Women of Distinction Awards
Each year, the YWCA of South Hampton Roads recognizes outstanding
women who have demonstrated leadership and who have made significant
contributions to our community through their professional activities and
volunteer efforts. Now in its 19th year, this prestigious awards program honors
women in twelve categories.
In choosing the award recipients, the selection committee takes into
consideration not only the candidates’ professional and civic achievements,
but also how closely the nominees exemplify the values and mission of the
YWCA. The winners chosen each year represent a diverse cross-section of our
community but have in common a dedication to empowering women and to
eliminating racial injustice.
This year, the annual Women of Distinction luncheon celebrates the 96th
anniversary of the YWCA of South Hampton Roads. All money raised from this
event goes to fund important programs that benefit women and children in
the South Hampton Roads community.

2007 Women of Distinction Award Recipients
Arts
Leah Wainger Waitzer
Arts Advocate
Leah Waitzer deeply believes that the arts and education are essential tools to achieve
personal, economic and cultural success. At the Chrysler Museum of Art, she is a member
of the Board of Trustees and Chair of the Trustees Collections Committee; both the
Community Gallery and Glass Galleries are named for Leah and her husband, Richard.
Leah is committed to the Virginia Symphony and the Virginia Arts Festival, and is an
active collector of American art. In 2000, Leah was named Woman of the Year by the
Judeo-Christian Outreach Center. In 2001, Leah and Richard were named the Chrysler
Museum’s Man and Woman of the Year. A graduate of Goucher College with a focus
in Child Development and Early Education, Leah tutored at the Florence Crittenton
Home and was a key player with the Virginia Beach Juvenile Court Program for 22 years.
Leah served as Board President for CASA (Court Appointed Special Advocates) and also
chaired the Governor’s Advisory Committee for the Department of Criminal Juvenile
Justice.
Business
Helen E. Dragas
President and Chief Executive Officer,
The Dragas Companies
Helen E. Dragas is nationally recognized as an advocate of affordable housing for
minorities and moderate-income households. As Owner/President of The Dragas
Companies, Helen guides the largest volume building and development company in
Hampton Roads, and was recognized in 1999 as the sole winner of the Lee Evans Award
for Business Management Excellence by the National Association of Homebuilders and
Builder Magazine. She is currently a Director of Virginia Beach Vision and the Hampton
Roads Partnership. Helen was appointed by Gov. Mark Warner to the Commonwealth
Transportation Board and currently serves on the State Council of Higher Education.
She chairs the Education Committee of the Norfolk Academy Board of Trustees, and
was a founding member of the South Hampton Roads chapter of Girls on the Run.
Environmental and planning groups throughout Hampton Roads have bestowed awards
on the Dragas Companies for their conscientious home and community developments.

Communication
Regina Paige Brayboy
Chief Operating Officer,
WHRO
Regina Brayboy serves as WHRO’s Chief Operating Officer. In this position, she oversees
all daily operations, including administration, finance, radio and television services,
human resources, development and education at Hampton Road’s only public
telecommunications station. A graduate of Rappahannock Community College,
Christopher Newport University, and Old Dominion University (magna cum laude),
Regina also completed the federal Presidential Management Intern Program and the
Virginia Certified Planning Commissioners Program. She serves on numerous boards,
including CIVIC Leadership Institute, SunTrust Bank, Virginia International Terminals,
the Hampton Arts Foundation, Riverside Behavioral Health Center and the National
Association of State Boards of Accountancy’s Communications Committee. This year, as
one of only eight national winners, Regina has been awarded a prestigious McCormick
Tribune Fellowship in media management.
Education
Nancy A. Bagranoff
Dean, College of Business and Public
Administration, Old Dominion University
Nancy A. Bagranoff is a leader in the national and local business community, and at Old
Dominion University where she serves as Dean of the College of Business and Public
Administration. At ODU, Nancy oversees 3,200 students and 120 full and part-time faculty,
eight undergraduate degrees, seven masters and two PhDs, and outreach programs
such as the Economics Club and the Executive-in-Residence speaker’s series. A graduate
of Briarcliff College, Ohio State, Syracuse, and George Washington Universities, Nancy
chaired the Accounting department at American University, and a graduate program at
Miami University before joining ODU in 2003. A prolific writer, Nancy has been published
in over 80 professional journals and text-books. She has made conference presentations
across the United States and as far away as Australia. Nancy sits on dozens of local
and national Boards and has received many honors, including the Women in Business
Achievement Award and induction into Omicron Delta Kappa, 2006.

