SGLG Operational Platform: “The LGPMS is the performance
oversight tool and SGLG is the recognition for good governance.”
Piloted in 2010, the Seal of Good Housekeeping has successfully
promoted transparency and accountability in local government
operations by assessing its financial housekeeping in compliance
with COAs accounting and auditing standards and the Department’s Full Disclosure Policy.
In 2014, the Department scaled up the Seal of Good Housekeeping
(SGH) into the Seal of Good Local Governance (SGLG) or Pagkilala
sa Katapatan at Kahusayan ng Pamahalaang Lokal. The SGLG was
introduced to provide a greater challenge for our local government units to continue their good governance practices while
providing better services and, at the same, expanding the coverage of the assessment.
To become an SGLG recipient, an LGU needs to pass all the three
core assessment areas – Good Financial Housekeeping, Social
Protection and Disaster Preparedness, and at least one from the
essential assessment areas – Business-Friendliness and Competitiveness, Peace & Order or Environmental Management.

and municipal governments to do better today and in the years to
