First of all, I would like to thank my transition team for paving the way for the new administration and for ensuring that we met local and regional opinion leaders, Virginia General Assembly members, and other community and civic leaders. Partnerships and collaborations are the foundation for building strong businesses and universities. It has been another exciting year at the University. As I have often said, Norfolk State University is “poised for liftoff.” The elements are already in place for this to happen, including a talented and engaged student body, dedicated and creative faculty and staff, and supportive, energetic and successful alumni. The University is on the radar of other groups and organizations positioned to help NSU fully realize its mission of teaching and learning. This past year has been a year of triumphs. Many of our faculty members have written award-winning proposals, presented scholarly lectures all over the world, and all of you have given so much to our students, not only in the classroom but also in other areas that will help prepare them to lead the world and to be good citizens. NSU has several new Board of Visitors members, including a new rector – Bobby Norris Vassar, who is an NSU alumnus. NSU received final approval to offer the doctorate in materials science and engineering and received rave reviews from around the country for the Spartan Legion Marching Band’s first-time performance in the 7th Annual Honda Battle of the Bands at the Georgia Dome. We successfully closed out the University’s first-ever comprehensive fundraising Norfolk State University • President’s Annual Report 5 campaign – The Campaign for Norfolk State University: Initiatives for the Future – and raised more than $15.3 million. We rewrote American history when NSU hosted the conference Voices from Within the Veil, commemorating the 400th anniversary of the founding of Jamestown. NSU made it to the MEAC finals in baseball and won the men’s indoor track competition. The Robinson Technology Center has been totally renovated, and the Marie V. McDemmond Center for Applied Research was dedicated in April. It houses several programs, including the Center for Materials Research, engineering labs, a Class 100/1000 Cleanroom, the information assurance research, a state-of-the-art data center, and the Virtualization and Collaboration Center. A dedicated team of faculty and administrators has diligently worked throughout the year on upcoming accreditations and the SACS reaffirmation. What a force and what spectacular results! Take a few moments to read the President’s Annual Report and catch up on Norfolk State University highlights. A: Bryant: Norfolk State University’s strengths reside in a highly dedicated support staff, highly qualified faculty and administration, and strong volunteers on its Foundation and Board of Visitors. The University has a strong and increasing alumni population. Lassiter: Undergraduate research, the School of Social Work, the Marie V. McDemmond Center for Applied Research, great academic programs, great new physical facilities, community outreach, a strong faculty, and a strong leader are just a few of NSU’s strengths. Lindsay: Norfolk State’s strength lies not only in its bricks and mortar and very fine campus but also in its outstanding faculty and educational programs. It has achieved true greatness in many of the fields of academia and, for this, we should be extremely proud. Wagner: A strong sense of self-esteem comes from attendance at NSU. You are part of something magnificent, historical and future-oriented. You will be given every chance to succeed. Professors with vast knowledge will be your instructors, and they can be engaged in conversations related to your destiny. Q: What would you like to see NSU achieve? A: Bryant: I would like to see Norfolk State University expand its operations to a Peninsula campus in the Newmarket Shopping Center area of Newport News. The University should continue to expand its M.S. and Ph.D. programs. The University should also continue to encourage its alumni to contribute to the future success of its operations. Lassiter: First and foremost, NSU must obtain better State funding and increase its endowment. The expansion across Brambleton Avenue, initiated in the late ’80s, must continue and continue at a faster pace. Additionally, expansion in other directions should remain an option. Increasing enrollment, adding more graduate programs, especially on the doctoral level, and increasing marketing in western, mid-western and southwestern parts of the country would enable us to grow faster nationally. Last, but most important, at least a $100,000,000 endowment would provide a light at the end of the tunnel. Lindsay: I would hope that Norfolk State could be able to establish a scholarship program which would allow many worthwhile and deserving high school students to attend the school without undue hardship due to financial constraints. We need to give these young people the opportunity for a first-class education in a very fine school. Wagner: I would love to see NSU research provide a blueprint to successfully solve the dilemma of more Black males attending colleges and universities. I would also love to see NSU review the process of payroll deduction for the NSU foundation/scholarship/institutional advancement. Many public institutions, especially locally, employ NSU graduates. Give NSU graduates and others who attended another option to give back to the University. Finally, each successful NSU graduate should contact a public school – elementary, middle or high – and provide each school the opportunity for them to speak to a class to encourage college entrance. Bullock ’71, vice president for L’Oreal USA (left), received an Honorary Doctorate of Humane Letters. Bullock was the keynote speaker at NSU’s Spring 2007 Commencement, where nearly 700 students crossed the stage. 