Children’s Home & Aid Society provides early childhood education and child care in Schaumburg, Palatine,
Carpentersville, Bloomington, and Head Start and Early Head Start programs in Humboldt Park and Englewood.
Helen had her job cut out for her. It was going to be pretty tough. She
had no family close by to watch her boys. She had never left them with
anyone else before, and didn’t feel comfortable leaving them at any
of the child care centers she had already visited. Coping with the
aftermath of a divorce, finding someone to care for her boys who were
1, 2, and 9 years old, and finding a job so she could make ends meet
created an overwhelming and frightening situation.
It became less so when she was able to enroll her two younger boys
at Children’s Home & Aid Society’s child care center in Palatine. The
staff was very helpful and gave her hope that things would work out.
She found a job as a hostess in a restaurant and goes to work without
worrying about her children. She feels that the children are receiving
good meals at the center, and that they are loved and well cared for.
For Helen, the subsidized child care has helped her financial situation.
But she feels that the staff at the center have been the biggest help of
all. She feels that the children could not be at a better place. The staff
noticed a speech delay in her youngest child, and arranged for the
child to receive therapy at the center while Helen was at work. The
convenient arrangement was an enormous help to Helen. Although
it’s a 50 minute drive to the center from her home, Helen feels the
service is worth it.

During Bryan’s early years, Tiwana noticed that her adopted son was
rarely affectionate and kept to himself. At age five, Bryan was diagnosed
with attention deficit disorder and hyperactivity. Medications were
prescribed and Tiwana began taking him to weekly therapy sessions.
Although the medication and therapy helped for awhile, Bryan’s behavior
started to change for the worse. He became violent and aggressive,
and was always fighting and out of control. Tiwana consulted countless
therapists and psychiatrists to help her son, but nothing worked, not
even repeated hospitalizations. “I didn’t know what to do,” she said.
When Tiwana got Bryan admitted to our Rice Child & Family Center in
Evanston, she began to see a light at the end of the tunnel. Bryan was
happy to be there. The structured environment, his mentors, the staff,
and teachers gave him the inspiration and encouragement to do well. He
learned to handle responsibility and the importance of sportsmanship.
With the staff’s help, Bryan said he “cleaned up” his act in one year and
moved on to “Independence,” a stage in the Circle of Courage philosophy
based on the Native American values of belonging, mastery, independence, and generosity. Each value that Bryan learned was a measure
and celebration of his growth and progress.
Tiwana also participated in therapy sessions and learned not to take
everything to heart, and that it was okay to say no. As a single adoptive
parent, she had to be firm and show that she was in charge. Their
relationship improved and grew stronger as they began to appreciate
and understand each other more.
Bryan worked hard and made considerable progress, so much so,
that he graduated eighth grade from the local public school. He is now
back home and attends John Hope College Preparatory High School in
Chicago. He is a member of the high school debate team and Teenage
Republicans, where he enjoys working on election campaigns and
helping charitable causes. He is active in sports and placed second
in the shot put.
Bryan credits the staff and his teachers at Rice for helping him to turn
his life around. He visits the center often, and likes to keep in touch with
the people that made such a profound impact on him.

“These children have been the lights of our lives...No words can express
our thanks to you for your kind gifts of our two children,” wrote Ted and
Nora Wayne in a letter to Children’s Home & Aid Society. They adopted
Penny in 1943 and Michael in 1946, and both now have families and
grandchildren of their own.
Penny and Mike speak lovingly of their parents. “We couldn’t have
asked for better,” said Penny. Taunted as a child because she was
adopted, Penny put a quick end to the teasing when she told the
other kids “Your parents didn’t choose you, and mine did! They took
me right off the shelf!”
“Our parents are our champions and rescuers,” said Mike. “You can think
of different scenarios that might have been played out if our parents
hadn’t voluntarily done what they had done...Why was I put up for
adoption? Well, I was rescued from a situation that wasn’t working
somehow…maybe because of the war years. I think of it as a rescue.”
The Waynes speak glowingly of their son and daughter, and have
provided them with many cherished childhood memories. “We were
so conscientious caring for them, because we felt that we owed them
a lot,” said Nora. “We have always loved them as if they were our very
own,” added Ted. “The reason we are as well off as we are is because
of these two children.” Ted and Nora recently celebrated their 91st
birthdays.
Today, Ted and Nora have 9 grandchildren and 17 great grandchildren.
Nora says that they are all wonderful children and that everyone gets
along. “We don’t want to sound like the perfect family, but you know
what? We really are!” said Penny.
Children’s Home & Aid Society is gratified to have played a role in
bringing these extraordinay people together. Their story is a genuine
account of what love and giving can create.

