DSA 2015 8V8 INVITATIONAL RULES REGISTRATION: Teams must check in at the MANDATORY REGISTRATION. All teams must check in one hour before your first game. Failure to check in will result in automatic disqualification (without a refund of the fee) from the Tournament. CREDENTIALS: At the Mandatory Registration, teams must provide the required credentials. 1. 2. 3. 4. CSA Club Roster (2) copies. Valid CSA Club Players Passes. Current CSA Club signed Medical Release forms for every player Guest Player form (2) copies and player cards The following will need to be presented before each game at the field to the Referee: 5. Current laminated CSA player card, or approved US Soccer Affiliated organization equivalent (i.e. US Club Soccer, AYSO), or the appropriate national organization pass to participate. 6. State League Roster 7. Guest Player Form In no event will a player be allowed to participate who has not been certified by the DSA Invitational Tournament Director. A player who arrives late at the playing field after the pre-game credential checks may enter the game once the game official(s) verify the player is eligible and with the permission of the center referee. ROSTERS: Teams may register a maximum of twelve (12) players with a maximum of 4 guest players. Teams may only take guest players registered under CSA Soccer and may only take guest players registered with properly stamped player pass cards. A player can only play with one (1) team during the tournament weekend regardless of different age divisions or level of play. If a player is used on multiple teams, both teams will forfeit their matches. RULES OF PLAY FIFA Laws of the Game will apply as modified by and described herein. Duration of Games, by Halves, and Ball Size are as follows: Divisions: Super League, Premier and Classic Length: (2) 25 Minute halves Half Time: Half Time will be exactly five minutes. Ball Size: 4 SUBSTITUTIONS: Free substitution will be allowed in all age groups. However, teams may substitute only with referee’s permission and only at the following times (including overtimes, if applicable): • • Prior to a throw-in by the team in possession; Prior to a goal kick, by either team; • • • • After a goal, by either team; After an injury on either team when the referee stops play; At halftime; On a caution, only the cautioned player may be substituted at that time CHECK-IN CONDUCT: Failure of a team to report within five minutes of a scheduled kick off will be considered to have forfeited the game. PLAYERS EQUIPMENT: It will be at the Referee’s discretion to determine the safety and suitability of player equipment including the wearing of an orthopedic cast or hard brace. No jewelry. 1. Player equipment must conform to FIFA rules. All players will wear shin-guards (under the socks). 2. Teams will wear uniforms of matching design and color with numbers affixed to the back of the uniform shirt. No two players may have identical uniform numbers. 3. In case of similar team colors, the designated home team will be required to change to a color accepted by the referee. 4. The uniform of the goalkeeper must be distinctly different in color from the basic colors of the competing teams. HOME TEAM: The Home Team will be the team which appears first on the game schedule. The Home Team will supply the game ball, unless supplied by the Tournament. The game ball will be subject to Referee approval. The Home Team will be required to switch to alternate jerseys to accommodate a color conflict as declared by the referee. If the Home Team cannot supply alternate jerseys, the Visitor Team will change. The Home Team should be on the Left Bench when facing the field. Teams are on the SAME SIDE. Spectators are opposite the bench areas. THE REFEREE Referees are required to submit a completed official game report to the Site Director containing any information relating to any game incidents involving players/coach, spectator misconduct, or injuries. Referees will submit game results. The Duration of all Matches Under 11 (8v8) will play (2) 25 minute half games with a 5 minute half time. Post Game Procedures: Manager/coach of both teams will insure their respective sideline areas are clean and that all trash is in a container. The Referee will return all player passes and rosters to the coaches of the participating teams at the end of the match with the exception of any players or coaches sent off. A completed game report will be submitted to the tournament director complete with supplemental report for any send offs, injuries or special circumstances that need explanation. SCHEDULE: All teams are guaranteed at least three (3) games (weather permitting). Bracket size for each age group will determine format for semi-finals and finals where applicable. Single age brackets will be used where possible. The tournament committee will determine brackets. 1. 4 team bracket – round robin with highest point team as champion 2. 5 team bracket – round robin with highest point team as champion Determination of Group Winners: In group play, there will be no overtime games. Standings in a group will be determined by: Game Points: Win: 3 points Tie: 1 points Loss: 0 points The following tie breakers shall be applied in the order given until a winner is determined: 3. 