10 Norfolk State University • President’s Annual Report Barry C. Black, U.S. Senate Chaplain, delivered the December 2006 keynote commencement address to approximately 600 students at Joseph G. Echols Memorial Hall. Elected as the 62nd Chaplain of the Senate, Rear Admiral Black (Ret.) started his work as chaplain in July 2003. Prior to Capitol Hill, Black served in the U.S. Navy for more than 27 years, ending his distinguished career as the chief of the navy chaplains. As chaplain, Black opens the Senate each day in prayer. He provides counseling and spiritual care for senators, their families and staff – a constituency of more than 7,000 people. A native of Baltimore, Md., Black is the author of the autobiography The Rise from the Hood to the Hill. His personal decorations include the Navy Distinguished Service Medal, Defense Meritorious Service Medal, Navy and Marine Corps Commendation medals and numerous unit awards, campaign and service medals. He has also been selected for many outstanding achievements, including the 1995 NAACP Renowned Service Award for his contribution to equal opportunity and civil rights. Norfolk State University • President’s Annual Report 11 12 Norfolk State University • President’s Annual Report The Division of Academic Affairs Showcasing Our Strengths: A Wealth of Experience The 2006-2007 academic year provided numerous opportunities for Norfolk State University to showcase strengths and demonstrate commitment to continuous improvement. Accreditations galore. Accreditations are among the most prominent vehicles for demonstrating and documenting continuous quality enhancement. In 2006-2007, accreditation and reaffirmation of accreditation processes were continued for academic programs in education (National Council for Accreditation of Teacher Education – NCATE), engineering (Accreditation Board for Engineering and Technology – ABET), and business (Association to Advance Collegiate Schools of Business – AACSB International). In addition to these, NSU is in the midst of its regional accreditation reaffirmation by the Southern Association of Colleges and Schools (SACS), which is the regional accrediting body for 11 southern states and Latin America. About SACS: Regional accreditation signifies that the institution has a purpose appropriate to higher education as well as the resources, programs, and services sufficient to accomplish that purpose on a continuing basis. Further, the reaffirmation process evaluates whether an institution maintains clearly specified educational objectives that are consistent with its mission and is successful in achieving its stated objectives. A major requirement for SACS reaffirmation is the development of a Quality Enhancement Plan (QEP), which is a carefully designed and focused course of action that addresses a welldefined issue related to Norfolk State University • President’s Annual Report 13 The Division of Academic Affairs improving student learning. Through broadbased input from students, faculty, staff, alumni, Board of Visitors members and other university constituencies, NSU proposes to improve academics by infusing and integrating coherent pathways in critical thinking throughout the curriculum. Students soar. A mass communications and journalism student won a $5,000 scholarship and a $20,000 grant for NSU as one of four winners in the 2007 National “Writers of Passage” essay competition which was sponsored by the National Association for Equal Opportunity in Higher Education (NAFEO) and the Sallie Mae Fund. Business and science and technology majors landed summer research internships hosted by agencies such as the Pacific Northwest National Laboratory, National Oceanic and Atmospheric Administration (NOAA), MIT, Lincoln Laboratories, NASA, NIH, Department of Defense, Argonne National Labs, CIA, CERN (Switzerland) and Cerro Observatory (Chile). A May 2007 physics graduate successfully competed for one of 12 scholarships awarded internationally by the International Golden Key Honour Society and is now studying aeronautical engineering at Stanford University. Teams beam. An NSU team of faculty and students was one of 60 teams selected nationwide to attend the 2007 summer institute on general education reform and campus leadership for student engagement, inclusion, and achievement hosted by the Institute for Higher Education Policy (IHEP). Another faculty and student team focused on general education core 14 Norfolk State University • President’s Annual Report competencies at an institute