In order to enhance economic and social development, the Ministry of Economy of the Central Bosnia Canton has determined several priority areas of action and intervention. The development of tourism and the tourism offer are highly positioned on the list of priorities. Recognising the tourism potential of Travnik Municipality and Vlašić Mt., the Ministry of Economy of the Central Bosnia Canton wishes to promote Travnik Municipality, Vlašić Mt., and the mountain resort into an attractive tourism destination as one of the driving forces of economic development in this region. It is important to note that, thanks to its geostrategic position and natural resources, Travnik Municipality has developed into a recognisable cultural-historic centre, which complements its tourism potential with the natural diversity of Vlašić Mt., where winter tourism is the most developed and which possesses the most prominent potentials and attracts the interest of the majority of tourists. However, despite the presence of numerous attractions, the current tourism offer of Vlašić Mt. and Travnik Municipality does not meet all the tourism potentials of this area, due to insufficient development of tourism infrastructure and suprastructure, and the lack of a well-conceived tourism product as a whole, which represent the basis for further tourism development and a high quality tourist experience in the area. Based on the aforementioned, following the best international practice in drafting strategic tourism development documents, the Ministry of Economy of the Central Bosnia Canton has, in cooperation with Travnik Municipality, developed the Master Plan of Tourism Development in Vlašić and Travnik Municipality with 3D visualisation, in an attempt to ensure long-term sustainable tourism development, improve the tourism infrastructure and supra-structure, as well as to create new tourism products. The Master Plan contains all the strategic and operative guidelines for tourism development in this area, and connects the use of the space with the concept of tourism and economic development in general. The consultant for the preparation of the Master Plan was a consortium consisting of: Enova d.o.o. Sarajevo, Institute for Tourism Zagreb and Bosna-S d.o.o. Sarajevo. Given the scope of the Master Plan, this promotional brochure was prepared in a short and concise form, as a short version of the Master Plan, enriched with exclusive photos of Vlašić and Travnik. Sedžad Milanović, Minister of Economy of the Central Bosnia Canton Foreword Ministry of Economy of the Central Bosnia Canton Brochure - Vlašić Tourism Development Master Plan Physical and geographic characteristics of Vlašić Geographic position of Vlašić Vlašić Mountain is located in the central part of Bosnia and Herzegovina. It is located in the Central Bosnia Canton in the northern part of Travnik Municipality. The Vlašić area totals 131 km2, which represents ¼ (24.75%) of the Travnik Municipality territory. The summit of Vlašić Mt. is 1943 metres above sea level, while Vlašić Plateau is at 1300 metres above sea level. According to geographic coordinates, Vlašić Mt. is located on 44o 14’ N and 17o 40’ E. The northern border of Vlašić extends identically to the municipal boundary, with a southward deviation at the territory of Krike settlement, while the eastern border is defined from north to south by cadastral boundaries of settlements Šišava and Paklarevo, by the eastern end of the formation of Paklarska stijena, Brajkovica and Kajabaša plateaus. The southern boundary extends from west to east and is defined by the regional road Vitovlje – Turbe, by northern edges of the building regions of settlements Šešići, Đelilovac – Vlajsovići, Podkraj, Sečevo – Škulji – Đaci, Paklarevo, Ovčarevo, by local roads between those settlements, and by Oraški Kik ridge to Kajabaša summit. Geo-communication position of Vlašić Given its central position, Vlašić Mt. represents an important intersection of traffic routes. Vlašić Mt. is equally distant from the sea as well as from larger continental cities of neighbouring countries: Zagreb 380 km, Split 230 km, Belgrade 400 km, as well as larger regional centres within Bosnia and Herzegovina: Banja Luka 180 km, Sarajevo 120 km, and Mostar 200 km, while it is 28 km away from the City of Travnik. Moreover, the regional road R413: Travnik – Skender Vakuf – Banja Luka, leads across Vlašić Mt. The geo-communication position of Vlašić can be estimated as very favourable compared to the existing traffic matrix, and it is especially favourable when compared to the potential for improvement – the redesign of regional and local travel routes. Regional roads enable two-way and dual ring access to urban centres of Travnik and Turbe, and, at the same time, they represent a