" ptt3u1 l\e+:1,f AZone District Text Amendment to allow for "Commercial/Recreation Park" as a Special Use in the R/L Zone District REQUEST: APPLICANT: I. Sergeant Splatters Paintball Incorporated RACK GROUND/PROPOSFII AM ENDMENT Sergeant Splatters Paintball Incorporated (SSPI) currently operates an indoor paintball facility outside of Rifle. SSPI would Iike to operate an outdoor facility, and has entered into contract to purchas e a 220.85 acre parcel located north of I-70, approximately Iive (5) miles west of Parachute. The parcel is currently zoned R/L (Resource Lands). a The R/L zone district is divided into four zones: l) Plateau, 2) Escarpment, 3) Talus Slogres, and 4) Gentle Slopes/Lower Valley Floor. The subject property is located within the Geglle Slopes/Lower Valley Floor Zone. The location of the property is shown on pag, J ' . The RJL zone district does not permit a commercial recreation park as a Use by Right, Special, or Conditional Use. The applicants are requdsting a zone district text amendment that would allow a "Commercial/Recreation Park" within the R/L zone district as a Special Use. II. MAJOR ISSUES AND CONCERNS 1. Zontlngl. The outdoor paintball lacility proposed by the applicant is defined by the Garheld County Zorung Resolution as a "Commercial Recreation Facility/Park". Specifics regardiqg the project are described in the applicant's cover letter, attached on pagt T-1 This land use is currently a Special Use only within the A/R/RD zone district. If approved, the intended use would still require a Special Use Permit consistent with the current regulations. Staff is in support of the application lor the following reasons: 1. The western end of the County, where the majority of R/L zoning is located, appears to be in support of recreational businesses in the area; 2. The use would still require a Special Use Permit, which is designed to address issues such as traflic, water and sewer prior to the approval of a building permit. e/' III. SUGGESTED FINDINGS l. That the application lor a text amendment was made to the Board of County Commissioners. 2. That the hearing before the Planning Commission was extensive and complete and all facts, matters and issues were submitted and that all interested parties were heard at the hearing. 3. That the Planning Commission recommend approval of the proposed text amendment. 4. TV. That for the above stated reasons, the proposed zone district text amendment is in the best.interest of the health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County. OUR PRIMARY OPERATING HOURS WOULD BE FROM SUNRISE TO SUNSET, WITH AN OCCASIONAL NIGHT GAME . WE COULD ONLY GUESS AS TO THE AMOUNT OF VEHICLES PER DAY OF UP TO TWENTY BASED ON OUR CURRENT INDOOR FIELD IN RIFLE. AS FOR THE LOCAT]ON AND SIZE OF STRUCTURES, THERE ARE NO IMMEDIATE PLANS FOR ANY PERMANENT OR HABITABLE BULIDINGS. HOWEVER Wq DO PROPOSE TO ERECT A SERIES OF FALSE FRONT BUILDINGS WITHOUT ROOFS (SIMILAR TO A HOLLYWOOD SET) FOR THE PURPOSE SCENARIO TRAINING. FOR OUR SANITATION NEEDS WE WOULD BE USTNG PORTAJOHN'S (MlN. OF 2 ) FOR OUR IMMEDIATE NEEDS, AND PLANNING FOR THE FUTURE WE WOULD LIKE TO INSTALL SOMETHING SIMILAR TO THE BRICK OUTHOUSES LIKE THE PARK SERVICE USES.