hosted by the Association of American Colleges and Universities. Dollars for Centers. The following centers generated millions of dollars in research and service support: • The Center for Professional Development • Center for Research and Education in Advanced Materials (CREAM) • Center for Photonic Research • Intelligence Community Center for Academic Excellence • Center for Biotechnology and Biomedical Sciences • Center for Material and Devices for Information Technology Research • Brambleton Center Best practices. The National Science Foundation (NSF) designated the Science and Technology Academicians on the Road to Success (STARS) program a “best practice” and invited the School of Science and Technology to share the tutoring program with other universities. The Division of Academic Affairs Distinguished Faculty Awards Highlight Excellence in Teaching Norfolk State University has more than 300 full- and parttime faculty members teaching in more than 50 disciplines and conducting research in diverse areas ranging from African-American family dynamics to crystal growth to obesity to terrorism. Faculty members have the awesome responsibility for ensuring that learning takes place. They are also responsible for shaping the minds of future generations. During inauguration week, NSU honored several of its faculty members during the Distinguished Faculty Awards Ceremony. Award recipients are as follows: Dr. Mikhail Noginov is an associate professor of Physics in the School of Science and Technology. Dr. Noginov has established an enviable research record in his 15 years as a member of the NSU community. He is a scientist that models the way for other faculty members in the natural sciences and is well-respected by his peers. He continues to be actively engaged in promoting the Center for Materials Science on a national and international level. Through Dr. Noginov’s work, NSU’s Center for Materials Science has become one of the world’s leading centers conducting research on random lasers. He has written one book, three book chapters, more than 90 papers in peer reviewed journals, over 100 publications in proceedings of professional societies and conference technical digests and edited two proceedings volumes for the International Society for Optical Engineering. Norfolk State University • President’s Annual Report 15 The Division of Academic Affairs Dr. Mildred K. Fuller serves as chair and professor of the Allied Health Department. Dr. Fuller has had a distinguished 20-year tenure serving Norfolk State University and its students and faculty. She exemplifies the highest qualities of service to her profession, the Department, the School of Science and Technology and the University. Dr. Fuller has provided extensive service in the curriculum reform efforts of the Allied Health Department that has resulted in excellent program offerings and successful reaffirmation of accreditation of Allied Health programs for a number of years. She has served on more than 15 committees and task forces during her time at NSU and has 15 citations of professional memberships and activities as a part of her vita. Dr. Fuller’s meritorious performance is evidenced by the peer review of scholarly works, her contribution to the review of several textbooks used in the field of medical technology, and her service as the site team coordinator for the National Accrediting Agency for Clinical Laboratory Sciences. Dr. Marie St. Rose is an assistant professor of Allied Health at Norfolk State University. She has served the NSU community since 1997 and has been described as an excellent teacher whose strength lies in the discovery and practice of excellent learning strategies. Dr. St. Rose has been a pioneer in integrating online education into the disciplines of Allied Health and Interdisciplinary Studies. She uses the concept of empowerment as a strategy to assist students in identifying barriers to learning and finding ways to eliminate them. She is able to meet the needs of all students with a variety of learning The Division of Academic Affairs strategies as she encourages them to think critically and to use their creativity in solving problems. She has consistently demonstrated guidance, dedication and an innovative spirit that enables her to meet the needs of her students. Dr. St. Rose attends professional meetings on an annual basis so that her course content is grounded in the most recent health-services administration research. Dr. Rasha Morsi is an assistant professor of Engineering. Dr. Morsi has shown excellence in the areas of teaching, service and scholarship and is described as an excellent teacher with a focused interest on student success. She is an accomplished scholar with broad interests and many accomplishments. Dr. Morsi demonstrates a distinct mixture of the qualities of service, teaching and scholarship, which shines as a true testament of her professionalism. Dr. Morsi has consistently received high year-end evaluation scores as well as high student-teacher evaluations. She has also been a finalist for the State Council for Higher Education of Virginia (SCHEV) Outstanding Faculty Awards Rising Star category for the past two years and has been invited to present