comment
here are two quite different stories this month that are
nevertheless part of the same picture. First, Skyjack is
back in the self-propelled boom business, having shown
the prototype of a 45 ft telescopic model at the recent
Rental Show in Orlando and announcing plans to add more
booms over the next 18 months. Story two? That’s Lavendon in the
UK, which has made two significant acquisitions in the past three
weeks, ending a period of several years in which it has focused
on turning around under-performing businesses and even selling
some.
Both are significant. The Skyjack move – with booms just forming
one part of an aggressive expansion strategy that will also see
it start to produce “other” lifting equipment – is indicative of a
business environment that is once again allowing manufacturers to
expand their product lines and invest in new models.
Skyjack isn’t alone: MEC Aerial Platforms is another hoping to
enter the boom sector soon; Bil-jax is talking seriously about the
European market; and Snorkel – having seen turnover grow by
almost 70% last year – is talking about opening a European base
later this year. Haulotte, meanwhile, has introduced as many has
10 new products in the last six months and is also attacking the
US market with renewed vigour (and a new strategy).
This activity is to be welcomed: buyers want alternatives to
the dominant players. They will be hoping that these resurgent
manufacturers will become long-term players capable of weathering
any future downturn.
The Lavendon acquisitions represent the other side of the
business coin, with end-user demand for platforms producing a
healthier rental sector. If other access renters aren’t being quite as
aggressive as Lavendon, they are at least, in many countries, seeing
improve rental prices and upwardly shifting utilisation rates.
This positive climate also gives context to the creation of the
new European Rental Association (ERA) (see News this issue), a
bold initiative to promote rental in Europe and to act as a lobbying
body for the rental industry. The association held its first meeting
in Brussels in January and the presence of so many major rental
companies – represented by their most senior executives – spoke
volumes about the demand for such an organisation, but also for the
feeling of optimism in the market.

RT scissors

The first half of 2006 sees manufacturers
launching a number of new rough terrain
scissors, and it seems that drive systems
have been a focus of attention. Murray Pollok
reports.

There is life in the RT

ne of the by-products of a booming
market is that manufacturers have the
resources to invest in their product lines
again. Nowhere is that more evident than
in the rough terrain scissor lift sector.
In the last few months buyers have seen new
machines from Genie, MEC Aerial Work Platforms,
Haulotte Group, Skyjack, Holland Lift and Iteco
– not to mention the rebirth of the Liftlux range
under new owners JLG.
To add to that, several manufacturers promise
more to come: Haulotte has said it will have
18 m to 32 m scissor lifts before the end of this
year; MEC will have a range of four new large
rough terrain models by August; and Skyjack too
O

A higher 3772 version is also available.
is promising a new range of high reach scissors
(although not before the end of 2007) as well as a
refreshing of its well-known 9250 machine. Aichi
of Japan, meanwhile, still has plans to become
a full-line access manufacturer – offering more
scissors in the process – although the company
tells AI that we will have to wait to the Bauma
exhibition in Germany in 2007.
Of all the manufacturers who have been benefiting
from the upturn in demand, it is MEC, based at the
ex-UpRight production plant in Fresno, California,
that has been among the most impressive in terms
of growth. Jim Tolle, the company’s president,
tells AI that production in 2006 will reach 5000
scissors, up from 2000 last year. If that sounds like
a big increase, he says confidently that the Fresno
facility has the capacity to make 1200 a month.
The company has been manufacturing the
modified versions of the Mayville Engineering Co
(MEC) scissors for the past few years, and having
started with electric models it is now adding midand large-sized RT models to the range.
Mid-sized models
At the Rental Show the company showed the first
of two mid-sized models, the 3072RT, a 36 ft
(10.9 m) working height model that will soon be
joined by the 3772RT, a 43 ft (13.1 m) working
height version. The two share base dimensions of
2.98 m (L) and 1.83 m (W) and the models weigh
3329 kg and 3856 kg, respectively. Cage carrying
capacities are 454 kg (on the 3072) and 340 kg
for the higher model. Both have ground clearances
of 21.3 cm.
Mr Tolle says the RTs use “rock solid” components
and are designed for “extreme durability and
extreme conditions”. Self-levelling axles are an
option, as is the company’s 4WD Quad-Trax
system using a variable displacement pump. “The
biggest complaint with RT scissors is if a machine
loses traction on one wheel it stops”, says Mr Tolle,
“this machine can lose traction on three wheels
and still drive”. Hyperbole it may be, but the point
(and claim) is clear: the machine will go almost
anywhere.
The Quad-Trax will cost an extra US$2885
(€2420) on the 3072RT and the outriggers will
add $7019 (€5900) to the standard list price
of $53654 (€45100). Arjan Roelse, managing
director of MEC Europe – MEC’s European dealer