direct link with the main road M5, part of the European route. This means that the Vlašić territory is a favourable destination for Sarajevo (M17), Zagreb (M5, M16), and Split (M16). On the other hand, across Vitovlje, the regional road R413 enables access from Banja Luka, Zagreb, etc. Road communication with Sarajevo is realised via motorway and the main road. The construction of a two-lane expressway is planned which will make the travel time from Sarajevo to Travnik and Vlašić one hour. The proximity of the Sarajevo Airport enables the air communication of Vlašić with global centres. Physical and geographic characteristics of Vlašić Ministry of Economy of the Central Bosnia Canton Brochure - Vlašić Tourism Development Master Plan Geomorphological characteristics and hypsometric structure of Vlašić Geomorphological diversity, a great variety of slopes with northern exposure, and a rich variety of slopes (from under 20% to over 40%), represent the basis for determining the suitability of Vlašić for allocating a larger number of terrain adapted and equipped for different categories and types of skiing. The central plateau is represented by slightly undulated terrain around Vitovlje settlement as well as between Mudrike and Šišava (Babanovac) settlements. The high plateau is represented by numerous peaks above 1600 m (Paljenik 1943 m, Pavo 1817 m, Čavo 1807 m, Crni Vrh 1732 m, and further to east in extended scope Vlašićka Gromila 1919 m, Kapak 1752 m, Grčaj 1713 m and other). Southern peripheral formation, with Galica Mt on southwest and south, represents a high front with a series of peaks over 1600 m. The western half of Galica, titled Knežnica, is especially articulated. Its parts descend: northwards (Kragulj above Mudrika and Visovi), and merge with Galica and end with slope Gora at the eastern end near Harambašina voda, westwards slopes above Gostilja and Jusića Šlag; southwards in the form of steep slopes and spurs Sažičke Strane, Lukića Kosa, Kaurinova Kosa, and a unique formation Paklarske stijene, as rugged and impressive curtain, appears at the far southeast part of Galica, i.e. south from central high plateau. Forests and pastures with katuni (temporary settlements for livestock grazing on the mountains) alternately extend between Knežica and Galica. Northern peripheral formation, with slopes, which descend towards the right side of the watercourse of the Ugar River, intermittently steep, canyon-like, dredged, and only at several places with accessible enlargement along the coast, mostly where tributary Islamov potok, stream Ugrić, stream Tamara, and stream Pljačkovac pour into the Ugar River. Formations of these slopes are arranged from west to east as follows: Omarak, Tamara, Rustovi, Kruševo, Zbijeg, Solila, Oriške strane and Orlovača. Above are Sažičko Polje, Katunišće and Ravna Planina. Larger slopes on the western bank of the Ugar River are Markovac, Zečija kosa and Stojanovac. They are upstream from Čatić, i.e. east from stream Markovac, and between are streams Markovac, Sustinovački potok, stream Vranjevac, and stream Šantić. Physical and geographic characteristics of Vlašić 11 Ministry of Economy of the Central Bosnia Canton Brochure - Vlašić Tourism Development Master Plan Hydrographic characteristics of Vlašić Mt Central, northern, and western parts of Vlašić belong to the upper basin of the Ugar River, which pours into the Vrbas River downstream from Jajce. Southern part of Vlašić (an area of over 30 km2) belongs to the Lašva River basin. A small part, at the far east (over 10 km2 of area), drains into the Bila River and further into the Lašva River. Accordingly, these parts of the area of Vlašić plateau belong to the Bosna River basin. Further hierarchical sequence of belonging to basin areas, across the rivers Vrbas and Bosna, are the rivers Sava, Danube, and finally the Black Sea Basin. Since the Vlašić plateau is a karst area, it is scarce in surface waters. The only constant surface watercourse is the Ugar River (with right tributaries of stream Ugrić and stream Pljačkovac and left stream Lužnica and Dedića potok), which takes the surface waters into the Vrbas River basin. The Ugar River springs at the far northeast in the form of several small springs at between 1580 – 1600 metres above sea level and one larger spring at about 1.5 km downstream along the Ugar River at 1327 metres above sea level. Down the stream, the Ugar River falls steeply and enters a deep pass between Imljan and Pougarje running through it all the way to the mouth of the Vrbas River. Along the spring of the Ugar River, the Vrbanja River spring zone is located at the north, while springs of two larger tributaries of the Bila River are located at the east. Apart from the aforementioned larger spring of the Ugar River, the