For the first time since 2006 the Nation's
poverty rate has declined but the same
cannot be said for Buffalo.
On the heals of Governor Cuomo
proclaiming, “ the sun is shinning, new
jobs are coming to Buffalo, there is a
new spirit in the air, their is a totally new
environment in Buffalo” The US Census
Bureau releases numbers that indicate
the city poverty level increased. In fact,
the poverty level is worse than when the
Governor was first elected.
The rise in poverty particularly among
Hispanics and African American is in light
of more than $ 4.5 Billion in new spending
on new projects in and around the Buffalo
area, which include the Buffalo Schools,
Buffalo’s Medical Campus, Canalside,
Solar City, the River bend and Downtown
Buffalo.
It appears that most of the spending which
overwhelmingly has come from in the
form of Taxpayers assistance, has not
reached Buffalo’s minority community,
which represent over 50 percent of
Buffalo’s population.

Vietnam War injuries but government says no

Wilmer Olivencia’s family has joined
him in his fight to get the prestigious
recognition. It's a battle that has gone on
for decades. They've sent countless letters
to the government but the struggle from
Veterans Affairs has shattered their hopes.
The 66 -year-old veteran hangs the flag
outside his home with pride. He fought for
our country and was injured in the Vietnam
War and is worthy of the Purple Heart but
for whatever reason more than 44 years
later he still doesn't have it.
"Makes me feel lousy. Here I fought for
my country. Now my country is fighting
me and I'm fighting my country," Wilmer
Olivencia said.

An analysis of recently released U.S.
Census data for a five-year period shows
that the City of Rochester’s poverty has
gotten worse.
The report, released by Rochester
Area Community Foundation and ACT
Rochester, compares Rochester to 17 other
principal cities in similarly sized metro
areas. Benchmarking Rochester’s Poverty:
A 2015 Update and Deeper Analysis
of Poverty in the City of Rochester by
Edward J. Doherty finds that:
• The city’s poverty rate continues to rise,
and is now at 32.9 percent;
• The childhood poverty rate has increased
to 50.1 percent, ranking highest among
the 18 benchmark cities. In that group,
Rochester is now the only city where more
than half of the children live in poverty;
and
• Among those benchmark cities,

projects show even worse numbers. It appears that the only ones benefiting from the
Governors promises to buffalo are the large donors who have contributed to his and Mayor
Brown’s reelection campaigns.
Mayor Brown insists that things are improving in Buffalo and has negotiated several
project labor agreements with contractors in the area to increase minority participation in
Buffalo’s growth. However, nothing has improved for Buffalo’s Minority community and
contractor continue to ignore the labor agreements.
Panorama Hispano News sent reporters to various sites around the city to see how many
minorities were working on LPCimininelli, Montanta and McGuire projects and we notice
very few minority workers on the projects and in some cases, none. When we say few, we
mean two or three.
Among children, the number of them living in poverty jumped dramatically-- up five
percent from 2012.
According to the Census Bureau, 31.4% of Buffalo residents were living in poverty in
2014, which was more than twice the national average of 14.5%.
The Census Bureau also reports that more than half of the children residing in the city
(50.6%) were from households with incomes below the poverty threshold for a family of
four, which for 2013 was $23,834.
Erie County's total percentage of people living in povertywas 15.2%, which was slightly
above the national average.
Despite the numbers, the administration of NY Gov. Andrew Cuomo continues to insist
things are looking up for New York's 2nd largest city. In a statement from the Governor he
responded.
"After decades of neglect, the progress in Buffalo is undeniable – private sector jobs are
up, and unemployment is down more than 2% over the past four years, tied for the highest
rate decrease of any region in the state. There is clearly more work to be done, and that is
why the State will continue to invest in bringing jobs, new businesses to Buffalo."
For the first time in at least a decade, the majority of Buffalo children live in poverty.
The poverty rate for the city’s children under 18 increased from 45 percent in 2012 to 51.6
percent in 2014, according to U.S. Census Bureau estimates.
Some 29,726 of the city’s 58,722 children under 18 live in poverty, according to the
Census estimate.
That’s the third highest poverty rate for children among the nation’s 75 biggest cities,
according to a Pew analysis of the data.
Buffalo’s child poverty rate was 37.5 percent in 2005.
The city’s overall poverty rate nudged upward as well, even as the nation’s poverty rate
declined for the first time since 2006.
Buffalo’s overall poverty rate increased from 30.9 percent in 2012 to 33.5 percent in 2014.
In 2005, the poverty rate was 26.9 percent.
The $17,000 that Maria Rosas earned in 2013 put her well below the federal poverty
threshold for a family of four. Her three sons – ages 15, 9 and 5 – “eat for 20,” she said.
“I’ve got a big boy,” said Rosas, 29. “One pair of pants is, what, $30? So it’s hard. It’s
difficult. But I’m making it.”
The reality facing parents like Rosas touches many parts of the community, from health
and welfare programs to the Buffalo Public Schools, where the vast majority of students
meet the school system’s definition of impoverished.
Among other findings in the Census Bureau’s annual American Community Survey:
• Buffalo’s poverty rate is more than twice the national rate of 13.5 percent.
• For Hispanics in Buffalo, the poverty rate fell from 50.3 percent in 2014 to 49.2 percent
in 2014, but the city had the second-highest poverty rate for Hispanics among the nation’s
largest 75 cities. Only Memphis had a higher rate. For Hispanics across the nation, the
poverty rate fell from 25.6 percent in 2013 to 23.5 percent in 2014.
• The 2014 poverty rate for those in Buffalo who worked full-time and year-round was 3.6
percent, down from 4.2 percent in 2012. But the poverty rate was 31 percent of Buffalo
residents who worked part-time or only part of the year and 42.1 percent for those who did
not work at all.
• Among Buffalo adults who did not graduate from high school, the poverty rate was
43.2 percent in 2013. The rate dipped to 25.2 percent for high school graduates and 10.5
percent for those with a college degree.
• In New York State, Buffalo had a lower poverty rate in 2014 than Rochester (35.4
percent) and Syracuse (33.2 percent) but higher than Albany (25.7 percent) and New York
City (20.9 percent).

poverty level.
In December 2013, the Community Foundation and ACT Rochester releasedPoverty and
the Concentration of Poverty in the Nine-County Greater Rochester Area, which was
primarily based on data from the U.S. Census Bureau’s American Community Survey over
the five-year period from 2007-11.
Since that time, the Census Bureau has released one-year survey data estimates for 2012
and 2013 that also signaled poverty increases. The newest five-year survey, which covers
2009-13, is based on a larger sample and considered more reliable and precise. The Census
Bureau released the data in December 2014 and it provided the basis for this update and
comparison with benchmark cities.
“The first poverty report and its startling statistics were a wake-up call for our entire
region to better understand the depth of poverty that exists in every city, town, and
village,” says Jennifer Leonard, president and CEO of Rochester Area Community
Foundation. “Benchmarking Rochester’s Poverty provides an opportunity to update
key data from that report and take a deeper look at the realities of poverty in the City of
Rochester.”
The Census Bureau data estimates that 66,312 poor people live in the City of Rochester,
with more than 95,000 spread across suburban Monroe and the surrounding eight counties.
In an effort to put Rochester’s poverty into context, report author and researcher Doherty
developed a list of 18 principal cities in similar-sized metro areas (within plus or minus
200,000 of the Rochester population). Included in the benchmark group are Buffalo,
Hartford, Conn., Richmond, Va., Birmingham, Ala., Tulsa, Okla., Louisville, Ky., and
Honolulu.
In 28 charts at the back of the 20-page report, the benchmark cities are ranked based on
their rates of overall poverty and extreme poverty, as well as poverty rates for children,
adults, seniors, and female-headed families. The charts also compare poverty data based
on gender and race, educational attainment, disability, employment, age, and family size
and income.
“Several of the report’s child-related poverty statistics are the most troubling,” says
Doherty, who retired in 2014 as the Community Foundation’s vice president of community
programs.

More than 25,000 children under age 18 in Rochester are living in poverty;
•
In the top 75 metro areas, only three cities — Detroit, Cleveland, and Dayton —
have higher childhood poverty rates than Rochester; and
•
Rochester’s poverty rate for families headed by females is the highest among the
benchmark group of cities.
“Developing a deeper understanding of poverty includes knowing the statistics, but also
going beyond the data to seek out poor people’s perspectives that would provide a better
grasp of the complex causes and effects of poverty,” says Ann Johnson, director of ACT
Rochester.
Johnson also believes that gaining insight into what it is like to be poor is essential to
making our community more understanding of the issue and related problems. Eighty
community leaders and interested residents participated January 7 in an intensive poverty
simulation hosted by ACT Rochester and led by Rhonda O’Connor, director of Onondaga
County’s anti-poverty initiative called “Choosing To Thrive.”

Niagara Street as Improvements Start

As the first phase of a $16.3 million project aimed at dramatically changing a portion of
Niagara Street that cuts through Buffalo’s lower West Side and some of its Black Rock
neighborhood will soon get underway.
A news business called Kamila’s Urban Fashion, which specializes in handbags, watches,
jewelry and fashion accessories opened at 490 Niagara Street in Buffalo, NY.
It’s owner, Desire Morales said she was encouraged by the city to open on Niagara street
and that she hoped to reach a niche market on the Westside and around the city looking
for up-to-date fashion accessories.
Kamila’s Urban fashion is one of the many new businesses and project announced since
the city and Congressman Higgins announced improvement to Avenida San Juan, along
Buffalo’s Hispanic Corridor.
In all, it will take crews through the end of 2017 to complete the project that begins at
Niagara Square north to Ontario Street, with the work done in four phases.
“It was a lot of dollars and it wasn’t easy to assemble,” Brown said.
A portion of the $16.3 million includes a $4.5 million allocation from the Niagara Frontier
Transportation Authority for a series of transit-based improvements, including building a
25-car park-and-ride lot at the corner of Niagara and Ontario streets where an abandoned
gas station currently stands. The NFTA is adding revamped bus shelters, a community
informational bulletin board and adding five compressed natural gas buses to the six
routes that touch that stretch of Niagara Street.
PR and Hispanic Day Parade Theme is Orgullo de Nuestras Raíces
The Puerto Rican and Hispanic Day Parade of WNY is proud to announce the theme for
2015 is “Orgullo de Nuestras Raíces”/Pride in our Roots. Each year we reach out to the
Hispanic community and ask them to help us select a theme. Once the theme has been
selected we go out once more and ask them to get creative and come up with the best
art that would describe this theme. Not only is the winner’s art going to be displayed in
various newspapers, posters and shirts, but the winner will also receive $250.00. At this
time we would like to thank everyone that took the time to participate in this contest. We
received some great submissions, and we ask you to continue being creative and never
stop drawing. We truly have some talented Hispanic Artists right here in WNY.
The winner of the 2015 “Orgullo de Nuestras Raíces”/Pride in our Roots theme art is
Maribel Tory. Not only were we truly touched by Maribel’s art, but Maribel’s letter was
heartwarming as well, so we thought it would be great to share with you. Congratulations
Maribel. You did an incredible job on this year’s theme art and we are very proud of the
young lady you are becoming.

