Living Mekong} enAkñúgRbeTskm<úCa. teTATB
Beverly, Massachusetts, USA, March 4,2015 - Today, The School for Field Studies
(SFS), the U.S.'s largest environmental study abroad program for college undergraduates,
announced the establishment of a new scholarship supporting students of Cambodian
descent. The Cambodian-American Scholarship, part of SFS's Heritage Scholarship
program, supports Cambodian American students who enroll in "The Living Mekong,"
SFS's semester-length environmental study abroad program
in Cambodia.
Introduced last September, "The Living Mekong:
Conservation, Water and Development in a Changing
Climate" program is a semester length environmental study
abroad program based in Siem Reap. This unique field-based
academic program examines the importance of the Mekong
River as a source of livelihood for millions of people. The
Living Mekong is operated in the fall and spring semesters
each year, and offers an opportunity for undergraduate students
to work with SFS faculty on important environmental research
regarding the impact of climate change, urbanization and
agriculture on the ecosystems that comprise the Mekong
region. Students receive 18 semester hours of academic
credit. The term culminates with a directed research project
in which the students design and carry out environmental
field work, then present their findings to local communities
in the region.

The values of homes in Lowell
are slowly increasing. There are several causes for this. First, there is a

those that do go on the market sell
quickly, often for the asking price or
more. Another reason for increasing
values is that interest rates are still
low which allows home buyers to borrow (and offer)
more money.
Most of the
houses now begin
offered for sale have
been owned for
more than twenty
years by the same
people. This means
that older people are
selling their family
homes in exchange
for smaller condominiums, assisted
living facilities, or
even new homes in
Florida or other
warmer places.

bought during that time borrowed all
or nearly all of the purchase price, they
still owe more money on their mortgages than their homes are now worth.
This is called “being underwater.”
People in this situation often cannot
sell their homes because they will not
get enough money from the sale to pay
off their mortgage.
The table below shows the median
price on deeds recorded for property in
Lowell for each year from 2000 to
2014. The table also shows the percentage that each year’s price changed
from the year before. For example, the
median price in 2003 was $217,000
which was a 16% increase from 2002
when the median price was just
$187,375. The good news is that if
you purchased your house in 2000, its
value has increased 49% since then.

Prime Minister Hun Sen said Wednesday
that he would not allow the new bipartisan
National Election Committee (NEC) to
form unless the opposition agrees to a
new law that will redistribute the parliamentary seats of any party that boycotts
its seats after an election.
He also again warned the opposition
CNRP not to foment revolution, saying
they would face the wrath of the armed
forces if they did.
Opposition leaders Sam Rainsy and
KemSokha led the CNRP's 55 lawmakers
on a 10-month boycott of their seats after
the 2013 election, which they said was
marred by fraud, and ended it only when
Mr. Hun Sen pledged to reform the NEC
for the next election.
The prime minister said Wednesday
that he could not allow such a boycott to
happen again, and that he would use the
CPP's numerical majority in the National
Assembly to prevent the pledged reforms
being legislated.
"The election law that will be put for
approval in the future should be ready to
state that the lawmakers of any party that
doesn't enter [parliament] when the king
convenes, that will be considered an act of
relinquishing the seats," Mr. Hun Sen
said.
"If you don't enter [parliament], the
NEC will distribute your seat to other
political parties. This will end [problems]
quickly. If not, they will not end. [The losers] will never agree [to the results]," he
said.
"The second thing is that if you do
not agree, the old things will be used. The
NEC will be the old one and other laws
will be the old ones because there will be
no new things for replacement," he said.
Working groups from the CPP and
CNRP are presently drafting changes to
the election law. Mr. Rainsy is due to meet
with Interior Minister SarKheng on
Saturday to negotiate 10 points of disunity
that remain over the new election law, and
said Wednesday that Mr. Hun Sen's threat
surprised him.
"This sounds rather strange because
this is the first time I have heard such an
idea. I have been following the talks from
the working groups and they have never
released such a provision," Mr. Rainsy
said.
The CNRP president said he did not
have a stance on the proposal but that it
might conflict with the Constitution.
"Once a party has gained a number
of votes and seats from the electorate,
according to the Constitution, how legal
would it be to say that party will lose all
their seats?" he said.

Red Cross Replaces Rotten Rice Donated to
HIV-Hit Commune

Thousands of kilograms of rice
donated by the Cambodian Red Cross to
impoverished families in Battambang
province, including residents of HIV-hit
Roka commune, had to be replaced
Monday after villagers complained it was
rotten, officials said.
On February 13, Cambodian Red
Cross President Bun Rany, the wife of
Prime Minister Hun Sen, visited Roka
commune in Sangke district to distribute
rice, noodles, mosquito nets and about
$25 each to more than 5,000 local villagers and residents of neighboring districts.
But when villagers got home and
opened their sacks of rice, they were hit
by the foul stench of spoiled, discolored
grains that were not fit for human consumption.
On Monday, provincial authorities
returned to the commune with a fresh
shipment, said provincial governor Chan
Sophal. "When we first distributed the
rice, it sparked anger among them
because the charity that donated it [the
Red Cross] had stored it in a humid warehouse for too long," he said.
In Roka commune on Monday, Sam
Lorn-who at 81 years old is one of many
elderly victims of the mysterious HIV
outbreak that has infected nearly 240 residents-said villagers had also grown