covered territory includes several smaller springs: spring Duga, spring Ugar, spring Ugrić, spring Santić, spring Koritovac, spring Mrakića and Jaz, spring Biljke and Studenac, spring Pašinac. Spring Santić is located at the southwest edge of the territory. Physical and geographic characteristics of Vlašić 13 Ministry of Economy of the Central Bosnia Canton Brochure - Vlašić Tourism Development Master Plan Climate characteristics of Vlašić The general climate characteristics of Vlašić are sub-mountain climate that prevails in sub-mountain areas and mountain climate on the mountain with annual overcast of 5.5. The number of days with precipitation increases with the increase of sea level – 64 days (Imljani). Snow cover in the mountain region can last up to 90 days. Mountain regions are almost constantly windy (Imljani: 92.6%), and the usual wind direction is opposite to the direction in the valleys. North and south winds (56%) prevail on Vlašić (Imljani), which means that the relief does not have a big impact on the general atmospheric circulation. The average annual precipitation is 1418 mm, and the minimum is in January 77 mm, while the maximum is in October 188 mm. Snowfalls were not recorded only during winter months. Snow frequently stays in karst valleys and sheltered sides of mountains even during June. Snowfalls are heavy, especially at the higher altitudes; therefore, out of overall number of days with precipitation, the number of days with snowfalls is from 35 to 60, depending on the area’s altitude. The average height of snow cover is from 40 to 60 cm, and in average it stays over 90 days at altitudes over 1600 meters above sea level. Frost appears from the beginning of October to mid-April, and fog is frequent sometimes posing a threat for cattle breeders and hikers. Vlašić plateau is under the influence of mountain climate. Within this climate type, secondary max precipitation is emphasised more clearly in the spring months in May and June. Summer months are fresh and temperature is below 180 C, winters are cold and temperature is below -30 C, while the annual average is 60 C. The Vlašić area is fairly windy (only about 6-7% of calm). The main wind direction is north – south and vice versa. The entire territory is relatively bright and considerably more than 50% of the year is sunny. According to the overall number of average days with snow cover of 30 cm, it can be stated that the average number of days for the December – March period is 13.7 days with snow cover of 30 cm. Physical and geographic characteristics of Vlašić 14 Ministry of Economy of the Central Bosnia Canton Brochure - Vlašić Tourism Development Master Plan Biogeographic characteristics of Vlašić Given the diverse terrain, differences in sea level, amount and form of precipitation, exposure to wind, i.e. diverse living conditions and habitats in the mountain, the plant life is very rich and diverse, especially the endemic plants (limited forms, greater or lesser distribution). Vlašić belongs to the range of continental Dinaric Alps and is characterised by widely distributed dark coniferous forests in mountain and subalpine belt all the way up to 1700 metres above sea level. Prior to the anthropogenic influence above the belt of dark coniferous forests at the peaks of Vlašić, the ecosystem of coniferous thicket of juniper pine was developed, which is almost extinct today and turned into an ecosystem of mountainous swards on limestone, or into mountainous swards on acid soils. The vegetation of Vlašić, given its geographic, geologic, climate, and historic circumstances and conditions, shows possesses horizontal and vertical diversity. Of all coniferous species, the most widespread is spruce (Picea excelesa), while out of deciduous species the most represented is beech (Fagus silvatica). Others are: maple, ash, oak, hornbeam, etc. Low shrubs and bushes: hazel (Carylus avelana), Alpine rose (Rosa pendulina), blackberry (Rubus hirsutus), etc. grow at places where forest shifts to pasture zone and in the forest zone itself. Pasture vegetation occurs alongside forest vegetation at 1000 metres and it gradually becomes more pronounced, while as of 1500 metres it predominates in the landscape. Matgrass (Nordus strictae) dominates the mountain pastures. Many other ground floras, such as wild clover, fescue grass, grow in forest regions in meadows and pastures. There are numerous endemic species on Vlašić which deserve special attention and protection, because many of them are very rare today and their survival is endangered because of the increasing environment pollution and unplanned and uncontrolled construction, excessive gathering and alike. The following plant species live on Vlašić which are endemic, glacial relicts, or are used as horticulture