4. 5. 6. 1. FIFA penalty kicks FORFEITS AND BYES: Teams failing to report ready to play within five minutes of the scheduled kick off time. Teams failing to check in at the Mandatory Registration or for taking actions which cause a game to be terminated will forfeit the game(s) 1-0. A minimum of seven (7) players constitutes a game. Games should start at the given start time. In case the team does not have seven (7) players present, there will be a maximum of five (5) minutes grace period before awarding the game to the opponent. DISCIPLINE: Red Card: Expulsion from current game and suspension for the next game. Committee reserves the right to impose a stricter penalty for fighting, foul language or any other major infraction. Any coach red carded will receive the player penalty for the same offense. Yellow Card: Any player receiving 2 yellow cards in one game will sit out the remainder of the game and the next game. CAUTIONS AND EJECTIONS: A player or coach receiving two cautions (yellow cards) in a single game is considered to have been given an Ejection (red card) for the purposes of awarding points for the Tournament competition. A player who has been ejected (sent off), will not be replaced. A player or coach who has been ejected will not return for that game and will not be allowed to participate in the next scheduled game. A player or coach who is ejected for violent conduct or serious foul play may be subject to further sanctioning. Any player or coach who assaults a referee will be expelled from the Tournament. SUSPENDED AND TERMINATED GAMES: If in the opinion of game officials, a game must be suspended for any reason the game may be resumed but is subject to being ended not less than five (5) minutes prior to the scheduled start of the next game. If in the opinion of game officials, a game must be terminated for misconduct of players, bench coaches, or spectators, the offending team could be suspended from further play and forfeits that game and all remaining games. All previous points earned remain as played. Additionally, the home league and State Association will be contacted as appropriate. Games terminated for other than inclement weather, i.e. violent or uncontrollable situations will not be replayed. The decision as to the score of such games and whether teams advance will be made by the Tournament Director after receiving reports from game officials. The decision of the Director will be final and is binding on all parties. Further disciplinary actions may be taken. INJURY: Delays of the game due to injury will result in appropriate time being added to the full game time, based on the judgment of the referee. However, all preliminary games will be terminated not less than five (5) minutes prior to the scheduled start of the next game. External Conditions, Weather, Etc.: Regardless of weather conditions (unless for safety reasons), players and coaches must be on the field at the scheduled time, ready to play. The Tournament Director may reduce the length of matches due to weather conditions before the start of a match; all such matches will be considered official. The Tournament Director may also reschedule (time and location) a match before it begins. Only referees or the Site Director can suspend a match already started due to weather conditions. Awards: First and Second place medals will be presented at the conclusion of the final game or in the case of group play if a points winner is able to be determined and all other team with remaining games will not be able to earn enough points to beat the team in 1st place. COACHING: All Coaches have total responsibility for the conduct of their players, substitutes, friends and spectators at all times. Coaching from the sideline (giving direction to one’s own team on points of strategy and position) is permitted, provided: • • • • • No mechanical devices are used; The tone of the voice is instructive and not derogatory; Each coach or substitute remains within 10 yards of their side of the halfway line; No coach, substitute, or spectator makes derogatory remarks or gestures to the referees, other coaches, players, substitutes, or spectators; No coach, substitute, or spectator uses profanity or incites, in any manner, disruptive behavior. NO RULES WILL BE REVISITED There will be NO PROTESTS. All disputes will be resolved immediately by Tournament Director. These decisions will be final. REFUND POLICY: Once a team is accepted into the tournament, there will not be a refund issued. If a team must withdraw before the acceptance list is posted, a full refund will be issued. WEATHER POLICY: In the event of inclement weather, DSA reserves the right to alter schedules, fields, and playing time, and/or cancel any and all games impacted by weather conditions to maintain safe play conditions and/or keep on time. There may be a portion of your registration fee refunded/credited if games are cancelled due to weather related conditions.