My name is Maribel Tory. I am Colombian and I have been in buffalo for almost 8
years now. I graduated from Orchard Park High School in 2011 and then went to Erie
Community College to work on my associate’s degree. After I graduated from ECC, I
transferred to Buffalo State College to work on my Bachelor’s Degree in Fashion Design.
I’m now a junior at
Buffalo State with a Major
in Fashion Designer and a
concentration on Textiles.
I am a person who is
positive about every
aspect of life. I believe in
success through hard work
& dedication. My favorite
hobby has never changed
since I was young, and
that is art. I have been
drawing since the age of
7 years old and I love it.
It has never stopped and
even now, whenever I have
a pencil at hand with my
notebook or a piece of
paper, I will create and
draw. I like art because it
expresses creativity and
individualism. It makes
you think twice about
what’s on the outside;
art allows you to dive
deeper to explore what's
underneath of the exterior.
Everything around us is
art; jewelry, clothes, the vehicles we drive, even the nude body is art. And I think all forms
are just beautiful and incredibly fascinating!
The Puerto Rican and Hispanic Day Parade of WNY have greatly encouraged the
traditional values, music, costumes, and folklore of each participating country. The
parade allows proud people to wave their respective flags, unite as one, and share a
cultural experience with other. This year’s theme is “Orgullo de Nuestras Raices”, so I
tried to come up with a piece of art that would represent our Hispanic roots. Creating
art is what I love best and I think this piece of art will be a perfect representation for
the Puerto Rico & Hispanic Day Parade. As you can see, the painting has a tree in the
middle with flags coming out of the branches and if you look closer, the tree has a form
of a women’s body. Each branch has a different flag representing each Latino country.
You can think of a tree as a whole "world", such as all the branches are countries, and
together they make up a Hispanic culture. All the branches on the tree are separate but
come from the same tree, but in different sizes and forms, so I think it’s a great way to
represent all the different countries coming from a similar background. The bright colors
are there to represent how Latinos are, we are always happy, enjoying life, passionate
about everything, friendly, always trying to help others, etc. The instruments on each
side of the painting are there to represent each culture and all the different music that is
played in each country. Art is a way of seeing the world, a way of expression, often times
a compulsion: we simply must create!

Today, we strive to continue the legacy of our forefathers and educate future generations
by expanding our programs and offerings to the community in order to meet our mission
and provide quality cultural events to our community.
As organizers of the oldest ethnic festival in Erie County, each year we aspire to grow and
plan an event bigger and better then prior years. The 46th Annual Grease Pole Festival
will be held on July 10th, 11th, and 12th 2015. We are celebrating 3 days of music, ethnic
food, dancing, and children’s activities with events such as our Scholarship Awards
Ceremony and Talent show, a celebration of community and culture with activities for the

after a long illness, she was 81 years old. Born in the Dominican Republic to Martina
Baez, and Jose Dolores “Lolo” Cabrera , she immigrated to the United States in search
of better economic opportunities for her children. After the passing of her husband,
she raised three children on her own by working low-wage factory jobs in the NYC
metropolitan area. Primitiva moved to Buffalo from New York City in 1989 to be with
her son who was a college student at the time. She always said that her biggest regret was
not having immigrated to the United States at a younger age where she could have taken
advantage of a public education and learned to speak the English language. She strongly
believed that education was a key pathway out of poverty. In retirement, Primitiva
enjoyed playing bingo, traveling to the casinos in Atlantic City and visiting her native
Dominican Republic at Christmas time.
She is survived by a daughter, Martha M. Medrano, a son, Dr. Cesar A. Cabrera (Carlos
Aguirre). She was predeceased by a daughter, Ramona Cabrera. Grandchildren include
Diana Monzon (Kevin Ricks), Ramon A. Cabrera, and Joanna Medrano. Great-grand
children include, Karim Kirkland, Charlese Medrano, Nakir Kirkland, Jeanelys Medrano,
and Kaliq Ricks.

Gov. Andrew Cuomo seeks $150 million education tax credit

Cardinal Timothy Dolan supports "logical" tax credit applying to school tuition
As students begin preparing to cram for end-of-the-year tests, Gov. Andrew Cuomo is
making a legislative crunch-time push to get an education investment tax credit through
the Legislature.
The governor appeared with Cardinal Timothy Dolan on Long Island and in Buffalo on
Tuesday to call on lawmakers to approve the controversial measure, which has a new
family-friendly name: the Parental Choice in Education Act.
Cuomo's plan for the EITC, as it's known at the Capitol, is to provide tax credits of up to
75 percent for individual and business donations to public schools and non-profits that
support public educational programs, and credits for up to 75 percent of donations to nonprofit organizations that award scholarships to students in pre-kindergarten through 12th
grade.
He also wants $70 million in credits for families with incomes less than $60,000 per year
that could be used for up to $500 in tuition expenses per student to send kids to nonpublic and out-of-district public schools.
Another $10 million in credits would be used for up to $200 per public school teacher to
help them buy instructional materials and school supplies.
In total, Cuomo's plan is valued at $150 million.
The governor said during his Long Island visit that the plan is about giving parents the
option of where to send their children by helping keep schools funded.
The EITC has been a thorny issue in Albany. Legislation approving the tax credit passed
the state Republican-controlled Senate this year, albeit on the same day Cuomo proposed
the linkage of a modified version of the credit and the DREAM Act, which would make
higher education funding available to undocumented immigrants.
Assembly Democrats support the DREAM Act but generally oppose the EITC, inverting
the Senate GOP's stances. Both items fell off the table during budget negotiations.
Sen. John Flanagan, the new Senate majority leader, and the former chair of the Senate
Education Committee, said he spoke briefly with the governor about his latest proposal.
"It would be foolish of me to suggest it's going to be our way or the highway," Flanagan
said. "The governor, to the best of my knowledge, added a component that would allow
for a parental deduction for tuition. I think that will engender considerable support. ...
This will make a lot of other people find it more appealing."
That's not to say passage of the credit is a sure bet. It's thought that other policies,
including New York City rent regulations, the 421-a tax break program for real estate
developers and mayoral control of New York City schools, are the higher on lawmakers's
priority list with the session set to end June 17.
In his Long Island remarks, Cuomo once again rebuked the education "bureaucracy" —
usually read as shorthand for teachers unions and their allies — for blocking the EITC.
A group of public education advocates quickly released a statement calling the measure a
scheme to divert millions of dollars from public education.
"Even with a substantial school aid increase this year, nearly one-third of the state's school
districts will have less state aid in 2015-16 than six years ago," New York State United
Teachers union Executive Vice President Andrew Pallotta said in the statement. "Investing
adequately and equitably in public education, not providing more tax giveaways to the
wealthy who prefer private education, should be the state's top priority."
Political theater aside, most of the Long Island event at least did not address Albany
politics.
"Students, we love you, we're doing this for you," said Dolan, an advocate for both the
EITC and the DREAM Act, said. " ... You're given an excellent education, and you know
when something is logical or not. This bill, this initiative ... this issue is so logical and so
compelling."

Este mes les traigo un cuento que escuché hace mucho tiempo y que acarrea con él una enseñanza
muy valiosa que puede cambiar la vida de cualquiera si se aplica.
Una vez, un hombre caminaba por una vereda cargado de honores y medallas. Con paso firme
y mirada orgullosa caminaba erguido. Era un guerrero Samurái. Por su paso se encontró con un
Maestro Zen y se detuvo ante él. Luego de saludarlo respetuosamente, le preguntó:
“Maestro, enséñame la diferencia entre el cielo y el infierno”.
El Maestro, lo miró despectivamente y después de un largo silencio, le repuso al Samurái:
“¿Por qué debería enseñarle a una persona tan arrogante como lo eres tú, que crees que vales por
la fuerza de tu espada o el tamaño de tu funda? Sería inútil. No sé si tu cabeza es capaz de entender
las palabras más simples”.
El guerrero respiró profundamente. Conteniendo su ira, sujetó con fuerza el mango de su sable y,
con voz fuerte y mirada altiva, exclamó:
“¡Anciano, cuida tu lengüa! ¡Muchos han perdido su cabeza por menos!”
“Ese sentimiento que experimentas en estos instantes, hijo mío, es el infierno”, dijo el Maestro en
un tono de voz suave, sonriendo serenamente.
El Samurái no era tan tonto como el Maestro pensó pues se dio cuenta rápido de lo que el anciano
quiso decirle. Enseguida, muy conmovido se inclinó con humildad y con voz honesta y profunda
dijo:
“Maestro, muchas gracias. Tus palabras tocaron mi alma. Perdona lo que he dicho”.
A su vez, el Maestro lo miró fijamente y le dijo:
“Ese sentimiento que experimentas en estos momentos, hijo mío, es el cielo”.
Éste cuento me enseñó que nosotros nos convertimos en lo que pensamos. Hacemos realidad el
arder en un infierno sofocante o flotar en el cielo lleno de paz y armonía. Todo depende de lo que
pensemos y sentimos. Los Ángeles celestiales vendrán a nosotros o el diablo… eso depende de lo
que atraigamos con nuestro pensamiento y nuestra fe. Todo está en nuestro interior. Yo también
tengo que ponerlo en práctica porque no es nada fácil. Soy un ser humano imperfecto como
cualquier otro. Debo Meditar en ello todos los días.
Hay veces que uno se levanta de la cama completamente negativo. Todo nos sale mal. No nos
damos cuenta que nuestro comportamiento está atrayendo automáticamente a nosotros nuestro
propio infierno. Otras veces, nos sentimos tan felices que nos ocurren situaciones que le llamamos
‘suertudas’ sin imaginar que somos nosotros mismos los que las atraemos con nuestro buen humor,
comportamiento y sobre todo nuestro pensamiento positivo. Ese es nuestro cielo.

En éste caso, les escribiré un cuento acerca de “la verdad”, ya que mucha gente piensa que poseen
“la verdad” en sus manos. Diferentes clases de “verdades” que ellos mismos dicen es “la verdad”
absoluta”, pero; ¿qué verdad? ¿De qué verdad están hablando? ¿“La verdad” de Dios? ¿“La verdad”
del fin de éste mundo? ¿“La verdad” de la humanidad? No sé a qué “verdad” se refieren pero yo les
traigo una verdad también, y de eso se trata éste cuento que comienza así:
“Un buscador de “la verdad” salió en cierta ocasión por los caminos del mundo. Y por esos caminos
interrogó a muchos.
“Dígame ¿cuál es “la verdad”?” Preguntaba a cuantos encontraba a su paso.
“Busca la filosofía, allí está toda “la verdad””, respondieron los filósofos.
“¡No! “la verdad” está en el servicio a la comunidad”, argumentaron los políticos.
“Entra en las catedrales. ¡Qué más “verdad” que esa!” Le aseguraron los clérigos.
“Sin duda, “la verdad” es la sabiduría”, terciaron los sabios.
“Debes renunciar a todo, y encontrarás “la verdad””, expresaron los insociables.
“Contempla y ensalza las maravillas del Señor y verás “la verdad” allí”, le anunciaron los
místicos.
“Acata y cumple las leyes. “la verdad” es esa”, señalaron los gobernantes.
“La verdad” está en los números sagrados”, dedujeron los hechiceros.
“Vive los placeres y encontrarás “la verdad””, aconsejaron los mundanos.
“¡Únete a nosotros, peleamos por ella!” Le gritaron los revolucionarios.
“La verdad” es un mito”, respondieron los desconfiados.
“La verdad” es que debes vivir y dejar vivir”, clamaron los existencialistas.
“El pasado: esa es “la única verdad”, lamentaron los nostálgicos.
Confundido, aquel individuo se dejó caer sobre el polvo del camino, mientras aquella multitud se
alejaba cantando y reivindicando ‘su verdad’. En eso, acertó a pasar junto al hombre un venerable
anciano.
“Señor, ¿quién eres?” Preguntó el derrotado buscador de “la verdad”.
“Soy “la verdad y el camino”, contestó el anciano reflejando toda la paz del mundo.
“¿“La verdad”? ¿Acaso existe en realidad?”
“La verdad” la llevas siempre contigo. Lo que sucede es que no la has sabido ver con tus ojos
internos. “La verdad” está en todo lo que miras, en todo lo que tocas, en todo lo que saboreas,
en todo lo que escuchas, en todo lo que sientes. Lo que sucede es que debes detenerte a prestarle
atención a su maravillosa vibración que te acaricia día a día, y por estar tan ocupado en otras
cosas, no la has sabido apreciar. En tu camino te acompaña ‘tu verdad’, porque siempre está
contigo. Comienza a prestarle atención y te armonizarás con ella toda la vida. No tienes nada
más qué buscar. Sólo debes despertar”. Culminó el anciano con una sonrisa en el rostro, antes de
desaparecer.
Tengan muy presente lo que les diré. Mucha gente vendrán donde ustedes diciéndoles que tienen
verdades ya sea de filosofía, de religión, de política, de cualquier tema, o creencia, pero ¿saben
qué? Todos tienen razón; pero a la vez, se equivocan. ¿Por qué? Porque cada cosa, tiene un poco de
verdad. Pero el tener un poco de verdad no la hace verdadera completamente. Verdad a medias no
es verdad.
La verdad está dentro de nosotros.Nosotros nacemos limpios. Inocentes. Puros. Pero según vamos
creciendo, se nos contamina según las creencias y el círculo social en el cual crecemos, pero esa
sabiduría innata está dentro de nosotros. Esa “verdad divina” está dentro de nosotros. Le llamamos
instinto.
La solución a todos los problemas, hasta de aquellos que creamos más exteriores está dentro
de nosotros. Dentro de nosotros está la estrategia. Dentro de nosotros están tendidos todos los
puentes hacia el éxito y la claridad. Todas las arquitecturas están ya levantadas dentro de nosotros.
Preguntemos mediante meditación al arquitecto escondido: Él le dará sus fórmulas. Antes de ir a
buscar el hacha de más filo, la picota más dura, la pala más resistente, profundícese en su interior
y pregunte. No pregunte a cualquier persona, pregunte al Gran Arquitecto. Así sabrá lo esencial
de todos los problemas, y se le enseñará la mejor de todas las fórmulas. Se le dará la más sólida
de todas las herramientas. Acertará constantemente, pues dentro de nosotros está la luz misteriosa
de todas las estrategias. No se dé por vencido. La verdad es que la verdad existe pero la buscamos
donde menos debemos.