or medicinal species. Many of plants on Vlašić are curative, nectariferous, and are widely applied in folk medicine. Moreover, there are many edible, inedible, and poisonous mushrooms. For example, edible mushrooms include different sorts of edible bolete, as well as puffball, parasol mushroom, chanterelle, milky caps, morel, Caesar’s mushroom, saffron milk cap, St. George’s mushroom, green cracking Russula, and others. Poisonous mushrooms include fly agaric, death cap, panther cap, elfin saddles, and velvet milk cap. Physical and geographic characteristics of Vlašić 17 Ministry of Economy of the Central Bosnia Canton Brochure - Vlašić Tourism Development Master Plan Socio-geographic characteristics of Vlašić Population, settlements, habitation, housing infrastructure and construction on Vlašić The villages on Vlašić are distributed mostly on slopes up to 700-1300 metres above sea level. The most populated village is Gornji Korićani at 1280 meters. There are temporary livestock settlements on Vlašić. These are summer lodgings characteristic of mountain landscape called “kolibe” or “kućare” in Vlašić. They are made of stone and wood combination with small bedrooms and rooms for cheese production. The rural settlements are of dispersed type which used to be built out of solid material, stones, while today these facilities are made of modern construction materials (brick, etc.). In terms of working activities, in addition to traditional agriculture, primarily animal husbandry, a large number of residents are employed in industry and civil engineering, and more recently in catering and tourism. Such activities result in constant daily migrations from villages to towns. According to typology, all statistically registered villages on Vlašić are rural settlements. There are a total of 16 registered villages and hamlets on Vlašić. Babanovac is a sport-recreational-tourist settlement, and consists mostly of individual housing facilities – weekend cottages and apartments. In 2012, the number of registered accommodation facilities (hotels, mountain lodges, apartments, villas, and guest houses) on Vlašić amounted to 42. The share of beds per type of accommodation facility in percentages in 2012 is shown in the following chart. Socio-geographic characteristics of Vlašić 19 Ministry of Economy of the Central Bosnia Canton Brochure - Vlašić Tourism Development Master Plan Traffic and road infrastructure on Vlašić Regional roads on Vlašić The most important roads are the regional roads. The most significant roads are: regional road R 413 Turbe – Vitovlje – Skender Vakuf with a branching road (on the Hajdučka Kosa locality) to Babanovac. The 7.5 km branching road to Babanovac leads via Mudrik. Most of traffic from Travnik – Vlašić plateau (Babanovac) takes place via this road because it is of excellent quality, has favourable route elements and is paved. The distance from Travnik to Babanovac via Turbe in this direction is 28 km. An extremely favourable two-way access to Babanovac enables attractive round trips for tourists: Travnik – Turbe – Gostilj – Mudrike – Babanovac – Galica – Travnik. The regional road R 413 is the backbone for communicating with the neighbouring municipalities of Skender Vakuf and further with Banja Luka and Croatia. The branching road R 413b from Gostilja enables communication with the Municipality of Dobretići, and further with Jajce, Bihać, and Croatia. Local roads on Vlašić Important serviceable local roads are: Galica – Devećani (mountain lodge) – Opaljenik (Vlašić summit 1933 m and TV tower); Galica – M. Šantić (mountain lodge) – Kraljičina voda locality, which joins the local road of Dub settlement (south-eastwards) – Ljuta greda locality (north-eastwards), 18.76 km long; Vitovlje – Sažići – Gračani; Gostilj – Do – Odžak – Vitovlje: Vitovlje – Dedići; Čogići – Mudrike – Drljevine; Prisoje locality on the curve of the new regional road – Rakita – Vučjak (the locality on the old regional road); Babanovac – Donja Šišava. Other routes are in a very poor condition, rugged even for off-road vehicles. The most significant ones are Babanovac – Ugar – Ćatići; Donja Šišava – Ćatići, Maglići – Golići – Žilići. The lack of pedestrian infrastructure (pedestrian crossings, and other) is evident in the entire territory of Vlašić plateau, which threatens pedestrian safety. Traffic and road infrastructure on Vlašić 20 Ministry of Economy of the Central Bosnia Canton Brochure - Vlašić Tourism Development Master Plan Skiing and snowboarding terrain capacity Overview of the main parameters of Vlašić development Based on the best global practice and International Planning Standards for medium-sized mountain destinations, the Master Plan defines the average framework and guidelines for the development of Vlašić. In order