A message from our President...
Greetings fellow
ABATE members,
I have heard some
grumblings about
how ABATE is a
bunch of hypocrites
because we promote
safety but oppose
helmet laws. I would
like to take this time
to clarify this point.

Now comes the sticky part because that is all most people
look at. We at ABATE are also Freedom Fighters in that we
will fight tooth and nail to defend our right to choose. This
not only includes the right to chose whether or not to wear a
helmet but also have fought for the right to repair bill, loud
exhaust and all things relating to motorcycle freedoms that we
hold so dear.
One most resent fights we have committed to is the Fight for
safer highways by requesting Bee Apiaries be placed 660 from
the center line of highways. This was the House Bill 1343. At
this time, the Bill has been defeated. But that does not mean
the bikers of ND are!
Abate of ND promotes motorcycle
safety, awareness and freedoms.
Our stance on helmet issues have always been “educate don’t
legislate”. This means we would rather support teaching safe
riding skills which does include safe riding attire. But all the
safety gear in the world won’t help if the rider doesn’t know
how to ride safely.
Besides just teaching safer riding skills we also try to educate
the public to be aware of motorcycles. Being as how a motorcycle is smaller than a car and doesn’t have any protection in a
crash we are at risk of being hit by unaware motorists.
We will continue to collect data and reposition our request
and continue our mission.
Abate has also been criticized for partnering with alcohol
distributors. This is a grave misunderstanding.
Yes, ABATE does partner with alcohol distributors but we do
it to promote the idea of responsible riding. Our State Rally is
a camp out weekend where people can enjoy whatever beverage they choose and do it safely on the grounds without being
on their motorcycle. It’s a camping event.
If and when a ride is held with a bar stop included we make it
a point to promote responsible riding. Bars are just as happy
to sell water and soda plus they also will put out food and
snacks.
Freedom to chose is an individual right.

I hope this will clarify the subject for some people and if you
as a member hear this sort of grumbling you will be able to
educate them as to what ABATE truly stands for.

Reminder to District Reps for fundraiser events~ we want to
show off what you do so please keep numbers of attendance,
monies raised, etc.
Product Line: with bike shows, State Rally, etc., we will be
getting our inventory up there so we have plenty to sell. We
have had a couple requests so we will accommodate any way
we can.
Heartland Steam is March 22nd-24th.

We are planning our open house for the May is Motorcycle
Safety events in Fargo and Bismarck. Janet is organizing
events around the state with team leads and will keep us
informed on the details. We will be doing some radio spots
with a 20 second PSA on the month and then having a sponsor tag. We are thinking to have open houses in Bismarck on
May 4th and Fargo May 11th.

Registrations for the North Dakota Motorcycle Safety
Program will be available February 15th online @ www.
ndmsp.com. Early classes will be available for the Experienced Riders Course “ERC” also for the Basic Rider
Course “BRC” I would recommend signing up early as
the office has received a lot of inquiries on classes.
Remember CURRENT Abate members will receive a
50% discount for taking either class. This offer is only
available for members that are current before registering
for either class.
Managing risk on a more modern approach is to acknowledge that it’s better to have adequate skills with
excellent judgment and self-control than to have excellent skills and questionable judgment in managing risk.
It is best of course, for a rider to possess excellent skills
and excellent judgment. All of the NDMSP classes will
help you fine tune your skills and judgments.
We now have two Rider Coach Trainers which will allow us more time to travel to our other sites and work
with all of your dedicated Rider Coaches from around
the state. The North Dakota Motorcycle Safety Pro-

gram will be hosting a Rider Coach Update at our State
Office the third weekend in May. We will be conducting
a Professional Development Workshop along with updated curriculum for the program. I’m proud to say we
have some of the most dedicated and professional Rider
Coaches in the country working for us and it is indeed a
pleasure being associated with them.
In closing I would like to thank you the members that
constantly promote the North Dakota Motorcycle Safety
Program and that our pledge to you is to continue and
always strengthen our commitment to the education of
the North Dakota motorcyclist.

“A Crash Course for the Motorcyclist”
Are you an EMT, Respiratory Therapist, MD etc?
We Want you!
If you have the above certifications, you qualify to become
and ASMI Lead Instructor. We have millions of motorcyclists
to serve! By teaching the specifics of how to respond to a
motorcycle crash, we will save lifes.
ASMI Intructors are independent, similar to how the CPR Instructor works. You can contract to teach a class for Accident
Scene Management Inc., or book you own class. The mission: To reduce injuries and fatalities to motorcyclists through
education.
There are two levels of Instructors:
LEAD - these people are required to be EMT or higher in
medical training and be familiar with motorcycles.
Assistant Instructors - Must be motorcyclists, but are not
required to have medical background.