Annual Summer Camp at Camp Gross.
The City of Dunkirk Youth Bureau recently received a $4,000 grant from the Northern
Chautauqua Community Foundation for its annual Summer Camp at Camp Gross.
Dunkirk’s summer camp at Camp
Gross hosts nearly 300 children each year. Children get to spend a week of fun filled
outdoor activities such as swimming, nature hikes, and arts and crafts.
This grant was made possible through generous community-minded donors who have
established community benefit funds at eh NCCF. Founded in 1986, the NCCF is
committed to improving the community though the promotion of local philanthropy,
strategic grant making and communityleadership.
The organization has distributed over 9.5 million dollars in the form of grants and
scholarships within the community. Truly community in nature, the NCCF is an

Governor Cuomo Announces Incentives and Low Cost Power to Help
Western New York Companies Create 157 Jobs
Governor Andrew M. Cuomo today announced that the New York Power Authority
(NYPA) Board of Trustees has approved allocations of low-cost hydropower to three
Western New York companies. The trustees also approved Western New York Power
Proceeds awards for three other firms in the region. Together, they will support nearly
$100 million in capital investments and 363 jobs—including 157 new positions.
"With this low cost power, these companies have committed to creating new jobs in
Western New York, as well as making millions in capital investments," Governor Cuomo
said. "These commitments are yet more good news for a region that is truly on the move."
The hydropower will be drawn from NYPA’s Niagara Power Plant and allocated to Just
Greens in Lackawanna, North American Hoganas in Niagara Falls, both in Niagara
County, and Cummins in Lakewood, Chautauqua County. North American Hoganas
currently benefits from prior hydropower allocations.
In addition, the trustees approved funding under the Western New York Power Proceeds
initiative to We Care Transportation and Buffalo Niagara Enterprise, two Buffalo firms,
and Cambria Asphalt Products in Cambria, Niagara County.
John R. Koelmel, NYPA chairman, said, “The NYPA hydropower programs in Western
New York account for one-third of the Niagara plant’s generating output and are a
cornerstone in the region’s economy. These low-cost hydropower allocations and these
proceeds funding awards act as impactful assets for businesses seeking to lower their
costs.”
The latest allocations, totaling 2,940 kilowatts (kW), come from NYPA’s Expansion
Power program for Western New York businesses that commit to creating new jobs from
expansion projects. The allocations are to be provided over seven-year contracts.

Just Greens obtained a 1,840 kW allocation for its plans to construct a 68,000-square-foot
vertical farm in the Lackawanna Business Park. Vertical farming is year-round hydroponic
vegetable food production in multi-story greenhouses. The $32.6 million facility will be
built on 12 acres, placing it among the world’s largest and most advanced vertical farms.
A total of 36 jobs would be created over three years. Just Greens is also working with the
Erie County Industrial Development Agency for additional support and incentives.
State Senator Tim Kennedy said, “By allocating low-cost hydropower to these companies,
New York is investing in our local economy and encouraging long-term growth. Just
Greens is in an area in need of significant investment and job creation. I commend NYPA
and Governor Cuomo for recognizing the impact this hydropower distribution has on
Western New York and for supporting these worthy projects.”
North American Hoganas, a long-time customer of NYPA and the largest supplier of
iron powder in the world, will receive 400 kW of hydropower and invest $3 million
in its Niagara Falls facility, creating 10 jobs. Iron powder is used for auto parts, food
fortification and preservation and water treatment. Construction has already begun and
operations are expected to begin this summer.
Cummins will receive 700 kW to convert 40,000 square feet of warehouse space into a
new machine line. The component manufacturing company, which has been in operation at
its Jamestown Engine plant since 1974 and currently employs more than 1,400, produces
three diesel engine platforms, along with blocks and heads, camshafts and crankshafts.
The firm will invest a minimum of $47 million and create 10 jobs.
Cummins is also working with Empire State Development, which has offered up to $2
million in Excelsior Jobs Program tax credits in return for Cummins job creation and
investment commitments, and the Chautauqua County Industrial Development Agency for
additional support and incentives.
Senator Catharine Young said, “Expansion of manufacturing at Cummins Engine will
strengthen our economy and grow more job opportunities for our families. Clean, lowercost energy will help the company continue to compete in the global marketplace, and
their investment in our community truly is phenomenal.”
Expansion Power is reserved for companies within a 30-mile radius of the Niagara plant
or for businesses in Chautauqua County and is currently priced more than 40 percent
lower than wholesale market electricity in the region. The hydropower is linked to tens of
thousands of jobs at more than 100 businesses in the region.
We Care Transportation is one of the largest providers of transportation to the physically
handicapped and the elderly in Western New York. It will receive a $1 million proceeds
award to assist in retrofitting its operations to accommodate compressed natural gas
vehicles, lowering its fuel costs. The firm currently employs 200 people. This project is
expected to allow the firm to retain those jobs and hire 100 additional employees. ESD
has also offered $1 million in incentives to We Care Transportation ($460,000 in regional
council funds and a $540,000 Economic Development Fund grant) for construction of a
CNG fueling station and the purchase of new vehicles.
Assemblywoman Crystal D. Peoples-Stokes said, “The NYPA power proceeds initiative
is a win-win for our region. We Care Transportation will continue to provide accessible
jobs that east side neighborhood residents can walk to. I applaud Governor Cuomo on his
continued efforts to create new jobs and opportunities for Buffalo and Western New York.”
Buffalo Niagara Enterprise is a not-for-profit economic development organization that will
receive nearly $66,000 to conduct a labor market study in the Buffalo-Niagara region. The
study will provide workforce development organizations an in-depth analysis of short- and
long-term job projections by target industry, the number of graduates the region’s schools
produce to fill these jobs, potential gaps that exist between demand for labor and supply,
and typical career pathways for the region’s seven high-growth target industries.
Cambria Asphalt Products was awarded nearly $73,000 for installation of a new natural
gas pipeline to its Lockport Junction Road facility, allowing the firm to lower costs and
improve plant emissions. The project will allow for the retention of six employees and the
hiring of an additional staff person.
Congressman Brian Higgins said, “Western New York wins when we take the benefits
of the clean and affordable hydropower that is uniquely ours and reinvest it in jobs and
projects which support our community’s economy. We commend the NYPA board for their
continued commitment to initiatives that move this region forward.”
Western New York Proceeds awards are made possible from net earnings obtained from
the market sale of unutilized Niagara hydropower and stem from legislation signed into
law in 2012 by Governor Cuomo. Recommended awards are made by the Western New
York Power Proceeds Allocation Board.
Including the latest awards, 30 enterprises have received nearly $22 million in funding
since 2013. Through the end of this April, NYPA has provided more than $41 million to
the proceeds fund.

fluorescentes rotos y hoja sueltas de tareas escolares y sus paredes están llenas de grafitis.
Ubicada a las afueras de la ciudad de San Juan, la escuela cerró en 2012 y es una de más
de 150 colegios que cerraron sus puertas como consecuencia de una crisis económica que
ha hecho que cientos de miles de personas decidan buscar fortuna en Estados Unidos a lo
largo de la última década.
Los cierres son producto de recortes presupuestarios y una merma en la matriculación de
alumnos, lo que impacta a los habitantes de la isla y provoca que muchos niños cambien
de escuela y agraven los problemas de las comunidades que han sido golpeadas por la
recesión.
El gobierno dice que las cosas podrían empeorar. Advirtió hace pocos días que podría
quedarse sin fondos para financiar sus gastos a comienzos de 2016 y que en los próximos
cinco años podría tener que cerrar cerca de 600 de las mil 460 escuelas públicas que
alguna vez tuvo para ahorrar unos 249 millones de dólares anuales. En la actualidad hay
mil 387 escuelas en todo el país.
Esa tendencia "habla de cómo estamos perdiendo población, habla de cómo no somos
eficientes en construir el futuro del país", dijo la alcaldesa de San Juan Carmen Yulín Cruz.
"A mí me preocupa mucho que esto se traduzca en un aumento en la desesperación y la
desconfianza que tiene el país en sí mismo, y que la gente piense que su única opción para
adelantar y llevar adelante a su familia es irse del país".
La matriculación de estudiantes ha bajado un 41% en las últimas tres décadas y se espera
que merme otro 22% en los próximos cinco años, según un informe del Boston Consulting
Group, que firmó un millonario acuerdo con el gobierno para ayudar a reestructurar el
sistema educativo de la isla. Buena parte de esta caída se debe a que los padres se marchan
en busca de mejores oportunidades en Estados Unidos, incluidos numerosos maestros que
son reclutados por ser bilingües.
Velas y lámparas de queroseno sustituyen a focos en Venezuela
CARACAS, VENEZUELA (16/MAY/2015).- Los altos precios de los focos obliga
a los venezolanos a usar velas y lámparas de queroseno para alumbrarse, informaron
representantes de consejos comunales del área metropolitana de Caracas.
"Un bombillo de los llamados incandescentes cuesta 247 bolívares (unos 39 dólares),
equivalente a un día de salario mínimo", precisó Martin Vargas, presidente del Consejo
Comunal de la Parroquia Sucre, al oeste de la capital venezolana.
Vargas dijo que estos bombillos aparte de difíciles de conseguir son costosos, aun cuando
resultan más económicos que los denominados "ahorradores", los cuales cuestan entre 800
(unos 126 dólares) y siete mil bolívares (unos mil 102 dólares), según el vatiaje y la marca.
Destacó que en negociaciones con Cuba, el gobierno venezolano adquirió millones de
bombillos ahorradores para sustituir a los tradicionales incandescentes y los entregó casa
por casa en el marco de la campaña de reducción del consumo eléctrico.
"Jóvenes cubanos iban a las casas y canjeaban los bombillos incandescentes por
'ahorradores', pero resulta que estos duraban poco tiempo por desperfectos de fabricación,
además se determinó que eran altamente contaminantes por su componente de mercurio",
añadió.
Nelson Bellorin, también del citado consejo comunal, refirió que las fábricas de bombillos
que existían en Venezuela, unas seis, se fueron del país, ante la prohibición de continuar
usando bombillos incandescentes.
"Resulta que ahora tenemos que usar velas para alumbrarnos, porque un 'ahorrador' que
continúan vendiendo en los establecimientos a pesar de ser altamente contaminantes,
cuesta un ojo de la cara y los llamados incandescentes desaparecieron", enfatizó.
Bellorin dijo que "la negociación para favorecer al gobierno cubano en el año 2010
perjudicó a muchas familias venezolanas que canjearon sus bombillos tradicionales por los
ahorradores". "Ahora resulta que no tenemos ni uno ni otro", reiteró.
Resaltó que los apagones continúan en Caracas y el interior del país, y que las autoridades
de la estatal Corporación Eléctrica Nacional en lugar de implementar un plan para generar
más electricidad culpa al clima de la inestabilidad del sistema.
Finalmente dijo que llegará el momento en que el país quede en tinieblas si a la empresa
eléctrica nacional sigue llegando gente ajena a la actividad y sin conocimiento en materia
de generación, distribución y transmisión del fluido eléctrico.
La Corte Constitucional, el máximo tribunal del país en asuntos de la Carta Magna, se
apresta en las próximas semanas a votar definitivamente si en Colombia dos hombres o
dos mujeres pueden adoptar. Como recientemente hubo un empate a cuatro votos entre
los magistrados del alto tribunal, hubo necesidad de escoger a un conjuez, el jurista Jaime
Córdoba Triviño, para que dirima el polémico tema.
La ponencia del caso está a cargo del juez Jorge Iván Palacio, quien sostiene que, según
expertos, científica y médicamente no está probado que menores de edad puedan sufrir
traumatismos si su crianza corre a cargo de parejas gays.
La Iglesia católica y la Procuraduría se han opuesto a cualquier tipo de adopción por parte
de homosexuales. En cambio, otras entidades públicas como la Fiscalía y la Defensoría del
Pueblo la han apoyado públicamente.

