Malaking karangalan para sa akin ang maging Punong Barangay. Alam nating lahat na ang tungkulin ito ay may kahirapang gampanan, subalit sa lubos na pagtitiwala at paghingi ng tulong sa Panginoon, alam kong lahat ng ito ay aking makakaya at maisasakatuparan. Bagaman at ang Barangay HABINGAN ay may kalayuan sa kabayanan, ang lahat ng mga pangkaunlaran gawain ay patuloy na makararating sa aming mga kabarangay, sapagkat ang bumubuo ng Sangguniang Barangay ng Habingan Atimonan, Quezon sa aking pamumuno ay nagmamalasakit at hindi nagpapabaya sa aming mga tungkulin. Nais ko ring ipaabot ang aking taos-pusong pasasalamat sa lahat ng namumuno sa Bayan ng Atimonan sa walang sawa nilang pagtulong at pagsuporta sa aming barangay at ganon din sa Pamahalaang Probinsyal at Nasyonal. Dalangin ko rin na sana, ang mga mamamayan sa aming Barangay at sa buong Bayan ng Atimonan ay malayo sa panganib at karamdaman at lahat ay magkaisa upang sama-samang matupad ang mga pangarap na mapaunlad ang Barangay HABINGAN. Ang magbigay ng konkreto at angkop na mga datos ang layunin ng Socio-Economic Profile ng mga Barangay. Ito rin ang magsisilbing matibay na batayan upang mabalangkas ng Pamahalaang Bayan ang mga programang pangkaunlaran na ang mamamayan ang higit na makikinabang. Ang ating mamamayan ang salamin ng kaunlaran ng bayan kaya ang progreso ng apatnapu’t dalawang barangay ay pinapahalagahan ng Lokal na Pamahalaan ng Atimonan. Ang Socio-economic Profile ang testimonya na patuloy ang pag-unlad ng ating bayan. Sama-samang magsimula, Walang Maiiwan sa pag-unlad ng ATIMONAN! JOEL M. VERGAÑO Punumbayan KATANGIAN AT INTERPRETASYON SA OPISYAL NA LOGO NG BARANGAY Ang opisyal na sagisag (logo) ay binubuo ng dalawang hugis bilog, isa(1) sa loob at isa sa labas. Ang espasyo sa gitna ng dalawang (2) hugis bilog ay nakasulat ang mga sumusunod: BARANGAY INACLAGAN – pangalan ng barangay at nakalagay sa itaas na bahagi ng bilog. ATIMONAN, QUEZON – pangalan ng bayan at probinsyang nakaksakop sa barangay sa ibabang bahagi ng hugis bilog. Ang gitnang bahagi ng nasa loob ng bilog ang mga sumasagisag sa pagkakakilanlan ng barangay ay ang mga sumusunod: SINAG NG ARAW nagsisilbing orasan ng mga mamamayan ng Inaclagan simula sa pag-ultaw, pagtingkad at hanggang sa paglubog ang siyang tinitingnan upang maging gabay nila o palatandaan para sa panibagong araw na kanilang tatahakin. IBON nagsisilbing libangan nila o pangtanggal pagod dahil sa bawat paghuni nito ay isang kasiyahan at kahalagahan ang kanilang nararamdaman PALAYAN sumisimbolo sa pangunahing hanapbuhay ng mga mamamayan ng Barangay Inaclagan KALABAW nagsisilbing gamit nila para sa kabuhayan TAO sumisimbolo sa pagiging masipag at may pagkakaisa ang mamamayan ng Barangay Inaclagan MANGGA sumisimbolo sa pangunahing produkto ng Barangay Inaclagan. VISION Isang pamayanag may pagkakaisa, pag-ibig at paggalang sa Diyos tungo sa payapa at malinis at maunlad na pamumuhay ng mga mamamayan ngayon at sa susunod pang mga taon. MISSION Bumuo ng pagkakaisa at nagtutulungan sambayanan para sa pagkakaroon ng matatag na pamayanan, maunlad na ekonomiya at maayos na kapaligiran. 1. HISTORICAL BACKGROUND KASAYSAYAN NG BARANGAY HABINGAN May mga kasaysayan o alamat ng isang pook na ang pangalan ay nagmula sa ngalan ng bulaklak, hayop, tao at iba pa. Ang Barangay Habingan ay tototong kakakiba sa lahat. Noong araw na panahon pa ng mga Kastila tulad ng iba’t ibang pook o lunan ang Barangay Habingan ay wala pang pangalan. Nang dumating ang mga Kastila sa ating bayan ay nabigyan ng pangalan ang lugar na ito. Sang-ayon sa isang luma at matanda ngunit makasaysayang pangyayari may isang Kastila na mahilig mamasyal sa iba’t ibang dako dito sa ating kapuluan. Sa di kawasa ang Kastilang ito ay naligaw sa isang pook na may mababang bundok na nakatabing sa karagatan. Siya ay namangha sa naturang bundok. Sa kanyang patuloy na paglalakad siya ay nakasalubong ng mga tao na nangangaso sa kagubatan. Ang mga tao’y nagulat ng makita nila ang kakaibang anyo ng taong ito na may pambihirang taas, kulay at kasuotan. Ang Kastila naman ay biglang nagtanong sa banyagang wika ng ganito – “Anong pangalan ng mahabang bundok na ito?” Subalit hindi nila maintindihan karakara ang sinabi ng kausap na kastila. Datapwa’t sa kilos at pagkumpas-kumpas naunawaan din nila ang gustong ipahiwatig ng dayuhan. Sapagka’t wala ring alam na tiyak na pangalan ang mga taong napagtanungan kaya nasabi nila ang naturang bundok ay naka-tabing o naha-habing sa hangin na nagmumula sa dagat. Ito ay pautal-utal at paulit-ulit na sinambit ng dayuhan na napapangiti at napapatawa sa kanyang narinig na akala niya ay siyang pangalan ng bundok na yaon. HA, HA, HAY BINGAN o HABINGAN. At dito nagmula ang pangalan ng Barangay Habingan. 2. PHYSICAL CHARACTERISTICS Barangay Habingan is one of the inner Barangay of Atimonan, located at about 8 kilometers away from the town’s poblacion. It is 5 kilometers away from the Maharlika Highway, bounded on the north by Barangay Malusak, on the South by Barangay Lumutan, on the East by Barangay Lakip and on the west by Barangay Buhangin. It has a total land area of 691.7198 hectares per record of the Municipal Assessors Office composed of three Sitios; Sitio Ibaba, Sitio Ilaya and Sitio Sulok. Topography of the barangay is mostly hilly to plain. Almost 73 % of the land is Agricultural. SOCIO-ECONOMIC SECTOR RHU Survey of population 2014, showed that Barangay Habingan had a population of 242 with a computed population growth rate of 0.88%. There are more male than female, with age distribution revealing 66.53% of the total population belongs to ages 10-59 years old; 24.38% under 1 year old to 9 years old and 9.09% belonging to 60 years old and above. This shows that Barangay Habingan working population is less than the dependent population. School going population (pre-school, elementary, secondary and college) is computed at 40.50% of the total population and the most common religion is Roman Catholic and Iglesia ni Cristo. 3.1 DEMOGRAPHY 3.1.1. GENERAL ECONOMIC PROFILE 73% or 138 hectares area of the barangay is devoted to agriculture. Major crops are rice, copra. There is no existing irrigation system that contributed to the limited production of farm products. Some of the populace are leaned to poultry production for additional source of income.