ifteen hundred exhibitors will congregate at
the Paris-Nord Villepinte Exhibition Centre
for the triennial Intermat construction trade
show from 24 to 29 April. A diverse
group of access manufacturers are part
of the gathering, and the show is the scene for
product launches from companies including Bison
Palfinger, Fraco, Genie, Haulotte, Hinowa, JLG and
Manitou. Possibly launching, too, is Bronto Skylift,
which told AI that it is “trying very hard to bring
something genuinely big“ to Paris – that could be
the 100m+ machine currently being finalised.
The Intermat organisers are placing greater
emphasis than ever before on safe working at
height and have granted The International Powered
Access Federation (IPAF) the status as ‘special
area’ at the show (Outdoor Area 9, Aisle E,
Stand 010). The organisation takes its biggest
ever stand at Intermat, 1000 m2, and will have
a demonstration area designed “to make people
really think about working at height safely,” says
IPAF managing director Tim Whiteman. The live
shows “will be a crowd stopper, promising great
fun”, and they will feature Oliver Fabre, the French/
Swiss world high diving record holder.
Non-powered access also gets in on the
educational act, with the French scaffolding,
formwork and shoring association (SFECE)
promoting scaffolding training initiatives in support
of new European Union and French national
regulations on erecting, dismantling and using
scaffolding (Hall 5A, Aisle C, Stand 19).
Product-wise, visitors can expect to see some
F
of the new machines launched at the recent ARA
Rental Show – although not (at the time of writing)
the new Skyjack booms or scissors, since the
Canadian manufacturer has decided not to exhibit.
Even so, there will be a lot of interest in Paris.
French manufacturer Haulotte uses the show to
exhibit many of the new machines launched in the
last five months, but pride of place goes to the
never-before-seen 43 m working height telescopic
boom, the H 43 TPX. The self-propelled machine
joins the 41 m articulated boom model introduced
last year at APEX. The French company is launching
as well 16 m and 20 m working height telescopic,
truck-mounted platforms that bracket the 18 m
working height unit also first seen at APEX.
Other truck-mounts will have rolled onto Bison
Palfinger’s stand. Its PA 20 T, which is designed

Youngman launches ‘Knowledge’ scheme
Youngman has developed a one-day training course for counter
staff at rental companies and builders merchants to enable them
to provide accurate information about the use of ladders and
stepladders. The company introduced the scheme after its own
research showed widespread ignorance about the UK’s new Working
at Height regulations (WAHR), with almost 40% of counter staff at 50
contacted companies unaware of the regulations and none aware of
any time limit for working on ladders.
Ladders have come under of the new European Temporary
extensive scrutiny in the UK and Work at Height Directive (enacted
elsewhere in Europe as a result in the UK by WAHR), under which a
risk assessment is required before
working at height and the use of
ladders limited to short duration
(under 30 minutes) jobs.
John Bungay, Youngman’s
business development director,
told SI that the regulations were
resulting in a shift in interest from
ladders to access towers in the
UK; “We’re happy to sell towers
to people we used to sell ladders
to, but it is imperative that we
dispel the misconceptions [about
ladders].” The course, costing
around £95, will be run in
conjunction with training provider
Safety & Access and has the support
of the UK’s Health & Safety Executive
(HSE).
Meanwhile, Youngman said
it has reacted to the regulations
by moving away from lightweight,
consumer type access products in
favour of heavier duty, professional
DIN EN131-rated products. “We’re
taking steps to reposition the product
range”, said Mr Bungay.
The company – which had a
turnover of £40 million last year,
85% in the UK – used the Hire Show
in January to introduce several new
products, including a colour painting
option for its Boss access tower;
the Combi 100 ladder, described
as an “affordable trade-quality
combination ladder”; and the 3-Way
Ladder, a combined step ladder,
stairway ladder or extension ladder
for professional users.