and Opportunity
Guiding children
and families to realize
their full potential.
A charitable agency experiences many highs and lows in its day to day operation.
There are the terrific highs of finding the perfect family for a child that has
experienced deprivation and abuse. A child that overcomes developmental
delays. An infant that survives the clinging tremors of drugs and alcohol.
The lows come when we as an agency cannot provide all the services that
are needed. When an exceptional child care worker must be let go. When
a program that helps young people must end. When we cannot afford to
reward excellence.
We rejoice in the highs and celebrate the children, families, and staff that
surmount adversity to achieve their goals.
We battle the lows, the constant search for funding, the rigors of financial
constraint, and the knowledge that there are waiting children, teen moms,
troubled youth, and families that depend on our services.
World events during the last two years have affected all of us individually
and in the work we do. Revenue losses appear in many portfolios causing
economic hardship for many.
Despite these lows, there is no question that our work will endure. Your
continued support is vital to this end. We value and acknowledge the work
and generosity of all those listed in this report. We commend all of our volunteers
and staff, who are deeply devoted in their service to children and families. We
are resoundingly committed to being a source of help, a beacon of hope, and
an agent of opportunity for our children and their families.

Letter
The mission of Children’s Home & Aid Society of Illinois is to give children help,
hope and opportunity. It is an inspiring and important mission.
We know that children and families can find themselves in terrible circumstances – circumstances that threaten their well-being and destroy their hope
for a better future. These need not be permanent conditions. The solution is
skilled and caring intervention, which is exactly what we provide to thousands
of Illinois children and families each year.
Through our work, children and families find solutions and relief. Our help is what
generates new-found hope. Every day we do the work that reverses these
circumstances – and as conditions improve, children and families are better
able to take advantage of opportunities that previously seemed out of reach.
When you support Children’s Home & Aid Society of Illinois, you are taking
direct action to protect children, keep them safe, help them learn, and
improve their quality of life now and for the future. Every day hundreds of
skilled and dedicated CHASI staff and volunteers across the state work to help
children and families overcome the challenges of poverty, abuse, and neglect.
Our many counseling programs help children stay out of trouble, improve
classroom performance, and keep children from entering the juvenile justice
system. Programs for pregnant teens and single moms facing unplanned
pregnancies provide parenting education and reduce the potential for abuse
and neglect of the child.
Early childhood education gives children and their parents learning opportunities and quality affordable child care. Early Head Start, Head Start, child and
family centers, and child care referral services give parents peace of mind and
enable them to work full-time, further their own education, and learn the
importance of stimulating and exercising a child’s mind.
For children removed from the care of their parents because of abuse and
neglect, our foster care staff place the children with caring foster families that
are supportive and offer a structured and stable environment.
We strive to reunite children with their families. If that is not possible, our staff
is dedicated to finding loving and permanent homes for the children through
our adoption programs helping to create families for children of all ages.