at panel sessions on modeling and simulation, as well as on gender issues in Science Technology Engineering and Mathematics (STEM) fields. Dr. Morsi has amassed more than $800,000 in research funds as Principal Investigator and Co-Principal Investigator in her three years at NSU. Norfolk State University • President’s Annual Report 17 America’s 400th Anniversary: Voices from Within the Veil S pearheaded by the University’s History Department, NSU’s offering for America’s 400th Anniversary commemoration was a two-day national conference held February 21-23. NSU’s conference, Voices from Within the Veil, was part of the larger group of conferences sponsored by the Jamestown 2007 Commission and the African American Advisory Council’s Signature Event: Preserving the African American Imprint on America. These activities assisted in launching an ongoing dialogue about democracy and race through a Web site hosted by Norfolk State University. As part of the conference, speakers from around the globe came to discuss the historical significance and experiences of African Americans in America and how the laws and customs defined them separately from the majority populace. Governor Timothy M. Kaine served as honorary chairman of the NSU Jamestown conference, which featured three dynamic, nationally renowned speakers and authors: Juan Williams, Dr. Thomas M. Shapiro and Dr. Mary Frances Berry. The keynote speaker was Juan Williams, an Emmy-award winning journalist who currently is a regular panelist on the FOX Broadcasting Company’s FOX News Sunday with Tony Snow. In addition to his duties with FOX News Sunday, Williams also anchors the weekend daytime live coverage on the FOX News Channel. Prior to his position at FOX, Williams spent 23 years at The Washington Post where he served as an editorial writer, op-ed columnist and White House correspondent. Dr. Thomas M. Shapiro, Pokross professor of law and social policy at Brandeis University’s Heller School for Social Policy and Management, provided a luncheon address during the conference. Dr. Shapiro’s expertise is in racial inequality and public policy. He has authored several books on social inequality and African Americans. His book titled The Hidden Cost of Being African American was a national bestseller. The conference’s closing address was given by Dr. Mary Frances Berry, the Geraldine R. Segal Professor of American Social Thought and professor of history at the University of Pennsylvania. Dr. Berry, the author of seven books, has had a distinguished career in public service, including service as a member and chairman of the U.S. Commission on Civil Rights. She has also served as the Assistant Secretary for Education in the U.S. Department of Health, Education and Welfare. Dr. Berry was one of the founders of the Free South Africa Movement in the 1980s and was on hand to meet Nelson Mandela upon his release from prison in 1990. Conference topics included early struggles for empowerment, race, health care access, social policy and access to the democratic process; the struggle for education and the right to vote in Tidewater; the state of black leadership, and preservation of architectural landmarks in African-American communities. Two major elements associated with the conference included the Voices Unveiled Concert and a poster and poetry competition. The concert featured the NSU Concert Choir accompanied by the Virginia Symphony. Narrators for the evening’s concert were Hollywood actors Daphne Maxwell Reid and James Avery of the Fresh Prince of Bel Air television series. In addition to the concert, NSU staged a poster and poetry competition for middle school, high school, and college students. Hundreds of parents, city officials and dignitaries – including Governor Kaine –attended the awards ceremony, which was held at the Chrysler Museum Theater. Photo by Van White 20 Norfolk State University • President’s Annual Report The Division of Student Affairs NSU’s Best Asset: A Legacy of Student Unity The Division of Student Affairs is committed to meeting the needs of Norfolk State University students and providing experiential learning opportunities. The Division supports and strengthens the learning experience of a diverse student population, which promotes a living-learning environment. Students’ personal, social, psychological and co-curricular needs are enhanced through the provision of extensive activities, programs and services. The Division is comprised of several departments including Career Services, Counseling Services, Disability Services, International Student and Scholar Services, Student Judicial Services, Residence Life and Housing, Student Activities, Student Support Services, Upward Bound and Veterans Affairs. The Division of Student Affairs is responsible for planning, implementing and supervising social, cultural, intellectual, recreational and intramural sports activities; student organizations; the Commuter Student Program; Greek Affairs; Mr. and Miss Norfolk State University Scholarship Pageant; Student Government elections; Student Leadership Program; Cheerleader/Mascot Program; the Spartan Echo Newspaper; and the Spartan Reflections Yearbook. Additionally, the Division is responsible