"Our important purpose today is to
come meet with [CNRP] President Sam
Rainsy and Vice President Kem Sokha to
ask them to change Ke Sovannaroth, the
Siem Reap province lawmaker-to remove
her as working group chief and be
replaced by any other lawmaker," he said.
Mr. Ratha said he was afraid Ms.
Sovannaroth would lead the CNRP down
the same path as the ruling CPP.
"We've seen the CPP, led by nepotism, destroying the country, and we have
also seen some small points [in the CNRP
in Siem Reap] that they want to do this
too, but we want to be led as a democracy," Mr. Ratha said.
Blek Sothea, a member of the
CNRP's Siem Reap working group, said
although Ms. Sovannaroth has led the
opposition for more than a decade in the
province, she has done little to improve
the party's standing there.
"She has led for three mandates but it
has not developed. She is nepotistic and
she appoints people who are close to her
or support her," Mr. Sothea said.
"She removed more than 10 activists
who sacrificed all their energy and property
[for the party] and appointed her own officers because they are 'yes men' officials."

Prime Minister Hun Sen on Monday
welcomed the end of talks over changes to
the national election law and said the
opposition CNRP has agreed to include in
the law his proposal to strip National
Assembly seats from any political party
that boycotts parliament after an election.
Opposition leader Sam Rainsy said
that the draft law was completed Monday
evening and does not, to his knowledge,
include the rule proposed by Mr. Hun Sen,
but added that further discussions about
the proposal will be held.
Speaking at the National Institute of
Education in the morning, Mr. Hun Sen
congratulated Interior Minister Sar Kheng
and Mr. Rainsy on ending the long-running negotiations in a four-hour meeting
on Saturday evening.
A number of compromises were
reached, including the CPP allowing two
new parliamentary seats to be added and
the CNRP allowing for reduced campaign
periods, and Mr. Hun Sen said the settlement was commendable.
“I would like to express congratulations
today. On Saturday, the 28th of February
2015, the issues regarding the election law
were agreed upon,” Mr. Hun Sen said,
before adding that his own suggestion—
meant to avoid post-election deadlocks—
had also been agreed upon.
“Those [elected lawmakers] who do
not enter to take an oath to obtain their
validity and those who do not take part in
meetings [of the Assembly] and so
on…[we] will see how their seats are
lost,” Mr. Hun Sen said.
“They agreed on this but they did not
write it up yet. They started writing this
today,” he added. “When they are finished
writing, they will organize seminars.”
Mr. Hun Sen said last week he would
veto the new election law if the rule were
not included in the law. A statement
released after the negotiations Saturday
evening said the suggested provision
would be negotiated further.
Mr. Rainsy said Monday he stands by
that statement, but that the draft law had
been completed by officials from both
parties at another four-hour meeting
Monday evening.
“The wording is completed now. The
draft law is completed. We have the two
draft laws,” Mr. Rainsy said, referring to
the national election law and another law
forming the new National Election
Committee (NEC).
The opposition leader said he did not
believe the prime minister’s suggested
provision was part of the completed draft
law.
“According to my colleagues who
attended the discussion that finished half
an hour ago, not to my knowledge. I may
have forgotten, but I do not know about
this provision in the draft law that has just
been completed,” Mr. Rainsy said.
“I may have been misinformed
but…I do not know about this provision
being in the law.”
The opposition leader declined to
comment further about Mr. Hun Sen’s
proposal or comments Monday.
Both the CPP and CNRP agreed on
Saturday to hold further talks to discuss
the provision. Deputy Prime Minister Bin
Chhin said after Monday’s drafting session
that the first such meeting could be scheduled
for next week.
“This point…was also raised. The
CNRP especially has to prepare to discuss
the issue and put it to the workshop. And
[this must happen] before this law is
approved by the National Assembly,” Mr.
Chhin said.
Mr. Rainsy said in an interview on
Sunday that Mr. Kheng indicated during
Saturday’s talks that the prime minister’s
proposal may not in fact have to be placed
in the draft election law.
“What I heard from Sar Kheng is that
the CPP just made a request. There are no
deadlines or conditions that it should be in
the election law,” he said.
“The topic will be discussed, and we
will study how it will be worded and its
full substance, and we will have to
agree…on where to put it: possibly in the
Constitution, in the Law on the Election of
Members of the National Assembly, possibly
in the National Assembly’s internal rules,
[or] possibly the Law on Political Parties.”
Mr. Rainsy said the new election law
could be introduced in a special meeting
of the parliament as early as this month—
despite the remaining talks around Mr.
Hun Sen’s proposal.
The draft election law will be presented to the National Assembly in tandem
with the law to create the new bipartisan
NEC, the keystone of election reforms
negotiated by the two parties last year.

Ms. Sovannaroth said by tele-
phone after the protest that she had
overseen growth in the opposition's
vote in Siem Reap-from 29,000 in
2003 to over 140,000 in 2013-and
was not afraid of any inquiry into her
activities.
"The opposition party is never
corrupt because we do not go to cut
down trees or do anything wrong,"
Ms. Sovannaroth said.
"Please show evidence for the
accusations that I have spent money
without transparency," she added. "I
will leave it to the local and national
leaders of the CNRP to evaluate me."