to provide guidelines for successful positioning of Vlašić on the tourism market, an analysis of weaknesses of Vlašić Mt. as a ski centre was conducted. These limitations can help lead to quicker market positioning, differentiation and identification of new options. The Master Plan evaluates the existing state and compares it to the international standards. An overview of the main parameters for the year 2012, compared with the guidelines of international planning standards, is provided in the following table, together with the options described by the Master Plan. Out of total number of lifts, two are not in use. Overall current usable lift capacity is 4.300 skiers/h; i.e. 819.800 VTM/h. Insufficient parking space on Vlašić represents a problem as well. Cannons on Vlašić have been functional since the 2010/2011 ski season. Electrical installations were placed on the entire central slope of the “Babanovac” ski-lift. The “Babanovac” ski-lift is also equipped with lighting for night skiing which usually starts (on Wednesday, Friday, Saturday) from 6:30 pm to 9:30 pm. A ski slope for Nordic skiing on Vlašić is currently being built. Potential ski-lifts, ski slopes and other infrastructure on Vlašić In addition to the existing 4 slopes and 5 ski-lifts, out of which 2 are currently not in use, the Master Plan foresees the building of 34 new ski slopes which would altogether make up app. 50 km of ski slopes, as well as 16 new ski-lifts which would serve the ski slopes in the centre and amount to a total ski slope capacity of 16.551. Ten areas are proposed intended for placing a parking space with a capacity of 6.324 parking spots. According to the Master Plan, the possible number of beds in accommodation facilities on Vlašić is 22.758. The land base analysis within the base areas of proposed ski-lifts and slopes has shown that the achieved capacity exceeds the overall needs of the ski system for accommodation capacity and stationary traffic (car parks). These data indicate that the development of ski systems within the base areas proposed in the Master Plan is practical from the point of view of defining both accommodation capacities and parking capacities. Ski slope and ski-lift parameters per the localities are provided below. With regards to both the summer and winter tourism offer, this will enable the following: • Transport of skiers from the primary stationary traffic area (1320 m) to Pavo (1800 m) would significantly relieve traffic at the Babanovac territory. Daily or weekend skiers can use the indicated car parking with direct transport to the initial height of Babanovac – Zečija Kosa ski system at opposite slopes of mountain massif. Thus, undesired concentration of vehicles and skiers at the already congested locality of Babanovac centre would be avoided; • Skier transport from Babanovac – Zečija Kosa locality to Gostilj – Mudrike locality; • Transport of extreme skiers, backcountry skiers and snowboarders; • Transport of all target user categories in the summer period to Pavo (1800 m) where the development of accompanying catering facilities in winter and summer should be considered. This concept opens the possibilities for the centre Harambašine Vode to become the primary centre on Vlašić with numerous attractions in the future, through development in phases, due to a favourable terrain for development, disposition, insolation, access routes, and other benefits. This concept represents the principle of planning ski centres in accordance with international principles for dislocating the base area from ski slopes, based on which it is possible to relieve these systems in terms of traffic, stationary traffic (car parks), and accommodation capacity. This centre would serve as a link with other separated ski systems such as Zečija Kosa, Pavo-Ugar, Markovac and Babanovac, with the help of the U3 ski-lift which was proposed as a four- or six-seat cabin ski-lift. The centre contains open areas such as the square, the commercial and catering facilities, and accommodation capacities in the form of residential housing and hotels, as well as the ski-lifts departure terminals, the cultural facilities in form of galleries, exhibition pavilions and other accompanying facilities. Within the newly planned Harambašine Vode centre, a diverse offer was created in order to meet the needs of different users, all intended to leave a positive impression on the users and visitors of the Vlašić ski centre so they visit the centre again. The phased construction of the ski resort and the development of a secondary centre would help to achieve decentralisation of the Vlašić ski centre with a diverse offer, leading to enriching the tourism potentials and raising the competitiveness of Vlašić. Skiing and snowboarding terrain capacity 52 Ministry