In order to help parents retain custody of their children, intense counseling
and rehabilitative services help to keep families together by strengthening and
stabilizing family relationships so that children can remain in the home and
avoid becoming wards of the state. A crisis nursery is available to care for
children whose families are facing emergency situations.
For children with serious mental health, emotional, and behavioral problems,
our Rice Child & Family Center provides 24 hour therapeutic care. A transitional
living program helps young adults leaving foster care adjust to living on their
own whether they are continuing their education or employed full-time.
This work is supported by a network of trustees, auxiliaries, volunteers, legislators, foundations, and companies who understand the vital nature of our
work and worthiness of our mission.
This year I am asking you to extend and strengthen that network by reaching
out to invite other people like yourself to our mission; to volunteer, to participate in
our events, to be an advocate for children and families, or to multiply our efforts
through your company or foundation. You can make this effort knowing it will
have a direct and positive impact on children, now and in the future.
Our staff, foster families, volunteers, and board members join with me in
thanking you for sustaining Children’s Home & Aid Society during this challenging time.

President’s
Message
Every child and every family is unique and valuable. In this report we have
featured just a few of the tens of thousands of families that we serve each
year. There is an endless variety in their lives, but every family we serve has
found themselves in trouble, with overwhelming problems and urgent needs.
Children’s Home & Aid Society works hard every day to provide help, hope
and opportunity by removing the mountain of obstacles that stand in the way
of a better life for children. We are much more than advocates. Our people are
active participants. 24 hours a day, every day of the year, we use our knowledge and skill to take on the trials and tribulations that discourage and thwart
our children and their families.
It might take the form of completing an adoption, healing the trauma of
violence or addiction, stabilizing a distressed family, helping a foster child
graduate, teaching a child how to share, or simply keeping a child safe – there
are so many ways that we are making a difference for children each and
every day.
This mission requires significant resources. That means that the economic
situation of individuals, companies and foundations, and government can
have a very direct impact on our own situation. This past year, the economic
downturn has resulted in the evaporation of precious resources – resources
that had long sustained our programs. It called for commitment, skill, creativity,
and will to succeed.
Our financial statement reflects a significant loss during fiscal year 2003. The
loss was largely due to operating certain programs even though they lacked
sufficient funding. To counteract the downward trend, the trustees and staff
engaged in a deep examination of our mission, our commitments, and our
strengths to determine which programs could be sustained and which ones
would need to be scaled back, transitioned to other community partners, or
closed entirely.
The demand and stress of these decisions – and the resulting work – challenged
CHASI in a way that went to the core of our values. Yet by making these difficult
decisions on programs, and reducing expenses, we put ourselves in a much
more improved situation for future years. In fact, our results in the new fiscal
year have been strong, positive, and healthy.
Across Illinois, we continue to provide quality care and service to more than
33,000 children and families through a wide range of adoption, foster care,
counseling, early childhood education, and family support programs.

At the same time we were tailoring the Society to fit the available resources,
we were expanding our reach to needy children by taking advantage of newly
funded opportunities. This year CHASI introduced several new important
initiatives which reflect the direction set in “Vision 2010,” our long-term strategic plan. Our successes included:
Launching our first Community School partnership with Chase Elementary
School in Chicago’s west side funded through the Chicago Campaign for
Community Schools and the 21st Century Learning grant.
The expansion of foster care services in the Rockford community and intact
family services in the Northwest Suburban community to specifically serve the
growing Hispanic population.
The enhancement of services in early childhood education at Tom Thumb
Community Child Care Center (Carpentersville) and Scott Early Childhood
Center (Bloomington) through an Illinois State Board of Education grant initiative.
The expansion of services at the Bloomington Family Visit Center serving families
affected by domestic violence through a Department of Justice grant, noting
that this is an innovative and model program, and one of the first in the country.
The creation of a parenting support project to help grandparents who are raising
their grandchildren through our Southern Region Parents Care & Share program
with a grant from the Area Agency on Aging of Southwestern Illinois.
The expansion of youth services through our Unified Delinquency Intervention
Services program to provide consultation and technical assistance to Southern
Region area schools.
We continue to reach out to old and new friends and supporters – asking them
to join with us and to invest greater resources in our mission. It is inspiring that
so many respond so generously. For over 120 years, we have heeded the call
of children for help—and our boys and girls are safe, thriving, and successful
because of your generous and steadfast support. Thank you.