Obispo colombiano pronuncia inusual discurso sobre gays
BOGOTÁ, COLOMBIA (14/MAY/2015).-Un prestigioso obispo católico en Colombia
pronunció el jueves fuertes e inusuales frases sobre el tema de los homosexuales, e incluso
se atrevió a decir que no se sabe si alguno de los apóstoles o la Magdalena fueron gays.
"No sabemos si alguno de los discípulos era mariconcito, no sabemos... no sabemos si la
Magdalena era lesbiana, no sabemos", aseguró monseñor Juan Vicente Córdoba Villota,
obispo de Fontibón (una localidad de Bogotá), durante un foro sobre la adopción en el país
por parte de parejas del mismo sexo que se llevó a cabo en la Universidad de los Andes en
la capital colombiana.

Al igual que el Papa Francisco, Córdoba Villota es jesuita. Ya el Pontífice ha dicho que si
un homosexual es buena persona, "¿quién soy yo para juzgarle?"
Córdoba se preguntó igualmente: "¿Cuándo dijo Jesús: oye Juan, tú estás como muy así,
muy asá, no se puede caminar de esta manera, no se vistan así? Lo único que les dijo
fue 'un mandamiento nuevo os traigo: que os améis los unos a los otros como yo los he
amado'''.
A las parejas gays, el prelado católico les envió un mensaje: "Yo les digo hermanos
homosexuales y lesbianas: cuando se casen tengan hogares bonitos, tengan lo que nosotros
llamamos la fidelidad".
Desde su punto de vista, "ninguna atracción es mala... Cuando se dice que un homosexual
es pecador, yo diría que lo mismo se podría decir o no decir de un heterosexual".
Sin embargo, Córdoba advirtió que no está de acuerdo con la adopción igualitaria porque,
según dijo, cuando el niño tenga 12, 13 o 15 años "va a decir en sus adentros 'nunca lo va a
decir para afuera, o de pronto sí: '¿por qué eligieron por mí?".

Estudiantes representarán a Puerto Rico en evento internacional de ciencia
Estudiantes de la Arecibo Observatory Space Academy (AOSA) representarán a Puerto
Rico en la 34 Conferencia Anual de Desarrollo Espacial Internacional del Sociedad
Nacional del Espacio (NSS, por sus siglas en inglés), a celebrarse desde mañana hasta el
día 24 en Toronto, Canadá.
Así lo anunció Luisa F. Zambrano-Marín, coordinadora de la AOSA, al detallar que
los estudiantes, cinco de escuela superior junto a dos mentores subgraduados, fueron
seleccionados gracias a su trabajo en el concurso del NSS-NASA Ames Space Settlement
Design Competition, donde con su diseño titulado BANA Space Settlement 3.0,
obtuvieron una mención honorífica en la categoría del duodécimo grado.
Esta competencia consiste en crear espacios habitables y autosuficientes que puedan
sostener la vida humana en el espacio.
En Toronto, dijo Zambrano-Marín, los estudiantes tendrán la oportunidad de presentar su
investigación en la sesión de afiches. Además, como parte de la experiencia educativa,
serán voluntarios trabajando mano a mano con el comité planificador.
Asimismo, participarán junto a otros estudiantes de más de 10 países, de conferencias
ofrecidas por líderes en la industria aeroespacial. El director del Observatorio, Robert
Kerr, estará presente y ofrecerá una charla.
Ricardo Rodríguez, uno de los estudiantes seleccionados y co-creador de BANA
Space Settlement 3.0 dijo sentirse “muy entusiasmado que el proyecto haya tenido esta
notoriedad en el concurso”. Igualmente, afirmó que piensa continuar sus estudios, ya que
fue admitido al Instituto Tecnológico de Massachusetts.
Los demás participantes son Paola V. Figueroa, Ambar K. Ortiz, Edwin B. Martínez, José
D. Maldonado, Cristina M. Crespo y Juan G. Franco.
Google pone a prueba automóviles que se conducen solos
El vehículo podría estar a la venta en 5 años
MOUNTAIN VIEW — La versión más reciente del automóvil autónomo de Google —un
biplaza que no necesita acelerador ni volante— debutará en las carreteras a mediados
de año, en un paso significativo en la misión del gigante tecnológico de ofrecer al
consumidor automóviles sin conductor en los próximos cinco años.
Este prototipo es el primer vehículo construido desde el comienzo para conducción
autónoma, afirma Google.Puede conducir, frenar y reconocer peligros sin intervención
humana.Tiene más capacidades que el prototipo que Google presentó en mayo pasado,
que era tan rudimentario que tenía faros delanteros falsos.
El nuevo modelo no está diseñado para viajes largos. Carece de bolsas de aire y otros
dispositivos de seguridad requeridos, de modo que no puede marchar a más de 25 millas
por hora. Es eléctrico y debe ser recargado después de 80 millas y solo puede hacerlo en
áreas que hayan sido cartografiadas minuciosamente por Google.
Al principio, probablemente tendrá volante y acelerador, ya que las regulaciones de
California lo exigen y también requieren un conductor que sea capaz de retomar el control
del vehículo en cualquier momento, pero Google gestiona regulaciones más flexibles.
Google inicialmente construirá y probará 25 unidades, sobre todo en vecindarios
cercanos a su sede central de Mountain View.Más adelante construirá entre 50 y 100, para
probarlos en terrenos más desnivelados y lluviosos.
El objetivo definitivo, dijo el cofundador de Google Sergey Brin, es producir automóviles
controlados por computadoras que eliminen el error humano, que es un factor con
incidencia en un 90% de las muertes de 1,200,000 personas en el mundo por año. Los
autos autónomos podrían aliviar las congestiones de tránsito y transportar a los ancianos y
discapacitados.
Google conmovió la industria automovilística en 2010 con su anuncio de que trabajaba
en un automóvil autónomo. Brin insiste en que Google no aspira a ser una empresa
automovilística, sino que desea que los fabricantes adopten su tecnología.
"Deseamos asociarnos para llevar la autoconducción a todos los vehículos del mundo",
dijo Brin a un grupo de periodistas y miembros de la comunidad reunidos esta semana
para probar el prototipo.
Por ahora, la industria automovilística tradicional desarrolla su propia tecnología de
conducción autónoma, pero con un objetivo a mayor plazo —de 10 a 15 años— para
producir un automóvil realmente autónomo.
Aplicaciones para curar tu adicción al cellular
¿Te levantas en medio de la noche si te entra un mensaje por WhatsApp? ¿Sales de casa
siempre con el cargador del celular porque no puedes soportar quedarte sin batería? ¿Eres
capaz de detener cualquier actividad –incluso las más gratificantes- tras una sola vibración
del teléfono?
Es posible que, si la respuesta es afirmativa, estés demasiado enganchado a tu teléfono
inteligente.
La adicción al celular recibe el nombre de nomofobia (un término que proviene del
anglicismo "no mobile phone phobia") y que se refiere a la ansiedad o miedo irracional a
quedarse sin acceso al celular.
Aunque no está considerada como una enfermedad o trastorno psicológico, la adicción al
celular nos puede causar graves problemas en la vida diaria, tanto en el trabajo como en
nuestras relaciones con las personas que nos rodean.
Distintos estudios llevados a cabo por empresas de marketing y aplicaciones han
concluido que, de media, consultamos nuestro teléfono más de 100 veces al día.
Aunque pueda parecer contradictorio utilizar el teléfono para frenar nuestra adicción
al mismo, existen algunas aplicaciones que nos pueden ayudar a controlar el deseo
irrefrenable de consultar nuestro celular.
Deja el celular y retoma tu vida
Es el lema de Moment, una aplicación para iOS que rastrea cuánto utilizas tu iPhone o tu
iPad cada día.
Si crees que estás enganchado, puedes ponerte límites diarios y recibir una notificación
cada vez que los superas.
Si tu caso llega a una situación extrema, esta aplicación te permite incluso sacarte por la
fuerza de tu dispositivo al superar el límite.
Si el problema no lo tienes tú, sino tus hijos adolescentes, también puedes rastrear su uso
del teléfono con Moment Family y establecer un límite para toda la familia.
No te engañes
A lo mejor eres de ese tipo de personas que piensa que el problema no lo tienes tú, sino
los otros.
En ese caso, quizás te convenga primero asegurarte que lo que piensas coincide con la
realidad y ver si, en verdad, estás libre de la adicción al teléfono.
Para averiguarlo puedes utilizar Checky, una aplicación similar a Moment que, en lugar
de decirte cuánto tiempo pasas conectado, te da la información sobre cuántas veces has
consultado el teléfono ese día y dónde.
Es posible que la cifra resultante te sorprenda y te des cuenta de que te vendría bien
ponerte algunos límites.
La vida digital vs. La vida real
Otras aplicaciones funcionan con una lógica opuesta: en lugar de decirte cuánto tiempo
pasas conectado, te informan del tiempo que logras estar offline.
Es el caso de Pause, una app que te ayudará a "reconectarte con la vida real", según sus
fundadores.
La aplicación rastrea el tiempo que eres capaz de pasar con tu teléfono en Modo Avión.
Funciona de la siguiente manera: al abrirla, debes fijar la cantidad de tiempo que vas a
estar desconectado y establecer qué actividad planeas hacer en lugar de, por ejemplo,
enviar intrascendentes whatsapps a alguien que acabas de ver.
Más estadísticas
Hay gente que sólo se convence cuando tiene los números delante. FaceUp es una
aplicación española que acumula estadísticas sobre el tiempo que usas el celular, al igual
que Checky o Moment.
Pero con esta aplicación también puedes ver gráficos que te explican la evolución del uso
del teléfono y saber en qué aplicaciones ocupas más el tiempo.
"La vida es lo que pasas mientras miras la pantalla del smartphone" es el lema de Faceup.
Lo primero que debes hacer si utilizas esta aplicación es pasar un test en el que conocerás
cuál es tu nivel de adicción.
Luego, la aplicación te ofrece un programa para superar la adicción a través de retos para
corregir tu conducta.
Los datos que se acumulan son confidenciales.
Si todo falla…
Si ninguna de estas aplicaciones te funciona, puedes recurrir a un último medio: el
NoPhone.
Siempre te queda la opción de adquirir el NoPhone.
Una diseñadora holandesa llamada Ingmar Larsen creó un teléfono celular con una
impresora 3D.
Se trata de un objeto que parece un teléfono, con dimensiones similares, pero que en
realidad es una pieza de plástico con forma de iPhone.
El aparato no tiene ni cámara, ni wifi ni permite llamar a nadie.
"Gracias al NoPhone, no he enviado ningún mensaje a mi ex estando borracho en una
semana entera".
Es uno de los testimonios de usuarios (no se sabe si verdaderos o inventados) que se
mencionan en la página web en la que se pueden encargar estos pseudo-teléfonos.
El NoPhone te aporta la sensación de tener un teléfono, pero sin la adicción. ¿Quién
puede engancharse a un pedazo de plástico?
Corte ratifica que Samsung copió a Apple
Varios modelos de los smartphones y tabletas Samsung infringieron algunas de las