bison palfinger
New
regime
It’s just over a year since Palfinger acquired
German truck mount manufacturer Bison
Stematec. What changes has the company made
since the acquisition? MURRAY POLLOK asked
Bison’s managing director, Harald Hauser.
Harald Hauser,
managing director of
Bison Palfinger.
arald Hauser, Bison Palfinger’s managing director, was previously
procurement manager for Palfinger’s entire business, sourcing
– among other things – 35000 t of steel annually for the Austrian
manufacturer’s loader crane factories.
This means he is well versed in steel prices – up 50-60% over
the past two years, he says – but also ideally placed to undertake the
transformation of Bison’s Lobau production facility in Germany from a very
traditional manufacturing plant to a lean, highly productive facility; one that
can match the growth ambitions Palfinger has for the business it acquired in
late 2004.
The big change in production has been to outsource fabrication to Palfinger’s
various production facilities in Eastern Europe. Outriggers and jib booms
are made in Bulgaria, the sub-frames and counterweight slewing system in
Slovenia, and by the middle of this year the main booms themselves will be
produced at a part-Palfinger owned facility in Croatia.
“This means that 95% of components are outsourced from Lobau”, says Mr
Hauser, “In the past everything was done here.” The plants are either whollyor part-owned by Palfinger (for its crane business), which, says Mr Hauser,
makes it possible to maintain strict quality controls.
H
The production line at Bison Palfinger’s Lobau facility in Germany.
Production doubled
Final checking on a boom before it is fitted to a truck chassis. Bison Palfinger is
increasing production capacity at Lobau, partly by increasing the amount of work
that is outsourced.
The changes already made have already more than doubled production
capacity: the facility produced around 85 machines in 2004 and that rose to
165 last year, its first full year under Palfinger ownership. (Of these, around 30
were the aluminium boom models launched by Palfinger under the Palfinger

Mr Hauser is confident the plant will increase production again this year;
“We will get to 225 machines in 2006, mainly by increasing exports.” He is
hopeful that the German economy, and the investment climate, will improve
with the new government, but hasn’t yet seen clear evidence of a real
recovery. (Bison does well in its home market, but is competing against two
illustrious German manufacturers, Wumag and Anton Ruthmann, both of
which still have considerably higher sales in the country, although a lower
proportion of exports.)
Changing the way that the machines are produced is just one factor in

The increased production would indicate that Bison Palfinger is moving in

There is life in the RT

reports.
ne of the by-products of a booming
market is that manufacturers have the
resources to invest in their product lines
again. Nowhere is that more evident than
in the rough terrain scissor lift sector.
In the last few months buyers have seen new
machines from Genie, MEC Aerial Work Platforms,
Haulotte Group, Skyjack, Holland Lift and Iteco
– not to mention the rebirth of the Liftlux range
under new owners JLG.
To add to that, several manufacturers promise
more to come: Haulotte has said it will have
18 m to 32 m scissor lifts before the end of this
year; MEC will have a range of four new large
rough terrain models by August; and Skyjack too