P – Prevent Further Injuries - secure the scene, personal
precautions, bike lift, when and how to move the injured
A – Assess the Situation – possible injuries, mechanisms of
injury
C – Contact the EMS – how to give good info. that helps
get proper help coming
T – Treat the Injured with Life Sustaining Care – ABCS’s of
trauma – Learn Jaw thrust rescue breathing, when and how to
remove a helmet, how to address external and internal bleeding and what takes priority.
ABATE members - $50. for both classes. ($100 discount).
Non- ABATE members - $75 for both classes. (includes 1
year membership to ABATE). Includes 6 CE’s for professionals, all course materials, Cerficate of Completion and a
Bystander Patch upon completion.

on short notice. Due to bad weather. We maybe could have

I would like to thank Janet and
the rest of the office staff for

representative meeting held in
Bismarck on February 9th. I felt
the speakers were great, from 2
EMT’S we got some great information on what to do at an accident scene, to learning from a
lawyer about your rights in a traffic stop, to updates on what
is going on in our state legislature and also what is happening
at the federal level. Also there was plenty of food, fun and
fellowship.
The motorcycle safety classes should be up on the website by
the time you all read this so if you know of anybody looking
to sign up for one the sooner the better as classes do fill up
fast especially at the beginning of the riding season. It is also
a good time to ask new riders if they are interested in joining
ABATE and explaining to them what our organization does
and the benefits of belonging.
The bike show season is starting and the Spirit Lake Riders
show is the first show. Lance and I will have the booth set up
so stop by and renew your membership and encourage your
friends to join.
One important point of belonging is it is our voice that can
make a difference in getting new laws passed that we are in
favor of. One is House Bill #1343 which pertains to the
placement of bee hives along paved highways. If this law
does get passed as initially written, bee hives could be placed
no closer than 660 yards from the center line of a paved
roadway. Anyone who has gotten stung while riding past
hives can I am sure relate to the nuisance the bees cause and
even while driving past with a vehicle how 20 or more bees
can suddenly make a big mess on your windshield and obscure your view. I had talked with David Monson, about this
issue last summer and he is one of the legislators who drew
this bill up. So never think that if you talk to the right person
your voice will not be heard.
Well until next month which will definitely be getting close to
riding season take care and try to attend your local ABATE
socials being as we don’t like to go to meetings.

the ABATE Annual BOD and District Rep Retreat at the
State Office. Sorry I missed it. Always a good time to meet
your friends, new and old.
Also, on February 2nd was the Annual Polar Pig Splash and
District #8 ABATE Chili Cook-off with 17 different chilies
which collected about $735 and the Splash about $19,000 for
Jamestown Regional Medical Center Hospice Program. This
has been going on for 7 years. 16 people took the plank walk
and then into the water in the snowy 13 degrees temp. Had a
very good turn-out.
Well so much for that. In this District #8, the Jamestown
Bike Show is on March 9th and 10th at Quality Inn put on by
Individuals and Iron Stallion. Will also have ABATE booth
set up. Remember to pay your dues, sign up new members, attend events in your District and other Districts, because they
may attend yours. Ok, wear Red on Fridays, support ABATE
sponsors, clubs, members. Drive and don’t text or drink. The
life you save may be your own.

Chili Cook-off Contest.
We had a great turn-out at the Polar Pig Plunge held Feb
2nd at Stutsman H/D. the paper said $19,000 was raised for
Jamestown Hospice. Great Job!! ABATE also had a Chili
Cook-off Contest that day too. Every dollar made went to
Jamestown Hospice.
This year we had 18 entries. For $5 you sampled all of them,
and People’s Choice determined the winner. In 2 hours we
raised $740! That is the largest amount to date. In the past
7 years donating to Jamestown Hospice, Abate has given
$3,771! Outstanding!

The Jamestown Annual Bike Show
is March 9th & 10th @ Quality Inn. We will have an ABATE
booth there so you can become a member or renew your
membership. Also, you people that are wanting to take the
rider classes, get on the ABATE website (www.abatend.com)
or the www.ndmsp.com now and sign-up. It will fill up fast.
The Rider Coaches will be here a week to 10 days in July
probably so get on the schedule. If you have problems or
you want to become a Rider Coach, call the office, or let me
know. naw, scratch that, just call the office.

Thank you to all that have donated. Hospice is a great
program, priceless service, and pray we don’t need it. The
winners of the Chili Contest were: 1st place - Allan Sabinash
w/19 votes (2nd yr in a row) must be some good stuff, and
2nd place - Laurie Hayes w/14 votes. Both received a plaque
to hang on the wall and rub our noses in for a long long time.
Personal note, It was Not a CHILI FEED, not a buffet, no
free stuff. If you didn’t get enough to eat, go get a McDonalds, that’s not what it’s about. It’s Everyone giving a little to
help many and having fun in the process. Almost all people
understand the concept but a few never will. Hoping to do
better next year, It’s a great cause.