SAN FRANCISCO, California— Una corte federal de apelaciones ratificó la conclusión
de un jurado de que Samsung ilegalmente copió algunas patentes del iPhone de Apple,
pero validó el argumento de Samsung en un punto que podría reducir la indemnización de
930 millones de dólares que le habían ordenado pagar a la empresa sudcoreana.
El fallo, que llegó tres años después de una épica batalla entre los dos gigantes de la
industria, podría ocasionar otro juicio por una parte de los daños que equivale a más de
un tercio de la indemnización total. Sin embargo, expertos legales dicen que los rivales
podrían optar por la negociación de un acuerdo.
En la decisión del lunes, la Corte de Apelaciones del Circuito Federal ratificó casi todas
las conclusiones del jurado federal de California del 2012, que concluyó que varios
modelos de los smartphones y tabletas Samsung infringieron algunas de las patentes de
Apple para tecnología y diseño, incluyendo controles de pantalla táctil que permitían a
usuarios "pellizcar" o dar "doble toque" para encoger o agrandar una imagen. Aunque
ratificó las demandas por patentes, el tribunal de apelación basado en Washington, D.C.,
dijo que Apple no tenía derecho a indemnización por la afirmación de que Samsung copió
el "diseño distintivo".
El caso es una de varias demandas en donde Apple, Samsung y otras compañías se
enfrentaron en una batalla por el dominio del mercado de smartphones que hoy en día
sigue creciendo, pero las batallas se salieron de la arena legal.
Aunque Apple ganó indemnizaciones al alegar que Samsung copió algunos productos,
tuvo menos éxito persuadiendo a la corte para que mantuviera las versiones de Samsung
fuera del mercado. Por otro lado, los últimos modelos iPhone han sido muy populares
mientras que Samsung perdió terreno en mercados ante otros competidores.
El fallo ordena al tribunal de San José, California, reconsiderar 382 millones de dólares
de indemnización que el jurado otorgó en relación al reclamo por "diseño distintivo".
El mismo caso ya pasó por una revisión: después de que un juez redujo 450 millones de
dólares de una indemnización de más de 1.000 millones, un segundo jurado lo restableció
en unos 930 millones.
"Es una victoria para el diseño y para quienes lo respetan", dijo Apple en una declaración.
Representantes de Samsung no respondieron de inmediato a una solicitud de comentario.

como Argentina, Colombia y Brasil, donde dice que la
escena musical dance es incluso más abierta que en Estados
Unidos. En la Ciudad de México, por ejemplo, hay una

"Lo sé, es increíble, lo mismo pasa en Francia, pero en
Estados Unidos ha sido muy, muy difícil", dijo Guetta
a The Associated Press. "Latinoamérica siempre ha
apoyado mucho más la música dance que Estados Unidos,
donde quizá están más con el hip hop o el rock, pero
finalmente las cosas están cambiando", agregó en una
entrevista telefónica reciente desde Miami, uno de sus
"lugares favoritos en el mundo", a donde viajó para una
presentación.
Guetta ha pasado mucho tiempo en Ibiza y ¿habla español?
"¡Claro que sí!", respondió en castellano. "De hecho me
encanta el español, pero no lo hablo tan bien como el
inglés".
El alcance de la música del DJ francés es global, aunque
está hecha con sintetizadores y beats para bailar puede
llegar a tener su lado bastante emotivo.
"Me encanta que la gente tenga recuerdos con mi música,
es algo completamente mágico para mí saber que la gente
va a recordar lugares y momentos de su vida y que cada
vez que piensan en ese momento o lugar piensan en mi
música", dijo.
Una de estas piezas especiales es "Titanium", su megaexito
de 2011 interpretado por la cantante y compositora
australiana Sia, incluida en la banda sonora de la película
argentina "Relatos Salvajes" y en cientos de celebraciones
como graduaciones, aniversarios y eventos deportivos.
"Estaba trabajando con Sia sin tratar de hacer un éxito, sólo
algo diferente y a los dos nos gustó mucho pero ninguno
sabía que iba a ser tan grande, no salió como primer
sencillo ... salió como cuarto sencillo", recordó. "Fue como
un OVNI que vino de la nada".
La canción del álbum de Guetta "Nothing But The Beat"
llegó a los primeros puestos de España, Francia, Estados
Unidos y Gran Bretaña, entre otros muchos países, y
catapultó a la fama a Sia, quien hasta entonces se había
destacado más como compositora de artistas como Rihanna
y Beyonce.
"Es una de las mejores compositoras del mundo, si no la
mejor, pero es un poco tímida en el escenario y cuando
hicimos la grabación ella quería dejar de ser artista. La tuve
que convencer de quedarse para el disco. Eso nos cambió la
vida a los dos".
Actualmente Guetta promueve "Hey Mama", su nueva
canción con Nicki Minaj (luego de "Turn Me On" y "Where
Them Girls At") y su colega Afrojack (con quien también
trabajó en "Titanium"). El domingo Minaj y Guetta la
presentaron en los Premios Billboard.
"Tiene su propio estilo y es muy importante para mí. Nicki
Minaj es una artista increíble, con muchas facetas en una
misma persona, y también me encanta Afrojack, estar otra
vez en el estudio con él fue divertido", expresó. "Parece que
será un gran éxito y estoy muy complacido".
Previamente Guetta estrenó "Dangerous", una colaboración
con Sam Martin en cuyo video aparece compitiendo con el
actor británico James Purefoy en una carrera de autos.
"Ese video fue muy divertido, fue toda una experiencia",
dijo Guetta. "Es bueno poder vivir tus fantasías, como ser

Obispo colombiano pronuncia inusual discurso sobre gays
BOGOTÁ, COLOMBIA Un prestigioso obispo católico en Colombia pronunció el jueves
fuertes e inusuales frases sobre el tema de los homosexuales, e incluso se atrevió a decir
que no se sabe si alguno de los apóstoles o la Magdalena fueron gays.
"No sabemos si alguno de los discípulos era mariconcito, no sabemos... no sabemos si la
Magdalena era lesbiana, no sabemos", aseguró monseñor Juan Vicente Córdoba Villota,
obispo de Fontibón (una localidad de Bogotá), durante un foro sobre la adopción en el
país por parte de parejas del mismo sexo que se llevó a cabo en la Universidad de los
Andes en la capital colombiana.
Al igual que el Papa Francisco, Córdoba Villota es jesuita. Ya el Pontífice ha dicho que si
un homosexual es buena persona, "¿quién soy yo para juzgarle?"
Córdoba se preguntó igualmente: "¿Cuándo dijo Jesús: oye Juan, tú estás como muy así,
muy asá, no se puede caminar de esta manera, no se vistan así? Lo único que les dijo
fue 'un mandamiento nuevo os traigo: que os améis los unos a los otros como yo los he
amado'''.
A las parejas gays, el prelado católico les envió un mensaje: "Yo les digo hermanos
homosexuales y lesbianas: cuando se casen tengan hogares bonitos, tengan lo que
nosotros llamamos la fidelidad".
Desde su punto de vista, "ninguna atracción es mala... Cuando se dice que un homosexual
es pecador, yo diría que lo mismo se podría decir o no decir de un heterosexual".
Sin embargo, Córdoba advirtió que no está de acuerdo con la adopción igualitaria porque,
según dijo, cuando el niño tenga 12, 13 o 15 años "va a decir en sus adentros 'nunca lo va
a decir para afuera, o de pronto sí: '¿por qué eligieron por mí?".
La Corte Constitucional, el máximo tribunal del país en asuntos de la Carta Magna, se
apresta en las próximas semanas a votar definitivamente si en Colombia dos hombres o
dos mujeres pueden adoptar. Como recientemente hubo un empate a cuatro votos entre
los magistrados del alto tribunal, hubo necesidad de escoger a un conjuez, el jurista Jaime
Córdoba Triviño, para que dirima el polémico tema.
La ponencia del caso está a cargo del juez Jorge Iván Palacio, quien sostiene que, según
expertos, científica y médicamente no está probado que menores de edad puedan sufrir
traumatismos si su crianza corre a cargo de parejas gays.
La Iglesia católica y la Procuraduría se han opuesto a cualquier tipo de adopción por parte
de homosexuales. En cambio, otras entidades públicas como la Fiscalía y la Defensoría
del Pueblo la han apoyado públicamente.
Cuba y Vaticano concluyen reunión preparatoria de visita papal
LA HABANA, CUBA -Delegaciones del Vaticano y Cuba concluyeron este miércoles en
La Habana la primera reunión de coordinación de la visita que el Papa Francisco realizará
a la isla en septiembre, informó este miércoles la cancillería cubana.
"Los encuentros, cordiales y productivos, reflejaron la buena comunicación existente entre
la Santa Sede, la Iglesia Católica y el Estado cubano, y el interés compartido de garantizar
el éxito de la visita pastoral", señaló la cancillería, en un comunicado publicado en su sitio web.
Destacó que en "las primeras reuniones preparatorias" del viaje del pontífice a la isla, del
19 y el 22 de septiembre, la delegación de la Santa Sede estuvo encabezada por Alberto
Gasbarri, responsable de los viajes del pontífice.
También asistieron a los encuentros el cardenal Jaime Ortega, que es arzobispo de La
Habana; el arzobispo de Santiago de Cuba, Dionisio Gracía; el canciller cubano, Bruno
Rodríguez; y la jefa de la Oficina de Asuntos Religiosos del Partido Comunista, Caridad
Diego.
La cancillería subrayó que el pontífice, que llegará a Cuba antes ir a Estados Unidos,
"tiene previsto visitar las provincias de La Habana, Holguín y Santiago de Cuba", en el
extremo oriental de la isla.
El Papa Francisco, un actor clave en el proceso de deshielo entre Estados Unidos y la isla,
se convertirá en el tercer pontífice que visite Cuba en 17 años, después de Juan Pablo II,
en enero de 1998, y Benedicto XVI, en marzo de 2012.
El Papa Francisco canoniza a dos santas palestinas del siglo XIX
CUIDAD DEL VATICANO - El Papa Francisco canonizó a dos monjas del siglo XIX
procedentes de lo que entonces era la Palestina gobernada por el imperio otomano con
la esperanza de animar a los cristianos de Oriente Medio que enfrentan una oleada de
persecuciones por parte de extremistas islámicos.
Las hermanas Mariam Bawardy y Marie Alphonsine Ghattas estuvieron entre las cuatro
monjas elevadas a santas durante una misa en la Plaza de San Pedro. El presidente
palestino, Mahmud Abás y unos dos mil peregrinos de la región, algunos ondeando
banderas palestinas, estuvieron presentes en la canonización de las primeras santas de la
región desde los inicios del cristianismo.
Responsables de la iglesia presentaron a las nuevas santas como un símbolo de esperanza
y aliento para todos los cristianos en Oriente Medio en un momento en que las violentas
persecuciones y la discriminación han alejado a muchos cristianos del lugar donde nació
Jesucristo.
En su homilía, Francisco dijo que las dos mujeres (así como las nuevas santas Jeanne
Emilie de Villeneuve de Francia y Maria Cristina de la Inmaculada Concepción de Italia)
fueron un modelo a la hora de mostrar unidad y caridad para con todos.
"Su luminoso ejemplo nos desafía en nuestras vidas como cristianos", dijo el pontífice.
Bawardy fue una mística nacida en 1843 en la localidad de Ibilin, en lo que hoy es
la región de Galilea, en el norte de Israel. Se dice que padeció el "estigma" (heridas
sangrantes como las que sufrió Jesús en la cruz) y falleció a la edad de 33 años en la
ciudad cisjordana de Belén, donde fundó un monasterio de la orden de las Carmelitas que
todavía existe.

