County Government Most Carroll County Government offices are housed in the beautiful and historic court house in Delphi, Indiana. The building was constructed in 1916 and is listed on the National Register of Historic Places. The court house is located in the square at 101 W. Main St. in Delphi. Offices are open to the public from 8 am to 5 pm Monday through Friday, except for Wednesday when the building closes at noon. Assessor is Neda Duff; Auditor Tom Gray; Clerk and Voter Registrar Andrea Miller; Recorder Mary Ann Burton; Surveyor Donnie Shockley; and Treasurer Beth Myers. Coroner is Jay Dee Cree. Carroll County Court s lists Judges Ben Diener of Circuit Court and Kurtis Fouts of Superior Court in Delphi. County Prosecutor is Rob Ives. His office is also in the court house, and the phone number is 765-564-4514. The Probation Office may be reached at 765-564-2460. Carroll County Sheriff's Department gives information about Sheriff Tobe Leazenby and Deputies, the county jail and its rules and procedures, E-911, gun permits, links to DNR, vehicle title checks, and announcements of Sheriff’s sales. Departments and Other Units The Carroll County Highway Department is headed by Paul Couts who reports to the County Commissioners. The Highway Garage is located at 616 E. Elizabeth Street in Flora, and the phone number is 574-967-4244. The department is responsible for maintenance of 771 miles of roads. Carroll County Area Plan Commission provides information about Commission members who are appointed as well as the Board of Zoning Appeals. Doug Wagner is Zoning Administrator and has an office in the court house. Office phone number is 765-564-4468. The Carroll County Health Department , administered by Dr. Jordan Dutter, has a page that lists immunization information. This office in the court house is responsible for septic and restaurant inspections, issuance of birth and death certificates, and provision of immunizations and health information. Carroll County Emergency Management office is in the court house and the phone is 765-564-0028. This office is responsible for emergency preparedness of all types. See the Health section for more information. The Carroll County Veteran’s Office in the court house is staffed by Larry Leach 765-564-2502. Carroll Manor is located at 6409 W 100 N, south of Delphi. It is administered by Martha Lewis, and the phone number is 765-564-4340. Carroll Manor is housed in the historic two-story brick county home building, and serves as home for up to forty residents. It is a residential care facility that provides assisted living services. The County Transfer Station for trash and 24-hour drop-off free recycling is at 1298 N 625 W, Delphi. Trash items may be dropped off for a fee. Phone number is 765-564-3114. The county 3/4 County Government also has an extensive recycling program. It is a part of the Nor thwest Indiana Solid Waste District which sponsors regular hazardous waste disposal opportunities in the six-county area. In Carroll County there is recycling pick-up service in Delphi, Flora, and Burlington, and there are drop-off facilities in Camden and Burlington. The 4-H Fairgrounds are located within the Flora Community Park at the intersection of Fourth amd Main Streets in Flora, Indiana. Purdue University Cooperative Extension Service is located at the 4-H Fairgrounds in the Event and Education Center in Flora. Joanne Lytton is an Extension Educator who coordinates 4-H clubs and the County Fair, Junior Leaders, Home Economics Clubs, special projects and trips, and scholarships.