Finance
Elizabeth A. “Betsy” Duke
Senior Executive Vice President & Chief
Operating Officer, Towne Bank
Elizabeth (Betsy) Duke received national attention when she became the first woman
Chair of the American Banker’s Association (2004/5). Betsy holds degrees from UNC
Chapel Hill (BFA), Old Dominion University (MBA), the Stonier Graduate School of Banking,
Graduate School of Bank Investments and the National School of Bank Investments. She
served as Executive Vice President at SouthTrust Bank, V.B. and was President and CEO
of the Bank of Tidewater before it was purchased by SouthTrust. Other positions include
President of the Virginia Bankers Association and Director of the Federal Reserve Bank
of Richmond. Volunteer contributions include the Board of Hampton Roads Partnership,
ODU Foundation, the Economics Club of Hampton Roads and the Virginia Council on
Economic Education. Betsy has been honored as an Outstanding Professional Woman
of Hampton Roads, US Banker’s 25 Women to Watch, Inside Business and the Colgate
Darden Scouter of the Year Award.
Government
Patricia Chilton Biegler
Director of Public Works,
City of Chesapeake
Patricia C. Biegler has been responsible for civil engineering and environmental programs
from Berlin, Germany to Chesapeake, Virginia, with a dozen locations in-between. Patricia
graduated from the Universities of Southern California and South Florida, the Command
General Staff College, and the Army Management Staff College. As the Army’s first
woman Director of Public Works, she served 20 years with the U.S. Military, supervising
up to 380 people with budgets as large as one billion dollars. Fluent in German, Patricia
oversaw many engineering projects in Europe. In addition to her responsibilities in
Chesapeake, she was the Deputy Director of Public Works for Engineering, Fort Bliss,
TX. Patricia is President of the Marine Corp League Auxiliary, and a champion for “Our
House”, a South Norfolk homeless shelter. Patricia has been recognized as one of the
nation’s top 10 Federal engineers by the Society of Professional Engineers and as one of
the top 10 Public Works officials in the U.S. in 2002.

Law
Kamala Hallgren Lannetti
Deputy City Attorney,
City of Virginia Beach
Kamala Hallgren Lannetti has dedicated her legal career and civic contributions to public
service. Graduating from the University of Hawaii (BA) and ODU (MPA), Kami holds a
Juris Doctor degree from The American University in Washington, D. C. Now serving as
Deputy City Attorney in Virginia Beach, Kami is responsible for all legal issues for the
Commonwealth’s second largest school division, and is the first woman to serve as lead
counsel for the V.B. School Board. Previously, Kami served as Assistant City Attorney in
Norfolk, as Law Clerk for the Hon. J. Calvitt Clarke, and has been an adjunct professor
at ODU. She has led the Norfolk Special Olympics for 13 years and is on the Board of
Directors of Special Olympics Virginia. Kami has been a certified Foster Parent for 10
years. She is involved with the NEST program and is a Board member at Larchmont
United Methodist Church. Her many awards include the Walter E. Hoffman Community
Service Award, the 2000 Jefferson Award and the 2003 Special Olympics Volunteer of
the Year Award.
Medicine
Theresa Waters Whibley, MD
OB/GYN,
Woman Care Centers, PLC
Theresa W. Whibley is an obstetrician and gynecologist in private practice at Woman Care
Centers in Norfolk. In addition to her commitment to women’s health, Terry cares deeply
for her community and served on the Norfolk School Board for six years, including four
as Chair. During her tenure with Norfolk Public Schools, Terry received the Broad Prize
for Urban Education and established the Norfolk Public Schools Foundation. Terry was a
Board member for the ACCESS Scholarship Foundation and the Tidewater Community
College Foundation. She was Chair of the Women’s Center Advisory Committee and
of the Downtown Circle of the Children’s Hospital of the King’s Daughters. In 2006, Terry
was elected to represent Ward II during the Norfolk City Council restructuring and first
citywide mayoral election. Terry is a graduate of the College of William and Mary, Old
Dominion University, Eastern Virginia Medical School, the Jones Institute of Reproductive
Medicine and EVMS Graduate School of Medicine.

Military
Commander Kathleen B. Daniels

U.S. Navy
CDR Kathleen B. Daniels has served her country faithfully for 20 years and has been
involved in the Hampton Roads community since 1989. Prior to her current position,
she served as the Executive Officer of the Naval Support Activity Norfolk and Deputy
Program Manager for Support Services, Mid-Atlantic Region. In this position she was
second in command of three bases, 3,000 people and five major programs including
Family Advocacy, Morale, and Welfare. Kathleen coordinated these programs with
the Hampton Roads Task Force on Domestic Violence and a Fleet and Family Service
program to assist expectant Navy mothers. She is a Samaritan House board member,
coordinates Navy volunteers for Habitat for Humanity projects, and is involved with a
dozen community organizations such as the Dwelling Place. A graduate of the U.S. Naval
Academy and the Naval Post Graduate School, Monterey, Kathleen has earned the Navy
Achievement Medal, Commendation Medal and the Meritorious Service Medal.
Non-Profit
Thaler McCormick
Executive Director,
ForKids, inc.
Thaler McCormick has successfully transitioned ForKids, inc. from a small emergency
shelter into a nationally recognized agency in support of homeless women and
children. Each year, 85% of families exiting ForKids, inc. find stable housing; more than
1,300 families have benefited from Thaler’s leadership and compassion. ForKids, inc. has
received numerous awards in recent years, including the Bank of America Neighborhood
Builder Award, Program of the Year from VOLUNTEER Hampton Roads, and the Virginia
Housing Award. Thaler currently serves as President of both Virginia Coalition to End
Homelessness and the Norfolk Homeless Consortium. She is a leader in state and local
commissions to end homelessness; “Elizabeth’s Place” on West 38th St., Norfolk, is an
inspiring example of her accomplishments. A graduate of Regents College, London/
Miami International Program, Miami University, OH, and UVA, Thaler was recently
honored with the INSIDE BUSINESS Women in Business Achievement Award.