At the Rental Show the company showed the first
of two mid-sized models, the 3072RT, a 36 ft
(10.9 m) working height model that will soon be
joined by the 3772RT, a 43 ft (13.1 m) working
height version. The two share base dimensions of
2.98 m (L) and 1.83 m (W) and the models weigh
3329 kg and 3856 kg, respectively. Cage carrying
capacities are 454 kg (on the 3072) and 340 kg
for the higher model. Both have ground clearances
of 21.3 cm.
Mr Tolle says the RTs use “rock solid” components
and are designed for “extreme durability and
extreme conditions”. Self-levelling axles are an
option, as is the company’s 4WD Quad-Trax
system using a variable displacement pump. “The
biggest complaint with RT scissors is if a machine
loses traction on one wheel it stops”, says Mr Tolle,
“this machine can lose traction on three wheels
and still drive”. Hyperbole it may be, but the point
(and claim) is clear: the machine will go almost
anywhere.
The Quad-Trax will cost an extra US$2885
(€2420) on the 3072RT and the outriggers will
add $7019 (€5900) to the standard list price
of $53654 (€45100). Arjan Roelse, managing

Buckle up in the US?
IPAF recommends that fall protection equipment is not required in a scissor lift, except in certain
exceptional circumstances. However, the organisation is having to consult heavily in the US before
offering the same advice.
Counter to IPAF’s position, it is common practice in the US for scissor operators to use harnesses.
Sunbelt Rentals, for example, has a policy that if a scissor has a harness anchor point in the basket
then a harness should be used. Most US manufacturers have tie-in points on their guardrails.
IPAF’s US subsidiary, AWPT, has been consulting with North American manufacturers as well as the
Scaffold Industry Association’s (SIA) Aerial Platform Council, to arrive at suitable guidance for North
America. AI understands that AWPT will also begin a lobbying exercise with the US Occupational Safety
& Health Administration (OSHA), a process that will take years rather than months.
Meanwhile a SIA meeting in Baltimore in July will include a session on fall protection solutions for
boom lifts, scissors and push-around personnel lifts. (See Events Diary in the news for details.)

Europe; “It’s a size that no-one has”, he says.
These two mid-size RTs will be joined by four
large RTs later this year; these will have an
oscillating axle, 2.31 m widths and platform
heights of 7.6 m, 10 m, 12.5 m and 15.2 m. As
with the two smaller machines, Quad-Trax 4WD
and hydraulic outriggers will be optional extras.
Skyjack has also been investing in its compact RT
scissors, launching 32 ft (9.7 m) and 38 ft (11.6 m)
working height models with the same widths – 68
in (1.73 m) – as the two new MEC models. These
add to the two 8243 and 8850 mid-size RT models
the company introduced last year.
The new compact models, however, are designed
to provide a lower cost, compact RT option for
Skyjack customers. “It’s been a hole in our line
for some time”, says Dave Stewart, Skyjack’s vice
president for sales and marketing. As a result,
unlike most Skyjack scissors, which are axle
drive models, the new compacts use lower priced
hydraulic drives.
The scissors come standard with dual fuel
engine, 4WD, a 5 ft (1.5 m) roll-out extension
deck, and options including diesel engine and
independent levelling outriggers. They
are drivable at full height with deck
extended; feature 90 degree swing out
engine tray and have up to 1250 lb
(567 kg) platform capacity.
Dave Stewart says ease of
maintenance is another feature of the
scissors; “The newly designed manifold
tilts out for easy access and the engine
swings out completely for service via a
single quick release catch.”
He says the new scissors represent
the birth of a new generation of Skyjack
scissors; “it has all the performance

rough terrainability. The company has introduced a
new traction control drive system for its GS-68 RT
series of RT scissors, which has been developed at
the request of its customers.
The traction control uses added combiner divider
valves to divide and isolate hydraulic flow to each
wheel, allowing each wheel to work independently
and transferring power to the ground even when
one or more wheels lose ground contact. John
Norton, Genie product manager for scissors, says;
“Our customers, especially those in the Northeast
[of North America], face some pretty severe
conditions. Depending on the season, they can be
up to their ankles in mud, knee deep in snow or
covered with ice. So when we set out to improve
the traction on our GS-68 series, we knew we had
to take it one wheel at a time.”
Gradeability with the new system is 35% to
40%, and the scissors come with two drive modes
– Series Mode for flat ground and Parallel Mode for
going up hills at lower speed and maximum torque.
The scissors – there are two in the 68 RT series,
the 32 ft (9.7 m) working height GS-2668 RT and
the 38 ft (11.6 m) GS-3268 RT – also have a new