for the management of the Event Management System (EMS) which is utilized to process and schedule all activity reservation requests for campus-wide facility usage for students, faculty and staff. A Campus United • Student Elections • Family Weekend (approximately 500 family members) The Division of Student Affairs Connecting with Commuters COMMUTER STUDENT CONNECTION PROGRAM Most of Norfolk State University’s 6,000 plus students commute to campus. They take classes, conduct business and leave. In an effort to better engage these students and to make them feel a part of the campus community, the Division of Student Affairs is committed to assisting commuter students by identifying available resources and by providing services which foster a successful college experience. To this end, the Division of Student Affairs does as follows: • Provides programs and services that directly address the needs of commuter students • Ensures that commuters have up-to-date information on campus events, policies, and procedures • Serves as an advocate for commuter student concerns • Provides off-campus housing, transportation and parking information • Encourages involvement in campus activities beyond the classroom Lectures, seminars and services specifically targeted to commuter students include the following: • What you should know before signing a lease • Tips for planning an effective schedule • Car Maintenance . . . Enrollment Management works collaboratively with various units on campus to promote synergy, integration and organizational efficiency among administrative and academic units to support achieving enrollment goals. Highlights from the year are as follows: • Experienced the largest fallto-fall enrollment increase in 10 years. Increased freshman enrollment by six percent and retention by 4.6 percent with the support of faculty and various campus units • Launched an electronic online tool to create personalized VIP pages and ongoing interactions with prospective millennial students • Expanded outreach to Hispanic students, including an admissions link in Spanish • Increased campus collaborations among offices within Enrollment Management and other offices, including First Year Experience, Alumni Relations, University Advancement, Athletics, Veterans Affairs, Graduate Studies and Communications and Marketing to support recruitment and retention efforts • Increased participation with alumni chapters by increasing the number of hosted events for prospective students by attending chapter meetings, and by beginning the alumni letter writing campaign • Increased collaborative efforts with the Virginia Tidewater Consortium, the ACCES Foundation and high school guidance counselors to expand outreach efforts to prospective students Norfolk State University • President’s Annual Report 25 The Office of Enrollment Management • Partnered with the City of Norfolk to employ high school students through the Youth Opportunity Program • Collaborated with Tidewater Community College to provide improved administration of the PASSport program for students not meeting NSU admissions standards. The Division is also responsible for establishing and maintaining current financial policies and procedures as well as capital and infrastructure improvements for all units, divisions and departments of the University. The Division is also responsible for acquiring external funding support for sponsored program activities and for encouraging and sustaining faculty and staff interests in these endeavors. The Research and Innovations to Support Empowerment (RISE) is intricately linked to the Division of Research and Technology in that the RISE Campus activities are underpinned by technology and research. Also, the Division of Research and Technology provides a critical interface between Norfolk State University and the Enterprise and Empowerment Foundation (E2F) which oversees the RISE project. The Division of Research and Technology consists of the Office of Information Technology (OIT) and the Office of Sponsored Programs (OSP). Highlights of the Division’s research, business, and academic accomplishments include the following: • Selected an emergency notification system – text messaging for the University’s use in case of an emergency. • Implemented a web services program that enables students to apply for admission, register, and pay their bills online • Implemented the iPod pilot project for Spanish 112 and Social Work Research, and additional courses in collaboration with academic schools Norfolk State University • President’s Annual Report 33 The Division of Research and Technology • Dedicated and opened the McDemmond Center for Applied Research (MCAR) in April 2007. R18 has a better Graphical User Interface (GUI) and integrates well into other business tools, thus enhancing business processes • Implemented a report writer for IFAS, per the Fixed Assets office, in order to report information to the State Council of Higher Education for Virginia (SCHEV) • Automated the process of uploading information to the student lookup database from the Datatel-Colleague generated file • Assisted University Campus Police with upgrades to the VisionRMS system (police records management