THE ANADTASA THEORY OF DEVELOPMENT

SUMMARY
The ANADTASA Theory of Development states that development is the complete process that
involves systemic (planned or unplanned) approach in the application of knowledge, understanding
or experience towards the mobilization, management and utilization of resources (human, materials,
technologies, systems and methods) to bring into existence features, entities or objects that
previously are not in existence or to upgrade existing ones in order to meet specific (conscious or
unconscious) human needs over space and time. Development can be abstractive or non-abstractive.
Abstractive Development also known as Real Development involves creation of new or upgrading
of existing non-physical or non-visible properties aimed at bringing about specific changes in
meeting ascertained human needs or objectives at a particular time. Example of abstractive
development is a non-infrastructural increase in standard of living of a community or nation based
on implementation of new policies or upgrading of existing ones. Non-Abstractive Development
also known as Secondary Development leads to the creation of new or an upgrade of existing
tangible, physical and visible features, entities and objects e.g. infrastructural development. Most
non-abstractive development usually starts from an abstractive stage e.g. policies development and
implementation which brought about administrative or operational changes within an organization
or nation is abstractive and will become non-abstractive development when it leads to the creation
of new physical structures, features or entities or a physical/tangible upgrade of an existing one(s).
The theory of development also asserts for any development to exists, five basic/fundamental
characteristics/conditions must be present/met, these includes; there must be a change for
development to exist (development must lead to a change); there must be mobilization of resources
– development is not static nor can it exist in/as a vacuum; development exists over space and time
(that is, development must occupy/exist a/in specific geographic space or occur at a particular point
in time); development must be measurable; and there is no isolated development (one development
must relate and/or interact to/with another development or related developmental variable). The
Theory of Development is universal hence applicable across virtually all domains of development.