“Let’s Ride Together”
Like the old saying goes, I’m Short!! It’s time for someone
else to pick-up this pen. It has been 18 great years, 2 of those
were also on the BOD.
Abate is a great family and like a family sometimes you need
to leave the nest, take a quieter, less traveled path. Never
gone, beside and I’m sure our trails will cross from time to
time. ABATE needs new blood to grow, out with the old, in
with the new ideas. It’s time to let Terber be teachers pet!! :)
My path now will be focused on the NDPG. In 2014 we will
hold the ND Patriot Guard Memorial and Honor run here at
the Jamestown Civic Center. Dickinson has been a very good
location, but now with the oil field traffic and room prices
being so high, (if you can get them,) we are going to move
it to Jamestown. This is another fantastic bunch of people,
check it out and join, ndpg.org it cost you nothing but respect
for your bros in arms.
But anyway, come see me at the bike show! Wear red on

According to Punxsutawney Phil, the King of the Groundhogs we will be having an early spring. With that in mind it
is time to start planning your ol’ scoot’s escape from storage.
You know, the usual – fresh gas if you didn’t add fuel stabilizer last fall, charge the battery, check the lights, check all of the
controls function correctly and make sure they aren’t froze
up, make sure the tires are up to snuff and change the air in
your tires from storage air to riding air. If you need help with
the last one I am sure your local tire shop would be glad to
do it for you, just ask them. If you really want to get ready for
riding you can spit shine your bike and put it in one or two of
the many upcoming bike shows.
I would like to send out a thank you to some people. To Sid
and Amy Jo for having me on MOJO 107.5 to do a plug for
the ABATE District 9/10 Tips & Balls Tournament and Chili
contest. I did better than I thought I would. Also, Thank you
to the crew at the ABATE office for putting on an excellent
District Rep –BOD seminar. It was very informative.
Coming up in May is Motorcycle Safety Awareness Month.
The ABATE along with NSC offers these tips for motorists
and motorcyclists:
Motorists:
• Allow greater following distance behind a motorcycle.
• Be extra cautious in intersections. Most crashes occur when a motorist fails to
see a motorcyclist and turns left in front of a motorcycle.
• Give a motorcycle the full lane width – never try to share a lane.

Greetings fellow ABATE members.
First, I would like to thank the staff
at the ABATE office for the great
retreat we had on the 2nd of Feb.
It was very informative and well putt
together. Sue Berg and Lisa Bean did

a great job discussing first responders as did Justin Vinge on our rights. Also our thanks to the
Freedom Riders Motorcycle club for the use of their building
for our evening meal. It was a great meal.
Our next meeting for 9/10 north will be held on April 2nd
with a place to be named later. At that meeting we are going
to have Lonnie Bertsch and Greg Haug, two of our fine
rider coach trainers there to discuss safety, group riding and
the benefits of taking either the Basic or Experienced Rider
Courses. If you know of anyone that is interested in taking
one of the classes. I urge you to invite them to attend this
meeting on the 2nd of April.

We held our monthly meeting
on February 8th, 2013 and had
sixteen members in attendance.
Thanks to the Killdeer crew for
making it down to the meeting! We had a good discussion on some upcoming events and rides. Decided to
hold a benefit fun run for the North Dakota Injured
Military Wild Life Project (similiar to Project Wounded
Warrior) on May 18th, 2013. Discussed the upcoming
ride season and the group decided to hold a monthly
ride beginning in June through September and possibly
October. Monthly rides are scheduled for June 23th, July
21st, August 18th, and September 15th. We also picked
a date for our annual picnic at Turtle Park and that is
scheduled for September 22nd. Each monthly ride will
depart from Frankies at 10:00 am so mark these rides on
your calendars! Discussion was held concerning weekly
rides as well. It was decided that weekly rides will be
held for those that are interested every Sunday (starting
May 26th) departing from Simonsons on Villard Street
at 1:00 pm. Will keep everyone posted about the rides as
the season gets closer.
Can’t wait to get on the road again and it seems like
spring is taking forever to get here. I know it won’t be
much longer until we hit the road again so now is the
time to start checking your bike out and make sure it is
road worthy.
Our next meeting is scheduled for March 8th at 7:00 pm
at TATU BBQ. Hope to see everyone there!