scissors
A new traction control drive system of Genie’s 68RT
series of scissors improves terrainability over difficult and sloped ground.
AFI Aerial Platforms, the UK rental company,
has added pipe-holding stands on several of
its larger scissors. The stand weigh just 74 kg
and will safely hold a number of 2, 3, 4 or 6 in
diameter pipes. “The stand is designed to offer
a safe alternative to some of the bad practices
which sometimes occur – such as contractors
balancing a number of heavy and unstable
pipes on the hand rails of a scissor lift, or using
a boom lift which is even more unsuitable for
that type of task”, says AFI technical director
Roger Thorington. The pipe stand gives a “small
addition” to the rental rate.
outriggers as standard. (These machines were
launched in North America at the recent Rental
Show in Orlando, and will be known as the
HS 3388 XL, 4388 and 5388.) The scissors
have stowed dimensions of 5.3 m (L) by 2.25 m
(W), ground clearance is 0.27 m and gradeability
is 40%.
JLG, meanwhile, has supplemented its own
range of rough terrain scissors – the 260MRT,
3394RT and 4394RT models, plus two electric
RT units – with the acquisition of the Liftlux
electric and diesel models. The Liftlux diesel range
comprises seven models with platform heights of
between 15.3 m and the 32.0 m. The company
says it may well have the 32 m model at Intermat
– it has a carrying capacity of 1400 kg and a
2.9 m wide by 7.85 m long deck – but failing that
will show the almost as impressive 26 m version.
Consideration is still being given over whether to
market this range in North America, although a
final decision has still to be made.
All this activity reflects the high demand for RT
machines, of all sizes. Holland’s Lift’s Menno Koel
told AI last month that it had orders for five of its
massive 34 m MegaStar machines, and Genie’s
senior vice president at Genie Industries, Roger
Brown, speaking at the Rental Show, said; “I
measure production of RT scissors as indicative of
the health of the industry. For the last 18 months
it has been really growing and really strong – it’s
very encouraging.”
Encouraging for platform buyers as well: the
longer the boom in sales continues, the greater the
AI
choice of scissor suppliers and models.

for the triennial Intermat construction trade
show from 24 to 29 April. A diverse
group of access manufacturers are part
of the gathering, and the show is the scene for
product launches from companies including Bison
Palfinger, Fraco, Genie, Haulotte, Hinowa, JLG and
Manitou. Possibly launching, too, is Bronto Skylift,
which told AI that it is “trying very hard to bring
something genuinely big“ to Paris – that could be
the 100m+ machine currently being finalised.
The Intermat organisers are placing greater
emphasis than ever before on safe working at
height and have granted The International Powered
Access Federation (IPAF) the status as ‘special
area’ at the show (Outdoor Area 9, Aisle E,
Stand 010). The organisation takes its biggest
ever stand at Intermat, 1000 m2, and will have
a demonstration area designed “to make people
really think about working at height safely,” says
IPAF managing director Tim Whiteman. The live
shows “will be a crowd stopper, promising great
fun”, and they will feature Oliver Fabre, the French/
Swiss world high diving record holder.
Non-powered access also gets in on the
educational act, with the French scaffolding,
formwork and shoring association (SFECE)
promoting scaffolding training initiatives in support
of new European Union and French national
regulations on erecting, dismantling and using
scaffolding (Hall 5A, Aisle C, Stand 19).
Product-wise, visitors can expect to see some