of Economy of the Central Bosnia Canton Brochure - Vlašić Tourism Development Master Plan General infrastructure plan The Master Plan defines the general infrastructure plan on Vlašić with regards to transport (road) infrastructure, potable water supply, rainwater and sewage system, watercourse regulation and control, municipal waste disposal, electricity supply and renewable energy sources. The phases of development of road infrastructure per the localities have been defined, and the guidelines for in line with the estimated traffic load have been provided. The need for drinking water was determined and the water supply principle was defined, as well as the system and principle for wastewater and rainwater disposal. Protection of settlements from high waters has been planned through the regulation of waterbeds of watercourses flowing through the settlements in this area, where necessary. The development of the power and telecommunication system on Vlašić has been harmonized with the plans for demographic, economic, tourism and physical development of Vlašić. Due to the fact that Vlašić possesses significant potential for energy production from renewable sources, such sources have been defined in line with the established hydro and wind power, sun energy and biomass energy potentials. The vision of Vlašić and Travnik can be described as follows: there are two key areas merging into one comprehensive, unique and well-connected destination - Vlašić Mt, as an ecologically preserved “green” area, that offers many sports and recreational options all year round, and the City of Travnik, as a “treasury” of rich culture-historic values. The attractions complement one another and offer a rich tourist experience full of various aspects including education, recreation, vacation, socialising, culture, sports, and enjoying everything this region is able to offer in its “own” way. The plan is to develop promotional material which will suit with its concept and content the contemporary consumer who seeks to be inspired at an emotional level, to be well-informed, and to present information in such a way as to consistently send a message on the specificity and particularity of staying on Vlašić and in Travnik. When developing promotional materials for Vlašić and Travnik, it is very important to: • Convey the vision of a destination • Brochures should clearly convey the greatest “assets” of Vlašić and Travnik, i.e. the reasons to visit this region • Realise synergic effects • All the materials should represent one integral “collection of materials” visually and in terms of contents. Starting from the expected number of ski slopes, their carrying capacity, the characteristics of the planned ski-lifts, i.e. the specific planned infrastructure and catering facilities, the total necessary investments in the ski centre Vlašić, without the cost of developing project documentation, are estimated to approximately 77.2 million EUR. The project’s internal rate of return is 20.3%. The return of the overall investment of 77.1 million EUR would be in the 11th year of business, which renders this project attractive for foreign creditors who may be motivated to accept funding, because its liquidity is ensured as a whole. Financial plan 71 Ministry of Economy of the Central Bosnia Canton Brochure - Vlašić Tourism Development Master Plan Destination management model When it comes to potential and practicable tourism management models in Travnik Municipality and Vlašić territory, the main challenges are posed by the significant fragmentation of tourism offer, and the number of stakeholders in the tourism sector. Due to this situation, no institution in Travnik Municipality can currently be identified as placing tourism development as a priority, and at the same time possessing the political and financial influence for initiating systematic and coordinated tourism development. Therefore, it is apparent that there is a need for establishing a new organisational unit which would stimulate, coordinate and control tourism development in Travnik Municipality. It could be stated that forming such organisation is a prerequisite for the long-term, systematic, and coordinated tourism development in Travnik Municipality and Vlašić. The Master Plan proposes two models for developing tourism at the destination level: 1. Tourism Development Agency of Travnik Municipality 2. Tourism Development Agency of Travnik Municipality This model introduces a new and independent budget institution, in charge of planning and controlling tourism development within the territory of Travnik Municipality, with a special emphasis on the implementation of the Master Plan recommendations. The organisation structure of Tourism Development Agency: The main advantages of this management