Established in 1993 as part of the federal tax code section 132(f), commuter benefits were meant to provide a tax incentive to employees to encourage them to use mass transportation to reduce congestion and improve air quality. There are monthly maximum amounts that can be excluded from gross income to pay for transit or vanpool. What savings are there? • Employees – Federal taxes on their fares – F.I.C.A. • Employers – Payroll taxes on either deducted amounts or fringe benefits – Reduced parking requirements Monthly limits for Vanpool Reimbursement Year Transit and Vanpool 2007 $110 2008 $115 $120 for Jan-Feb and $230 2009 for Mar-Dec 2010 $230 2011 $230 2012 $125 2013 $245 2014 $130 Parking $215 $220 Biking Not Available Not Available $230 $20 $230 $230 $240 $245 $250 $20 $20 $20 $20 $20 FuelMan Card • • • • Tax exempt fuel purchases Flexible billing and payment options Strong and customizable purchasing controls Assistance and training to establish controls and optimize savings 2013 Vanpool Statistics • 407 Active groups • Made 187,145 commuter trips • Saved 46.4 million single occupancy miles • 33% operated within one county • 50% crossed one county line • 17% crossed two or three county lines UTA Vanpool’s 2013 Environmental Savings Vanpool Riders SOV Riders Savings NOx (tons) 7 THC (tons) CO (tons) PM (lbs.) UTA Vanpool Origins as of December 31, 2013 UTA Vanpool Destinations as of December 31, 2013 Last Mile Options • • • • Vanpool Shuttles CarShare Bike Share Last Mile Vanpool / Transit Pass CarShare UTA partners with Enterprise CarShare for “last mile” options. Enterprise manages and operates a network of 32 hourly rental cars located strategically within UTA’s service area. Partners include: University of Utah Utah Valley University Salt Lake City Corporation Why Partner with Enterprise CarShare? • CarShare is a program that allows members to rent vehicles around the clock by the hour or the day. • CarShare provides “first” and “last” mile transportation for transit trips. • As a result, more transit trips will be taken than previously. • Because of the availability of a car as needed, primary and/or backup vehicles may not be needed. By putting vehicles at train stations and other urban locations, it’s an opportunity to supplement mass transit. It gives people the opportunity to get where they need to go. Enterprise CarShare: 3 Easy Steps Reserve Unlock & Go Return Cars Located at Salt Lake Central Station Last Mile Vanpool / Transit Pass UTA is in the process of adding a new pass that will allow people to use unlimited transit plus Vanpool for the last mile at a set fare per month. • Everybody takes the Bus, TRAX or FrontRunner – Potentially coming from all different directions • They meet at a rail station • Hop in the van and go the last mile to work Bike Share Partners include: Salt Lake City SL Chamber of Commerce Downtown Alliance Visit Salt Lake Utah Transit Authority Tour of Utah Wasatch Front Regional Council (MPO) City Creek Retail (LDS Church Commercial Real Estate Division) What is GREENbike? GREENbikes are designed for one purpose, short trips in the city by people wearing regular clothes and carrying ordinary stuff. They don't take you up the canyon and they don't take you down the mountain. The bikes are one sizes fits all (4' 6" to 6' 4") and the only thing you might have to adjust is the seat. GREENbike is SLC’s Non-Profit Bike Share Program Four Easy Steps GREENbike is a network of many Bike Share stations, where members can take ANY bike, from ANY station, as many times as they like for a small membership fee. A 24-hour Access Pass, 7-day or Annual Membership lets you take UNLIMITED 30 min trips at no extra charge! Every time you dock a bike, you get a fresh 30 min. If you keep one bike out longer than 30 min you get charged a usage fee. Other Vanpool Opportunities In counties outside UTA’s service area, we are offering our Vanpool Program. • We offer our Vanpool Program infrastructure • We use depreciated vans • Sponsors provide their own insurance Mobility Management Program UTA does have a Mobility Management Program but it is outside of the Rideshare Program and in its early development.
