On tbe 12th day ot July, at Utlca, tho complaint of tbe opponents of tbe bridge against tho Mayor, Aldermen and Commonalty of the city will be beard, and as tba details of the petition lor permanent injunction h ,ve not before been published some of tba salient facts sre now given, as follows: — That tbe Catted State* of America hare acquired and equipped, at a coat at many millions of dollars, and now maintain at au axpease of buudteus of thousands of dollar* aanually. a aavy yard, situated on iconic on cLe i^oog Isiaud, Ulaud, ou - •astern'shore of'tu* East River, bernnd and abore tbe location of the bridge, and thai nearla »U the naval vessels of the Catted States enter tbe port «WN*w York by way of the Marrows sod Bay of Newj*M»ejj|^s.eud consequently to paas aad rrpas* the location of the bridge in going , 0 an"^ from tbe Navy Yard, that mcrctytat vessels rrom all the New England S l a t e s , aad irom tbe British Frovlaces bound to this city pass threngh the East Kiver an.i the location el the bridge; tbat tbe principal dry docks nf the port are situated here, aad all vessels needing to use them have to pas. the bridge. "When the obstruction* at liell Gate are removed the East River will become a favorite highway lor all the commerce between Hew England and the British Provinces ou one side aad alt the places south of New York ou tbe other side, besides a large p o t i o n ef the foreign commerce. Also, tbat there are large bunded aad free warehouses ia the upper part of the ctty specially erected s t great cost, for the purpose of reeeiviar aad storing foreisn and domestic merchandise, aad that ia view of tbe obstruction of the bridge t h e y wiil be irreparably damaged. In addition to the above tho petition of many merchants, warehousemen and shipowners will be presented and embodied tn the complaint lor the injunction. After recapitulating the obstruction intended and showing that Brooklyn Is interested even more than New York In tbe lree navigation of tba East River, tbe petitioners continue:— We weald farther call attention to tbe following proviso i the act ot Congress authorizing the construction of the riJg* :—"Provided that tits said bridge shall be so couStructed aad built as not to ob.ijdku, impair or Injuriously jnooify the navigation of the river," The engineers, iu making tbe report, iu commenting upon t i e word '•obstruct/'' say :—-'It this word ia t o be taken in Its strictest •ease, that the bridge shall offer no impediment whatever t o tbe free passage ef vessels of any claaa; shall impose no necessity of sending down or disturbing their iultiest spars, then the bridge is inadmissible under the term* of the act-" Tbe engineers then say that in their opinion Congress did not mean tbat which the words ol the act plainly ceuvey aad imply. This is mere presumption ou their part, aa4 their opinion ia reference thereto is ef uo effect or »«lee. as It is not to be presumed tbat the Congress of the United M a t e , would eniptoy plain aad unmistakable Ianiage consistent and pertinent to tbe object in view, and eve the same subject to a construction wholly different " gned bj Miller A Conger. As the readers of the HERALD know, in consequence of the measures taken by tbe coal combination to prevent an over-production of coal In this great mining district, our population is BOW for the most part with, out work. As is usually the case where so many idlers are congregated, there must be a sensation or things would become monotonous. The latest scare is tbat a riot Is to take' place In the county on the Fourth ot July, wsheo IV is reported the Catholics are to rise and fall upon their Protestant neighbors. A careful investigation Into this matter demonstrates fully that tbe people have been tilled to tbe brim with tear from a misapprehension of tbe tacts in tbe case. Bishop Wood bss issued a pastoral letter to tbe Catholic churches in Pennsylvania recommending that high mass be celebrated uinl a grand "Te ileum" sang in honor of our national Centennial. From this simple cause has been raised a bugaboo to frighten timid poopie from their propriety. The Irish societies throughout the county aro to parade on the Centennial Independence day, and as these include tbe Ancient Order of Hibernians, many of our narrow-minded citizens have conjured up the conclusion tbat there hi to be a raid of the iniamous Mollie Maguirea Tbe whole fright is simple folly, having not a whit of foundation in fact.
