Wharton replaces Anita Baker as the OBA Treasurer on September 1st. NEW OKLAHOMA LAW AND REGULATIONS BECOME EFFECTIVE IN JULY A new law affecting the bail bond industry adopted by the Oklahoma Legislature, in addition to new bond regulations promulgated by the Oklahoma Insurance Department, become effective in July. An explanation of both the new law and new regulations can be found on the Oklahoma Bondsman Association web site at www. okbondsman.com. All OBA members should access the web site and familiarize themselves with the latest changes in the law and regulations. Questions should be referred to the Bail Bond Division of the Oklahoma Insurance Commissioner’s office. OBA TO CONSIDER NEW VOTING METHOD PRE-LICENSE SCHOOLS Following suggestions from members attending the annual membership meeting and the two educational conferences in Oklahoma City and Tulsa, the OBA Board will consider possible changes in the association’s method of membership voting. One possibility is to change the association’s Constitution and Bylaws to provide for a mail-in ballot. “In person” voting, with no proxies or absentee ballots, is required by the current Constitution. A change to a mail-in ballot will require some amendments to the Constitution, and that would require a general membership meeting to adopt the changes. All of this, and some other considerations, will be taken by the Board at upcoming meetings. In addition to hearing the annual state of the association report from the President, the membership elected officers and directors for the 2008-09 fiscal year. Only one current Board member or officer failed to be re-elected. Anita Baker, the association’s Treasurer was replaced by Dennis Wharton of Tulsa. The remainder of the Officers and Directors remain the same: Dudley Goolsby, Jr., President; Jerry Dowell, Vice President; Gina LeBoeuf, Secretary; Russel Roberts, Director at Large; Dicky Kidd, SE Region Director; Joe Bob Nelson, SW Region Director, and Zig Ziegler, NW Region Director. In a note for this issue of the OBA NEWS the new treasurer, Dennis Wharton, said, “I first want to express my respect for the service Anita Baker has provided to the OBA during her term as our Treasurer. We owe her a debt of gratitude for the time and effort she has expended on behalf of the OBA.” Tr e a s u r e r W h a r t o n i s a 1 9 5 5 graduate of Tulsa’s Holy Family High School, completed a B.S. in Business Administration (Economics major) in 1962 at the University of Tulsa, and graduated form the Western State University School of Law with a J.D. degree in 1973. I was reading a column about Tim Russert and was struck by a statement regarding his style as moderator of the Sunday morning premier talk show, MEET THE PRESS. Russert felt; “If you can’t answer the tough questions you can’t make the tough decisions”, at the same time he was always careful to withdraw at a certain point, the better to not cross the line between tough and hostile in the publics eye. I was reminded of the tone used by some of our members in our questions to Sheriff Whetsel when he was a guest speaker at our Continuing Education school. Dudley Goolsby, Jr., OBA President. 2008 OBA SCHEDULED BOARD MEETINGS The next two meetings of the OBA Board of Directors are scheduled for 10:00 am, Thursday, August 21 and September 18, at the Association headquarters building in Oklahoma City. All interested members are invited to attend. TULSA BONDSMEN ELECT 2008-09 OFFICERS The Tulsa bondsman association, ABAT, elected its 2008-09 officers during its April meeting. Officers for the coming year are: President, Rusty Roberts; Vice President, Doyle Davis; Secretary, Karen Ringgold; and Treasurer, Holly Rosser. 2008 SIXTY-THREE TAKE DOOR PRIZES AT OBA CONFERENCES OBA members walked away with 63 door prizes during the association’s two educational conferences in June. The two OBA one-year memberships went to Jane Wilcoxson, Woodward, in Oklahoma City, and Bob Taylor, Locust Grove, at the Catoosa program. Prizes of $50 cash from American Century Life Insurance Company were won by Tammi Wilkinson, Hollie Britton, Keith Eggenberg, Shawn McClanahan, Terry Horton, Pat Dobson, Sandy Cousins, and Scott Waugh. A bunch of members took home $50 Gas Cards donated by the Allegheheny Casualty and International Fidelity Insurance companies: Marilyn Pledger, Rochelle Smith, Tim Carter, George Brumley, Ron Shirell, Tony Fuller, Kenny Boyer, Catheena Anderson, Marty Daggs, Debbi Tucker, Joe Bob Nelson, Vicki Harbert, Judy Berglan, Angela Ridenhour, Michael Brewer, Danny Askins, Janice Goad, Denise Scott-Esparza, Bryan Shed, Robert Inman, Paulette Moss, Denise Bowline-Kimrey, Lecrecia Evans, and Steve Fowler SOR Training Center provided free attendance certificates to four of its training courses: Tactical Weapons Course - Bill Betts & Bronson French; Fugitive Investigations - Tracy Cox & Marilyn Girdner; Use of Force Options - Michael McGregor & Billy Dismuke; and Skip Tracing - Jonathan King, Linda Estrada, Paul Northcutt, and Sharlet Balcom. There was a table full of free-take home items donated by Allegheny Casualty Company, International Fidelity Insurance Company, Roche Casualty and Surety Company, Seneca Insurance Company, Creative Software Solutions, and Express Employment Professionals. Nearly one out of every ten members took home a door prize this year. THE 2008 EDUCATIONAL CONFERENCES