software). This system assists campus police with the reporting requirement of criminal activity into the Virginia State Police central database. The Division of Research and Technology Research Activities are as follows: • Completed the hiring of a consultant to assist E2F in developing a strategic business and marketing plan for developing the RISE Campus • Targeted areas traditionally unrepresented in NSU sponsored programs initiatives for partnership. The Office of Sponsored Programs focused on intelligence community programs, support of underprivileged male students funded by NAFEO, and regional modeling and simulation, gaming and computational science programs • Completed the framework for a research plan that will outline our strategies for increasing externally funded research • Developed external relationships in the defense environment to increase research funding from these sources: expansion of the Information Assurance research supported by the Army; an anticipated funding of a program designed to support patients of Walter Reed Army Medical Center (a DOD facility); the Air Force funded additional programs for three (3) years in the Center for Materials Research • Increased funding per faculty full-time equivalent by 5 percent over last year’s with total funding now at about $20 million Technology Updates are as follows: • Upgraded computer labs campus-wide per established procedures • Deployed the Virtualization Collaboration Center (VCC) at the McDemmond Center for Applied Research. This high-tech environment enables virtual and remote collaborations with other researchers, agencies and institutions worldwide. These funds provide scholarships for our students, support for an outstanding faculty, and resources to start new programs while enhancing existing ones. University Advancement is comprised of three units: Alumni Relations, Development, and Event Planning. The week-long celebration, NSU in the 21st Century: A Celebration of Achievements, provided the University with the opportunity to engage the community and showcase the University’s accomplishments – the charge of its new president. More than 1,000 people attended the inauguration of Norfolk State University’s fourth president, Carolyn W. Meyers, Ph.D. on April 12. Steeped in centuries-old academic tradition and pageantry, the investiture is the formal ceremony in which the authority and symbols of high office are conferred. The investiture ceremony was the impetus for a week-long celebration of NSU’s legacy of extraordinary achievement. During this formal and emotional occasion, Congressman Robert C. Scott administered the oath of office to the president, and Mr. Jack L. Ezzell, Jr., then rector of the Norfolk State University Board of Visitors, and Dr. Marie V. McDemmond, President Emerita, placed the presidential medallion around her neck. The inauguration ceremony was followed by a lawn party staged on the field at William “Dick” Price Stadium. Titled the Green and Gold Connection Lawn Party, the event was open to the entire campus including alumni and friends. A virtual showcase of student talent took place including Greek step shows, cheerleading demonstrations, and music galore. During inaugural week, NSU hosted more than 25 events held in various places campuswide. Program Reaches New Heights A Decade of Distinction Norfolk State University’s Athletics Division celebrated the University’s 10th year in NCAA Division I Competition in 2007. Highlights follow: 1997-98 William “Dick” Price Stadium opens with the largest crowd ever to witness an NSU home football game (34,000) when the Spartans host Virginia State on August 30. 1998-99 The men’s and women’s basketball teams achieve winning records in just their second season of Division I competition. 1999-2000 Guard Damian Woolfolk named MEAC Men’s Basketball Player of the Year for a second consecutive season. Sprinter Debbie Dunn earns NCAA All-America track honors at both the indoor and outdoor national championship meets. 2000-01 The Spartans capture MEAC championships in men’s cross country, men’s indoor and outdoor track and women’s outdoor track. The Spartans fall to top-seeded Duke in first round of East Regional and end the season with a 22-9 record. 2002-03 Triple jumper Desmond Kapofu earns AllAmerica honors at the 2003 NCAA Outdoor Track and Field Championship. 2003-04 Star linebacker Kevin Talley earns consecutive NCAA Division I-AA All-America honors after leading the nation in tackles. He was also SBN Black College Defensive Player of the Year (2004). Long jumper Tianna Goldring finishes fourth at NCAA Outdoor Track and Field Championship and earns All-America honors. Six (6) NSU athletes compete at NCAA East Regional Outdoor Track and Field Championship. They included Jamall Broomfield, Keenan Harris, Donald Singleton, Marques Sneed, Chris Walker and Troy Wilkerson. 2004-05 Guard Chakowby Hicks named MEAC Men’s Basketball Player of the Year after finishing second nationally in steals per game. 50 Norfolk State University • President’s Annual Report 2005-06 The NSU men’s cross country team places eighth at the NCAA Southeast Regional, the highest-ever finish for a MEAC school. NSU Athletics MEAC champion David Kemboi and Hillary Cheruiyot earn All-Southeast Region honors. The NSU baseball team earns its first-ever win over a Big East school by defeating Villanova. 