New telehandlers
The biggest big splash at Intermat in telehandlers is from Manitou. Visitors can see the new MRT
3050, which the company claims is the tallest rotating telescopic platform. The machine offers
all-terrain performance, lift heights to 30 m, load carrying capacity (with forks) of 5 t, and remote
control. Attachments provide lift platform or crane capabilities, and a hanging 3D platform attachment
increases working height to 40 m.
Also new is the three-model MT 14 telescopic handler range, which replaces the Maniscopic MT
13 range at Intermat. All models have lift heights of 13.6 m, extend pallets up to 9.5 m, and allow
one-hand control of all movements.
Another new line comes from Kramer, part of the Neusen Kramer group in Germany. Its partnership
with Claas has produced the first two telehandler models, with 6 and 7 m lift heights, and the range
will eventually reach 17 m.
JLG will show a special compact version of its 266 telehandler model, called the Lo-Pro 266. This
will be under 2 m high, compared to the 2.2 m height of the standard model.
Watch out also for telehandlers from JCB, Merlo, Dieci and others.
well see the massive 32 m platform height model –
one of the largest scissors in the world – although
JLG could not guarantee it. They will guarantee a
26 m model if the 32 m doesn’t make it.
Filling a market need for lower floor and ground
loadings, meanwhile, is JLG’s new, lightweight
(750 kg) version of the 6 m platform height Toucan
self-propelled, vertical mast machine, built in
France. Another innovation for Europe is a new
version of the T500J trailer mount featuring for
the first time a ‘drive and set’ feature, offering
automatic outrigger levelling.

20 m and an 11 to15 m maximum outreach. Beside
it will be the TKA 47 KS, which has a telescopic jib
boom and a maximum outreach of 35 m.
Genie Industries, meanwhile, will have one of
the GS 3268RT scissors featuring the new drive
system (see scissor feature, this issue) and may
also have on show the new HC (High Capacity)
S-60 boom (see News).
Tallest of scissors at the show is likely to be

renter Nacanco, about rental opportunities in
Spain, Italy and beyond.
Intelligent growth
W
hy should access rental
utilisation rates be 45% higher on average in
Spain than in Italy? It’s
the weather, apparently.
Stefano Giusto, business development
manager of Nacanco in Italy – which
has a sister access company in Spain
– says painting work outside is almost
impossible in northern Italy from
January to March, which is enough to
make an impact.
A more obvious difference, perhaps,
has been the rates of growth in the two markets, with the buoyant Spanish
access market experiencing a growth rate that Italy, and most other countries,
have found hard to match. This is reflected in the relative sizes of the two
business: Nacanco’s Italian operation – based in Brescia, Bologna and Milan
– currently has a fleet of around 700 machines, while Nacano Spain has 2000
machines at 11 locations.
Mr Giusto – a member of the family that owns both the businesses (see
box story) – says the feeling now is that Spain will continue to grow, although
perhaps not at the same rates as the past 10 years. “We are keeping our eyes
open. There could always be a recession waiting around the corner; we want
to be ready for that.”
Italy, meanwhile, has been suffering a little, with industrial investment hit
by the high valuation of the Euro and oil prices. It’s an unpredictable market,
says Mr Giusto; “In the 90s we would have devalued the Lira. We can’t do
that now.”
The company avoids the Italian public works sector, focusing instead on
commercial developments and private business, where there is enough activity
to justify further investment in the fleet next year.
Mr Giusto says that across the Italian and Spanish companies some 150
older machines will be removed and 350 new ones acquired to both update
and expand the fleet. Nacanco favours JLG and Genie for booms, Haulotte and
Skyjack for scissors, and Manitou for telehandlers.
Around 70 of the new machines are targeted for Nacanco’s biggest Italian
depot at Milan, where the fleet could number 400 machines by the end of
2006.
Growth is not the main issue for Mr Giusto; “We are not so concerned
about the fleet size, or the area we cover. We want to grow, but in an
intelligent way.”
Would it not be natural for the business to move into France? “We would
do it the day we see the opportunity”, he says, “but we don’t want to think
in a Napoleanic way – we want to
make money and make our customers
happy.”
If Nacanco is wary of expanding too
fast, it is nevertheless aware of the
benefits that cross border contacts can
have. The company exhibited at the
recent APEX exhibition partly to meet
other rental companies in Europe; the