model are: The Tourism Development Agency of Travnik Municipality becomes the driver of tourism activity within the territory of Travnik Municipality. The independence of the Tourism Development Agency of Travnik Municipality includes a more efficient decision-making process, a simpler consultative process, establishing clear lines of responsibility and transparent control system in using collected funds. Tourism Council of Travnik Municipality This model involves the establishment of a new municipal body in charge of operationalization of activities proposed in the Master Plan, i.e. in charge of the implementation of specific projects and monitoring of their implementation. The competences of the Tourism Council would include coordination of activities of all stakeholders included in the tourism development of the Municipality. Members of the Municipal Tourism Council would be the employees of already existing municipal services of vital importance for tourism development. In this manner, the municipal authorities could coordinate the tourism development of the municipality with the development of other economic activities related to tourism (trade, catering, utilities, environment protection, spatial planning, etc.). Based on the advantages and the disadvantages of both proposed models, the Master Plan recommends the establishment of the Tourism Development Agency of Travnik Municipality. The establishment of this Agency would enable a critical mass of experts dedicated to tourism development, which would bring tourism into the hub of economic activities. Specific and measurable results in tourism development would be accomplished in a very brief period, and professional standards in planning and realisation of tourism products would be set. Destination management model 76 Ministry of Economy of the Central Bosnia Canton Brochure - Vlašić Tourism Development Master Plan Implementation plan The implementation plan, i.e. the implementation of tourism development on Vlašić and Travnik Municipality, defines the activities which should be carried out in order to meet the objectives defined by the Master Plan. Regardless of the fact that the initial stimulus to tourism development needs to come from the public sector, primarily Travnik Municipality, a large part of the responsibility lies on the private sector whose investment activities are crucial for effective development of tourism products. In addition to the public and private sector, an important role will be played by citizens’ associations which should include tourism development in their activities, i.e. create additional value of the tourism product of Vlašić and Travnik Municipality. Depending on the time necessary for implementation and organisational complexity, the activities which should be implemented are classified in three groups: 1. Priority activities are those activities which should begin immediately after the adoption of the Master Plan by the Municipality. Those are activities whose implementation is a prerequisite for the planned tourism development of Vlašić and Travnik Municipality as a whole. 2. Medium-priority activities are those activities which should begin no later than one year from the day the Master Plan is adopted by the Travnik Municipality, and mainly represent an upgrade of the priority activities. Nevertheless, project activities in this group should be carried out in line with the possibilities and parallel to the activities of highest priority. 3. Low-priority activities are those activities which should begin no later than two years from the day the Master Plan is adopted by the Travnik Municipality. This group of activities represents an upgrade of medium-priority activities, and mostly refers to activities which can ensure added value to tourism with regards to competitors. All the activities within the implementation plan should be carried out in such a way as to increase the possibilities for active and equal participation of all social segments in tourism development. In addition to the level of priority, individual activities, i.e. projects, are grouped according to their basic function: • Projects in the function of improving destination experience, • Projects in the function of organisation and education, • Projects in the function of enhancing communication, • Projects in the function of developing tourism products. For each proposed project, the Master Plan indicates its basic objectives, describes specific proposed activities, indicates the project implementers and potential partners, specifies the estimated project duration, and evaluates its priorities. Retaining the primary centre Babanovac and developing a secondary centre in the area of Harambašine Vode provides the possibility for making this centre a primary