Advantage Carroll 2020 2016 First Quarter Report Advantage Carroll 2020 co-chairs (seated, l-r) Tim Warren, President/CEO of United Community Bank, and Loy Howard, President/CEO of Tanner Health System, were presented with a park bench to be placed along the Carrollton Green Belt in appreciation of their leadership of the successful campaign. Making the presentation were members of the Carroll Tomorrow Board of Directors (standing, l-r) Mary Covington, Daniel Jackson, and Jim Gill. 1 Economic Development EXISTING BUSINESS DEVELOPMENT NEW INDUSTRY/BUSINESS DEVELOPMENT • Strong results in the first quarter for existing business growth: Nearly 50% of the new investment dollars and almost all of the job gains reflect existing business growth. • Monitoring bond compliance and state reporting requirements of local incentive projects including Trident Seafoods, Southwire, Yachiyo and Decostar. Existing business expansions also accounts for 7 of the 17 active projects in the county. • “Grow Carroll,” a business retention and expansion effort of Carroll Tomorrow and the Carroll County Chamber, kicked off in Q1 2016. Fifty-two business consultations were initiated. These consultation activities spanned across all four sectors of the Advantage Carroll 2020 plan, with Economic Development and Workforce Education and Development holding the vast majority of the assistance provided to local businesses. • Carroll Tomorrow’s continued involvement and partnership with the statewide economic development efforts of the State of Georgia, utility partners such as Georgia Power, Carroll EMC, Greystone Power and Atlanta Gas Light, and local business leaders result in project leads and opportunities. To tell the Carroll County story, Carroll Tomorrow networks with economic development alliances and associations such as: Georgia Economic Developers Association Carl Vinson Institute Southern Economic and Development Council J. W. Fanning Institute Small Business Development Centers Archway Partnership Greater West Georgia Joint Development Authority • Consulting with California-based chemical engineering firm in developing a local office in concert with WGTC and the SBIR program. 475 Jobs 16.6 M $ 15.6 M $ Capital Investment 52 Existing Business Consultations Payroll (each briefcase represents five consultations) PRESENTATIONS • Chaired GEDA/GDEcD competition and recognition of 2016 Georgia Small Business Rock Star awards held in February in Atlanta • Guest lectured at UWG/Richards College of Business class • Led Financial Workshop at UWG’s Money Smart Week • Led Pitch Workshop at Goodwill Career Center in Carrollton • Providing support for GEDA Spring Conference preparation on Workforce Development initiatives Carroll County’s current unemployment rate is 6.0%, down more than half from the high of 12.3% in June 2011. Source: Georgia DOL 2 Economic Development • Updated The Tinker’s Box feasibility report/business plan for Appalachian Regional Commission’s consideration of a $250,000 grant • Total sales from incubating companies: $1,656,550 Take AIM at CARROLL COUNTY Carroll Tomorrow hosted a familiarization tour for state project managers from partner agencies to showcase Carroll County resources and the Buffalo Creek Technology Park site. 3 Leadership Development STATEWIDE SERVICE PRESENTATIONS • Chairman of the GACCE Board, also serving on Georgia Chamber and Georgia Economic Development Association boards • Participation in state events: Georgia Chamber Eggs and Issues, GACCE Conference • Speaker at GMA Mayors Day conference in Atlanta on local economic development • Panelist at Georgia Community Leadership Conference in Athens • Speaker at Georgia Kiwanis mid-year state conference LEADERSHIP PROGRAMS • Initiated the Junior Chamber of Commerce, including 21 students representing 7 local high schools, in an 8-month personal and community leadership program • Leadership Academy with 20 participants in the 12-week program GOVERNMENT AFFAIRS • Coordinated the 2016 Carroll County Day at the Capitol with 24 attendees representing business, government, education and nonprofits sectors. The House and Senate executed resolutions citing the work of Carroll County in the area of workforce education and development • Attended Small Business Day at the Capitol and GACCE Day at the Capitol • Attended GEDA legislative luncheon at State Capitol • Monitored state legislation of interest to the local business and government leadership during the 2016 Session • Briefed political candidates and newly elected officials on economic development issues 4 Community Development The Carroll Tomorrow team is actively involved in multiple Community Development projects in partnership with our local governments. These include housing, beautification and sustainability focused efforts to maintain or improve the quality EDUCATION • Hosted a Business Success Seminar on Innovative Transportation Programs with Allie Kelly, director of The Ray. The program offered alternative sustainability options for transportation corridors • Hosted a college student ‘shadow’ interested in learning about careers in public administration and non-profit management. • Hosted the Georgia Center for Non-Profit sixweek leadership training for 20 local non-profit organizations of life in our region. Review of land use patterns plus traffic and utility infrastructure feedback from the development and brokerage communities were shared with all our local governments for planning and development efforts. COMPLIANCE Completed state-mandated certification reports for: • Carrollton Payroll Development Authority • Development Authority of Carroll County • Carrollton Redevelopment Authority • Bowdon Industrial Development Authority • Greater West Georgia Development Authority ENGAGEMENT • Served as District 4 representative on the Carroll County Transit Study Committee making recommendations on feasibility of a county-wide rural public transportation program. • Participating on the City of Villa Rica Economic Vitality Committee providing support for downtown business recognition and development opportunities. • Participated in City of Bowdon Mainstreet monthly program sharing information on Burson Center and Chamber services PRESENTATIONS • Presented program to the Carrollton GA Vocational Rehabilitation Agency on community involvement and non-profit support activities for their participants • Presenter at the West Georgia Board of Realtors 5 Workforce Education and Development EDUCATION PRESENTATIONS Hosted a Business Success Seminar on Management Skills with nationally recognized speaker/author Glenn Shepard. Served as a session panelist at the GACCE conference discussing “Entrepreneurship Best Practices.” COLLABORATION • Serving on Carrollton/Carroll Education Collaborative Executive Board (CCEC) • Chairing the CCEC Design Improvement Team reviewing implementation strategy and action team performance • Coordinating a joint venture with the GDOL for a revamped Carroll County Employer Committee providing accredited human resources training, peer networking and job placement resources for all businesses and industries in Carroll County • Developed a Workforce Education Speakers Bureau made up of 90 local professionals representing over 35 business sectors who are available to enter PK-16 classrooms to share career information and life skills programs • Supporting Ferst Foundation for Childhood Literacy in developing a communications strategic plan In collaboration with the Times-Georgian, published the first issue of SmartWorks, a quarterly magazine highlighting workforce education and development achievements in the community. The second annual 8th Grade Career Expo was conducted, hosting 1,523 students from county, city and private schools, as the students prepare for high school pathway placement.