manager.
“It is part of our ‘global’ service
as a rental company for the several
customers of ours in Italy and Spain who increasingly travel to other countries
in Europe and ask us for access equipment. In particular, we are seeing
that happen in France, the UK and Germany, but also in eastern European
countries…At the same time, our rental ‘partners’ in Europe can count on us to
provide the necessary equipment [for their customers] in Spain and Italy.”
These contacts will also stimulate trading of equipment between companies,
he says, helping to “increase efficiencies, keep fleets as young as possible and
contribute to the expansion of the so-called ‘new developing economies’ in
Eastern Europe, North Africa and the Middle East.”
That may be the long-term strategy, but Mr Giusto will also be hoping for
AI
some short-term good fortune: a mild Italian winter.
A family business
Nacanco was founded in Spain in 1982 by Gabriele Giusto, and is still 70%
owned by the family. The Italian business, established in 2001, is 63%
Giusto-owned, with a further 33% stake recently acquired by its sister
company, Nacanco Spain.
This 33% shareholding, says Stefano Giusto, demonstrates that the two
businesses are a sole entity. Further emphasising the link is the fact that
Pedro Torres, general manager of Nacanco in Spain – and a shareholder
in the company– is acting general manager of Nacanco Italy.
Gabriele Giusto stopped working full-time in 2002 but still attends
important management and board meetings. He has three sons and
a nephew currently working in Italy: Stefano is business development
manager for both Italian and Spanish businesses; Marzia is the financial
manager in Italy; Roberto is head of the quality control department; and
Antonio Olivari is commercial manager in the sales department.

23%. Equipment rental is the main
revenue earner for the group.
The group has made some
significant recent acquisitions,
including South African scaffolding

New Zealand scaffolding/formwork

Youngman launches ‘Knowledge’ scheme
Youngman has developed a one-day training course for counter
staff at rental companies and builders merchants to enable them
to provide accurate information about the use of ladders and
stepladders. The company introduced the scheme after its own
research showed widespread ignorance about the UK’s new Working
at Height regulations (WAHR), with almost 40% of counter staff at 50
contacted companies unaware of the regulations and none aware of
any time limit for working on ladders.
Ladders have come under of the new European Temporary
extensive scrutiny in the UK and Work at Height Directive (enacted
elsewhere in Europe as a result in the UK by WAHR), under which a
risk assessment is required before
working at height and the use of
ladders limited to short duration
(under 30 minutes) jobs.
John Bungay, Youngman’s
business development director,
told SI that the regulations were
resulting in a shift in interest from
ladders to access towers in the
UK; “We’re happy to sell towers
to people we used to sell ladders
to, but it is imperative that we
dispel the misconceptions [about
ladders].” The course, costing
around £95, will be run in
conjunction with training provider
Safety & Access and has the support
of the UK’s Health & Safety Executive
(HSE).
Meanwhile, Youngman said
it has reacted to the regulations
by moving away from lightweight,
consumer type access products in
favour of heavier duty, professional
DIN EN131-rated products. “We’re
taking steps to reposition the product
range”, said Mr Bungay.
The company – which had a
turnover of £40 million last year,
85% in the UK – used the Hire Show
in January to introduce several new
products, including a colour painting
option for its Boss access tower;
the Combi 100 ladder, described
as an “affordable trade-quality
combination ladder”; and the 3-Way
Ladder, a combined step ladder,
stairway ladder or extension ladder
for professional users.