2006-07 NSU becomes the first school in MEAC history to sweep the conference men’s cross country, indoor and outdoor track titles for two consecutive years. Two-time MEAC Cross Country champion David Kemboi becomes the first NSU and MEAC runner to qualify for the NCAA Cross Country Championship. First baseman Ernie Banks is drafted by the Florida Marlins in the 44th round of the Major League Baseball First-Year Player Draft. Led by explosive return men Emery Sammons and Rashad Howard, the NSU football team leads the nation with its 22.4yard punt return average. Two NSU teams set school Division I records for wins in a season. The baseball team compiles 25 victories, including its first-ever series win over a Big East opponent (Seton Hall). The softball team wins 26 games and finishes 13-1 in the MEAC for a second-place finish, the program’s highest to date. Meyers, Ph.D., officially assumed the duties and responsibilities of President of Norfolk State University. Meyers came to NSU from North Carolina Agricultural and Technical State University where she served as provost and vice chancellor for academic affairs. The Virginia Beach Alumni Chapter of the Norfolk State University Alumni Association hosted the 2006 Alumni Leadership Conference July 20-24 at the Holiday Inn Executive Center in Virginia Beach. Geared towards NSU alumni and friends, the annual leadership conference is designed to educate and inform participants about how to become advocates for the University. More than 150 students from seven universities, including Norfolk State, Hampton and Virginia State showcased technical and scientific research during the 5th Annual WashingtonBaltimore-Hampton Roads – Louis Stokes Alliance for Minority Participation Undergraduate Research Symposium July 19-20 at the L. Douglas Wilder Performing Arts Center. August 2006 Norfolk State University made national news – again. This time, the University was featured in the college issue of Ebony Magazine. The issue hit the newsstands in August. Hui-Shan Walker, deputy coordinator of emergency management for the City of Chesapeake, served as the forum moderator. September 2006 NSU alumnus Edward Bullock, vice president of diversity for L’Oreal USA, served as the keynote speaker for the Hampton Roads Society of Human Resources Management diversity and legislative conference held on the campus of NSU. view Norfolk State University hosted a city town hall meeting titled Securing Our Future: America’s Role in Oil Dependency and Climate Change Sept. 26 at the L. Douglas Wilder Performing Arts Center. John Grant, campaign coordinator for the Natural Resources Defense Council Action Fund, delivered the keynote address. NSU’s School of Science and Technology announced a new doctoral degree program in materials science and engineering, which is designed to be an interdisciplinary effort among the departments of chemistry, engineering, and physics. The new doctoral program began in the fall of 2007. Norfolk State University hosted a wireless project tent event September 21 in front of the Mills E. Godwin Student Center. Since 2004, wireless fidelity, or WiFi, the popular term for technology that lets users connect to the Internet at high speeds without wires, has been available at Norfolk State. NSU expanded its network to meet the growing student need for wireless service in more areas on campus and to meet the demands of current technology. Norfolk State University was awarded a $600,000 grant as one of 13 historically black colleges and universities across the nation to receive a share of a $10.4 million Housing and Urban Development (HUD) grant. NSU’s funds have been earmarked to provide assistance to the Office of Community and Outreach Services for its outreach programs in Broad Creek, Brambleton, Chesterfield Heights, Douglas Park, Huntersville, Spartan Village and several other low-to-moderate income neighborhoods near the University. TowneBank, a locally owned banking institution that places special emphasis on the needs of small businesses, made a pledge of $125,000 Norfolk State University • President’s Annual Report 53 to the Campaign for Norfolk State University: Initiatives for the Future. TowneBank’s pledge was designated for NSU’s general scholarship fund. November 29. Students, alumni, faculty, and staff joined Santa Claus, neighborhood children and community leaders at the Mills E. Godwin Student Center. October 2006 Norfolk State University announced the signing of a five-year management agreement with Barnes & Noble College Booksellers, Inc. to operate the Norfolk State University Bookstore, which was effective October 1, 2006. The Office of the Director of National Intelligence awarded Norfolk State University a $2.3 million Intelligence Community Center of Academic Excellence grant. The grant, awarded over a fiveyear period, allows select students to participate in a National Security Certificate or IDEAS program. Arlene Maclin, professor of engineering, is the principal investigator for the initiative. November 2006 Norfolk State University’s