Hoy en día, la orden cuenta con docenas de centros en todo Oriente Medio, desde Egipto a

Francis elogió a Bawardy por haber sido "un punto de encuentro y comunión con el mundo
musulmán", mientras que Ghattas "nos mostró la importancia de hacernos responsables de

Además de la delegación palestina que acudió a la misa, Israel envió también una
representación encabezada por su embajador en la Santa Sede.Francia, Italia y Jordania
estuvieron representadas también de forma oficial.
Los cristianos representan menos del 2% de la población de Israel y los territorios
palestinos, el lugar donde nació el cristianismo. Aunque los cristianos no han sufrido las
violentas persecuciones que han diezmado las comunidades cristianas en otras zonas de
la región, la población ha decaído gradualmente durante décadas a medida que los fieles
huían del conflicto o buscaban mejores oportunidades en el extranjero.
Francisco presentó la difícil situación de los cristianos en la región como una causa
de preocupación, denunciando que el grupo extremista Estado Islámico ha expulsado
violentamente a miles de fieles de minorías religiosas de sus hogares en Siria e Iraq.
El Papa lamenta que excluidos sean desechos de la sociedad
CIUDAD DEL VATICANO- (El Papa Francisco lamentó que en la sociedad actual los
excluidos ya ni siquiera sean explotados sino desechados y se conviertan en "sobrantes"
marginados de todo sistema, en un mensaje ante a la asamblea de Caritas Internacional,
que inició hoy.
"Lamentablemente hoy se tiende a considerar al ser humano como bien de consumo, que
se puede usar y luego tirar. Hemos comenzado a vivir la cultura del descarte, que además
se promueve. No sólo se vive", sostuvo en su videomensaje a Caritas Internacional, que
reúne a más de 300 representantes de organizaciones caritativas católicas del mundo.
Ya no se trata, agregó, sólo del fenómeno de explotación y opresión, sino de algo nuevo,
con la exclusión se afecta su misma raíz la pertenencia a la sociedad, "pues ya no se está
en ella abajo, en la periferia o sin poder, sino que se está afuera, descartado, fuera de
cualquier tipo de sistema".
La asamblea, que lleva por título "Una sola familia humana, cuidando la creación", se
celebra en un residencia de Roma y cuenta entre sus oradores con el sacerdote dominico
Gustavo Gutiérrez, conocido como el "padre" de la teología de la liberación.
En su discurso, que pronunció en español, el obispo de Roma constató que los agentes de
Caritas "están en la calle", cuidando a los necesitados a través de sus obras de justicia y
caridad.
Reconoció que "salir a la calle" puede "producir un accidente", pero estableció que
quedarse encerrado enferma.
Por eso aseguró que prefiere una Iglesia "accidentada, herida y manchada", por salir a
la calle, antes que una Iglesia "enferma por el encierro y la comodidad de aferrarse a las
propias seguridades".
"Ustedes son el motor de la Iglesia que organiza el amor, Caritas, para que todos los fieles
trabajen juntos, respondiendo con obras concretas de misericordia", dijo el Papa.
"Ustedes son las mismas manos de Jesús en el mundo, su testimonio ayuda a cambiar
el curso de la vida de muchas personas, de muchas familias y muchas comunidades, su
testimonio puede cambiar el curso de su propio corazón", añadió.

Does Cancer Hit Some Population Groups Harder?
Yes, some cancers do. When a significant difference exists in the occurrence, death rate,
burden of cancer and the related outcomes among specific population groups, it’s called
a health disparity. Breast cancer for example, is diagnosed in white women more often
than in African American women, but African American women die more often from the
disease. Native Americans face higher death rates from many cancers—including lung,
colorectal, prostate, breast, stomach, gallbladder, liver and kidney cancers—compared to
white men and women.
Health disparities are caused by a complex combination of factors, such as poverty,
access to health care, education level, lifestyle, and cultural beliefs. In Native populations,
unique circumstances of location, history, and differences of specific tribes are
contributing factors, too.
In an effort to tackle the problem, Roswell Park Cancer Institute researcher, Rodney
Haring, PhD, MSW, Department of Cancer Prevention and Population Sciences,
is creating a workplace initiative that focuses on combating obesity among Native
Americans, who also have higher-than-average rates of heart disease, stroke, diabetes.
Today, the top two causes of death in the U.S. are heart disease and cancer, with diabetes
in the number seven spot — and obesity, largely preventable, is strongly associated with
all three.
With an $86,000+ award from Roswell Park’s Cancer Center Support Grant, Dr. Haring
is devising a program aimed at helping Native Americans maintain a healthy weight and
prevent the life-threatening diseases obesity can cause. The community-based project will
include preventive and intervention-minded components to educate how obesity affects
cancer risk, incorporate healthy eating and physical activity and how Native American
traditions are intertwined in all of these.
Dr. Haring is an enrolled member of the Seneca Nation of Indians (Beaver Clan) and
lives on the Cattaraugus Indian Reservation. In the pilot phase of the obesity intervention
program, he’s working with both the Seneca Nation and an organization in Buffalo that
has a large Native American employee base.
“The project has a high relevance to not only Native Americans, but other populations
that are highly affected by obesity and cancer such as African American and Hispanic
workforces,” says Dr. Haring. “The idea is to reach workers through Employee
Assistance Programs, with employees taking the information home to their families.

First HIV Immunotherapy Treatment In Humans Proves Successful
The first study to test a therapy using powerful antibodies in HIV patients reduced
the presence of the virus by up to 300 times, according to a letter published in Nature
yesterday. Previous research in genetically engineered mice and in non-human primates
with a different version of the immundeficiency virus showed success, but this was the
first trial to test this therapy in humans.
“The findings of this study are very significant in that it is the first proof of concepts
that an antibody-based therapy could be effective in controlling HIV infection,” said
Barry Zingman, M.D., the Medical Director of the AIDS Center and Clinical Director
of Infectious Diseases at Montefiore Medical Center Moses Division. “If further studies
continue to show effectiveness and lack of side effects,” he said, this therapy might
replace or supplement currently used standard HIV drugs.
Although not an author on the study, Zingman’s site is one of those collaborating with the
research group to study the antibody and related therapies, and his center refers patients to
the group. The antibody treatment was injected in varying concentrations in 12 uninfected
and 17 HIV-infected participants, who were then observed for 56 days. The greatest drops
in viral load – up to 300-fold – were seen in the eight infected patients who received the
highest dose, 30 mg per kilogram of weight.
The immune system has a hard time fighting HIV because it must produce an antibody
specific to each viral strain to go after the virus. But by the time the body has done that,
the strain has mutated into a new one, and the antibody cannot attack it. What makes
these injected antibodies so special is that they can target many different strains at once –
specifically 195 of 237 HIV strains.
The antibody, named 3BNC117, is a “broadly neutralizing” human antibody that about 10
to 30 percent of individuals with HIV can produce after they’ve been infected for several
years, but by then, the virus has nearly always evolved beyond the antibody’s reach. But
injecting it into individuals before their bodies have produced it gives them an edge. The
antibody specifically targets the primary site of the virus’s envelope, or outer shell, that
binds to cells, called the CD4 binding site.
Attacking that site means preventing it from binding to and then replicating in the cells.
The potential applications of this research are far-reaching, Zingman said. Curing an
infection is unlikely (though remotely possible) with this kind of therapy, but it has many
other potential uses if future trials bear out:

Treating an established HIV infection either alone or in combination with other
antibodies or other anti-HIV drugs
•
Preventing an HIV infection in something who was exposed or partially exposed
to it through an occupational or other exposure
•
Preventing HIV before someone at high risk for infection is exposed (i.e., a

“A single neutralizing antibody is unlikely to sustain HIV suppression for a long period,”
said the study’s co-lead author, Florian Klein, M.D., an assistant professor of clinical
investigation at The Rockefeller University’s Laboratory of Molecular Immunology.
“Therefore, neutralizing antibodies are most likely to be used together with other
neutralizing antibodies or currently available HIV medication.”
Cuba Has a Lung Cancer Vaccine—And America Wants It
CUBA HAS FOR several years had a promising therapeutic vaccine against lung cancer.
The 55-year trade embargo led by the US made sure that Cuba was mostly where it
stayed. Until—maybe—now.
The Obama administration has, of course, been trying to normalize relations with the
island nation. And last month, during New York Gov. Andrew Cuomo’s visit to Havana,
Roswell Park Cancer Institute finalized an agreement with Cuba’s Center for Molecular
Immunology to develop a lung cancer vaccine and begin clinical trials in the US.
Essentially, US researchers will bring the Cimavax vaccine stateside and get on track for
approval by the Food and Drug Administration.
“The chance to evaluate a vaccine like this is a very exciting prospect,” says Candace
Johnson, CEO of Roswell Park. She’s excited, most likely, because research on the
vaccine so far shows that it has low toxicity, and it’s relatively cheap to produce and store.
The Center for Molecular Immunology will give Roswell Park all of the documentation
(how it’s produced, toxicity data, results from past trials) for an FDA drug application;
Johnson says she hopes to get approval for testing Cimavax within six to eight months,
and to start clinical trials in a year.
How did Cuba end up with a cutting edge immuno-oncology drug? Though the country is
justly famous for cigars, rum, and baseball, it also has some of the best and most inventive
biotech and medical research in the world. That’s especially notable for a country where
the average worker earns $20 a month. Cuba spends a fraction of the money the US does
on healthcare per individual; yet the average Cuban has a life expectancy on par with the
average American. “They’ve had to do more with less,” says Johnson, “so they’ve had to
be even more innovative with how they approach things. For over 40 years, they have had
a preeminent immunology community.”
Despite decades of economic sanctions, Fidel and Raul Castro made biotechnology and
medical research, particularly preventative medicine, a priority. After the 1981 dengue
fever outbreak struck nearly 350,000 Cubans, the government established the Biological
Front, an effort to focus research efforts by various agencies toward specific goals. Its first
major accomplishment was the successful (and unexpected) production of interferon, a
protein that plays a role in human immune response. Since then, Cuban immunologists
made several other vaccination breakthroughs, including their own vaccines for
meningitis B and hepatitis B, and monoclonal antibodies for kidney transplants.

Five steps to knock down student loan payments

You probably recall Stephen Covey’s 1989 best-selling book, “The Seven Habits of
Highly Effective People.” In a slight variation of that theme, consider some new and
timely research that explores the five habits of successful student loan borrowers.
That certainly fits as the title of research released in early April by Navient, which
services and manages more than $300 billion in student loans. The company’s findings —
loaded with common sense — make for worthwhile reading for anyone who has student
loans or is contemplating financial aid.
Dealing with a bundle of student loan debt has become a financial fact of life for many
recent college graduates. And for many, it’s a heavy burden that can lead to snuffed out
dreams, years of worry about where the money will come from to get out of debt and
missed or late payments that add to the toll.
Earlier this month, Navient released an analysis of 6.8 million of its student loan
customers that broadly sought to identify the money management traits that led to
successful repayment of college debt.
Here’s what it found: Borrowers who don’t postpone their payments and who track their
progress, graduate from college, stick with a payback plan and communicate with their
loan service provider substantially increase their chances of a successful outcome. And
according to Navient’s analysis, the amount borrowed is not a critical factor in the final outcome.
Regardless of whether you’re pulling down a big salary or just scraping by, it’s all about
taking an “engaged approach” to repaying debt, said John Kane, Navient’s chief operating
officer.
Here’s more on those five steps:
▪ Don’t put off repayment. Keep deferment options to a minimum unless you truly need a
break from payments. Borrowers who use less than six months of forbearance “are nearly
twice as likely to successfully repay student loans than those who postpone longer,”
Navient’s research showed.
▪ Stay connected. Regularly logging in to your online student loan account keeps you up
to date on your progress and makes it easy to explore or renew loan payment plans. Also,
keeping your contact information current ensures you and your loan servicer can reach
each other — for instance, if there’s a change in your financial situation or a change in
address.
▪ Graduate. Navient calls this the “most important step toward realizing the value of your
education.” So if you’re still in school, stay on track to graduate. Think of your diploma
as a valuable asset and don’t throw it away.
▪ Stay the course. Continuing to throw every spare nickel and dime each month — even if
it’s a small amount of your take-home pay — knocks down the balance.
▪ Keep the communication lines open. Talk to your loan servicer, especially in times
where you’re between jobs or feeling like you’re running into financial difficulties.
Navient said 90 percent of the time “when we talk to a struggling federal loan customer,
we can help him or her get on an affordable payment plan and avoid default.”
There are clear benefits to following this blueprint, not the least of which is paying off
your loans in full. Being debt-free can be very liberating.
Here’s a final tip for the class of 2015: If you’re about to graduate with federal student
loans on the books, sign up with your lender for an automatic debit on your bank account.
You’ll get a 0.25 percentage point reduction on your interest rate.