Accessing history
Layher’s SpeedScaf and Allround scaffolding systems found an
unusual application when they were used to provide access to the
German Navy’s tanker Rhön during her refurbishment. Originally
designed for commercial shipping owners, Rhön joined the Navy in
1976, and was refurbished in time to celebrate her 30th birthday in
the Neue Jade shipyard, Germany.
Contractors Ostsee Gerustbau, sides of the ship, with the large
based in Horst, used the SpeedyScaf areas of the vessel amidships being
system to provide access to the quickly and easily covered, since it
almost straight 70 m (154 ft) long fitted perfectly around the curving
contours encountered at these parts
of the vessel. The roof structure,
which was positioned 36 m (80 ft)
in the air over the ship’s bridge,
was lifted into place by a floating
crane, since the dockside cranes
were unable to reach that height.
The scaffold components required
for the job were transported by
a side loading fork lift from the
quayside over a ramp and into
the floating dock where the Rhön
rested out of the water. A total of
250 t of SpeedyScaf and Allround
were transported in this way, along
with 3200 m2 of cassette roof. The
contractors then built the entire
weather- and wind-proof structure
in less than 14 days. The result was
an access solution that provided
access to every part of the outside of
the ship and protected the workforce
from the worst of the German winter
weather. The structure was so stable
that it withstood winds blowing at
117 km/h (73 mph).
Peri UP goes on stage
Peri UP stair towers and reinforced scaffold is being used in conjunction with
company’s formwork products during the construction of the new Royal Danish
Theatre venue in Kvaesthusbroen, Copenhagen.
42
The new two stage theatre, with a
total capacity of 1000 seats, being
built for the Royal Danish Theatre
in Kvaesthusbroen, Copenhagen
was designed by architects Boje
Lundgaard and Lene Tranberg and
is due for completion in 2008. The
design is the result of their entering
an international architectural
competition, with their work being
announced as being the winning
design in May 2002. As a part of
the design, the building will feature
a front façade made of copper and
glass, and cantilevers in part over
the Copenhagen harbour basin
and is supported on reinforced
concrete piles over the surface of
the harbour.
The building is being constructed
by Phil & San A.S. in a contract with
a total cost of €100 million (US$120
million). The bulk of the new theatre
is being assembled using Peri
formwork components, such as Trio
panel formwork, as well as Multiprop
towers and Multiflex slab formwork.
The Danish Peri engineers also
included the use of Peri scaffold
products in the planning.
One of the tasks Peri had to
undertake was the provision of
safe access for site personnel to
the various work areas up to 40 m
(132 ft) from the ground; UP scaffold
towers with alternating staircase
units were installed. Reinforcement
work could be carried out quickly
and safely from UP reinforcement
scaffold units that could also be
used to provide access passages
from one wall side to the other.

Intermat managing director Valérie
Queffelec operates a scissor lift during
her IPAF training.
Intermat
managers
become
operators
Intermat’s managing director recently
took time out to learn about the IPAF
training programme at an approved
training centre. Valérie Queffelec is
now the proud holder of a PAL Card
(Powered Access Licence) to use
scissor lifts.
This year’s IPAF Access Summit will focus on the theme of “Work safely at
height”. The Summit is also open to non-members and will be held on 4 April
at Whittlebury Hall, near Milton Keynes in the UK. The event will round off with
a cocktail reception (free) and dinner (at £49.95 per person, discounts for
large groups available).
The Summit features speakers who will address issues related to safety,
training, market trends and technical standards. Gil Male, IPAF technical
officer and former HSE principal specialist inspector, will analyse accident
statistics available from the HSE and discuss the ongoing revision of
standard EN280. Richard Lockwood, head of the Construction Division at
the HSE, will look at how the HSE is encouraging small business to work
safely at height. Kevin Appleton, CEO of Lavendon, will examine the market
for operator training, while Murray Pollok, Editor of AI and IRN, will look at
the size of the UK platform market.
To register for the Summit and dinner, e-mail your details to [email protected].
To book accommodation at Whittlebury Hall, call +44 (0)1327 857857 and
mention the special IPAF Summit room rate and booking reference number
10352. IPAF is organising a free shuttle from London Luton Airport to the
venue. Contact [email protected] for details.
“The training was a mixture of
theory and hands-on operation – it’s
a quick and efficient training,” said
Ms Queffelec.
Joining her on the course was
Xavier Poncin, Intermat’s sales
director, who also passed the course
with flying colours. Mr Poncin has
also worked with IPAF to draw up
safety guidelines for access industry
exhibitors and contractors at the
show. The powered access exhibition
guidelines are available at www.ipaf.

the colour and the original deep gloss finish and will last as long as the
original paint. The four steps are quick, simple and require minimum skills.

4. Spray with clear Dakota Shine