Hello Everyone!
sIt’s that time again for another newsletter. At least another month has
gone and it’s getting closer to riding
season. Menoken Grove is about
three months away by the time this newsletter comes out.
We had another winter day today, wind and snow. It was really
bad in eastern North Dakota! I think George will be busy in
his Plow! His letter will be late again! You must do at least
one more George! I am sure The Polar Plunge and District 8
Chili Cook off was a great success again! Great job guys! But
we missed you at the Abate Bod/Rep meeting. We still picked
on you, even though you weren’t there! And Loved it!
We had a great time at the Abate Bod/Rep Retreat! Thanks
Janet, Staff and Bod for all the great food. We learned a lot
of new things. Thanks to the FRMC for the use of the Club
house for the great meal! We enjoyed the speakers. We all
need to refresh our riding skills.
The NDMSP site now has some of the training schedules
on www.ndmsp.com. You can also find the link on the Abate
Web site. If you are a Abate Member you get 50% off. That’s
a great deal. We would like to get the ERC Class to come
down to Bowman. We need ten people. Everyone should take
it every couple of years and especially when you get a new
bike. It’s good for saving our life’s. Please call Doug or Drew
if you would like to take the ERC. It is only $25 dollars if
your are a Abate Member! It’s only a 4-5 hour class and you
ride your own bike. We only need ten people to make this
happen!! Last year we only trained 16 people in Bowman.

Our 10th Annual District 12 Abate Easter Egg Hunt will be
March 30th at 11am at the Butte View Campground in Bowman. Kids from 1 year to 10 year are welcome to come stuff
their bags/baskets with eggs.
We will have a Abate Gathering some time in March to stuff
Easter Eggs. I will call everyone to let you know when and
where. It’s coming right around the corner - about 6 weeks
away from today.

Higher Ethanol Fuels
Legislation seeks to limit ethanol blend to 10 percent.
United States Senators Roger Wicker (R-MS), and David Vitter (R-LA), have introduced legislation that would invalidate
the Administrator of the Environmental Protection Agency
(EPA) from approving introduction into commerce gasoline
which contains greater than 10-volume-percent ethanol.
The EPA admits it did not test the 15% ethanol blends on
motorcycles or small displacement engines. The Motorcycle
Industry Council has gone on record saying that the higher
blend will be damaging to motorcycle engines.
In November 2012, AAA urged the Obama administration to
halt the sale of E15 because of possible engine damage. AAA
said it found in a survey a strong likelihood of consumer
confusion and the potential for voided warranties and vehicle
damage.
Senator Vitter had this to say “It is irresponsible for EPA to
allow E15 without sufficient testing and technical analysis. I

2013 Lobby Season Begins
Transportation Secretary Ray LaHood
resigns.
Washington DC is back at work and the Motorcycle Riders
Foundation is no exception.
The Motorcycle Riders Foundation reports; Transportation
Secretary Ray LaHood, the lone Republican in President
Barack Obama’s Cabinet, is leaving the administration.
Two separate lobby trips have been made on behalf of
ABATE and the MRF. ABATE of Wisconsin and Pennsylvania have both made visits to the nation’s capitol so far this
year. Many others have their trips booked for the busy winter
and spring lobby season.
The departure of LaHood is the latest of several changes in
Obama’s administration since the President won re-election
in November. Secretary of State, Treasury, Defense, Interior
and Labor have all been recently vacated.
Possible LaHood replacements include Los Angeles Mayor
Antonio Villaraigosa and Jim Oberstar, a former Democratic
Congressman from Minnesota and chair of the House Transportation and Infrastructure Committee.
LaHood, 67, was named Transportation Secretary in January
2009. Before that, he served seven terms in the U.S. House as
a representative from Illinois.
The MRF has always enjoyed a healthy, positive, working relationship with Mr. LaHood both during his term in the House
and now as he served the White House.
The main issues of concern to the MRF before Congress are,
ending the motorcycle only roadside checkpoints the use of
high ethanol blended fuels that have been approved for use
by the public but have not been tested on motorcycles. Also
on the radar is stopping outside agencies from wandering into
motorcycle safety as the Centers for Disease Control (CDC)
and the Government Accountability Office (GAO) have
recently done.
The MRF also had a solid presence at ABATE of Pennsylvania’s Leadership and Legislation seminar this year. MRF President, Kirk “Hardtail” Willard stole the show at the opening
evening’s panel discussion which was aired on Pennsylvania
public access.

The 5th annual Michael “Boz” Kerr, Bikers Inside the Beltway, has been scheduled for May 16th. The only national
biker lobby day, has been growing larger and more effective

MRF works on before Congress and gives you the opportunity to walk the halls of Congress to lobby and educate your

A group called Advocates for Highway Safety released their
annual report in January. Advocates was founded in 1989 by
the heads of a number of major property and casualty insurance companies and several prominent consumer and safety
leaders. The group has goals for highway safety laws needed
in each state. When it comes to motorcycle laws it is predictably an all-rider helmet law for every state. ND is grouped
with 30 other states and received a “yellow” rating described
as moderately positive performance.