“Puerto Rico es mucho más que un mercado de cuatro millones de habitantes. Es una
plataforma para el intercambio. Con la creación del Estado Libre Asociado construimos
un espacio político que a la vez es parte del ambiente institucional de los Estados Unidos,
ofrece oportunidades fiscales con las que ningún estado de la unión americana puede
competir”, enfatizó.
Sin embargo, a pesar de todo esto dejó claro que los puertorriqueños pertenecemos
a América Latina. “Puerto Rico es un país latinoamericano. Hablamos, pensamos
y soñamos en español.Este es nuestro idioma de enseñanza en la escuela y en la
universidad”, comentó.
Por lo que según García Padilla, este evento se convierte en la primera gran acción para
reiniciar la relación con la comunidad iberoamericana. Asegurando que, “la mirada tiene
que seguir ensanchándose. Es tiempo de integrarnos con fuerza a Iberoamérica. Esta
cumbre que ahora comienza no es un evento solitario. Está acompañado por otras como
son el establecimiento de Puerto Rico en la región, así como el establecimiento de nuevos
consulados latinoamericanos que aún no tienen presencia en la Isla.
Los Angeles City Council Votes to Increase Minimum Wage to $15
The Los Angeles City Council voted to raise the minimum wage of the second-largest
U.S. city to $15 by 2020, a move expected to boost the salaries of about 800,000 workers.
The council voted 14-1 to phase in the wage increase between July and 2020, which
will keep California’s largest city ahead of the statewide minimum of $10 an hour at the
beginning of next year.
“Help is on the way for the one million Angelenos who live in poverty,” Mayor Eric
Garcetti said in a statement after the vote. “I started this campaign to raise the minimum
wage to create broader economic prosperity in our city and because the minimum wage
should not be a poverty wage in Los Angeles.”
Congress hasn’t moved to raise the federal minimum wage of $7.25 an hour since 2009.
That’s left states and cities to take action on their own. As of January 1, 29 states and the
District of Columbia had set their minimum wage above the federal level, according to the
National Employment Law Project, a New York-based advocacy group.
Garcetti, a Democrat, last year proposed raising the city minimum wage to $13.25 an hour
by 2017. His plan drew criticism from business groups who warned it would result in
job losses, and from labor advocates who said it doesn’t go far enough in a city with the
largest gap between incomes and housing prices.
Seattle in 2014 voted to phase in an increase to $15 an hour over seven years. The law
went into effect in April, when tens of thousands of low-wage workers got a raise to $11
an hour.

Entre 2007 y 2014 la deuda estatal aumentó en un 63%, la corporativa en un 2% y solo la
de los hogares ha disminuido en un 1%.
McKinsey estima que Japón necesitaría crecer el doble para empezar a reducir su deuda.
"Si la deuda estatal sigue creciendo el gran reto será poder pagar los servicios. A esto
se añade un problema demográfico porque Japón tiene una fuerza laboral que está
decreciendo", indicó Dobbs.

Evan Rodrigues signs with Buffalo Sabres Hockey
The Buffalo Sabres today announced the team has signed free agent forward Evan
Rodrigues to a two-year, entry-level contract.
Rodrigues (5’11”, 176 lbs., 7/28/93) recently finished his senior season at Boston
University, recording 61 points (21+40) while helping the Terriers advance to the
championship game of the 2015 NCAA Tournament. An assistant captain of the 201415 Terriers squad, he ranked second in the nation in assists per game (0.98) and in total
points (61). His four points (3+1) in two games played in this year’s NCAA Tournament
earned him Most Outstanding Player of Northeast Regional and All-Regional Team
honors in the NCAA Tournament.
“Evan is a very talented young player who has displayed exceptional growth during his
four years at BU,” said Buffalo Sabres General Manager Tim Murray. “We look forward
to adding another talented piece to our group.”
In his four seasons at Boston University, Rodrigues amassed 121 points (42+79) in
146 games played and registered a 0.83 points-per-game average. He was also named a
Hockey East Second Team All-Star in his sophomore and senior seasons.
Evan Rodrigues was born on July 28, 1993 and grew up in Etobicoke, Ontario. After
starting his minor hockey career with the York Toros, the star-in-waiting would join
the prestigious Toronto Marlboros program, playing in the Greater Toronto Hockey
League. The “Class of ‘93” Marlies team would finish tops in the GTHL for seven
consecutive seasons, basically winning every championship they played from atom to
midget, including the OHF Atom ‘AAA’ title and the All-Ontario Peewee and Bantam
Championships.
After winning a GTHL championship in 2008-09, the Minor Midget club would be
ranked tops in the province and would not disappoint, going undefeated to win the OHL
Cup. Rodrigues would score a goal, assisted by Team Canada East teammate Luke
Juha (Burlington Cougars), during the Marlies 5-1 victory over Elgin-Middlesex in the
championship game.
That summer, an amazing 13 members, including Rodrigues, would be selected in the
OHL Priority Draft. He would be picked by the Ottawa 67’s in the 10th round, 196th
overall and would agonize over the summer on the direction his hockey career would
take. Ultimately, Rodrigues decided to go the Junior ‘A’ route to keep his scholarship
options open (currently working on an 87% average) and joined the powerful Georgetown
Raiders organization.
The 5’10”, 170 lbs. competitor continued both his scoring prowess and winning ways
during his rookie season, recording 20 goals and 51 points in 56 games played as the
Raiders finished in 3rd place in the OJAHL, eventually falling to the Central Canadian
champion Oakville Blades in the playoffs. Rodrigues would garner lots of attention
throughout the season, earning a spot on the South-West All-Star Team, scoring one of the
club’s three goals during the 2010 OJAHL All-Star Game.
Rodrigues entered the 2010-11 season with loads of expectations heaped on his shoulders
and has helped lead the Raiders to a consistent Top 20 ranking in the CJHL. The 17-year
old currently sits fourth on the club and 14th overall in OJHL scoring with 12 goals and
32 points in only 18 games played, while Georgetown fights a three-way battle with
Burlington and Hamilton for first place in the West Division.
Just over two months into the season and the 17-year old has already received numerous
accolades, including being named by NHL Central Scouting to their annual “Watch List,”
as well as being named to the roster of Team Canada East. Rodrigues is listed as one of
seven OJHL players to watch this year by NHL Central Scouting for the upcoming 2011
NHL Entry Draft and currently is projected to be picked in the later rounds of the draft.
In speaking of the upcoming World Junior ‘A’ Challenge and the chance to play against
the world, he stated, “It is an honour to represent Canada East at the World Junior ‘A’
Challenge and I am grateful to be given the opportunity to represent my country.”

Presentan demanda en Puerto Rico por pelea entre Mayweather y Pacquiao
Una residente de Bayamón y otro ciudadano de Dorado radicaron una demanda de daños
contra el boxeador Manny Pacquiao, entre otras reconocidas figuras de mundo boxístico,
en la que reclaman más de $5 millones para los ciudadanos en Puerto Rico que pagaron
por la pelea que el estelar púgil filipino protagonizó el pasado 2 de mayo frente a Floyd
Mayweather, Jr.
El pleito, que solicita un reembolso para los ciudadanos en Puerto Rico que vieron el
evento por el sistema de “Pague-Por-Ver”, se suma a más de 30 demandas que se han
radicado en Estados Unidos contra Pacquiao, quien supuestamente no reveló una lesión
que sufría en el hombro en un cuestionario de la Comisión Atlética de Nevada antes de la
llamada “Pelea del Siglo”.
El filipino cayó derrotado por decisión unánime en el evento que se celebró en Las Vegas.
Algunos sectores han denominado la reyerta como el “fraude del siglo”.
“Este es un mecanismo justo para que los ciudadanos en Puerto Rico puedan recuperar
el dinero que invirtieron en un evento boxístico en que se ocultó una lesión de uno de
los púgiles. Las personas no hubiesen comprado el evento si hubiesen sabido la verdad”,
indicó el abogado Nelson Robles Díaz, quien radicó el pleito el pasado 8 de mayo en el
Tribunal Federal en Puerto Rico en coordinación con el bufete de Manhattan, Gainey,
McKenna & Egleston.
El pleito fue entablado por una ejecutiva, Jacqueline Mora Rodríguez, y Gabriel Iván
Santos contra el boxeador, su asesor Michael Koncz, la empresa promotora de boxeo, Top
Rank Inc., su director, Robert Arum y su presidente, Todd DuBoef. Se alegan acciones
de fraude, enriquecimiento injustificado y solicita daños que deberían ser conformes a
un pleito de clase para los ciudadanos que vieron el evento por “Pay-Per-View”, pagaron
taquillas o realizaron apuestas en estados donde esa práctica es legal.
Tal y como se ha señalado en otras demandas y reportajes publicados, el pleito radicado
en Puerto Rico subraya que los promotores de la Pelea del Siglo no revelaron la lesión que
sufría Pacquiao a la comisión de Nevada, aunque los boxeadores ganaron más de $100
millones individualmente. Se estima que los ciudadanos pagaron un promedio de $100
por ver el evento y que establecimientos pagaron cantidades significativamente mayores.
“Los demandados han alegado que Pacquiao no estaba a un 100 por ciento en la noche de
la pelea y, posteriormente, Pacquiao le dijo al L.A. Times que se lastimó su hombro en el
cuarto asalto. El boxeador podría enfrentar acciones disciplinarias, incluyendo una multa
o suspensión”, sostiene el pleito.
NFL alargará distancia a la que se cobra el punto extra
SAN FRANCISCO — La NFL alargará la distancia a la que se cobra el punto extra
después de un touchdown, y permitirá que las defensivas anoten en caso de que se
apoderen de un balón en un intento de conversión de dos puntos y lo conduzcan hasta el
otro extremo del terreno.
Los dueños de los equipos aprobaron el martes la propuesta del comité de competencia
para colocar el balón en la yarda 15 en el punto extra, a fin de dificultar su consecución.
En las campañas recientes, los pateadores han convertido más del 99% de los puntos
extra, con el ovoide colocado en la yarda dos.
"De nuestras reuniones realizadas en marzo surgieron muchas opiniones de que
debíamos hacer algo con nuestro punto extra", comentó el gerente general de los
Texans de Houston, Rick Smith, integrante del comité de competencia que propuso
este cambio específico en la regla. "Había un éxito de 99% por parte de los pateadores,
así que tratamos de añadir una exigencia de talento. Esto era prácticamente una jugada
ceremonial".
La propuesta aceptada colocará el balón en la yarda dos para las conversiones de dos
puntos. Permitirá también que la defensiva se apodere de un pase o un balón suelto y
conduzca el balón hasta el extremo contrario del campo, con lo que se le otorgarían dos
puntos.
Esta regla se asemeja a la vigente ya en el fútbol americano colegial. La defensiva puede
también anotar dos puntos si se apodera de un balón perdido en un intento de punto extra.
El cambio se aprobó sólo para 2015.Después de esta campaña se someterá a una revisión,
pero Smith avizora que se volverá permanente.
"Esto no es un experimento", precisó el dirigente de los Texans. "Es un cambio en las
reglas. Esperamos que esto sea parte del juego".
La modificación se aprobó por 30 votos a favor y dos en contra, emitidos por Washington
y Oakland.
Nueva Inglaterra y Filadelfia presentaron otras sugerencias de cambios al punto
extra, pero los dueños terminaron avalando la recomendación del poderoso comité de
competencia.
El jefe de árbitros Dean Blandino dijo que el porcentaje de goles de campo convertidos
desde la yarda 33 o 34 es cercano al 93%. Y Troy Vincent, a cargo de las operaciones
deportivas de la NFL, consideró que los jugadores podrán adaptarse al cambio.

