the U.S.
Department of Housing and Urban Development (hud).
Funds may be used for upgrading of existing public
infrastructure systems or by adding capacity to burdened
systems. To date, $62.4 million has been awarded to
communities across the state through the program.
More than $14.1 million in Community Development
Block Grant funding being made available through the
medc will support public infrastructure projects in 46
communities statewide.
