The Cambodian-American Scholarship, part of SFS's Heritage Scholarship program, supports Cambodian American students who enroll in "The Living Mekong," SFS's semester-length environmental study abroad program in Cambodia. Introduced last September, "The Living Mekong: Conservation, Water and Development in a Changing Climate" program is a semester length environmental study abroad program based in Siem Reap. This unique field-based academic program examines the importance of the Mekong River as a source of livelihood for millions of people. The Living Mekong is operated in the fall and spring semesters each year, and offers an opportunity for undergraduate students to work with SFS faculty on important environmental research regarding the impact of climate change, urbanization and agriculture on the ecosystems that comprise the Mekong region. Students receive 18 semester hours of academic credit. The term culminates with a directed research project in which the students design and carry out environmental field work, then present their findings to local communities in the region. Another reason for increasing values is that interest rates are still low which allows home buyers to borrow (and offer) more money. He also again warned the opposition CNRP not to foment revolution, saying they would face the wrath of the armed forces if they did. Opposition leaders Sam Rainsy and KemSokha led the CNRP's 55 lawmakers on a 10-month boycott of their seats after the 2013 election, which they said was marred by fraud, and ended it only when Mr. Hun Sen pledged to reform the NEC for the next election. The prime minister said Wednesday that he could not allow such a boycott to happen again, and that he would use the CPP's numerical majority in the National Assembly to prevent the pledged reforms being legislated. "The election law that will be put for approval in the future should be ready to state that the lawmakers of any party that doesn't enter [parliament] when the king convenes, that will be considered an act of relinquishing the seats," Mr. Hun Sen said. "If you don't enter [parliament], the NEC will distribute your seat to other political parties. This will end [problems] quickly. If not, they will not end. [The losers] will never agree [to the results]," he said. "The second thing is that if you do not agree, the old things will be used. The NEC will be the old one and other laws will be the old ones because there will be no new things for replacement," he said. Opposition leader Sam Rainsy said that the draft law was completed Monday evening and does not, to his knowledge, include the rule proposed by Mr. Hun Sen, but added that further discussions about the proposal will be held. Speaking at the National Institute of Education in the morning, Mr. Hun Sen congratulated Interior Minister Sar Kheng and Mr. Rainsy on ending the long-running negotiations in a four-hour meeting on Saturday evening. A number of compromises were reached, including the CPP allowing two new parliamentary seats to be added and the CNRP allowing for reduced campaign periods, and Mr. Hun Sen said the settlement was commendable. “I would like to express congratulations today. On Saturday, the 28th of February 2015, the issues regarding the election law were agreed upon,” Mr. Hun Sen said, before adding that his own suggestion— meant to avoid post-election deadlocks— had also been agreed upon. “Those [elected lawmakers] who do not enter to take an oath to obtain their validity and those who do not take part in meetings [of the Assembly] and so on…[we] will see how their seats are lost,” Mr. Hun Sen said. “They agreed on this but they did not write it up yet. They started writing this today,” he added. “When they are finished writing, they will organize seminars.” Mr. Hun Sen said last week he would veto the new election law if the rule were not included in the law. A statement released after the negotiations Saturday evening said the suggested provision would be negotiated further. Mr. Rainsy said Monday he stands by that statement, but that the draft law had been completed by officials from both parties at another four-hour meeting Monday evening. “The wording is completed now. The draft law is completed. We have the two draft laws,” Mr. Rainsy said, referring to the national election law and another law forming the new National Election Committee (NEC). The opposition leader said he did not believe the prime minister’s suggested provision was part of the completed draft law. “According to my colleagues who attended the discussion that finished half an hour ago, not to my knowledge. I may have forgotten, but I do not know about this provision in the draft law that has just been completed,” Mr. Rainsy said. “I may have been misinformed but…I do not know about this provision being in the law.” The opposition leader declined to comment further about Mr. Hun Sen’s proposal or comments Monday. Both the CPP and CNRP agreed on Saturday to hold further talks to discuss the provision. Deputy Prime Minister Bin Chhin said after Monday’s drafting session that the first such meeting could be scheduled for next week. “This point…was also raised. The CNRP especially has to prepare to discuss the issue and put it to the workshop. And [this must happen] before this law is approved by the National Assembly,” Mr. Chhin said. Mr. Rainsy said in an interview on Sunday that Mr. Kheng indicated during Saturday’s talks that the prime minister’s proposal may not in fact have to be placed in the draft election law. “What I heard from Sar Kheng is that the CPP just made a request. There are no deadlines or conditions that it should be in the election law,” he said. “The topic will be discussed, and we will study how it will be worded and its full substance, and we will have to agree…on where to put it: possibly in the Constitution, in the Law on the Election of Members of the National Assembly, possibly in the National Assembly’s internal rules, [or] possibly the Law on Political Parties.” Mr. Rainsy said the new election law could be introduced in a special meeting of the parliament as early as this month— despite the remaining talks around Mr. Hun Sen’s proposal.