Homecoming Day activities were held Saturday, November 4. The Homecoming theme was Hollywood Homecoming 2006: Lights, Camera, Action! Norfolk State University held its second annual Holiday Tree Lighting Ceremony Wednesday, Honda HBCU Battle of the Bands representatives announced that the mighty NSU Spartan “Legion” Marching Band was selected to participate in the national HBCU Battle of Bands held in January 2007. It was NSU’s first outing at the national band battlefest held at the Georgia Dome in Atlanta. December 2006 Barry C. Black, U.S. Senate Chaplain, delivered the keynote address at Norfolk State University’s commencement ceremony, December 9, at Joseph G. Echols Memorial Hall. Approximately 600 students participated in the commencement exercises. January 2007 Norfolk State University kicked off its 2007 Black History Month celebration with the annual Martin Luther King, Jr., Commemorative Freedom March Thursday, January 11. 54 Norfolk State University • President’s Annual Report Following the march, Albert Paul Brinson, the retired interim associate general secretary for World Mission Support of American Baptist Churches USA, delivered the keynote address. Brinson was a leader in the Civil Rights Movement and a colleague of Dr. Martin Luther King, Jr., John Lewis and others. February 2007 In commemoration of the founding of Jamestown, Norfolk State University sponsored a two-day national conference titled America’s 400th Anniversary: Voices from Within the Veil February 22-23, 2007, at the Sheraton Hotel in downtown Norfolk. Conference keynote speaker was Juan Williams, an Emmy-award winning journalist for FOX News Sunday with Tony Snow. The conference closing address was given by Mary Frances Berry, the Geraldine R. Segal Professor of American Social Thought and professor of history at the University of Pennsylvania. March 2007 Norfolk State University hosted a conference titled Sexual Assault: It’s Everybody’s Business, March 17 at Scott-Dozier Dining Hall. The workshop was designed to increase awareness about the issues regarding sexual assault. Elsie M. Barnes, vice president for academic affairs at Norfolk State University, was selected as one of the recipients of the 2007 YWCA of South Hampton Roads Women of Distinction Award. The Women of Distinction Award honors women in 12 categories, including the arts, banking and finance, business, communications and media, education, government, law, medicine, the military, religion, science and technology and volunteerism. Barnes was cited in the volunteerism category for her contributions to the community. April 2007 NSU celebrates the inauguration of its fourth president Carolyn W. Meyers, Ph.D. during a week-long celebration titled NSU in the 21st Century: A Celebration of Achievements. Designed to showcase the University’s faculty, students, history, and achievements, highlights of the week included the president’s swearing-in ceremony, Distinguished Faculty Awards dinner, campus tours, concerts, a campus lawn party, and inaugural gala. Touted as the gateway to Norfolk’s vibrant downtown district, The Marie V. McDemmond Center for Applied Research opened in April during inauguration week. The McDemmond Center is home to NSU’s research in advanced materials, computational science, engineering, and information assurance. The McDemmond Center also serves as the hub for graduate-level education and training, as well as enterprise formation and skills development initiatives. The Norfolk State University Dance Theater hosted the 26th Annual Black College Dance Exchange April 5-8 at the L. Douglas Performing Arts Center. The BCDE provides opportunities for black college dance groups to come together for education, collaboration exchange of ideas, along with social and performance experiences. Conference participation is open to all college dance performance groups, private studios, community groups and other organizations. In a demonstration of solidarity with Virginia Tech students, faculty and staff after the shootings on the Virginia Tech campus, Norfolk State University held a memorial service for the Virginia Tech family in the Little Theatre at G.W.C. Brown Memorial Hall. Minister Carol Dufresne, Catholic Campus Minister, officiated. Rev. Larry Smith, director of the Westminster Campus Ministries, also participated in this memorial. May 2007 Edward W. Bullock, an NSU alumnus and vice president for diversity of L’Oreal USA, delivered the keynote address at Norfolk State University’s commencement ceremony May 5, at William “Dick” Price Stadium. Bullock leads L’Oreal’s diversity initiatives in its workforce, vendor and community relations. He is responsible for reviewing human resources representation, supplier diversity, multicultural advertising, philanthropy and all global diversity and inclusion training programs. June 2007 Norfolk State University was selected as one of the Smithfield-Luter Foundation’s newest scholarship partners in an effort to provide scholarships to the children and grandchildren of company employees. The Foundation provided $25,000 in 2007 to fund scholarships at Norfolk State and up to $100,000 over the next four years based on the strength of the program.