Science/Technology
Susan Misle Fincke
Director, STEM Pioneer Project
Tidewater Community College
Susan Misle Fincke leads the STEM (Science, Technology, Engineering, Mathematics)
Pioneer Project at Tidewater Community College. Begun in 2004, with a five-year
$608,000 grant from the National Science Foundation, the program addresses the needs
of female students pursuing careers in the sciences who plan to transfer to four-year
institutions. Because many of these women are first generation students, Susan has
organized numerous workshops to ensure that faculty and student expectations are
coordinated and productive. Susan holds degrees from UNC Chapel Hill (BA) and Old
Dominion University (MSU) with additional studies at Norfolk State University. She has
worked in administration and/or development at Thomas Nelson Community College,
the Women’s Center at ODU and the Colonial Coast Girl Scouts. Susan is involved with
numerous community organizations and has been twice elected as president of the
local chapter of the National Organization for Women.
Volunteerism
Elsie M. Barnes
Vice President for Academic Affairs
and Professor of Political Science,
Norfolk State University
Dr. Elsie M. Barnes is a graduate of N.C.A&T State University, Indiana University, and
Lehigh University, where she earned her Doctor of Arts in Government. She has served
Norfolk State University since 1973 as a professor, administrator, and department head,
Dean of the School of Social Sciences, Dean of the School of Liberal Arts, and for the
past four years as Vice President for Academic Affairs. Elsie currently contributes to the
Jamestown 2007 Celebration Committee for the City of Virginia Beach, State Council
for Higher Education for Virginia, and the Virginia Institute of Government Advisory
Committee. An elected Virginia Beach School Board member from 1994-96, Elsie has
consistently contributed to organizations dedicated to overcoming racism and violence
such as the Commonwealth of Virginia Board of Correctional Education and the Bayside
Violence Task Force. Elsie’s many honors include the NSU Roy A. Woods Outstanding
Teacher Award and the Alpha Kappa Alpha Sorority Trailblazer Award in 2001.

Justin McNeil is a senior honor student at Oscar Smith High School and will be attending
Virginia Commonwealth University next fall. He plans to study business and marketing.
Talented in music and active in extra curricular activities, Justin also works part time at a
car dealership. For winning this year’s YWCA essay contest entitled “Everyday Bigotry…
What is My Response,” Justin was awarded a check toward his college studies from
Harbor Group International. Congratulations also to Justin’s parents, Joyce and Terry
McPherson for raising such a thoughtful and inspiring son.
Mary Helen Thomas
Racial Justice Award
The Mary Helen Thomas Racial Justice Award is bestowed by the YWCA Board of Directors
to an individual who has made a significant contribution toward the elimination of
racism in South Hampton Roads.
Mary Helen Thomas was instrumental in the 1960’s in helping to break down the
barriers of segregation in our community. Through her hard work and dedication,
swimming programs and public pools were opened to children of all races. This award
was established in 1987 in her honor.

Annie White-Guertin
Executive Director,
Portsmouth Area Resources Coalition, Inc.
(PARC)
Annie White-Guertin became Executive Director of PARC in 1995, leading the agency to
fulfill its mission of “promoting self-sufficiency by uniting community resources to meet
basic human needs.” In addition to assisting the homeless, PARC also serves as a point
of coordination with many other social service organizations and over 80 churches.
Services range from providing immediate needs such as food and rent to the transitional
housing opportunities of the Supportive Family Living Program and SUTR (Step Up to
Responsibility). Annie was instrumental in organizing SABRE, which provides permanent
supportive housing for single disabled adults, and the Portsmouth Homeless Advisory
Consortium. A frequent participant in local, state, and national conferences dealing with
homelessness, Annie serves as secretary of the Downtown Portsmouth Kiwanis, and is
involved with United Way. In 2005, she was honored by Girls Inc. Center for Youth with a
Strong, Smart and Bold Women award.