ski resort of Vlašić with numerous attractions. The construction of base areas, as well as ski systems and accompanying capacities within the Vlašić resort, is planned in three phases: • Localities Babanovac, Markovac, Pavo-Ugar and Zečija Kosa are planned within the primary construction phase, • Localities Mudrike Istok, Mudrike Zapad and Gostilj are planned within the secondary phase, • Localities Galica Istok, Galica Zapad and Knežicaare planned within tertiary phase. The use of supra-structures, phased construction and the development of secondary centres allows for the decentralisation of the ski centre Vlašić with diverse attractions within separated ski systems. From the newly-planned centre of Harambašine Vode, the nucleus with all the necessary attractions for the ski resort, to separated systems for expert skiers and basic ski trainings, a diverse offer has been created for meeting the needs of different resort users, in order to leave a positive impression on the ski resort visitors. Moreover, a detailed cartography and Vlašić analysis has been prepared for this purpose. The cartography includes the following maps: hydrological map, hypsometric maps, climate type’s map, map of orientation, annual insolation map, insolation map for four seasons, soil composition map, biological cover map, geological structure map, and map of analysis of altitude differences on Vlašić. In order to ensure the tourism recognisability at the increasingly competitive tourism market, Travnik Municipality should base its tourism development on the main advantages defined by the SWOT analysis, which are included in the tourism development vision. If these advantages are used accordingly, they will ensure long-term sustainable and stable tourism growth in Travnik and raising the quality of life of its citizens. However, it requires enhanced cooperation among all stakeholders participating in tourism development, i.e. adequate destination management. In order to meet the set vision of tourism development, a detailed implementation plan has been prepared, which includes specific activities, i.e. projects grouped into numerous groups. Special focus is on the projects in the function of improving the destination experience, projects in the function of organisation and education, projects in the function of enhancing communication, and projects in the function of developing tourism products. Moreover, a detailed situation analysis has been conducted in order to define the business strategy of tourism development of Vlašić and Travnik. The situation analysis Concluding remarks 89 Ministry of Economy of the Central Bosnia Canton Brochure - Vlašić Tourism Development Master Plan included identification and analysis of stakeholders, communication with stakeholders, and research of local and regional potentials, analysis of social and economic information, identification and inventory of property in wider territory, analysis of local and regional statistics of tourism sector, analysis of existing documentation on Vlašić and Travnik Municipality, analysis of competitors’ products, analysis of international trends in tourism relevant for Vlašić and Travnik Municipality. A separate financial plan for Vlašić has been prepared in the framework of the Master Plan of tourism development on Vlašić and Travnik Municipality, including the evaluation of planned investments, the funding model, statement of credit liabilities, planned market performance of the project, profit and loss and economic-financial project evaluation. The integral part of the Master Plan is the elaboration of the destination management model, which includes a description and organisational structure of the future tourism development agency to be in charge of tourism management. Finally, the Master Plan meets the following three basic principles: • Principles of sustainable development as the only acceptable development option, • Quality in creating tourism products and services, • Partner relations and cooperation of all stakeholders in private and public sector included in creating the tourism product. The Master Plan represents a strategic development document of a long-term character which should refer to a 10-year period, and provides a conceptual framework for activities of all holders of economic and tourism policy within the territory of Travnik Municipality. The consent of all holders of public authority and creators of economic and tourism policy in Travnik Municipality is necessary for the successful operationalization of the Plan. Furthermore, the main determinants of this Plan need to be accepted by the local population, particularly the population of the wider area of Vlašić, and other parts of the municipality where more intensive tourism development is planned.
