Shekel was established in 1979 by JDC-Israel, the
Ministry of Welfare and the Jerusalem Municipality.
The vision of SHEKEL is to develop community
services for people with special needs in order to
make it possible for them to enjoy an optimal quality
of life and independence, both at home, at work and
in their leisure activities, as well as within society.
The organization provides services to people from
all sectors of the population, among them, Jews and
Arabs, Orthodox and secular Jewish people. Shekel
strives to make it possible for every individual with a
disability to live a life of self respect, self-fulfillment,
integration and involvement within the community
on an equal basis. As part of this vision, SHEKEL
provides a large variety of social services such as
community housing, employment, leisure activities
(Si’im program), consultancy and planning services in
the field of accessibility. In addition, SHEKEL operates
programs for students from special education
schools, consultancy centers, care centers and many
others.

ceremony of Shekel’s film festival
“Reframing Reality” for the second
year. The festival, which was launched
last year at our Cinematheque
became a significant turning point
in the history of festivals in Israel,
presenting the experience of people
with disabilities from around the
world to a far wider public, in the
shape of a festival with a rich and
exciting variety of films and events,
encounters with film makers and artists, exhibitions
and shows.
After seeing the thousands of subscribers from all
over the country filling our halls, the deep social
relevance of “Reframing Reality” can no longer be
denied. Our screening halls will be more accessible
than ever before in this upcoming festival.
I wish all our visitors an unforgettable experience
that will integrate high-quality filmmaking with
highly meaningful added social value – promoting a
deeper understanding of the world of people with
various disabilities, as well as of their tremendous

SHEKEL’s Reframing Reality Film
Festival is celebrating its Second
Anniversary.
After the success of the first festival
last year, we’re proud to be able
to continue furthering our social
goals, including creativity, equality,
acceptance of all and the dignity of
each individual.
This year’s festival, taking place at
cinematheques all over Israel, shows
the reality of the lives of people with
special needs in a new light, whether their special
needs are physical, mental or emotional.
Leading fims for movies and television, classic and
modern, local and international, will be shown,
dealing with people coping with various difficulties.
We’ll particularly focus on movies dealing with
opportunities for self-fulfillment and integration in
social and cultural life in Israel and abroad.
Through the festival and its professional panels, the
main principles of civil rights will be emphasized:
independence, freedom, equality, human dignity and
freedom of expression.
We believe in empowering people with special needs
by stressing their abilities rather than their disabilities,
as opposed to the tendency of the general public to
view them as a disadvantaged population.

INTRODUCTION
We return this year with a rich variety of new films,
exhibitions, panels, presentations and shows - all
under the banner: “Shekel - Reframing Reality 2011”.
At the last festival we presented around a hundred
films and events, mainly in Jerusalem. This year, our
festival will be nationwide, focusing on a selection
of the latest and highest quality films dealing with
disability produced during 2010-2011. The films will
be screened throughout the country, starting at
the Jerusalem Cinematheque and followed by the
Cinematheques of Tel Aviv, Sderot, Haifa, Rosh-Pina
and Holon.
Our opening premiere will be with “The Red
Chapel” – the winner of the Sundance Film Festival,
2010, for best documentary. This extraordinary film
documents a cultural espionage mission carried out
by three Danish citizens: two comedians of Korean
origin, one with cerebral palsy, together with the
film director who accompanies them on a tour to
North Korea. They manage to expose, step-by-step
and at great personal risk, the hypocrisy and moral
contradictions of one of the world’s most oppressive
regimes.
The opening ceremony of the festival will take place
in Jerusalem with a performance of the singer Ahuva
Uzeri. An additional opening ceremony will take
place at the Sderot Cinemtheque, together with the
“CinemaNagish” project.
During the festival we will screen a variety of
features, documentaries, animation and art films
from and around the globe, among them Academy
Award winner “The King’s Speech”, Israeli films,
“Mabul” (“The Flood”), Love Davka and “How Much
Love” among others, and the Australian animation
feature “Mary and Max”, with the Jewish touch,
whose protaganist is a person with Asperger’s
syndrome.
Together with the Gesher Film Fund, a special focus
on the Israeli television series “Yellow Peppers,” will
be held in Jerusalem, together with the creators and
actors.

A special event titled “Screen Access - Films for
All?” will take place at the Tel Aviv Cinematheque,
exploring ways to make film theaters and films more
accessible both in Israel and abroad. The event will
feature our festival guest Rick Randall, the artistic
director of “The Other Film Festival “ from Australia,
who will introduce proven methods for making
cinema- going more accessible for people with
mental, physical and sensory impairments, inspired
by his success in dramatically improving cinema
access in Australia.
Another important event taking place in
collaboration with the American Center in Jerusalem
will be a special screening of the film “See What I’m
Saying” in the presence of the film director Hilari
Scarl and a special sign-language music performance
with the singer TL Forsberg, both of whom have
hearing impairments.
We will also hold an exhibition featuring artists
from the Shekel organization, in collaboration with
the Bezalel Academy of Art and Design.

Jerusalem Cinematheque and their colleagues
in Tel Aviv, Sderot, Rosh Pina, Holon and the

a way of relieving stress and her

Hilari Scarl
Hilari is an award winning film
director and producer. She appeared
on Spielberg’s series On The Lot, and
produced TV shows for main TV
Channels in the USA. She has a vast
experience with the deaf community
and arts as a director, performer and
educator at the National Theater for
the Deaf and other theaters.

TL Forsberg
As a hard of hearing performer, TL
has performed for both deaf and
hearing audiences. With her band
Kriya, she has opened for Alanis
Morissette, Tori Amos, and Fishbone,
and has performed at the Miss Deaf
America Pageant in Las Vegas and
in Los Angeles. Her role on VH1’s
hit show “Supergroup” earned her
a cult following; TL was a featured
guest celebrity at OzzFest 2006,
San Diego’s Rock Radio and MATA
EXPO. TL is thrilled to be visiting Israel