Cinco de Mayo is a bizarre day in the United States.
While many Americans use the holiday as an excuse to don sombreros and go barhopping, politicians often use it as an opportunity to talk about Latinos and their growing
influence in this country.
This year was no exception. In fact, earlier this month, some presidential hopefuls
provided a glimpse into how their campaigns will try to woo the Hispanic community in
the runup to the November 2016 election. Republican Jeb Bush, for example, distributed
a videotaped message over social media, in perfect Spanish, about how he has learned to
love and respect Mexico, the native country of his wife, Columba. And Democrat Hillary
Clinton delivered a strong speech, in English, about how she would help the more than 11
million undocumented immigrants living in the U.S.
Clinton’s statement actually went a lot further than many political observers expected.
She promised – as Barack Obama did as a candidate in 2008 – to fight in Congress
for immigration reform that would offer a path to citizenship to most undocumented
immigrants in the U.S. “Make no mistake,” she said at an event in Las Vegas, “today,
not a single Republican candidate, announced or potential, is clearly and consistently
supporting a path to citizenship. Not one.”
She also said that she would, like President Obama, rely on executive orders if need be.
“If Congress continues to refuse to act,” Clinton added, “as president I will do everything
possible under the law to go even further. There are more people – like many parents of
‘Dreamers’ and others with deep ties and contributions to our communities – who deserve
a chance to stay. I will fight for them too.”
Let’s call that Clinton’s Cinco de Mayo promise. All we need now are the details. If
elected, how would she implement her plan? Would she do it in her first 100 days in the
White House? Would she stop deportations until an immigration reform bill is passed?
Clinton would need to set deadlines and provide effective mechanisms for such a promise
to be delivered.
Of course, Obama made a similar promise in 2008, saying that he would have a
comprehensive immigration reform bill drafted within a year of his taking office. He
didn’t keep that promise, which resulted in widespread criticism from Hispanic groups.
This is why many Latinos are skeptical of such declarations from presidential candidates.
They’ve heard them before.
But besides the credibility issue, there’s the legal one: If she won, the courts and Congress
could still thwart Clinton’s best intentions. If that happened, her Cinco de Mayo promise
would evaporate just like many earlier immigration promises that have resulted in
absolutely nothing.
However, Clinton’s pledge did set her apart from Republican candidates, and she has
put them in a tight spot. Is it possible that Clinton’s plan for dealing with the country’s
immigration problem is more inclusive and compassionate than those of Republican
contenders Ted Cruz and Marco Rubio, themselves sons of immigrants? Is her proposal
broader and more comprehensive than that of Jeb Bush, whose wife is from Mexico?
We need to ask some of these tough questions. Every candidate will have to explain to the
Hispanic community what he or she is going to do about undocumented immigrants in
this country – and we will be comparing their answers to Clinton’s proposal, and she has
set the bar pretty high.
So what will this crop of presidential candidates offer for the Hispanic vote? A few words
in Spanish and empty promises may have been enough in years past, but not anymore.
We’ve been here before, and we’ve learned our lesson.
Anyone running for president is perfectly aware that Hispanics will likely decide who
wins. The math is simple: Obama beat Republican Mitt Romney in 2012 by almost 5
million votes. In 2016, almost 16 million Hispanics are expected to vote in the presidential
election, more than enough to send anyone to the White House.
Yes, Cinco de Mayo was a bizarre day, full of encouraging words. But we won’t forget
the promises that were made. If you don’t believe us, ask Obama what happens when you
make a promise that you don’t keep.

The Other Face Of America
To much of the outside world, America means Apple, Google and Disneyland
but now it also means Ferguson, Baltimore and other cities where police officers kill or
maim people with no justification.
I was raised in a country where people are often fearful of the police. In Mexico, it’s
not unusual for members of the police corps to collaborate with criminal organizations,
so, understandably, much of the public views officers with suspicion and distrust. In
the United States, officers face a similar sense of distrust these days, albeit for different
reasons: Many people here fear the police because of past incidences of discrimination
and abuse.
The death of 25-year-old Freddie Gray, who suffered a spinal injury while in police
custody on April 12, sparked outrage and protests in Baltimore, but the unjustifiable acts
of looting and vandalism that followed have shifted the conversation away from a very
urgent issue: police brutality. The victims? African-Americans, Hispanics, immigrants and
other minorities. Understandably, people are angry.
On Friday, May 1, six officers were charged in connection with Gray’s death, which
has led many to be hopeful that justice will be served in this case. However, the fact is
that African-Americans are disproportionately suffering at the hands of police. In recent
months, the killing of Michael Brown in Ferguson, Missouri, and the choking death of
Eric Garner in New York have underscored this problem.
Now, with the Gray case, the problem has engulfed Baltimore. The city’s mayor and the
police commissioner are African-American, yet deep divisions exist, both ethnically and
economically. Research conducted last year by The Baltimore Sun found that since 2011,
more than 100 individuals have won cases against the city for police brutality and civil
rights violations, resulting in more than $12 million in damages.
The growing list of police abuse cases has certainly captured the attention of the nation,
but still some cases have gone almost unnoticed by the English-language media –
particularly the killings of three immigrants from Mexico in February. Police in Pasco,
Washington, shot Antonio Zambrano-Montes to death after the orchard worker threw
some stones at them. The same month in Grapevine, Texas, Rubén García Villalpando
was killed after a police chase. And in Santa Ana, California, Ernesto Canepa – who was
working two jobs and raising four children – was shot to death after police officers pulled
him over. All of the victims were unarmed.
These cases underscore the fact that tension with the police is not only confined to AfricanAmerican communities. In fact, I often hear complaints in Latino communities about how
police officers will stop and question an immigrant or a Hispanic resident simply because
of his skin color or accent. So rather than trust officers, more and more people are fearful
that a minor traffic violation could mean the loss of a car, deportation or even cost them
their lives.
I recently spoke with Angel Nuñez, a pastor in Baltimore who has worked on immigrant
causes in the city for more than two decades. He told me that “many Latinos haven been
manhandled, winding up in jail; there are many abuses, and almost nothing about them is
reported.” He’s right. Fear often leads to silence.
Adding to the problem is the fact that police who kill without justification rarely end up
in jail. Before the Gray case, thousands of fatal police shootings since 2005 had resulted
in formal indictments for only 54 officers, according to research conducted by The
Washington Post and Bowling Green State University in Ohio. And most of those officers
were declared not guilty, or the charges against them were dropped.
Statistics like these help explain the outrage in Baltimore in the wake of Gray’s death.
What we know about Gray’s case is that he was unarmed and he died due to the injuries
that he sustained while in police custody. While charges have been filed against six police
officers, many residents of Baltimore are pessimistic that sentences will result.
Yes, for people abroad, the United States is the land of highways, malls, technological
inventions, the most powerful Army on the planet and home to the great democratic
experiment. But for all of our achievements with regard to social progress, the election
of the first African-American president, Barack Obama, has not ushered in a post-racial
society, as many have claimed. Major difficulties remain.
As evidence, look no further than the streets of Baltimore.

La Primera Dama Michelle Obama dio una cátedra formidable de sociología en la
Universidad de Tuskegee, Alabama. Recordó a los nuevos profesionales lo difícil que es
tener la tez morena y ser de etnia afroamericana. Empero, también les participó que la
discriminación que sufren no debe ser una excusa para que pierdan la esperanza de crear
un mundo mejor.
No fue un discurso común y corriente. Por primera vez, la esposa de un Presidente habló
sin pelos en la lengua, sin temores; no le importó la crítica de la derecha, tampoco se
abstuvo en recordar lo terrible que fueron –y lo son todavía hoy— algunos grupos de
la población europea-norteamericana en el trato a los afroamericanos y otros grupos
minoritarios.
Fue una charla motivacional como también fue una crítica abierta a los que piensan que
la sociedad norteamericana es un paraíso viviente. No en balde algunos personajes de la
derecha –gurús mediáticos— sintieron en carne propia la crítica de la Primera Dama e
inmediatamente hicieron resplandecer sus opiniones ardientes y reaccionarias.
Rush Limbaugh, conductor de un programa radial sindicado, la acusó por utilizar la
alternativa de la raza para dividir al país. Otra conductora conservadora de programas
radiales, Laura Ingraham, manifestó que el discurso de Michelle Obama fue un “sermón de
la victimización” y el conductor de televisión Sean Hannity la incriminó por no reconocer
las “oportunidades que le brindó la sociedad norteamericana”.
Si nos ponemos a leer la historia norteamericana, nos damos cuenta que Michelle Obama
está en lo correcto y sus críticos simplemente ignoran un pasado ignominioso de la cultura
anglosajona.
La historia de Estados Unidos es la historia del racismo. En pleno capitalismo y
modernidad, durante gran parte de su vida republicana, el gobierno y la sociedad
estadounidense fomentó la esclavitud.
Los afroamericanos eran tratados como mercancías que se pueden vender, como animales
sin conciencia y como objetos que se pueden abusar.
Michelle Obama puntualizó que en un periodo posterior a la esclavitud, algunos científicos
inescrupulosos, guiados por la soberbia racial, llegaron incluso a promover la idea de que
los “afroamericanos tenían un cerebro más pequeño que los europeos-norteamericanos”.
La discriminación racial no se detuvo con los afroamericanos. Entre 1845 y 1852,
cuando las plantaciones de papa en Irlanda fueron sacudidas por una peste natural,
muchas familias migraron a ciudades del este de Estados Unidos. A su llegada, los
colonos británicos y alemanes, los trataron como campesinos sin cultura, como animales
portadores de enfermedades contagiosas.
Lo mismo sucedió con los polacos, a quienes también los tildaron como gente con pocos
recursos intelectuales. En la década de los 1920, los inmigrantes italianos fueron los
“malditos” de las calles de Nueva York y Chicago. Los latinos siempre fuimos una raza de
baja categoría.
Sin embargo, nada se puede comparar con lo que padecen los afroamericanos. Incluso, los
latinos y otros grupos minoritarios los discriminan.
Hoy, muchos afroamericanos son detenidos sin un motivo válido por la policía municipal
o estatal. En algunos casos, como sucedió recientemente en Ferguson y Baltimore, son
ejecutados a sangre fría y en plena luz del día.
No obstante, a pesar de todos estos problemas, la Primera Dama manifestó que cada
uno puede resolver los problemas de nuestra sociedad, empezando con cosas pequeñas.
“Empecemos por el voto…participemos el todos los procesos políticos”, concluyó.
Así, las palabras de Michelle Obama fueron un llamado a la conciencia ciudadana y a la
hermandad. Fue un discurso histórico que persistirá en nuestra mente.

El matrimonio visto desde adentro
La deliberación de la Corte Suprema de Justicia en torno al matrimonio del mismo sexo
nos lleva a reflexionar ese contrato social que históricamente lo firmaban un hombre y una
mujer. Hoy, más de 35 estados permiten que dos hombres o dos mujeres puedan contraer
matrimonio. Y es cuestión de tiempo –puede ser en uno días— que la Corte federal
dictamine a favor de los gays y lesbianas y permita que el matrimonio sea para todos los
que se aman.
Entonces, desde un punto de vista jurídico, el matrimonio es una institución social; es
decir, fue creada por los “hombres” para que, tanto la mujer como el hombre, tengan
derechos y obligaciones dentro de una sociedad establecida.
